The Flagler County Sheriff’s Office hosted a follow-up Domestic Violence Summit on Wednesday, Oct. 21, via Zoom.

About a dozen virtual attendees tuned in to hear the reports from four presenters.

Sheriff Rick Staly opened the meeting by thanking the participants for continuing the initiative to combat Domestic Violence that began in 2017 under his leadership when he asked members of the agency along with the public to focus on developing a multidisciplined, community response to reduce domestic violence in Flagler County.

In that time, domestic violence cases have dropped 12%, even during a global pandemic that is keeping more and more people at home. Victims now know they have a communitywide system in place that puts their protection first.

FCSO’s commander of Investigative Services, Jen Taylor, lead the meeting and began by introducing FCSO’s lead detective in domestic violence cases, Fiona Ebrill, and dedicated crime analyst Nikki North along

with FCSO’s Victim’s Advocates Kathy Vazquez, Mary DiNardi, and Nicole Farmer.

Assistant State Attorney Jason Lewis of the 7th Judicial Circuit gave credit to Detective Ebrill and Crime Analyst North for putting so much effort and dedication into each case, allowing the State Attorney’s Office to prosecute more of the cases due to their diligence.

Family Life Center CEO Trish Giaccone spoke about new advances for victims of domestic violence, including the ability to text the helpline when a voice call may not be possible. The crisis helpline is available 24 hours a day, seven days a week by calling or texting 386-437-3505.

Giaccone also shared that the domestic violence shelter is adding an on-site kennel set to open in 2021 so that victims are able to bring domestic animals along when they seek shelter from an abuser.

Flagler Humane Society Director Amy Carotenuto spoke about the link between animal abuse and domestic violence. There are warning signs to look for in animal abuse and those tendencies can transfer over to child abuse or domestic abuse. All suspicious activity, whether involving animals or people, should be reported immediately.

oters are turning in their ballots by mail in record numbers in Flagler County.

As of the morning of Oct. 27, local voters had returned 26,980 of the 38,565 ballots the elections office mailed out, said Kaiti Lenhart, Flagler County’s supervisor of elections.

In 2016, nearly 80% of the ballots mailed to voters came back to the elections office, but residents had not requested nearly so many.

“This year’s turnout is nothing like 2016,” Lenhart said. “We passed that on Day One. We’ve mailed out far more mail ballots than we could have ever dreamed of in 2016.”

And, she added, some people probably requested a mail ballot this year as an insurance policy, in case they weren’t able to make it to the polls.

“There’s going to be a portion of people who requested that mail ballot who end up going to vote in person,” she said.

AT THE POLLS

Meanwhile, in-person voting at the county’s three early-voting sites this year, while sometimes busy — people reported waits of 2 hours on the first day — has not been unprecedented.

Most people are waiting about 15-30 minutes, Lenhart said.

Morning hours are busier.

As of Oct. 27, 17,287 people had voted early in person, with four early voting days left. In 2016, that number was 29,696 and made up the bulk of the turnout for that election.

“I though we’d have more early voters for this election, but ... we’ve had so many vote by mail ballots returned, that’s probably a good portion of our early voters,” Lenhart said.

Compared to 2016’s in-person early-voting turnout, this year’s has been slightly lower, but still averaging over 2,000 voters a day.

If current trends continue, about 27,000 people will have voted in person by the time early voting ends Oct. 31 — close to 2016’s turnout.

Voters who are still holding on to a mail-in ballot should return it in person, because ballots mailed this late may not arrive by Election Day, Lenhart said.

MORE THAN 6.4 MILLION BALLOTS CAST IN FLORIDA With the general election a week away, more than 6.4 million ballots had been cast through the mail and at early voting sites as of Tuesday morning, Oct. 27, according to the Florida Division of Elections.

In all, 6,440,993 voters had cast ballots, with 3,907,285 by mail and 2,533,708 at early voting sites.

Democrats retained a lead in voting by mail, while Republicans had an edge through early voting.

The Division of Elections numbers showed that 1,828,177 Democrats, 1,213,630 Republicans and 817,158 unaffiliated voters had cast ballots by mail.

Another 48,320 mail-in ballots had come from third-party voters.

Meanwhile, 1,176,216 Republicans, 860,690 Democrats and 464,681 unaffiliated voters had cast ballots at early voting sites.

Also, 32,121 thirdparty voters had used early voting. More than 14.44 million voters are registered to take part in the Nov. 3 elections.

Mail ballots can be dropped off at any early voting site during early voting hours.

Voters can also return a mail ballot in person on Election Day, but must do so at the main Supervisor of Elections Office at the Government Services Building on State Road 100 in Bunnell, not at other voting sites.

ELECTION DAY

There’s been a partisan split in the way people are returning their ballots.

Of the 15,907 registered Democrats who had voted as of Oct. 27, about 74% did so by mail.

Among the 19,818 Republicans who had already voted, about 49% did so by mail.

Republicans are more likely to turn out in big numbers on Election Day itself, Lenhart said.

“If you look at the total of registered voters who are registered Republicans, I think they haven’t turned out yet,” Lenhart said.

About 56% of the county’s registered Democrats have already voted, while only 49% of registered Republicans have done so and only about 36% of no-partyaffiliation voters have voted.

People planning to vote in person on Nov. 3 should doublecheck their polling location, Lenhart warned: Some have shifted since 2016, as he county added two new precinct locations.

“I think that we’re going to be surprised on Election Day,” Lenhart said. “Election Day voters always surprise us. Although it was still decades away from being an actual city, Palm Coast had its origins 50 years ago, when the International Telephone and Telegraph Co. built the community’s welcome center, celebrating with a grand opening.

That date — Oct. 29, 1970 — has since become known as Founders Day, and the city marks it each year with a celebration on or near the anniversary date.

This year, the event took place at City Hall Oct. 24, according to a city of Palm Coast news release.

“ITT was a big business, and they planned this community with great effort and detail,” Palm Coast Historical Society President and Co-Historian Elaine Studnicki said in the news release. “But Palm Coast is here because of the people, the volunteers, the civic organizations, the garden club, the art league.”

Former ITT Advertising Manager Linda Kasper said sunshine and salesmanship helped draw people to the fledging community.

And, Kasper added, “Prices.

“It was a time kind of like Tom Sawyer. We meandered around town on our bicycles at the age of 8, 7,” he said. “The only thing our parents worried about were rattlesnakes and maybe even getting lost in the woods sometimes.”

Construction underway on Old Kings Road widening project Work is underway to widen portions of Old Kings Road from two lanes to four.

The first phase will widen the road from Palm Coast Parkway north about 0.3 miles to Kings Way, and from Old Kings Road south about 0.3 miles almost to Utility Drive. It’s expected to end in the summer of 2021.

Traffic control through the project is designed to keep one lane open in each direction.

Future phases of the project, with potential construction dates in 2025, will expand the road to four lanes through Forest Grove Drive.

The emails — arriving with the subject line, “Vote for Trump or else!” — were also reported in Alaska, Arizona and Pennsylvania and came from “info@officialproudboys.com,” but a Florida spokesman for the Proud Boys denied involvement in an interview with the Washington Post.

The emails state, according to the news release: “[VOTER NAME] We are in possession of all your information You are currently registered as a Democrat and we know this because we have gained access into the entire voting infrastructure. You will vote for Trump on Election Day or we will come after you. Change your party affiliation to Republican to let us know you received our message and will comply. We will know which candidate you voted for. I would take this seriously if I were you.

Voter intimidation is illegal under state and federal law.

“I want to assure our county voters that we are taking every step necessary to ensure your vote counts in this election,” Lenhart said, according to the news release. “We maintain your secret ballot as required by the U.S. Constitution.”

Iran was the source of threatening emails sent to Democrats in Florida and a handful of other states on Oct. 20, according to the U.S. government. The Iranian government has denied the accusation.

Director of National Intelligence John Ratcliffe said in an Oct. 21 press conference that both Iran and Russia have obtained some voter data.

“We have already seen Iran sending spoofed emails designed to intimidate voters, incite social unrest and damage President Trump,” he said. “Know that our election systems are resilient and you can be confident your votes are secure.”

Democrats have contested Ratcliffe’s claim that the emails were intended to damage Trump.

Local Democrats received threatening emails Oct. 20 purporting to be from the rightwing extremist Proud Boys organization and telling the recipients to change their registration to Republican and vote for Trump, “or else.”

But, Flagler County Supervisor of Elections Kaiti Lenhart noted in a news release, “Ironically, the

LE TT E RS Don’t fall for Lowe Dear Editor: In the on-going bitter slugfest between the two mayoral candidates, Alan Lowe and Milissa Holland, one thing is clear.

Holland has based her attack on verifiable information and Lowe has taken the opposite approach.

The Holland campaign found court records that showed Lowe’s non-payment of income tax, tax liens, a dismissed theft charge, bad debt lawsuits, a foreclosure, and threats of civil and criminal action against the IRS agents who were attempting to collect the taxes due.

Although Holland’s campaign attack initially missed this very important information, Flagler County court records, most filed

by Lowe himself, also clearly show his past alignment with an ultra-radical anti-government “sovereign citizen” movement, a movement labeled by the FBI as “domestic terrorism.”

Lowe, on the other hand, has based his counter attack on proven false and unconfirmed allegations about law enforcement and ethics investigations involving Holland. These allegations have been reported on for months, and Lowe certainly knew their proven credibility problems when he recklessly produced his attack ad, an ad exposing his campaign to a valid cry of defamation.

In the messy and often unsavory political arena when punches are thrown, hitting below the belt is unfortunately allowed, but a wild flailing des-

perate swing and a miss has its repercussions and in this bout, Lowe loses.

Editor’s Note: In a phone call with the Palm Coast Observer, Lowe denied being aligned with the “sovereign citizen” movement. He said he temporarily wanted to renounce his citizenship due to a spiritual awakening.

Moreover, he said that the spread of false information about his “sovereign” leanings has led to people at the polling station making threats on him, saying he should be hanged or shot.

“I’m fearing for my life,” he said. “That’s my response to the garbage that you guys are doing. ... If I get killed or if I have to shoot somebody because I’m being threatened, congratulations. … There’s a lot of crazy people in this world, and they’re being pushed, especially this particular season right now.”

With regard to the accusations of FBI and ethics investigations, he suggested that we talk to Jay Maher, the former compliance officer for the city. Maher filed ethics complaints against the city. Several former employees at the city of Palm Coast have told the Palm Coast Observer they have been interviewed by the FBI and ethics investigators.

Why doesn’t Lowe vote?

Dear Editor: As an active member of our community, and former clerk of the court and comptroller here in Flagler, I’ve always believed

it is so important to know who represents the best interest of our community. That’s why, during election seasons I always do my homework before walking into the voting booth. During my search into the candidates for mayor of Palm Coast, I found what I immediately assumed to be a clerical error.

Candidate Alan Lowe had only registered to vote in Flagler County on Feb. 14, 2020. From the little I had heard about Mr. Lowe, I understood he had been a resident of Palm Coast for nearly 40 years, so why had he never exercised his right to vote until 2020? In an effort to know and understand, I contacted our Supervisor of Elections, who confirmed to me that Alan Lowe had, in fact, only registered to vote in February, and had only exercised that right by voting in the primary election in August.

Coincidentally, that was the same election that his own name appeared on the ballot.

He never voted for any president in U.S. history.

I feel I would be doing a great disservice to you, the residents of Palm Coast, if I did not share this information. Exercising your right to vote is a civic duty and a privilege I do not take lightly and frankly, nor should you. There are brave men and women who fight to protect the freedoms we enjoy here in the United States, and we owe them the respect to participate in the electoral process that so many people around the world do not have.

She has violated that political position of trust by endorsing one Republican over another in this election. Even worse, she has violated Ronald Regan’s 11th Commandment that reads: ‘Thou shalt not speak ill of any fellow Republican.’ Gail Wadsworth had no concerns when she took my membership dues. Now, as a paying member of the Republican Club, I call on her to resign her position as president immediately.”

In response to his accusation, Wadsworth said Lowe was only deflecting. With respect to her role as club president, she said, “Neither the RNC nor the RPOF tells an individual they may not support or endorse a candidate or candidates of their choice. I am an individual.”

Why I’m voting Lowe Dear Editor: We have been witnessing the turmoil and dollars spent at City Hall over the past year.

Careers ruined, severance paid by taxpayer dollars, and attorneys hired from out of town to “investigate” all the back room conspiracies. Mayor Milissa Holland, employed by a local software company, used her own position to solicit business using city of Palm Coast email. The FBI has interviewed employees. The compliance officer had been terminated after he retired because he allegedly blew the whistle to the Daytona Beach News-Journal. How convenient!

Then we have Alan Lowe, an outsider who has had his own legal difficulties and marched to a different drummer 27 years ago. And as of the past few weeks, Mr. Lowe has been under fire politically with negative TV ads, radio and printed materials proclaiming him to be another wacky-doodle. However, he did survive a testy primary and has shown to be someone who might be able to breath a volume of fresh air into City Hall and stop the massacre of career employees whose only crime was to perform their job.

I guess it comes down to lesser of two evils. However, I found it interesting as to the difference between the candidates as to their political contributions: Holland, $42,000; Lowe $19K. Holland’s contributors were mostly high dollar developers. Lowe contributed almost $12,000 of his own money.

It makes me wonder which candidate will devote more to the people of Palm Coast or to “special interests.”

Choices on Mosquito Control East Flagler Mosquito Control District Seat 1 candidate Perry Mitrano previously wrote a letter reminding voters of the state audit, which found that the board’s financial policies in 2017 were inadequate. Seat 1 incumbent Jules Kwiatkowski was given a chance to respond. Mitrano then wrote a second letter, and Seat 2 incumbent Barbara Sgroi was given a chance to respond.

Mitrano to voters: You have a choice Dear Editor: If I may respond to Commissioner Kwiatkowski’s selective understanding of the egregious state audit report requested by Rep. Paul Renner and Sen. Travis Hutson.

For 12 years, Seat 1 Commissioner Jules Kwiatkowski — and eight years for Seat 2 Commissioner Barbara Sgroi — only reacted to the audit. Neither uses any type of outreach to the public other than the grand opening of the new facility shrouded by reporters’ questions on the $1.1 million oversight.

I guess that outreach is not important to these commissioners, only that the rates were kept low. It makes me suspect on how

they may have even come to the numbers. How did they calculate the number with their problematic bookkeeping?

Mr. Editor, here is the summary of the findings as written and copied from your own news article by staff writer Jonathan Simmons February 25, 2019: (Editor’s Note: See the online version of the story for the full audit findings. In summary, the state found that 13 problems with the district’s handling of funds. In most cases, the district agreed and committed to developing better procedures.

What follows is a selection of the findings.)

Finding 9: The beginning fund balance for the 2016-17 fiscal year original budget was overstated by $1.1 million because the estimates used by District personnel did not consider the most current available data.

District management’s response: The Auditors’ findings are consistent with what our independent auditor initially reported. Specifically, that $1.1 million was not misspent but was a budgeting error that should have been found and corrected by previous staff early on. Consequently, incorrect information was reported to the Board. The District now uses only Reserve and untapped contingency funds to estimate the beginning fund balance for the following year, which is a far more conservative method than

the previous. The District will continue to improve its’ policies and procedures on budget preparation and monitoring.

Finding 10: District policies and procedures did not require and ensure that budget amendments that increase the budget are posted on the District Web site within 5 days after adoption and remain there for at least 2 years.

District management’s response: Previously, only the current year’s Budget documents were posted to the District’s website. Budget materials will remain on the website for at least two years.

Finding 11: District records could be enhanced by using capital projects funds to separately account for construction projects.

District management’s response: The way in which the expenditures for the capital projects were reported may have been cumbersome but did not negatively affect the tracking of expenditures. ... The use of separate funds will be further considered for capital outlay projects.

Finding 12: The Board had not adopted policies and procedures establishing the minimum unrestricted fund balance for the General Fund.

District management’s response: The District concurs with the recommendation ...

Finding 13: As of March 2018,

the District had not established any anti-fraud policies or procedures.

District management’s response: Anti-fraud policy was adopted on April 16, 2018, and is based on the model policy available from the Association of Certified Fraud Examiners.

Staff will receive training on this annually. To be clear, no fraud has been detected or reported.

Ultimately, the board are the bosses, and the district director is the employee. The director must manage the day-to-day operation, and the board answers to us, the taxpayers.

Let’s make this clear to everyone that pays the East Flagler Mosquito Control fee: You have a choice. Vote for your current board that was the root cause of the negative audit findings as per the actual audit, or vote for change.

“As far as the fiscal year 2020/21 operating millage rate districtwide is .2375 mills which exceeds the rolled back rate of 0.2375 mills by 0%.

“For example: If your home is valued at $100,000, your taxes for the year would be $23.75.

“In conclusion: The district is financially sound.”

Some have been in the race for several months, some have shown themselves only in the last couple weeks. I have an issue with someone that shows up at the last minute with a supposed long list of endorsements.

The important thing is that the new District 2 council rep be someone who will stand up for residents and not be a tool of developers (as happens too often in the City Council nowadays). We decry people on food stamps and Medicaid, yet we refuse to pay them a wage that allows them to do anything else to survive.

A recent Pew Research Center study found that two-thirds of Americans favor a $15 federal minimum wage. In a country where we can afford to give millionaires, billionaires, and huge corporations vast amounts of money in tax breaks; surely, we can afford lifting the minimum wage of hard-working Floridians a mere $1.44 cents an hour now; and gradually provide for small incremental future increases.

The concept of a “beginner’s wage” alternative is not on the ballot this year. Those who support a “beginner’s wage” should do the hard work required to put that suggestion on the next ballot because it isn’t on this one.

Dear Editor: Those who oppose Amendment 2 fail to mention to the voters that Amendment 2 asks voters to approve a minimum wage move to $10 an hour now and gradually move it to $15 within the next six years.

So, it is actually asking for a $1.44 an hour wage increase now. The minimum wage in Florida is currently $8.56 per hour, which is less than $1,400 per month. The average cost of an apartment in Flagler County is over $1,000 per month; food costs are out of sight, and many are struggling with the devastating issues surrounding COVID-19.

Three people, including a 16-year-old girl, have been linked to an Oct. 20 snatch-andgrab theft at a Palm Coast vape shop.

Flagler County Sheriff’s Office deputies responded to Jaguar Smoke and Vape II located at 9 Palm Harbor Village Way on Oct. 20 after store employees told deputies that a juvenile stole a vape display containing approximately 65 vape pens valued at $649.35.

Deputies reviewed surveillance footage and observed a juvenile in a mask quickly approach the counter, grab an entire display of vape pens, and run out of the door heading east towards Island Walk.

Investigations led detectives to a 16-year-old girl, 20-year-old Jamel Brown, and 19-year-old Nicholas Alo. All three subjects were interviewed by Deputy Burchfield and gave full confessions after being read their rights.

“Unfortunately for these subjects, they didn’t take into account that we would utilize security technology, social media, and other deputies to identify them,” Sheriff Rick Staly said. “I am happy that we were able to return some of the stolen merchandise to the owner. I also thank the community for sending in your tips and reporting suspicious activity.

Three suspects linked to snatchand-grab theft

Charges are pending as the investigation continues.

St. Augustine man arrested in connection with robbery Deputies have arrested 30-yearold St. Augustine resident Tyrone Hunter in connection with the Oct. 6 robbery of the Kays Jewelers store in Palm Coast.

Hunter has been arrested multiple times in Putnam County for crimes including burglary, trespassing and resisting an officer, according to Putnam County jail records.

“This is a great example of how technology-led policing and good old fashioned police work solve crimes,” Flagler County Sheriff Rick Staly said.

“This guy thought he could come into Flagler County and commit a robbery and get away with it. But thanks to the excellent work of our crime analysts and detectives, we secured a warrant for his arrest. Our law enforcement partners in Putnam were able to take him into custody for us and he’ll soon be in the Green Roof Inn where he belongs.”

FCSO deputies worked with law enforcement agencies in Putnam County to track down an address where Tyrone Hunter was staying.

Putnam County Sheriff’s Office deputies located and arrested Hunter. He is awaiting transfer to the Flagler County jail.

Firefighters from a variety of agencies throughout the state, including Flagler County, regularly deploy to help fight wildland fires elsewhere in the country.

It’s not very often, however, that they face a “historic and unprecedented” perfect storm of conditions that allowed 215,000 acres to burn in 24 hours — requiring leadership skills and experience to kick in to save the lives of the 11 people in one’s charge.

Flagler County’s Michael Orlando, prescribed fire program supervisor, was recognized at the Oct. 19 regular meeting of the Board of County Commissioners for doing just that. “(Historic and unprecedented) ... These aren’t my words,” said Resiliency and Resource Stewardship Manager Tim Telfer, to whom Orlando reports, noting they are the words of a California forestry firefighter describing the conditions on Sept. 8 at the North Complex Fire, north of Sacramento in the Plumas National Forest.

The Palm Coast Fire Police program includes a group of highly dedicated volunteer employees, whose mission is to provide safety for responders and victims at emergency scenes. Their primary role in the emergency response system is to establish a perimeter of safety around the emergency. FPC STUDENTS GIVE TOURNIQUETS TO FIRE RESCUE

Students from Flagler Palm Coast High School “Guard Dogs,” a community problem solvers group, donated 200 tourniquets to the county’s Fire Rescue department on Oct. 13.

“These students, in the aftermath of many school incidents, took the initiative to help.” said Flagler County Interim Fire Rescue Chief Joe King. “They found funding to purchase this equipment and discovered a way to put it to good use,” The student group partnered with the Generation Impact Group through the United Way and has received funding through the Social Innovation Fund Grant.

The tourniquets will help stock Fire Rescue units if there is ever an active assailant event.

“We hope we will never be faced with using the equipment for this purpose,” King said.

“But we are more prepared now because of the student’s efforts to be proactive.”

in “constant calm contact” as he gave instruction to cut the roots and push over as many trees as possible.

Crews would take refuge in their vehicles while the fire burned past them. Orlando was concerned about whether their oxygen would hold out.

“These flames are 200 feet,” Telfer said. “They are inside with the air conditioning running full bore, and they can’t keep up. It’s hot. And it’s loud.

You can’t shout across to the person next to you. And they weren’t hit with the fire once — they were hit three times.”

Orlando, his crew, and his equipment all survived.

He didn’t say much during the meeting except that he was grateful for the experience, and to bring additional skills back to Flagler County.

What he shared after the meeting with a little prodding is that he used vacation days for his deployment, and that his wife, Ashley, is also a firefighter who was deployed to an equally harrowing southern California wildfire which “made things a little extra tense.”

“I didn’t really have time to worry — I had to stay focused,” Orlando said. “My experience kicked in.”

That experience includes 10 out-of-state deployments, and work on more than 400 separate, documented wildland fires.

“My motto? Seek more training,” Orlando said. “Be the best you can be every day.”

Drone program gives county staff eyes in the sky The county’s nine drones are used for mapping, search and rescue and fire operations, among other uses.

Although many of them aren’t much bigger than a laptop, drones are taking on a large — and increasing — role in the Flagler County government’s operations.

The county uses drones for many of the aerial surveying tasks that would have required a helicopter in the past — checking wildland fires for hot spots, surveying the coast after storms, and conducting search and rescue.

“We flew the entire coastline before Hurricane Dorian and then again after, and were able to estimate the sand loss,” said Matthew Adams, the county’s GIS analyst and UAS coordinator. Drones were also used after the December 2019 tornado to survey the damage, and in missing persons searches.

“Eventually, we will have the ability to drop a life preserver,” Adams said.

The county formally created a drone team in June 2019, and team members have since conducted 449 flights, including training time.

Flagler County has five certified drone pilots, eight more in training, and nine drones.

They try to train at least monthly, and more, if possible.

Being a good drone pilot, Adams said, requires attention to detail — not just for the flying, but for all the attendant regulations.

Like larger aircraft, drones must abide by FAA guidelines, and pilots undergo a certification process.

Adams began flying drones recreationally in high school, and began developing the drone pro-

gram after he started working for the county in 2018.

The drone used for search and rescue purposes is a larger, desksized model with a laser range finder, a zoom camera and infrared that also comes in handy for fire operations.

Drones were used at a prescribed burn in Princess Place Preserve, where the thermal imaging system could detect hot spots not easily visible from the ground.

That’s been the drone team’s only fire so far, although Adams anticipates more in the future.

But drones are also useful for more mundane purposes, such as surveying and photographing drainage ditches on the west side of the county to compile data to improve stormwater flow.

“We mapped the entire stormwater system out there, and

we’re able to bring it into the GIS (geographic information systems) system and draw point lines on the map where all of those issues are,” Adams said.

That project required multiple flights per day.

Adams had at first worried that resident on the west side, valuing their privacy, might find the drones intrusive. But most reacted with enthusiasm when told the drones are being used to fix the drainage system, he said.

“When we explained it, they were all like, ‘Oh yes, please keep doing it,’” Adams said. “It really just comes down to public education, so they know we’re not taking videos of their property; we’re really just doing it to gather data, or a search and rescue mission.”

Adams anticipates that the team will get busier.

“I have a feeling that since people are starting to realize that we are deployable ... that we’re going to be called out when these events occur,” he said. “We’re definitely a tool in the toolbox.”

With the holidays approaching and a lot of social-contactdeprived citizens hankering for winter celebrations, the CDC and local health experts are warning that COVID-19 is spiking in much of the country, and social gatherings remain a risk.

“The last thing you want is a holiday tragedy where somebody gets really sick, and it spoils the whole thing,” said Dr. Stephen Bickel, medical director at the Florida Department of Health Flagler.

Bickel is advising caution this holiday season: Holiday gatherings with people outside your household are a risk, he said.

The number of people at the gathering: Gatherings with more people pose more risk.

The size of a holiday gathering should be determined based on the ability to reduce or limit contact between attendees, the risk of spread between attendees, and local health and safety laws.

“I’m not going to any,” Bickel said. “If I was, it’d be wearing a mask. ... It’s high risk, there’s a tendency to take your mask off, how do you limit the number of people — it’s just hard.”

A holiday party is not like a classroom or an office where people are confined to assigned seats that can be spaced well apart, he said.

But, he added, “If you’re going to have a holiday event, I definitely would avoid having it inside — I’d consider avoiding it entirely. Outdoors is thought to be 10-20 times safer than indoors.

So if you have a choice of eating outside versus inside, I’d always pick the outside.”

To be as safe as possible, he said, you’d also have to limit the numbers and wear masks — but how much fun is that? And, he noted, holiday gatherings that revolve around shared meals aren’t conducive to constant mask wearing.

The locations attendees are traveling from: Gatherings with attendees who are traveling from different places pose a higher risk than gatherings with attendees who live in the same area.

Florida faces potential ‘third wave’ of COVID-19 infections Rapid testing, once available, could help reduce COVID numbers as vaccine is developed NEWS EDITOR

The United States is facing spiking COVID-19 numbers as the country approaches the fall holiday season, but the extent to which that will affect Florida and Flagler County aren’t yet clear.

“I think it’s fair to call it a third wave that the country’s experiencing — Florida not so much yet,” said Dr. Stephen Bickel, medical director at the Florida Department of Health-Flagler.

In the north, cold weather pushing people indoors is likely part of the reason for the spike, and and that’s less of a factor here, he noted.

But people do seem to be letting their guard down about COVID-19 safety precautions.

“People get more active; they have more parties, more social activities,” he said.

“It doesn’t take much to multiply the effects.”

Europe is also experience spiking numbers, he noted.

At this point, Bickel said, rapid testing of large swathes of the population‚ including people who aren’t experiencing any symptoms — could drop COVID-19 numbers back by 50%-75%, but the rapid tests in development are still working their way through regulatory hurdles.

“We’re just not testing enough,” he said. “We might be picking up 5% to 10% of the infectious activity going on. ... If it’s patientdriven and it’s driven by symptoms, you‘re probably missing at least half, if not three-fourths, of their contagious period.”

In terms of testing, Flagler has been ahead of most of the state, and has consistently been near the bottom in terms of infection rates and death rates. Two other counties that have emphasized testing — Alachua County and Brevard County — have also experienced low infection and death rates.

Florida and Flagler County might derive some protection against a winter spike from Florida’s climate, since winter doesn’t drive Floridians inside, and also from the fact that the virus has already been circulating in the community.

“We have some low-level immunity,” Bickel said. “It’s not approaching herd immunity, but … that may have an effect. We may not get it as bad. We’re hoping that some of the developments, like the rapid testing, can nip it in the bud. It’s quite possible that our wave, if we have one, will be delayed and subdued.”

But with the holiday season approaching, he added, “If I had to make a prediction … I think that we will have an uptick in COVID.”

The fishing line collectors received $1,500 in grant support from the Flagler County Education Foundation Teacher Mini Grant Program, and materials were provided by DG Ace Hardware of Bunnell.

The life science classes at Flagler Palm Coast High School’s i3 Academy are currently building monofilament fishing line collectors for Flagler County. These fishing line collectors are made out of PVC pipe and will be placed at different locations within the county.

When fishing lines are disposed of improperly, wildlife is put at risk. Birds, fish and turtles can get trapped in fishing lines, lead-

ing to starvation and injury. Each year over 100,000 animals die because of marine debris.

Not only will fishing lines harm animals, but also the land. Fishing line can take 600 years to break down in freshwater. When fishing line is thrown away it ends up in the environment through landfills.

“This project is a piece of the Forever Flagler Environmental Science Project,” said teacher Andrew Medearis. “Our i3 marine and environmental science students want to plan and make changes in the Flagler County community.”

The Forever Flagler project encourages people to dispose of waste line into the fishing line collectors. Other types of trash should be recycled or otherwise disposed of properly; the collectors are for fishing line only.

My story continues...

It’s Domestic Violence Awareness month, and we’ve had a few brave mamas share their stories. Last week’s story, continued here, is my story. I share it, like the others, because it’s important to share experiences, so others can see the light at the end of the tunnel.

I knew after I extradited myself from the situation, that eventually something would come from it; however, that something took time. When I look back - a rare occurrence these days - I often wonder how I found the strength to leave. The short answer? I made the first step. I told one of my closest friends and we went and looked at new places to live. I ended up moving out. It wasn’t always easy, but I kept moving forward, taking the next step. I never forgot that night in the field. I never forgot the times I felt small. I never forgot the time lost with my friends and family. It was the reminder I needed to never let it happen again.

We recently hired a new business coach. While we were on one of our first calls, he mentioned an exercise in self-development. The task was to write down the experiences you have had that left you feeling broken. From there, you create a list of everything in your life that you are grateful for or that you wouldn’t have if that experience never happened. Doing this exercise changed a lot inside of me. I became less angry and can now look back at that experience and see how it made me to who I am today.

Daytona State College’s elementary teacher preparation program has been named among the best in the country by the National Council on Teacher Quality.

Daytona State stood out as one of only 17 elementary programs out of more than 1,000 programs that earned an “A” in both clinical practice and classroom management and, according to the NCTQ, “serves as a model of excellence for others.”

Along with the other topperforming programs, Daytona State was recognized for its strong clinical experience requirements, which include calling for candidates to spend 10 or more weeks in an experienced teacher’s classroom, and at least four days (or the equivalent) in the classroom each week. The program also screens potential mentor teachers for mentorship skill and/or instructional effectiveness as measured by student learning.

The pandemic melted demand for her other business, sports travel, but ‘people always love ice cream.’

he travel business is — not that much like ice cream.

But Shayla Gerling made the switch to shakes this year, as the pandemic melted away much of the demand for her travel business.

She does see one thing in com-

mon: “Both make people happy.

People love to travel, and people always love ice cream.”

SPORTS TRAVEL

Gerling started Gerling Sports Travel in 2003, arranging for corporate trips to major sporting events, starting with motor sports but then expanding to golf

and the Super Bowl. She “sailed” through the recession in 2008, she said, because sporting events didn’t slow down. Her business expanded over the years, adding as clients professional athletes who wanted concierge service for their family vacations or other outings.

In 2009, Gerling’s husband, Mark, launched Gerling Travel, which specialized in trips to Africa. The two companies succeeded together and added employees at their office in Flagler Beach, at 301 S. Central Ave. But this year, in the middle of March, it became apparent that the pandemic would have a major impact on travel. They sent their staffs home and ultimately had to eliminate staff completely as they learned that COVID-19 was here to stay.

“So it was Mark and I, and we owned this business, so we had to do something to keep it all going,” Gerling recalled. “Both of our incomes depend on the travel world.”

They discussed lots of options, but they kept returning to ice cream. (Both travel business also remain open and active.)

Gerling’s grandmother owned an ice cream shop in Illinois, and her mother and aunts worked there as she was growing up.

“Ice cream has always been a big part of our family,” she said, “and when we bought this building, my parents used to say, ‘You should open an ice cream shop.’

We joked about it: ‘Yeah, we don’t have time for that.’”

But the pandemic changed all that. Reasoning that ice cream was even more recession-proof than sports, Gerling decided to go for it.

The travel office remained where it was, but the eastern portion of the building was renovated.

Gerling researched. She talked to others who owned ice cream shops. She visited Illinois. She wanted something that would offer unique ice cream in Flagler Beach.

“When I’m going to do something, I’m going to put in 150%, and I want to know everything about it,” Gerling said.

She found a husband-wife duo in Atlanta who offered just the right product, and Surfside Shakes was born in Flagler Beach.

The shop serves thick softserve shakes with a long list of possible toppings, as well as grab-and-go products and scoop dishes.

Although the food industry is “way different” from travel, she’s excited for the new opportunity.

She even lets Mark help occasionally. “He’s the people person,” she said with a laugh. “I let him run the register every now and then.”

TRIBUTES Dr. Nancy Wright 1945-2020 Dr. Nancy Wright passed away on October 12, 2020 after complications from a stroke, surrounded by the love of her friends and family. Nancy was born on June 6, 1945, in Wapakoneta, Ohio. She is survived by her friends and family in Colorado and Florida.

treating herself to a daily Starbucks where the staff knew her by name. Nancy traveled to several countries in Europe, including France and Italy. Her favorite place was Paris, having made 3 trips there. Upon her return she would say, “I could move there! I love Paris! “ Nancy considered Colorado her home.

Even after moving to the beach she enjoyed so much, she made yearly trips back to spend time with friends and former colleagues in Colorado. This April, Nancy returned home to spend her final days near her beloved mountains and Colorado friends and family. It was her final trip home. We will all miss this intelligent, creative and vibrant woman who brought happiness, love, and her contagious laughter wherever she went.

A celebration of life will be held for Nancy Wright in the Spring of 2021 in Colorado Springs. A contribution in Nancy’s name can be made to the charity of your choice.

Mr. Sciuto lived and raised his family in New Jersey, and later moved to Florida in his retirement. In recent years, Jack moved to the Smithton, Illinois area to be close to family. He was an electrician for Western Electric, based in New Jersey, and retired after 30 years of service. He enjoyed fishing and was an avid bowler. He was named to the Bowling Hall of Fame and taught young people the sport. He played several nights a week in leagues around his Florida home.

Jack was a member of the Elks Lodge. He was a proud U.S. Army Korean War veteran.

Jack was preceded in death by his parents, Anthony “Tony” and Mary, nee LaMonica, Sciuto; his former wife and mother of his children, Irene Sciuto; and several brothers and sisters.

Surviving are two sons, Jack A. Jr. (Diane) Sciuto of Smithton, IL, and Steve (Tara) Sciuto of West Milford, NJ; Former wife Nancy Sciuto of Palm Coast, FL; three grandchildren, Anna (Jim) Wilderman of Freeburg, IL, Jack III (Rachel) Sciuto of Columbia, IL, and Christopher Sciuto of West Milford, NJ; and three great-grandchildren, Ella Wilderman, Olivia Sciuto, and Emma Sciuto.

She worked for Hervey Allen, author of Anthony Adverse, and Senator Rulison of Syracuse, NY, and later became a paralegal.

She and her family, Bob, Jeff and Nancy moved to Orlando, FL in 1959 where she worked for a large law firm.

When she retired to Palm Coast, FL she enjoyed many great years of tennis at the Palm Coast Players Club, volunteering, and travels. She also enjoyed bridge and Ancestry.com.

Nancy devoted her adult life to being an educator and champion for children.

She was a teacher, principal, central office administrator, and superintendent. Nancy served in varied leadership positions in Colorado Springs District 11, Colorado Department of Education, and Littleton Public Schools. She served as superintendent of schools in Manitou Springs School District 14, Fort Collins School District, Falcon School District 49, and Big Bear School District in California.

Nancy’s vision for excellence in education for all children made her a star among her peers. There are literally thousands of students who benefited from Nancy’s dedication and commitment. She believed that every child should be given the opportunity to follow their dreams and hope for the future. Her devotion to students, staff, and community made her an inspirational educator. Those of us who knew Nancy cherish our memories of her positive energy and love of children!

Condo gets $2.55 million WAYNE GRANT REAL ESTATE EDITOR

condo in Hammock Dunes was the top real estate transaction for the week of Sept. 17-23 in Flagler County in the Multiple Listing Service. Kevin and Eileen Van Fleet, of Greensburg, Pennsylvania, sold 19 Avenue De La Mer, Unit 1102, to Judi Wormeck, of Palm Coast, for $2.55 million. Built in 2005, the condo is a 4/4 with two half-baths and 5,521 square feet.
