elcome to the fifth edition of the Culpeper County Resource Guide. This resource guide is a local collaboration of community services organizations intended to keep the citizens of Culpeper informed about programs, services, and resources available to those members facing a number of challenges such as housing, medical care, mental health services, hunger, substance abuse, and transportation.

This resource guide is intended for use by EVERYONE in Culpeper County. Healthy Culpeper’s mission is to build a network of support and resources for community members in need of assistance. We believe this resource guide is a tool to help make those needed connections.

The Virginia Medical Reserve Corps (MRC) is a force of dedicated volunteers ready to support the community in the event of a public health emergency. Each of the 22 local MRC units across Virginia are composed of teams of medical and public health professionals who volunteer their skills, expertise, and time to support ongoing public health initiatives and assist during emergencies throughout Virginia. Crisis services are available to any individual experiencing a crisis due to mental health or substance use issues. Services are available 24 hours a day, 7 days a week, 365 days a year and are focused on helping individuals with their immediate crisis.

Adult Protective Services (APS) Investigates reports of abuse, neglect, and exploitation of adults over 60 years of age and incapacitated adults over 18 years of age. The goal of APS is to protect a vulnerable adult’s life, health, and property without a loss of independence. APS attempts to provide assistance with the least disruption of lifestyle and with full due process, protection, and restoration of the person’s liberty in the shortest possible period of time. Adult Services A program that enables adults to remain in the least restrictive setting and function independently. This program provides longterm care, preventive services, nursing and adult home screening and placement services, guardianship oversight and adult protective services.

Auxiliary Grants A supplement to income for recipients of Supplemental Security Income and other low-income aged, blind, or disabled individuals residing in licensed assisted living facilities. The grant amount received by eligible individuals includes a small personal allowance plus the difference between the recipient’s own income and the State reimbursement rate for assisted living. Recipients also receive medical assistance through the Medicaid program.

Child Care Services are also provided to families who are receiving TANF and are working towards economic selfsufficiency. These services are designed to help parents locate affordable quality care to support their efforts toward greater self-sufficiency.

Child Protective Services Identifies, assesses, and provides services to children (and their families) who have been abused or neglected. CPS is designed to preserve families, yet protect children and prevent further maltreatment.CPS also provides foster care prevention services to families referred by the community and by court order. In addition, the CPS unit attempts outreach to prevent child abuse or neglect by addressing risk issues before they result in maltreatment of children.

Training for families who are able and willing to provide a temporary home for children from birth to age 18 who are in Foster Care. Foster parents provide a safe, stable, and caring home for children placed with them. Foster parents are part of the team in reuniting children with their families. Foster parents must complete the initial PRIDE training, pass a background check, have space in their home for a foster child, and maintain annual training hours in order to remain foster parents. Guardianships

Temporary Assistance to Needy Families (TANF)

Services are designed for individuals who are incapacitated, indigent, and have no suitable person to serve as their guardian.

Guardianship ensures that their essential requirements for physical and emotional health are met, and that their financial resources are managed. Guardianship requests must go through the Culpeper County Circuit Court. The Circuit Court makes the appointment and the appointee takes over as guardian for the incapacitated person. Independent Living Program Assists foster care youths ages 14-21 in developing skills necessary to transition from foster care to independent living.

Independent Living services include activities that are based on a written assessment of life skills. Areas of focus include personal development (such as self-esteem), communication, decision-making, conflict resolution and anger management skills.

Examples of independent living skills are career exploration, job skills, money, management, housing, transportation, and legal issues. For more information see: DSS.virginia.gov

Long Term Care Services Long-Term Care support comes in the form of Medicaid for nursing care, community based care and Auxiliary Grants for adult living facility care provided by social workers who complete assessments (UAI). When a person requires an assisted living level of care and meets financial criteria, an Auxiliary Grant supplements other income in an effort to meet the cost of care in a facility. After evaluation, financially eligible individuals approved for nursing home level of care can receive that care either in the community or in a nursing home.

Provides temporary financial assistance to eligible families. A monthly cash payment is distributed to eligible families to meet their basic needs. The program is based upon the principles of personal responsibility, time-limited assistance, and work in exchange for benefits. TANF is the cash assistance component of the Virginia Independence Program (VIP) that helps families work toward their goal of total independence. The staff helps them complete an application to be submitted through computer software directly to the prescription drug companies. The medications are provided for free or at a reduced cost to the patient. Clinic staff coordinate the program with local participating physicians.

Intake - Sam’s Place: This community outreach center is a one-stop hub where individuals/families in crisis can access information and referrals to other community partners. Children that would benefit from this program:

• Communication difficulties such as delay in, or total lack of, spoken language; impairment in the ability to initiate or sustain a conversation;

• Social skills deficits such as difficulties in developing age-appropriate peer relationships, impairment in the use of non-verbal behaviors such as eye contact and gestures to regulate social interaction; • Intense behavioral outbursts, unsafe behaviors or elopement; • Disruptive, obsessive, repetitive, or ritualized behaviors; • Difficulty with sensory integration.

The main goals of this program: • Improve the child’s adaptive behaviors;

• Train caregivers to successfully implement and sustain behavior interventions in the home and community; • Care coordination with other service providers to integrate and maintain behavior treatment plans.

ABA therapy is individualized and tailored

to each child’s needs. Services are provided in the home and community where the targeted behaviors are likely to occur.

When clinically appropriate, services may be delivered in the clinic setting.

Clinic services are typically designed to help with the following needs: • Reducing distractions and interruptions, which may improve skill acquisition;

• A more clinically appropriate space for learning; • A high level of skill acquisition (early learners); • Interventions that require a sanitized environment;

• Generalization of skills to the community;

• Opportunities for socialization in a controlled setting.
