The Paradise Ridge Chamber of Commerce is proud to host a weekly summer celebration of community and commerce.

Located in the historic heart of Paradise in Paradise Community Park at the corner of Pearson & Black Olive, The Party in the Park Music & Marketplace is a 12-week convergence of families, community members, and commerce that reinforces neighborhood bonds as people gather to hang out in their hometown. Each year, The Party in the Park has enjoyed greater success, hosting hundreds of patrons each week.

Paradise Roadways: Update and Projections

In the face of budget challenges, The Town council continues to guide our Town forward. In addition to Downtown Paradise Safety Project, four new projects are scheduled and three new grant applications are in the works.

2013 saw the completion of the $2M Pearson-Recreation Signalization Project, the jointly-funded Paradise Irrigation District / Town of Paradise Bille Road Overlay, and the Paradise Micro-Surfacing Project. The May 13, 2014 Town Council Meeting saw the presentation of several new road projects, and decisions made will benefit generations to come by creating a safer and more vital community.

Update The Town Council formally approved the plans for the Downtown Paradise Safety Project, based on information and input gleaned from many public forums.

This project creates a safer downtown by addressing high speeds, difficult crosswalks, limited parking, common collision hazards, and an aging roadway. The approved design allows the infrastructure to dictate predictable, safe pedestrian and motorist behavior. This is accomplished by applying three distinct engineering countermeasures, including: enhancing pedestrian crosswalks, coordinating traffic signals and reducing the number of travel lanes while adding a center two-way left-turn lane. Overall, the discussion on project feasibility can be summarized in the following facts: 1. Skyway between Pearson Road and Elliott Road has a record as the most dangerous road segment in Paradise, averaging one collision every nineteen days. The objective of the Downtown Paradise Safety Project is to address existing safety issues along Skyway between Vista Way and Elliott Road.

2. The project represents an opportunity for the Town to claim Skyway as a formal “Downtown.” A downtown is typically defined as a pedestrian friendly, business-oriented environment with a slow traffic speed.

Our current downtown feels like a highway more than a “Main Street.” As Skyway is both a “commuter route” and a “main street,” safety requirements and impact to traffic are significant but not inevitably conflicting.

3. The effective road width remains the same so emergency response and

emergency evacuations will require some altered approaches but will be feasible in every scenario.

4. Skyway serves 20,000 vehicles per day with peak morning and afternoon commute periods. Road designs that reduce traffic from four lanes to three lanes are proven at this road volume to reduce collisions 20-50%.

5. “If Skyway is congested now, how can reducing the lanes solve anything?” A reasonable question with a logical answer: The current signal timing delays and “stop and go” feel while waiting for left turns to complete causes us to underestimate the increased efficiency to be gained through the project.

Signal coordination and optimization will offset the reduction in lanes for travel time. Speeds will slow, yet time to destination is expected to remain nearly constant. During peak afternoon periods, the project is expected to add less than thirty seconds to the average commute through the Downtown. A complete pre- and postproject analysis of travel time will be performed.

The Town is currently soliciting bids for construction, so residents can expect efforts to begin as early as midJuly. The contractor will minimize impacts to residents and businesses by completing substantial road work at night while daytime work will mostly be on the shoulders for sidewalk improvements.

Projections As existing gas tax revenues continue to fall short of maintenance needs and capital improvement demands, Town staff secured four new Federal-Aid grants totaling $2,400,000, nearly the highest agency allocation State-wide! Our total local investment for the required grant match is only $240,000. This is an amazing leverage of taxpayer dollars that we are very proud to report to our resident stakeholders. The funding is secured and the following projects have been approved by the Town Council: Paradise Signal Upgrade Project – This project includes the upgrade of all existing traffic signals to include battery backup systems to reduce

outages during storms; equips all signals with emergency vehicle devices (allowing Police and Fire Departments to manually change the signal operation as they are responding with lights and sirens), and also adds pedestrian crossing countdown signals that tell pedestrians how much time remains before the light changes. Project slated for 2015.

Pearson Road Shoulder Widening Project – The project encompasses Pearson Road between Pentz Road and Clark Road and will provide shoulderwidening for safety and the installation of bicycle lanes. Work will include pavement repairs and complete microsurfacing to extend the roadway life.

Construction schedule estimated for 2016.

Clark Road Safety Enhancements Project – This project is located along Clark Road between Bille Road and Wagstaff Road. Specific improvements include the addition of a center twoway left-turn lane while reducing the number of through lanes between Wagstaff Road and Armstrong Road.

Data indicates this section of road has a high concentration of injury collisions, second only to Skyway between Pearson Road and Elliott Road. Construction estimated for 2016.

Cypress Curve Realignment Project – This project improves the horizontal and vertical alignments of Clark Road curves between Kimberly Lane and Adams Road. Other safety improvements include underground drainage and shoulder widening efforts. Construction estimated for 2017.

The Paradise Town Council supported the submission of three new grant applications. If approved, these grants would provide 100% of the funds for the construction of sidewalks along Pearson Road between Academy Drive and Black Olive Drive, sidewalk and bicycle lane improvements along Maxwell Drive between Elliott Road and Skyway, and finally upgrade existing sidewalks in the Downtown along Skyway between Pearson Road and Elliott Road. Awards will be announced in August.

Improving our streets/sidewalks and infrastructure is vital to our community. “Doing more with less, while keeping Paradise safe and sound” is our motto at the Town of Paradise.

CATCH THE EXCITEMENT at the Paradise Performing Arts Center

By Paradise Performing Arts Center Harvey Parrott, Board President, Pat Witt, Board Secretary, and Bert Chumbler, Vice President.

Almost thirty years ago, a group of concerned citizens met to discuss the possibilities of building a cultural center that would provide a venue for local and other varied professional performers. Thanks to a sizeable anonymous donation, by 1983 sufficient funds were available to purchase 7.2 acres on Nunneley Road.

The Paradise Performing Arts Center has now celebrated a 25 year landmark since completion and full operation commenced.

Because the facility was financed by donations, the construction was divided into phases: land purchase, architect selection, site preparation, foundation and steel shell construction, parking lot completion, exterior walkways, driveways, and landscaping. This multi-faceted and piecemeal production experienced delays and incurred higher costs than anticipated; thus interior completion was postponed.

As the finishing touches were applied to the auditorium, events were scheduled and the “show went on” in avant-garde style, with the audience seated on the stage with the performers.

Then the Board of Directors made a major decision: borrow sufficient funds from a local community bank to finish the theatre. Thus the “Jewel of the Ridge” sprang to life.

As years passed, much was learned about operating a performing arts center in a small community.

The most startling and frustrating reality was community venues cannot, will not, and do not, raise adequate funds from ticket sales to operate the facility, maintain salaried employees, and pay a mortgage. Numerous different approaches were attempted to circumvent the inevitable: the PPAC was going broke.

In July 2009, the Board of Directors, at the suggestion of the facility director, voted to “go dark.” PPAC closed its doors while its Board considered alternatives. At this time, PPAC owed $80,000 in total debt, indicating the necessity of filing bankruptcy.

Fortunately, a local businessman loaned PPAC enough money to pay all debts, thus avoiding bankruptcy and negative public relations.

When all seemed hopeless and serious considerations were being suggested, including selling the facility, Ginny Jensen came to the rescue. As a part of her will, she left the PPAC $250,000. Much discussion followed. What to do with the money?

Obviously, 1) pay back the $80,000, 2) pay off the credit card debt, and 3) pay down the mortgage.

Of course, number one and two are logical, but what about number three?

If the $400,000 mortgage were reduced

by $250,000 by using the remainder of the gift, PPAC would be in exactly the same position it was previously: mortgage debt and no operating capital.

After considering the alternatives, the Board of Directors made a bold move: maintain no salaried employees, promote no shows, operate the facility with volunteers, become a renter only, pay the lender 12.5% of the mortgage, and negotiate a new loan.

So what is the status now?

Thanks to Vice President, Bert Chumbler, who operates the facility, and treasurer, Becky Decottignies, who takes care of the financial concerns and the rest of the board of directors who provide the other essential services, and the talented technical staff and the great ushers, and the wonderful grounds maintenance volunteers, and the generosity of patrons, PPAC is open and available.

If stage curtains could talk, what would they say? They would have plenty of exciting things to talk about.

The brand new Grand Drape was installed by a group of volunteers last July, and upgraded sound equipment, an upgraded light board, and the many ADA facility improvements were added.

During the past season, the stage has seen unforgettable appearances by the legendary Judy Collins, famous comedienne Paula Poundstone, the David Bromberg Quintet, the colorful, family friendly BYU Living Legends dance performers, dynamic Jackie Greene, and the amazing Wailin’ Jennys.

The stage is also graced by the local Northern California Ballet’s annual winter performance of The Nutcracker, and its varied classical spring productions, most recently Don Quixote. More local talent includes the inspiring and delightful Parrott Family Christmas Program, four annual Paradise Symphony Orchestra concerts, Cowboy Music & Poetry presented by the Gold Nugget Museum as well as its annual Gold Nugget Queen crowning and the Gold Nugget Melodrama, Dance Evolution’s energetic programs, and a day of Dimensions—A Worship Festival. Paradise High School Chorus and Band, Paradise Community Chorus, and the annual Community Band Concert are just a partial list of the fantastic events at PPAC. With the continuing dedication shown by promotion companies such as our local North Valley Productions, Starbright Entertainment, and others, performances were given by The Beatles tribute band Because, Mike Amaral’s Beach Boys, the Rat Pack & Dean-O-Holics, and the Vintage Singers.

PPAC is home to another “jewej of the ridge”: Nothern California Ballet, which stages two fulllength ballets each year.

PPAC Mortgage Elimination 300 Campaign The Paradise Performing Arts Center Board has started a Mortgage Elimination campaign, or ME 300.

PPAC seeks at least 300 contributions of $1,000.00 by December 31, 2014. These contributions will pay off the mortgage and start a fund to continue to make sure the PPAC stays open. A contribution of $1000.00 will place your name on a plaque which will be placed on a lobby wall to ensure that you are properly recognized as a supporter of the PPAC. You do not need to make a lump sum contribution, but the PPAC needs to receive your total payments by December 31, 2014. You can remain anonymous, let the PPAC know when you send in your check.

Customers often comment that it’s really fun to work with Tracy and Wendy. Both of them consider their clients to be friends, and like to keep in contact even after the photo sessions are over.

“One of the most gratifying things about my photography work is when my customers see their pictures and get all excited,” says Wendy Mayo. “I just love to make people happy.”

Tracy Cahn, of Tracy Lynn Photography, is a Paradise native, and has been in business in the local area for over 14 years. She says “It can sometimes be a challenge as a wife and mother to run a busy portrait studio, but that’s where having a great partner comes into play.” Tracy and Wendy work well together, sharing the duties of the business, and sharing their individual talents and strengths to benefit their clients.
