I would also like to take this opportunity to welcome Associate Professor Dr Cassandra Cross, who was unanimously elected as our new Board Chair in November 2020.

As the first female Board Chair in PCYC Queensland’s history, Cassandra’s academic achievements and expertise in crime prevention will be fundamental to her leadership as we enter the next phase of our growth.

Finally, as we look toward the new year and fulfilling our long-term strategies, our ultimate focus remains on increasing our effect on crime prevention, enhancing communities, and shaping the leaders of tomorrow.

Board Chair review

I am privileged to reflect on the past year, and all that has happened across PCYC Queensland.

For those of us who thought that 2020 was tough, 2021 was equally as challenging. The COVID-19 pandemic continues to cause disruption and uncertainty to life in Queensland. In 2021, this impacted our operations through lockdowns and varying levels of restrictions.

While the pandemic continues, I am constantly impressed by the strength and resilience of the organisation. Our staff and volunteers across the state have continued to adapt as needed, and we have seen a continuity of service delivery in the majority of our programs and services. For many communities, the local PCYC and its staff are unstoppable in the face of any challenge. Our staff have shown flexibility and agility in how we connect with members and in some cases, we have transformed the way we deliver our services and programs to young people and their families.

The pandemic has brought about rapid change, and we have embraced the positive learnings of thinking differently and moving out of our comfort zones. We see technology enabling new ways of doing business now permeating our programs and services, as well as recognising the importance of face-to-face interactions where possible.

Throughout the year, I have seen firsthand the work of PCYC Queensland: through the fierce and friendly rivalry of the Deadly 3’s basketball competition in Cairns, to the comradery and leadership skills exhibited by our young people at the Cadet Games in Brisbane and Townsville.

Seeing our youth in action, challenging themselves and supporting their peers, is a joy to watch and inspires an immense amount of confidence for our society, knowing the calibre of leaders we are equipping for the future.

Looking to 2022, the Board has approved a bold and ambitious new strategic plan for the coming years, which seeks to invest in programs and services designed to empower young people to be the best versions of themselves. It builds on the strong foundation of current operations, while extending into new areas of opportunity and need.

However, none of this is possible without the support and tireless work of staff and volunteers across the organisation. I wish to take this opportunity on behalf of the Board, to thank everyone across the organisation, from the CEO Phil Schultz and his team to the Youth Club Managers, the many staff across clubs and other services, as well as the dedicated volunteers who make this all possible. The organisation would not be able to achieve what it does without your time and efforts.

With over 160 locations across the state, each day PCYC Queensland makes a tangible difference in the lives of young people, their families, and their communities.

I am continually inspired by the endless passion and enthusiasm demonstrated by those associated with PCYC Queensland. We can make a real difference to Queensland if we stand united as an organisation driven by the desire to improve the lives of young people in our community and empower them to strive for excellence. It is an exciting vision that lies on the horizon, and I look forward to seeing it come to fruition.

Jeremy’s story A PCYC Queensland Club Manager since 2009, this year marks Jeremy’s 21st anniversary with the QPS. I started working as a Youth Club Officer at PCYC Redcliffe in 2007 and became the Youth Club Manager at PCYC Deception Bay in 2009 where I’ve been ever since.

Working with PCYC Queensland has given me the opportunity to take a proactive role in educating and supporting young people and helping them to extend their reach. I enjoy identifying and bringing in resources to make that difference.

Coaching and developing a cohesive leadership team is something I am passionate about, and I also enjoy collaborating with community and business to achieve results – it all supports our ability to deliver grassroots programs to those in need.

PCYC Queensland has allowed me to be innovative and creative in the way I work. Starting an annual golf day, regular Bunnings BBQs and other activities have been good ways to increase our profile and raise funds.

Providing the right programs to address community need is very satisfying.

We have faced many challenges over the years, however building a club that the community can be proud of and engage with has been a great achievement. Successfully introducing a gym, gymnastics activities and youth programs have been highlights, and recognising our young people and volunteers’ accomplishments brings great joy.

Retired submariner Ep Lammers, 86, has spent more than 10 years in the passenger seat as a PCYC Braking the Cycle volunteer mentor, teaching young people how to drive and thrive.

This year Mr Lammers was a finalist in the Queensland Volunteering Awards 2021 for Volunteer of the Year.

With Braking the Cycle, we’re not taking any credit away from the driving schools, but the students wouldn’t have any money to pay for what we do for them.

The parents have no vehicle or family to support them and we fill a void, a very valuable one.

I love volunteering and helping young people to succeed. There’s no end to my involvement with this wonderful program.

General Manager Indigenous Programs celebrates her 21-year anniversary Having begun her journey with PCYC Queensland in March 2000, this year marks our General Manager Indigenous Programs, Andy Cassidy’s, 21st anniversary! Leading from the front, seeing passion and commitment from her team and making the impossible possible across the remote communities of Queensland are driving forces that have shaped her career.

I have embraced my progression within PCYC Queensland, starting as a Youth Development Worker in Central Queensland, and transferring to the same position in North Queensland to raise my then-young family. I was afforded the opportunity to help establish PCYC Palm Island, which led to me lobbying for a standalone Indigenous role within PCYC Queensland, to bring a dedicated platform to the Indigenous PCYC Queensland clubs in Mornington Island, Palm Island and Yarrabah at that time.

I seized the opportunity to embrace the North Queensland Zone Development Manager role for 2.5 years prior to establishing my current General Manager Indigenous Programs portfolio in 2013, which required me to move my family and life from Townsville to Brisbane.

I liken this move to being a country mouse learning how to become a city mouse!

I have experienced so many highlights over my 20-year career with this organisation.

Mostly, the amazing people I’ve had the pleasure of working alongside and whom I have come to regard as my PCYC family, and the communities I have connected with and advocated for to effect positive change.

My PCYC Queensland experience has been a genuine adventure that has taken me to places where most people wouldn’t have the opportunity to venture; bringing some joy into the lives of young people and their families in some very challenging locations has been incredibly rewarding.

My “ah-ha” moment is seeing the smile that erupts on a young person’s face and hearing the giggles of delight as you see the fruits of your team’s efforts resulting in the provision of a program or resource, or an event you’ve made possible in communities where many other services are not available.

I am profoundly proud that PCYC Queensland continues to make the ‘impossible possible’ for many communities where others would not venture, due to the challenging nature of these remote locations. PCYC Queensland brings a platform of possibilities to communities which are usually limited, and I feel very blessed to belong to a company that has supported my passion and career pathway coming together; allowing me to work across many metro, regional and remote communities to bring them a unique participation experience.

Being part of PCYC Queensland’s evolution in its commitment to working with and being responsive to the Queensland communities we work alongside has been wonderfully gratifying. I feel excited for our organisation’s ability to continue working with regional and remote locations to grow these communities to deliver a platform that seeks to reduce the gap in accessible social, emotional well-being programs and services for young people and their families often experienced due to isolation of their community.

Containers for Change

In 2020 PCYC Queensland received funding from the Queensland Government Container Refund Scheme, empowering our organisation to access the state-wide container refund scheme to raise funds whilst making a positive impact on the environment.

Thanks to the support of the Queensland Government, 47 of our clubs are now equipped to collect and return containers from their club, members, and local communities. Since January 2021 our clubs have refunded over 42,000 eligible containers and we are excited to see thousands more recycled as we continue this initiative across the state.

Mischa Traynor started purchasing tickets in the PCYC Lottery in October 2020 knowing the impact our organisation has, having spent time at her local PCYC club growing up and seeing her husband serve in the Queensland Police Service.

Bike maintenance program changing lives of young offenders

He said he and fellow PCYC Logan staffer Senior Constable Cherie McLean used Pedalz Up to teach the young participants a few important life skills.

PCYC Logan police officers started the Pedalz Up program in October 2020, working alongside youth offenders aged 11 to 14 years to restore and rebuild old bicycles.

"Each part of the bike is also a stage of life," Sergeant Newell said.

PCYC Logan club manager Sergeant Mick Newell said, "These kids are what you call tertiary offenders, so they're in the youth justice system, they have committed offences, they have been through the court system and some of them have been to juvie."

James, 14, has been in and out of youth detention and was one of the first to successfully finish the program.

I found out about Pedalz Up when my carers told me … it was a thing for me to not go back to juvie. I thought it would be kind of weird, whatever, but I did it anyway.”

"It makes travel a lot easier, I can now go see my mates a lot easier, I can do everything," he said.

James said he has been telling his mates to join the program.

"I tell them it's a good opportunity, instead of going to juvie or something like that it's a good opportunity to get your head in the right place."

Sergeant Newell said the program used bike maintenance as a metaphor for improving mental health and changing attitudes more broadly.

"The frame, for example, is mental health, the frame has to be strong, has to be resilient, it has to be something that would last so you need to work really hard on maintaining the frame."

"The wheels, they make the bike go forward, so they're all about where are you going to go in life.”

"With the steering it's about goals, directions, where do you point yourself."

At the start of the program, the participants set goals — some are big, some are small.

"One of the main goals is, they can't commit offences while they're on the program," said Sergeant Newell.

"They also have simple goals like have a shower each day, do your chores at home, be nice to mum, be nice to your carer, be nice to a teacher … those everyday things."

"Working with Mick changed my perspective on police officers," James said.

"I used to think of Mick as just another cop. I hated him but he's good now, I like him.”

"I look at them now a lot differently than I did before I came here.

Far North Queensland PCYC Cairns

PCYC Cooktown

Partnering with Harbrow Mentoring, PCYC Queensland hosted the 2021 Cairns Edor Competition. Welcoming players from Yarrabah, Cairns, Mareeba, Mossman and Kuranda, the teams all competed for the shield, with Yarrabah taking the win for the second year in a row.

Using food to bring young people and police officers together PCYC Cooktown’s Eat, Cook, Live program delivered by Sergeant Dave Goode, successfully engaged groups of teenagers to come together to learn life and cooking skills through food preparation and sharing meals. Other achievements include conducting a youth forum, Bicycle Safety sessions, Rock and Water program and a Clean Up Australia Day event.

PCYC Cloncurry Key programs at PCYC Cloncurry have been the Wild Women’s Wellness Workout program aimed at improving women’s mental health and wellbeing, Love Bites, Basketball After Dark and Blue Edge. A highlight was the return of the PCYC Cloncurry Fight Night, which saw a record number of participants and spectators, with coach Brad Smith also awarded his Life Membership.

PCYC Edmonton

PCYC Mount Isa

This year Braking the Cycle commenced at PCYC Edmonton with the program extending to the deaf community with the help of volunteer mentor and Auslan interpreter, Linda. Through dedication and hard work, Linda has helped seven deaf participants to progress through the program, with one member successfully achieving her licence this year.

PCYC Mount Isa’s first cohort of Get Set for Work participants graduated this year with four going on to gain immediate employment, plus a special television feature on Studio 10! The club also received the Community Service Event of the Year for Chillin’ in the Park, and also underwent facility upgrades thanks to a $205,000 donation from Glencore’s Community Assistance Program.

PCYC Innisfail PCYC Innisfail saw some major changes to the gymnastics hall, the creation of a new functional training room, and upgrades to the gym cardio space with the arrival of new equipment. The club continued to engage with local high schools through the Team Up program and delivery of drug and alcohol presentations to students, and Braking the Cycle was also introduced this year.

PCYC Mareeba PCYC Mareeba held several events to improve road safety awareness during Road Safety Week, including a presentation at Mareeba State Primary. The Ready for Work program improved employment outcomes for young participants. My Space Plus, funded by the Queensland Mental Health Commission, provided young people with life skills to encourage better decision making, engage with others and improve self-confidence and communication.

North Queensland PCYC Bowen

PCYC Townsville

PCYC Bowen Family Skate Night continued to see great engagement with more than 100 locals attending each week. The club also received $10,000 in funding to support a Local Drug Action Team in Bowen to prevent and minimise alcohol and other drug related harm in the community.

In collaboration with the Red Rose Foundation Australia, the club launched the Red Bench Project, which in conjunction with the RUBY program, supports victims of domestic and family violence.

PCYC Burdekin

Over the past year PCYC Upper Ross delivered multiple programs targeting disadvantaged youth, including Blue Edge at Thuringowa State High School, Rise & Shine Breakfast Club, Homework Club and Madcrew Force.

PCYC Burdekin secured $15,000 under the Community Road Safety Grants to continue their Lessons for Learners program, supporting up to 30 young drivers to gain their learners’ license.

The club also ran its first Blue Edge program in partnership with Ayr State High School; club manager Sergeant Andrew Sherrington said the students’ level of growth in attitude and respect for each other was beyond his imagination.

PCYC Mackay

PCYC Mackay received Rotary’s Pride of Workmanship Award, along with a cash donation to support the delivery of youth programs within the community. The Positive Alternative to School Suspension (PASS) program was implemented at the club to give high school students a chance to learn to manage their behaviour through volunteering, mentoring and educational activities.

Great results were also achieved through the Get Set for Work and Bicycle Safety programs.

PCYC Upper Ross

PCYC Whitsunday After two years of closure and a partial reopening in 2019, PCYC Whitsunday officially re-opened its doors in September 2020. Featuring a brandnew gymnastics space, the club is now welcoming 170 children per week, as well as schools and kindergarten groups.

Remy’s story After enhancing skills and sportsmanship through PCYC Townsville’s Indigenous Programs, talented young basketballer Remy Tom has been selected in the Townsville Basketball’s Under 18 Boys Heat 2022 Representative Team.

I started with PCYC Queensland in July 2019, after we moved to Townsville from Darwin.

My mum’s friend signed me up for the PCYC Indigenous Programs school holiday program with her son. When basketball was included, I felt comfortable because I was pretty good at football, and basketball was the next best sport for me.

I really enjoyed making and meeting new friends at the school holiday program and having fun with all sorts of sports programs and outings.

Basketball became my favourite sport and I kept talking about it to mum, wanting to sign up for a local basketball competition as I was told I was a good shooter.

Next thing I know, PCYC Townsville Indigenous Community Sport and Recreation Officer Joel got me onto the local team with the Giants Basketball Club.

Ever since I joined I have been enjoying every minute of it…..maybe one day I’ll even become a star player!

I can’t thank Joel enough for supporting me with training and my games.

My dream is to become a superstar and make my family proud and travel around and represent Queensland and Australia in tournaments.

I have just been selected in Townsville Basketball’s Under 18 Boys Heat 2022 Representative Team, and I couldn’t be happier!

I am so grateful to PCYC Queensland for providing me with the opportunity to pursue something new.

I would tell anyone to give the Indigenous programs a go, have fun and meet and make friends, and don't be shy to show your skills and what you’re made of!

Central Queensland PCYC Biloela

PCYC Emerald

PCYC Biloela’s Healthy Body, Healthy Minds small schools program is delivered in conjunction with five schools each term, with students getting involved in breakfast clubs, youth programs, and road/driver safety awareness programs.

Braking the Cycle has commenced at PCYC Emerald, with the first two graduates having already achieved their drivers licence. Partnering with Anglicare, Centacare, and the Central Highlands Regional Council, the club’s Greenspace youth drop-in centre runs weekly with great success.

PCYC Blackwater Several new initiatives at PCYC Blackwater such as Youth Drop In’s, 3x3 basketball, Blue Edge, and Kinder activities have driven membership growth this year. Boxing has expanded, and youth fitness programs are driving participation of young members.

PCYC Bundaberg PCYC Bundaberg’s Youth Development Team were invited by Bundaberg’s sister city Nanning, China, to submit an entry in the Chinese Dragon and Lion Dancing performance, and the team received a certificate of honour and a cash prize! Braking the Cycle has also seen great success in its first year, with 14 participants graduating with their licences so far, through support from 10 volunteer mentors.

PCYC Gladstone Set for a $2.5 million redevelopment through the federal government’s Stronger Places funding, PCYC Gladstone will see major upgrades including a dedicated main hall for gymnastics, 24/7 gym, purpose-built outside school hours care space and multi-purpose youth spaces.

PCYC Hervey Bay PCYC Hervey Bay’s renovated 24/7 gym now welcomes more than 300 members. Development has also begun on relocating gymnastics to the main hall, with new flooring possible through a $35,000 grant from the Gambling Community Benefit Fund. A youth focused activity space is also being developed and the club will soon offer an extensive ninja gymnastics and FreeG program.

PCYC Rockhampton Youth programs at PCYC Rockhampton have seen great engagement, through Youth Support Services, Get Set for Work, Braking the Cycle, and Safer Communities initiatives such as Peer Support, Base Camp, C.A.L.M and Eat Well Living Well programs.

The club’s ongoing partnership with Distance Education allows young people to successfully navigate to their Senior Certificate or re-entry into the school system. PCYC Capricorn Coast’s outdoor adventure and youth leadership programs have seen great success.

PCYC South Burnett

The club’s inaugural Catch Me If You Can police mentoring program involving six Murgon Primary State School students was hailed a great success. The students completed the four-session program participating in intense discussions about community issues, positives and negatives of school, and discussions about home life.

South West Queensland PCYC Dalby

PCYC Fernvale

PCYC Dalby’s Indigenous Community Sport and Recreation Program activities including Beyond Breakfast and traditional indigenous games continued to create great engagement with young locals. The club’s Youth Management Team (YMT) also maintained positive community partnerships with Dalby Disco, Goondir Big Buddy Program, Clontarf and other sister community organisations.

PCYC Fernvale’s youth programs such as Team Up, Girls United, Braking the Cycle and RUBY supported young people in Fernvale and Lowood and the newly formed YMT’s projects included cleaning local waterways. Gym memberships continue to increase and the club’s participation in local events such as the Teddy Bears Picnic and Somerset Fun Run has increased local engagement.

PCYC Fortitude Valley

PCYC Ipswich

October 2020 saw the official opening of the brand new multi-storey PCYC Fortitude Valley club, that features a premier 24/7 gym, basketball half court, boxing studio and ring. Braking the Cycle has also commenced this year with great local interest.

PCYC Ipswich continues to support young people to achieve great outcomes through Braking the Cycle, Skilling Queenslanders for Work, Project Booyah, RUBY, Blue Edge, Deep Blue Line, Indigenous programs and more. The club has begun a full renovation of the gymnastics space, which will reopen for members in 2022.

PCYC Goondiwindi PCYC Goondiwindi’s refurbished fitness room resulted in the strongest increase in club membership since 2006. The club also received a $40,000 grant to convert the outside garage into a meeting/training room which has been welcomed and well-utilised by the community.

PCYC Inala New strength equipment has been a great addition to PCYC Inala’s premier gym, and the business hub continues to provide a steady income from tenancies. The club’s youth development programs continue to see great engagement through Deep Blue Line, Team Up, Blue Edge, Rock and Water, and school holiday and outreach programs.

PCYC Lang Park During the pandemic the club has maintained relationships with Albert Park Flexible Learning Centre and Brisbane State High students to improve attendance through the Boys and Girls Connect programs. Many students have gone onto participate in, and achieve their licences through, Braking the Cycle. Gym members continue to increase with more than 1,000 members and 150 QPS officers using the gym regularly, while junior basketball has also seen spectacular growth.

PCYC Maranoa Earnings from the Containers for Change Scheme has made PCYC Maranoa the second highest collecting club in Queensland. Three young people have successfully completed SYLP 1, eight drivers have achieved their licence through Braking the Cycle and a partnership with the Surat Aboriginal Corporation provides afternoon activities for at-risk youth. This year’s ColourXplosion was the most successful to date with more than 400 participants involved in the Easter event.

PCYC Toowoomba PCYC Toowoomba’s outreach day was a great example of teamwork and collaboration, with staff from Youth and Indigenous programs working together with local police and 10 local network partners to deliver activities for more than 200 young people.

North Brisbane PCYC Bayside

PCYC Redcliffe

PCYC Bayside celebrated the launch of the brandnew gym and facility upgrades, achieved with more than $550,000 of funding from the Community Development Grants program.

PCYC Redcliffe saw young people achieve great outcomes with the commencement of Braking the Cycle and the continuation of RUBY, CHAMP and Bike Education. The club was awarded a $20,000 grant to upgrade the martial arts space, and club renovations are underway thanks to Moreton Bay Regional Council.

PCYC Sandgate

PCYC Caboolture Celebrating the club’s all-time record for gymnastics members, PCYC Caboolture received a visit from the 7News Sunrise crew who highlighted the wonderful youth programs including Braking the Cycle and Blue Edge.

PCYC Deception Bay This year PCYC Deception Bay recommenced the Safer Communities program, engaging with local flexi schools to deliver crime prevention initiatives.

Sports and activities for seniors now include pickleball and badminton, and the club gratefully received funding from Auto & General to support the delivery of youth programs.

PCYC Hills District PCYC Hills District is undergoing extensive renovations with support from Moreton Bay Regional Council. This year also saw our Deep Blue Line participants attend a great camp with police mentors and participants from other clubs.

PCYC Pine Rivers A dedicated multipurpose youth and community space is now complete at PCYC Pine Rivers, providing space for Drop Ins, Bike Education, Youth Management Team activities and other program delivery.

PCYC Sandgate’s gymnastics program has seen amazing growth this year with over 900 members taking part in programs weekly. Once completed, the club’s new main hall building project will allow the delivery of more activities and programs for the wider community.

PCYC Sunshine Coast The weekly 10,000 Steps active movement program provides young adults with disabilities the opportunity to participate in modified activities such as gymnastics, tennis, indoor soccer and cricket.

Developed specifically for the Sunshine Coast Independent Living Service residents, participants come together each week to enjoy activities and morning tea.

PCYC Zillmere This year PCYC Zillmere celebrated the club’s 20-year anniversary with a fun community day.

Youth programs such as Braking the Cycle and RUBY continue to provide positive opportunities and are promoted through monthly Coffee with a Cop sessions.

South East Queensland PCYC Logan Youth development programs including Catch Me If You Can, Braking the Cycle and Safer Communities continued to run successfully. This year saw the club’s Student Welfare Officer working directly with Berrinba East State School students, supporting those who were disengaged from education to reconnect with mainstream learning.

PCYC Mt Gravatt

PCYC Ashmore celebrated member Lataisi Mwea attending the 2021 Tokyo Olympics for the 100m sprint.

Two young men from The Indigenous Youth Mobility Pathways Project (IYMP) with the help of Cairns artist Daniel “Wally” Wallwork, provided the design and leadership to work with Street Art participants over the school holidays to paint four external walls at PCYC Mount Gravatt.

Dedicated members and staff from PCYC Beenleigh undertook a mission to walk 50km to raise money for the club’s programs and facilities. The endurance effort took just over six hours, with the massive feat raising $55,000!

The relocation of gymnastics to a permanent space resulted in steady growth in participant numbers.

Programs such as Braking the Cycle continued to achieve great success, and Deep Blue Line and Basketball After Dark on Friday nights supported at-risk teenagers. The relocation of the outside school hours care service from the club provided the opportunity to repurpose the facility for functional training and group fitness.

PCYC Ashmore

PCYC Carindale Braking the Cycle progressed at PCYC Carindale, with 9,315 kms driven by learner drivers, two road safety education events, and two participants achieving their provisional licences. Successful mentor recruitment has led to 21 current mentors now being available to support young drivers.

PCYC Crestmead PCYC Crestmead’s Twilight Concert, held in conjunction with Marsden High School to challenge community attitudes towards domestic and family violence, was a great success with a record number of families in attendance.

PCYC Redlands The club’s female RUBY participants came together each week to participate in fitness activities, build positive friendships and engage with female police officers. PCYC Redlands and PCYC Mount Gravatt collaborated in a health and wellness morning, offering good food, yoga and painting for all.

The club’s Basketball After Dark and Blue Edge programs also ran in conjunction with Capalaba State College.

PCYC Gold Coast PCYC Gold Coast’s boxing team achieved great success, resulting in five state champions.

Congratulations also go to the young participants who attained their Duke of Edinburgh’s International Silver and Bronze Awards.

Two Tribes helps young asylum seekers and refugees to tell their story Celebrating 10 years of supporting young asylum seekers and refugees that are having difficulty in assimilating to the Australian culture, PCYC Beenleigh’s Two Tribes program (Together We Obtain Trust, Respect, Inspiration, Belief, Enthusiasm and Support) supported a new cohort of vulnerable young people to tell their story. Teaching self-belief through art workshops and encouraging a trusting relationship with the police, PCYC Beenleigh club manager Sergeant Mark Haestier continues to be justifiably proud of the program he started in 2011.

It is incredibly emotional the process these young people go through. Being part of their journeys and seeing them emerge with confidence, ready to engage with their peers and proud of their refugee heritage is so special,” said Sergeant Haestier.

“Senior Constable Bob Caunt and I both feel extremely privileged to deliver this program, and in the current circumstances couldn’t have selected a more deserving cohort of young people.”

PCYC Beenleigh’s six-week Two Tribes program begins with a team building exercise to build trust between students and police, as for many of these young people, police and uniforms are identified with corruption.

The following six sessions involve art therapy, where each person creates a torso which resembles themselves, upon which they illustrate their journey from country of origin to Australia.

Sergeant Haestier said, “These torsos are used to visually articulate and describe their emotion, distress, heartbreak, and the sense of freedom felt on their arrival in this country. The process is designed to help participants express who they are, break down their fears and their struggles, and to help them see clearly who they are and to build a sense of pride and confidence.”

Lastly, the program concludes with an excursion to QPS Headquarters and State Parliament, to further illustrate that Australia is a democratic nation, where police are trusted, and government representatives are elected by the people.

Macey participated in Two Tribes in 2012 cannot speak highly enough of PCYC Queensland.

“When I came here, the culture was so different.

Everything was literally different to how I was brought up in the Philippines. So, when I started the Two Tribes program I started being a bit more comfortable and a bit more outgoing,” she said.

Through her journey with PCYC Queensland, Macey became a valued member of the Youth Management Team, completing her Bronze and Silver Duke of Edinburgh’s International Awards, all three levels of the PCYC State Youth Leadership Program (SYLP) and achieving her licence through Braking the Cycle.

“Two Tribes enables young people to tell their own individual stories within a supportive, positive environment. I felt I could share my experiences without being judged.”

Now a fully qualified nurse and midwife, Macey says, “PCYC has just given me so much experience and so much opportunity that no one can get in their lifetime. For me, PCYC feels like home.

As one of Queensland’s largest sports and recreational providers our most popular sports of gymnastics, boxing, basketball and martial arts continue to draw members of all ages, with dozens more on offer ranging from squash to roller skating, pickleball and netball.

Rise Up Be Yourself (RUBY) Gymnastics Our gymnastics members continue to soar through our Pathways Program including KinderGym, Recreational, Competitive and Gym Sports programs.

As the largest provider of gymnastics in Queensland, our 26 gymnastics clubs encourage gymnasts of all ages and abilities to enjoy the sport through our progressive and non-competitive recreational program, competition level streams, and fun gym sports like FreeG, tumbling, trampolining and Fitter for Life.

Our free physical fitness program for women who have experienced domestic violence, this year RUBY helped more than 130 women across 20 clubs to enjoy fitness and friendship in a safe setting, led by female police officers.

We have people that have come along shy and not feeling confident to talk in front of the group and even just an hour later, at the end of the session, it’s like they are a different person. Outside School Hours Care PCYC Queensland celebrates more than 40 years of successfully delivering quality outside school hours care services to families across Queensland.

As one of the state’s largest approved providers offering Before School, After School, and Vacation Care, this year our 100 services across Queensland supported more than 24,000 children and 10,000 families.

Behaviour support PCYC Queensland is prioritising behaviour support across all our OSHC services, and focusing on upskilling our staff to enable them to better support and respond to behaviours, appropriately model positive behaviours, and encourage children to self-regulate.

This year we appointed a Behaviour Support Officer to provide ongoing support and guidance to staff, and partner with positive behaviour support specialists to deliver positive supervision training, trauma training and specialist disorder training. The goal is to enable staff to support children identified with traumabased challenging behaviours, and additional needs such as attention deficit hyperactivity disorder (ADHD), autism, and oppositional defiant disorder (ODD).

Our key youth development programs continue to empower young people to make positive life choices, and provide purpose, focus, motivation, skills, and opportunity.

Programs such as Braking the Cycle, Emergency Services Cadets, Indigenous Programs, State Youth Leadership Program, Duke of Edinburgh’s International Award, Deep Blue Line, Skilling Queenslanders for Work, and Safer Communities provide mentoring opportunities to change the stories of young Queenslanders.

Braking the Cycle Our award-winning learner driver mentor program Braking the Cycle continues to go from strength to strength. The Motor Accident Insurance Commission (MAIC) committed to $15.96 million over the next five years to support more young people to obtain their driver’s licence. This year a pilot program also commenced in Napranum with support from Rio Tinto.

Tyrone’s story Introducing Tyrone in 2019, we are proud to share an update on his story.

Coming from a tough background, I grew up doing home schooling. I was told I was dyslexic at an early age and struggled with general numeracy and literacy.

I moved out of home in 2016 and was living independently aged 16, and the following year I was referred to my local PCYC’s Youth Support Service.

My goal was to finish high school and go to university. With the help of my youth support worker, I was supported to make plans so I could achieve my goals.

Four years later, through tutoring support and being involved in Braking the Cycle, I am proud to say I have successfully completed Year 12.

I am currently attending university studying nursing, and I have also gained my driver’s licence. And now, I have landed my dream job at Apple!

I could not have completed Year 12 without the support and tutoring from the PCYC Queensland youth support workers.

I wouldn’t be able to drive or write properly. And they helped me to grow as an adult.

I owe a lot to PCYC. They have given me endless support and helped me to get to where I am today.

I recommend PCYC Queensland to any young person who is struggling or doesn’t have the support of their parents.

The Duke of Edinburgh’s International Award This year our Award Centres in the Gold Coast, Cairns, Ipswich and Bundaberg continued to support participants to better themselves and achieve their Award goals in an ever-changing and uncertain climate.

Two of our Emergency Services Cadets units also offered The Award with participation from 14 cadets.

The annual Duke of Edinburgh’s Gold Award Ceremony at Brisbane City Hall saw 15 of our participants receive their certificates from the Honourable Paul de Jersey AC CVO, Governor of Queensland. Our PCYC Bundaberg Award Leader Trevor Standfast was among those who received the Duke of Edinburgh’s Distinguished Service Medal.

Emily’s story I joined the PCYC Bundaberg Blazers (Youth Management Team) in 2017 and I was unbelievably shy! I went the first day as a trial and I was so scared. I cried telling my mother that I didn't want to go, but she convinced me to try something new and get outside my comfort zone. When I went my first day, I was scared and kept to myself. However, I still remember being in the first meeting that night and Award Leader Trevor Standfast getting me to stand up and say my name followed by everyone saying "Hiiii Emily.” Although it was scary, I stuck with it. The Blazers welcomed me with open arms, and I am forever grateful!

From the second week I was already preparing for my Bridge Award Adventurous Journey and felt like I was part of the group! This led me to complete the Bridge, Bronze, Silver and Gold levels of The Duke of Edinburgh’s International Award.

By accomplishing the Award levels with my newfound family, I was able to gain so many new and unique skills which have helped me to reach outside my comfort zone and make me the person I am today. I have learnt to tie knots, orienteer, prepare for massive hikes, Chinese lion and dragon dance, volunteer, and most importantly, communicate! I will never be able to put into words my appreciation for everything PCYC Queensland and my Blazers family have done for me!

State Youth Leadership Program

Youth Management Teams

PCYC Queensland’s flagship multi-stage State Youth Leadership Program (SYLP) continues to drive young people to flourish, with SYLP 1 and SYLP 2 events proceeding this year. Over 80 young people were referred from Youth Management Teams, Emergency Services Cadets units and The Duke of Edinburgh’s International Award programs across the state, with an even balance of regional and urban participants.

Fostering a sense of community and leadership for young people, Youth Management Teams in 14 clubs provide a space for creativity, where participants are tangibly able to address needs on a local level and assist with local events and clubbased activities.

The spirit of service coupled with the life skills and mentorship prepares young people to be active and positive members of their communities.

Skilling Queenslanders for Work Through the delivery of Get Set for Work, Community Work Skills and Ready for Work programs across nine clubs, PCYC Queensland supports the government’s Skilling Queenslanders for Work initiatives, this year helping more than 140 people to gain employment, enrol in further study, or re-engage back in school after completing the program.

Emergency Services Cadets

2021 Cadet Games

Now offered at 22 locations across Queensland with support from Queensland Fire and Emergency Services, our Emergency Services Cadets (ESC) program motivates young people aged 12-17, under the leadership and guidance of volunteer adult leaders and mentoring emergency services personnel, to learn a range of emergency service skills and develop their leadership potential.

This year’s Cadet Games saw over 200 cadets from PCYC Queensland Emergency Services Cadets, Rural Fire Service, Royal Australian Navy Cadets, Australian Army Cadets, Royal Australian Air Force Cadets and Military Cadets compete in games that required skill, problem solving and teamwork, with judging by emergency services or defence personnel who volunteered their time on the day.

This year the program’s premier events including ESCape Week and the Cadet Games were both able to go ahead after being postponed in 2020.

In Brisbane, 233 Squadron Australian Air Force Cadets took out the Ultimate Cadet Crew title, with ‘Spitfire’ taking out the Mixed Teams Challenge, and the Award of Excellence going to the Brisbane Region Rural Fire Cadets.

In Townsville, the PCYC Mackay Emergency Services Cadets took out the title of Ultimate Cadet Crew, ‘Thunder Dogs’ won the Mixed Teams Challenge, and the PCYC Torres Shire Emergency Services Cadets took out the Award of Excellence.

“The Cadet Games represent the ultimate gathering of cadets from all disciplines, many of whom travelled from all over Queensland, and we are thrilled that our first all-female team from Thursday Island took out the Award of Excellence!” said Mr Richter.

Deep Blue Line Our police mentoring program Deep Blue Line encourages small groups of males and females to improve life skills and enhance their positive sense of self.

PCYC Carindale, PCYC Redlands and PCYC Hills District brought 15 young boys together to experience working with the Redlands Water Police. They were given insight into the duties and responsibilities of the Water Police and at the same time experienced the joys of cruising the waterways of Moreton Bay. By the end of the session, the boys were confidently conversing with the police officers, and enjoyed the positive interaction.

Safer Communities Program Directly targeting criminal and anti-social behaviours in young people, the Safer Communities program delivers bespoke crime prevention initiatives, based upon community needs in eight high priority areas.

This year more than 30,000 service contacts were delivered, with more than 6,300 program participations.

Improved collaboration with local networks and agencies has resulted in Community Based Crime Action Committees being established, increasing the number and targeted delivery of programs.

In each of the eight local Safer Communities sites, Safer Communities Coordinators have commenced enrolments of a new cohort of young people whose lives are on the cusp, into a structured 18-month intervention program called Leading the Way. Using trauma-informed principles this new initiative will focus on helping young people to make better choices.

Youth Support Services Through the pandemic our team of Youth Support Workers have modified service delivery and group work to ensure case management and outreach support remains operational across 13 locations.

Learning support opportunities have also been established in partnership with local schools in Aurukun, Napranum, Mareeba and Mount Isa. Youth Support Services deliver positive outcomes such as: ● Helping clients who struggle with literacy and numeracy skills ● Working with the Indigenous Driver's Licensing Unit to get clients licensed ● Re-engaging clients in school, training and higher education ● Helping clients to gain access to housing and crisis accommodation ● Supporting clients to meet their Youth Justice or Bail Conditions ● Teaching clients to cook and budget ● Helping socially isolated young parents get access to key supports ● Facilitating clients to access financial assistance ● Supporting victims of domestic and family violence to have their basic needs met

Latesha’s story Latesha has been engaged with the program since April of 2020.

Latesha finds music a way to release stress and something that she thoroughly enjoys. She often records her own “covers” and in sessions with me, will often play the music to a song she likes and sing along to it.

I can notice the change in her demeanour some days from when I pick her up for her appointment to when she leaves, after singing or playing her guitar during our sessions.

In fact, I don’t think I can recall one session where I have seen her at the club where she has not sung me a song or played me some music. It makes her happy and keeps her grounded and feeling positive.

This year with over $75,000 support from Rio Tinto Weipa’s community development fund, PCYC Napranum was able to commence Braking the Cycle Changing Gears as a test case for remote areas, with the first participant already successfully gaining their driver’s licence through the program.

Waynead’s story Returning to Aurukun in 2020, 20-year old Wik Mungkan Kugu and Muminh man Waynead Wolmby turned to PCYC Aurukun for support.

At the time I was studying in Brisbane through the support of the Indigenous Youth Mobility Pathways (IYMP) Project. But when our community went into lockdown due to the pandemic I had to return to Aurukun to be there for my family.”

“I am so grateful to the Youth Support Workers at PCYC Aurukun who got me access to a laptop and the internet and coached me to complete my Certificate IV in Youth Work Community Service.”

“Since completing my certificate I have gained employment at Aurukun State Primary School as a Teacher Aide and Student Mentor, and I have also achieved my driver’s licence.”

Recognising his resilience and potential as a young leader and mentor, PCYC Aurukun club manager Sergeant Chris Le Ray encouraged Waynead to participate in the Deadly Runners Program and to get involved in club activities.

In 2020 Waynead was awarded Young Person of the Year 2020 by Aurukun Shire Council and Role Model of the Year.

Now in 2021, Waynead has become one of only 14 young people selected for the prestigious Indigenous Marathon Program, to be involved in the six-month leadership program that uses running to change lives, and provides a sense of empowerment, purpose, and pride.

Deadly 3s Coming alive for the sixth year, Deadly 3s is now the largest Indigenous 3x3 Basketball Tournament in Australia.

With 140 players representing 16 communities, teams travelled from regional and remote communities across Far North Queensland including Mareeba, Palm Island, Cairns, Coen, Yarrabah and the Torres Strait.

Coming from the Tudu Clan in the Central Islands of the Torres Straits, Patrick Thaiday, a former member of the Bangarra Dance Theatre, is now giving back to communities through dance.

My first recollection of PCYC Queensland was in the 80s at the Blue Light Discos.

These events were a safe haven for youth to not only engage in conversations with one another and police but express their creativity in the illustrious dance competitions. I remember entering many of them and one time being judged by Molly Meldrum winning $1,000 for Best Dance! These events were a great initiative for bringing the community and police together and helped paved the way for me in pursuing a career in the Performing Arts Industry.

Now as an Indigenous Community Sport and Recreation Officer I can give back to community and incorporate dance into some of my Indigenous programs.

Seeing community members from all age groups actively involved and returning each week to participate in the programs gives me a sense of hope and pride. Dance can be physically challenging and contributes to a healthy body, mind, and spirit.

Some people do not consider dance to be a sport, however we train just as hard and use more muscles through movement than the most trained elite athletes! Dance is such an integral part of our culture and we connect to land, saltwater, freshwater and skies through ceremony, song, language.

To be able to deliver this through our Indigenous Programs in our community is so unique and such a privilege.

Dalari Fast 5s Netball Tournament

Bringing together elders and young people, the Wariganda Golf Tournament saw 220 players come together from Mackay, Bowen, Burdekin, Townsville and Palm Island to create community connections and celebrate Reconciliation Week and MABO Day.

Welcoming 121 girls aged from 11-14 from communities including Cairns, Mareeba, Mossman, Kuranda, Townsville and Cape York, the Dalari Fast5’s Netball Tournament held at PCYC Yarrabah increases participation of young Aboriginal and Torres Strait Islander girls in sport and provides a positive event built on the foundations of fun and friendship.

Catch Me If You Can Sprinting to new heights this year, Catch Me If You Can uses sport to develop and improve relationships between Indigenous school students and local police, allowing students and police officers to engage in a healthy environment to build positive, respectful relationships.

Running at PCYC Hervey Bay, PCYC South Burnett, PCYC Logan and PCYC Cairns, this innovative youth mentoring program engaged dozens of primary and high school students to break down barriers and form friendships with police mentors,

Arika’s story Local North Queensland Gudjala woman Arika Appleby was among 33 young Queenslanders invited to participate in the 2020 Queensland Indigenous Youth Leadership Program (QIYLP). She continues to lead and mentor young people through PCYC Queensland Indigenous Programs.

To be selected to attend the Queensland Indigenous Youth Leadership Program was a huge honour and I was thrilled to meet a diverse range of attendees and collaborate on ideas on how to lead our own community projects and help drive improved outcomes in our local communities.

The program was incredibly valuable, and included intensive leadership workshops, mentoring and networking opportunities and career development opportunities to improve my leadership and self development skills.

One of the highlights was definitely the one-day Eric Deeral Indigenous Youth Parliament, giving us a true-to-life parliamentary debate, speech writing session and panel discussion on the importance of youth engaging with Parliament.

I was lucky enough to speak at Parliament House during this session and I mentioned my beautiful daughter Miss Sunny in my speech, and the important part my daughter will play in the development and future of Queensland.

I was pleased to support the motion of acknowledging First Nations cultures as I believe young Indigenous people should be provided with the opportunity to grow and prosper, where our culture and heritage is embraced.

It is about acknowledging the past, but more importantly acknowledging our future. A future where my daughter can fully embrace her culture whilst also influencing the wider community.

I learnt so much from the program and I was excited to take these learnings back to my community and implement ideas through my role as Indigenous Sport and Community Recreation Officer at PCYC Upper Ross.

I am passionate about helping Indigenous people of all ages fulfil their potential, and I try to inspire them to take the lead in improving their active lifestyles, and benefit themselves, their communities, and their families.

I would like to acknowledge all the efforts made by the Indigenous Community Sport and Recreation Officers in Queensland.

We all face our own separate challenges within our communities whilst still managing to create engaging programs, which draw interest from the community members and stakeholders.

It is exciting to see all the different age demographics becoming involved in physical activity, particularly our children and Elders.

Currently I have been running an Elders gym group which has seen nothing but success! With the support of our personal trainers, they are loving the opportunity to socialise with others as well as feeling fit and young again in the gym.

Our youth boxing program has taken off again at PCYC Upper Ross, which has the local community buzzing with excitement! It is a great opportunity for young members to let off some steam and learn some new skills in a safe and practical environment with the support of some amazing mentors and trainers. The boxing program has always been an integral part of PCYC Upper Ross, so we are excited to see its return.

The PCYC Indigenous Community Sport and Recreation Program has provided me the opportunity to grow professionally and to witness participants grow as they feel culturally safe and connected through working together with the community.

Our youth development and crime prevention activities, as well as club and community events enable us to build positive relationships and engagement opportunities for the benefit of the community, and provide valuable opportunities to raise much-needed funds through key fundraising activities.
