THE SUPERINTENDENT Welcome to the A-rated School District of Palm Beach County!

Our District operates according to a very important mission to educate, affirm, and inspire each student in an equity-embedded school system. These are important, foundational principles that drive our responsibility for our students’ academic mastery, emotional intelligence, and social-emotional needs.

We are the 10th largest district in the nation, with 179 District-operated schools and nearly 175,000 students from pre-kindergarten to 12th grade. We are also the largest employer in Palm Beach County, with nearly 23,000 employees and a $4.0 billion annual budget.

Our most recent graduation rate of 94.4% at District-operated schools surpasses the State average of 90%. Many of our seniors are graduating with industry certifications thanks to the more than 300 Choice and Career programs offered at elementary, middle, and high schools throughout the District.

The past year was definitely challenging, but through it all, we never wavered in our commitment to academic excellence and student success. For the fifth consecutive year, the District was named one of the nation’s Best Communities for Music Education by the National Association of Music Merchants.

Seven of our teachers swept every category of the 2021 William T. Dwyer Awards for Excellence in Education. Two of our schools were recognized as Exemplary High Performing N ational Blue Ribbon Schools by the U.S. Department of Education.

I’m confident we will continue our success throughout the 2021-2022 school year, and I know that everyone in the District will be eager to stand out as the best examples of what we provide.

That is the essence of our back-to-school theme for 20212022: Your Time to Shine. This is an opportunity for the District to show the community all of the great things happening in our schools.

As the country’s economy continues toward its recovery from the pandemic recession of 2020 and into 2021, the need for career-centered education for essential jobs has never been more vital. Luckily, in Palm Beach County, the pipeline between education and business—and between individual schools and specific careers— continues to be robust. Thanks to the county’s rich variety of education, training and career programs, our high schools, colleges and academies are producing graduates primed with the skills needed to exceed today’s ever-changing workforce demands.

From health care, finance and technology to construction and the culinary arts, the county’s institutions of learning maintain close ties to the business sector, ensuring that they offer today’s most relevant educational programs.

More than 35,000 students in the Palm Beach County School District take advantage of choice programs and career academies to learn about career opportunities at an early age. Both the school district and several private schools have programs that prepare students for careers in STEAM (Science, Technology, Engineering, Arts and Math) fields. For example, Suncoast Community High School offers magnet programs in math, science, and engineering; computer science; innovative, interactive technology; and other academic disciplines. The Riviera Beach public school was recently ranked No. 15 in the state

by U.S. News & World Report. Alexander W. Dreyfoos Jr. School of the Arts features nine choice programs from music to dance to visual arts and digital media, while 10 such programs—including culinary arts, information technology, and environmental science and field research—are available at Forest Hill High School.

CONNECTING EDUCATION TO THE BUSINESS COMMUNITY Nova Southeastern University

On a collegiate level, Palm Beach State College (PBSC) operates the Business Partnership and Program Advisory Councils, which were recently established to assist the college in planning, implementing and evaluating each of its occupational programs in order to respond to the changing needs of the community. The mission of the Councils at Palm Beach State College is to provide Palm Beach County businesses and local professionals the opportunity to collaborate with the college’s faculty and staff to foster the academic, career and technical pathways provided by the college. Furthermore, in partnership with the Palm Beach County School District, as well as private, faith-based and charter schools, colleges and universities, the Business Development Board of Palm Beach County (BDB) has developed a website—PBCedu.org—that provides businesses with easy access to news and top-line data about the county’s educational resources, and a portal to each individual school’s website for more in-depth information.

Additionally, the BDB formed the Academic Leaders Council, an unprecedented partnership between industry and edu-

cation. Comprised of the county’s top education leaders, this sweeping initiative joins businesses and schools to ensure curriculum alignment with jobs, helping build a skilled workforce for the many companies relocating or growing in Palm Beach County.

A leader in workforce training, CareerSource Palm Beach County offers a comprehensive package of no-cost services to help the area’s businesses compete in today’s challenging marketplace, including recruitment, assessments and referrals of qualified job candidates; space and staff assistance for screening/interviewing candidates; and grants for training new or existing employees.

As the nonprofit organization chartered by the state to lead workforce development in Palm Beach County, CareerSource operates three career centers, and offers its professional services to all employers and job seekers in the county. During the past five years, this valuable resource has assisted more than 71,000 residents find employment, with salaries from these jobs creating $1.4 billion in annual wages. CareerSource also has awarded $12.2 million in grants to area businesses and employees for training and educational assistance.

There simply wasn’t a curriculum available that focused on real writing skills, which ultimately hurt the students and teachers. So Collum developed a curriculum of her own. In less than a year, she was able to turn her class around from nearly all failing to achieve a 100-percent pass rate. DIGITAL INCLUSION INITIATIVE

According to 2019 data, one in five children in Palm Beach County live at or below the poverty line. For many of these families—some 25,000 of them, according to an analysis conducted in 2020 by the Palm Beach County School District—internet access has been unavailable to them.

Statistics like these have inspired a relatively new term in our national discourse: the digital divide.

This divide, perhaps manageable prior to the COVID-19 pandemic, became magnified after March 2020, when distance learning required internet access at home, leaving thousands of families unable to log in to class. That’s around the time the Education Foundation of Palm Beach County stepped in to nourish the region’s “digital deserts.”

“The global coronavirus pandemic was the catalyst for this seismic shift,” said James Gavrilos, president/CEO of the education nonprofit. “Study after study has shown that those living in poverty frequently do not have access to the internet. And additional studies have shown that families without internet access will, over the course of their lifetimes, have lower graduation rates, lower earning potential and, even more terrifying, lower life expectancy. Doing nothing is simply not an option.”

The Education Foundation’s solution, the Digital Inclusion Initiative, has emerged as a vital partnership between local municipalities, Palm Beach County, public and private sectors, and The School District of Palm Beach County. It involves the establishment of a Wi-Fi mesh network, connected through newly installed, solar panel-powered poles throughout underserved areas of the county, a project supported initially through $15 million of federal CARES Act funding.

DIGITAL INCLUSION INITIATIVE

In the next step, qualifying families receive a free Wi-Fi Extender, a device not much larger than a computer mouse, that allows each household to connect to the Wi-Fi mesh. The pilot program began in Lake Worth Beach, and as of June 2021, $962,939 has been raised to provide Wi-Fi extenders to students and families.

“The local, and indeed national, philanthropic and business community have enthusiastically endorsed this endeavor,” Gavrilos said. “Without Palm Beach County, none of this would have been possible. Once the Digital Inclusion Program began, one of the first to step up was Florida Crystals! The Miami Dolphins, PNC Bank, iTHINK Financial and Chiefs for Change were right behind. The Walton Family Foundation then came in with an incredible grant of $100,000 to support this project. Local foundations like the Pew Fund, Stiles-Nicholson Foundation, Frederick DeLuca Foundation, Lost Tree Village 10

Foundation and the Asofsky Family Foundation made additional grants. And of course, the City of Boynton Beach and the City of Delray Beach were the first municipalities to make a contribution.”

Gavrilos sees this initiative as a permanent fix to an immediate crisis, with ramifications well beyond the distancelearning needs of the previous school year. “From the very beginning, the Digital Inclusion Plan was seen as a long-term solution for families without access to the internet. It is about much more than allowing students to remotely access their school lessons. These families can now participate in the modern, global economy. They can apply for jobs, seek out government benefits, enjoy the advantages of tele-medicine and have access to a world of information. Ultimately, when every child and every family in Palm Beach County have access to high-speed, high-quality internet, we will have succeeded.”

Q&A Dr. Peter Cruise ONE OF FAU’S SIGNATURE ACADEMIES IS WORKING TO MAKE THE PUBLIC SECTOR A MORE ETHICAL PLACE As poll after poll has uncovered, trust in government remains low. According to the Pew Research Center’s statistics as of May 2021, only about one-quarter of Americans say they can trust the government in Washington to do what is right “just about always” (2%) or “most of the time” (22%).

In the Palm Beaches, one specialized educational academy is dedicated to reversing numbers such as these—and restoring trust in government institutions. Organized in 2009 to research ethics and provide training for local government agencies, Florida Atlantic University’s LeRoy Collins Public Ethics Academy is on the forefront of ethics-related education, not only at the collegiate level but through its participation in the County Regional High School Ethics Bowl.

Dr. Peter Cruise, a Trustee and Board Member of the Chamber of Commerce of the Palm Beaches and the executive director of the Public Ethics Academy on FAU’s Boca Raton campus, discusses what makes his academy so unique and necessary.

What inspired the formation of the LeRoy Collins Public Ethics Academy?

During the mid and late 2000s, a number of city and county elected officials in South Florida were convicted and sent to prison for public corruption and misuse of public office.

Former State Senator and former Florida State Ethics Commission Director N orman Ostrau approached the FAU School of Public Administration with a proposal to form an ethics training center. With some private seed money, the Public Ethics Academy (PEA) was organized by FAU in 2009 to research ethics and provide training for local government agencies.

DR. PETER CRUISE The PEA operated from 2009 until early 2012, at which time Mr. Ostrau left FAU. The PEA was inoperative until the summer of 2017 when I, its current director, arrived. In 2018, a generous gift from the Collins Center for Public Policy established the newly renamed LeRoy Collins Public Ethics Academy (LCPEA). The Academy is proud to bear the name of former Florida Governor LeRoy Collins, who is recognized as the first of modern Florida’s “Great Governors.”

Who was LeRoy Collins, and why is his name an important one for this academy?

LeRoy Collins was an American attorney and politician who served as the 33rd governor of Florida. Collins began his governorship after winning a special election in 1954, was elected to a four-year term in 1956, and served from 1955 to 1961. Prior to winning election as governor, Collins served several terms in the Florida House of Representatives and Senate. He was the first governor from the South to promote the moral necessity of ending segregation. Counseling “progress under law,” he took a moderate course in favor of incremental improvements during the 1950s and ‘60s, and is remembered as a voice in favor of civil rights. Often considered as the first governor in modern Florida, his ethics and honesty are considered above reproach.

What are examples of some of the unique coursework that your academy engages in?

The LCPEA is in the School of Public Administration at FAU. The School offers academic courses in ethics at the Bachelor’s, Master’s and Doctoral levels. The Ethics Academy offers custom ethics training based upon the needs of the municipality or public organization.

Why are there so many unethical people working in government? Do they not learn ethics, in academies such as yours, or are they corrupted after they are elected?

Good question. Most people working in the public sector are honest and hardworking. But when bad behavior is discovered, the effects are much larger due to the trust we expect from our public servants. Many ethics violations are inadvertent, due to a lack of understanding of applicable ethics laws and ordinances. Specialized ethics training, based upon the nature of the public sector organization or municipality, can reduce such types of ethics violations. But there are some we find have been done with intent. It’s these cases that tend to get the most notoriety and usually the harshest penalties.

Organizations such as the LCPEA exist to serve to refresh and reinforce the importance of ethical conduct in government for those who may have forgotten why they joined the public sector in the first place.

Have any of your graduates gone on to work in government, and is that one goal of the academy?

Graduates of the School of Public Administration are either currently working in the public sector or are preservice students desiring careers in public service. The LCPEA exists primarily to offer ethics training to those currently working in the public sector.

Can you tell us about the Ethics Bowl, and share some highlights from it?

The National High School Ethics Bowl (NHSEB) promotes respectful, supportive, and rigorous discussion of ethics among thousands of high school students nationwide.

The Parr Center for Ethics, located at the University of North Carolina at Chapel Hill, is home and headquarters of the NHSEB, overseeing Regional Competitions and hosting the National Competition each spring.

The Department of Teaching & Learning within the School District of Palm Beach County (SDPBC) partnered with the LeRoy Collins Public Ethics Academy of Florida Atlantic University, which serves as the regional organizer for the Southeast Florida area.

The goal of the Ethics Bowl is to increase students’ awareness and sensitivity to ethical issues, to encourage collaborative thinking, and to promote civil discourse.

Each fall, the NHSEB releases a set of cases covering a broad range of ethical dilemmas and issues, which serve as the focus for the year. Teams meet regularly with a coach to research the cases, to discuss the issues they raise, and to identify clearly how they think those issues should be addressed. Teams then compete in multiple rounds at the Regional Ethics Bowl, during which teams are presented with the issues they have had the opportunity to study and analyze in advance and are asked questions about the cases.

The structure of this event is very similar to a debate tournament; however, the Ethics Bowl is competitive but not adversarial, which is one key difference between the Ethics Bowl and a traditional debate. In the Ethics Bowl, teams can agree but for different reasons. The format of the

competition allows for teams to respond to each other, and to respond to questions from the judges.

Teams are judged on the quality of their analysis of each situation. They earn points during each round for their presentations, their responses to judges, as well as their questions and responses to opponents. Following the first three rounds, four semi-finalists are identified based on total points. The winners of each semi-final round go on to compete in the final round.

The students of all the semi-finalist teams in the Regional High School Ethics Bowl, as well as their schools, receive scholarships. The school scholarship is paid directly to the school and is used to reinvest in and promote the Ethics Bowl in some way.

The winning team of the Regional High School Ethics Bowl is eligible to participate in a play-off round against another regional winner. The winner of that play-off round qualifies to participate at the National Ethics Bowl competition held at the University of North Carolina at Chapel Hill, with assistance toward participation expenses covered by the Regional High School Ethics Bowl sponsors.

John Kelly was named the seventh president of Florida Atlantic University in January 2014, and quickly declared his intention to make FAU “America’s fastest-improving university.” The university has established a track record of relentless improvement under his transformational leadership, which includes doubling research ex16

penditures, enrolling an all-time high number of National Merit Scholars, setting new records for private gifts to the FAU Foundation, increasing graduation and academic progress rates, and raising the profile of FAU’s athletics program. In 2020, for the first time in university history, FAU was ranked among the nation’s top public schools

by U.S. News & World Report, landing at No. 140. In 2021, FAU moved up four spots to No. 136.

President Kelly began his academic career in 1982 as an assistant professor at Texas A&M University. Three years later, he went to Clemson, rising through the ranks to become professor and department head by 1991. He was named vice president for public service and agriculture in 1997 and vice president for economic development in 2010.

Active on the national level, President Kelly has served on the boards of the Administrative Heads Section of the National Association of State Universities and Land-grant Colleges (now the Association of Public and Land-grant Universities) and the American Distance Education Consortium. His leadership excellence has been recognized with the South Florida Business Journal’s Ultimate CEO Award, Sun Sentinel’s Excalibur Award for Large Business Leader of the Year in Palm Beach County and the Clemson University Alumni Association’s Distinguished Service Award. He also was named one of Florida Trend’s “500 Most Influential Business Leaders.”

President Kelly was raised in South Carolina. He holds a bachelor’s degree from Clemson and both a master’s degree and a Ph.D. from The Ohio State University. He is married to FAU First Lady Carolyn Kelly, and they are the parents of Carly and Stella.

Financial aid is money to help pay for college or career school. Aid can come from the U.S. federal government, the state where you live, the college you attend or a nonprofit or private organization. Besides financial aid, you also should think about what you can do to lower your costs when you go to college.

The federal government offers a number of financial aid programs. Besides aid from the U.S. Department of Education (discussed below), you also might get: n Aid for serving in the military or for being the spouse or child of a veteran n Tax benefits for education n An Education Award for community service with AmeriCorps n Educational and training vouchers for current and former foster care youth n Scholarships and loan repayment through the Department of Health and Human Services’ Indian Health Service, N ational Institutes of Health and N ational Health Service Corps.

The U.S. Department of Education awards more than $120 billion a year in grants, work-study funds and low-interest loans to approximately 13 million students. Federal student aid covers such expenses as tuition and fees, room and board, books and supplies, and transportation. Aid also can help pay for other related expenses, such as a computer and dependent care. Thousands of schools across the country participate in the federal student aid programs.

FINANCIAL AID All students seeking financial aid should fill out the Free Application for Federal Student Aid (FAFSA). This form is used to determine eligibility for most forms of federal, state and local aid.

Students should contact their college’s financial aid office to determine that the FAFSA form has been received and what other aid they may be eligible to obtain. The Florida Department of Education Office of Student Financial Assistance can also assist students in attaining information and applying for state financial aid. Students may also be eligible for fee waivers and fee exemptions per Florida statute.

Many organizations offer scholarships or grants to help students pay for college. This free money can make a real difference in how affordable your education is.

Florida Bright Futures Scholarship Program

The Florida Bright Futures Scholarship Program establishes lottery-funded scholarships to reward Florida high school graduates for high academic achievement. The Florida Bright Futures Scholarship Program, which has helped more than 725,000 Florida students attend a postsecondary institution, is comprised of the following four awards: n Florida Academic Scholars (FAS) award n Florida Medallion Scholars (FMS) award n Florida Gold Seal CAPE Scholars (GSC) award n Florida Gold Seal Vocational Scholars (GSV) award Each award level has its own academic requirements, award amounts and funding length. A student may receive funding for only one award; the highest award earned will be selected. In addition to meeting academic requirements, students must also meet the general eligibility requirements for receipt of state aid.

The basic academic requirements for each Bright Futures award level include: n Sixteen credits in specific core courses: Math, English, Natural Sciences, Social Science, World Language (FAS/FMS only); and at least three full credits in a single Career and Technical Education program (GSV only) n Achieving the required Grade Point Average (GPA) for the desired award level n Achieving the required SAT or ACT test scores for the desired award level As the academic requirements vary somewhat between award levels, be sure to read the page that provides specific information regarding the award level you wish to earn. EDUCATION Palm Beach County’s Adult Education and Fun & Leisure classes provide opportunities for self-improvement, from health and wellbeing to interest-based continuing education.

Classes are broken down into two groups.

Adult Education classes include ESOL, GED, pre-apprenticeship programs and citizenship classes. These are academic classes designed to help adults learn English, earn a GED, go to college or gain the knowledge and skills necessary to advance to a meaningful career.

Fun & Leisure classes cover a variety of areas and interests, including art, cooking, computers, crafts, dance, fitness, foreign languages, music, sports and many more.

Classes vary in length, with many classes lasting four to eight weeks. Fees vary per class, depending on the cost of instruction and materials. Both kinds of classes are offered in 21 community schools and satellite sites conveniently located throughout Palm Beach County. Florida Virtual School (FLVS) is a free, fully accredited, statewide public school district offering more than 190 courses to Kindergarten to 12th grade students. EDUCATION The dawn of 2021 brought with it a new face to the cultural arts of the Palm Beaches—one who values education as an indispensable plank in his organization’s platform.

January 2021 marked the beginning of Ghislain d’Humières’ tenure at the Norton Museum of Art. The new director/CEO, a native of France, previously held leadership roles at art museums in Kentucky and Oklahoma. d’Humières remembers his own formative experiences in the arts—attending his first opera and museum at age 5—and endeavors to offer similarly transformative cultural education to today’s N orton patrons.

“I’m an admirer of Mr. Norton himself,” he said. “He decided to open the Norton with a school of art next door where people, whatever their social background, were able to take painting and sculpture courses, learning art making for free. And I really believe our mission is the same.” For d’Humières, this means bolstering the Norton’s already prominent educational programming and, like at the Kravis, extending access to all of the county’s populations.

“This museum has been unbelievable in reaching out to underprivileged communities,” he said. “But the Norton never really invested into promoting what we’ve been doing. We’re going to have more funding for the underprivileged. We are reorganizing the department of marketing and communications, hiring someone on the national level, getting more help for the website, social media and so on. This is the time to do it.”

The N orton’s virtual initiatives have continued as the pandemic has waned, while the reopened facility has welcomed outdoor Saturday concerts, dance performances, movie screenings and yoga, free to the community. But d’Humières is perhaps most proud of launching a new pilot program, in conjunction with local nonprofits, to provide free vouchers to underserved visitors.

“I usually speak more about outreach and education than I speak about art,” he said. “We can use creativity and performing arts to bring people in this building, but more importantly for us to go into the community, and really share that concept of creativity.”

The Center’s Admission Waiver Program ensures that no child is denied access to a performance based on ability to pay. In spring of 2020, the Center launched Kravis@Home, its digital stage, to provide curated content including arts education programs, classes, activities and more. The Kravis@Home lineup featured dance classes educational guides and activities from Broadway shows including “Hamilton,” “Disney’s The Lion King,” “Mean Girls,” “Wicked,” “Dear Evan Hansen” and more. For those with an interest in the performing arts, the Center offered a variety of live and virtual performing arts classes including classes in script building, character development, musical production, dance and much more. The Learn & Play series provided younger children an online storytime experience with professional storytellers. And the series “Young Professional Actors. We Did It. Manatee Lagoon is a free educational attraction with hands-on, interactive, entertaining exhibits for visitors to learn about the threatened Florida manatee. On cold winter days, the observation deck is the ideal spot to view manatee herds basking in the warm-water outflows from FPL’s adjacent Riviera Beach Next Generation Clean Energy Center. Throughout the year, this family-friendly center always offers something to experience and learn about the Lake Worth Lagoon ecosystem. International Baccalaureate (IB) The International Baccalaureate (IB) Diploma Programme (DP) is an academically challenging and balanced program of education that prepares students in grades 11-12 for effective participation in a rapidly globalizing world and for postsecondary success in college and career. Charter schools’ guiding principles include the following: 1. Meet high standards of student achievement while providing parents flexibility to choose among diverse educational opportunities within the state’s public school system.

2. Promote enhanced academic success and financial efficiency by aligning responsibility with accountability.

3. Provide parents with sufficient information on whether their child is reading at grade level and whether the child gains at least a year’s worth of learning for every year spent in the charter school.

A charter school in Palm Beach County shall be open to any student covered in an inter-district agreement or residing in the School District of Palm Beach County. However, in the case of a charter lab school, the charter lab school shall be open to any student eligible to attend the lab school as provided in Florida Statute 1002.32 or who resides in the school district in which the charter lab school is located.

What is the enrollment process for a charter school?

The charter school shall enroll an eligible student who submits a timely application, unless the number of applications exceeds the capacity of a program, class, grade level or building. In such cases, all applicants shall have an equal chance of being admitted through a random election process.
