Chamber plays critical role
lthough the Chamber building was lost on November 8, 2018, your Chamber was not. Directors and staff of the Paradise Ridge Chamber of Commerce immediately began assisting affected businesses. The first concern expressed by our business owners was on behalf of their staff—not only continuing payroll but basic needs for shelter, clothing and normalcy. Chico Chamber of Commerce reached out that hand of concern to the Paradise Ridge Chamber of Commerce, offering temporary operational space and renewed partnership.
“Unprecedented” is a word we hear several times daily, and aptly describes new partnerships as we fast-track creative solutions, relying on collaboration and the invaluable perspective of imported talent. Even before its incorporation in 1941, the Paradise Ridge Chamber of Commerce worked to put the Ridge on the map. As the eyes of the world are upon us, we embrace the maxim that no brand of distinction is dubious. The Paradise Rising Resource Guide, produced in Paradise for the Paradise Ridge, aims to provide current resources while documenting this transitional period. The publication team has worked together for several years to promote
the Ridge community, and we’re honored to continue. As we rise from the ashes, we remember that the fairy godmother of tragedy is opportunity. hen I look at all that has been accomplished with the rebuilding of our Town, I am amazed! As I write this in mid-May, I am most impressed by the pace of the debris clean-up and all the men and women working 6 days a week to help us. They are on track to have the debris gone from Town by fall. Yeah!
Our latest survey indicates 51% of our residents intend to return home to Paradise. This perseverance and resilience in the face of adversity is characteristic of our community and is an indication of what we will accomplish together in the future. The opportunities to improve infrastructure as we rebuild are exciting. Recently, the Town Council decided to construct a sewer system in our commercial district which will be a catalyst for our economy. As your Mayor, I am committed to working hard on this, as well as, improvements to our evacuation routes ensuring a safer future for all of us.

ecovery efforts continue to progress throughout the region. As of May 9, we have 11,358 homeowners enrolled in the state debris removal program, and approximately 1,603 in the alternative program. There are approximately 237 parcels that have yet to choose a program. Collectively, over 97% of the impacted parcels have enrolled into one of the qualified programs! To date, the two programs combined Doug Teeter have cleared for re-build 564 parcels in the burn scar area. Butte County Supervisor Many challenges still lie ahead for our region: tree removal and disposal; need to ensure we have clean drinking water; need to develop a plan for our roads which are deteriorating by the day with the heavy truck traffic; and we need to come up with solutions for quick, long term housing. At this point, we still have survivors in non-congregate housing that need a different interim solution.
Thus far, fire survivors have submitted 48 permits for custom or mobile homes in and outside the burn area. Ten of those permits have been issued. We anticipate this number to climb as properties continue to be cleared. County Development Services is happy to assist survivors with the rebuild process who have never been through the process of building a home. Appointments, drop-ins and online electronic submittals are all accepted at the Butte County Department of Development Services. mid the continuous news of destruction in the days following the Camp Fire, the Board of Directors of the Paradise Performing Arts Center (PPAC) was delighted to learn that the theater had survived the fire with minimal smoke damage. However, as so many residents of Paradise soon learned, surviving is just the beginning of a long process of reassessing and moving forward.
With the mortgage paid, we began the process of reassessing. The PPAC is insured. However, as nearly everyone on the Ridge now knows, dealing with insurance adjustors and all the little things that come up can be nearly a full-time endeavor.

ike many others in our community I lost my home and business buildings in the camp fire. My overriding sense has been, and is, a gratefulness to be alive and able to move forward. I grieve for those who lost their lives and others who are still displaced because of this tragedy. I miss friends and neighbors who have moved away, knowing they had to do what is in their best interest. My reason for staying is simple. Paradise is my home and this is my town. I am proud to be a part of this community of strong and resilient people and humbled by the outpouring of support I see and hear about daily as we work to rebuild our town. Bobbi’s Boutique is now open in its new downtown location and we are working towards opening Nic’s food, beer and wine this summer. I am encouraged by the progress I see on our road to recovery. I know there are many challenges ahead and different opinions on the best way to do so. My hope is that we can work together in a positive manner for the common good of our town. Nicki Jones

Trails on the Ridge
n spite of the impacts of the Camp Fire there are still trails to be hiked on the Ridge. Some of them are untouched by fire and others are great examples of how fuel reduction projects made a difference during the Camp Fire. Using the trails identified in the book The Flumes and Trails of Paradise by Roger and Helen Ekins as a guide, here are a few trails that continue to provide a great outdoor experience on the Ridge.

POA Village - There are numerous hike options in the POA. I recommend parking at the tennis courts at the POA Village and walking the trail alongside the courts that will connect you to other trails. As you hike into the area behind the tennis courts you will be entering an area that was part of a fuel reduction project completed by the Butte County Fire Safe Council (BCFSC) in 2018. This project helped firefighters protect the POA Village and because of the thinned forest, resulted in a fewer dead and dying trees. Keep following the trail toward the Middle Fork of Butte Creek and you will have many options.

Paradise Lake – This may be the best opportunity in years to enjoy Paradise Lake. After a wet winter, the lake will be full most of the summer. Always a beautiful hike, water at the brim makes for great views. There are about 4.5 miles of trail. It is mostly flat and can be hiked or biked so it is great for family outings. Pets and swimming are not allowed on these trails and a parking fee is required.
BLM Trail on Butte Creek – Located near the bridge on Doe Mill Road, this 2 to 3 mile hike downstream is popular access to swimming on Butte Creek. A word of warning, late rains have resulted in very high flows on all of the local rivers and streams. Cold, fast water is dangerous combination so be very cautious about swimming.

PG&E commits to underground power lines, creates wildfire housing assistance fund
P
acific Gas and Electric Company (PG&E) announced it will put all electric distribution power lines underground in the Town of Paradise and some of the surrounding areas as the town rebuilds from the Camp Fire. The announcement was made by Aaron Johnson, vice president of electric operations at PG&E, at a special meeting of the town council on May 22, and drew widespread applause.
“As part of our commitment to help this community recover and to harden our electric system to protect against wildfires, PG&E has decided to build our electric distribution system underground in the Town of Paradise and in some of the surrounding areas like parts of Magalia,” Johnson told the council. “We decided to rebuild in this way after a careful review of factors, town planning and safety considerations. This is just one of many ways we are trying to assist communities in their recovery.”
PG&E weighed many factors in its decision, with the goal of reducing wildfire risk, meeting the community’s desire for unobstructed egress and the town’s urban design process helping drive that decision. Paradise is well suited for the underground build as PG&E needs to replace 74 miles of damaged natural gas lines. This provides opportunities for joint trenching for both electric and gas infrastructure.
Due to the amount of engineering, design and construction, the underground rebuild will occur over five years. Engineering an underground system requires designing the system around existing water, natural gas and drainage systems, as well as planning for future road widening and the possibility of a sewer system for Paradise. In other news, PG&E announced on May 22 that it received approval from the bankruptcy court to create a $105 mil-

It’s important to acknowledge that Culleton is just one in a line of selfless heroes who have contributed PPAC’s success. We made the difficult decision to eliminate all paid staff positions. Burt Chumbler, stepped up to be the unpaid Facility Manager. Sprague followed in that position, and learned the necessary management, technical, and organization skills to keep PPAC running, make repairs and improvements. We are always looking for volunteers to ensure our continued success.
The theater has been inspected, repaired, and cleared for use. Some shows and activities have already taken place. A few have been rescheduled for later dates. There is continued interest in using the PPAC for community benefits, and we are still in discussions with promoters who are considering the venue for shows. Given the realities of life on the Ridge after the Camp Fire the event calendar will not be as full as it has in the past few years. Responding to the Camp Fire In addition, we have provided training to all staff through IsraAid, which trains teams how to work with youth after disaster and crisis situations. We also expanded our sites to include trauma therapy through Victor Treatment Centers, Haley Music Therapy, and Art on Wheels.
B
efore the Camp Fire, the Boys and Girls Clubs of the North Valley (BGCNV) was the primary after-school care for Paradise and Magalia, providing services for more than 500 Ridge youth. In the first three weeks after the fire started, 481 of those children came through the doors of the Chico Boys and Girls Club to find the familiar faces and open arms of their Paradise staff. Twenty-two of our staff, 178 donors, and eight of our board members also lost their homes. Prior to the Camp Fire, many of the kids we serve were already emotionally and financially unstable, with 73 percent living below the poverty line. These youth were further traumatized during their escape through the fire and what they witnessed on that journey.
Current Status
The BGCNV Teen Center on Skyway still stands but has significant roof and smoke damage and is currently uninhabitable. The Paradise Intermediate portables are also standing, but sadly Paradise Elementary School, Ponderosa and Pine Ridge (STEM Lab and Opioid Prevention Program Sites) were destroyed.
We have adjusted programs to continue to fulfill our partnership with Paradise Unified School District (PUSD). We followed Paradise Elementary and Ponderosa Schools to Durham and Oroville, where we have opened two temporary after-school care facilities. We also returned to our surviving portables in Magalia. In Chico, we expanded programs to serve all displaced youth from Paradise High School, Paradise Intermediate School, and Ridgeview High, as well as students that have left PUSD to enroll in Chico Unified School District. Priority membership goes to any displaced Camp Fire family joining our locations in Butte or Glenn counties, and we are currently serving 342 displaced youth and their families. Our immediate growth and demand for services created an urgent need for more space, and as a result we opened the doors to The Phoenix Club in Chico in April. It is a space dedicated to our middle school members.
The Camp Fire fragmented our members. Many of them are still struggling to find a new normal. Financial instability is an enormous challenge faced by our families, as many lost not only their homes but their places of employment as well. Families are overwhelmed by the enormity of the challenges they face, and they take comfort in knowing that their kids have a safe, nurturing and fun place to be while they wait in endless lines, fill out complicated applications for relief and figure out how to restart their lives.

trout. A fishing license is required for anglers sixteen years and older.
Hunting – is plentiful in Paradise and surrounding areas. Dove season is September 1, through 15. Deer season starts in September for general season, and even earlier for archery hunts. Hunters must apply for deer tags in April and May to be drawn for the premium areas, which includes areas around Paradise. Fall brings turkey, duck, geese and pheasant seasons in the Sacramento Valley areas and some continue through the end of January. April usually has a spring turkey season that can be very fruitful for upland game hunters. A hunter safety course is required to obtain a hunting license for all hunters, from youth through seniors. Target shooters are somewhat limited in their locations. The Paradise Rod and Gun Club has a member only range on Skyway, between Chico and Paradise. New members are always welcome. There is an open public range on Rabe Road, off of Larkin Road, just southwest of Oroville, it is open year-round. A public indoor range (Down Range) is located in north Chico. Fins, Fur and Feather Sports, in Paradise strives to provide of not only firearms, fishing supplies, and ammo, but a vast supply of knowledge for hunting and fishing in the north state including fishing and hunting licenses, land passes for Table Mountain and refuges. We, the Paradise Recreation and Park District, have been a part of the fabric of life on the Ridge for 70 years. Swim lessons, birthday parties, sports, camps, events, all are documented by fond memories and smiles.
Looking to the future, we are exploring how we can improve our park footprint, by adding land or amenities. For example, we are exploring opportunities to provide a “front door” to one of our underutilized parks. This will allow the public access to a beautiful park that few people visited before. We are building opportunities with other agencies to improve trails, access, and provide new recreational options.

Gallagher brings legislative colleagues to view Camp Fire devastation
O
ne of the first steps we took in the aftermath of the Camp Fire was to organize busloads of lawmakers to visit Paradise and the surrounding communities. I knew it would be important for my legislative colleagues to see the devastation firsthand in order to secure the state resources needed to rebuild and recover. I am happy to report that this effort is paying off.
Earlier this year, the Legislature approved three years of property tax backfill for the Town of Paradise. This will allow the Town to sustain operations during the recovery effort. Additionally, the Governor’s May budget proposal includes $10 million in disaster relief to mitigate Camp Fire impacts. This funding can be used to support Paradise Irrigation District and other critical needs. This $10 million is a good start, but we’ll continue to advocate for additional funding before the budget is finalized in June.
Finding solutions to the region’s housing crisis continues to be one of my top priorities. I have authored legislation (Assembly Bill 430) which will expedite construction of housing in surrounding cities by exempting projects from lengthy regulatory reviews. I am thankful for the bipartisan support from my Assembly col-

leagues (both Democrats and Republicans) that the extraordinary circumstances of the Camp Fire require immediate action to help provide housing for fire victims. Additionally, I am continuing to work with local insurance agents and the Department of Insurance to address affordability and non-renewal issues. It is important that anyone still having issues with wildfire claims work with Department of Insurance experts to reach a resolution. Further, for those facing non-renewal, it is important they reach out to their insurance provider and the Department of Insurance to explore possible solutions and retain coverage.
Lastly, FEMA and the Small Business Administration are still actively working to assist Camp Fire survivors. If your housing needs have changed, I encourage you to reach out to FEMA. The Small Business Administration is also still providing Economic Injury Disaster Loans to small businesses that have suffered substantial economic injury as a result of the Camp Fire. Paradise Ridge Senior Center to rebuild
he Ridge Area Coalition of Senior Citizens unfortunately lost everything in the Camp fire as did many organizations in the Town of Paradise. The Board of Directors did lose some directors; however the majority of the board is still together and working towards the future. Our board is dedicated to the Center and looks forward to rebuilding. Our plans are little vague at this point but we are optimistic. We love our location and plan to rebuild on the original site. We also love our PPAC neighbor and look forward to working with them.
Our lot has not been cleaned as of this date; however, we have been notified and expect the cleanup soon. We are still working with our insurance company, and received the major portion of our claim but will continue to file claims as needed. Once cleanup has been completed, we will actively plan the future of the Center. The board may choose to change their name to “Community Center” which will include the whole community as it evolves. Family is all we need B
eing a h o m e based business it was life as usual, Curtis my husband went to work at 3am with the one vehicle we have, I get up around 5.30am to start my day to let my chickens out and feed the cats. On November 8th, 2019 it was extremely windy, as I turned around and looked to the east I saw a large plume of smoke, my first reaction was “Holy S#&* this is not good.” I made sure the animals all got extra food and water before going inside. When I got inside I turned on the computer to check the scanner, it was mayhem, then my phone went off with an alert ”Fire at Pulga 55 ml hr winds” I called my husband at work but no answer, so I called his boss and told him what was going on,. He told me not to worry but he’d have Curtis call me. My son Shane called me, told me he was coming home and his wife Kylie was bringing the truck. During this time I was getting things packed. Finally my husband calls and tells me he’s coming home. A white truck pulls into the driveway and it was my
daughter in-law Kylie with Kaden and Evelyn my grandchildren. Then my other daughter in-law Alainna arrived with Jayson, my 3rd grandchild. Both my daughter inlaws had to go back to their homes and I told them to leave the kids with me. As this was all happening so fast, I had my grandkids help me load the truck but it got to the point that I could hear in their little voices the fear of this fire. Yes I was scared too, so we all decided to go outside and rake everything away from the house. They worked so hard. As soon as we started to grab the hoses, my husband came home, and they all started to water everything around the house. Finally one of my daughter in-laws came back and my son Shane and Alainna grab the kids and go straight to our meeting point in Chico. Soon after that, we leave our home/business and as I am driving away I say good bye. As we are driving off my son calls me cursing up a storm about my husband Curtis going in a different direction, then the phone went dead. At this point all I could do was cry, I was alone. Hours later we all met at our destination point, shocked, scared and yet relieved that we all got out alive.

LaMalfa works to increase rural development funding for housing and wastewater projects
S
ince the Camp Fire first broke out on November 8th of last year, it has been an ever-evolving situation as our communities slowly but steadily rebuild. The costliest natural disaster in the world for 2018 has required extensive collaboration among local, state, and federal governments, but we’re seeing significant progress.
The Administration’s response has been thorough – I’ve worked closely with the White House to see that Butte County receives the full support of the federal government. The President saw the devastation firsthand when he toured Paradise, and he understands the commitment it’ll take to rebuild. While the President’s initial disaster declaration triggered an immediate responsibility by the federal government to reimburse 75% of the recovery costs, I passed language in Congress to increase that level to 90%. FEMA is moving quickly to reflect that – we’ve already seen some of that additional funding in the form of federal grants awarded to Butte County.
Housing has been a major hurdle so far. As of May 22nd, nearly $80,000,000 has been spent on FEMA’s Individuals and Households Program in Butte County. It has been a slow process, but we’re working hard with FEMA to expedite temporary housing for fire victims. One important thing to con-

This is in addition to the funding already heading our way, and it’s a big deal for the Paradise Ridge. As you all know, the recovery process is ongoing and quite complicated, but everyone involved is working hard and we’re starting to see real progress as a result. It is a long and winding road to recovery, but with every new ribbon-cutting or reopening, we get one step closer to normalcy in our community. Eye Emergencies - Use Protective Eyewear!
D
o you use protective eyewear during construction work, repair projects around the home or when playing sports? If you don’t, you should. Occasionally, a solid object or projectile can adhere to the eye or embed itself below the surface of the eye. These foreign bodies in the eye can be small specks of dirt or eyelashes, or larger objects such as cinders, rust or glass. The most common type of eye injury is a corneal abrasion — a scratch in the cornea, the transparent layer that lies over your pupil (the center of your eye) and iris (the colored part). Symptoms can include itching, irritation or redness of the eye. If you have a corneal abrasion, you may have eye pain, light sensitivity and blurry vision. Some foreign objects can be removed easily and do not damage the eye. Others are more difficult to remove and can injure the eye. Never rub your eye to try to get the object out because this can create a corneal abrasion or deeper injury. If the object cannot be removed easily or if it is embedded in the eye, cover the eye with gauze and see a doctor immediately.
For small objects you also can try rinsing your eye with clean water. Sometimes your lashes will lift the object out if you pull your upper eyelid over your lower one. If neither of these methods removes the object, try getting someone to help you rinse it out. If you cannot remove the object, bandage your eye loosely and see a doctor. Your treatment at the doctor’s office depends on what the object is, where it is and whether it has damaged your eye. If you have a corneal abrasion, your doctor may give you antibiotics (eye drops or ointment) to prevent infection. A puncture wound in the eye is a medical emergency. If you have a foreign object that may be embedded beneath the eye surface, see a physician immediately. You should still see a doctor even if you think the object is removed but still have pain, irritation or blurred vision.

Paradise Irrigation District
P
aradise residents’ water quality was severely compromised because of the damage caused by the November 8, 2018, Camp Fire. Our initial assessment suggests that heat from the fire burned meters, service lines, and homeowner plumbing systems allowing water to gush from thousands of properties. These water leaks ultimately caused the district’s piping system to depressurize, so burned plastics, soot, and ash was likely sucked into the water system. PID recognizes the individual needs of our customers, so our plan to recover the water system and water quality to pre-fire conditions considers the individual needs of our community members. We are restoring non-potable water as requested and working with property owners and contractors as they plan to rebuild. Our current recovery plan prioritizes restoring clean water to standing structures, existing residents and businesses, by the end of 2020 and full recovery by the end of 2021. PID customers won’t have to guess when their tap water is safe to drink. Our water quality technicians will test each customer connection for potential contamination and will
notify the property owner in writing when they’re sure the water is safe at the tap! The Paradise Irrigation District (PID) has a century-long history of working together with our neighbors to build the very best Paradise. This District was formed by the property owners in Paradise with the intent that the Board of Directors and staff here would care for and manage their drinking water. The District Board of Directors and staff continued this work during and after the 2018 Camp Fire. NVCF opened Camp Fire Relief Fund day of fire, granting monies where needed
T
he North Valley Community Foundation, with a decades-long reputation as a trusted hub of philanthropy, opened the Camp Fire Relief Fund on Nov. 8. As of the six-month anniversary, the foundation has received more than $55 million for relief and recovery efforts with the help of donations ranging from $1 to more than $1 million. The NVCF also has partnered with other prominent fundraising efforts by Sierra Nevada Brewing Co. and Aaron Rodgers to form the Butte Strong Fund. The Butte Strong Fund is focused on longer-term recovery and expects to be investing the donations back into the fire-affected communities for years.
In the early days after the fire, the NVCF was granting money to organizations working with Camp Fire evacuees to provide direct help (gift cards, cash, food, shelter and so forth). We made sure the shelters could stay open. We made sure parents had child care. We made sure every school in the region had access to counseling services for their students. We made sure organizations caring for the animals could keep their doors open. This allowed us to use philanthropy to help those in the greatest need.
The Camp Fire Relief Fund has granted $3.6 million to fund the direct cash and card assistance to support people impacted by the Camp Fire through our nonprofit and government partners. The Butte Strong Fund, designed for the long-term recovery work, has already granted and awarded more than $6.4 million. Some of the more prominent Butte Strong Fund projects include $1.5 million for a fee-reduction program for homeowners in Paradise and the county who want to rebuild; $320,000 for an extensive long-term planning effort led by Barry Long; funding case managers for organizations working with survivors and offering resources for those case managers to offer to survivors; funding counselors at schools; and much more.
The short-term Camp Fire Relief Fund grant decisions were made by the NVCF board of directors, while the Butte Strong Fund has a separate selection committee that includes nine citizens, most with ties to Paradise or Concow. Gold Nugget Museum rebuild plans are moving forward

3,000 plus Upper Ridge homes survived the Camp Fire

hree thousand plus homes are still standing in the unincorporated areas of the Upper Ridge after the Camp Fire, and The Upper Ridge Community Council (URCC) is organized to participate in the work of rebuilding. Currently under discussion: creating a Magalia Community Park on the old golf course, and becoming a certified Fire Wise community.
The URCC formed to give voice to the concerns of residents living in Magalia’s Upper Ridge. The organization is currently working on a variety of projects including: proposing fire safety recommendations for Butte County and developing fire safety recommendations for property owners. The URCC’s mission gathers neighbors together to support, represent and rebuild the whole Upper Ridge. URCC monthly meetings are open to everyone and serves as an information hub for residents whose homes survived and for residents who seek to rebuild. Meetings are the last week of each month at 6:00 pm, Seventh Day Adventist Church, 15204 Skyway, Magalia. Butte Creek Canyon also devasted by Camp Fire
B
utte Creek Canyon encompasses the neighborhoods along Honey Run Road and the Skyway just east of Bruce Road to the Skyway-Honey Run intersection in Paradise. It also includes Centerville Road from the Covered Bridge to Nimshew Road in Upper Magalia. The worst hit by the fire was the Lower Honey Run neighborhood and the homes along Honey Run Road from the Covered Bridge to the Horning Ranch. The most devastated area along Centerville was from just north of the Castle Rock neighborhood to Center Gap Road. Other areas also had houses destroyed but not to the extent of the aforementioned areas. The Colman Museum, the Centerville Museum and most of Hell Town was saved by neighbors who banded together to save those areas. The damage to homes would have been less extensive if the power had not been cut off by PGE. Probably 25-35% of the homes lost in Butte Creek Canyon happened as a result of spot fires. With no power,

Honey Run Covered Bridge to be rebuilt We are planning to rebuild the Honey Run Covered Bridge. We are working with some local contractors to try to have the Bridge frame built across Butte Creek within the year. This depends on acquiring the necessary permits from the government agencies involved in a timely manner. Nothing is written in concrete as to when the Honey Run Covered Bridge is going to be completed, only that it will be rebuilt as soon as physically possible.

residents had no water to mitigate the damage because all houses in this area use wells for water. No power, no water. Many homes that had generators to pump water were not harmed by the fire.
The Honey Run Covered Bridge was destroyed. The adjoining Bridge Park lost the caretaker’s home and the tourist center to the fire as well as sustaining damage to the bathrooms, the perimeter fence and gates. We have repaired much of the damage and will be soon applying for the necessary permits to re-open the park to where it will be completely safe for visitors. We would like to be open for the 4th of July week end but we are looking more realistically at Labor Day. No one will be allowed to park on the grounds until the park is ready to open to the general public. There will be construction going on from time to time which could lead to unsafe conditions.

Jayne Locas is the reigning Diva of Daffodils. To date, over 200,000 daffodils have been planted by Jayne and an army of volunteers, many of them members of the Paradise Garden Club.
Anne and Joe McNally are the proprietors of Mountain View Christmas Trees. Losing all but eight trees in the fire, Joe and Anne made their way to Ponderosa School on Pentz Road to shelter in place. Despite Joe’s broken back, he directed an effort to extinguish the flames that were erupting on the roof of the school. Monica Nolan, Executive Director of the Paradise Ridge Chamber of Commerce is entrusted with the enormous task of representing the Paradise business community when many of the businesses burned to the ground. She posed at the ruins of Chamber of Commerce office. Monica is holding the “Ridge Rising” logo that she designed to commemorate the business and community recovery effort on the Paradise Ridge.
Volunteers sifted through the rubble of the Gold Nugget Museum, finding toys, guns and pottery. A prized “bear paw” button from celebrated Paradise resident and Civil War hero “Yellowstone Kelly” was the most notable discovery. Many of the volunteers were students and teachers from the Chico State Anthropology Department.
Pam and Bill Hartley were the fourth owners of Joy Lyn’s Candies, turning the business over to their son Glenn and his wife Jody only a month before the fire. Before fleeing, Glenn consulted with Pam about what to take. “Get the recipe book!” was Pam’s reply. The Hartleys have acquired a new location on Pearson Road and plan to open by the end of the year. The State of Real Estate post Camp Fire
T
he Paradise Association of Realtors is hard at work in getting our real estate market back on track, and we realize that we have a lot of work ahead of us. The current climate of real estate in the Paradise Ridge area post Camp Fire: lots are clearing, houses are selling, lots are selling, and rebuilding is underway.
It goes without saying that the current climate for real estate for the Paradise Ridge is unusual. There are many variables that have affected the average sales price for the majority of existing homes being sold post Camp Fire. We’re seeing homes listed for market value that are selling for well over the asking price. This is because families and individuals desperate to get back to Paradise, and who have cash settlements and are offering more money in a market with far more buyers than homes available. The side effects of this are an artificial inflation of value. We see this as a response to the immediate housing needs, and we anticipate that the market will stabilize.

The reddish-brown boarder symbolizes breaking ground in the “Paradise Red Dirt.” And we are working together with the community at large in rebuilding. So, we’ve added the slogan “Rebuilding Together” beneath the logo. We are a community working together, and this will be our mantra through this process.

There are still beautiful sunrises, the snow still glistens on the
mountains surrounding Paradise and the wind still whispers through the remaining trees. Many of the familiar faces we knew, friends and neighbors won’t be coming back. The places we loved... Mendon’s Nursery, Noble Orchards, Jeannie’s Consignment, Barry and Karen at the Garden Center...if you rebuild we applaud you, if you don’t, we’ll miss you and so many others that made our Town so special. Neighbor helping neighbor, family and friends to lean on, this is the Paradise I know and love! For those of you that return, welcome home! To those new to the Ridge...Welcome! We will rebuild Paradise together! Daffodils are popping up through the ashes, lovingly planted and tended by the garden club, volunteers and proud homeowners. Oak trees with burned trunks stand tall against florescent green grass as you drive up Neal Road, the yellow wildflowers in full bloom. I saw redbuds blooming today for the first time and purple lupine blooming along Clark Road. I’m enjoying every glorious sunrise and sunset and I can’t wait to see what tomorrow brings! We are all survivors with a common bond, we are Paradise, Magalia and the Ridge. God Bless you all!

he Camp Fire has changed the landscape in Paradise, both literally and physically. Our office at Simplistic Realty was chugging along taking care of our friends and families in their real estate needs. The Camp Fire has changed that dramatically. We now find our office the information hub with people asking questions, or simply coming by to grab a cup of coffee or make a copy. So what is the real estate market doing now? When the fire wiped 90% of our housing stock, people went scrambling for a place to lay their head. Many found themselves with a lot of insurance proceeds and bidding up homes to secure a home for their family. Houses were pending even before the sign went in the ground. Today we still find the market a sellers’ market, but it is starting to cool down. The average days on the market is starting to creep up, you are starting to see some price reductions, the market is definitely in influx. Lot sales have been slowly climbing daily, however with that increase in inventory, the prices on lots have started to tick down some. Your average 1/3 –1/2 acre lot tend to be selling for $25,000 to $35,000. If you have a property with some acreage, or a view, that number
tends to be higher. I anticipate as inventory of lots increase, the market will not be able to absorb all these listings and prices will begin to slip. Long term both home prices and lot prices on the ridge will stabilize, sales are very emotional right now and as time progresses we will begin to find that happy medium. The ridge is still a beautiful place to call home and all of us here are excited to see what new progress will bring to our community. Within 24 hours of the start of the Camp Fire, Rotarians in Sonoma began a GoFundMe Page for the Paradise Rotary Foundation; ParadiseStrong.org. Funds raised are being used to support short and long-term recovery of the Paradise Ridge area. One week later, the Club met for their first ‘post fire’ meeting and have continued their routine of meeting once a week for lunch and a program. Many speakers have been fire related, but many have also been fun and uplifting giving a short reprieve from daily tasks. On November 8, 2018 Sunshine Assisted Living successfully evacuated all of our residents from the CAMP Fire that was bearing down on the Town of Paradise. How? Thanks to the HEROIC efforts of our dedicated staff and their families. Their first thought was the safety of their residents even while their own homes were burning to the ground. Beginning at 7:45 am that morning Sunshine implemented its evacuation plan. This included evacuating with all necessary medications and other caregiving supplies required for the seniors under our care. One by one, utilizing facility vehicles and our employee’s own vehicles each employee set out with three to four residents in each car to the prearranged rendezvous point in either Chico or Redding. Each one of our 13 drivers has a story to tell of that day. Their courage and heroism cannot be overstated. But that is the Sunshine difference. We are like family and treat our residents and employees like family with the kind of personal attention you would expect from family. Live music, ribbon cutting, food truck, drinks aradise Elks have re-established themselves in a temporary building at 1080 Ewald Court, off lower Clark Road. We have leased the building for the next three years or until our Lodge is rebuilt. We have started to have our meetings there and hope to be open to the public by mid-June.

Our Lodge was devastated on Nov. 8, 2018 along with most of Paradise. Out of the 454 members, about 375 of them lost everything. Thirteen of our 15 officers lost their homes and had to relocate. I am happy to say that our members and officers are committed to helping our community come back stronger than ever. We continue to add to our membership, and we have our Boy Scout Troop back in our building. We encourage everyone to stay Ridge Strong and support each other as we rebuild. The public is invited to our Grand Re-opening Party for the community to come see what we have to offer. Please join us on June 21st 5:30 to 9p.m. Live music, ribbon cutting, food truck and drinks.

Veterans to host their kids Christmas party in June
H
ere’s happening with the Paradise Veterans group. We are happy to report the memorial hall has survived the massive Camp Fire. At the present time it not usable due to the roof replacement. The hall will not be available for use until the septic tanks are replaced and the water is potable. Our meetings will resume after that.

We are excited to report that on June 29th from 9:00 am to 3:00 pm will be hosting the Kids on the Ridge Christmas Party. This annual event was cancelled last December due to the Camp Fire. Children from 3 years to 10 years are invited and will receive gifts and meet Santa. There will be games and food for all the children. The first meeting currently on our agenda is the Hall Committee meeting, September 5, at 10:00am. Anyone wishing to attend may do so. We are missing a lot of members that have moved away but we will be contacting the remaining members so we can get the organization back on its feet.

In Support of the
The Paradise High School Band has been a source of pride for the Town of Paradise for over 60 years. They are one of the busiest groups on campus, performing several times a year at local events such as Memorial Day, or the grand opening of a new store in town, and also competing at band competitions throughout Northern and Central California. They have marched down Main Street in Disneyland on six different occasions! Under the long time leadership of Band Director Bob Schofield, this band has tried its best to live up to its nickname, The Pride of Paradise. After the fire occurred in November 2018, the band lost approximately half of its members. The school district as a whole lost over 100 instruments that were destroyed in the fire. Since then the music community has stepped up and donated over 150 instruments to the program. Some of these came from out of the area, but several came from local people as well, people who recognized the importance of keeping music alive in our schools. To everyone who has helped, we say “Thank You!� For now, the band will be smaller, but the remaining students will continue to represent their school and town to the best of their abilities. As the program rebuilds, you might ask how you can help. Donations of any kind are always welcome, but a more important way would be to support the band in its endeavors. If you hear about a performance, or a fundraiser, please come out and support the band! We thank you in advance! lthough we are in a time of great trauma, loss, uncertainties, and unknowns due to the consequences of the Camp Fire, we refuse to lose sight of our students, their needs, and what is best for their academic and social/emotional success. Despite the challenges, we are very excited to be offering career-technical classes to give students the training to help rebuild Paradise. We are also embedding STEM (Science, Technology, Engineering, and Math) and the Arts into our programs to promote creative thinking and a twenty-first century skill set.

Our transportation office will temporarily be located on the Honey Run site, along Pearson to ease access for our families. The district office on Clark Road will be operating and available to our Paradise families sometime this summer. We are very happy to be returning to Paradise for the next school year. PUSD will continue to serve the children of the Ridge with the teachers they love. We will be flexible, adaptable and persevere as we begin the long, arduous process of slowly returning students and families to the Ridge.

ruit trees have bloomed, fruit is set, at least on some of our stone and apple trees. We lost all of our buildings, but the orchard survived. As of this writing one lot has been cleared and we are able to move back to the ranch! There is tons of work to be done, one piece at a time. The Rose family began their funeral home in 1951. The building, originally a hardware store, sat on a two lane Clark and Bille roads. Joanne and Fred Cosgrove in November 1961, in their shared office at Rose Chapel.

ose Chapel was established by the Rose family in 1951. Paradise was a growing community and the business flourished. After several years the Rose family relocated and sold the business to Fred and Joanne Cosgrove. They became an important and involved part of the ridge business community. Their girls, Pam and Kim, were raised in the family business. While the elder Cosgroves’ retired the Cosgrove family continues the daily operations with long-time manager, Eric Smith.

Key Project “Unlock Possibilities” will be gifted to the Gold Nugget Museum
J
essie Mercer is the concept and creator of the Key Project Tribute #unlockpossibilities Project. She has gathered thousands of keys from the homes, safes, stores, schools, businesses, etc., from the Ridge affected by the Camp Fire. The collection process has steadily come to a finish nearly six months after the start of the project.
To date, she has completed the base of the sculpture which is roughly three feet tall. She also created the main body frame of the Phoenix and is attaching keys daily. The wings have been constructed, and she is working on the face and talons. To date the three pieces of her sculpture have been moved to three different locations due to losing her studio space. The pieces now reside at her father’s new home. He
lost his home in Paradise due to the Camp Fire. Mercer continues to work on completing her sculpture with her father by her side. There is no definitive reveal date, but it will be a grand reveal!
The Phoenix will be gifted to the Gold Nugget Museum where it will remain a totem of togetherness for the rest of time. You can follow the project for updates, inquires, and reveal details on Facebook under the Key Project Tribute.

he Camp Fire set in motion a course very few people have experienced anywhere in the nation. The recovery undertaking for the community is highly faceted and complex. The first major step is the debris cleanup process. That is now in full operation and progress is visible every day. Working and planning for the new Paradise is a band of thousands of Paradisians whose commitment is unwavering. From the newly created zone captains to community groups down to the individual citizen, Paradise has the best recovery staff ever assembled. Not only will it take the entire community’s commitment and involvement to return the Town back to its unique character, it will also take that same commitment and involvement to reduce the likelihood of a similar disaster. Moving forward, through community emergency preparedness; responsible community development and building standards; strategic hazardous fuels management and an efficient emergency response system I have no doubt Paradise will be the leader in fire safe communities. With every tragedy comes an opportunity to change. Now is our opportunity. The Town of Paradise Fire Department/CALFIRE will continue to serve, be there whenever the community calls us and lead the way in fire safety.

he Paradise Ridge Fire Safe Council meets on the second Wednesday of the month at Paradise Fire Station #1 at 767 Birch St. The public is welcome to attend and learn more about plans for the future rebuilding of the Ridge. A fire safe presentation is in the works; watch for more information at www.paradisefiresafe.org/. The Council will staff a booth at the upcoming Home Builders Resource Expo on June 29 & 30 at the Silver Dollar Fairgrounds and plans to address tree removal, fire safe landscaping, protecting structures from embers and other topics.

he Camp Fire Zone Project is designed by citizens to help citizens. In their roles as zone captains, individuals meet regularly to share rebuilding questions, resources, and needs specific to their community. Zone Captains then report back to their community/council leaders with updates and information or requests. From Paradise, to Concow, to Stirling City (and everywhere in between) we are a group of organized individuals working together to unite as one non-political voice. The system is unique, grouping a large number of people together with a unified voice. The goal is to achieve the rebuilding their neighborhoods, solving issues and being able to save a lot of time and money.

Town moves forward every day after the worst fire disaster in California history
W
hile we have experienced great tragedy, we as a community have chosen not to let the Camp Fire define us. The road to recovery is a long one, and we have only just begun, but we Paradisians are used to hard work and we are up to the challenge!
Since the fire, the Town has made great strides in recovery. As of lateMay, more than one million tons of debris has been removed from the Ridge, and that number grows every day. By the end of 2019, debris removal should be largely complete. Even while debris is being removed, our residents are rebuilding. As of the end of May 30, building permits have been issued and ground has been broken on many new homes. Businesses are reopening every day, with around 150 open as of May. Despite the challenges, the community spirit in Paradise remains strong and our connection to each other keeps us focused on our vision for the future.
While our residents work on the blueprints for their homes, the Town of Paradise is working on a blueprint for the community. With the help of our recovery planning consultant, UDA, the Town has reached out to our residents for their ideas, and with those ideas has started a Community Recovery Vision. This vision includes over 40 recovery projects like improving the roads and evacuation routes, improving evacuation warning systems, installing a sewer in commercial areas, increasing the number of parks and green spaces, and many others. This vision is 100% community driven and we look forward to implementing as many of these projects as we can.
The next few years are critical as we do the hard work of rebuilding, not only our homes and businesses, but our community itself. We will continue to hold as many of our beloved events as we can including Gold Nugget Days, Party in the Park and Johnny Appleseed Days. These events are opportunities for our residents to gather and experience a little normalcy as well as for visitors to experience the traditions that hold the Paradise community together, even if our neighborhoods are gone. As we move through our recovery process, we want the world to know Paradise is still here, Paradise is rebuilding, and Paradise will again be all that the name implies.
Animal Shelter The Camp Fire presented a huge challenge to Paradise Animal Control and Shelter. During the fire, our staff bravely evacuated our sheltered animals as well as animals they encountered throughout Town that needed assistance. As the fire burned through Town, we rescued animals that had escaped their homes and found shelter for them. After the fire had been contained, we went to work rescuing animals that were lost during the fire and attempting to reunite them with their families or finding homes for them if their families could not claim them. Thousands of animals have been rescued as we continue to operate our shelter – administering dog licenses, responding to animal related calls, and even rescuing trapped wildlife when necessary. The Camp Fire and recovery period has been a trying yet rewarding time for our shelter as we watch over some of the most vulnerable survivors of the fire. 925 American Way, Paradise (530) 872-6275

The devastating Camp Fire of Nov. 8th, 2018 tragically burned the beautiful building and all the candy making equipment. The business is family owned and operated by the Hartley Family who are committed to making a sweet return to Paradise. They have purchased a small building at 220 Pearson Road in Paradise. It will take time to transform the building into a working candy kitchen and to purchase candy making equipment, but the Hartleys have set a goal to provide some of their candies by Christmas 2019.
