Welcome from the Superintendent

W

elcome to the 2018-2019 school year. This is shaping up to be another memorable one for Pattonville. First, I want to say how grateful I am for the opportunity to serve in the role of Dr. Tim Pecoraro superintendent. I grew Superintendent up in our community and attended Pattonville schools from kindergarten until I graduated from PHS in 1989. I’ve worked in Pattonville for the past 18 years, first as principal of Briar Crest Elementary School and the last 11 as assistant superintendent for curriculum and instruction. I look forward to us working together not only to continue our outstanding tradition of excellence, but to also make us even better.

Last year was an important time in our journey. Our community collaborated to update our strategic plan (see back page of this newsletter). The path is not necessarily new, but a continuation of the work we’ve been doing for years. Our unwavering belief that all children are capable of high academic performance is powerful and sits at the center of our Comprehensive School Improvement Plan (CSIP). We realize not all children will reach high performance at the same time which is why creating a more personalized learning environment for students is critical to our long-term success. It’s important that we methodically move away from the traditional model of education to one that’s designed around learning and preparing students for future careers that don’t yet exist and skills needed to succeed in them.

Another reality we’re seeing is that each year, schools are faced with a growing number of students who walk into class with varying social, emotional and academic needs.

Developing a comprehensive plan to become a trauma-informed system that provides for the social and emotional needs of all students is a priority. Supporting these needs means creating school environments that are stable and ensure safety. We have been meeting with our local law enforcement and first responders this summer to review current plans and discuss ways to make our schools even safer.

This work will continue during the school year as we develop a plan that will integrate school and community resources to ensure the safety and security of students and staff.

One of the realities about education is you never actually reach the finish line. Regardless of success, there’s always more to be done. We must be willing to adapt to prepare our students for the changing world we live in. When we look back many years from now, we’ll realize we were part of one of the most transformative stages in the history of education. The work Pattonville has accomplished during the past decade has positioned us to be successful in this new era. I’m excited about Pattonville’s future and believe our best is yet to come. Returning Students

First day of school is Aug. 16

Parents of students who attended a school in Pattonville last year and still currently live in the district or are newly enrolled prior to July 1 will re-enroll online by logging into their Parent Portal account with the username and password they have created. Parents were sent an email on July 5 notifying them that online registration is open. The email provides step-by-step instructions for completing the registration process. Parents must complete this process in order for their child to receive a middle or high school schedule or be added to a class list at the elementary level. Parents are encouraged to take a few moments to complete their child’s online registration to ensure their child is ready for the first day of school. The deadline to complete online registration is Aug. 6 for middle and high schools and Aug. 10 for elementary schools and Remington Traditional School. New Students

If you are new to Pattonville ... Welcome! The following are directions for students who were not enrolled in the Pattonville School District during the 2017-2018 school year. This includes students moving into the district for the first time, incoming kindergarten students not registered last spring and students transferring from private, parochial or homeschool for the first time.

New K-8 Students Enrollment is now open at the Pattonville Learning Center, 11097 St. Charles Rock Road, St. Ann, MO 63074. Enrollments are by appointment only (see below for details).

New High School Students New student registration is on Aug. 2 and 3 by appointment. Contact Charlene Mair, high school registrar, at (314) 213-8051 to set up an appointment.

All Grade Levels (New Students) Parents will begin registration for a new student by creating an account and completing the new registration form online at goo.gl/nokem7. This can be done prior to their registration appointment to speed up the appointment. Proof of residency will be determined at the appointment. All new enrollments must be completed no later than Aug. 10 or enrollment cannot be guaranteed for the first day of school. To help prepare for the new school year, families are asked complete the enrollment process as soon as they are able.

Parent Portal (New Students)

Parents are asked to setup Parent Portal accounts at the end of their registration appointment. The login information will be provided during the appointment. This account will give access to their student’s grades and schedule. This account will also be used the following school year for online registration.

Scheduling An Appointment (New Students)

• If you own or rent in the Pattonville School District, schedule an enrollment appointment online at bit.ly/PSDnewenroll18.

• If you live with a Pattonville resident OR are not the legal guardian of a child in your care OR have any other special enrollment consideration, schedule an enrollment appointment at bit.ly/PSDspecialenroll18. Please select the Special Enrollment appointment book. Go online at www.psdr3.org/enrollment for information on completing the required Affidavit of Residency.

• The enrollment process takes approximately 30 minutes. Families more than 15 minutes late to their appointment will be rescheduled for a later date. If you do not have all of your required documents, you will also be rescheduled (see below for document requirements).

Photo ID of parent/legal guardian - A driver’s license or any other state ID is acceptable as well as a passport. The biological, foster or adoptive parent may enroll the student. Guardians must have the proper guardianship forms signed and a copy of court authorization. Custody documentation is required in the case of divorce or emergency placement. NOTE: Power of attorney and hand-written letters are not acceptable as guardianship documents.

Documentation of child’s date of birth - Please bring your child’s birth certificate.

NOTE: Kindergartners must be 5 years old on or before July 31. First-graders must be 6 years old on or before July 31.

Immunization records are required by state law - Children cannot enroll after the first day of school without immunization records. Requirements can be found online at www.psdr3.org/enrollment.

Proof that you live in the Pattonville School District • If you own your home, please bring the following: 1) Current mortgage statement, deed and/or paid real estate tax bill. 2) Two current utility bills such as gas, electric, land-line phone (no cell phone bill), water, trash or cable; the bill must show the parent/legal guardian’s name enrolling the student and the service address. The bill must be dated within last 30 days.

• If you rent, please bring the following: 1) Current signed lease or rental agreement that has been signed by all parties. Landlord’s contact information must be provided as well as start and end dates of the lease. 2) If the lease is month-to-month, the lease must be designated month-to-month or will need to be approved by the director of student services. If you are on a month-to-month lease, you will be required to provide bills with your name and address each month to your school of attendance.

Pattonville High School is listed among the top high schools in Missouri and the nation on U.S. News and World Report’s 2018 Best High Schools ranking. For the second time since 2013, Pattonville earned a silver medal and was ranked No. 28 out of 495 high schools in Missouri, placing it in the Top 6 percent of high schools in the state. Nationally, the high school was ranked in the Top 13 percent of high schools. This is the fifth time Pattonville earned a spot on U.S. News’ Best High Schools list in the last six years.

What’s Right With the Region Award

The Pattonville School District was chosen in 2018 to receive a What’s Right with the Region Award by FOCUS St. Louis. The district was among 20 individuals, organizations and initiatives honored for making a difference. The honorees were selected by a panel of community judges for their impact and service to the community. Pattonville was recognized in the category of “promoting stronger communities.”

Missouri Outstanding Board of Education Award

The Pattonville Board of Education was named a 2018 Outstanding Board of Education for Climate, Culture and Organizational Efficacy by the Missouri School Boards’ Association (MSBA). MSBA’s Outstanding Board of Education awards encourage effective board practices and recognize outstanding board performance in six categories. The Pattonville board won MSBA’s Outstanding Board of Education Award for Human and Organizational Capital in 2017; for Teaching, Learning and Assessment in 2016; and for Governance, Leadership and Accountability in 2013; and the MSBA Outstanding Board of Education Award in 2002 before boards were recognized in different categories. Pattonville’s board was also a finalist for the award in 2011 and 2008.

Top Workplaces Award for St. Louis region

The Pattonville School District was named to the St. Louis Post-Dispatch’s Top Workplaces list for 2018.

The district was ranked 10th among the Top 25 large employers in the St. Louis area. This is the fourth year in a row Pattonville has earned Top Workplace recognition. Nearly 1,300 metro St. Louis companies were nominated as a Top Workplace in 2018, but only 150 received recognition.

Out of that number, only 25, including Pattonville, were named a Top Workplace for companies with 500 or more employees. Top Workplace honorees are chosen based solely on feedback provided by employees via surveys administered by Energage, an independent national research firm that specializes in organizational health and employee engagement.

National PLTW Distinguished School

Pattonville High School earned recognition as a national Project Lead The Way (PLTW) Distinguished School in 2017-2018 for providing broad access to transformative learning opportunities for students through PLTW biomedical science, computer science and engineering courses. Pattonville is one of just 133 high schools across the U.S. to receive this honor. The Pattonville School District offers PLTW classes in sixth through 12th grades, as well as a fifth-grade, project-based-learning class which draws students from across the district.

National Award for iLearn Learning/Technology Initiative

Pattonville earned a 2013 Pinnacle Award from the Association of School Business Officials International, which recognizes outstanding and creative practices that improve the efficiency of schools and make a difference in the education of the nation’s students. Pattonville was recognized for its iLearn program, a digital learning initiative in which students access learning resources for their courses online anywhere, any time via school-provided laptops and devices.

Missouri Early Childhood Program of the Year

Pattonville’s early childhood program was selected as the Missouri School Board Association’s (MSBA) FutureBuilder’s Early Childhood Education Program of the Year in 2012-2013.

Leader in Character Education and Positive Behavior Supports

Pattonville High School was named a National School of Character by the Character Education Partnership and Business Week magazine because character traits such as respect and service are embedded in the curriculum (i.e., 50 hours of community service required for graduation). The school was also named a National School of Service Learning. In 2013, Willow Brook Elementary School was honored with a State School of Character Award for its character education program and in 2014 was a finalist for a National School of Character Award. Bridgeway Elementary School, Holman Middle School, Parkwood Elementary School, Remington Traditional School, Willow Brook and Pattonville’s early childhood program have all been honored with statelevel recognition for their Positive Behavior Supports programs as well.

Transportation

Pattonville provides free bus service for all elementary students.

Bus service is also provided for middle and high school students living more than a mile from school or on streets designated hazardous for walking by the Board of Education.

55+ Club: The 55+ Club enables Pattonville’s senior residents to enjoy free access to school-sponsored events, including athletic events, plays and musicals. Depending on the situation, Pattonville may use email, an automated telephone calling system, the district website, U.S. mail or the local media to keep families informed of important information. For this reason, it’s important that all parents provide their school office with their most current phone numbers (home, work and/or cell phone). In addition, if parents wish to be notified via email of important information or updates, they should provide their email addresses to the school when enrolling (or reenrolling). End-of-Year/Summer School Note

The calendar includes six make-up days for the loss of attendance due to inclement weather/emergency. For each inclement weather day not used, one day will be subtracted from the closing school date. The final day of school is typically set by the Board of Education in April based on the number of inclement weather/emergency days used during the school year. All school calendars are subject to change to be in compliance with state law, including the required number of emergency days and the agreed upon number of contracted days for staff. Summer school dates are dependent on the number of emergency days used during the regular school year and are subject to change. The following nonstudent attendance days in 2019 may be changed to student/ staff attendance days at the discretion of the superintendent based on inclement weather significantly impacting school attendance: Feb. 18 and April 19.

Junior completes leadership program

aria Cerda, who will be a junior at Pattonville High School this fall, completed the Hispanic Leadership Institute High School Leadership Initiative program sponsored by the Hispanic Chamber of Commerce of Metropolitan St. Louis. The leadership institute was established as a select program for 15 to 20 individuals to develop leadership skills and give back to the St. Louis community. The program is designed to identify Hispanic leaders and develop their leadership skills; create a network of Hispanic student leaders interested in giving back to the community; and provide new networks and opportunities for Hispanic students.

Pattonville honors longtime tutors

attonville celebrated the completion of its 27th year in the Oasis Intergenerational Tutoring Program with a luncheon honoring its tutors on May 23. The Oasis program trains volunteer senior adults to work one-on-one with elementary-aged children on language, reading and writing skills. During the Pattonville event, tutors received special recognition for reaching milestones in their service to Pattonville children.

This year Pattonville had more than 70 tutors commit to spending time each week with a student. Older adults sought to serve as elementary tutors

P

attonville is seeking older adult volunteers who can spend up to one hour a week tutoring a student in kindergarten through third grade as part of Pattonville’s Oasis Intergenerational Tutoring Program. Tutors help children with reading, writing and language skills. New tutors must participate in training and undergo a background check before being paired with a student.

Pattonville’s training consists of two parts: an online session and in-person session. The in-person session takes place on Sept. 14 at the Pattonville Learning Center. The online training session must be completed prior to the in-person training. New tutors can complete the online training on their own or can sign up for times on Sept. 13 to use computers at the Learning Center. Board approves middle school assistant principal

T

he Pattonville Board of Education approved the selection of Amie Bemke as assistant principal at Pattonville Heights Middle School. She began her new position on July 1.

A 1995 Pattonville alumnus, Bemke previously served as a middle school assistant principal in the Fort Zumwalt School District and worked as an area coordinator and teacher for the Special School District (SSD) of St. Louis County, including time in Pattonville.

Bemke holds a bachelor’s degree in elementary education and cross categorical special education and a master’s degree in computer education from Fontbonne Uni- Amie Bemke versity. She also holds a master’s degree in educational administration from Lindenwood University and an educational specialist’s degree in curriculum and instruction from Missouri Baptist University.

In recertifying Rose Acres, the review team commended the school on teaching leadership principles, creating a leadership culture and aligning its academic systems with Leader in Me principles.

“The Lighthouse certification is a highly regarded standard,” Dr. David Ansbacher, director of Lighthouse and quality initiatives for The Leader in Me program, said. “Lighthouse schools are extraordinary examples for other schools to follow. As such, they should be places anyone the world over could visit to learn about and be inspired by the strength of the leadership model.”

Rose Acres is in its fifth year of being a Leader in Me school. The program is based on Stephen Covey’s “Seven Habits of Highly Effective People” and teaches leadership and life skills to students while creating a culture of student empowerment based on the idea that every child can be a leader.

Pattonville school board approves balanced budget for 2018-2019

T

he Pattonville Board of Education on June 26 approved a $99 million balanced operating budget for the 2018-2019 school year. This is the fifth year in a row the district has achieved a balanced budget. Pattonville is able to continue to maintain a balanced budget as a result of voter approval of Proposition P in 2013. Additional revenue from Prop P prevented the need to cut $10 million from the budget after the district already cut $8 million between 2007 and 2013.

The 2018-2019 budget was established based on several factors: • Minimal change in health costs - The rising cost of health insurance continues to be a major concern nationally, but due to proactive measures in prior years, the district had zero percent increases in health and dental insurance during the last four school years. For the 2018-2019 school year, the district anticipates a small increase in health insurance rates of approximately 3.5 percent.

• Three-year agreement with staff - Pattonville is completing the final year of a three-year agreement in which teachers and support staff receive an overall 3.75 percent increase in salary and benefits each year; however, the actual cost to the district is lower due to staff retirements and resignations, many of them due to a separation incentive plan (SIP) offered in 2016. As a result of the SIP and minimal increases in health insurance costs, the actual increased cost of salary and benefits has been approximately 2.8 percent over the length of the three-year agreement.

• One percent increase in property values - Pattonville’s revenues are based on the assessed value of property in the district, which grew by an estimated 1 percent due to new construction in the district.

• Normal textbook purchasing - For the fifth year in a row, the district is budgeting $1 million for its normal textbook adoption cycle.

• Capital spending on high-priority needs - The new budget includes the purchase of four new school buses, two maintenance vehicles, replacing middle school laptops with iPads, lease payments for student and teacher laptops and iPads, energy improvements at Holman Middle School and Willow Brook Elementary School, instrument replacements, copier and printer leases and computer-aided design (CAD) lab replacements.

• Full funding in state formula, but not transportation - The district anticipates receiving its full educational funding under the state’s Foundation Formula, which makes up approximately 5 percent of the district’s budget. However, as in years past, Pattonville expects to be underfunded by the state for transportation costs by nearly $1 million and has budgeted accordingly.

• Addressing commercial tax appeals - Tax appeals by commercial property owners continue to be a budget focus for the district. Over the past year, nearly $1.5 million was refunded to commercial taxpayers for appeals dating back to the 2007 tax year, which are in line with annual averages the district has refunded over the last decade. The district has budgeted $1.2 million to address anticipated tax appeal refunds in 2018-2019.

Approximately 86 percent of Pattonville’s funding comes from local taxes, with a small amount of support from state and federal resources.

he Pattonville School District was named to the St. Louis PostDispatch’s Top Workplaces list for 2018. The district was ranked 10th among the Top 25 large employers (500 or more employees) in the St. Louis area. This is the fourth year in a row Pattonville has earned Top Workplace recognition.

and employee engagement. The list recognizes great companies based solely on feedback provided by employees via written and online surveys. Last March, 74 percent of Pattonville staff responded to a survey and provided feedback. Employers that scored high enough based on national benchmarks are named to the Top Workplaces list.

Pattonville was featured in a special Top Workplaces section of the Post-Dispatch on Sunday, June 24. The list can also be found online at STLToday.com.

Nearly 1,300 metro St. Louis companies were nominated as a Top Workplace, but only 150 received recognition. Out of that number, only 25, including Pattonville, were named a Top Workplace for companies with 500 or more employees.

Bond issue update: projects under way this summer

T

his summer, crews are working in Pattonville to complete several projects funded by the $23 million zero tax rate increase bond issue approved by voters in April 2017. Approval of the bond issue did not increase the district’s tax rate. Numerous exterior projects are underway, along with some limited interior renovations, including several safety initiatives. Projects not completed during summer 2018 will be completed in summer 2019. Major bond issue projects being completed this summer at each school are listed at right.

The first project undertaken with 2017 bond funds was the conversion of the former Briar Crest Elementary School into the new Pattonville Early Childhood Center. Completion of this project frees up needed space in district elementary schools and creates greater flexibility at the Pattonville Learning Center. Construction on the early childhood center was completed this spring, and the building will open for its first students in August. A public open house is scheduled from 6 to 7 p.m. on Aug. 7.

In addition, the district has already begun using bond funds to purchase classroom and library furniture promised as part of the bond issue.
