Palmer Vaadeland, 89, sat in an empty poultry barn at Shell Prairie Fair this week, the first time ever.

Avian flu precluded arrival of chickens at the “Five Greatest Days of Summer.”

“It’s sure quiet with just posters,” he said of art composed by 4-H members explaining the lack of cackles in one of the fairground’s oldest buildings.

“I’ve been coming here since I was 5,” the fair board director reflected of arriving with Golden Sebright bantams, competing in the open class. “It’s something I grew up with, that my folks were involved in.”

His father, Olaf, preceded him as a poultry barn superintendent. Olaf oversaw poultry at both the Hubbard County Fair in Nevis (at the site of the former box factory) and the Shell Prairie Fair in Park Rapids beginning in the late 1930s.

“I always say, chickens are cheaper than a psychiatrist,” Palmer said.

“It’s a family tradition,” son Haakon Vaadeland said. “But we’re looking for medication.”

“It was more work then,” Palmer recalled of setting up cages in Park Rapids in July or August, then heading over to Nevis in September with them.

“In my opinion, there was many times more livestock in Nevis,” Palmer said of

the fair that ran until the late 1950s.

“They tied them to the trees.”

Palmer recalls missing fairs on just two occasions, when he traveled to Norway in 1955 and a car accident in 1974, his mother killed. They were headed to Warren to bring chickens home from the fair.

“It’s exciting, competing, getting to know people,” he said of the summer tradition. “It’s like a club.”

Chickens were important, he said, but his premier occupation was “traveling, singing and witnessing for my Lord,” the evangelist said.

“But I still enjoy chickens.”

And he’s “notorious” for his rooster winning the crowing contest. He holds the enviable all-time rooster crowing award, his Golden Sebright cock-adoodle-dooing 132 times in 30 minutes.

The secret? Haakon coaches. “It’s a family pastime,” Haakon explained of his grandfather going out to the chicken coop in the dead of winter to entice a fowl chorus.

“I always say, chickens are cheaper than a psychiatrist,” Palmer said.

“And when you talk to a chicken, they don’t talk back,” Haakon points out.

Although, Palmer has claimed notable recognition at the State Fair, including his Bearded White Silkie bantam appearing on the Prairie Home Companion stage with Garrison Keiller, his first exhibit as a child was dis-

qualified.

The pencil drawing of the state capital that won blue ribbons at both local fairs was disallowed after he added grass via crayon to the landmark’s front lawn.

“Poultry has changed drastically,” the show and hobby chicken farmer said of having over 800 at one time,

raising 100 breeds and heading to the State Fair with 600 of the birds.

“The hobby got out of control,” Haakon said of hauling two pickup loads to St. Paul. “We were the second largest exhibitor in open class.”

“People just don’t raise chickens anymore. And not many are the pure breeds. It’s sad, but it’s a reality,” Palmer said of the predominantly commercial chicken farms.

“Chickens resemble people,” he’s ascertained. Breeds from different parts of the world act like their human counterparts.

“Some are aggressive, some have a nice temperament and some are nasty, just like people.”

Palmer, who resides on the old family farm west of Park Rapids, has slowed down a bit. But at the doctor’s recommendation he continues to keep chickens, gardens and goes to state basketball tournaments.

He hearkens back to an observation from a friend of his mother. “I’m not any older than I used to be, it’s the house I’m living in that’s giving me trouble.”

SOLICITATIONS No soliciting is permitted on the grounds without Fair Board permission.

PROTEST ACTION Any person or group that conducts a protest action must limit its activity to the location designated by the SPAA Fair Board. The designated location at the Hubbard County Fair is located on the southwest corner of the fairgrounds. No entrances or exits may be blocked, obstructed, or limited in any way. RULES AND REGULATIONS IF RULES ARE NOT FOLLOWED, EXHIBITORS AND EXHIBITS WILL BE DISQUALIFIED 1. Competition is limited to bona fide residents of Hubbard County and adjoining counties whose fair associations extend reciprocal privileges.

2. Exhibits must be the property of the exhibitor and must be raised/produced on his/her own farm or are the product of his/her own handiwork.

3. No transportation of projects or livestock will be furnished.

4. NO DOGS ALLOWED IN BARNS AND JUDGING AREAS! DOGS MUST BE LEASHED AT ALL TIMES. 5. ALL ARTICLES OR LIVESTOCK MUST BE ENTERED WITH THE REGISTRAR BEFORE 4 PM ON THE OPENING DAY OF THE FAIR. 6. All articles or livestock must be in position by 5pm with registration tag on exhibit on the first day of the fair. LIVESTOCK NOT IN STALLS/CAGES WITH REGISTRATION TAG BY 5 PM WILL BE ASKED TO LEAVE THE FAIR, WILL BE INELIGIBLE FOR ANY PREMIUM, AND ANY ENTRY FEE PAID WILL BE REFUNDED. Both above requirements as to entry and placing in position will be strictly adhered to.

7. Exhibits are released at 4pm on the last day of the fair.

No premiums will be paid on livestock or articles removed from the place of the exhibit before 4pm on the last day of the fair.

8. No article or livestock shall compete for more than one premium except where otherwise indicated.

9. Articles and livestock must be entered in name of bona fide owner and owner must be present.

10. No exhibitor shall be allowed to make more than one entry in any one class except where exceptions are stated.

11. Entry fee must be paid at time of entry. Entry fees are 10% of first place in any given class. Cattle, swine, and sheep are 20%.

12. Entries may be made by mail. Address of the Registrar: SPAA Registrar, PO Box 121, Park Rapids, MN 56470.

Please use the registration page found in this book. Entries must be postmarked by July 10, 2019.

13. LIVESTOCK MUST BE PREREGISTERED WITH A MAILED IN ENTRY POSTMARKED NO LATER THAN JULY 10, 2019.

14. Any exhibit placed in the wrong class or division will be disqualified.

15. “Any other” class designation is for any product or livestock that is not already listed.

16. The judges, if not satisfied as to the entries of the respective classes, will apply to the secretary for information and regulation. Judges are expected to hand in reports and awards within one hour of the completion of judging their respective classes.

17. The association will take every precaution in its power for preservation of articles and livestock on exhibit but cannot be responsible for loss or damage that may occur during delivery, exhibition, or removal of exhibits.

18. EXHIBITORS USING UNFAIR METHODS WILL BE BANNED FROM FUTURE COMPETITION AND WILL NOT BE ENTITLED TO ANY PREMIUMS. 19. Barns and exhibition buildings will be closed at 10pm each night and open at 10am each morning.

20. Exhibitor must retain ownership of their exhibits until

the release time.

21. All exhibits must be removed within one hour after release time (4pm) on the last day of the fair unless the exhibitor has made arrangements with the superintendent of the division. Open class checks must be picked up by open class winners at the place of registration during exhibit removal. 4-H premium checks will be handed out by 4-H leaders.

PREMIUM CHECKS WILL BE FORFEITED FOR FAILURE TO CLEAN STALLS/CAGES.

LIVESTOCK RULES

Official Fair Veterinarian - Dr. Bill Isaacson, or other qualified designee.

ALL LIVESTOCK MUST PRESENT DOCUMENTATION OF HEALTH TO THE FAIR VETERINARIAN BEFORE RELEASING YOUR LIVESTOCK FROM TRAILERS. (4-H & Open Class) UNLOADING AND LOADING CHANGES – NOTE SIGNS POSTED ON FAIRGROUNDS. Exhibitors furnish own hay, feed, feed/water containers, and straw bedding (if desired). Shavings will be provided for goats, sheep, poultry, rabbits, beef, and swine. Hay may not be used as bedding.

1. No exhibitor will be allowed to show more than 2 breeds in any division.

2. No exhibitor will be allowed to make more than 2 entries in any class.

3. No animal may be shown in both Open Class and 4H. 4. All livestock must have passed tests required by law, be free from any communicable disease or condition, and must be in show-quality condition. Livestock not in show-quality condition will be inspected by the official Fair veterinarian to determine whether they can remain on exhibit or must be removed. Any animal determined by the vet to be removed will have their entry fees refunded and will not be eligible for any placings or premiums. The official Fair vet has the final say about livestock eligibility for exhibition.

5. All cattle must be tied with halters.

6. All goats must not have scabies, warts, ringworm, abscesses, or any other communicable disease.

7. All swine must have a registered pseudorabies test within 30 days and be free of any other communicable disease.

8. All poultry must have proof of type-specific testing, except Waterfowl. See requirements under Department F-Poultry.

9. ALL LIVESTOCK MUST BE ENTERED WITH THE REGISTRAR BEFORE 4 PM ON THE OPENING DAY OF THE FAIR. 10. All livestock must be in position by 5pm with registration tag on exhibit on the first day of the fair. BASIC HERDSMANSHIP RULES: All livestock must always be provided with water. Feed must be provided at least twice per day. Pens/cages/stalls must be cleaned daily, with soiled bedding removed and replaced with clean, adequate bedding. Manure and soiled bedding will be disposed of in the designated space. All necessary equipment and extra feed shall be placed in the designated location in each barn. Special emphasis is placed on cleaning in the morning when the barns open to the public (by 10am). Further Herdsmanship requirements will be posted in each barn and a copy given to each entrant upon registration. Failure to care for your livestock, or to make arrangements for care, will result in requested removal of the animal and loss of any premium earned and entry fee paid.

1. Birds must qualify according to the American Standard of Perfection to receive a premium. The judge is authorized to disqualify birds not meeting the Standard of Perfection.

Generally, this will mean no crossbred birds.

2. Birds will be pen judged. Owners are not required to be present during judging.

3. No more than 50 entries entered per exhibitor.

4.

No exhibitor will be allowed to make more than 2 entries in any class.

5. All fowl must have passed tests required by law. See your veterinarian. Papers indicating negative bloodpullorum test within 90 days or from a negative hatchery.

Turkeys must show proof of Mycoplasma Gallispecticum and Mycoplasmas Synoviae testing or show that they are from a negative hatchery. Papers must be given to Poultry Superintendent at the time of registration. Birds without papers will not be allowed to place birds in cages.

Waterfowl are exempt.

6. All fowl must be free of any other communicable conditions, such as mites, and must be in show-quality condition. Birds not in show-quality condition will be inspected by the official Fair veterinarian to determine whether they can remain on exhibit or must be removed.

Any birds determined by the vet to be removed will have their entry fees refunded and will not be eligible

TRACTOR PULL RULES

1. $ 20 entry fee per hook. One hook per tractor per class.

2. Pre-registration is recommended as there is a limited number of hooks.

3. Speed Limits Improved............................... 5 mph

Super Improved.................... 8 mph 4. Classes are: 4,500 - 5,500 - 6,500 -...

NOTE: any wires, strings, etc. attached to governor that can override set throttle speed will be means for disqualification.

6. All tractors are to go over the scale before each pull; 7. Tractors must be 30 years and older to be eligible. Optional: Any age tractor 8. No duals, steel wheels or front wheel assist.

Tire Sizes: ....... Any Size and Width Cut tires allowed in Improved & Super Improved.

Tractors must have brakes, factory engines, transmissions, etc. Must start under its own power to weigh and line up to pull (the only exception would be a mechanical malfunction and then would be allowed to pull start, ALL tractors must operate under their own power around the grounds). Petcocks must be closed after starting.

10. Drawbar Rules: All Classes A. Drivers must have own twisted clevis to accept a 3” hook.

B. Drawbars must be stationary in all directions. No part of Third link assembly will be used for added hitch strength or height control.

C. Drawbar length must be a minimum of 18” from center of rear axle to pulling point.

D. Maximum of 20” high at pulling point.

E. No part of the drawbar may extend rearward beyond point of hook.

11. Weight Brackets: Front - 11 feet from center of rear axle maximum

Rear - weights or brackets cannot extend beyond radius of tires (If tractor is protested, driver has a choice of moving weights or not pull) 12. Drivers must be 14 years or older, if under 18, parent signature required.

13. You will be automatically disqualified if: A. Part of the tractor goes out of bounds.

B. Driver rises off the tractor seat or takes both hands off steering wheel. (One hand on wheel at all times, except when using hand brakes).

C. Any part falls off the tractor during the pull.

D. The horn on the skid sounds twice.

14. All judges’ decisions are FINAL!!!

15. 50 Ft. restart.

16. All entry fees to go into a bucket fund and payout to all 1st, 2nd & 3rd place finish. (To be determined based on number of entries and show attendance)

Pedal Tractor Pull Rules 1.

Contest is for boys and girls age 4-11. 3 year olds may participate but are not eligible to advance to state.

2. The child will enter the age class that he/she is that day.

3.

Whoever can pull the weighted sled the greatest distance in their age group is the winner for that age group.

4.

Each participant must have Parent or Guardian signature.

5. Length of pull is measured at the point forward motion stops.

6. 1st and 2nd Place winners will advance to Minnesota State Pedal Tractor Pull.

7. Awards to 1st, 2nd and 3rd place in each age group.

(Boys and Girls) 8. No Entry Fees.

9.

All equipment will be furnished.

10. Participants cannot qualify for State competition more than once.

11. The pedal tractors will be assigned per age group, not per child.

12. Seat settings will be done per age group, not per child.

13.

Participants must sit on the tractor seat at all times, must keep the tractor front end on the ground or pull is stopped at this point. Feet must remain on pedals or pull will be stopped. No unsafe operation will be allowed. No jerking.

14. Pull official has the option to make adjustments on equipment after five contestants, then the pull official may make additional adjustments during the next five contestants if needed.

Those contestants will repull at the end of the age group.

2019 FAIR PREMIUM LIST

CHAIN & GO DEMOLITION DERBY RULES 1) Car check in and inspection will start at 8:00 am. There will be a lot of congestion because of the fair, so try to come in early if possible.

2) No cars will be allowed into the pit area after 12:30 pm, unless prior arrangements are made with Bill Westphal-218-841-5247 or Richard Gerving-218-234-6522.

3) At 12:30 pm we will be clearing the pits of everyone without a pit pass. Driver and 2 pitmen are allowed with one paid entry. Extra pit passes are allowed at a charge of $20 per pass.

4) A drivers’ meeting will be at 12:45 or after the last vehicle is inspected.

Drivers only at the meeting, please.

This is the drivers’ opportunity to bring up any issues or problems with vehicles.

5) All drivers must be 18 years old. If not 18, he/she must have a parent or guardian present to sign a waiver for the underage driver.

6) Pit members must be 15 years old or older.

7) The Park Rapids Fire Dept (or designated fire dept), North Memorial Ambulance (or designated ambulance service), and/or Hubbard County Fair will not be responsible for any accidents or problems.

8) ***Drivers are responsible for the actions of his or her pit people in all aspects. *** 9) ***Unsportsmanlike conduct of the driver or the driver’s pit crew could result in a disqualification and no refund of entry fee money*** 10) J UDGES DECISION IS FINAL!!!!

11) No alcohol and drugs allowed in the pit area until after the demolition derby is officially over.

12) No driver or pit crew member under the influence of any alcohol or drugs will not be allowed to participate in the derby. If caught drinking any alcohol during the show, the driver and pit person(s) will be disqualified and no refund of entry fee given.

Car Safety Rules 1) All drivers must wear a safety helmet and it must remain on your head until your vehicle is out of the arena and into the pits.

2) All drivers must have a working seat

belt in the vehicle, and it must be used or face possible disqualification.

3) All vehicles must have working brakes.

4) All drivers must wear pants and eye protection.

5) All glass must be removed from vehicle and doors.

6) Factory gas tanks must be removed, and replacement tank placed inside the vehicle with a metal boat tank or a metal fuel cell. **No plastic tanks** 7) Batteries need to be moved inside the vehicle and mounted tightly with ratchet straps and also be covered.

8) Driver’s door must be painted a different color than the rest of the vehicle.

9) All cars must have a 15”x15” roof sign with number on it.

10) All trucks and trailers will be parked in the pit area, crew persons must park in the general parking.

11) No intentional driver’s door hits will be tolerated.

12) You have 2 minutes to make a hit on an opponent ***no team driving allowed*** no sand bagging or holding!!! Your first warning will be at the drivers’ meeting.

13) Transmission coolers are allowed.

14) You will be allowed one fire, second fire you will be shut down. If the fire dept. or judges find your vehicle unsafe, you will be shut down.

15) I f you are rolled over, we will flip your vehicle over and a quick safety inspection will be done. If you choose, you may continue the derby.

16) Cars will not be allowed that have any tires over 15” and tires must be DOT approved.

17) No studded tires.

18) Tire can be flapped, doubled, and valve stem protectors can be used.

We don’t want to pick up tires.

19) Radiator must be in stock position, if used.

20) Hoods must be able to open or must have a 12”x12” hole for fire suppression.

21) If you have duct tape keeping your doors closed ,it will be cut to check and see if there are any welds behind it.

Compact cars 1) Absolutely no frame reinforcement, stuffing, filling or welding.

2) No painting or undercoating of frames 36

or sub frames.

3) Reinforcing will be permitted for driver’s door, and gas tank protection (be reasonable).

4) Driver’s door must have protection added or you will not run.

5) One cross bar behind the seat and one across the front, and a door bar on each side, only connected to sheet metal, no kickers off the cage.

6) Max wheelbase for compacts is 112”.

7) 4 or 6 cylinders only.

8) No under hood bracing is allowed.

9) All hoods must be secured with chain or bolts. If using bolts, no more than 4 bolts (3/4”max) are allowed to secure the hood.

10) Bolts from radiator supports thru the hood are permitted. Also, bolts can be welded to the frame but not thru the frame.

11) Holes in the trunk are not needed if judges can see from inside the car thru the trunk.

12) No debris or garbage allowed in the trunk.

13) All trunks must be secured using chains or bolts. Bolts thru the trunk lid and floor are permitted. Bolts may be welded to the frame but not thru the frame rail. (Limited to 4 bolts not over ¾”) 14) Suspension must appear factory.

15) Front suspensions may be bolted up providing it doesn’t go over height requirements.

16) Bumper height may not be higher than 20”.

17) Coil springs may be welded in place.

We do not want to pick up springs.

18) Bumpers can be switched, can be flattened tube with skin. No excessive building of bumpers—this is a stock derby.

19) Bumpers can be chained, welded, bolted to the frame of the car with a mounting plate no more than 4” square and 3/8” thick.

20) Pre-ran cars are allowed. If welded, all the welds need to be cut except for the driver’s door.

Full-size cars 1) All full-size cars except Imperials, pre-ran 1970 Lincoln’s, convertibles, ambulances, hearses, and limousines.

3) No seam welding, patching, plating, or plating of frames. No stuffing of frames.

4) Engine swaps are allowed, and engine may be welded in using up to a 3”x3”x1/4” piece of tubing to upper and lower motor mounts.

5) Absolutely no suspension swaps can be made. No adding leaf springs to a coil spring car.

6) No slider drive shafts unless it comes stock.

7) Front end no higher than 25” from bottom of the bumper.

8) Front end must have at least 2” of travel.

A) No changing body mounts— original mounts and bolts must be in vehicle as we want to keep this a stock derby.

9) Coil springs may be welded or chained in place so they do not get thrown from the car.

10) Rear ends may be welded.

11) All doors may be chained with 4 chains on each door. Chains may not go around the frame.

12) All hoods may be secured by chains

or up to 4 -1” threaded rod or ¾” bolts. Using both is not allowed. The front 2 may be welded to, but not thru the frame near the radiator.

13) Trunk may be secured with chains or threaded rod or bolts no bigger than ¾”, rod or bolts cannot go thru the frame.

14) All tires used must be DOT approved.

Tires can be flapped or doubled, and valve stem protectors can be used.

Trucks 1) Only rear wheel drive trucks are allowed. If your truck is 4x4, the front drive shaft must be removed.

2) Absolutely no frame reinforcement, stuffing, filling, or welding.

3) No painting or undercoating of frames.

4) All reinforcing must be within the shell of the cab—no kickers to the frame.

5) All hoods must be open or removeable for inspection.

6) No under the hood bracing is permitted.

7) All hoods must be secured by chains or bolts.

8) The hood may have no more than 4 large bolts (3/4”max) bolts from the radiator support thru the hood are permitted.

9) Bolts can be welded to the frame but

not thru the frame.

10) Bolting the cab to the box is permitted with no more than 6 bolts (3/4” max) and 4”x4” plates and washers.

11) No welding of shocks or shackles or any other moveable suspension parts.

12) Gas lines are not allowed to run thru the back window of the cab.

13) Bottom bumper height cannot be any higher than 26”.

14) All leaf springs must stay factory—no adding leaves or welding leaves.

15) Bumpers may be welded and chained to the truck.

16) All shock bumpers must be collapsed and welded.

17) Front and rear bumpers may be welded and chained to prevent them from falling off.

18) Only DOT rated tires may be used— no studded tires.

1. Roll cage - inside of car, 3- or 4-point roll bar of 2” or larger pipe bolted to the floor with plates.

2. Stock bumpers can be welding on. No I-BEAMS. 3. Car netting – Driver’s window must be covered with approved car netting to keep all body parts inside of car in case of a roll-over.

4. Battery – stock or safely relocated.

5. Gas tank – stock or safely relocated.

6. Glass – remove lights front and rear.

May leave windshield and roll down side windows. If windshield is removed, must have a helmet with a face shield.

7. Tires – stock or approved for highway use.

8. Air bags - removed.

9. Sunroof - must be plugged or covered.

10. Drivers - must wear a helmet and have a seatbelt with a shoulder.

11. Number - on car roof in the vertical position.

12. Driver Door - protected with a bar or beam.

13. Passenger door- protected with bar or beam if a passenger is riding along.

14. Passenger seat must also have working seat belt.

2019 HUBBARD COUNTY FAIR MUTTON BUSTIN’ RULES

• Each contestant must be between the ages of 4-7 years of age and NOT EXCEED 60 LBS. • Each contestant must have a signed liability waiver and Mutton Bustin’ rules forms completed by parent or guardian on the day of the ride. One parent or guardian must be present to assist contestant on sheep prior to each ride.

• Each contestant may ride more than one time only if contestant slots are available for that night. The ages classes will be 4-5 years and 6-7 years. The top 5 contestants in each class will compete

in the final where the top 3 places in each class will receive prizes.

• Contestants must wear protective head equipment and protective vest, either their own or ones provided by the event. Contestants must wear long pants and closed toe shoes. No shorts, skirts, capri pants or sandals.

• All rides will be “bare back”. No ropes, halters, saddles, or any other assistive device will be allowed.

• Each contestant must stay mounted for 6 seconds in order to receive a qualifying score, otherwise a timed score will be used.
