AB 2700: A step toward full compensation for fire victims By Steve Crowder Mayor, Town of Paradise After numerous hearings, committee reviews, and approval by both the Assembly and Senate, AB 2700 was signed into law by Governor Newsom on September 30, 2026. Originally introduced by James Gallagher, the bill was carried forward by Assemblyman Joe Patterson after Gallagher left the Assembly for Congress. The legislation seeks a path to full compensation for victims of utility-caused wildfires, including those who have received only partial payment through the Fire Victim Trust. It directs the California Public Utilities Commission (CPUC) to assess uncompensated losses and recommend ways to address those shortfalls without passing restitution costs on to electricity customers. The CPUC must issue its report by January 1, 2028. The law identifies several potential funding methods, including reduced shareholder dividends, retained earnings, equity contributions, and financing. However, additional legislation will be required before the CPUC can implement its recommended restitution mechanisms. Passage is an important step, but payment is not yet guaranteed. Tubbs Fire survivor Will Abrams helped launch this effort, joined by Tina Reszler and many other advocates. Congressman Gallagher continues to champion the cause. I have attended rallies and hearings at the Capitol in Sacramento, as well as a press conference in Santa Rosa urging the Governor to sign the bill. We intend to keep advocating before the CPUC and Legislature for fair treatment and full compensation for fire victims.
Bobcats bring more than football to Maui The Paradise High School Bobcats traveled to Maui for a football game. They came home with new friendships and a connection to another community shaped by devastating wildfire. The four-day trip began with a 2 a.m. departure from PHS. In Maui, staff at Outrigger Ka’anapali welcomed the team with leis. On Friday, Lahainaluna High School students greeted the Bobcats with songs and more leis. Nate Meldrum presented Lahainaluna’s ASB with a check from PHS fundraising efforts, and Chris Hansborough presented a donation from Paradise TAP to the school’s teachers union. Saturday’s game drew an enthusiastic crowd, including many PHS alumni who had traveled to cheer on the Bobcats. Fans supported both teams as Lahainaluna edged Paradise 27–21. After the game, players and coaches shared a meal prepared by Lahainaluna parents, and Lunas players taught the Bobcats their school song. The Bobcats spent Sunday morning volunteering with Kaiaulu Initiatives. Organizers said the team

Each of these efforts plays an important role in making our community safer and better prepared for the future. These industry leaders wanted to see what resilience looks like on the ground and better understand the extraordinary effort, commitment, and collaboration it has taken to get here. Paradise hasn’t just been rebuilding after the fire. We’ve made intentional choices to come back safer and stronger. Our progress reflects years of hard work and a shared commitment to protecting our community. I believe Paradise is becoming a leading example of what wildfire resilience can look like.

FROM THE DESK OF CHAMBER CEO The business of building community By Monica Nolan CEO, Paradise Ridge Chamber of Commerce
There is still unfinished work. Families face challenges, businesses need customers and rebuilding continues. We can honor these organizations by carrying their commitment forward: noticing unmet needs, supporting our neighbors and staying involved. Their legacy lives in the people they helped and the partnerships that will continue serving the Ridge.
SALES TAX
Keep your dollars and your shopping close to home
A bittersweet milestone The sunsetting of Rebuild Paradise Foundation and Camp Fire Collaborative brings gratitude and reflection. These organizations became trusted partners through difficult years, connecting residents with resources and helping them overcome obstacles. Both embraced a purpose that included eventually working themselves out of a job. Rebuild Paradise’s leadership has spoken directly about that goal, while acknowledging the realities of declining recovery funding and the continuing work of other organizations. Their departures mark a change in our recovery and indicate that the Ridge is gradually moving toward a future sustained by the community capacity these organizations helped build.
Before you head down the hill for your holiday shopping, take another look around the Ridge. Our shops offer thoughtful gifts, friendly advice and the chance to discover something you won’t find on every shelf. Your purchases also support the businesses that sponsor youth teams, donate auction prizes and step up when a neighbor needs help. Here’s another reason to stay close to home: a little less at the register. Paradise’s sales tax rate is 8.75%, compared with 9.25% in Chico and Oroville. On a $1,000 taxable purchase, say, an appliance from Hudson’s, that means $5 stays in your pocket. That’s a down payment on a gallon of gas. Better yet, shop here and skip burning that gallon altogether. This season, try a store you’ve never visited. Ask a merchant to help with that person whose annual response is, “I don’t need anything.” Treat someone to a local meal, service or gift certificate. You can check something off your list, support a neighbor’s livelihood and spend less time behind a steering wheel. That sounds like a holiday gift to yourself.

Business is personal on the Ridge On the Ridge, “See you tomorrow” might mean at your shop, at the grocery store or on the sidelines of a school game. As I like to say, sometimes a grocery store visit is a five-hug experience. You may have stopped in for milk, but catching up with your neighbors takes a little longer. That familiarity is part of what makes doing business here personal. We form genuine emotional connections with the people who serve us and the products and services we come to rely on. A favorite meal, thoughtful advice or a repair done with care becomes associated with someone we know and trust. Remembering a name, asking about someone’s family or taking extra time to solve a problem strengthens those ties. Customers return because they feel welcome and valued. Over time, your business becomes part of their routine, and they take a personal interest in seeing you succeed. Those relationships support lasting business growth. The same small-town spirit connects our businesses. When someone asks where to find a gift, get a repair or have lunch, we can often recommend a person by name. “Go see her. She’ll take care of you” carries the trust of one relationship into another. That’s business looking out for business. Make the introduction, share a neighboring merchant’s event and get to know what others offer. In a community where we’ll likely see each other tomorrow, taking care of one another today is good business.

s I reflect on my first several months as Town Manager, I want to express my appreciation for the warm welcome I’ve received. These early months have been focused on learning, listening, and gaining a clear understanding of Town operations. I have spent time reviewing Town Council priorities, meeting with community members and partner organizations, and familiarizing myself with the skills and dedication of our Town staff. The progress Paradise has made in recent years reflects the hard work of the Town Council, Town staff, residents, local organizations, and
Community involvement is vital to the success of each of these initiatives. Input from residents, business owners, and local organizations ensures that our planning reflects the priorities, values, and needs of those who call Paradise home. I encourage you to participate in upcoming engagement opportunities, stay connected with Town communications, and share your perspectives as these important efforts continue. It is an honor to serve this community, and I look forward to continued collaboration with the Chamber, local businesses, and residents as we move Paradise forward, thoughtfully, purposefully, and together.

Major Initiatives Shaping Paradise’s Future Several major initiatives are now underway to shape Paradise’s future; The Paradise Sewer Project has secured more than $120 million in funding and is focused on serving the downtown area, with room to expand in the future. Environmental review is underway, and affordability remains a top priority as the Town evaluates next steps toward construction.
Work is also progressing on the Town’s economic development strategy, which will help guide existing business support while attracting new investments in the coming years. Additionally, the Town has begun its first General Plan update since 1994 to define shared goals and direction for Paradise. See more on that issue on page A6.

Town seeks public input Building Connections: Town as “Paradise 2045” Economic Development Committee planning moves forward engages local businesses
By Susan Hartman Community Development Director, Planning & Wastewater, Town of Paradise
The Town of Paradise is working on an updated General Plan called “Paradise 2045,” to guide the community’s future growth and development. The process also includes updating zoning regulations that determine how land may be used. Community input has played an important role. During March and April 2026, residents shared ideas that helped shape a new vision and guiding principles for Paradise. In July, residents identified areas that could benefit from improvements, new businesses, and investment
or redevelopment. Many are located within the Town’s commercial districts. These locations, designated as “study areas,” will be presented to the Town Council for consideration in November. In spring 2027, the Town will present these alternatives in an easy-to-read community workbook, allowing residents to review the possibilities and share their preferences. Additional opportunities for public participation and feedback are planned for spring and fall 2027. Visit paradise2045. com to learn more, explore opportunities to participate and sign up for email updates. Help us plan the future of Paradise!
When the siren sounds: Know what to do By Brian Solecki Project Manager Recovery & Economic Development The Town of Paradise is working to make emergency communication as clear and effective as possible, including helping residents understand what to do when an evacuation siren sounds. The emergency siren is designed to get your attention. It does not identify which area is affected. If a siren sounds, an evacuation order has been issued somewhere within the Town. Residents should immediately seek official information to determine whether their evacuation zone is under an order. If it is, evacuate immediately. Have you signed up for Smart911? It is the Town’s primary emergency notification tool and the first source for specific evacuation information and instructions. Residents are strongly encouraged to sign up and
By Colette Curtis Recovery and Economic Development Director Town of Paradise The Town of Paradise Economic Development Committee is committed to strengthening our local economy by connecting directly with the businesses that make our community thrive. The Paradise Ridge Chamber of Commerce (PRCoC) is an active member of the Committee, which conducts business outreach every other month to hear concerns, identify opportunities and share resources. The outreach initiative kicked off in June with a series of Business Summits, bringing together representatives from different industries to discuss their experiences, identify opportunities, and provide input on the Town’s economic development priorities. Looking ahead, the Committee is exploring additional outreach opportunities, including a business phone call campaign or Coffee with the Committee, an informal gathering where business owners can meet with Committee members over coffee and conversation. These ongoing efforts reflect the Committee’s
commitment to building relationships, supporting existing businesses, and ensuring that local voices help shape Paradise’s economic future. In October, Committee members took their outreach directly to local businesses through Business Walks, meeting face-to-face with business owners to gather feedback, learn about their needs, and connect them with available resources and support.
Business Walk: What we heard The Chamber team that participated in the October 7 Business Walk shared the following observations: Businesses expressed interest in more retailfocused promotions, citing the Christmas Preview as successful in bringing in customers. Operating costs and narrow profit margins remain concerns, while limited walkability may reduce foot traffic. Businesses may also benefit from support with business planning, financial management, succession planning, websites, e-commerce and online visibility. Together, we’re building a stronger business community, one conversation at a time.

Depending on the nature and duration of the incident, additional information may be provided through the Town website, social media, AM 1500 and press releases. Residents may also consider downloading the Watch Duty app for additional wildfire awareness and information about fire activity. However, Watch Duty is a supplemental resource and is not an official source for evacuation orders. During an emergency, residents should always rely on official Town communications for evacuation instructions.

Intersection of Skyway and Wagstaff today, an example of the road rehabilitation efforts since 2022. By end of 2026 Town expects 93 of its 97 miles to be completed.
Paradise road recovery nears major milestone By Marc Mattox Assistant Town Manager, Public Works Director/Town Engineer, Town of Paradise Paradise’s 2026 road rehabilitation program is nearing completion, marking another milestone in the Town’s recovery and infrastructure investment. By year-end, the Town expects to have rehabilitated approximately 93 of its roughly 97 miles of publicly maintained roads since work began in 2022.
Major Road Improvements The projects included portions of Skyway, Clark Road, Elliott Road, Pentz Road and numerous neighborhood streets. Much of the major-corridor work occurred at night to minimize disruptions to residents, schools and businesses. Crews will continue through October and November with striping, utility-cover adjustments, driveway connections, shoulders,
curbs and other finishing work. Town officials recognize the disruptions caused by construction and appreciate the community’s patience throughout this extensive undertaking.
Remaining Projects and Next Steps Remaining road projects are tied to utility undergrounding and resiliency improvements along Skyway between Bille and Wagstaff, Pentz Road between Bille and Pearson, and Neal Road between Skyway and Town limits. Skyway and Pentz improvements will include new surfacing, center two-way left-turn lanes, and pedestrian and bicycle facilities. Neal Road improvements will focus on resurfacing and pedestrian and bicycle safety. Utility work is expected to continue through winter and spring, followed by environmental review, design and future construction consideration. For project updates, visit ParadiseWorks.com.

By Steve Crowder Mayor, Town of Paradise On October 1, 2026, Paradise welcomed executives from Travelers and Mercury Insurance for a firsthand look at the progress our community has made in rebuilding and improving wildfire safety. The visit, organized by Jenn Goodlin, former Executive Director of the Rebuild Paradise Foundation, brought two 15-passenger vans of insurance representatives to town. Town staff and CAL FIRE personnel also participated in the tour. Stops included a surviving home that benefited from the Town’s home-hardening grant program, which helped fund fire-resistant improvements, including new windows and roofing. Paradise housing market shows steady winter momentum By Tammy Waller President Elect Paradise Association of Realtors As Paradise moves into winter, the local real estate market continues to reflect the qualities that define our community: resilience, momentum and thoughtful growth. Years after the Camp Fire, Paradise is no longer viewed solely through the lens of recovery. Buyers and sellers are now navigating a more established rebuilding market, where newer construction, defensible space, insurance considerations and neighborhood improvements all play an important role in value. Local California Regional Multiple Listing Service (CRMLS) data for July through September points to steady demand and a practical, selective buyer pool.
Paradise’s median sale price was $428,500, up from $397,000 during the same period last year. Homes spent an average of 34 days on the market before entering escrow, compared with approximately 50 days last year. These indicators suggest a market that is active and stable but not overheated. Well-priced homes continue to attract attention, while buyers carefully compare condition, construction quality, location and long-term ownership costs. For sellers, winter can be a good time to focus on preparation and presentation. Buyers are looking closely at features that inspire confidence, including updated systems, clear permit history, fireconscious construction, defensible space, energy efficiency and realistic pricing based on recent
comparable sales. A home that tells a complete story, what has been improved, how it has been maintained and what makes it well-suited for life on the Ridge, can stand out. For buyers, Paradise continues to offer opportunity, for those who appreciate mountain living, larger lots, a rebuilding town center and convenient access to Chico, along with a strong sense of community. Buyers should also do their homework. Insurance availability, utility connections, septic systems, property history and future maintenance costs should be reviewed early in the process. In Paradise, the best purchase decisions are made with both the heart and the checklist. Overall, the winter outlook for Paradise real estate is cautiously
positive. Continued buyer interest, improving housing stock and the enduring appeal of the Ridge help support the market. Whether buying, selling or simply watching, residents can appreciate the progress being made—one home, one neighborhood and one season at a time.
New homes, attractivelandscaping and fire-conscious construction continue to draw buyers to Paradise, reflecting the community’s ongoing recovery and a stable real estate market.
Additional funding awarded: Up to $100,000 for qualified first-time homebuyers -By Nadia Alekseev Town of Paradise Housing Program Manager For many families, owning a home in Paradise is an opportunity to put down roots and build a future in the community. Now, additional state funding will allow the Town of Paradise to continue its successful First-Time Homebuyer Program into the coming year. The program provides qualified buyers with up to $100,000 in down-payment assistance, helping make homeownership more attainable for individuals and families who meet income and other eligibility requirements. Applicants generally must not have owned a home within the past three years. However, individuals who own a vacant lot without a habitable dwelling may still qualify as first-time homebuyers. This allows them to purchase a completed home on another lot without first selling their vacant property. Eligible applicants may receive up to
$100,000 in down-payment assistance through a deferred 30-year loan, with interest accruing at only 1% annually during the first 10 years. Typically, the buyer obtains a first mortgage, while the Town’s assistance is provided as a second mortgage with no monthly payments required, also knows as a “silent second”. This structure helps make homeownership more affordable by reducing the amount needed to finance through a first mortgage. Since the Camp Fire, the program has helped over 120 households become homeowners, including previous renters, previous homeowners, and newcomers to the community. This milestone reflects the Town’s continued commitment to supporting individuals and families in achieving their dream of homeownership. David Gulbransen, a certified lender with Access Real Estate Lending who frequently works with the program, praised the Town’s Housing team for helping buyers understand the process.
First-Time Homebuyer Workshops open to the public! December 4, 2026, February 5, 2027, April 2, 2027, and June 4, 2027. For program information, visit paradiseca.gov/housing, stop by the Town Housing Department at 5555 Skyway, call 530-872-6291, ext. 122, or email housing@paradiseca.gov.
“Their helpful, caring and personal approach makes such a meaningful difference,” Gulbransen said. “This team genuinely cares about potential buyers and continues to demonstrate that they are committed to helping firsttime homebuyers. We have watched many times the hard work of this team to help potential buyers understand the program, navigate the process, and reach their goal of homeownership. One of the most rewarding parts of what we do is helping families find financing solutions that align with their own personal family needs and affordability goals.” Homebuyer J. Brehmer said the additional assistance made purchasing a
home possible after qualifying for a loan. ‘I cannot say enough wonderful things about all of the staff that work so hard to make dreams come true! I also highly recommend going to the Town of Paradise First-Time Homebuyers workshop. The key speakers are full of valuable information and answers to any questions you have. Thank you again, I love my home!” The Town offers free Homebuyer Workshops providing an overview of program eligibility, along with information from local real estate, lending and insurance professionals.

PHS grad helps PID secure outside funding for district improvements By Tonya Dale Cedar Creek A Paradise High School graduate is helping Paradise Irrigation District secure the federal funds obligated to rebuild its water system after the 2018 Camp Fire. Ambassador Jamieson Greer, US Trade Representative, has met and worked with PID officials throughout the past year on the project; Greer is a 1998 PHS grad. PID officials continue their work with FEMA to ensure that federal funds obligated are still available to PID; the funds targeted rebuilding the community’s water system after the 2018 Camp Fire. Lobbying, personal meetings with legislators, and collaboration with state agencies are helping advance the release of those funds. PID continues to work with FEMA so the agency understands the projects’ complexity and the time needed for project completion. Restoring Paradise’s water system after the Camp Fire has been a difficult and ongoing effort. To fund the many projects required, Paradise Irrigation District applied for a variety of available FEMA programs, including funding through BRIC (Building Resilient Infrastructure and Communities). After a lengthy and detailed application process, PID’s projects—including mainline and service lateral replacements and preliminary design work for the Magalia Dam retrofit—were approved for funding in 2023. FEMA’s Hazard Mitigation Grant has paid for about $2 million (about 75% of the design process); the district has been reimbursed for this. In 2025, after FEMA had obligated $40 million for the dam retrofit, FEMA restructured its funding programs and eliminated BRIC funding, as well as the commitment to pay out the previously-approved funds. The Magalia Dam, completed in 1918, joins with Paradise Lake to provide water storage for the Paradise community. The aging dam is monitored closely; completing a retrofit will provide more assurance of safety
as well as the possibility of a four-lane road (replacing the current two-lane byway), giving greater community access during emergency evacuations. Lobbying and a lawsuit filed by 21 states helped reinstate the BRIC program, but efforts must continue to secure the federal funds administered in California by Cal OES. Additionally, due to the complexity of comple-

funds which are included in the time extensions,” explains PID District Manager Kevin Phillips. “We’ve spent about $60 million of that already and about $15 million could be at risk. This included funding for the mainline projects and service lateral replacement, both projects that provide better water service to our customers and give them the confidence in their water delivery system and that their water is safe and clean.” The BRIC hazard mitigation grant for design of the Magalia Dam retrofit promised about 75% of the design cost; the process is about 90% complete. BRIC funding was about $40 million. PID has also applied for California Proposition 4 funding ($40 million); the state funds are specific for communities requiring dam retrofitting; Phillips says PID’s project is a good match for receiving those funds. “But without BRIC funding at this time, we don’t feel like this project will be able to go forward,” Phillips notes. “The project costs way too much for the district to pay for on its own.” To secure funding for past and future projects, PID’s board hired a team of legislative lobbyists specializing in assisting utilities receiving promised federal funds. These professionals suggested PID send representatives to Washington to meet directly with legislators to clearly explain the community’s need for this funding. PID officials traveled to Washington DC earlier this year; attending the multiple meetings at the federal level were PID Board President Chris Rehmann, PID District Manager Kevin Phillips and PID Engineer Blaine Allen. “This began with a dinner with Chance Lott from the DHS Office of Legislative Affairs,” says Phillips. “We concluded with a meeting with John Watts, the Water Policy Counsel for Senator Alex Padilla.” Additionally, the group met with staff members from the offices of Senator Katie Britt and Senator Adam Schiff. The PID representatives also met with Ambassador Greer.

A Ridge full of artists deserves an Arts District, and Paradise is ready for one By David Zink Paradise Arts Alliance, President
During the first commemoration of the Camp Fire one of the events, Joy Will Find a Way celebrated Butte County’s resilience through the arts. The event brought together 150 artists representing music, theatre, dance, poetry, photography, film, painting, sculpture and other visual arts. Its message was simple: Creativity is a powerful sign of resilience. That spirit of creativity and collaboration continues as Paradise grows. Paradise Arts Alliance (PAA) was established to support the development, engagement and enjoyment of the arts on the Ridge, and has twice been recognized for its efforts by Paradise Town Council Proclamations. All arts organizations and individual artists are welcome to join at paradisearts. org. Following a recommendation from Webb Mgmt, a nationally recognized arts consultant, PAA is pursuing an official Arts District designation through the California Arts Council. Such a designation could help attract grant funding, strengthen local businesses and enhance quality of life on the Ridge. Achieving district status will also attract grant funding to support our burgeoning arts scene. An important part of this vision is relocating Theatre on the Ridge to the new downtown. Together with Paradise Art Center and the Gold Nugget Museum, it would create three significant cultural anchors for the future Arts district.

Why, after 51 years, does this neighborhood jeweler continue to work at his craft? When asked, “I do it for my customers, making a customer happy is my passion. I do it for the smiles.” Woodworth’s Jewelry offers a beautiful selection of diamonds and gemstones. Paradise Police VIPS: Volunteers help keep Paradise safe By Mike Shores VIP Volunteer In any close-knit community, public safety relies not only on sworn officers but also on the dedicated individuals working behind the scenes. The Paradise Police Department’s Volunteers in Police Service (VIPS) provide that valuable support. Serving as extra “eyes and ears,” these trained volunteers handle a variety of non-enforcement duties, allowing sworn officers to focus on priority calls and crime prevention.
Supporting crime prevention and public safety VIPS patrol neighborhoods and commercial areas in dedicated volunteer vehicles. They conduct vacation house checks, looking for signs of forced entry or suspicious activity. Volunteers also patrol Neighborhood Watch areas and mobile home parks, monitor handicap parking compliance and deploy RADAR trailers to encourage safer driving in neighborhoods and school zones.
Traffic Control and Emergency Support During traffic collisions, downed power lines, severe weather and other emergencies, trained VIPS assist first responders by directing traffic, maintaining safety perimeters and keeping access routes clear for emergency vehicles. Now open: Enloe Health brings advanced cancer care to the north state September 28, 2026, marked a historic achievement for Enloe Health and our region as the Enloe Health Gonzales Comprehensive Cancer Center opened to patients. Jeffrey Hunt was the first patient to walk through the doors of the new center. “The Cancer Center staff has been great,” Hunt said. “They guide you through every step of your journey and are there to support you along the way.” The Gonzales Comprehensive Cancer Center culminates a journey that began with a groundbreaking ceremony in 2024. The approximately 101,000-square-foot center brings together multidisciplinary expertise, leading-edge technology and person-centered support services in one healing environment. Take a virtual tour and see our new space. Watch the video:https://www.youtube.com/ watch?v=WGY5cyesSoM The project also reflects years of community support. million to support construction of the center and the creation of the Enloe Health Supportive Therapies program, supported by the Aaron Rodgers Foundation. Thank you to everyone who helped bring this project to life.

Noble Orchards celebrates rebuilding and a bountiful fall Laurie and Jim Noble extended a heartfelt “thank you” to the Ridge community for helping celebrate another milestone in the rebuilding of Noble Orchards. More than 300 people attended the “Rebuilt Party,” celebrating the completion of the orchard’s new Cold Storage building. After six years of construction and rebuilding, the Nobles are grateful for the progress that has been made and know there is still more to come. Despite the hot weather, guests stayed cool inside the newly constructed, air-conditioned “cold” storage building. Fabulous

Ridge Roots helps fill the gaps in tree-care assistance By Amanda Clark All Things Trees
Ridge Roots is a community give-back initiative created by All Things Trees to provide professional tree-care assistance to Upper Ridge residents with genuine safety or accessibility needs who may fall through the gaps of existing programs, grants and other resources. The idea grew from what the All Things Trees team sees every day in this community. Since the Camp Fire, organizations such as the Butte County Fire Safe Council, along with public and grant-funded programs, have made tremendous efforts to create a safer, more resilient community. But those programs understandably have eligibility requirements, funding limitations and All Things Trees crew members specific scopes of work. work in the tree tops and on the That means some residents and community ground helping residents through projects simply don’t qualify, even when a their Ridge Roots give-back relatively small amount of professional help program. could make a meaningful difference. Ridge Roots was created to help fill those gaps. It is not a general free treework program. Projects are selected based on factors including safety, financial hardship, urgency, community impact and whether the All Things Trees crew, equipment and donated resources can realistically make a difference. The name “Ridge Roots” reflects both our literal connection to trees and the deeper roots people share throughout the Ridge. It represents rebuilding, resilience and local businesses giving back to the community that supports them. While Ridge Roots was created by All Things Trees, the hope is that it will grow over time, encouraging other local businesses, tradespeople and community members to contribute their skills and resources when selected projects extend beyond tree care.

As construction continues, Plants & Produce looks forward to bringing even more unique plants, quality trees and locally-grown nursery stock to the community.

Paradise Tool Lending Library: Sharing tools, building community The Paradise Tool Lending Library, a project of Regenerating Paradise, is helping Ridge residents care for their homes and properties while building a stronger, more connected community. Designed as a community resource hub, the library provides access to landscaping and home improvement tools, making it easier and more affordable for residents to tackle projects without purchasing equipment they may use only occasionally.
The library is about more than borrowing tools It’s a place to share knowledge, exchange advice, lend a helping hand and strengthen neighborhood connections, perhaps even share a zucchini or two!
The program also promotes environmental sustainability by encouraging residents to borrow, repair, reuse and recycle rather than purchasing new products. This approach reduces waste, keeps useful equipment in circulation and helps conserve resources. As the library grows, organizers plan to offer community gatherings and educational workshops focused on land stewardship, home maintenance and practical improvement skills. By bringing neighbors together and sharing resources, the Paradise Tool Lending Library aims to make caring for homes, properties and the environment a community effort. To learn more about the Paradise Tool Lending Library and its resources, visit regeneratingparadise.org/toollibrary.
Volunteers and supporters celebrate the Paradise Tool Lending Library, which connects neighbors through shared tools, skills and sustainability. Paradise Tool Lending Library 5446 Foster Rd., Paradise, inside the Paradise Community Garden, Fri., 3 p.m. – 5 p.m., Sat., 9 a.m. – 11 a.m.

Three generations of the Judd family bring coffee, homemade treats and hometown hospitality to Honey & Hazel Coffee House. L-R Owners, Shawna Judd Love, Kandy Judd and Madison Newman.
Brewing up family traditions and hometown hospitality at Honey & Hazel Three generations of the Judd family are coming together to continue a proud Paradise tradition of familyowned businesses with the opening of Honey & Hazel Coffee House. Kandy Judd, daughter Shawna Judd Love and granddaughter Madison Newman are bringing their love of community, homemade baking and excellent coffee to the Ridge. Opening at 5 a.m., Honey & Hazel welcomes early risers and commuters with Death Wish Coffee, breakfast sandwiches on croissants or Brooklyn Bridge Bagels, and homemade pastries. Lunch features specialty sandwiches and freshly baked treats. Phone orders and a convenient drive-thru make grabbing a bite easy. The family moved to Paradise in the ‘80s and became involved in the community. Kandy owned Paradise Sporting Goods for 21 years and continues operating a business serving Far Northern Regional Center. Several family
members also own local businesses. Community service runs deep in the family, with children serving in the Butte County Sheriff’s Office, emergency medical services and firefighting, and grandchildren in the military. The family hopes to make Honey & Hazel a gathering place, hosting events such as “Coffee with a Cop” and others to strengthen community connections. Shawna, an accomplished baker, has long heard friends say, “It’s about time!” She even baked her own wedding cake the morning of her wedding! “We have always been proud Paradisians,” Kandy shares. “We love the small businesses and close-knit community that Paradise has always stood for.”
Honey & Hazel Coffee House 9205 Skyway #1, Paradise near Skyway & Clark Rd Mon, Thurs, Fri, 5 a.m.-2 p.m. Sat, Sun, 5 a.m.-2 p.m. Closed Tues., Wed.

Christina Voigt, Principal of Paradise High School, accepts a check for $10,000 from Jolene Francis, Enloe Health’s Vice President and Chief Development Officer; Rick Krepelka, Chair of the Enloe Health Board of Trustees; and Mike Wiltermood, Enloe Health’s President and CEO. Enloe Health donated $10,000 to help send the Paradise High School Bobcats to Maui for the Unity Bowl against Lahainaluna High School on September 5, 2026. The game united two communities shaped by devastating wildfires, the 2018 Camp Fire in Paradise and the 2023 Maui wildfires in Lahaina, in a shared celebration of resilience and connection. Enloe Health’s contribution helped cover travel expenses for players, coaches and school leaders, making this meaningful experience possible. “Enloe Health is proud to support these student athletes and the Paradise community as they take part in an experience rooted in healing, connection and hope,” said Mike Wiltermood, president and CEO of Enloe Health. “Paradise has shown incredible strength in the years since the Camp Fire, and this trip is a powerful reminder of what
can happen when communities lift each other up.” “We’re incredibly grateful for this donation,” said Paradise High School Principal Christina Voigt. “We knew how healing football was for Paradise High School and the whole community, and we had heard that about Lahainaluna High School. We knew right away we had a lot of things in common. Our communities are building back up around football.” The Bobcats lost a hard-fought game 27-21, but attendees agreed the relationships the teams formed meant more than the final score. The Unity Bowl was about more than football. It offered student-athletes and their communities an opportunity to build lasting friendships, honoring their resilience and strength.

A career of caring: Maureen
Wisener marks 45 years Adventist Health recently brought together its Feather River family for one of its favorite traditions, the Annual Service Awards, recognizing associates for their years of dedication to the organization and the community. Among the highlights was honoring local Paradise resident, Maureen Wisener for an extraordinary 45 years of service with Adventist Health. Her career began while she was still in high school, working as a page in radiology and earning $7.25 an hour. Over the decades, Wisener built a remarkable career rooted in service, growth and purpose. Along the way, she discovered a passion for storytelling and
sharing the meaningful work taking place throughout Adventist Health hospitals and clinics. Associates celebrating milestone anniversaries ranging from five to 45 years were also recognized during an evening filled with gratitude, laughter and heartfelt stories. Adventist Health congratulates its Service Award recipients and thanks them for their continued commitment to serving the Feather River and Ridge communities Whether celebrating five years or several decades, each milestone represents much more than a number. It reflects years of compassion, excellence and dedication to caring for others.
Paradise Grocery Outlet’s 2026 “Independence from Hunger” campaign raised $54,717 for local food pantries, helping support families facing food insecurity while demonstrating the remarkable generosity and compassion that defines our community. The fundraiser brought together customers, employees and local business sponsors. Customers contributed donations large and small, cashiers encouraged participation, and businesses added sponsorships and matching contributions. Every donation helped make a difference. The funds will help food pantries provide thousands of meals to local families and meet the ongoing need for food assistance on the Ridge. Every contribution helped strengthen this effort to support neighbors in need. Thank you to Paradise Grocery Outlet for organizing the campaign and to everyone who contributed to its success. Their generosity reflects the spirit of neighbors helping neighbors.

The Camp Fire Collaborative celebrated its 2022 ribbon cutting and opening at the “Here We Grow” mural, marking its commitment to wildfire recovery, community partnerships and helping the Ridge rebuild stronger together.
Honoring the Camp Fire Collaborative’s legacy of partnership By Monica Nolan CEO, Paradise Ridge Chamber of Commerce
As the Camp Fire Collaborative prepares to sunset at the end of 2026, the Paradise Ridge Chamber of Commerce honors its enduring contributions to recovery and community life. Evolving from the Camp Fire Long Term Recovery Group, the Collaborative brought organizations together to support survivors and address the changing needs of our region. Its impact reached beyond recovery services. Mini grants supported Camp Fire commemorative events, while sponsorship of food for local youth programs provided nourishment and connection. Through its participation in Chamber events such as Party in the Park and Johnny Appleseed Days, the Collaborative strengthened community connections and helped residents access
valuable resources. For the Camp Fire’s fifth anniversary, the Collaborative convened elected officials, nonprofit representatives and Ridge organizations at the State Capitol. The delegation highlighted recovery progress, discussed remaining challenges and shared a “message of gratitude” with the legislators, agencies and private organizations that supported our communities. The Collaborative also extended support to Maui following its devastating wildfires, sharing the compassion and understanding born of our own experience. Recognized as the Chamber’s 2023 Nonprofit of the Year, the Collaborative leaves a legacy of practical assistance, advocacy and partnership. We thank everyone who made this work possible.

The celebration of the rebuilt Paradise Elementary School honored years of persistence, dedication and community support. It marked a meaningful milestone for students, families and educators—and a new chapter in a place where children will learn, grow and build memories for generations to come.
Congratulations to TinkerLily’s Soap Box on their ribbon cutting! This charming local shop offers handmade soaps, bath and body products, candles, jewelry, apparel and more—perfect for thoughtful gifts or a little treat for yourself. Visit 797 Elliott Rd., Unit M, Paradise.
