The boats will navigate south to the Queens Folly bridges, then east behind the corridor ending at the PD Club. On Saturday, July 4th, take a moment to bring your friends, families, and guests to our Annual Flag Raising Ceremony at 9am in the center of the Queens Folly Circle. You won't want to miss this special event unique to Palmetto Dunes featuring a local Color Guard, the Pledge of Allegiance, the singing of the National Anthem, and guest speaker Grover Cleaveland. The ceremony is brief—about 20 minutes—but is an important part of the day's celebrations.

Even with the challenges of COVID-19, assessment delinquency is very minimal, which is very similar to prior years. Wildlife Beach Amenity Update Dunes House discussions with Greenwood are progressing. Initially, I was optimistic that we could come to terms with Greenwood in the early part of this year with the goal of starting construction in September.

However, after our first three meetings, both parties acknowledged this was going to take a little longer.

More specifically, with the impact from the pandemic we postponed discussions recently as each of us navigated the challenges from the virus. This past month we kicked off discussions again and should have a better idea later this year on a realistic timeline. However, please keep in mind there are still some significant hurdles to overcome before this is a reality. Finalizing an agreement with Greenwood and a zooming map amendment with the Town of Hilton Head are just two examples.

In February 2020, a deer management program was initiated to further understand our deer population. The program will include the following components: community education and Q&A sessions, collection of owner feedback, and written goals and procedures.

Our resort partner, Dunes Real Estate has experienced strong transaction activity that began during the second half of May. One thing current buyers and property owners should feel especially good about is that nearly all purchases are being made with personal enjoyment as the primary driver. The conditions, drivers, and long-term ownership interest accompanying the increased market activity only complements the integrity of property values in our community.

In order to better understand our deer density, the Association hired a woodland & wildlife consultant firm for the purpose of conducting spotlight surveys of our deer population. While the surveys do not determine the deer population in our community, they do identify the deer density. The first survey was completed in 2014 and subsequent surveys were completed in 2016, 2017, and 2019. The next survey will be completed later this summer.

The amendment granted PDPOA the authority to assess a transfer fee on all property sales within Palmetto Dunes. The Community Enhancement Fee shall not exceed 0.5% of the gross selling price.

Currently, the Board has in place a 0.5% Community Enhancement Fee. This fee is intended to address major new improvements that would enhance the overall appearance, safety, and functionality of Palmetto Dunes. The fee paid upon the transfer of title of each residential property and investment income are the projected inflows.

General Fund The General Fund is funded primarily by the net operating balance that has been generated from operations over the years. This fund can be used for all PDPOA purposes to include supporting operating shortfalls, shortfalls in other reserve funds, and any other Board approved projects. Management’s longterm goal for this fund is to maintain a balance equal to one year’s annual residential/commercial assessment.

This protective reserve can sustain ongoing operations in the event of major damage to property, interruption of the collection of revenues, or another unforeseen occurrence.

Repair and Replacement Fund The Repair and Replacement Fund collects monies to be used for the repair and replacement of specific common area components identified in the reserve study. A reserve study evaluates the condition of major assets and amenities, estimates when they will need to be repaired or replaced, and how much that will cost. PDPOA’s reserve study

identifies all common area components that have a useful life of 3 to 30 plus years that are PDPOA’s responsibility to repair and replace. Ideally, a homeowners’ association wants to have a 100% funded repair and replacement fund. This means the homeowners’ association has enough money to cover all anticipated costs. However, industry experts state that having at least 60% to 70% funded is sufficient.

Since PDPOA cannot special access the members, management and the Finance Committee strive to keep the 30-year percent funded between 60% and 70%. Based off this percent funded, management recommends an annual transfer from the operating fund to the repair and replacement fund.

To prolong the life of PDPOA’s major assets, the Property Operations department tries to stay on top of the preventive maintenance for each asset and monitors the wear and tear of the assets.

ARB Fund This fund is used to accumulate compliance deposits collected by the Architecture Review Board.

Operating Fund As mentioned above, the Operating Fund is used to cover the day to day operations of PDPOA. The covenants require that PDPOA provide a permanent fund to provide services important to

the development and preservation of an attractive community appearance and further, to maintain the privacy, security, and general safety of the residential communities in Palmetto Dunes. The majority of operating funds are collected early in the fiscal year for use during the remainder of the year.

At the end of each calendar year, the Finance Committee will review the balances in the Operating fund and decide if any transfers should be made to other funds.

The residential assessment is accounted for in the Operating Fund. Each year, management and the Finance Committee review the residential assessment. It is difficult to compare the residential assessment for Palmetto Dunes to neighboring communities because the assessment depends on the number of homes, types of services provided, and amenities available.

In conclusion, due to the diligence of management, the Finance Committee, and the Board of Directors, COVID-19 should not affect the long-term goals of the organization. Since most of our funds are restricted per the covenants or designated by the Board, the replacement and enhancement projects should continue as planned. The short-term revenue loss can possibly be offset from the General Fund.

HEARING BOARD SEEKING CANDIDATES

A Message from the Archictectural Review Board I’m often asked, “do I need an ARB permit for doing maintenance and repairs?” This was covered in a recent Tidings email, and the topic is so important that it’s getting covered again in this article. Regular property maintenance is necessary and essential, and the ARB generally doesn’t require permits for such activities. So, please go ahead and do the work to keep your property in great shape. Of course, more significant work does require ARB permits.

The following helps to clarify the kind of work that falls under the heading of regular maintenance, and what would be more significant.

Examples of maintenance/repair/upkeep that DO NOT require an ARB permit: •

Minor roof repair (due to a roof leak or missing shingles)

Wood rot and touch up paint after the repair

•

Pool cleaning

•

Power washing

•

Landscape maintenance

•

Driveway repair due to cracking or lifting (seal coating, patching or overlay resurfacing to the affected section)

Replacing gutters to match existing gutters

•

Re-staining or re-sealing of a deck or patio

Removal of debris from a fallen tree

As we navigate through the COVID-19 pandemic, Palmetto Dunes Cares is having to think outside the box when it comes to 2020 fundraising. The Turtle Trot, which provides the majority of our funds, has had to go virtual. Weekly Turtle Talks are on hold. We are planning this year’s Fall Community Social event that will allow for social distancing.

It is good to see things open back up and have so many visitors back on our beautiful island. However, there are many in the Hilton Head Community that are still suffering. Our local non-profits are going to need our support more than ever. We hope you will participate and

Loggerhead Sea Turtle nesting season is from May through October. If you're out on the beach in the evening and spot any deep holes or sandcastles, please fill them in. If you happen to see them being made during the day, give the diggers and builders a friendly reminder to flatten the sand before they leave for the day. These holes and mounds present serious hazards to mother sea turtles trying to nest and may cause the tragic loss of hatchlings making their way to the sea.

Turtle Tracker Volunteers

Turtle Trackers is looking for volunteers to join and help protect these endangered animals. Volunteers are needed to educate beachgoers about the turtles and remind them to keep the beaches litter-free, fill in holes and flatten sand structures, and to turn out house lights at night if facing the beach.

HURRICANE SEASON An above-normal 2020 Atlantic hurricane season is expected, according to forecasters with NOAA’s Climate Prediction Center, a division of the National Weather Service. The outlook predicts a 60% chance of an above-normal season, a 30% chance of a near-normal season, and only a 10% chance of a below-normal season.

The Atlantic hurricane season runs from June 1 to Nov. 30, though storms sometimes form outside those dates. It is important to prepare each year, regardless of the activity predicted.

If we look at past hurricane events, they will show us that lack of hurricane awareness and preparation are common threads among all major hurricane disasters. By knowing your vulnerability, developing an emergency plan, and keeping an emergency kit, you can reduce the effects of a hurricane’s impact on you or your family.

There are many hazards associated with hurricanes, including storm surge, heavy rainfall, inland flooding, high winds, tornadoes, and rip currents. Of these, storm surge has the most potential for loss of life on the coast.

Storm surge is an abnormal rise in sea level accompanying a hurricane or other intense storm.

This advancing surge combines with the normal tides and increases the water level to heights that will impact roads, homes, and other critical infrastructure. This rise of water can cause severe flooding in coastal areas, particularly when the storm tide coincides with the normal high tide.

Hurricane Evacuation The Governor of South Carolina is the only one with the authority to order an evacuation for the entire Island. You are encouraged to heed that evacuation order and consider evacuating well before the evacuation order is given. Prepare now.

are evacuated, anticipate what roads you will travel on, and make plans that will accommodate young children and pets if necessary. If you plan on using a public shelter, be aware that they may not accommodate pets.

Hurricane Preparedness Tips Hurricane winds can cause trees and branches to fall, so trim or remove damaged trees and limbs before hurricane season to keep both you and your property safe.

Make your emergency plan now. Plan shelter options and know your evacuation route. Sign up for alerts and warnings from Beaufort County and the Town of Hilton Head Island. Subscribe to the PDPOA Tidings e-newsletter.

Put together a go-bag: Disaster supply kit including a flashlight, batteries, cash, first aid supplies, medications, food, water, and copies of your critical information in case you need to evacuate. Be sure to include items to meet the household needs of children, parents, individuals with disabilities, or pets, if needed.
