John Vidota traveled to Germany in a box car where he would sleep on a bale of hay for three days.

young, courageous John Vidota joined the Army on his 17th birthday.

“I was very, very loyal to my country and I wanted to do whatever I could for my country,” Vidota said.

If he could’ve joined sooner, Vidota would have. He tried joining the U.S. Navy at 16, but he was too young.

The Flagler County Sheriff’s Office, along with the Department of Children and Families, removed five siblings from a home on Water Oak Road on Oct. 31 in Bunnell after finding the residence to be untenable. One sibling called 911 to say she was contemplaing suicide because of the home’s conditions, which included roaches, rotting food and animal feces throughout.

Both parents, Dennis Allen and Betty Allen, were arrested for five counts each of child neglect.

The FCSO received an outpouring of support from the community and a strong desire to help the children. The Community Baptist Church, located at 956 S. Old Dixie Highway, has been designated as the collection site for donations for the children.

Donations will be collected on site from 9 a.m. until noon on Monday through Thursday.

Those wishing to donate financially can mail or drop off a check to the church made out to Community Baptist Church with “Allen Children” written in the memo line on the check. Financial donations can also be made online by visiting https://cbc956. breezechms.com/give/online.

The children are in need of new or gently used clothing, underwear, socks and shoes. There are three girls, ages 14, 12 and 8, and two boys, ages 9 and 6.

“I am so impressed with the community’s desire to help these children in need,” Sheriff Rick Staly said. “Thank you for coming together to help and support them and thank you to the Community Baptist Church for ... looking out for them.”

Currently, the children are being cared for in foster homes with the girls in one home and the boys in another by the Department of Children and Family Services and the Community Partnership for Children. CPC is working on a plan to place all siblings together.

Staly, who serves on the Board of Directors for the Florida Sheriff’s Youth Ranches, has worked with FSYR President Bill Frye who agreed to hold five vacancies at the FSYR Bradenton Campus for the children. However, the state has not agreed to this placement and final placement decisions are up to DCF and the courts.

Bunnell will allow The Sheltering Tree to operate during the federal investigation.

The Bunnell City Commission voted unanimously and with little discussion Nov. 4 to comply with a Department of Justice directive that ordered the city to let the cold weather shelter known as The Sheltering Tree continue to operate while the DOJ investigates whether the city violated federal law by shutting it down.

The shelter operates only when the weather drops to 40 degrees Fahrenheit or below, and was open 19 nights last year. The Justice Department will be investigating whether Bunnell violated the Religious Land Use and Institutionalized Persons Act (RLUIPA) when it denied the church a special exception that would have allowed for the operation of the shelter.

“The directive for the federal government has been approved; we will honor that,” Mayor Catherine Robinson said after the vote. “Meanwhile, we will work to have a better solution than 19 nights, because the homeless deserve better than that: We deserve to have permanent solutions to help them.”

“We dearly want to work with the city on any issues that come up or any concerns that you have,” Collins said. He gave an example of an adjustment The Sheltering Tree has already made in order to help allay community concerns — changing food pantry operations so that people waiting for help wouldn’t crowd the area around the church on Wednesday mornings.

“Being sensitive to that, we moved that operation to Tuesday and rather than people waiting to meet us, now we bring them into the courtyard to reduce visibility of people,” Collins said, “because we know that people have concerns about their children, about the appearance of the neighborhood, and that one or two bad apples can make a very bad impression.”

People who are loitering will be told to move on, he said, “and we will respect the citizens and the council of the city.”

“We know that you have to consider the thoughts and concerns of your people, and that everybody is doing their best to address the issue,” Collins said. “We hope that somewhere in the middle we can find a compromise that works for all of us, regardless of the outcome of the DOJ.”

“It has fallen on you at this particular time to have to address an aspect of homelessness,” he said to the Bunnell commissioners during the meeting’s public comment period. “The community needs to realize and own the countywide problem of homelessness. ... And I’m just here tonight to tell you that we support you in any way that we can. ... It extends far beyond the cold weather shelter. The homeless problem has to be addressed on a systemic basis, and as soon as I can get some of these other fires put out, I intend to devote a considerable amount of energy to it.”

“You don’t know how it warms my heart, and I could almost cry right now, over what you just stood there and said,” Robinson replied. “Because I’ve been talking about the homeless problem — and doing something globally for the homeless, not just little bits and pieces — since 2011. And this is the first time that I’ve seen someone from the county come and say it’s a county problem and we’re going work on it on a county level and we’re going do more than 19 nights open a shelter — because what about the other 246?”

Hired as a sub, after drug and sex arrests How was Corey Hodges hired after two arrests and multiple allegations that he’d harassed teenage girls?

He was arrested in 2007 for marijuana charges. He was arrested in 2012 for allegedly molesting a teenage girl. So how was Corey Hodges hired in 2018 as a substitute teacher at Flagler Schools?

As recently as October 2019, he was an active substitute teacher at both Indian Trails Middle School and at Bunnell Elementary.

“I will be looking into it,” Flagler County School Board member Maria Barbosa said. “We don’t have all the information or all the details yet.”

The Palm Coast Observer recently obtained the personnel file of Hodges, a 41-year-old Palm Coast resident. The file details his past career as a correctional officer at Tomoka Correctional Institution and his subsequent firing from the facility. It details his attempt to be granted a Florida Educator’s Certificate by the Florida Department of Education. It shows that he received a masters degree from Liberty University and had aspirations of coaching. He was also active with the Police Athletic League teams.

The personnel file does not include any mention of the 2012 arrest for the molestation charge.

He was found not guilty of the charge in Volusia County.

As of Nov. 1, a staff member at Indian Trails Middle School told the Observer that Hodges was no longer on the substitute teaching list for the school, but the school provided no explanation why.

School Board attorney Kristy Gavin was emailed three times over the course of a week to ask the same question, but she did not respond to the emails.

As of Nov. 5, a staff member at Bunnell Elementary said Hodges was still on the substitute list.

Hodges was cleared to work by Flagler County Schools’ Human Resources Department on Nov. 28, 2018, after he passed a background check, according to his personnel file.

Hodges was granted his Florida Educator’s Certificate on March 26, 2010, after a lengthy battle with the Department of Education, which initially denied his application — which was submitted on Sept. 26, 2008 — on the basis that he responded “No” to the following application question: “Have you ever been convicted of, found guilty, had adjudication withheld, entered a pretrial diversion program, or pled guilty or nolo contendere (no contest) to a criminal offense other than a minor traffic violation?”

Hodges was a certified correctional officer at Tomoka for four years. However, he was arrested on Sept. 23, 2007, and was charged with possession of cannabis and with introducing a controlled substance into the state prison.

The charges were dropped on Oct. 8, 2007, because he participated in a pretrial diversion program.

The Department of Education gave notice of its intent to deny Hodges’ application on March 30, 2009.

“The DoE is authorized to deny any applicant a certificate if it possesses evidence satisfactory to it that the applicant has committed an act or acts or that a situation exists for which the Education Practices Commission would be authorized to revoke a teaching certificate,” Commissioner of Education Eric Smith wrote in the notice.

Hodges, who was applying for the certificate so he could coach high school basketball, filed an Election of Rights form with the Department of Education on April 24, 2009, and the Teacher Panel of Education Practices Commission gave a final order on March 26, 2010, that Hodges’ Florida Educator’s Certificate be granted to him.

All of this was in Hodges’ personnel file. What was not in his file, however, was an arrest that occurred nearly two years after he was granted his certificate.

Hodges, 34 at the time, was a child specialist at StewartMarchman-Act Behavioral Healthcare in 2012. However, he was fired after allegations that he molested a teenage client surfaced early that August. While no other criminal offenses were

found, other teenage girls at the program said “Hodges was a pervert who would stare at their bodies, make inappropriate sexual comments and purposely drop things so that he could watch them bend over to pick them up,” according to a report by the Observer after his arrest. One of the teens said Hodges touched her breasts under her shirt and kissed her on the lips.

Investigators with the Sheriff’s Office’s Sex Crimes Unit interviewed other teenage girls at the program. An 18-year-old girl said Hodges told her that she should be a stripper because she had a nice body. And a 14-yearold girl said that while she was going through heroin withdrawal, Hodges ordered her to get out of her bed even though she told him she was naked. She got up and tried to cover herself with a blanket, but she said that Hodges ordered her to drop it.

In addition, surveillance video from inside the facility showed Hodges going into one of the girls’ rooms, in violation of staff policies. He also violated the facility’s policies when he drove the girl to the hospital instead of having a female employee do it.

Hodges denied the allegations but faced one charge each of lewd or lascivious molestation and lewd or lascivious conduct, according to the Volusia County Sheriff’s Office.

He was arrested on Aug. 28 by the Flagler County Sheriff’s Office and taken to the Volusia County Branch Jail in Daytona Beach — but was found not guilty.

Attempts to reach Corey Hodges were unsuccessful.

County gives preliminary approval for 132 new homes The county also decided not to overturn its planning director’s decision allowing for a boat storage facility in The Hammock.

Plantation Bay will be getting 132 new homes, divided between 33 four-unit “quadruplex” buildings on 63 acres.

The Flagler County Commission at its Nov. 4 meeting approved the proposed planned unit development and preliminary plat for the new homes, which will be located on the western side of the Plantation Bay community.

But the board was divided: Although the planned unit development application was approved unanimously, the preliminary plat application — the section that includes consideration of utilities, which would need to be provided through the countyowned utility at Plantation Bay — was approved with a 3-2 vote, with Commissioner David Sullivan and Commissioner Charlie Ericksen voting no.

Sullivan was dissatisfied with homebuilder ICI’s handling of utilities at Plantation Bay. The county, in partnership with the city of Bunnell, had purchased the ailing utility in 2013 for $5.5 million in order to rehab it. The county then took over the utility in its entirety, and is still paying on it.

“I’m still concerned that ICI has never taken seriously pro-

viding some help,” Sullivan said.

“I do think we could use support from ICI to try to help in providing some alleviation.”

The quadruplex buildings will be constructed on individual lots separated by a minimum of a 20-foot buffer, and with 20-foot driveways. There will be no pools.

BOAT STORAGE PROPOSAL IN HAMMOCK MOVES FORWARD

A proposed boat storage facility in the Hammock is getting the county’s go-ahead: Ruling against an appeal by the Hammock Community Association, the County Commission on Nov. 4 upheld Planning Director Adam Mengel’s determination that the proposed facility would be a permitted use at 5658 N. Oceanshore Blvd.

Mengel had determined that boat storage, though not specifically mentioned in the land development code as a permitted use, is similar enough to an alreadypermitted use on that parcel of land — which had previously been used for small-scale boat production — that it should be allowed.

Hammock residents had countered that the storage facility would represent an increase in use intensity over boat production, not a decrease as Mengel had stated, because of the comings and goings that would be associ-

ated with the boat storage location as opposed to the small-scale production facility. It would be more akin to a warehouse, which would not be a permitted use in that area, they stated.

“This is just the wrong spot for what he wants to have with these 240 storage units,” said attorney Dennis Bayer, representing the HCA. The HCA had previously appealed Mengel’s decision to the county’s planning board, which had also ruled in Mengel’s favor, before the matter was brought to the County Commission.

“I think it boils down to interpretation of whether it’s a warehouse or not,” Commissioner Greg Hansen said. “I think it’s unfortunate that Mr. Mengel used the phrase ‘less intense,’ because I don’t see that at all.”

He said he’d spoken to residents of the area who thought that boat storage would be a useful addition.

Commissioner David Sullivan thought the proposed facility would be an improvement over what’s there now.

“I drove over there on Friday, and that place is a mess right now,” he said. And nearby, he added, “There’s another commercial establishment; it’s not just homes. ... My gut feeling is that this will look a lot better than it looks right now, and this will be an improvement in the Hammock and not a detriment.”

Commissioner Donald O’Brien said he saw the proposal as more akin to a marina with boat storage than to a warehouse or storage facility. The board denied the HCA’s appeal unanimously.

Teen arrested over Snapchat threats A 17-year-old boy was arrested Oct. 30 for written threats to do bodily injury after threatening another teen on Snapchat, according to the FCSO. An deputy was at the victim’s house following up about a previous threat when the deputy saw the suspect’s car pass the home.

The suspect then posted two videos on Snapchat stating that the victim was “lucky” that deputies were on scene because he was about to “beat” the victim.

A deputy responded to the suspect’s home and determined that he did post the Snapchat videos and did intend to fight the victim.

Shupe reprimanded over spat with Petito Jarrod Shupe, the chief information officer for Flagler County’s Information Technology Department, has been given a six-month improvement plan as a result of his public dispute with Fire Rescue Chief Don Petito. Petito was not given an improvement plan, but he is so frustrated with the situation that, after 15 years at the helm, he is applying for jobs outside of the county.

In separate memos, Shupe had criticized Petito in September for “vulgarity-ridden outbursts,” and Petito had claimed that Shupe was a “control freak.” The directors disagreed about who should make the decisions regarding the emergency communications system during Hurricane Dorian.

Petito said that if the problem were to be resolved to his satisfaction, “there would be a possibility” that he would be interested in staying Flagler County.

AdventHealth Palm Coast mourns death of Dr. Martin Kubiet A key figure at AdventHealth Palm Coast for 15 years, Dr. Martin Kubiet died Oct. 31.

“Dr. Kubiet will be terribly missed,” hospital spokeswoman Lindsay Cashio told the Palm Coast Observer. “A skilled pulmonologist in our community, Dr. Kubiet was board certified in pulmonary disease, internal medicine and critical care, and had practiced at AdventHealth Palm Coast for more than 15 years.

He was our cardiopulmonary medical director and associate medical director for our hospice care program.”

porting the UNF proposal, known as “UNF MedNex.” The Flagler County Commission during its Nov. 4 meeting also unanimously approved a resolution of support for adding the proposal to the county’s legislative priorities.

“It would be a tremendous boon to this community if we were able to actually get that, and it would have a long-reaching effect on our progress and viability,” County Administrator Jerry Cameron told commissioners at the meeting.

Continuing care facility gets OK The developer of a proposed continuing care community near the Quail Hollow neighborhood at Belle Terre Boulevard will have more time to develop the land. The proposal had been approved as a Planned Unit Development on 1,013 acres in 2005, but construction was delayed after the recession began. The city, at its Nov. 5 meeting, granted an extension. The land is already approved for 724 units, of which 80 have already been built near the project area’s southeast corner. There would also be a 120-bed extended care facility, 504 independent living units and 20 single family lots.

Three graduates of Flagler Palm Coast High School’s Fire Academy, which started three years ago with support from the county government, now have new jobs as Flagler County firefighters.

The three — Noah Dunaway, Dylan Cronk and Beau Kruithoff, all 18 — have earned their Florida state firefighter and EMT certifications.

County Fire Chief Don Petito and Flagler Schools Superintendent James Tager introduced the firefighters at a County Commission meeting Nov. 4. FPC Principal Tom Russell, Assistant Principal Kerri Sands and district Executive Director of Student and Community Engagement Lynette Shott also attended.

“We don’t usually introduce new hires to the commission, but today is a special day,” Petito said. “This is the first graduating class of the FPC Fire Academy ... a true classroom-to-career form of class that we’re doing now, and it’s the only class in the state of Florida doing this.”

Tager thanked the county for its contribution to the FPC academy’s efforts.

“I think the program that we have for students with classroom-to-careers is the best in the state and one of the best in the country,” Tager said. “Students are coming to school just for the fire fighting academy flagship. ...

When young people have futures, you all are doing a fantastic job.”

The FPC Fire Academy has 150 students, Petito said.

“It should keep us for a few years,” he said. “I think it would be able to staff most of the fire departments around here.”

AMY LUKASIK TAKES HELM AT TOURISM DEPARTMENT

Amy Lukasik, the newly-appointed director of the county’s Tourist Office, laid out a strategy for a new direction during a County Commission meeting Nov. 4 .

It was Lukasik’s first day as director: She had been serving as interim director ever since former director Matt Dunn was placed on administrative leave in April.

Dunn was fired Oct. 18.

The department’s new draft plan, Lukasik said, lays out three goals — destination development, visitor experience and organizational excellence — and a series of objectives for achieving each.

Objectives for the destination development goal, she said, include increasing exposure for the county’s eco-tourism locations, improving destination sig-

nage and environmental messaging such as the county’s “Dodge the Dunes” campaign, strengthening area arts and culture offerings, and enhancing facilities.

“The objective here is to increase the exposure of the ecotourism magnets that we have here in our community,” Lukasik said. “We want to look at creating visitor experiences within those areas and creating packages and advocating for any improvements that need to be made.”

The county will also be adding a new destination sign on Interstate 95, Lukasik said, and expects to send the design to the printer this week.

Visitor experience objectives include advancing Flagler County’s festival culture, supporting sustainability for its beaches and environment, and targeting efforts to attract meetings and sports events that mirror the county’s strengths.

Organizational excellence objectives include redefining the TDC grant programs and capital projects fund to achieve a higher return on investment, developing a state-of-the-art visitor center, expanding community outreach, and optimizing staff and operational responsibilities.

“We realize now that it’s our residents that are our ultimate customer,” Lukasik said, contrasting the new vision with previous ones which had emphasized hoteliers and visitors. “Our goal is to build value in the community by connecting local organizations and community members around the issues that impact the overall experience.”

FDOT UNVEILS FIVE-YEAR WORK PROGRAM

The Florida Department of Transportation’s proposed five-year work program for Flagler County includes improvements at the Flagler County Executive Airport, landscaping at the Interstate 95 off ramp at State Road 100, roadway stabilization resurfacing in the Hammock, and a multiuse bike and pedestrian trail at Graham Swamp f, according to the proposed program, viewable at https://bit.ly/2PPoNbN. New additions to the proposed work program include traffic calming for State Road A1A from Ocean Marina Drive to south of Westmayer Place, and the widening and resurfacing of Walnut Avenue from Water Oak Road to Forest Park Street in Daytona North, Loreen Bobo, FDOT’s District 5 director of development, told county commissioners at the commission’s Nov. 4 meeting.

Dear Editor: There is no acceptable reason for the city to provide swalemowing service to vacant lots at no cost. I live beside one such lot, and I spend time all year cutting back the encroaching trees and ground cover that is constantly trying to take over my lot! I’ve seen the city mowing the swale but hadn’t thought about who is paying for this.

One disagreement I have with your proposal is the

four to six weeks. That means that throughout the summer, the grass is knee high for more than a month at a time in those areas.

If a resident’s grass were only mowed once a month, Code Enforcement would be knocking on the front door.

And that irony is not lost on Mancill.

“We should be maintaining the city properties in the same way that we expect our citizens to maintain theirs,” he said. “But it is a resource issue.”

Calderon’s crew of 15 people mows 679 acres of right of way on a rotating basis. That already sounds like a lot, and if that’s all they had to do, this wouldn’t be an issue. But rights of way are only a small portion of their duties.

Every month or two, on a rotating basis, the crew also mows the swales in front of an astounding number of residential vacant lots scattered around the city: more than 17,000.

Why? Because if the swales get overgrown, the neighbors’

lines of sight can be compromised. Also, snakes and other critters love that tall grass.

Moreover, the swales need to be maintained so that they will convey rain water the way they’re supposed to. So is it a public good to mow the swales? Sure.

But at what cost? And who should pay?

WE’RE PAYING FOR IT

According to Mancill, those swales take up to 85% of Calderon’s crew’s time. That crew earns a combined salary of $470,000. So that means, very conservatively, it costs about $400,000 for the city to mow the swales of vacant lots.

(That’s not including the cost of the equipment and maintenance.)

Your next question might be the same one I asked: If I have to mow my own swale, why am I paying taxes to mow the swales in vacant lots? Someone owns those vacant lots, so why don’t they pay for it?

According to city staff, they don’t pay for it. (Their $153 stormwater fee covers maintenance but not mowing.)

Something needs to change.

There is the management of these folks, vehicle expenses, equipment expenses, liability and employee benefits (not sure that’s included in your combined salary amount). I would think that the fee should be $100 per year.

If this is implemented, the city should divide the savings between upgrading the Public Works facility and the balance go to tax reduction. It would be nice to see taxes not go up so

often.

The city also needs to look at any other “free” services that should be covered by the beneficiary.

I propose that the 17,000 owners of vacant lots be assessed a yearly amount that would cover the cost of their swale maintenance. That comes to less than $25 per year. Try getting a lawn care service to match that. I talked to two of them; one said he’d charge $50 per month ($600) per year. The other one said he’d decline the work; not worth the trouble. Sounds like having the city do it is a great deal for the vacant land owner.

What would the city do with that extra $400,000 in the Public Works budget? If we really care about having our neighborhood rights of way maintained to the level at which we expect our lawns to be maintained, we should then hire another 10 people and get to work.

Or, that $400,000 could be solution to fund the Public Works facility expansion and upgrades.

Or, we could give that $400,000 back in the form of lower taxes. Hmmm ...

Medical marijuana patient robbed

Deputies catch fugitive

A 27-year-Palm Coast man was smoking medical marijuana outside Epic Theatres in the early morning hours on Nov. 1 when he was robbed by two men who pepper-sprayed him and then took his marijuana, he told deputies.

The man flagged down a deputy at 1:59 a.m. and reported the crime, according to the deputy’s case report.

The man said he’d been smoking medical marijuana along with a woman he’d smoked with twice in the past when a red Mazda pulled up and two masked men jumped out. They pepper-sprayed him, then punched him five or six times and stole $40 and the rest of his medical marijuana — about half a gram — from the center console of his car before fleeing, he told the deputy.

The man had “redness in the face and a runny nose, consistent with the effects caused by being pepper sprayed,” according to the deputy’s report. He was medically cleared at the scene. He did have a valid medical marijuana card.

The Flagler County Sheriff’s Office responded to a License Plate Reader hit on a red Chevrolet Oct. 31, and discovered that the driver, 35-year-old Steven Lambert, had multiple active felony warrants out of North Carolina for identity theft.

Deputies found the car at the Palm Coast Parkway Taco Bell.

When Lambert left the restaurant, deputies stopped him.

“Another great example of technology and good old fashioned police work coming together to get another fugitive off the streets before he could prey on our community,” Sheriff Rick Staly said in an FCSO news release. “Technology gave us a tip that a fugitive was in our county and good police work found him. Now, instead of eating tacos he can enjoy the cuisine at the Green Roof Inn while awaiting extradition to North Carolina.”

Lambert is charged locally with being a fugitive from Justice. He also faces multiple counts of identity theft and obtaining property by false pretense in North Carolina.

Man sentenced to life in prison for molesting girl James Albert Taylor, Jr., the 42-year-old man convicted in September of molesting his 11-year-old stepdaughter, will spend the rest of his life in prison.

Circuit Judge Terence Perkins sentenced Taylor to life in prison in a sentencing hearing Friday, Nov. 1, at the Flagler County courthouse, according to a news release from the State Attorney’s Office.

Taylor, at the time he committed the crime, was already a convicted sex offender with a prior conviction for molesting a minor. That conviction was one of Taylor’s six prior felony convictions, and his record made him eligible for life in prison under the state’s prison releasee reoffender sentencing statute.

The September trial had been the third attempt to try Taylor for the crime. The first attempt had ended in a mistrial when a young witness mentioned on the stand that Taylor had prior convictions: That information that was not

supposed to be provided to the jury. The second attempt resulted in a conviction that was overturned, necessitating a new trial.

“The defendant is a six-time convicted felon, including a previous sex crime involving a child victim,” State Attorney R.J. Larizza said, according to the news release. “Within two years of being released from prison, the defendant perpetrated another sex crime with a different child victim. This latest case underscores the necessity for him to be in prison for the rest of his life. The community is safer as a result of the defendant being behind bars.”

Officers treated for narcotics exposure A Flagler County Sheriff’s Office deputy and a Bunnell Police Department officer fell ill and were hospitalized after they were exposed to a drug during a call Nov. 2.

Deputies had responded to a home on North Fig Street to help Bunnell officers with a call about a possible burglary.

Once on scene, a BPD officer spoke with the victims while

an FCSO deputy secured the suspect, Jerrold Burnham.

There was a hypodermic needle with a light brown substance in Burnham’s pocket, along with a silver metal spoon with burnt residue.

Burnham began to resist arrest, yelling that he would not go back to jail and, Deputy Smith’s protective glove ripped. During the struggle.

Burnham began convulsing and fell unconscious, and the deputy and officer called for emergency medical services to take Burnham to the hospital.

He was later booked at the Flagler County jail by the BPD on a variety of charges.

After securing Burnham, both law enforcement officers fell ill. The deputy’s pupils became pinpointed, his face pale and nauseous, and he began to vomit. After a check by EMS, the deputy was administered NARCAN and taken by ambulance to AdventHealth Palm Coast. The deputy and the officer were treated for exposure to an unknown substance, then released from the hospital.

A toxicology screening is being conducted to identify the drug they were exposed to.

hay for three days until arriving at his job site. He remembers it vividly because he said they were the same kinds of cars that transferred prisoners to concentration camps. He recalls one night at 2 a.m., someone announced, “Hot meal,” and he jumped at the chance for it.

“After sleeping in that box car for a day and eating K-rations, it was a luxury to get that hot meal,” Vidota said.

In the Army, Vidota worked in the Cignal Corp. as a chief mechanic fixing cars and handling relay stations. He remained in the service until 1948. At the same time, he took classes in Germany for music. The teacher, Margot, would become his wife.

They were married 53 years.

Within the same veterans group is Tom Piekarski. Like Vidota, from a young age, the military seemed like a calling. Their service careers would occur during different decades.

By his 18th birthday in the late 1960s, Piekarski registered for the draft. In 1969, he left New York for boot camp in Great Lakes, Illinois and eventually “A School” in Lakehurst, New Jersey where he would learn about parachute jumps and their importance. His first jump? A free fall jump with no lines attached.

“Everything went well, and I landed not too far from the target, but the rest of the guys landed in the trees, and we had to help them out,” Piekarski said. “What was

going through my mind was, This is fun — we have to do it again.”

And he would, at least 44 more times throughout his career — jumping from small single engines planes, helicopters, and another twin engine plane used by the U.S. Navy.

His first job sent him to Pensacola as an Air Crew Survival Technician in Heletron-8, a helicopter training squadron. His next stop: U.S. Naval Air Station Cubi Point by Subic Bay in the Philippines, a primary support base during the Vietnam War. He stayed there until he ended his career in the Navy in 1973, As the years went by, Piekarski met his wife, Eileen, put himself through college, and together they had three children. In New York, he got a job as a teacher at a Catholic school. But he always had an inclination to serve his country, so he joined the New York Air National Guard stationed in Westhampton Beach, Long Island in the 102nd rescue squadron.

As a Life Support Technician, he set up programs teaching the air crews jungle survival, desert survival, water survival and chemical warfare survival. “I really liked the mission that we had and the people we worked with were great,” he said.

After 9/11, Piekarski found himself traveling overseas again in places such as Kuwait. Like many who face deployment, he missed a lot of important family events — part of the sacrifice that comes with serving our country.

“My wife accepted it. She was really good, and I give her the credit for keeping the family together,” Piekarski said. “She’s the real trooper, not me.”

$30,000 settlement after teacher says district mishandled bullying

The Flagler County School Board has agreed to pay a former teacher up to $30,000 in a settlement for lost wages, insurance and legal fees after the teacher alleged the district had declined to renew his contract as retaliation for his complaints about the handling of student disciplinary issues.

The board, in a grievance hearing Nov. 5, agreed to a number of demands by former teacher Robert Sprouse, committing to investigate his allegations concerning the handling of harassment and bullying complaints at Flagler Palm Coast High School, and to contract with an outside provider to provide sexual harassment training for staff.

“I don’t believe I’m asking anything unreasonable,” Sprouse said during the hearing. “I’m just asking for damages … so I can get back on my feet … and I can find employment. Because as it is right now, I’m not finding employment.”

The vote on the proposed settlement was 4-1, with board member Trevor Tucker voting no, explaining that he was not comfortable with the district paying Sprouse $30,000 and was concerned that it could set a precedent for future cases.

The board did not find that Sprouse met the state-established definition of a whistleblower, although board member Colleen Conklin called his allegations “extremely concerning.”

Designation as a whistleblower, board attorney Kristy Gavin said during the meeting, would have required that he’d been reporting illegal activity by district staff.

That was not the case, she said. In addition, she said, the district had a right to not renew Sprouse’s contract without cause. He was one of 14 staff members whose contracts were not renewed last year.

He’d received “highly effective” ratings in the two years he’d taught there, but, this past year, he disagreed with the school’s handling of disciplinary situations, including one in which multiple female students alleged that a male student was harassing them and touching them without their permission.

The district had counseled the male student and put in place nocontact orders to keep him away from the girls, but complaints continued.

Sprouse at one point filed a complaint with the Department of Children and Families and the Flagler County Sheriff’s Office. But although DCF complaints are supposed to be confidential, a School Resource Officer revealed to the school administration that the complaint had originated with Sprouse — a fact that Sprouse believes led to his nonrenewal.

Sprouse, in a statement presented to board members, wrote that student complaints about serious harassment had been brushed off by school administrators, and that referrals turned in concerning sexual harassment and anti-Semitic jokes by students had simply disappeared from the school’s records.

As part of the agreement, Sprouse agreed to drop any legal complaints against the district.

Flagler Schools Superintendent James Tager touted the district’s rising graduation rate, its state “A” rating and the successes of its flagship and classrooms-tocareers programs in his State of Education address Nov. 5.

It was Tager’s last State of Education address: He is retiring on June 30, when his contract ends.

The district, he said, has raised the graduation rate from 81% to 88% — with African American students’ graduation rate rising from 69% to 83%, and the rate for students with disabilities rising from 56% to 76% — expanded its tutoring services, and provided mentoring for more than over 1,000 students.

It has also funded more than 400 high schoolers’ college class-

es at Daytona State College, the University of Florida and EmbryRiddle Aeronautical University, he said.

Among the students who graduated in 2019 are 37 who also received an associate’s degree from Daytona State College and 11 who earned Emergency Medical Technician certification through Flagler Technical Institute.

Overall, the district’s middle and high school students earned 147 industry certifications and 375 digital tool certifications.

Future plans for the district include offering dual enrollment classes through the University of North Florida, pairing students with with experienced adults for career coaching, and providing additional support for students with disabilities or reading difficulties.

heir stats don’t show up in the box score. Their plays don’t make for exciting highlight films. They don’t get credit when things go right. And they don’t get showered with glory when their team wins a game.

When they do their jobs, they’ll likely go unnoticed. But when things start to fall apart, they’re often the first to be blamed.

In short, being an offensive lineman is hard.

“It takes a lot to play on the offensive line,” Flagler Palm Coast football coach Travis Roland said.

“It takes being selfless. It takes having a lot of heart.”

Offensive lineman are usually a high school coach’s best kids, according to Roland. They’re his hardest workers, the ones who complain the least and the ones who keep pushing through the grind no matter what.

In many ways, they’re the team’s focal point.

And in Roland’s three years at FPC, which so far features 25 wins and three playoff appearances, that’s proven to be the case.

But one Bulldogs offensive lineman in particular stands out among the rest: senior team captain Devon Conkrite, one of the top offensive lineman in Flagler and Volusia counties.

“Devon’s a program kid, a rock solid kid for us,” Roland said. “It’s sad to see him and the rest of the seniors go, but it’s been amazing to watch him grow. It’s awesome to see the fruits of his labor come to fruition for him because he’s worked his butt off to get to where he is as a football player.”

THERE’S NO ‘I’ IN ‘TEAM’

Devon Conkrite doesn’t really care to have the ball in his hands.

He’s never dreamed of making the game-winning throw or the game-winning touchdown.

He’s caught one pass in three years at FPC. It was a last-ditch attempt by the Bulldogs’ quarterback, who was trying to get rid of the ball before he was sacked.

Conkrite caught the ball and ran 22 yards, but it was called back due to a penalty.

“That was enough for me,” he said. “That catch covered it.”

Conkrite prefers to stay in the trenches.

“It’s a legalized fight every play,” he said. “It shows who’s the bigger man every play.”

Although offensive lineman was the only position he’s played since he first started playing the game in eighth grade, Conkrite initially struggled with the mental fortitude it took to start on the offensive line at the high school level.

But he’s grown so much since

“Over the years, after getting thrown in situations where I had to step up, I learned that I’d rather take a win and no credit than a loss with my name in the paper,” he said. “You have to put the team before yourself.”

HIS MOTIVATION

Conkrite has a tattoo etched into his left forearm. It’s of GPS coordinates, which lead to Springfield’s Oak Ridge Cemetery more than 1,000 miles away. It’s where his father, John Conkrite — who died in a car crash on March 24, 2015 — is buried.

“Losing my dad, that was the hardest thing I’ve ever been through,” Conkrite said. “He was my best friend. Nothing gets harder than that.”

He pays his respects to his father and his cousin Jonathan Conkrite, who died in a car crash on May 22, 2018, every time he walks out onto the field. Before every game, he tapes his wrists and writes their names on it.

The pain of his loss has forged who he is today. It’s made him stronger. It’s helped him deal with adversity and fight through it. And although he’s no longer here, his father is his motivation.

“He’s my rock,” Conkrite said.

While FPC’s boys and girls cross country teams didn’t advance, the Bulldogs’ Jada Williams qualified for the FHSAA Cross Country State Championship after finishing ninth with a personal record of 19:24 at the regional meet on Saturday, Nov. 2, in Gainesville.

Flagler Palm Coast head coach Travis Roland expected his team, which suffered from a heartbreaking 14-7 loss to DeLand in Week 10, to come out slow in the Bulldogs’ senior night game against Hagerty the night of Friday, Nov. 1, at FPC High School.

“But thankfully, the other team talked a little trash before the game,” Roland said. “So we came out with a little more spunk.”

The Bulldogs dominated, defeating Hagerty 35-6 to conclude the 2019 regular season with an 8-2 record.

After a 7-point first quarter, the Bulldogs scored 28 points in the

second period to take a 35-0 lead at halftime, prompting a running clock in the second half.

Hagerty scored its lone touchdown late in the game, when FPC had multiple freshmen getting playing time on defense.

Up next, the Bulldogs face Apopka at 7:30 p.m. Friday, Nov. 8, at Apopka High School in the first round of the FHSAA State Playoffs. It’s FPC’s third-straight year in the playoffs, and the Bulldogs have experienced a first-round loss each of the last two seasons.

“We have to be ourselves,” Roland said. “Sometimes we make too big of a deal of who we’re playing. We have to be true to who we are and what’s made us a good football team.”

The Pirates came up short against Pedro Menendez 21-14 the night of Friday, Nov. 1, at Veterans Memorial Stadium.

The Falcons scored first to give Pedro Menendez a quick 7-0 lead about a minute into the game. The Falcons scored again with just under 3 minutes left in the first half gave to take a 13-0 lead.

In addition, quarterback Ethan Dattilio completed a 25-yard touchdown pass to Neely to cut into Pedro Menendez’s lead to 21-14 with about 20 seconds left in regulation.

The Pirates attempted an onside kick, but the Falcons recovered it to end the game. The loss dropped the Pirates to a 3-7 record to conclude the second year under Matanzas head coach Don Mathews. The Pirates went 3-7 last season, as well.

wenty-one years later, the Flagler Beach community still remembers the loss of Tommy Tant.

Tant, an avid surfer, was 24 years old when he died in his sleep from an aortic aneurysm.

surfers from around the community competed in the annual Tommy Tant Memorial Surf Classic at Flagler Beach on Saturday, Nov. 2, and Sunday, Nov. 3.

All proceeds benefited the Tommy Tant Memorial Scholarship Fund, the Flagler County Food Bank and the National Marfan Foundation to help raise awareness of the disorder.

“We want to raise awareness because we don’t want to see that happen to anyone in our community,” said Will Tant, Tommy’s brother.

There were 19 divisions (three professional, five open and nine amateur) and 123 total contestants.

“It’s very healing,” said Donna Cianciulli, who has been involved with the event for the past 14 years. “We have a wonderful community feeling. We all come together to celebrate Tommy’s life and grow closer as a community.”

For Barbara Tant, Tommy’s mother, seeing all the community support left her and her family speechless.

“We’ve realized the contest isn’t just ours,” she said. “It belongs to Flagler Beach.”

Maxwell (Brad) Calcano On the morning of October 28, 2019 at 9:27am Maxwell (Brad, BJ) Calcano passed away in Orlando, FL at the age of 33.

Maxwell was born in New York to Nicohlas and Maria but grew up on the east coast of Florida before moving to Orlando to finish school. After a couple of years in Orlando he moved back to the east coast of Florida and showered everyone with his flavors of marvelous tasting food. Maxwell loved to cook as well as sing and jam out to music.

His love of cars was evident as well as his love for friends and family. If you could find Maxwell while he was wearing his camouflage then you better run because he was probably shooting his paintball gun or air soft gun. Maxwell was known for his sense of fashion, humor and spreading love through laughter. Maxwell is survived by his mother, Maria, his older brother Robert, his older sister Sindy and younger sister Ericka. Maxwell has two children, Ethan and Auroriana, and several nieces and nephews. Maxwell lived with the love from a father that treated him as his own, Henry. A public beach memorial will be set up all day on November 9, 2019 at Flagler Beach near the pier. Please bring your beach chairs and beach comforts. We will celebrate Maxwell’s life the way he loved to.

erchance the unwary passerby happened upon Building Nine at Matanzas High School, they could not have failed to see the halls and classrooms of the second floor untimely bedewed with the blood of murders most foul. Oh! such horror as was unfolded — bloodred, abominable! — would quail the hearts of many a delicate soul.

The students of Gloria Barton’s criminal justice class and Shanna Graifer’s English class are no such souls. Mostly freshmen and sophomores, they spent the two weeks leading up to Halloween on a collaborative project that brought the critical reading skills honed in English together with the profiling powers of the criminal justice students. Together, multiple periods of both classes divided into groups to analyze the macabre short stories of Edgar Allan Poe and reconstruct their ghastly crime scenes in diorama form, in addition to creating posters illustrating autopsies of key characters.

Graifer said her students handled most of the close reading and analysis of vocabulary words; the challenges posed by Poe’s language, sometimes heightened and archaic even by early 19th century standards, took time to surmount.

“Once they got into it,” Graifer said, “they saw it was just a different way of writing.”

Barton said school resource officers John Landi and Nicholas Champion assisted her criminal justice students in building profiles for Poe’s assorted murderers, madmen and doomed pawns of Fate. “The Murders in the Rue Morgue” presented an interesting challenge for one group, as the murderer proves to be [incoming spoilers for classic short stories published in the 19th century] an escaped “Ourang-Outang” let loose by a negligent sailor.

A GHASTLY DISPLAY

The scene of the Ourang-Outang’s depredations and many others — an old man’s dismembered corpse hidden beneath floorboards in “The Tell-Tale Heart,” a king and his seven ministers burnt to a crisp and dangling from the ceiling in “Hop-Frog,” an obnoxious wine connoisseur walled up within Italian catacombs in “The Cask of Amontillado” — lined desks within several classrooms in dioramas constructed from shoeboxes, snack containers, popsicle sticks and all manner of craft materials.

As students from other classes filed through Building Nine, led by guides holding aloft flickering electric candles, group members stood behind the dioramas to explain the corresponding stories and the crimes therein: “So the king was mean, and Hop-Frog was like, ‘I don’t like you.’”

up stabbing her with the axe … ” “He thought the raven was his dead wife … ” “Ninety percent of the kids have really enjoyed working with the other class,” Graifer said.

The theater department, too, got in on the act; one classroom was occupied by four blackcloaked student actors performing dramatic readings of “The Tell-Tale Heart” and “The Raven,” with Dmitri Marvel reading aloud while Zachary Allen, Jonas Winter and Isabelle Bathea pantomimed and provided sound effects.

“I prefer doing ‘The Tell-Tale Heart,’” Dmitri said.

The others agreed.

“It gave us more to work with,” Zachary said. What’s there in “The Raven” for four actors to do, with a single man sitting in a room, talking to a bird?

LESSONS FROM THE DARK

Multiple students were selected to dress up as skeletons and dance through the classrooms.

No explicit Poe connection, just for fun.

“Sorta livens up the party,” said Conner Laks, a skeleton. “No one’s bored.”

Indeed, Poe had found a dedicated new audience by the time the last round of students had passed by lockers lined with lifesize crime scene outlines of characters labeled with their motivations, final thoughts, actions within the story and more.

“It was amazing,” said Olivia Altenburg, “I loved it so much!”

She had been impressed by the creativity put into the dioramas; one group assigned “The TellTale Heart” even had a recording of the dead-man’s heart beating its hellish tattoo beneath the floorboards.

“Even if it’s the littlest detail,” said English student Alera Jacobs of her takeaway from the project, “you should always pay attention, because it could help you figure something out.”

“School doesn’t have to be the same old thing,” Graifer said. She hopes the event, or something like it, could be done again, bigger and better. “We wanted to bring this stuff to life for them.”

“We wanted to take it beyond the textbook,” Barton said, “and it was a fun event for Halloween.

City Repertory Theatre How does a production change throughout a run?

JS: It grows. It’s always wonderful if you can keep a performance going, because it gives the actors time to learn more about the characters. There’s been a steady growth and understanding of what to do, how to do it.

AS: The longer a show runs, the more of an ensemble we become on stage. After the first weekend of shows we got different reactions from the audience we did not expect. We heard laughters

from the audience in places we didn’t expect. And tears we didn’t hear at rehearsals. So going into the second week and now third weekend of shows we understand that every audience is different and we have to feel everyone in the room with us. It becomes like an improv show in a way.

What is it like to play Wendla?

How has it challenged you?

AS: Wendla is a beautiful character. She is naive yet curious,

and eager to learn the things the adults won’t talk to her about.

She does not shy away from things that she doesn’t understand and grows as a character.

After all the heartache and misfortunes, she is still hopeful and positive.

This is a one-of-a-kind role. My character goes through change, through a plethora of emotions right in front of the audience; to repeat this show every night as if I was doing it for the first time, to live in the moment and give the audience a new fresh experience [is the challenge].

What will audiences take from this show?

JS: I think they come away understanding these are universal problems, they haven’t

LaShakia Moore, principal at Rymfire Elementary School, has been named the top school administrator, while iFlagler’s Erin Quinn was selected as Assistant Principal of the Year.

“In both LaShakia and Erin, you have two people who consistently reach beyond their school in collaboration,” Superintendent James Tager said.

Moore graduated from Bethune-Cookman University in 2004 with a bachelor’s degree in exceptional student education and earned a master’s degree in educational leadership from St. Leo University in 2017. Of her nearly 15 years in education, 12 of them have been with Flagler Schools.

“For me to be able to be out front, leading alongside such amazing faculty and staff is such an honor,” Moore said after she was announced as the District’s Principal of the Year. “I am eternally grateful for the opportunity to lead such an amazing group of people.”

Tager said of Moore, “Her enthusiasm is infectious. When you sit down and talk with her, you know she has a plan in place.”

Quinn, a 1997 graduate of Flagler Palm Coast High School, has been the assistant principal for iFlagler for nearly four years.

“During Erin’s tenure as assistant principal of iFlagler, the program has been recognized as the best small district Florida Virtual School franchise in the state two out of the past four years,” Tager said. “That goes to show just how great a leader Erin is.”

he Sea Turtle Hospital at the University of Florida’s Whitney Laboratory for Marine Bioscience received a donation of $6,870 Oct. 31 for turtle food, medications and other supplies, and is also seeking to raise much more for a planned

expansion.

Kerry Mitruska, director of sales and marketing of Hammock Beach Resort, and David Ayres, general manager of Flagler Radio, presented the donation. It had been raised through the “Taste of the Fun Coast” event that took place Oct. 29 at the Hammock Beach Resort, where local vendors and supporters combined efforts to support the Sea Turtle Hospital.

The $6,870 will go directly toward essential supplies, according to Catherine Eastman, the hospital’s Sea Turtle program manager.

Meanwhile, the Sea Turtle Hospital is also seeking donations and grants for major facility upgrades.

WHAT IS THE SEA TURTLE HOSPITAL?

HOW TO HELP

The Sea Turtle Hospital opened four years ago on the border of Flagler County and St. Johns County to provide rehabilitation, education, and research for sea turtle conservation in Northeast Florida, according to the Whitney Laboratory’s website.

Since its opening in 2015, it has treated and released 35 turtles, educated more than 5,000 youth locally, and given tours to approximately 1,000 people.

To contribute to the Sea Turtle Hospital, visit www.whitney.ufl.edu/seaturtle-hospital If you see a turtle on the beach struggling in the surf, please contact the Florida Fish and Wildlife Conservation Commission at 1-888-404-3922.

Sea turtles wash onto Florida’s beaches for a variety of reasons, including boat strikes, coldstunning, swallowing fishing hooks, exhaustion from entanglement with commercial fishing gear, illness from tumors related to fibropapilloma syndrome, and other diseases.

Volunteers make up a big part of the operation and success of the hospital, Eastman said. There are 24 regular volunteers who assist with food prep, feeding, water testing, and tank cleaning, plus dozens of people who check on nests, struggling baby turtles, and injured or sick turtles that have washed onshore.

A proposed $24 million building would contain a more public hospital, with a new lab that would house 12 research teams.

About half of the money has been raised, and the hospital is seeking state support for the rest.

“The building will be an instrument of teaching and training new scientists, and have more equipment to help science move forward,” Long said.

The expansion timeline, she explained, involves finishing renderings for the building this year and raising another $2 million from local donors. Construction would start within the next two years. Long invited community members to write letters to local representatives or senators in support of the Whitney Lab’s work.

The Flagler County Corvette Club held its 18th-annual Corvettes at the Beach show from 10 a.m. to 3 p.m. on Sunday, Oct. 13, along 4th Street in Flagler Beach. A group of quilters called the Hospice Quilt Project donated its 500th quilt to AdventHealth Hospice Care’s Stuart F. Meyer Hospice House Monday, Oct. 28.

The Hospice Quilt Project group has created and donated quilts to the Stuart F. Meyer Hospice House since it opened in 2007. The quilters meet each week to quilt together for the AdventHealth Hospice Care inpatient unit.

“Quilts are comforting for both patients and their families. It is more comforting to be wrapped in a colorful, warm quilt made with love, instead of the standard hospital-issued blanket,” said Pam Taylor, of the Hospice Quilt Project group. “We love to quilt and what these quilts mean to the family of loved ones drives us to keep quilting. These quilts comfort the families for a

lifetime.”

With each donation, the Hospice Quilt Project leaves a note that says, “From our nimble fingers and loving hearts, we offer to you this gift. May its warmth comfort you, body and soul.”

Martin Alan Kubiet February 2,1963 - October 31, 2019 Dr. Martin Kubiet, beloved husband, father, son, and brother, and known to friends as “Marty”, passed away on October 31, 2019, at the age of 56. He was born February 2, 1963 in Detroit, Michigan, to Leo and Mary Jean Kubiet. Marty was a graduate of St. Petersburg Catholic School, and the University of Florida in 1985 (BS Psychology) and 1989 (Medical Doctorate). He completed his residency in Internal Medicine, and pulmonary and critical care fellowship at Shand’s Hospital in Gainesville, FL and served as clinical faculty in the UF College of Medicine. He moved to Orlando, FL in 1995 to join Central Florida Pulmonary Group. In 2003, Marty and his family moved to Flagler County to be closer to the beach and waterways and he became a partner with First Coast Pulmonary Associates in St. Augustine and Palm Coast. Along with private practice, he was the cardiopulmonary medical director at Advent Health Palm Coast and Associate medical director for Advent health hospice care. During his career, Marty also served as a member of the Florida Medical Association, American Heart Association as an ACLS instructor, UF medical staff for the space shuttle program, and was a fellow of the American College of Chest Physicians. He was board certified in internal medicine, pulmonary and critical care medicine. Although Marty was passionate about medicine, his greatest accomplishment was his family. He spent the last 26 years with the love of his life and best friend, Leslee, traveling and celebrating their lives along with their sons, Alex and Nick. He was very proud and committed to his sons and all their achievements. He enjoyed watching them grow into young men while they attended Gator games, had many fishing and boating trip outings, and attended athletics events his sons competed in at Matanzas High School.

Alex is currently a catering coordinator of 7 local dining establishments in Orlando, FL, and Nick is currently a junior at Tulane University in Louisiana, playing football, majoring in psychology and taking pre-med courses. His boys were his pride and joy, but being a son to Leo and Jean, and a brother to Larry was a top priority. He was a loyal, loving, faithful son to his parents and wanted to be a role model for his sons.

Marty also enjoyed being part of the Flagler community, with all the wonderful friends and families that he spent time with. He is survived by his wife and best friend of 26 years, Leslee (D’Amato), sons Alexander (23) and Nicholas (20) and by his father, Leo Lawrence Kubiet. Marty was predeceased by his Mother, Mary Jean Kubiet (2018) and his Brother, Lawrence Kubiet (2009).
