5 Years Later: Ridge Officials visit Sacramento to Share Camp Fire Recovery Status O

n Thursday, November 2, 2023, Camp Fire survivors, elected officials, non-profit representatives, and state and local leaders traveled to Sacramento to reflect on the fifth anniversary of the 2018 Camp Fire. The coalition gathered on the steps of the Capitol to deliver a “message of gratitude” to the various individuals and entities that have assisted in the recovery of the Paradise Ridge. Focused on recovery and rebuilding, speakers offered a collective “thank you” to the many legislators, governmental departments, and private organizations that contributed to our recovery over the last five years. Jen Cox-Goodlin, Rebuild Paradise Foundation, expressed, “The community rebuild is like an inverted puzzle, inserting

Camp Fire remembrance In observance of the fifth anniversary of the Camp Fire, the Town of Paradise and several community organizations hosted a series of events. Ridge residents and visitors were warmly welcomed to join in gathering, remembering, and reflecting on this significant milestone.

PRPD celebrates 75th Anniversary with return of Paradise on Ice! By Sunny Quigley Administrative Assistant II, Paradise Recreation and Park District The Paradise On Ice skating rink is now open for the season at the Terry Ashe Recreation Center, located at 6626 Skyway in Paradise. The Paradise Recreation and Park District (PRPD) is wrapping up its 75th-anniversary celebrations with the much-anticipated Paradise On Ice and a host of other Winter Wonderland festivities. This marks our 10th season of Paradise On Ice, which has become a cherished holiday tradition, uniting the Ridge community and beyond. Prepare to be delighted by live music performances, special events like Santa’s grand entrance and the lighting of the Christmas tree, all coinciding with the enchanting Lighted Truck Parade scheduled

for Saturday, December 2. Since its inauguration in 2013, Paradise On Ice has remained a beloved pastime on the Ridge. Bring your loved ones and friends to bask in the splendor of the surrounding trees adorned with fall colors, creating a magical holiday atmosphere for skaters and visitors alike. The admission fee is $14 per skater, inclusive of skate rentals. Season passes are available for individuals and families. Additionally, we offer opportunities for field trips and private sessions. Please note that the operating hours may vary, so make sure to check our website at www.paradiseprpd.com for the most up-to-date information. Keep in mind that Paradise On Ice may need to close in inclement weather conditions for safety. Throughout its history, Paradise On

A

s we turn the page on the milestone 5th anniversary of the Camp Fire, it’s a relief to see that mainstream media outlets are finally reporting on progress and promise on the Ridge. While the “Paradise lost” narrative persists, there is a growing recognition of the successes resulting from the unwavering diligence and collaborative spirit defining these past five years. Chief among those working to alter the doomsday plotline is your local Chamber. As the New York Times recently acknowledged, the Paradise Ridge Chamber of Commerce is a vigorous advocate, evangelizing a vision for a renewed and thriving community. (Note: Despite the potentially sardonic tone from the NYT, we appreciate the recognition.) As we approach year’s end, it is es-

sential to shine a spotlight on thirteen individuals playing pivotal roles in steering the Chamber’s initiatives. The Board of Directors, driven by a vision for progress, embraced challenges and achieved goals such as the impressive 30% growth in membership over the past year. This surge not only signifies increased community engagement but also amplifies the Chamber’s strength and relevance as a driving force for positive change. Acknowledging the importance of data-driven strategies, the Chamber Board approved and implemented a Community Growth Marketing Study. This study serves as a blueprint for a comprehensive campaign, strategically designed to foster growth and attract new opportunities to the community. In addition to strategic planning, the Chamber’s Board has actively promoted the power of networks. By supporting the staging of new networking events, we aim to create a platform for local businesses to connect regularly. The goal is to host a connection event every week, fostering collaboration and synergy among Ridge enterprises. With a strong year behind us and exciting new challenges ahead, your Chamber Board and staff look forward to working for you in 2024.

Reflections from Paradise’s new Town Manager, Jim Goodwin

J

oining the Paradise team is a humbling reality and tremendous opportunity. It’s humbling knowing this community is served by dedicated leaders and employees bonded together through the tragedy of the 2018 Camp Fire.

These leaders know the Town and its challenges from personal experience, and their individual choices to seek elected office, or continue their careers in Paradise, are testaments to their commitment to the Town. Five years into recovery these leaders have secured hundreds of millions of dollars for current, returning, and future residents of Paradise. I appreciate the tremendous opportunity to work alongside these leaders advancing our recovery to completion. Paradise is recovering, and Paradise is changing. Over the next two years, overhead utilities throughout the entire community—PG&E, Comcast, AT&T—will be new and underground. Every public roadway will be newly paved. A new sewer system is planned replacing septic systems and unlocking the economic potential of the area

served. Every residential and commercial structure built adds “newness” to Paradise. The August ribbon cutting at Paradise High School, sponsored by the Paradise Ridge Chamber of Commerce, put on display the renovated school facilities. The vision of a walkable, downtown core in Paradise can become reality, creating community space for residents, and drawing visitors from neighboring communities who will contribute to Paradise’s tax base while not regularly consuming those same tax dollars! The inconveniences of town-wide construction are many and this season will feel like a long time to endure! My encouragement is to hang in there and know the end-product will be enjoyed by all. Forty years of professional experience in state government, local government

and business advocacy roles have shaped my understanding of community building. My belief is collaboration is essential to success. Paradise has tremendous latitude to plan and define what it wants to be in the years ahead. Working together, residents, the business community, non-profits and service organizations, schools and special districts, our faith community, your elected and appointed leaders and Town management and employees will shape the Town. The future is as promising as Paradise’s historic past and is worth remembering. I’m eager to be part of this journey in the years ahead. Jim Goodwin was appointed Paradise Town Manager on July 31, 2023. His forty-year career includes service as City Manager in two other cities, President/ CEO of the Chico Chamber of Commerce, staff to two California State Senators, and non-profit economic development.

Town of Paradise Project Updates: It’s been 5 years Sewer Project: Final Design Phase and Funding The final design phase is underway, expected to last through summer 2024. With funding for the design phase secured, the Town is working with our recovery partners and legislators to secure gap funding for construction. Once the project has been fully designed, construction will begin in 2026-2027. For more information, visit www. paradisesewer.com.

Downtown Project Complete! The downtown project is complete! The roads have been paved, sidewalks, curbs and gutters have been installed, and lighting and landscaping have been added throughout the project. We are excited for the outcome of this longawaited project and thank our residents and businesses for their patience during the construction phase. With the infrastructure complete, the Town is looking for pioneering businesses to

establish downtown Paradise as the heart of our community.

Repaving roads to be completed by 2026 Last summer, the Town began a multi-year repaving effort to result in the repaving of all public roads in the Town of Paradise by 2026. The Town of Paradise website features a color-coded map and an alphabetical list depicting the expected paving schedule. Funding for this project was awarded to the Town from FEMA and the Federal Highway Administration (FHWA).

The Town of Paradise Early Warning Sirens The Town of Paradise Early Warning Sirens (EWS) consists of twenty-one siren towers located within the town limits of Paradise. The purpose of the EWS is to provide a redundant warning system for residents and visitors in Paradise for potential or emergent hazards that threaten life and property. The EWS is

Through the Wildfire Resiliency and Recovery Planning Grant from the State Department of Conservation in partnership with the CA Strategic Growth Council and the Governor’s Office of Planning and Research, the Town of Paradise is excited to announce four pre-approved ADU plans designed by Design Path Studio Architecture and Planning. These plans are available to Paradise residents free of charge. The plans range from 499 square feet to 733 square feet, including studio, one-bedroom, and two-bedroom floor plans, and are available with different exterior facades. As pre-approved plans, the permit fees are reduced (50% of the normal plan check fee) and the permitting process is expedited. By keeping the square footage small, all the available ADU plans are exempt from the Town’s Development Impact Fees and the 499 sq ft unit is additionally exempt from school district fees and parks and recreation fees. he Paradise Recreation and Park District (PRPD) closes out its 75th Year Anniversary Celebration with Winter Wonderland and Paradise on Ice festivities, returning holiday cheer and community traditions to the people of the Ridge and beyond. During the holiday season, the park and grounds are transformed into a Winter Wonderland of lights and decorations for the community to enjoy, with the picturesque trees and fall colors providing a backdrop for skaters and visitors alike. The holiday events will feature live music, food vendors, children’s activities, ice rink skating, and many opportunities for the community to gather and enjoy the season! It may not be what you initially envisioned, but it’s our Paradise.” When asked for a prediction about the town’s future, Mayor Bolin stated, “I make no predictions, but if the actions of the nearly ten thousand population are any indication, we’re on the rebound.” Supervisor Doug Teeter expressed appreciation to the various state and federal agencies, departments and lawmakers that continue to make recovery a priority. “A fire of this magnitude is unprecedented in California. Recovery has been a challenge and there was no handbook or manual to follow. Fortunately, the residents of Butte County are resilient and the support we’ve received has been vast. Yes, challenges remain. But I am confident that our partners in recovery will continue to stand by our side with determination. I look forward to building upon the progress we have made and hope that this five-year anniversary will provide a renewed inspiration to us all,” said Teeter. Assemblymember James Gallagher, who represents Butte County and the Town of Paradise, offered special thanks to his colleagues in the Legislature for their support of funding and legislative requests that have been critical to the Camp Fire recovery. “Words cannot describe the devastation that the Camp Fire caused in my district. No amount of time can erase the agony and raw emotion survivors of this catastrophe have experienced. Recovery hasn’t been perfect or easy. But we’ve come a long way in five years. I want to

Five years from now, I am confident we’ll have even more successes to celebrate,” said Gallagher. Five years later, California continues to offer bipartisan support for Camp Fire recovery efforts. Last month, the Governor signed AB1500 (Irwin) and AB556 (Gallagher) into law, giving Camp Fire survivors three additional years to rebuild before a full reassessment of their property value is triggered. And just last year, the Legislature and Governor approved AB1249 (Gallagher) which provides significant financial relief to Camp Fire survivors by exempting Fire Victim Trust settlement payments from state income taxes. These bills are in addition to the hundreds of millions of dollars the state and federal government have provided to help those impacted by the Camp Fire with their recovery. At the event, the coalition recognized several individuals who have played a key role in the recovery process, including California Treasurer Fiona Ma, Fire Victim Trustee Cathy Yanni, Senate Majority Leader Mike McGuire, retired State Senator Jim Nielsen, and Assemblymember James Gallagher. A special thank you to the Camp Fire Collaborative for spearheading the initiative to mark this fiveyear milestone and celebrating the Ridge’s progress by expressing gratitude to those whose efforts have contributed to the Rise of the Ridge. The coalition is scheduled to host a visit by California Legislators and staff on January 11, 2024 to showcase our progress.

It is that magical time of year when hearts are filled with holiday cheer, and the needs of others becomes a little more important than our own. Our goal at Boys & Girls Clubs is to eliminate barriers to families accessing the generosity of the community and ensure that we are meeting their immediate needs. Our children and their families have been through so much, and the holidays can add heightened stress and pressure. We work shoulder to shoulder with our families to understand what is needed most. Once again we hosted our Thanksgiving tradition “Turkey Time”! During this event, we served more than 300 club members and their families a traditional Thanksgiving dinner. This Holiday season, we are thrilled to share that we are once again collaborating with Paradise Police Officer’s Association and “Blue Santa” to adopt club families in both Paradise and Magalia to ensure their greatest needs are met this Holiday season. Boys & Girls Clubs has four locations on the Ridge – Paradise Ridge Elementary School, Paradise Junior High, Paradise Teen Center off Skyway and Pine Ridge School. FRHF is working with Adventist Health case managers to identify families in need for Thanksgiving food boxes as well as Operation Christmas Joy. Last year Operation Christmas Joy served about 50 Ridge families and hopes to do the same or more this year. Our providers, board members and associates select the gifts knowing they will help families have a brighter holiday. Gifts include toys, games, clothing, shoes, and other essential items. CAMP FIRE COMMEMORATION EVENTS

The event also featured distinguished speakers, including Camp Fire Collaborative Director of Operations Bruce Yerman, Mayor Greg Bolin, Assemblyman James Gallagher, and District Representative Teri DuBose, representing Congressman Doug LaMalfa. A community time capsule was sealed and placed underground in Paradise Community Park. The time capsule contains meaningful items contributed by community members and will remain sealed until the 25th Anniversary of the Camp Fire in 2043.

Contribute to a Bright Future To mark the 5th anniversary of the Camp Fire, Rebuild Paradise Foundation honors community growth by creating a sunsetthemed tile mural at Paradise Community Park. Featuring handprints, ages, and initials of more than 2,500 children from the Camp Fire-affected area, including Ridge homeschoolers, this mural will stand as a permanent tribute to the resilience and unity of our community, symbolizing a bright future for our kids here on the Ridge. The handprint collection phase is underway, with construction scheduled for early 2024.

“Street Eats & Local Beats” The Town of Paradise and the Paradise Performing Arts Center presented a Music and Food event with free meals from Meeho’s and Robbie’s Paradise Burgers followed by a performance from Big Mo & The Full Moon Band, accompanied by talented local guest musicians.

We invite all members of the community to join us in honoring the past, celebrating the present, and looking forward to a brighter future together. The names of donors contributing $100 or more will be included on the mural. This project also seeks licensed contractors who can assist with either materials or the actual construction of the wall itself. Ridge mom opens much-needed baby and kids resale store It’s a heartwarming tale of community resilience and entrepreneurship. Katie Lipham, a long-time resident of the Paradise area, has recently unveiled “Kora’s Kloset” - a baby and kids’ resale store on the Ridge. Lipham spent much of her growing up in Paradise and Chico and was personally affected by the devastating Camp Fire. She and her family made the courageous decision to rebuild their home in Paradise. Shortly after, she received the joyous news of her pregnancy, and in 2022, her daughter, Kora, came into the world. After her daughter’s birth Lipham wanted to find something to do on the Ridge that would benefit the community and give her more time with Kora. She shopped at kids’ resale in Chico and thought it would be great to have one in Paradise. Lipham decided to open “Kora’s Kloset,” now located at 5923 Clark Road Suite B, at the corner of Shadowbrook and Clark in

Paradise. The store offers a wide array of gently used items for babies and children, including clothing, shoes, toys, strollers, carriers, bassinets, books, and much more. The range of clothing extends from newborn to size 14 youth, footwear from newborn to size 3 youth. Paradise Grocery Outlet’s annual fundraiser, “Independence from Hunger,” which supports local Ridge food pantries, has achieved remarkable success this year by raising an impressive $27,800. This amount nearly doubled the proceeds from the previous year’s fundraiser. Throughout the month of July, Paradise Grocery Outlet rallied the community in support of this noble cause. The five beneficiaries of this generosity included Paradise First Christian Church Pantry, Hope Center Paradise Pantry, Magalia Community Church Pantry, First Baptist Church of Paradise, and Stirling City Food Pantry. This year, Paradise Grocery Outlet expanded its efforts by inviting other local businesses to join forces, transforming the event into a true community-wide fundraiser. Several local businesses participated by matching customer donations on specific days of the week. These generous businesses include Noble Orchards, Meehos, Nothing but Love Paradise, Nic’s, Ridge Financial

Planning, Burkett’s Automotive, Ridge Builders, Curves, Paradise Ace Hardware, Izzy’s Burger Spa in Paradise, and Paradise Stronger. Additionally, they partnered with Paradise Stronger to conduct two car washes, with 100% of the proceeds benefiting “Independence from Hunger.” Capping off the month many businesses donated to a successful raffle. “Independence from Hunger” represents just one of the ways that Paradise Grocery Outlet gives back to the community. They consistently make biweekly food donations to local pantries, ensuring that those in need receive support. During the holiday season, they continue their tradition of donating more than 450 pumpkins to Paradise Ridge Elementary School, ensuring that each student has a pumpkin to enjoy. In November, Paradise Grocery Outlet organizes a turkey match fundraiser, where customers can donate a turkey for as little as $9.00, and many of these donations are matched to feed local families.

Hard working volunteers from the First Christian Church are just a few of the generous folks stocking Ridge pantries. In December, they cap off the year by collaborating with numerous nonprofits, including the Paradise Veterans Group, Magalia Baptist Church, Ridge Kids Christmas, and more, to provide assistance to local families during the

CCCS Honored with PBIS Platinum Award Children’s Community Charter School (CCCS) has achieved the highest accolade in Positive Behavior Intervention Support (PBIS). Five years ago, CCCS began implementing PBIS to enhance both academic and behavioral outcomes. Academic progress is assessed through local and state indicators, while behavior is evaluated using discipline data, including infractions and office referrals. CCCS has consistently demonstrated outstanding test scores compared to other schools in Butte County and across California. Additionally, the school’s climate surveys indicate a remarkable 90% satisfaction rate among staff, students, and families, underscoring a positive school environment. PBIS is a structured, data-driven system that leverages interventions, strategies, and support mechanisms to foster positive behavior at both the school-wide and individual levels. It establishes clear and consistent expectations, ensuring that each student knows exactly what is expected of them in every situation in school. Emphasizing emotional and physical safety is a daily commitment at CCCS. The staff takes great pride in being recognized with the prestigious Platinum PBIS 2023 Award. A dedicated team of CCCS staff members will attend the California PBIS Conference in Sacramento this October to celebrate this achievement and further their knowledge in this domain.

The Ridge Quilters’ Guild (RQG) has recently launched a program as part of their community service efforts, dedicated to honoring veterans. Each month, the guild selects one deserving veteran and presents them with a patriotic quilt as a token of gratitude for their service to both our nation and our local community. This heartwarming gesture by the Guild serves as a tribute to the numerous veterans actively contributing to the recovery and development of the Ridge community. In September 2023, Lawrence St Germaine, the Commander of American Legion Post 2059, was honored as the recipient of this meaningful recognition. The Ridge’s various community ser-

FRHF Community Healing Garden

The Feather River Health Foundation (FRHF) continues to provide support for community health and well-being through a variety of avenues. Among these initiatives is the Healthy Communities Collaborative (HCC), a group of stakeholders who have established a plan that aligns with the elements of the Blue Zones Project. HCC focuses on strategies for healthy eating, physical activity, and connection and meaning. This emphasis on preventative health strategies is an economic approach to individual health and wellness and offers greater long-term health benefits for individuals as well as their families and communities.

Creating a sanctuary of peace and healing is the impetus behind the community healing garden, a place where garden spaces and comfortable places to rest will be nestled among sweet-smelling, healing plants. It will be an environment for families to enjoy nature together and plant food and herbs in a beautiful setting. Additionally, the plan will encompass educational classes aimed at instructing individuals on the cultivation of fresh and nutritious produce to support their families’ dietary needs. or two days each October, the Paradise Ridge Chamber of Commerce hosts California’s oldest harvest festival, Johnny Appleseed Days. The Paradise Ridge Chamber of Commerce is proud to showcase the goods, services and hospitality of our beautiful mountain home. By any standards, the 2023 fest was a rousing success! Residents and visitors came out in droves, waiting in lines at the Save Mart Pie Pavilion and at popular craft and vendor booths. Johnny Appleseed Days is a labor of love for the Ridge community-involving the talents and toil of numerous businesses, community organizations, and individuals who sponsor and volunteer to celebrate “Johnny” year after year. For 135 years, attendees have enjoyed hometown entertainment, living history, handicrafts, info and products from 111 vendors, and more than a thousand slices of apple pie!

Butte County Fire Safe Council were on hand to share information about wildfire safety.

Preserving a 102-year tradition of “Apples from Paradise,” 2023 “Golden Delicious” sponsor Noble Orchards offered apples by the bag as well as samples of their delicious varieties.

Vet’s Heritage Tree to be preserved By Mark Thorp A Paradise old timer fell during the night of January 7, 2023. The venerable giant, a Ponderosa pine, stood at the corner of Skyway and Elliott Road for about 161 years. From the beginning, community members knew that some good had to come from that sad loss. Early the morning after the tree fell, Carol Stark, owner of Jeannie’s Consignment, advised Don Criswell, of the Gold Nugget Museum that it was down and should be preserved for historical interest. Fast action ensured that the Big Tree would not be wasted. Criswell commented, “We are delighted that most of the Big Tree was saved. I think we are most pleased with the way in which it was done— the Paradise way—with partnership and pride.” Gold Nugget Days, Inc., thanks DJ Gomes and Crossfire Tree and Vegetation Services for their immense help in cutting and transporting the toppled tree from the Paradise Veterans Hall to the Gold Nugget Museum property. The tree now sits, sealed on the ends, and awaiting a milling process that will create dimensional planks. Once the planks are created, they will then be placed on stickers to dry for approximately one year. The milling process can be quite costly, so the Museum awaits the donation of a mobile saw that will be able to handle the large-girthed sections. The Museum had had offers to mill the lumber, but it will have to be completed between other

commercial jobs on the Ridge, thus reducing the expense for a gracious donor. Once the milling is complete, the planks will be used as siding for the front of the Gold Nugget Museum - a fitting tribute to the honor of our community’s Heritage Tree. The trimmings of the tree will be available as a fundraiser for the Museum, supporting further improvements throughout the facility. David Lemire, representing the American Legion (AL), has made a special request for two wooden slabs. One of these slabs will be utilized by high school students at Hometech Charter School for the purpose of counting tree rings to determine an exact age. The other slab, currently resting on a pallet, will be put up for auction with the proceeds to be distributed among various Veterans Hall organizations.
