APPROACH OFCHANGE PLANNING AND GOVERNANCE BY ADOPTING CAA: • Kerala and Goa states have successfully implemented the 74th CAA at two levels i.e., District and Regional. • These states have also managed to make local plans and village plans and then detail it out at both District and State Level Regional Plan in the final document.
• Both states focussed on decentralization and public participation at grass root level.
Kerala has the distinction of being in the forefront of implementing the two Acts with Statelevel legislations and follow-up actions that sought to go beyond the Constitution Amendment Acts.
