COLLABORATION BETWEEN POLICY LABS

政策實驗室之間的協作 目前雖然存在有同儕間自行組織的政策實驗室主管網絡，但組織或單位之間的合作仍為罕見。 在同個區域的組織、單位成員可能會彼此打聽、對齊某個正在進行中的大型專案的最新進程。在 大都會區以外，組織、單位之間的合作則非常有限，可說是幾乎不存在。國際上，以公共政策創 新為主軸的會議、研討會中倒是可以看到一些初步的跨國際聯繫。

CREATING NEW LABS: THE CRUCIAL ROLE OF “INFLUENCERS”

新政策實驗室的促成 雖然像是英國的 FutureGov 或義大利的 LabGov 在本報告中的定位並不能算是政策實驗室， 但這樣的 「倡導者」 對於促成新興政策實驗室扮演者關鍵的角色。一個區域中 「倡導者」 的存在， 常常會帶出該地區政策實驗室的成形。他們有時也會提供成立政策實驗室的相關經驗與資源， 並扮演推進者、促成者的角色。比如說位於英國倫敦的 Nesta 促成了十幾間政策實驗室的成立， 甚至有時會共同管理、維運。

CHALLENGES IN MAINTAINING POLICY LABS

維運政策實驗室的挑戰 在這份報告進行研究的過程中，我們發現了不少雖是同儕間互相推舉的政策實驗室，卻停留在 待命或是已經解散的狀態。有十間以上的政策實驗室指出本身存在於非常不穩定的狀態，並有 可能在六個月到一年內面臨關閉風險。大多數的主管提出較有可能的風險包括預算縮減以及選任 長官的異動。即便是行之有年、以建構出一套創新流程的政策實驗室，都無法避免關閉的風險。 一間位於荷蘭 「Future Centre」 的 The Shipyard 政策實驗室，也在成功營運十三年之後，因 預算縮減而面臨關閉的命運。 政策實驗室的不穩定性並非不尋常的現象。大多數的實驗室本身就是一到三年不等的 pilot 實驗。 愛沙尼亞的 Tallinn University of Technology 研究中觀察到的平均壽命為三年。而政策實驗 室雖然以傳播創新的政策設計為目的成立，實際運作上常常成為原有結構上的特例作法，而較 難從根本全面性的做改革。也正因為如此，每間實驗室對於做出成功案例、找出創新政策制定流 程所付出的時間長短不一，而成果也常常成為添加實驗室本身存續的正當性。
