February 28, 2018 Merchants Exchange Annual Meeting WELCOME, MASON The Merchants Exchange is proud to welcome Mason Sullivan as the newest member of our team. Mason started in November as our part-time Communications Center and Accounting Assistant. A Vancouver/Portland native Mason is a graduate of Brush Prairie High School. Prior to coming to the Merchants Exchange Mason developed customer service, organizational and clerical skills working with FedEx and The Ron Tonkin Family of Dealerships, Parts Department.

Mason is an avid baseball lover who enjoys coaching, watching and playing. He is devoted Seattle Mariners Fan who hopes to some-day become a season ticket holder. Mason lives in Portland with his girlfriend Jessalyn and his beloved large Russian tortoise “Kitty”.

Mason has taken to working in the communications center and learning about Maritime Operations with enthusiasm and alacrity. When asked about his goals Mason responded. “I look forward to carving my niche here in the Maritime Community” Year End 2017

COBALT : 2017 COlumbia BAsin Leadership Training : October 17-18, 2017 Coordinated by the Columbia River Steamship Operators’ Association, the maritime industry introduction program has traditionally been a week-long structured series of presentations, tours, and discussion sessions offered to every newly arriving U.S. Coast Guard Captain of the Port. It has been offered at least once a year, every year since 1997. Sessions are designed to quickly acquaint executive and mid-level Federal decision makers with our maritime industry’s issues, concerns, and priorities, adn to encourage open dialogue with our region’s private sector leaders and experts.

This year marked another successful traning for the USCG and the Industry! Attendees included RDML David Throop and Oregon Board of Maritime Pilots Commissioners.

This COBALT sessions focused exclusively on high-level system operations and issues. It selects the broadest, most system’s focused presentations from the week-long offering and condenses them into the two-day openings that were availabe to the participants.

This provides a strategic overview of our industry’s operations and systems. The Merchants Exchange, Maritime Fire & Safety Association and Clean Rivers Cooperative were delighted to give a comprehensive overview of operations over the course of a full day of the program.

In addition to visiting the Merchants Exchange 24 Hour Communications Center, attendees visited the Clean Rivers Cooperative Operations Facility for presentations by Clean Rivers staff and an overview of Maritime Fire & Safety Association (MFSA) Fire and Oil programs.

Following the presentation, attendees were then transported to Portland Fire & Rescue Station 6 to tour the Fire Response Boats from Portland Fire and Rescue and Clark County Fire and Rescue. Both fire agencies are members of the Fire Protection Agency Advisory Council (FPAAC) program of MFSA. “COBALT IS A CRUCIAL COMPONENT OF ORIENTATION FOR INCOMING COAST GUARD, IT ENSURES A SMOOTH TRANSITON AND ALLOWS THEM TO COME UP TO SPEED ON REGIONAL REGULATIONS AND ISSUES WHILE BUILDING INDUSTRY RELATIONSHIPS. INTERNATIONAL PORT SECURITY PROGRAM VISIT In early November, the United States Coast Guard hosted a Cote d’Ivoire International Port Security Program Reciprocal Engagement. The goal of this visit was an information exchange between Cote d’Ivoire and the United States Coast Guard on Port Security issues.

The delegation visited Columbia Grain Exports and the Port of Portland. In order to provide the group with an overview of the region, Liz Wainwright, the Executive Director of the Portland Merchants Exchange was asked

by Sector Columbia River to provide a thorough presentation to the group on the services that the Merchants Exchange provides to vessels calling on Columbia River Ports and the role the Exchange plays in the community. The port visit was an excellent opportunity to discuss the collaborative nature of shipping on the Columbia River.

The Oregon Board of Maritime Pilots is the regulatory agency for Pilotage in Oregon and Southwest Washington Ports along the Columbia River.

Established in 1846, the Oregon Board of Maritime Pilots’ (OBMP) mission is to promote public safety by assuring that only well-qualified persons are licensed to pilot maritime vessels entering and leaving Oregon ports. OMBP board members and staff work together to ensure the availability of efficient, economical and competent pilotage services. OREGON BOARD OF MARITIME PILOTS ANNOUNCES NEW EXECUTIVE DIRECTOR SALEM, Ore. – The Oregon Board of Maritime Pilots (OBMP) announces the appointment of Marc Warren as the new Executive Director. A seasoned professional, Mr. Warren served as a regulatory specialist for the Oregon Liquor Control Commission and possesses 25 years of maritime leadership experience with the United States Coast Guard, serving as a Commanding Officer and most recently, Enforcement Division Chief.

Mr. Warren will work in partnership with the OBMP board members, state-licensed maritime pilots, shipping industry representatives, and contractors, as well as with environmental, state and federal regulatory agencies and Oregon residents in an effort to implement the objectives and goals of OBMP. “Marc’s leadership experience and knowledge of the challenges facing the maritime industry will be an enormous asset,” said Gary Piercy, OBMP Board Chair. “His leadership will complement the efforts of the dedicated staff and board members to help lead us into the future of the maritime services we provide.”

In addition to an extensive military career with the United States Coast Guard, Mr. Warren holds a degree in Organizational Security and Management.

2018 BUDGET CAPITALIZES ON MOMENTUM FROM PAST YEARS, Commission makes expansion of infrastructure key priority for 2018

Longview, WA--The Port of Longview’s Board of Commissioners unanimously approved the 2018 Budget, which includes signficiant investments in the expansion of the Port’s Industrial Rail Corridor (IRC) and infrastructure development at Barlow Point. These investments capitalize on previous year’s momentum of multiyear projects that will bring increased economic growth to our industry and new opportunties for customers.

Connecting the mainline rail with the Port, the IRC plays a key role in Port operations. The expansion project includes adding seven additional tracks to the system, bringing the IRC to a total of nine tracks. This additional capacity will allow trains to move simultaneously, add storage for unit trains on sidings and accommodate the growing length of trains. In 2018, the Port plans to invest $952,000 towards the planning and engineering of this project.

In addition to the IRC expansion, the Port has earmarked $300,000 toward the planning of a new entrance at Barlow Point.

“In 2017, we focused on laying the ground work for major infrastructure improvements,” said Commissioner President Doug Averett. “This year, we are capitalizing on that momentum and continuing to move forward on these key projects. My fellow Commissioners and I want to emphasize the importance of continued growth and expansion for our industry and customers.”

Port of Vancouver USA Commissioner Brian Wolfe receives Distinguished Service Award The Pacific Northwest Waterways Association (PNWA) recognized Port of Vancouver USA Commissioner Brian Wolfe with a Distinguished Service Award at its Annual Convention in Portland, Oregon, Oct. 17. He was selected for his long service to the industry, including leadership on port and navigation issues that impact the economic health of Washington state – one of the most trade-dependent states in the country – as well as the entire Pacific Northwest.

Commissioner Wolfe has worked passionately since his election in 2005 to support commerce, sustainable development and job creation at the Port of Vancouver and across the region. A longtime advocate for economic development, Wolfe helped found the Columbia River Economic Development Council and served as its board chair from 1983 through 1994.

He has also held leadership positions with the Greater Vancouver Chamber of Commerce, Leadership Clark County and Identity Clark County.

In his 12 years on the Port of Vancouver board, Commissioner Wolfe provided leadership and vision as the port carried out numerous capital projects that support local and regional business growth, including the 108-acre Centennial Industrial Park, $250 million West Vancouver Freight Access rail project (WVFA) and Terminal 1 waterfront development project. Each of these projects have attracted or retained employers and supported jobs in multiple sectors, including manufacturing, construction, transportation and hospitality.

Port of Vancouver USA Board of Commissioners approves 2018 budget The Port of Vancouver USA Board of Commissioners unanimously approved the port’s tax levy and 2018 budget during the Nov. 14 regularly scheduled board meeting. At $68.5 million, the port’s 2018 budget is $16.7 million less than its 2017 budget. The decrease is primarily due to the completion of major components of the port’s West Vancouver Freight Access (WVFA) project and Centennial Industrial Building.

Budget highlights include: • Holding the port’s levy steady for the sixth year in a row, meaning annual taxes on a $324,000 home – the median price in Clark County – will be approximately $98 in 2018.

• $38.22 million in operating revenues, an increase of three percent from the estimated 2017 operating revenues.

• Seventy percent of the 2018 operating revenue is from marine, terminal and rail operations, and the remaining thirty percent from industrial property leases, rail and facilities.

• Twenty-two percent of the port’s capital budget is allocated for the completion of the WVFA project. Thirty-six percent is allocated for maintaining port infrastructure and IT systems. The remainder is allocated to various waterfront, facility and terminal improvements.

GOVERNOR BROWN AND PORT OF PORTLAND ANNOUNCE NEW CONTAINER SERVICE Swire Shipping to Begin Operating at Terminal 6 (Salem, OR) — Governor Kate Brown, the Port of Portland, and Business Oregon today announced that Swire Shipping will begin container shipping service at the Port of Portland’s Terminal 6. The announcement follows Governor Brown’s recent trade mission trip to Hong Kong, where the Governor and Port representatives met with Swire corporate executives. This new shipping option is part of a larger goal to ensure Oregon and regional shippers have access to the global marketplace.

“Strong trading partnerships and access to global markets allow Oregon businesses to grow, helping to sustain a thriving statewide economy,” Governor Kate Brown said. “Not only will new container service bring jobs for Oregonians, it also gives more options to Oregon companies as we work to maximize Terminal 6.”

Swire Shipping will begin offering a mix of general, non-containerized cargo and container service starting in January 2018. The ship call at Terminal 6 is likely to be monthly and includes export shipments of Western Star trucks to Australia, export containers to Australia / New Zealand, and import containers from Asia. The trucks are manufactured by Daimler Trucks North America at their Swan Island plant in Portland. This is a critical first step toward restarting container service at Terminal 6 and will aid in efforts to attract an additional service in the future.

We very much appreciate the growing partnership we have with Swire.” photo credit: port of longview The Swire Shipping service builds on Governor Brown’s and the Port’s successful recruitment of air cargo service offered by Cathay Pacific at Portland International Airport. Both organizations are partially or wholly owned by the Swire Group.

International trade is a large and vital part of the Oregon economy, linked to the health of agricultural, forest, manufacturing, and distribution industries. Swire’s new shipping service is supported by a $250,000 Strategic Reserve Fund investment to help Oregon businesses get their get products to international markets efficiently, and support Northwest shippers. Lower Columbia Region Harbor Safety Committee As part of the Clean Rivers Cooperative Spill Response Contractor Training Program, an exercise was conducted in Astoria, Oregon on October 31, 2017. The training consisted of a team from Clean Rivers Cooperative along with National Response Corporation Environmental Services deploying boom around salmon net pens and piers at the Clatsop Community College dock.

The process is detailed in predetermined Geographic Response Plans or GRP. This GRP, LCR19.0.OL, is an exclusion plan that prevents product to enter Oregon Department of Fish and Wildlife salmon net pens and uses 1500’ of boom secured by 10 anchors. This exercise is critical in protecting the live salmon that occupy these pens between October and April of each year.

Prior to deployment, permission was received to conduct the exercise from Clatsop County Fisheries Management. Oregon Department of Environmental Quality was onsite to observe the deployment.

The next meeting will be held on January 10, 2018 at the Port of Portland.

Nomination Request The Maritime Commerce Club is requesting nominations for the 2018 Old Salt Award. A longstanding annual tradition, the Old Salt is presented to an individual, who through years of service and dedication has advanced the Willamette and/or Columbia River maritime industry.

Nominees should be contributors to the maritime community and have made a significant effort to progress the industry outside of their regular job activities.

WHO IS QUALIFIED? HOW DO I NOMINATE SOMEONE?

For a nomination to be considered, it must be accompanied by a detailed biography of the individual, which includes the nominee’s industry involvement.

Submissions will be reviewed by a committee consisting of the previous year’s “Old Salt” winner, the Merchants Exchange Executive Director, and the Maritime Commerce Club President.

Submissions must be received by Friday, January 12, 2018.

SUGGESTED TOPICS/QUESTIONS TO BE ANSWERED IN THE NOMINATION LETTER:

1. Provide a background of the nominee.

2. How did he/she become involved with the Columbia River and/or Willamette River?

3. What company does the nominee currently work for?

4. What are the current responsibilities of the nominee?

5. What companies/organizations has the nominee worked previously?

6. What companies/organizations has the nominee been involved in the past?

7. What organization(s) is the nominee currently involved in?

8. How has the nominee advanced the Columbia and/or Willamette River maritime industry?

9. How has the nominee been a contributor to the maritime community?

MFSA FIRE 4Q Technician Level Training

Firefighter Technician Level personnel were brought together in a morning classroom discussion to learn the roles and responsibilities of the US Customs and Border Protection represented by Supervisory Officer Mark Kim, dewatering operations represented by Rain for Rent with Gordon Marshall and the roles and responsibilities of the US Coast Guard Sector Columbia River, Randy Clark.

Also present: Captain Derick Hobbs of Olympic Tug & Barge and Captain Toby Jacobsen of Foss Maritime Company.

The afternoon was spent in a group table top scenario discussion presented by Randy Clark from the United States Coast Guard covering a simulated incident involving an Articulated Tug and Barge (ATB) at a fictitious facility.

Technicians were given injects geared to drive thought and discussion on strategy, tactics and responsibilities of the ATB crews and Fire Protection Agency Advisory Council (FPAAC) fire agencies. Captain Derick Hobbs and Captain Toby Jacobsen provided input on what capabilities and actions tug boats and the crews.

Vancouver Fire Division Chief Steve Eldred led a discussion with the Technicians on a template being developed to aid first-in companies with no shipboard training on how to best handle the opening minutes of a vessel fire.

MFSA OIL Â

The Maritime Fire & Safety Association just recently took possession of a new Current Buster 2. This specialized piece of response equipment was mandated for the Lower Columbia River as part of Washington State’s HB 1186. Until now, the MFSA had been leasing a unit, but the Board of Directors and staff determined that it made greater long term financial sense to purchase one.

The unit was constructed by NOFI in Norway, and arrived in Portland in early November. MFSA, Clean Rivers Cooperative and NRC Environmental Services deployed the equipment in the Portland Harbor as one of their required exercises on 11/21/2017. These exercises are evaluated by Oregon DEQ and Washington DOE to ensure that MFSA is prepared and trained.

The equipment was engineered to recover oil in areas of fast water. Standard contractor oil spill boom can become ineffective at river flows as low as 0.7 knots.

The Current Buster can effectively operate in flows of up to three knots or can be towed through calm water to increase the encounter rate. The Current Buster 2 is the smallest size unit built by NOFI, which makes it more easily maneuvered in close river conditions.
