Port Orange residents will choose who they want to occupy the District 1 City Council seat vacated by the late Bob Ford in a Special Election held on June 11. Marilyn Ford and Lee Barreiro were the top two contenders after the Special Primary Election on April 30. Ford had 45.61% of the votes; Barreiro came in second with 18.37%. Ford recently retired as director of Volusia County Corrections. She said her knowledge of finance, government, business, and how large systems work give her an experienced background in the daily workings of the city. Barreiro is also retired. He said his background in environmental engineering, nursing and teaching, as well as his extensive volunteer work within the community, make him a strong candidate for the District 1 seat. “I’ve got to admit I was disappointed in the turnout because usually Port Orange — we have the most registered voters in the county,” Mayor Don Burnette said at the May 7 regular City council meeting, where he also congratulated Ford and Barreiro. “ ... Put June 11 on your calendars. Put a reminder in your phone.” Mail-in ballots for the election have been sent to residents. Polling places will be open from 7 a.m. to 7 p.m. If residents need to vote early, they can contact the Volusia County Board of Elections at www.volusiaelections.org.

Mail-in ballots for the half cent sales tax went out to voters on May 1. Residents need to return them to the Volusia County Board of Elections before May 21. For residents who do not desire to mail their ballots, a locked drop box has been set up at Port Orange City Hall near the Clerk’s Department. At the City Council meeting on May 7, Mayor Don Burnette again encouraged residents to vote. “For some 18-year-olds, this might be their first time to vote,” he said. Election results can be viewed at www.volusiaelections.org, after 7 p.m. May 21.

Body pulled from Halifax River has been identified The body found floating in the Halifax River on Sunday, April 28, has been identified as 56-year-old Darrick Van Gipson. Van Gipson was found floating in the river by the intersection of Riverside Drive and Katherine Street around 11 a.m., after a witness on a boat told police he saw a body in the water, according to a police report. When officers arrived, they saw Van Gipson in the water, stationary, as though he was stuck to something on the bottom, according to the report. Woman arrested after being found with a dairy crate A call about a fight in progress resulted in the arrest of a Ponce Inlet woman who was found to be in possession of a dairy crate on Tuesday, April 23. This incident took place at the same residence where a man was arrested earlier this year for possession of two shopping carts. Police were called out to the residence again, where they encountered Jason Anglis, who told police he didn’t know why they were there. He was told someone called about a fight in progress. Anglis admitted to getting into a fight and hitting

his friend, who informed police he didn’t want to pursue criminal charges and signed a refusal to prosecute. As police were getting ready to leave, Anglis asked if police could help him evict Katie Connor, a friend who had been staying on the property for a few days. Anglis told police he wanted her to leave for using foul language toward him. As Connor got ready to leave, she grabbed a dairy crate filled with her personal belongings, according to a police report. When police asked if the crate was hers, she said yes, even though the sides read “Dean Foods.” The crate was also stamped with a warning against possessing the crate. Connor was arrested, and she failed to comply with the commands from the officer. She was additionally charged with resisting an officer without violence and, due to an open warrant out of Alabama, she was transported to jail with a $1,000 bond.

288 garden-style apartments will be built in Port Orange built in Port Orange but acknowledged the need for balance for those who do not own homes. “In researching Port Orange and the Daytona MSA, we saw an opportunity to accommodate the pent-up demand for a brandnew, Class A apartment product,” said Jonathan Ghitis, principal at Ghitis Property. “We are thrilled to partner with Jay Massirman, Jay Jacobson and the team at Eden Multifamily and look forward to a successful venture,” he added. According to a press release on April 26, Eden seeks out multifamily development opportunities in neighborhoods that are underserved and overlooked, specializing in boutique infill projects. Ghitis Property has a 20-year track record of outstanding returns in commercial real estate. The area is zoned for multifamily use. Christine Martindale, public information officer for Port Orange, said city staff is currently reviewing the site plan for the development to affirm the project complies with the city’s Land Development Code and the master development agreement for the Crystal Lake Planned Unit Development. The land is across the street from the school zone for Atlantic High School.

Residents at Legacy Crystal Lake apartments will have a different view across the lake when Eden Crystal Lake garden apartments are built. Groundbreaking is set for June. The apartment community will have 288 garden-style units built at 1270 Reed Canal Road in Port Orange. Amenities such as a clubhouse, resort-style swimming pool, outdoor lounge, state-of-theart fitness center, frontage along a 38-acre lake, dog park, and a lakefront boardwalk are some of the offerings of the development. The complex will be built on 19.5 acres on Reed Canal Road between Clyde-Morris Boulevard and Nova Avenue. It a joint venture between Miami-based developers Eden Multifamily and Ghitis Property Co. Mayor Donald Burnette said that the area to be developed used to be a trash dump in former times, so residential development is a plus. Spruce Creek High School students Amelia Bonjour, Alyssa Christen and Emma Dominguez presented “Single-Use Plastic Straws: Environmental Impact and Alternatives” to the Port Orange City Council at the regular meeting on May 7. The students are part of a youth leadership program created by the city and headed by Assistant City Manager Alan Rosen. The students’ presentation coincided with Florida passing HB771, which forbids cities and counties from creating ordinances that ban use of single-use plastic straws. When the bill went to Gov. Ron DeSantis, it was vetoed. In 2018, 55,323 pieces of debris were picked up locally during the Volusia County International

BRIEFS City Council rejects fuel tax agreement with Volusia County Stating that the city doesn’t get a fair amount of the funds, Port Orange City Council on May 7 unanimously rejected an extension of an optional fuel tax imposed by Volusia County. Based on state law, however, the majority rules, so if the rest of Volusia’s cities sign the agreement, then it goes into effect anyway, and the dissenting city participates by default. That’s what happened last year. Florida state law provides local governments with the authority to impose and distribute a 6-cent and 5-cent local option fuel tax for every gallon of motor fuel sold within the county. Volusia County and its cities, minus Port Orange, approved an interlocal agreement in 2013 and 2018 that provided a distribution formula. If the annual tax collection exceeds about $22.2 million, then Volusia County gets about 57% of the monies, with the cities splitting the remaining 43%. Port Orange gets about 5% of the funds. The formula for distribution depends on property value, population and lane miles. “The formula used for distribution of the gas tax was devised over 20 years ago and needs updating,” Mayor Don Burnette said after the meeting. “Port Orange is a real loser in the way the monies are divided up.” Port Orange staff recommended the one-year extension.

Locally businesses such as the Funky Pelican, Third Wave Cafe and Wine Bar, and FIG, Frappes Italian Grille, have stopped using single-use plastic straws. In response to how to find reasons to get businesses more ecofriendly, Councilman Scott Stiltner said, “You are the reason. You are the consumer base. You are the next generation. “ Vice Mayor Chase Tramont complimented the students for “hitting everything.” But, he said, “I wouldn’t be a guy who would push for a ban on it. Any time you mandate something on a business, it’s always going to get passed on to the consumer, every single time. The alternatives are way more expensive and that would naturally add up.”

Q: What will you miss most about teaching?
A: Bringing the Vietnam veterans in. I teach all year for that one week. I’ve always wanted my students to have an appreciation and a respect for the men and women who have created and made our history. Hearing a student tell me about staying welcome home to another veteran, shaking their hand, at the store or out somewhere, was a reward far greater than any test score could provide. Q: What will you miss most about coaching?
A: The competition. Knowing that every night we step food on the floor, we were always outmatched. I played my entire career being the underdog, so I enjoyed having that opportunity to compete under those circum-

Q: What’s different about coaching today from when you were a state champion with Mainland High School?
A: I may be the right guy for this generation of players, but this I the wrong generation of players for me. Kids want to be told how great they are; they don’t want to be told how much better they need to become. Q: If you’d had the opportunity, would you have wanted to be armed as a teacher?
A: Yes. When you’re out in a portable, you have no measure of safety if somebody brings a deadly weapon into your classroom. All protocol says go to the back of the room and press a button, and then a kid will answer it from the front desk, and then they would in turn have to call the guardian. That
Q: Do you consider yourself to be business friendly? Why?
A: That’s one way to look at it. I prefer to look at it as I’m siding with the consumer and the worker. Because you can pass all the mandates, all the fees that you want onto business, and you can think to yourself, “Good I’m making them pay their fair share,” when the reality is, any-
time you pass a fee or a cost goes up from a mandate to a business, that cost will always be passed on to the consumer, in higher prices and lower wages. I prefer to let the free market determine the successes and failures and procedures and policies of the companies. We also have an issue with affordable housing here in Volusia County. Every time you raise an impact fee, or mandate other requirements to cause their cost to go up, they don’t eat that cost. The future buyer does. I think that’s just basic economics. Q: What should be the next step for the board to address homelessness?
A: From a government’s position, there shouldn’t be any steps. This is not government’s role. We shouldn’t be in the homeless business. Period. But as a city government, we do need to be compliant with the law. So in order to maintain Pottinger compliancy, we have elected to participate with the First Step Shelter. This will give us the ability to make sure that our parks are clean and safe because we will have an alternate place for the homeless population. I serve on the board to represent the city and evaluate whether or not we are getting a good return on our investment. We won’t really have that answer until after the shelter is operating.
Q: If it’s not government’s issue, whose issue is it?
A: We have a moral obligation as individuals, churches, charitable organizations to take the lead on this issue. You cannot help those people that won’t help themselves, and, frankly, while serving my role, I will do all that I can, but when it comes down to how to spend my time and resources, I’m going to opt to help those that cannot help themselves. I’m speaking of the special needs population. Massive reform needs to be had in that issue. That will be my focus with our state legislators. Q: What role does faith play in your public life?
A: It plays a massive role. The biggest I can possibly make it. If it didn’t, it wouldn’t be real faith. There are people that take issue with that, I’m sure. But I don’t apologize for who I am, and nowhere in the word of God, or in our Constitution, for that matter, does it say that I have to check my faith at the door when I enter the council chambers. We demonstrate and prove our faith not by word but by action and deed. And it’s no secret to people that I’m a person of faith, but I don’t force it on anybody, and I respect and appreciate people of all faiths. I acknowledge the Lord in all areas of my life. It would be very hypocritical of me to deny his impact in my public life as well.

hase Tramont started teaching as a single man and now is a family man with four children, so he decided to make a change. He will now work for DME with his good friend Mike Panaggio. He will no longer teach at Spruce Creek High School or be the basketball coach there (see Page 17 for a story on the new coach). Tramont will continue to serve as a member of the City Council. The following is an edited transcript of an interview on May 9.
60-year-old guardian is going to have to make his way out on our 25-acre campus to my classroom. It’s a joke. So, yes, we’re called to be educators, but while those student are in our care, we’re their protector as well, like it or not, and my No. 1 job every single day is to come home to my family. That is one situation where I don’t like to be at a disadvantage. I understand the argument as to why teachers should not be armed. When I mentioned it at a joint workshop, one of the School Board members commented, “There’s a lot of teachers I know who I would never want to have a gun.” My response to that is, “If you wouldn’t trust them with that, why are you trusting them with the education of our kids?” It’s also the most cost effective way to maximize the protection. It’s expensive to hire officers. We just saw the School Board asking all the cities for hundreds of thousands of dollars; they don’t have the money to do that.

Port Orange Stables
A history of horsing around Take a look into a haven for horses near a busy intersection in the city of Port Orange. STAFF WRITER
The Koenigs owned a champion Tennessee walker stallion named Triple Threat, who sired several horses that became champions. One of the foals stayed with the family and was named Triple Threat Again. Father and son ruled the equestrian circuit for many years.

Laura Metzger, daughter of owner, John Metzger; Tommy, a Canadian warmblood; and Joey Layne, barn coordinator and Tommy’s owner.
“During the ’60s, Port Orange Stables was the only building in the area,” said Laura Metzger, daughter of current owner, John Metzger. “Nova Avenue was barely a dirt road. The rest of the land was just land as far as the eye could see.” The Koenigs and Metzgars watched the city grow up around it. As time progressed, competitions became less popular, and the stables transitioned to a regular boarding barn that housed many different breeds of horses. After Gottlob Koenig died, care of the grounds became harder for an aging Ellen Koenig, and the barn started showing wear and tear. Boarding was self-care, which created inconsistencies that provided challenges for both horses and boarders. Currently, Joey Layne and her husband, Terry Tyler, are the barn coordinators and grounds keepers. The stables is now a full-care boarding facility. The consistency
with feeding and pasture turn out has improved life for the horses and fostered increased cooperation among boarders. Layne and Tyler have made extensive repairs to the stalls and mid-pasture fencing. They painted and cleaned stalls, cleared out areas in the barn aisles where hay and boarders’ equipment used to be kept, and they established a small lounge area for people to gather. Layne and Tyler opened pasture areas outside of individual stalls, called run-ins, where horses can go in and out of their stalls at will to have more exercise and choice for grazing. New boarders are coming to the facility and stalls are filling up. Boarders who have rescue horses get a reduction in fees. THE FUTURE
The Metzgers, Layne and Tyler plan to build a regular outdoor arena with state-of-the-art

lighting and arena footing. They want to bring a professional trainer on board who would give basic riding lesson, as well as teach advanced riding, such as dressage. Re-fencing the entire perimeter of the farm is another project for the future. Currently Layne trailers out individuals or groups who want to go on trail rides. She often has gatherings with campfires and social activities that foster goodwill. Layne said individuals can ride their horses on the street. Riders are cautioned, however, to be sure to clean up any messes their horses may leave. Port Orange Stables is a solid reminder of days gone by, yet is transitioning to the future for those who love horses and want to keep them close to home. It’s a great view from the street, too. After 137 wins, four playoff appearances and six seasons, David Howard stepped down as the head coach of Atlantic’s boys basketball team to coach the boy’s team at Spruce Creek, where he was previously the head coach from 1998 to 2008. Howard also played for the Hawks before graduating in 1982. His record 15 steals in a game against Warner Christian his senior year still stands to this day. He said he originally had no intentions of leaving Atlantic after he heard of the resignation of former Spruce Creek coach Chase Tramont. “It was a tough decision to leave Atlantic because I worked so hard to build that program from the ground up,” Howard said. “It’s been a great run for me. I enjoyed it. I had a bunch of great kids who played for me and believed in me.” After 30 years of coaching high school basketball, Howard said he’s at the tail end of his career now. He envisions coaching the Hawks for about eight years before retiring from the game. “I’m going to be here until I decide it’s time to hang up my whistle,” he said. “What a better way to end my career than to finish where it all started.” The Hawks posted an 18-35 record in two seasons under Tramont. The first step in returning to success is the kids buying in. “I’m a winner,” he said. “I can’t teach them how to lose; I can only teach them how to win.”

‘Welcome back to the nest’ David Howard returns to his alma mater, Spruce Creek, the site of his first head coaching gig after six seasons at Atlantic.

Watching horses peacefully graze in a green pasture alongside a busy street is an unusual sight in the middle of any city. That, however, is exactly the view one gets at the corner of Nova and Madeline avenues in Port Orange where Port Orange Stables occupies the land. The building is two stories high and made out of concrete block from floor to ceiling. During hurricanes, people bring their horses from around the area to it for safety. The stables have been in the city since 1965 when the 54-stall building was created by Gottlob and Ellen Koenig. Originally the family was from Tennessee, where they had a successful career showing Tennessee walking horses. Tennessee walkers are gaited horses, which means they have a smooth, even movement for a rider in the saddle. If they were cars, they would be luxury models that provide quiet, even rides while having lots of pep. There’s also a three-bedroom, two-bathroom apartment in the middle of the property. When Hurricane Irma came through, Laura Metzger, great-granddaughter of the Koenigs, stayed in the apartment; she said she didn’t even hear the hurricane. When the Koenigs decided to move to Florida, they wanted a state-of-the-art equestrian center where people could congregate and compete. During its prime years, Port Orange Stables was the premier Tennessee walking horse facility in the country. National competitions were held on a regular basis.
