LETTER FROM OUR EXECUTIVE DIRECTOR As we look back on the past year and ahead to what is next, we are filled with deep gratitude and unwavering determination. This year, our work evolved to meet the moment, transforming in ways that will powerfully shape our future. We reached new heights in carrying out our strategic vision, PATHforward 2026, and now stand at a turning point, one defined by growth, clarity, purpose, and impact.

This year marks a defining moment for The Pathfinder Network, as we unveil our new Theory of Change, a compass that guides our work toward lasting transformation for whole people, whole families, and whole communities. It captures the heart and diligence of our efforts and reflects what we’ve learned across three decades of walking alongside justice system-impacted individuals and families: that people are safer and thrive when they have access to tools, support, and community.

I am proud to share some remarkable achievements from 2025: We launched our Lived Experience Advisory Board with nine founding members who ensure the voices of people directly impacted by systems are heard, respected, and centered in guiding our work.

We served more than 4,700 people—a 22% increase from last year and a 137% increase since launching and implementing PATHforward 2026.

Team members across the agency answered the call to advocacy, championing systems change across our communities and laying the groundwork for a dedicated Advocacy Team to accelerate these efforts.

Our Operational Support Team reinforced our organizational foundation, weaving together systems, teams, and processes into a stronger, more cohesive whole.

Our annual Staff and Board survey reflected strong, consistent experience scores, a clear sign of our thriving, connected culture and shared purpose.

These milestones, along with our new Theory of Change and stories in this report, reflect the resilience and brilliance of the communities we serve, and the dedication of the team who walk beside them every day. Together, we are creating important pathways illuminated by evidence, rooted in experience, and guided by hope.

We remain steadfast in our journey to build a continuum of programming and services from entry to exit of the criminal justice system and beyond, expanding upstream, preventative, and communitybased efforts to support adults, youth, and families in our communities.

INTRODUCING OUR NEW THEORY OF CHANGE We recognize the significant impact of the criminal justice system and engage at every point of the system and beyond to walk alongside individuals, families, and communities, co-creating the tools and support they need to be safe and thrive through holistic, responsive, evidence-based programming and practices, with impact now and into the future.

One in two households in the United States is impacted by the justice system. This stark reality demands a new path forward—one that transforms vision into action and hope into measurable change.

Desistance: Our Approach to Transformation

What Change Looks Like

Desistance is the transformative process by which individuals move away from justice system involvement toward thriving in our communities. While recidivism looks backward (“Did they reoffend?”), desistance is forward-looking, strength-based, and rooted in identity, relationships, and purpose. Our approach reframes success through enhancing protective factors, identity transformation, and resilience—all directly linked to reduced recidivism and systems involvement, and public safety for all.

Communities of color are disproportionately impacted at all points of the system In Oregon, we witness how the national reality affects our communities directly. According to the 2020 Census, while Oregon’s general population is 28.3% BIPOC (Black, Indigenous, and People of Color), 43% of our participants come from the BIPOC community—reflecting both the disproportionate impact of the justice system on communities of color and our commitment to serving those most impacted.

Our programs intentionally provide cultural and gender-responsive support and address the ripple effects of the justice system— supporting parents, partners, children, and family members whose lives are deeply affected by a loved one’s involvement in the system.

SYSTEM AND COMMUNITY TRANSFORMATION We measure our success not only by participant outcomes, but by how the systems around them change, becoming more just, more responsive, and more rooted in dignity and equity. This year, we worked toward systemic and community transformation across four key domains: Narrative and Culture Change: We participated in two Advocacy Days at the Oregon Capitol, ensuring justice-impacted voices shape public conversation.

Policy and Practice Influence: Our Executive Director, Leticia Longoria-Navarro, joined the Council on Criminal Justice Women’s Justice Commission to advance our commitment to improving outcomes for women involved in the justice system.

Power Sharing and Leadership: We launched our Lived Experience Advisory Board with nine founding members who ensure the voices of people directly impacted by systems are heard, respected, and centered in guiding our work.

Ghost

Meet Ghost: Finding Belonging and Connection through Creative Expression This is Ghost’s third year as a member of The PATHfinder Club, our arts-based support club for youth impacted by incarceration, detention, and deportation. “Club means a space of community... It’s somewhere where I can get out a lot of my feelings and creative energies, take a break from schoolwork, and actually put my creative juices towards something more personal.”

Ghost has gained skills and confidence to pursue new opportunities, including publication in our 10th anthology, Home and Away, and encourages other systems-impacted youth to get involved. She explains, “It’s good to get things out and be in a space after school that’s maybe not home and just be with good community.”

Meet Zyrus: Healing and Wellness for the Entire Family Through Parenting Inside Out Two weeks into our Parenting Inside Out (PIO) program at Oregon State Correctional Institution, Zyrus learned his child custody case had been dismissed.

The father of four, including a recently born son, committed fully to transforming how he saw himself as a parent.

He found value in every class, from emotion regulation exercises to connecting with peers on similar journeys.

“I am a better man. I am a more positive father than the father I had.”

By completing the program, Zyrus gained resilience that enabled the reunification of his family. When Zyrus held his newborn son for the first time at his PIO graduation, he described the moment: “It was a soul tie—when you make eye contact with your kid for the first time.”

Meet Nakoda: Thriving Through Mentorship “I’ve been trying to level up in my life,” shares Nakoda, who successfully completed our Mentoring Inside Out (MIO) youth mentoring program after participating since 2021.

Like 70% of youth in our supportive services, Nakoda improved his relationship with school through consistent engagement in individual mentoring, monthly group activities, and wraparound support.

His mentor, Ian, walked alongside him: “He’s shown me how to stay consistent and network through hard obstacles.”

Nakoda earned his GED through Portland YouthBuilders, completing OSHA 10 and BOLI certifications while gaining construction skills and working in customer service.

His leadership earned him the opportunity as a youth ambassador at a national conference in Washington D.C.

Nakoda worked hard to balance employment, build construction skills through People Ready, and research apprenticeship programs.

Together with his mentor, they built a financial plan and supported his pursuit of a driver’s license.

His dedication paid off: Nakoda now attends Northwest College of Construction’s carpentry program full-time! We can’t wait to see what’s in store for Nakoda next.

Meet Don: Where Lived Experience Meets Lasting Change Don Butler has been a Facilitator of our Parenting Inside Out (PIO) and Building Resilience curricula since 2014, bringing a perspective shaped by personal transformation. “Addiction happened and completely changed the course of my life,” he reflects. “I spent 6 months at Inverness Jail and now I am going in there and facilitating classes. It’s rewarding.”

The PIO curriculum didn’t just give Don tools to share with others. “I realized how important those pieces are in everyday life,” he says of the communication,

emotion regulation, and problem-solving skills PIO teaches. The most unexpected gift has been the ongoing learning:

You have the opportunity as a Facilitator to learn from all the knowledge and wisdom that is sitting there with you.”

In Don’s journey, the long-term impact is clear: past struggles become present purpose, expanding resilience and supporting others in exiting systems involvement to be safe and thrive.

Under the theme “Think Outside the Box for Our Blocks,” this creative placemaking project brought neighbors together to reduce gun violence and build a safer, more connected community.

PARTNERED IMPACT Launched in 2023, our Partnered Impact Department advances The Pathfinder Network’s mission through social entrepreneurship, turning innovation into impact. We offer three high-impact, revenue-generating programs— Parenting Inside Out, The PATHfinder Club, and External Training—that deliver meaningful solutions for partners and justice system-impacted communities. Together, these programs drive transformation across systems and strengthen communities while ensuring the long-term sustainability of our organization.

In 2025, we increased Partnered Impact revenue by 42% and increased PATHfinder Club annual anthology sales by 180%.

In 2025, we established 17 new partnerships, launched PIO in a new state—South Dakota—and trained 133 new Parenting Inside Out Coaches.

In 2025, we launched a new website, started our first communitybased club, published our 10th annual anthology Home and Away: Poetry, Stories & Art, and worked in community to paint one of the largest asphalt street murals in the country.

Designed to support justice-involved parents and their children, Parenting Inside Out (PIO) is an evidencebased cognitive-behavioral parent management skills training program creating impact at every point of the criminal justice system and beyond.

agencies across the country to serve thousands of parents and families, providing tools and skills to support parental, child and family resilience and foster connections that lead to positive outcomes for the whole family.

We served over 250 youth this year through The PATHfinder Club (TPC), our arts-based support club model for teens impacted by incarceration, detention, and deportation— transforming hurt and harm to hope and healing. Our 11 flagship clubs in Oregon, California, Georgia, and New York are lighting the path for future clubs to adopt our enhanced program model, available to partners across the country soon!

Yarg Foundation has been a key funder and supporter of our work with youth impacted by parental incarceration. They awarded us a multi-year grant to build capacity for The PATHfinder Club (TPC) and Mentoring Inside Out (MIO) youth programs. Due to the partnership and generosity of Yarg Foundation, we have been able to serve more youth than ever before and enhance the services and support we are providing.

Over the past two years, Yarg helped us to enhance our curriculum model, accomplish place-based collaborations with civic and community organizations, and expand TPC to offer a community-based club for more area high-school students. Yarg has not only been a source of support, but also a leader in convening organizations like ours committed to youth programs and building organizational capacity.

Together, we are making a difference in the lives of youth impacted by incarceration, and we are grateful to Yarg Foundation for their ongoing support and dedication and for propelling our work forward.
