or more than 90 minutes, Mr Heng Swee Keat did not miss a beat as he delivered Budget 2017 with vigour and purpose. It was Mr 'DMFĹ—R ĆĽQRS @OOD@Q@MBD HM SGD 'NTRD HM MHMD LNMSGR @ESDQ GHR recovery from a stroke. He collapsed in May last year during a Cabinet meeting. The air was thick with anticipation as Mr Heng, who is Finance Minister, made his long-awaited return to Parliament House on Feb 20 to deliver his second Budget speech. When he strode to the podium to speak, he was greeted by Members of Parliament who thumped the armrests of their seats in unison. It is a gesture usually given to someone after he has delivered a particularly riveting speech, and not before he has not even uttered a single word. Before referring to his prepared text, Mr Heng expressed his gratitude to his parliamentary colleagues, thanking Speaker Halimah Yacob, Prime Minister Lee Hsien Loong and all the other MPs for their support and well-wishes during his recovery.

THE FUTURE SINGAPORE
The re-making of Singapore is underway. Strategies to chart Singapore’s future economy, amid technological disruptions and global economic uncertainty, have been announced by the Committee on the Future Economy (CFE). Co-chaired by Finance Minister Heng Swee Keat, and Trade and Industry Minister S Iswaran, the CFE’s 109-page report was released on Feb 9. It set out three themes and seven strategies to help Singapore succeed in future. The 30-member CFE, comprising representatives from the public and private
sectors, spoke to 9,000 stakeholders and took a year to come up with the report. Some of the CFE’s recommendations were followed through in Budget 2017 announced on Feb 20. If the country gets it right, Singapore will enjoy an annual economic growth rate of 2-3 per cent on the average over the next decade, said the report. Apart from physical change to the country, most crucial is a change in people's mindset to tackle the future economy. Petir highlights some features of how a new-look Singapore may be like.

Re-shape tax system
An ageing society which has led to rising domestic expenditure as well as global changes in tax regulations make a review of Singapore’s tax system necessary. The system will remain broad-based, progressive and fair. It will also be pro-growth and competitive.
New business landscape
Encourage businesses to partner each other, especially between large and small enterprises. Large enterprises can act as corporate venture capitalists to strengthen their own capabilities while startups can get access to sources of funding and networks.
External connectivity
Changi Airport will have Terminal 5, strengthening Singapore’s status as a global air hub. The next generation sea port in Tuas will ensure the Republic remains among the world’s best maritime hubs.
Global experiences Workers have to acquire deeper knowledge of regional markets; they would need to spend time working in these markets. Potential corporate leaders should be exposed to quality overseas assignments.

Alternative pathways to economic cooperation “Businesses must be willing to make adjustments to their business models and change,” he said, citing how IT retailer Challenger has successfully shifted its sales online. “The most important hurdle is the mindset change.” On his part, Dr Koh has been actively forging economic connections with new partners like Uganda, Tanzania, Kazakhstan, Russia, Belarus, and Armenia. Keeping faith with the elderly
S
hortly after his victory in GE2011 over rival Mrs Lina Chiam, Mr Sitoh Yih Pin mapped out plans to look after the elderly, especially the establishment of an Active Ageing Centre in Potong Pasir, to help more senior citizens stay healthy, physically and mentally. Six years on, activists say the centre is now a hive of activity. They added that Mr Sitoh has also delivered on his promise to work with St Andrew’s Village, which organises events and activities, especially for the elderly. More partners have come on board, including Viriya Family Service Centre and Wan Min Community Services. Their contributions range from promoting intergenerational interaction to enhancing family bonding, as well as organising programmes such as eye screenings. The activists say there are additional programmes in the pipeline, including more recreational activities, healthcare talks and dental check-ups for residents.

CARRYING ON MR LEE’S LEGACY In his 60 years representing Tanjong Pagar, Mr Lee Kuan Yew paid close attention to its environment and made it a point never to miss a Tree Planting Day which he began in 1963. His vision transformed Singapore into a world renowned Garden City

Mr Lee had always been supportive of tree planting. Mr Chang, seen here with the late PM, at an awards ceremony in 1996.
t has been two years since the passing of Mr Lee Kuan Yew, but 73-year-old Mr Henry Chang, Exco member of Tanjong Pagar-Tiong Bahru Branch, can still vividly recall the days of serving his constituency with Mr Lee. “What I miss most is his presence,â€? he reminisced with a sense of loss. “We owe a great deal to him for our clean and green garden city... and his vision has made Singapore into one of the greenest cities in the world which we are very proud of,â€? said Mr "G@MF R @ OQ@FL@SHB @MC DƧBHDMS leader, Mr Lee had always reminded his grassroots leaders to “get things done (for the residents) and do them wellâ€?. Two of the many facilities which bear witness to Mr Lee’s legacy in Tanjong Pagar are an amphitheatre and covered walkways. One of the earliest amphitheatres in Singapore was built at Spottiswoode Park where a small hill once stood. The hill was levelled in the 1980s to make way for an outdoor open area for residents. Mr Lee rejected the idea of levelling the hill initially but his grassroots team eventually convinced him it posed a threat to the privacy of the residents in the SVN MD@QAX AKNBJR NE ĆŚ@SR Tanjong Pagar was also among SGD ĆĽQRS V@QCR SN G@UD BNUDQDC linkways from a bus stop to an estate. Although such facilities are common nowadays, it was Mr Lee’s attention to details which prompted his grassroots leaders to go an extra mile for their constituency. A retiree, Mr Chang, who has been serving in Tanjong Pagar since 1979, regularly attends the meetthe-people sessions, walkabouts and grassroots events. “This place reminds me so much of him and the pioneer team and I feel very comfortable here.â€?

Ň&#x; No child left behind
It takes a village to raise a child, and especially so for children from disadvantaged backgrounds. I hope to do everything I can to help the kids succeed in life. We have been working with Child at Street 11, a pre-school for children from low-income and challenging backgrounds, and Blackbox Learning, a tuition centre that also helps low-income kids.
Ň Active elderly
Kebun Baru ward has the highest proportion of elderly in Nee Soon GRC, so my aim is to keep them socially and physically mobile. Ң Give local small businesses a leg up
As Singapore invents its future, we must bring our start-ups along so that more local companies can venture overseas. We should encourage large local enterprises to partner start-ups to get more of their ideas to fruition. We should strengthen the connection between research institutes and Singapore start-ups to push out innovations as quickly as we can. I will contribute suggestions on how we can implement these ideas.
