Flagler County solidifying preparations as COVID-19 vaccines become available JULIE MURPHY FLAGLER COUNTY COMMUNICATIONS MANAGER

With the announcement that the first round of COVID-19 vaccines have arrived in Florida, Flagler County is solidifying plans to assist with the distribution once they become available to the public in the coming months.

“The first few rounds of vaccines will go to healthcare workers in high-risk and high-contact environments, and to residents living in long-term care facilities,” said Emergency Management Director Jonathan Lord. “After these priorities are addressed, vaccines will go to other highrisk individuals in a phased manner including, but not limited to, first responders, some essential workers, the elderly and those with certain underlying health conditions.”

Gov. Ron DeSantis on Dec. 14 announced that Florida has received about 180,000 doses and that the first vaccinations have been administered. Florida has been working closely with the Centers for Disease Control and Prevention (CDC) to determine the distribution priority.

“As vaccines become more readily available throughout the winter and into the spring, Flagler County will partner with our local health department — the Florida Department of Health-Flagler — our municipal partners, as well as our amazing volunteers to setup public vaccination sites,” Lord said. “This will be accomplished

in a similar manner to what is being done for COVID-19 testing.”

The anticipated eventuality is COVID-19 vaccines will be available through doctors’ offices, health clinics and pharmacies similarly to flu shots and other widely requested vaccinations.

QUARANTINE CAN BE 10 DAYS INSTEAD OF 14 Effective Dec. 7, the Florida Department of Health in Flagler County is following the Department of Health’s newly issued option of quarantining for 10 days instead of 14 for close contacts to COVID-19 cases.

These options are adapted from the CDC’s updates released Dec. 2.

Close contacts are those individuals who have been within 6 feet of an infected individual for a cumulative 15 minutes or more over a 24-hour period, regardless of mask usage.

The CDC continues to recommend a 14-day quarantine when possible.

Criminal Mischief. Someone pulled or knocked the lightning rods off a resort building roof and threw them into the pool and hot tub overnight.

The following morning, resort staff searched the roof and grounds and found multiple broken lightening rods, according to a Sheriff’s Office report.

Someone had also emptied a fire extinguisher into a crawl space, and there were signs that someone had been climbing across the building’s steep pitched roof.

Surveillance video footage showed the lightening rods falling into the pool. The damage was estimated at $5,000.

DUI with property damage. Someone heard a car hit their mailbox, then looked outside and saw a red sedan stop outside the mailbox. A woman stumbled out of the car.

The woman was slurring her words and wasn’t making much sense.

A deputy then spoke to the woman in the red car, who said she’d been driving around the neighborhood getting “goodies.”

She passed a breath test but failed other sobriety testing. The woman was issued a DUI citation.

Jacksonville University plan to add campus in Palm Coast Town Center

acksonville University will add a new campus in Town Center, JU officials announced on Dec. 11. It will be the first regional expansion for JU in its 86-year history and will be a significant educational, health care and economic development benefit to the city, they said.

After a requested $2.5 million one-time “launch grant” from the city, JU is committed to paying its own way, with likely annual costs of $2.5 million or more, for at least five years after that, and the expectation is that it would eventually build a stand-alone facility in Town Center.

The Palm Coast City Council heard a presentation on the price tag and the benefits at the Tuesday, Dec. 15, city meeting, and decided in split votes to approve the allocation.

CITY FUNDING

City Manager Matt Morton said in an interview with the Palm Coast Observer on Dec. 11 that there is more than $1.5 million available in the Town Center Community Redevelopment Area fund, and he feels it is an appropriate use of the money, considering it would promote Town Center’s development in a dramatic way. The city also is in “exceptionally strong” financial shape after some cutbacks and because the pandemic didn’t hurt the city’s budget as much as expected. He said that if the city were to take $1 million from the general fund, the city would still have reserves of at least 20%, which is above the recommended minimum.

If a JU campus is added, students could begin classes by fall 2021. The ultimate plan is to build, but first JU would lease 6,000 square feet of classroom space in the City Centre building in Town Center, a location favored because of proximity to restaurants and housing. In total, up to 150 full-time students and 24 faculty and staff could be at the facility within 24 months.

It would be the second university opportunity in a year for Palm Coast, with the University of North Florida’s MedNexus also planned for Town Center. The city

IN PERSON, IN THE COMMUNITY

In a Zoom meeting Dec. 11, Provost Chris Sapienza said JU has no affiliation with MedNexus, but there could be synergy in the future. Both UNF and JU have been looking at the Flagler County area and beyond for years, she said. (Flagler Health is also planning to build a medical campus west of U.S. 1 and Palm Coast Parkway.)

Margaret Dees, senior vice president of government affairs for JU, foresees a “higher education ecosystem” in Palm Coast, similar to what the city of Jacksonville enjoys. Prospective students will have choices. “We strengthen each other by being together,” Dees said.

By the third year of existence, Dees added, JU Town Center’s health care alumni would likely be living and working in Palm Coast.

“We’re there to become a part of you, a part of your identity,” Dees said. “Our employees will be at your events and living in your community, and our students, too.”

Sapienza emphasized the proposed campus’ independence from the Jacksonville facility. “These are not faculty from the JU campus stretching to a whimsical Palm Coast campus,” she said. “This is an independently hired staff, living in the area, dedicated to this community.”

KEEPING STUDENTS LOCAL

The Palm Coast campus would initially expand graduate programs from the Brooks Rehabilitation College of Healthcare Sciences. Next, the campus will add undergraduate and other graduate degrees.

JU grad programs could be a natural next step for graduates of Daytona State College or EmbryRiddle Aeronautical University, allowing those students to stay in Flagler or Volusia counties rather than continuing their education in far-flung cities. That also increases their likelihood of staying in the area to work long term, increasing the health care options for all residents.

And while many students attend classes online, especially during the pandemic, some coursework is not possible online, so a brick-and-mortar school is necessary — and always will be, Sapienza said.

“Prior to COVID, there was a lot of talk about ‘Bricks and mortar is dead,’” Dees added, “but I think one thing that really came home from all of this is that it’s not. Inperson is still very important, and we see it in our own students and are having to really step up our services to our students who are struggling with online. Online is not a one-size- fits-all. “ ... In-person is alive and well, and we’re expecting to do it in the future, in addition to hybrid and online learning. You really have to do it all, and we’re prepared to do that.”

FILLING A NEED Chris Sapienza, provost at Jacksonville University, said there is a tremendous shortage of health care providers.

Recently, she spoke with a hospital that would hire 100 nurses immediately if available. Many physicians are retiring, as well.

JU’s nurising program has grown 70% since 2013; its applied health sciences program has grown 200%.

LEADERS LEND SUPPORT

Several community leaders voiced their support for JU’s proposal.

The city released the following quotes in its media package: “A Jacksonville University campus would be a great addition to the Palm Coast community.

IN DIVIDED VOTES, CITY APPROVES ALLOCATIONS FOR JACKSONVILLE UNIVERSITY PROGRAMS

Palm Coast will spend $2.5 million to support the expansion of Jacksonville University to Palm Coast, but the decision to spend city money encountered some opposition on the City Council.

The council held two votes on different aspects of the financial arrangement between the city and the university, voting 4-1, with Councilman Ed Danko dissenting, to approve a Community Redevelopment Agency budget that includes an allocation for the Jacksonville University project, and then 3-2, with Danko and Councilman Victor Barbosa dissenting, to approve a city budget amendment that includes an allocation for the project.

“I welcome your university here — you’re more than invited to come join us — however, I do have problems with spending more than 2.5 million of our taxpayers dollars,” Danko said. “That’s going to mean tax increases for us, sooner or later.”

He noted that many local businesses have lost revenue, and residents have lost jobs, as a result of the pandemic.

“You’re more than welcome to spend your own money and come here, but I am opposed to using the taxpayers’ money,” Danko said.

The proposed Jacksonville University program would center on health care education programs, mostly as the graduate level.

It would be near, but not part of, the proposed UNF MedNexus health care training campus proposed for Town Center.

City Manager Matt Morton said that the city will still have general fund reserves of over 20%, even with the expenditure, and that the Jacksonville University proposal would help shift the tax burden in the city away from ad valorem.

“This is a lifetime opportunity for us here in Palm Coast, “ Councilman Eddie Branquinho said after Jacksonville University representatives presented their proposal. “Any penny invested on you, it’s a good penny.”

Councilman Nick Klufas said he was excited about the university’s move to Palm Coast because it would create more opportunities for local young people.

Mayor Milissa Holland agreed, and noted that the Flagler County School District already has a flagship program focusing on health care education.

The Jacksonville University proposal, she said, will offer opportunities for those students.

“The variety of jobs that this will offer, not only to our residents but to the region … this is a regional opportunity,” Holland said. “Obviously, we’re very proud Palm Coast would be at the center of it.”

City Council delays vote on proposed Palm Harbor cell tower

Palm Coast City Council members at a Dec. 15 meeting opted to delay a vote on a proposed cell tower on the Palm Harbor Golf Course.

The council had considered the 150-foot monopole tower in a workshop the previous week, and had looked ready to approve it: It’s one of a series of towers that had been proposed as part of the city’s Wireless Master Plan, developed in concert with tower construction company Diamond Communications in 2017 in order to fill cell service gaps in the city by placing towers on public land.

The locations of the proposed towers had been selected ahead of time, the council had cleared out some administrative procedures so that towers that are part of the plan can be approved with an expedited permitting process, and council members entered the meeting believing they would be voting on whether to approve a lease for Diamond’s use of the land.

But they encountered complaints from residents of the residential area near the tower, who pointed out that the tower site appeared to have been moved several

Fitch had assessed the standalone credit profile of the city’s water and sewer system at ‘AA,’ and also noted that the rating outlook was revised from positive to stable. High ratings help the city secure financing at lower interest rates.

“I am excited to see our team’s hard work and effort in fiscal responsibility and management are being recognized by Fitch,” Finance Director Helena Alves said.

“Thanks to city leadership’s conservative budget practices of taxpayer dollars, with this news it validates that we’re moving in the right direction.”

The coronavirus outbreak has not significantly impacted the system’s revenue, according to the news release.

The utility serves more than 78,000 customers and about 85 square miles, including unincorporated areas of Flagler County.

The public comment discussion devolved into a series of contentious exchanges between Mayor Milissa Holland – who said the topic of discussion was the lease agreement itself, and that public comments on the agenda item must therefore be confined to the lease — and residents who wanted to speak about the particular site location or their concerns that 5G technology might have health impacts. Repeatedly, Holland interrupted speakers to tell them to confine their discussion to the lease.

supposed to go next to the Green Lion,” resident Lou Vitale said.

“Sir, this is about the lease agreement,” Holland said.

“Well, I just want to say that something has changed and therefore the lease agreement is invalid,” Vitale said. “... The lease agreement has coordinates of the tower.

The master plan has different coordinates of the tower.”

City and Diamond Tower staff at first couldn’t answer Holland’s questions about whether the location had changed, but then said the master plan had identified the parcel of land, but not the exact spot within the parcel.

The council voted unanimously to table the cell tower proposal until its Jan. 19 meeting.

“I’m very excited about this opportunity. ... It’s going to add to the capability of our residents and our youth to stay in Palm Coast and thrive.”

County accepts $20 million loan for Sheriff’s Operations Center The use of the loan prevents the county from having to seek a referendum to raise money, Cameron said.

The Flagler County Commission voted at its Dec. 14 meeting to approve a $20 million loan with Centerstate Bank for the construction of a Sheriff’s Operations Center complex on Commerce Parkway in Bunnell.

The 15-year loan has a 1.83% fixed interest rate, said Jay Glover, the county’s financial advisor.

It can be repaid early without penalty after the first five years.

Early repayment in the first five years would cost a 1% premium.

The Centerstate Bank bid was not the lowest of the six bids the county received: That would have been the proposal from Capital Bank, with a 1.68% interest rate.

But the Capital Bank proposal would have had the entire sum accruing interest from the beginning, while the Centerstate Bank proposal only requires a $250,000 draw at closing, and only the money drawn would start accruing interest.

That would minimize the county’s upfront costs, Glover said.

The commission voted unanimously to accept the loan.

Flagler County will shift its Senior Center Congregate Dining Program from its 17-year home in the Wickline Center building in Flagler Beach to the Church on the Rock in Bunnell, trading the rent-free space at the Wickline Center for $3,000-per-month rent at the church.

C o u n ty c o m m i s s i o n e rs approved the move in a 4-1 vote at the commission’s Dec. 14 meeting, with Commissioner Andy Dance dissenting.

Flagler County Health and Human Services Director Joyce Bishop said at the meeting that while the county hasn’t been paying rent at the city of Flagler Beach’s Wickline Center, its arrangement with the city requires the county to pay for renovations and repairs.

“Yes, there’s been no specific rent that we’ve paid, but the amount that we’ve paid ... would be equal to a rent,” Bishop said.

The new lease at the church, located on U.S. 1, would be for 15 years, with the monthly rent increasing by $100 every year.

The county would also pay $300 per month for utilities. It would not be responsible for major repairs or renovations.

The center serves 40 or 50 people a day, Bishop said, and its current location in Flagler Beach makes it difficult for residents of the county’s west side to make it there.

Bishop and County Administrator Jerry Cameron said the county has been under the impression that Flagler Beach is dissatisfied with the county’s use of the property.

ty attorney and the city attorney,” Cameron said. “The last modification that we had would turn the Wickline over to Flagler Beach entirely. ... The initiative to begin this search for another location originally came from Flagler Beach.”

But Flagler Beach City Commissioner Rick Belhumeur, speaking at the meeting, said the city had been surprised the previous Thursday to hear that the county was planning to end its arrangement with the city.

“It’s been there 17 years. What we have here is a failure to communicate, yet again,” Belhumeur said. “We find out on Thursday that you guys are voting on a new location the following Monday — two business days, after a 17-year relationship. That’s just — it’s a sad day for me, that our relationship is that weak.”

Cameron said he’d had multiple conversations with former Flagler Beach City Manager Larry Newsom, who has since died, about the county finding a different location.

“We fully thought … that we were complying with the wishes of the government of the city of Flagler Beach,” Cameron said.

County commissioners Hansen and O’Brien also said they’d been under the impression that the city wanted the program moved.

County Commissioner Andy Dance asked how the county’s staff had investigated potential alternative locations.

Heidi Petito, the county’s interim chief of staff, said the county hadn’t gone out to bid and hadn’t drawn up any alternative options because staff didn’t find anything other than the church that they believed would meet the county’s needs.

Dance said he would have liked to see some numbers comparing the church to other options — even if the presentation also noted why the other options were less favored.

“We have to be transparent in that we are getting our value and it’s fair to all concerned,” Dance said. “I just would have liked to have seen in the agenda packet, as part of that comparison, that we’ve looked here and we’ve come to this conclusion.”

‘He made you feel

important’ Flagler Palm Coast remembers Principal Russell BRIAN MCMILLAN EXECUTIVE EDITOR

R

esponding to tragedy with a fight song, Flagler Palm Coast High School hosted a memorial event Dec. 11 for Principal James “Tom” Russell, who died Dec. 9 after a three-week battle with COVID-19.

Dozens of cars lined up in the parking lot at FPC and honked their horns as they drove past the football stadium and listened to the band play the fight song. The plan was for the lights at the stadium to shine in the night for 20 minutes, 20 seconds in his honor.

It was a fitting tribute, said Evana Fretterd, Student Government Association activities director. When the pandemic prevented students from returning to school after spring break at the end of the 2019-2020 school year, Russell was extremely sensitive to the members of the Class of 2020, who were missing out on prom and grad activities.

“He made it a point to start something,” Fretterd recalled, “so they had Friday Night Lights.”

Every Friday, she said, Russell would go to the stadium and talk to a staff member on Facebook Live, sharing information and encouragement with the FPC families.

The Dec. 11 event was intended to commemorate his spirit of inclusion and love for the stu-

dents by hosting another Friday Night Lights in his honor.

Russell also started a tradition of having the fight song played during the morning announcements, which is why the band played on Dec. 11.

Fretterd said that as she organized the drive thru and recruited people to help, everyone was enthusiastic.

“There were a lot of yeses in a time of nos,” she said.

GENUINE EMPATHY

Fretterd was one of many who told similar stories of Russell’s genuine love for the staff and students. After serving as superintendent of Volusia County Schools for several years, Russell was hired as FPC’s principal only before the 2019-2020 school year, and yet, Fretterd said, “You would think he was here for 20 years. His impact is obvious.”

Ginger Smith, a 1997 FPC alumna who is now the front desk receptionist, said, “He loved his support staff. He really cared about us.”

Fetu Kiliona Kalawaianui, registrar, called him “a true, genuine person. He made me feel like my job was important.”

Assistant Principal Amy Ferrer first met Russell when she worked at Mainland High School, when Russell was superintendent in Volusia.

We did not know him well, but what we did know of him....well, he was an amazing human being. Many of you know that my son was bullied by a teacher at his former high school. We transferred to FPC in January of last year.

Mr. Russell reached out to us personally and invited us to meet him at the school, DURING Christmas break, to help make sure we were 100% comfortable. He took time from his holidays to meet with us. One of the first things he said to us was that his goal was for Elliott to graduate and he was going to do everything in his power to help make that happen. This included already having Elliott’s transcripts from the other school and personally helping make a schedule. It also included having a school ID made with Elliott Bertrand on it.... which wasn’t something he NEEDED to do but felt it was necessary to help in welcoming Elliott to his school.

And when it was made with only one “t”, he had another one made ASAP. This wonderful man accepted our son, unconditionally.

Every single time I reached out to him, he returned my messages in quick fashion.

Quite simply put....HE CARED. He knew the names of every single student, over 2,500. He was ever present.

He was vigilant about safety this school year, wearing two masks himself.

So while I say we did not know him well, I believe we knew the best part of him.

He was kind, compassionate, passionate and A GOOD MAN. My son does not trust easily or lightly. He trusted Mr. Tom Russell.

Teacher Michael Rinyu also told a story of how Russell proved he cared. Soon after Russell was hired, he drove through Orlando traffic just to see Rinyu and two students speak at a conference for about 15 minutes. It was the first time Rinyu met Russell.

“He told us what a great job we did,” Rinyu said. “It immediately showed me what kind of a person he was. He went out of his way to tell us we were important. He listened more than he talked. You always felt important.”

Bookeeper Linda Longo said Russell always asked the support staff, “How can I help you?”

Exceptional Student Education teacher Katie Kastner called him “genuine.” “He wanted to know what you did, but it was more important to know you as a person,” she said.

Eleventh-grade trumpet players Josh Pilecki and Daniel Skinner also had fond memories of Russell.

“He was inspirational to the whole school,” Skinner said. “He brought up our spirits.”

“He knew our names,” Pilecki said.

‘FPC IS A FAMILY’

As the cars finished driving through the bus loop and the lights were turned off, one student remained: Allie Metz.

Metz, a member of SGA, was walking the bus loop and taking down the banners that she had helped create earlier in the day to honor Russell. She felt sad, but there was something more.

“I also see such a great thing happening,” she said. “FPC is a family, so it’s great to see that we did something like this for someone passing who was so important.”

She will remember Russell for being a constant presence in the cafeteria, talking to students.

“He would ask how your day was,” she recalled. “He would see you at an SGA event, and he would ask questions, and you would feel important. He would make you feel singled out in a good way. He made people feel important.”

Three suspects arrested after home invasion FCSO still searching for fourth suspect in case.

Flagler County Sheriff’s Office deputies have arrested three suspects and are searching for a fourth in connection with a Dec. 12 armed home invasion robbery in Palm Coast’s P-Section.

The FCSO received a 911 call from a home on Prospect Lane shortly before midnight. It was an open line, and the dispatcher could hear an argument but was not able to speak with the caller.

Units responded to the location and saw a silver Chevy speeding away. It crashed at Palm Coast Parkway and Colbert Lane, and multiple males ran away from the crash.

Deputies set up a perimeter, and a K9 Unit responded to search for the subjects.

Deputies found one firearm in the car and two more firearms during the search for the subjects.

They found and arrested three suspects at 3:40 a.m. on Dec.13.

One suspect sustained a dog bite to his left hand from a Sheriff’s K-9. Deputies are still searching for the fourth suspect. If anyone can identify him, please call FCSO at 386-313-4911 and reference Case Number 2020-115128.

The residents of the home told deputies that the robbers

fired shots inside the home.

Many of the occupants of the home sustained minor injuries during the encounter, and the robbers stole a large amount of cash.

Deputies found a bullet hole in the ceiling just inside the front door and saw signs of a struggle, with furniture overturned and in disarray.

“At this time, we do not believe this was a random attack and likely involves other criminal activity, like most home invasions do,” Sheriff Rick Staly said.

“Our patrol deputies did a great job quickly apprehending three of the suspects. The investigation is ongoing to determine the motive for the crime, and investigators are also working to identify the fourth suspect. If anyone has any information on this case, please call us or Crimestoppers.”

Carlos Dupree, 34, was arrested and charged with Possession of a Firearm by a Convicted Felon, False Imprisonment, Aggravated Assault with a Deadly Weapon, Home Invasion Robbery, Wearing a Mask While Committing a Felony, Resisting Arrest, and Violation of Probation. He is being held with no bond allowed.

A 16-year-old and a 15-yearold were arrested and charged with several crimes. They were turned over to the Department of Juvenile Justice.

County will proceed with eminent domain on two dune properties A handful of property owners represented by a Clearwater-based attorney recently agreed to terms.

A proposed new resort in downtown Flagler Beach just west of Veterans Park earned initial approval from the Flagler Beach City Commission on Thursday, Dec. 10.

The commission unanimously approved a special exception application that will allow the placement of a hotel on a 1.38acre parcel off Moody Boulevard, bordered by North Central Avenue and South Daytona Avenue and currently used for the Flagler Beach farmers market. The site is separated from A1A by Veterans Park.

The commission’s decision concerned the question of whether a hotel would be an appropriate use of the property, rather than the particulars of the individual proposal. A more detailed level of review will follow after the developer submits a site plan.

The land is zoned general commercial, and while that zoning designation allows for hotels, they fall within a special category of uses that must undergo a secondary layer of review and approval.

The land had been the site of the Flagler Beach Hotel from 1925 to 1972 and is now

owned by Zoee Forehand, the owner of the Z Wave Surf Shop.

The proposed two-story, 97-room hotel building would be designed by Anjon Resort Homes and would also have a tavern.

Ten townhomes would also be constructed on the site.

A management company has not yet been named, but confidential talks with a national resort chain were underway when the city’s Planning and Architectural Review Board gave the proposal its unanimous vote of support on Dec. 1.

Only one resident expressed opposition to the proposed resort, at the Dec. 10 meeting, saying she was concerned that it would impact roadway traffic and increase pedestrian traffic that damages the beach dune. No members of the public had expressed opposition to the proposal at the PAR Board meet-

ing.

Commissioners asked a few brief procedural questions of staff before their vote.

“We all knew sooner or later that that commercial piece of property was going to be developed,” local attorney Dennis Bayer said at the Dec. 10 meeting, “and I think the Forehands have really gone the extra mile to find the proper proposal for the property. ... It’s finally going to give us that boost for our community redevelopment area that’s really been stagnant since the recession. It’s going to really help bring in the money that we can use to help revitalize downtown, provide additional parking, complete the under-grounding of the utilities and all the other things that will make us a vital downtown area that will be a benefit to the community.”

Flagler County is moving forward with eminent domain proceedings concerning two lots that are impeding the planned Army Corps of Engineers beach renourishment project in Flagler Beach, and hopes to soon have signed easements that will allow the work to proceed across the other properties.

The Army Corps requires all property owners whose land will be affected by the project — which involves dredging sand from an offshore borrow pit and using it to length and reinforce the beach — to sign easements that will allow staff to access their land.

A handful had resisted granting it, imperiling the project: If some properties aren’t reinforced, the gaps in the dune could undermine the whole thing.

One property owner who owns two lots has refused to grant access, and the county has started eminent domain proceedings, County Attorney Al Hadeed said in an update on the project at a Flagler Beach City Commission meeting Dec. 10.

Other property owners had retained Clearwater-based eminent domain attorney John LeRoux and pressed the county to pay them for the easements, prompting Flagler Beach residents to create a gofundme.com campaign that raised $41,000 to pay off the

Those property owners agreed to negotiated sums. By Dec. 14, they had started setting appointments to sign easements.

The proposed Army Corps work is expected to start in April.

The Corps has told the county it would like to see a traffic management plan created for beach access from State Road 100 across A1A, and the county is working on developing one, Hadeed said.

School Board votes 3-2 to add ‘gender identity’ to policy The decision followed a year-long campaign by transgender students and their supporters. began when Randy Bertrand, the parent of a local transgender high school student, pushed the district to add gender identity to the policy.

The board’s vote followed appeals by members of the public, including the Bertrand family, and by Conklin and Massaro in favor of adding the language.

Student School Board member Kyleigh Ruddy also presented an internet petition she’d organized that had garnered 418 signatures in favor of adding gender identity. No members of the public at the Dec. 15 meeting spoke against adding gender identity to the policy.

The dissenters on the board, Woolbright and McDonald, said they wanted students to be protected, but felt that could be accomplished with procedures rather than policy.

Conklin said that policy drives procedures.

“What happens when we have an employee who refuses to follow procedure, and ... that employee could be disciplined or, possibly, worse case scenario, terminated,” she said. “ ... Is it a rightful termination if it’s not in policy? The policy protects the procedure, and if we don’t have gender identity in the policy, then the procedure is weak, no matter what the procedure is.”

Transgender students will be explicitly protected in Flagler Schools’ nondiscrimination policy: The School Board at a Dec. 15 meeting voted 3-2, with board members Janet McDonald and Jill Woolbright dissenting, to add the words “gender identity” to the policy’s existing list of protected characteristics.

Board Chairman Trevor Tucker, who at a recent workshop had expressed concern that adding “gender identity” could be a slippery slope to adding multiple identities and making the policy excessively long, had by the Dec. 15 meeting changed his mind, voting along with board members Colleen Conklin and Cheryl Massaro in favor of adding “gender identity” to the policy as a parenthetical after the word “sex.”

Rather than stating that discrimination may not take place on the basis of “... color, religion, gender” and other categories, the new language of the policy will state that discrimination may not take place on the basis of “... color, religion, sex (sexual orientation, gender identity)” and the other categories. (Sexual orientation had already been listed elsewhere in the policy.)

many students who have come before us and shared that they don’t feel protected. That they are not included in this policy. ... This should be about protecting our students. ... If we’re simply going on nothing else but to say, ‘It’s in the procedure,’ I would challenge you to think very, very, very carefully about when that procedure is broken — and there is no policy to back it up — what kind of position have you put us in.”

Massaro noted that the proposed policy change seemed controversial only to adults — not to students. Not a single student, she noted, had spoken against it, while many had spoken in favor.

“We have a group of students that has requested us, as School Board members, to help them. I believe it’s our duty to do that,” she said. “If it helps one student, it’s a valuable move. ... I’m hoping, by doing that, we’re going to relieve a lot of pressure from a

group of our students.”

After the vote, Woolbright praised the Bertrands for speaking for their position without being insulting or accusatory.

“You pushed me,” she said. “I’ll tell you what: If people could converse with opposing thoughts the way the Bertrands can converse, this country would be such a better place.”

The existing list of covered identity categories to which gender identity will be added includes “race, color, religion, gender, age, marital status, sexual orientation, pregnancy, disability, political or religious beliefs, national or ethnic origin, or genetic information.”

The board also approved a federally mandated change to the policy that specifies through a parenthetical that anti-Semitism is prohibited under the policy’s prohibition on discrimination based on race.

BRIEFS Flagler County closes on sale of utilities to FGUAs The sale and transfer of Flagler County utilities to the Florida Governmental Utility Authority (FGUA) was successfully completed Thursday, Dec. 10.

“We’ve been working toward this end for quite a while, and [it] was the most complicated transaction I’ve ever been involved in,” said County Administrator Jerry Cameron. “This is a big day both for us and the customers of the utility systems as FGUA can better serve them because of their industry-specific expertise.”

The assets that transferred to FGUA are the water and wastewater utilities that serve the Beverly Beach, Eagle Lakes, and Plantation Bay areas — almost 2,800 customers.

The sale and transfer retires Flagler County’s debt on the utilities. It provides a seat on the FGUA Board to a designee of the Flagler County Commission.

Cameron has been named, and he will attend his first meeting Dec. 17.

A couple of minor technical issues remain to be finalized, such as closing out two grants for utility generators.

“This is going to be so much better for our residents served by these utilities,” Cameron said.

“FGUA is the answer for a utility that provides reliable, continuous service.”

The community gathered to enjoy activities, latkes and individually wrapped doughnuts.

At 6 p.m., Rabbi Levi Ezagui led the ceremony of The Festival of Lights, rejoicing in the blessing of “celebrating openly — bringing more light into the world.”

Sheriff Rick Staly shared some of his experiences with the community; his mother was a social worker many years ago for the Jewish Department of Children and Family Services in Jacksonville.

“Chanukah has come to represent the victory of right over might, light over darkness, and freedom over oppression,” Staly said.

Mayor Millisa Holland shared her thoughts and initiated the Menorah Lighting.

I can remember sitting down and writing my goals toward the end of last year and surviving a global pandemic was definitely not on that list. The one thing I can say without a doubt is that this year has been the biggest growth year that I have experienced yet.

We successfully opened a branch office for our real estate company, EXP Realty. If you’ve been following our journey, you know that this is something that I had on my goal list for the last couple of years. We’re still making changes and adjustments as the world changes around us, and that’s okay. I have had to let go of the idea of “perfect” and trust that “done” sometimes is good enough. I’ll tell you one thing that’s been a light in my life: those people I share the office with.

I have also gone through some of the darkest days of my life this year.

Our marriage has seen its biggest challenge. I’m sure many marriages have seen tough times, as many have experienced job loss, childcare difficulties, virtually schooling, and on top of all that, not being able to see family.

It’s also been a challenging year for many of the people close to me. I’ve watched friends experience the loss of their parents and children. I’ve seen others get COVID-19 and end up in the hospital or lose their family member to the virus. Some have lost

jobs, gone through divorce, have had relationships strained over politics.

The world just felt so heavy this year.

The bright side, although sometimes hard to see, is the growth we have all experienced. Each person I watched struggle this year has handled their challenges head on and become so much stronger because of it. The pain and discomfort each of us has gone through, while oftentimes extremely difficult to navigate, has led us to where we are now and is continuing to guide us to become the people we are meant to be.

Through it all, our son has become the center and absolute joy of our lives. He’s growing and smiling and laughing and learning like nothing is going on. That alone has taught me a lot. Sometimes, when the world feels crazy, all we need to do is take a step back and realize what’s truly important in our lives: family, friends and health!

I am looking forward to 2021, and not just to move on from 2020. I am looking forward to taking all of the incredible, and challenging, life lessons that were given me this year and applying them to have a happier and healthier 2021!

This is the third report since the governor’s request in 2019 following the Parkland shooting.

A statewide grand jury studying school safety issued an interim report Dec. 10 that tore into Florida’s mental-health system, saying that “deficiencies in funding, leadership and services related to mental health care tend to turn up everywhere like bad pennies.”

“This grand jury has received a great deal of evidence and testimony regarding financial deficiencies, conflicts between various agencies over information sharing and privacy, inadequate or inefficient provision of services and a number of other serious problems,” the report said. “To put it bluntly, our mental health care ‘system’ — if one can even call it that — is a mess, and we have formulated a spate of recommendations for straightforward improvement and further study in this critical area.”

The 27-page document posted on the Florida Supreme Court website was the third interim report issued by the grand jury, which the court impaneled in February 2019 at the request of Gov. Ron DeSantis. The request came a year after a gunman killed 17 students and faculty members at Marjory Stoneman Douglas High School in Parkland.

While the interim report addressed several issues, it focused most heavily on what the grand jury saw as problems in the mental-health system. The accused Parkland shooter Nikolas Cruz, a former Marjory Stoneman Douglas student, had received treatment for mental-health issues — leading to scrutiny of the mental-health system.

The grand jury said in the report that it is “clear to us that inadequately addressed mental health issues have the peculiar potential to spiral out over time into criminal acts and violent behavior resulting in serious injury and loss of life.”

While acknowledging that “these are hard problems,” the report described a disjointed, under-funded system and called on the Legislature to form a commission to study mental-health services. It suggested that such a commission could be similar to a panel known as the Marjory Stoneman Douglas High School Public Safety Commission, which the Legislature formed after the 2018 shooting to investigate school safety and make recommendations.

“It should be apparent to any reader of this report that this grand jury has only scratched the surface of the myriad difficulties involved in comprehensively addressing the sad state of mental health care services in the state of Florida,” the report said.

Florida provides less money per capita than any other state for mental health.

YOUR TOWN FLAGLER SHERIFF CREATES ‘BEAR’ PROGRAM FOR ELEMENTARY STUDENTS Sheriff Rick Staly tasked the Flagler County Sheriff’s Office school resource deputies working with elementary-aged students to create a program geared towards providing instruction and safety information that is ageappropriate and law enforcement related.

With approval from Flagler Schools administrators, the SRDs came up with the name “Being Excellent And Respectful” and will refer to it as BEAR for short. The program will be presented by the School SRDs to third, fourth, fifth and sixth grade students. Third grade will focus on bike safety, fourth and fifth grade will focus on bullying, and sixth grade will focus on threats and the role of a law enforcement officer.

“Our SRDs provide excep-

tional service to their campus, but another priority of the SRDs being on-site each day is to form a trusting relationship with the students. The BEAR program aims to continue to cultivate that relationship as well as providing vital safety information to children,” Sheriff Staly said.

These presentations will provide the following: Continue positive interaction between the SRD and the students; provides interactive discussion for the students and SRD on each topic; provides a message from the sheriff regarding each topic, key points to discuss, and activities to complete; school delivery methods will vary contingent on the principal’s choice; students will be provided a pamphlet to follow along the program with the SRD; allows for parents, guardians, and families to review the information with their child when student arrives home.

Residents and businesses now have new mapping tools to check out development in the area, capital projects and what swales are being worked on in the city of Palm Coast.

One of the maps shows projects at two different stages in the planning process. It is designed to keep the community informed on what’s coming to the area and information about each piece of development. The map can be accessed at shorturl.at/cmnIJ. “Not only is this map userfriendly, it is also dynamic in that it will adapt to whatever device is used to access it,” said Environmental Planning Technician Jordan Myers, who completes all of the mapping for the planning division. “We want residents to know what new developments are coming to their area, and the city as a whole, so they can stay informed.”

The yellow stars identify active applications indicating projects going through the planning process to get approvals, which could be technical site plans, preliminary plats, and subdivision master plan. Red stars indicate approved projects for basic infrastructure type construction such as clearing land, plumbing

and working toward vertical construction – or building from the ground up.

Last minute tax saving strategies

Every year around this time we receive an influx of clients looking to save as much as they can on their taxes. We employ several strategies and options, some easier than others, which can potentially have a dramatic impact on the amount of money that our clientele have to forward to the IRS. Below we will outline some of the more obvious and easily accessible options.

Traditional IRA contributions: There are some limited restrictions on deductibility of Traditional IRA contributions. However, if you are not subject to the income limitations phase out, it is a very easy way to reduce your tax burden.

For 2020 you can contribute $6,000 into a Traditional IRA account, if you are over 50 years of age the amount increases to $7,000. This contribution can be made by both spouses, if married, regardless of whether both spouses work. The only caveat is that there has to be enough earned income to justify the contributions by at least one of the two participants. In essence, if you meet the criteria, it’s an easy $12,000-$14,000 tax deduction. In many cases people have excess money just sitting in savings accounts earning almost nothing. We can use that money to fund IRA contributions to take advantage of the tax deduction. You have until the tax deadline in 2021 to contribute to IRA accounts for 2020.

Like the Traditional IRA above, contributions must be made prior to the tax deadline in April 2021, for 2020.

Health Savings Plans: An HSA is a tax-advantaged personal savings account that can be used to pay for medical, dental, vision and other qualified expenses now or later in life. To contribute to an HSA, you must be enrolled in a qualified high-deductible health plan (HDHP) and your contributions are limited annually. Payroll deduction is most likely offered by your employer. Your annual contribution will be divided into equal amounts and deducted from your payroll before taxes.

Direct contributions can also be made from your personal checking account and can be deducted on your personal income tax return. The limit for 2020 is $3,550 for individuals and $7,100 for family.

There are several more strategies that can be incorporated, but for the sake of this article we tried to highlight three of the most popular.
