Public and Semi Public Transportation Modes in IMT Manesar and Study Area 1. Introduction IMT Manesar and surrounding study area is a part of developmnent plan of Gurugram Manesar Urban Complex (GMUC) area. Gurugram has its municial corporation i.e., MCG and HSIIDC is responsible for the overall development and infrastructure advancement of the industrial area. Many urban villages falls under the study area with few residential sectors of newly developing Gurugram city. A new Municipal Corporation for this area is being in the process of setting up so that it can look upon the development of 29 urban villages falling under the MCM boundary of which Manesar industrial area is a major part.

This study examines the existing Public semi-public transportation modes in the study area and hence providing recommendations for the improvement of last mile connectivity of the workers and residents here. Below is a brief introduction of the two main areas of the proposed GMUC master plan for 2031 i.e., Gurugram and Manesar and depicts how the growth increases dependency and need of more public transport to cater the demands of floating population.

Till today (2021), growth direction still maintains towards east of the city (Badshahpur & Sohna direction) and growth also extended towards south side (Manesar) with the growth of Industrial Model Township and emerging Urban Villages (our area of study) forming New Gurugram with more and more demand of Public transport from the visitors and workers who commute daily from Gurugram city to Manesar.

1.1 Public Transport Modes/ System Characteristics 1.1.1 City Bus Service The Gurugram city bus service on the IMT Manesar route number 134 B from IFFCO Chowk has been operated from June 6, 2019 by Gurugram Metropolitan City Bus Limited (GMCBL)1. It starts from IFFCO Chowk metro station in Gurugram and IMT Manesar covering all major points on the route and will be available at the duration of 15 minutes.

With this facility, approximately 1,75,000 people who go to work in Manesar from adjoining places of NCR have been benefited because in the absence of fixed route Bus service to their working places after reaching Gurugram, they were relying on Autos or other private means of transports which increases their percentage of expenditure spent on transportation.

A GMCBL spokesperson said that the route starting from IFFCO Chowk to IMT Manesar is officially numbered 134B. On this route, the first bus from IFFCO Chowk will be found at six o'clock in the morning, while the final bus will depart from IMT Manesar for IFFCO Chowk at 7.25 PM during the evening.

The route will cover all the major junctions including IFFCO Chowk, Signature Tower, Star Mall, Sector 31 NH-48, Rajiv Chowk, Rajiv Colony, Naharpur Rupa Village NH48, Hero Honda Chowk, Khandsa Village FOB, Narsinghpur FOB, Khedki Daula NH 48, Rampura Chowk, IMT Chowk, HSIIDC Complex, Naharpur Turn T Point, Banskushala, Maruti Circle, Aliyar Bas Chowk, Maruti Gate No. 2, Maruti Gate No. 4 and Dhana Mod (last stop). A number of bus stops have been placed at strategic points to cater to commuters.

The buses are incorporated with a mobile application to enable passengers to get all the information about the routes, fares and location of buses on their mobile phones.

The Gurugaman App provides these details to the people who travel daily on this route.

As there were very few linkages from Delhi, Gurugram, and HUDA City Metro Station to IMT Manesar. The workers of various industries in IMT Manesar have requested officials and concerned authorities to provide strong linkages by implementation of Public transport with good frequencies, especially during morning and evening hours.

Manmohan Gaind, General Secretary, Manesar Industries Welfare Association (MIWA) said in an article that "Industry was suffering because most of the people do not want to come to this part of the city owing to the non-availability of good public transport.

So, another route city was made after survey analysis considering passenger demand.

GMCBL was incorporated under the provisions of the Companies Act, 2013 on 5 th September 2017 as a Special Purpose Vehicle with the joint collaboration of GMDA (50%), MCG (40%) and Haryana State Industrial and Infrastructure Development Corporation Limited (HSIIDC) (10%) with the objective to set up, manage, operate a city bus transport system in Gurugram metropolitan area as declared under section 3 of Gurugram Metropolitan Development Authority Act, 2017.

1.2 Semi Public Transport System Characteristics

Intermediate Public Transport (IPT) services in the study area lacks the efficient planned system for public vehicles (shared vehicles). o Lack of connectivity to major village areas and also to developing residential sectors such as 80-86 through metalled/ concrete roads o Only shared auto and app-based cab/ auto facilities are available which makes it difficult for the users residing in the urban villages nearby as such type of modes cannot go inside the core area due poor road condition and no access to main roads. o There is a lack of organisation of IPT infrastructure in the industrial area mailny. As a result, there is: ➢ No dedicated auto stands available in the area ➢ No fixed cab/ taxi stops or stands are observed in the area. ➢ Narrow local streets in the industrial sectors leads to congestion, mixed traffic with less parking spaces planned for the area. ➢ No dedicated lanes/ routes demarcated separately for multi modal transit system or multiple type of vehicles. ➢ No dedicated routes or NMV or LCV vehicles available as these are the most targeted ones during an accident. ➢ No dedicated lanes for bicycles are demarcated for an industrial area as few workers who live nearby in village or staff housing commute through bicycles

1.3 User preference and demand assessment of Public and Semi-Public transportation modes (Primary Survey Analysis)

Primary survey was done at IMT Chowk to count traffic volume count. 20 type of vehicles were surveyed including different type of Public modes and IPT modes. Most of the villagers prefer to walk or use shared autos/ tempo to travel and come at IMT Chowk where they are able to get options of all para transit modes to choose and reach their destination.

Buses 52% 1.4 Proposals for the area by Government to improve Public transportation at city level and connectivity at regional level Regional Rapid Transit System (RRTS) along NH48 •

RRTS – Rail based high speed, high capacity, comfortable and safe commuter service connecting regional nodes. It will help in reducing Road Congestion, Energy Consumption and Pollution.

The RRTS is proposed to be a dedicated fast and comfortable sub-urban railbased transit system ensuring substantial reduction in travel time between the cities and industrial development along the corridors.

Delhi–Alwar Regional Rapid Transit System (Delhi–Alwar RRTS) is a proposed 180 km long, semi-high speed rail corridor connecting Delhi, Gurugram, Rewari and Alwar.

b) Haryana Orbit Rail Corridor (ORTS) along KMP, HRIDC •

Direct connectivity for Gurugram, Faridabad, Ballabhgarh, Palwal, Manesar & Farrukhnagar etc. with all the districts of Haryana.

Peripheral rail link will help in industrial growth of cities around Delhi and Sohna, Manesar, Gurugram, Jhajjar, Rohtak in Haryana.

Connectivity to Dedicated Freight Corridor (DFC) at Pirthala.

•

It will help in easing pressure from transport network of Delhi as traffic movements in radial will shift to peripheral.

•

Freight traffic not meant for Delhi will get diverted and will help in developing Multi Modal Hubs in region of Haryana also by connecting to nearest railway stations at Garhi Harsaru and Patli.

•

Connectivity to Maruti Suzuki and Logistic Hubs in the region.

c) Metro Rail Transit System (MRTS) and Transit Oriented Development along this Corridor as per TCP Haryana Notification: To improve the connectivity of Public transit of Gurugram with extension of existing Metro line from Sector 56 via SPR road – Vatika Chowk – Kherki Daula – Manesar – Panch Gaon.

Below are few proposals of bus routes by GMCBL mentioned in the final 2017 report of DIMTS - Implementation of City Bus Service Project in Gurugram – Bus Route Planningand Rationalization.

1.5 Recommendations o Existing state bus service operated on certain routes connecting other areas in the region like Rewari, but there is a constant demand from the workers for a state bus service for those who come daily from Farrukhnagar, Jhajjar, Dharuhera, Binola etc. o State bus facilities can be provided for people till Farrukhnagar (15 Km) from where they have the facility to further move towards Jhajjar via public transport available. o E-vehicle facilities (EV) with charging station can be a strategy to promote within the Industrial zone by identifying Low Emission Zones as there is a similar strategy proposed for the Gurugram city area. o E-vehicles, public bike sharing (bicycles) and improving the frequency of existing city bus services within the study area will increase the last mile connectivity of the users of both residents and commuters. o Less choice of public mode of transport results in poor last-first mile connectivity with dependency on two or three modes. Non-motorised vehicles (NMVs) should be promoted to increase the modals share of public vehicles.
