The Business Resource Center of South Clackamas County continues to have a profound impact in the community, with a focus on fostering economic growth, innovation, and resilience. Through class and training scholarships, one-on-one consultations, and resource opportunities, the center focuses on providing individuals with the tools and skills necessary to navigate the complexities of running a business. One of the highlights of the Business Resource Center this past year was the Pocketalk program. As our communities grow, small businesses are increasingly interacting with customers and partners from diverse linguistic backgrounds.

While this presents immense opportunities for growth and expansion, it also poses a significant challenge: language barriers. Small businesses often lack the resources to hire multilingual staff or invest in expensive translation services. However, the emergence of innovative solutions like the Pocketalk translation device offers a promising avenue for overcoming these barriers and fostering seamless communication for small business environments.

One of the most significant ways the Business Resource Center of South Clackamas County fulfills its mission is by providing scholarships for various educational opportunities tailored to

small business owners. These scholarships cover a diverse range of courses and workshops, from basic financial management and marketing strategies to advanced leadership and skill-focused certifications. For Canby Rental & Equipment, the support provided by the Business Resource Center was a game-changer. Eight of their employees, eager to expand their knowledge and skills, applied for funding to pursue the ARA Certified Service Technician program created for professionals in the equipment rental

industry. Canby Rental & Equipment owner, Matt Zacher says, “A bettertrained staff is safer, more productive, and is more likely to continue working in jobs where the employer invests in them through training. It's really a winwin-win.” The Business Resource Center of South Clackamas County has emerged as a beacon of support, through its unwavering commitment to fostering growth and innovation, it continues to shape the future of South Clackamas communities, one small business at a time.

Oregon’s Hometown, Welcome Home!

Oregon City holds a very special place in the ongoing evolution of the Portland Metro Region, the State of Oregon, and the United States. We are modest people who do not normally think of ourselves in such grand terms, instead we believe that our care for the community and our actions to ensure its livability and quality of life speak for us. Oregon City encompasses the ancestral homelands of many Native American Tribes. Settlers of European descent created their first permanent home here in 1829. In 1844, Oregon City became the first incorporated city west of the Missouri River, cementing it as the State’s original hometown.

In Oregon City there are historic houses, the End of the Oregon Trail, museums, and Willamette Falls, the second largest waterfall (by volume) in North America. These sites stand as a

testament to the City’s historical significance to both the State of Oregon and to the United States of America. Oregon City is one of the hubs of the Portland Metro Area. It seeks to attract visitors and new residents who appreciate the community’s commitment to quality of life.

Oregon’s Hometown Has a Good Location

The community is situated within the highly populated Portland Metro Market. There are several major highways, including Highway 99, Highway 213, and I-205 that provide easy access to I-5. By car, Oregon City is less than 30 minutes south of downtown Portland. Businesses in Oregon City have access to the labor force in the Portland Region as well as to graduates from Clackamas Community College.

Oregon City’s access to markets is, in part, related to its location and its access to transportation. Highway 99 is a primary north-south transportation corridor linking travelers to Salem and other communities east of I-5. I-205 is a major north-south interstate that connects travelers to I-5 and runs into east Portland and Washington.

Oregon’s Hometown Has A Healthy Economy

The City of Oregon City has a robust economy featuring an array of locally owned small businesses, a core of manufacturing, distribution and logistics companies, regional healthcare facilities and a community college. The City’s walkable downtown serves residents and a growing number of visitors. Oregon City is the County Seat for Clackamas County and is an important

economic driver for the County. Its businesses employ over 10% of Clackamas County’s workforce. Oregon City is home to 38,000 people. The local population grew by a significant 144% since 1990, adding 21,187 residents. The median household income in Oregon City was $92,086 in 2021, which marked an increase of 0.28% from $91,829 in 2020. This income is 123.43% of the U.S. median household income of $74,606 (all incomes in 2022 inflation-adjusted dollars).

Oregon City’s largest private sector employers include Providence Willamette Falls Hospital (500-600 employees), Fred Meyer (300-400 employees), Home Depot (200-250 employees), Benchmade Knife Company (200-250 employees) and Orchid Orthopedic Solutions (100-150

employees). The largest public sector employers include Clackamas County, Clackamas Community College and the City of Oregon City.

It is no surprise that larger companies grow their employees base slower than small companies, hence, the companies with the smallest amount of growth in terms of number of employees is the group with 50 or more workers. Oregon City is a community of small businesses. The average number of employees at an Oregon City business is less than 10 people.

Oregon City is experiencing an important time of change and opportunity. Oregon City’s place in history is as secure as its residents are committed to their hometown. But no matter what the future holds for Oregon City, there is no place like home.

Clackamas County Historical Society

Clackamas County Historical Society

Since 1952, the Clackamas County Historical Society (CCHS) has preserved and shared the history of Clackamas County. That year, CCHS began when its founding members met at the Oregon City Library.

The collection grew when founding member Mertie Stevens left her family’s 1908 home and artifacts to the historical society in 1968. Soon after, what would become the Stevens-Crawford Heritage House opened its doors.

The collection continued to grow, and members of the historical society realized that the preservation and interpretation of Clackamas County’s history required a museum building with trained staff.

In 1990, the historical society opened a museum that is now the Museum of the Oregon Territory. The collection now holds over 35,000 artifacts, including over 10,000 digitized photographs.

For over 70 years, the Clackamas County Historical Society has enriched the lives of generations of County residents through collecting,

preserving, and interpreting the culture and history of Clackamas County. CCHS has joined the Museums for All Initiative, a nationwide effort to make museums affordable for those at every income level. Through this program, families of up to four individuals receiving food assistance through SNAP/EBT can enter the museums at an admission rate of $3 per guest. Also, if you visit one museum, you have 30 days to visit the other museum for free. www.

From the Indigenous People who first fished the waters to the groundbreaking industries that harnessed the might of the Willamette, we invite visitors to experience the history of the Willamette Falls area and Clackamas County. During your visit, you will see an original 1850 Oregon City plat map, a piece of the

Willamette meteorite, and hundreds of other objects, photographs, and documents that reflect Clackamas County’s rich history.

Our goal is to captivate people of all ages, backgrounds, and learning styles through dynamic education programs, engaging events, and interactive exhibits that share the stories of Clackamas County. StevensCrawford Heritage House 603 6th Street Oregon City Open ThursdaySaturday 10:30am – 4:00pm 503-655-2866 The Stevens-Crawford Heritage House (SCHH) is an American Foursquare home built in 1908 by real estate investors Harley Stevens and his wife, Mary Elizabeth. Interpretation found throughout the house offers insight into technologies of the times and how the family used the space. 4th and 5th graders can experience SCHH through a joint field trip program with the Ermatinger House where students learn what life was like in Oregon City in the mid-1800s and early 1900s. Need a unique event space? Consider renting SCHH for your next meeting, party, private tea, or wedding.

Oregon City Year-Round Farmers Market

The Oregon City Farmers Market has moved! Our new location is at Clackamas Community College’s Green Lot 1 in Oregon City.

From its inception in 2005, Oregon City Year Round Farmers Market’s mission has been to support local farmers by offering our community access to fresh, seasonal, and locally grown foods.

We operate as a year-round market, the only one in Clackamas County and one of the few in the state of Oregon. During the winter, our farms and vendors are dedicated to bringing nutrient dense vegetables every other Saturday between the months of November and April.

Our 2024 summer season begins May 4th, and we will return to our weekly schedule until the end of October. Plan on plenty of fresh fruit and seasonal summer produce, live music, and special events.

We are excited to welcome back some programs such as our children’s Power of Produce club that serves kids ages 5-12 with activities and tokens to use to purchase fresh vegetables in the market.

Thanks to generous grant funding from the Farmers Market Fund, our market offers up to a 20.00 produce match SNAP match for our EBT and P-EBT customers. This allows recipients to access a greater amount of locally grown and made foods while supporting small businesses and farms.

Farmers markets provide an oasis for customers to come and gain physical and nourishment and wellness. We were born for community and we are grateful to offer an inclusive and welcoming space at the market.

TriMet bus line 32 stops at the market and there is plentiful parking in Green Lots 2, Brown Lot and Blue Lots 1 and 2 in addition to walking options on CCC’s beautiful campus.

Clackamas Community College has been serving high-quality, affordable education and family-friendly events and activities to Clackamas County residents for more than 55 years. Nestled close to Portland, Mt. Hood and the Oregon coast, CCC’s main campus in Oregon City marks the end of the Oregon Trail. Our other campuses are conveniently located in Milwaukie and Wilsonville.

Get a jumpstart on your education. From high school students earning dual credit, to transfer students and those interested in getting a career technical education to enter the workforce, CCC is a great place to start. The college has the lowest tuition in the Portland-metro area, hundreds of scholarships and a variety of programs for all interests. We offer a robust network of remote, hybrid and in-person classes, and student services

like advising and tutoring are offered in person and virtually.

Take a walk on the paved path around the perimeter of campus or enjoy a leisurely stroll on the trails surrounding the Environmental Learning Center (ELC). On clear days, you can even catch views of Mt. Hood.

The ELC is the perfect spot for nature lovers with shaded trails, a pond teeming

with wildlife and an outdoor amphitheater – the perfect spot for a picnic! The ELC even offers hands-on nature camps and field trips for children, continuing education trainings for professionals and serves as a beautiful backdrop for your special event.

OREGON CITY SCHOOL DISTRICT

The Oregon City School District is distinguished by its commitment to academic achievement, community involvement, and the creation of an enriching, supportive learning environment that prepares students for their futures . We're dedicated to embracing everyone's unique talents to nurture our lively learning community. By focusing on learning and growth for everyone, we create a dynamic work environment for our staff while engaging our students, families, and the community through innovative educational experiences.

During this 2023-24 school year we continue to thrive under the leadership of our Superintendent, Dr. Dayle Spitzer, and have over 7,500 students attending our schools. Oregon City Schools employs over 900 full-time dedicated staff members who possess advanced certifications, degrees and share a passion for education and collaboration.

THE STRATEGIC PLAN

This year marked significant strides in our strategic plan efforts aimed at reimagining and reinforcing the foundation of our district. Last year, a comprehensive steering committee representing a cross-section of our community including staff, parents, students, district administration, community members, and business leaders spearheaded this initiative. Through many detailed meetings, work sessions, a community wide survey, and focus groups we reevaluated our mission, vision, and core values and created five focused priority areas. These critical components will continue to steer our district towards making informed and impactful decisions.

We adopted our new strategic plan in June of 2023 and went straight to work. This November and March we published reports on our efforts and are pleased to say we’re making great progress in achieving our goals. We will publish another report on our efforts in

BOND

In November of 2018, the Oregon City community’s strong support for our bond measure allowed for a pivotal shift towards enhancing school safety, alleviating overcrowding, and allowed for critical repairs and updates to our school buildings. This bond not only allowed for significant improvements in our learning spaces, but also provided a platform for us to reimagine the way we structure our educational learning environments in our district.

With the last two bonds passed for our district, we addressed the facility needs, reduced overcrowding, and enhanced the security at Oregon City High School and two of our middle schools, Gardiner and Tumwata. We are currently working to address crucial

repair needs and security enhancements at our six elementary schools. During the 22-23 school year we formed a Long Range Capital Planning Committee to assess all of our elementary school facility needs. They reported on their assessments to our school board in July 2023. Since then, a Community Bond Planning Committee has been formed with community members, parents, students, staff, and district administration comprising the membership. They are meeting monthly, working to reimagine our elementary schools and develop themes for a future bond package that will be presented to our school board for a future bond.

OUR HIGH SCHOOLS

Oregon City High School (OCHS): A Leader in College Prep

OCHS offers one of the best offerings of elective and Advanced College Credit courses in Oregon. Students have earned, and have the opportunity to earn, over a year’s worth of college credits prior to graduation. We’re also excited to announce an expansion of our bilingual studies opportunities for high school students in the 24-25 school year. This expansion will open an opportunity for students to earn the Oregon State Seal of Biliteracy on their high school diploma. The campus was built after the passing of the bond back in 2000, and is considered phase one of our district facility improvements.

Clackamas Academy of Industrial Sciences (CAIS): Career Relevant Education

CAIS prepares the innovative workforce of tomorrow for careers in engineering, manufacturing, and construction. Through business exposure, internships, and careerrelevant learning students earn industry certifications and degrees through Clackamas Community College.

Oregon City Service Learning Academy (OCSLA): Learning Through Service

OCSLA offers a small, personable school environment with access to Clackamas Community College Courses. Students that attend receive a comprehensive education that combines an academic classroom

curriculum with meaningful work and community service experiences.

MAJOR IMPROVEMENTS COMPLETED AT OUR MIDDLE SCHOOLS

Gardiner Middle School:

In phase two of our district facility improvements, the November 2018 bond focused on safety and security, reducing overcrowding, and updating and upgrading our schools. The focus areas of the bond impacted every school in the district, yet none more so than Gardiner. The original school was built in 1954 and was identified as needing to be completely replaced. Construction began in 2020 and was completed in 2021. The new school has been built on the same site. Gardiner fully reopened its doors to students in September of 2021.

The new construction in Gardiner not only brought in much needed relief to overcrowded spaces and an increase in security, but also national recognition in architectural design for learning spaces. Tumwata Middle School:

Another part of phase two, the 2018 bond included a complete remodel of the interior of Tumwata Middle School (formerly Ogden Middle School). The original building was constructed in 1965 and was in need of remodeling and systems upgrades. The fully renovated and renamed Tumwata middle school opened in September of 2021.

Our Elementary Schools

Our six elementary schools are located across Oregon City, Redland, Beavercreek, and Milwaukie.

Candy Lane school offers a bilingual program in Spanish and English called ¡Todos Unidos!. This amazing program teaches students to become bilingual, biliterate, and bicultural in both English and Spanish. Families enrolling kindergarten and first grade students

have the option of choosing the bilingual program for their children through an enrollment lottery. The program continues grade 6 through 8 at Gardiner Middle School, with recently expanded options at Oregon City High School.

Beavercreek, Gaffney Lane, John Mcloughlin, Holcomb, and Redland elementary schools serve between 400 - 500 students. Each elementary school across the district utilizes a similar curriculum aligned to the state standards. All our schools have behavioral expectations, caring school climate programs, and positive interventions and supports. Each school is a warm and welcoming place for all students and families.

Clackamas Water Environment Services produces clean water, protects water quality, and recovers renewable resources. We do this by providing wastewater services, stormwater management, and environmental education. It's our job to protect public health and support the vitality of our communities, natural environment and economy.

Some highlights:

• Our low-emissions biogas project at the Tri-City Water Resource Recovery Facility in Oregon City transforms organic

waste into renewable energy. At full output, this co-generation system produces enough heat for five buildings at the site and an estimated 4,300 megawatts of electricity annually—enough to offset nearly half of the facility's energy use.

• Through innovative, forwardlooking partnerships with cities in the WES service district, we are working collaboratively to reduce inflow and infiltration (I/I) in sewer systems owned by our partner cities. Keeping extra water out of the pipes will save approximately $120 million over the next few decades—money we'll use to better serve you.

• We treat wastewater, but did you know we recycle solids, too? Each year, we transport about 11,000 tons of biosolids to farms with non-food crops in eastern Oregon to be applied to

their fields, eliminating the need for expensive fertilizers. All of this recycling means less landfill waste, less pollution, and a healthier environment for us all.

• We continue our long-running partnership with SOLVE, one of Oregon's leading non-profit organizations working to improve our environment. Fats, oils and grease (FOG) are found in everyday foods and food ingredients such as meat, fsh, butter, mayonnaise, milk, gravies, sauces and food scraps. If poured down the drain or into your garbage disposal, FOG can build up over time by sticking to the insides of sewer pipes. This could eventually cause an expensive sewer backup into your home, business, or the public wastewater system. You can help prevent sewer backups by following these simple steps:

ƒ Pour cooled fats, oils and grease into a covered, disposable container and toss it into the trash instead of down sink drains.

ƒ Soak up remaining FOG with paper towels and place it in the trash.

ƒ Scrape food scraps into your compost or trash before washing dishes or loading the dishwasher.

ƒ Use sink strainers to catch any remaining food waste while washing dishes.
