It is my distinct pleasure on behalf of the Tigard Chamber of Commerce, and the broader Tigard community that we both represent and serve to present the 2022 Tigard Business & Community Guide. For over four decades, the Tigard Chamber has been providing this guide to showcase key businesses and economic developments throughout the Tigard area, to include unique places to visit along with local attractions for businesses members and visitors.

The last two years have tested our strength and resolve. Many of our businesses continued to feel the impact of the ongoing global pandemic, with additional Covid-19 regulations, modified schedules, supply chain issues and an ever-evolving workplace not to mention employee shortages. Although, we were in this together, and now more so than ever have some of the necessary pandemic related tools and resources needed to push forward easier than before.

As the Tigard Chamber, our team of professionals continued to focus our time and effort on helping our business community to thrive and prosper while offering continued insight on pandemic and legislative changes. Over the last twelve months, we continued to advocate and help our businesses navigate the second year of the pandemic. We did this by proactively communicating about grant and loan availability especially those resources available to industry sectors. We provided guides and information on PPP loans and forgiveness along with distributing free PPE for our local businesses and finally we continued our Leadership Tigard program that develops community leaders despite the challenges the pandemic brought to convening business.

As 2022 begins, we are more optimistic than ever that our community is in a better place today and we wish each an everyone a safe and prosperous year ahead.

Whether you’re looking for a place to visit, live or build a business, know that you are welcome in Tigard. You will find a city of 55,854 community members that enjoy recreational activities (golf, indoor skydiving, and the Fanno Creek Trail), shopping opportunities (downtown Tigard and Washington Square) and cultural offerings (Broadway Rose Theatre Company and John Tigard House Museum).

You will also find exciting changes taking place in Downtown Tigard – from new public art to the recently added Tigard Street Heritage Trail.

With major events throughout the year, downtown Tigard has become a destination and community gathering spot.

• The Taste of Tigard is held in June and provides an opportunity to sample some of the culinary innovations and tasty treats made by local businesses.

• The Street Fair is a mix of entertainment, arts and crafts, community booths, fun, and food.

• The annual Latino Festival celebrates Latinx heritage and culture.

• The Art Walk is held in the spring on Main Street and invites artists from around the region to display their work inside participating downtown businesses.

We are home to 3,400 businesses from a variety of industries, employing around 45,000 workers from around the region. The City of Tigard and Tigard Area Chamber of Commerce work in partnership to connect business owners to the resources they need to start and grow successful businesses in Tigard.

A very important component of the Tigard Chamber's focus is advocating for our businesses with government on a variety of levels, whether city, county, state or even nationally. We leverage the voice of businesses, representing over 16,000 employees on issues important to business, our community, and our local economy. Community problems are business problems.

We are guided by the following objectives:

Preserve the competitive enterprise system of business by creating a better understanding and appreciation of the importance of a strong economy, by promoting informed business decisions regarding local, state, and national legislative and political affairs.

Prevent policies which are detrimental to business and create a greater appreciation of the value of competitive business.

Promote healthy communities by promoting economic programs designed to strengthen and expand the income potential of all classes of business and opportunities for employment.

Two volunteer committees as well as staff do this work. They are the Government Affairs & Public Policy Committee (GAPP) and the Candidate Endorsement Committee (CEC)

GAPP

Stays informed, tracks and reviews relevant city, county and state initiatives, bills, measures, legislation, proposals and more that affect the local economy and business activity/livelihood.

Determines/votes on initiative, bill, or measure positions using the Tigard Chamber Business Advocacy Agenda and Legislative Policy Guide as filters. As appropriate crafts explanatory statements on positions and communicates them broadly through various means.

Communicates the impact and benefits of the above to key stakeholders including chamber businesses, city, county, and state officials. Encourages member participation in elected official communication. Coordinates and holds forums on issues impacting the business community.

CEC

The purpose of the Candidate Endorsement Committee is to be responsible for reviewing qualifications and platforms of candidates to endorse the ones most likely to support business and Chamber goals increasing the likelihood of pro-business candidates being elected to local offices that impact the business environment in the Tigard economic region.

The Candidate Endorsement Committee promotes a vibrant business environment by endorsing candidates who support sound public policy that strengthens the business community and the free enterprise system.

WORKING/DOING BUSINESS

The Tigard Police Commercial Crimes Unit is the only one of its kind in Oregon, and perhaps on the entire West Coast. Nationally recognized for their expertise in investigating commercial business crimes, CCU detectives follow up on a range of crimes affecting the Tigard business community. This may include organized retail theft, embezzlement, burglary, robbery, and other types of crime. Many of these cases can take months to investigate and often involve coordination with other law enforcement agencies, not only in Oregon but also across state lines. Uniquely funded through business license fees, the detectives regularly meet with business leaders and Tigard Chamber of Commerce members to present crime prevention strategies, discuss local concerns, and address questions. On average, the three detectives and one sergeant in the Commercial Crimes Unit are assigned roughly 77 cases every year. Thanks to their dedication, many of these cases are resolved with arrests and prosecution. CCU detectives participate in the Northwest Fraud Investigators Association, the Metro Area Fraud Investigator Association and helped establish the Oregon Retail Crime Association Network.

WORKFORCE DEVELOPMENT

What is Workforce Development and Why are We Doing It? Workforce development is employment initiatives focused on skilling up workers to meet job and career needs whether just entering the workforce or currently in the workforce. It is necessary for ensuring our region has skilled workers for future jobs for our current and future businesses.

To ensure a vibrant future economy, business needs to partner with our education system. Business professionals from businesses of all sizes can help students graduate from high school fully prepared to enter college or some other post-secondary career training on the path to a fulfilling career.

The goal of developing business and community partnerships with schools, is to help students have access to

education and training opportunities that will prepare them for high-skill, high-wage employment in a fulfilling career of choice. No longer does a student need a four-year degree to have a fulfilling, lucrative job or career as the trades continue to skill up, involve more technology and see increasing demand and new trades are being born yearly.

Working under the brand #WorkReady, the Tigard-Tualatin School District, the Tigard Chamber of Commerce and the Tualatin Chamber of Commerce are collaborating on bringing business to the table for meaningful career/ work exploration and experiences for students in the 8th-12th grade. Typical experiences have or will include, STEM competitions for 6th grade, career experience days for 8th graders, career exploration, job

shadowing, mentoring, internships, job fairs and more for high school students. The goal is to expose, educate and guide our future workforce about the wide variety of career and job opportunities available. Over time that benefit will come back to business in terms of employees with the right skill sets.

To further students’ ability to move forward in their career, the Tigard Chamber has a competitive scholarship fund for high school seniors. Scholarships can be used for pursuing a 4-year degree, community college, trade school, vocational school, or apprentice programs. LEADERSHIP TIGARD

Leadership Tigard is an annual nine-month program investing in leadership and community awareness and is a program of the Tigard Chamber.

Now more than ever, we need to be developing and growing community leaders! During nine full-day sessions, once a month, participants work together with other local leaders to expand awareness and understanding of unique issues and opportunities facing Tigard & Washington County.

Participants will explore current issues first-hand, will benefit from community, government & business live or virtual tours, presentations, speakers, a series of leadership topics designed to enhance individual leadership skills and will apply those skills in a community service project. Leadership Tigard educates rising leaders on the issues impacting business, government, and their community.

On behalf of Tigard-Tualatin School District 23J (TTSD), welcome to Tigard. It is my honor to serve as your superintendent and to lead the talented and dedicated group of educators we have here at TTSD. Tigard is long known for its vibrant spirit of collaboration and investment in education. This community cares deeply for our children and passionately supports public education and equal opportunities for all students. In the true spirit of inclusive community, student voice is strong in Tigard. Students representing our high schools serve as representatives on our School Board, meet regularly with administrators and the Superintendent, and are formally engaged in all decisionmaking processes that impact our schools and our students.

Tigard High School’s graduation rate in 2021 was 90%. The “Tigers” are well known for their competitive sports teams and performing arts and offer comprehensive career and technical education programs that prepare our students for the future.

We are proud members of the Tigard Chamber of Commerce and are privileged to partner with our business community. Their investments of time, talent, resources, and dollars through internships, job fairs, STEM supports,

and more are opening doors and building a strong workforce for tomorrow. With their ongoing support and the commitment from our citizens, TTSD will continue to create paths to success in school and life for our students, building and maintaining first-class educational facilities and collectively raising the next generation of community leaders and world-changers. Together we are clearing the way for all students to have a plan for their future, be it college, military service, or a wide range of technical and trade opportunities through our #WorkReady partnerships.

TRANSPORTATION

Tigard is well supported and connected with bus transit with a TriMet Transit Center located in the downtown Tigard core on Commercial Street. This transit center provides connection to the broader TriMet Bus and MAX network as well as connection to the WES Commuter Rail which connects Wilsonville, Tualatin, Tigard & Beaverton. The Washington Square Transit center is a critical connection for mall employees and customers and other transit riders. Future plans for Tigard transit include the possibility of a light rail connection coming from South Portland, through Tigard and terminating in Tualatin. This project is called the SW Corridor Light Rail project, but is currently on hold due to lack of funding.

NEIGHBORHOODS

Tigard’s vision to be an equitable community that is walkable, healthy and accessible for everyone begins in our neighborhoods. The city boasts 14 unique neighborhood communities, each with amenities and destinations like parks, trails, schools and businesses that make them special.

To promote these areas, the city allows residents opportunities to address neighborhood concerns and promote connections through neighborhood Facebook pages. These allow residents to build community online and share useful neighborhood news. Each page is managed by a resident volunteer of that neighborhood.

Thirteen of the 14 neighborhoods has its own Facebook page. Visiting these pages can give you a unique feel for each of these areas.

River Terrace is the largest/newest development and consists of

approximately 500 acres located on the western edge of the city. The area will transition from agricultural land to Tigard’s newest residential neighborhood over the next 20 years with about 2,500 new homes and 6,500 new residents when complete. Parks and trails are sprinkled throughout the Tigard residential communities supporting walking, hiking, biking and dogfriendly activities. Tigard (pronounced TY-gerd) is located in Washington County in the lower Willamette Valley. It’s a region that for thousands of years was the territory of the Atfalati Kalapuya Native Americans, a tribe that nineteenth-century settlers called the Tualatin. These were the first inhabitants of the location now known as Tigard.

In the mid to late 1800’s numerous settlers came to the area to take advantage of large land claims and the rich agricultural opportunities, primarily using the Oregon Trail. The city is named after Wilson M. Tigard, a pioneer from Arkansas who came across on the Oregon Trail and settled in the area in 1852 when it was known as Butte and East Butte. Other settlers in the area came from a variety of backgrounds including Germany, Prussia, Switzerland, England and Denmark. “East Butte became a cosmopolitan blend of numerous European languages, which developed community spirit and fostered prosperity” as quoted from Images of America: Tigard by Barbara

Wilson Tigard was not the first pioneer to settle in the area. Within a year of his arrival, he helped establish the first school in the new community. The community remained without much of a focal point until Charles Tigard, Wilson’s son, opened a general store and meeting hall in 1880 located roughly at the intersection of what is now Pacific Highway and Gaarde/McDonald Street. Seven years later, Charles Tigard’s store began operating the area’s first post office, named Tigardville, in honor of his parents. This location became the center of commerce. The opening of the Oregon Electric Railway’s Tigard station in 1908 connected the town with Portland, Salem, and Eugene. To avoid any potential confusion with the railway’s Wilsonville stop, Oregon Electric named the local stop Tigard. The railroad brought commercial development to the area and the nexus of commerce moved into what is now known as Main Street in Tigard. The agricultural and commerce growth of Tigard was influenced by other cultures such as Chinese immigrants who helped connect the region by rail and cleared farmland, Japanese farmers who tilled the fertile soil and Latinx migrants who harvested the bounty of the area. Tigard continued to be primarily

a farming community, but it was slowly transformed by growth after World War II. New highways were constructed through Tigard as automobiles replaced trains and trolleys. The completion of Oregon Highway 99W and Interstate 5 during the 1950s and 60s brought more people to the area.

The City of Tigard was created on September 11, 1961, more than 100 years after pioneers first settled the area. Within ten years of incorporation, the City of Tigard’s population and geographic size more than doubled. In 2021, the city’s population exceeds 50,000 with more than 3,300 businesses. Despite this remarkable growth, reminders of Tigard’s past remain visible with historic homes and windmills. While the Tigard community is nearing 150 years in age, the city celebrated 59 years of incorporation last year making it one of Oregon’s younger incorporated communities. Rail will continue to play a potential role in the development of Tigard if the SW Corridor Light Rail project moves forward with a slated completion in 2027.

household income of over $75,000. Tigard plays an important part of the vibrant west side of the Portland region. Residents have access to 16 miles of paved trails spread throughout the city and nearly 550 acres of parks and open spaces, used by everyone from sports teams to active seniors to families. The city also boasts two popular farmers markets that provide fresh, local produce from May through October. Residents have a range of public transportation choices to nearby Portland, Beaverton and Hillsboro.

Whether you want to skate, bike, run, walk, kayak, fish, picnic, play with your kids and/or your dog, Tigard’s got you covered with 557 acres of parks, greenways and natural areas and over 16 miles of paved trails. Pick from three dog parks, three community gardens, a skate park and 21 more parks scattered throughout Tigard. More parks are slated for development.

On the banks of the Tualatin River, the 79-acre Cook Park is the largest park in the City and has something for everyone. Whether baseball, basketball, volleyball, softball, or soccer is your sport, you can burn up some energy on the many courts and fields available. Cook Park also offers horseshoe pits, a fishing dock, small boat ramp for easy water sport access, playground and several walking trails and bike paths (over two miles of hard surface trails and 1/2 mile of soft trails). Picnic shelters can be reserved here for a variety of picnic events and include barbecue pits and picnic tables*. The Bishop-Scheckla

pavilion can be reserved for performing art events. Reservations can be made up to one year in advance and facilities are available for use April through October. This year, the Tigard Farmers Market (TFM) hosts its 30th season. The market features 50+ rotating vendors selling a variety of fresh fruits, vegetables, baked goods, sauces, eggs and more. Other specialty vendors will entice you with their fresh flowers, arts and crafts, distilled spirits and beers. Located in our downtown core, the market is a vital part of the Tigard community, creating a safe and inviting space while supporting local farms and businesses. It’s the biggest season yet for this Tigard institution! Get a flavor of our local economy and wander the Tigard Farmers Market!

The 2022 season opened on May 1st in Rotary Plaza near Tigard Street and Main Street. Besides getting to the market by car, this location is convenient to access by bus, bike or walk due to its proximity to the nearby transit center, Tigard Street Heritage Trail and the Fanno Creek Trail. Market patron parking is available on Burnham Street, Main Street, and in the Burnham public lot. Please do not park in dedicated business parking lots.

Below is an overview of some of the programs that are back at the market this season:

• SNAP Matching Program: When you use your SNAP benefits at the Tigard Farmers Market Information Booth, you will get up to an additional $15 on top of your benefits

to use at the market to get fresh local food. This program is supported by the Tualatin Soil and Water Conservation District.

• Music at the Market: As you are strolling through the farmers market, listen to some great local musicians at our music tent.

• Market Sprouts Kids Club: Kids that are the ages of 5 to 15 years old can participate in our Market Sprouts Kids Club program. Every week we will have either a scavenger hunt through the market or a fun hands-on activity for the kids to do while at the market.

• Community Booth: Stop by the market’s community booth to learn about a local non-profit or community organization in our community.

Make sure to stay up to date on the annual Tigard Farmers Market Farm to Table Dinner that will be back again this year! You will not want to miss this fun culinary event that showcases the amazing local products that are available at the Tigard Farmers Market and our surrounding communities.
