Palm Coast prepares resident surveys The 10-question survey will precede the 2020-2021 Citizen Survey, which will be conducted in January.

Palm Coast will be surveying residents to determine locals’ perceptions of how well the city communicates with the public.

“We want to find better ways to ultimately reach our residents,” Communications Officer Tyler Jarnagin said. “This communications survey is designed to ultimately improve the efficiency of communicating with our residents.”

The survey will be available from Nov. 1 to Dec. 31, and will have 10 questions:  How well does the city of

Palm Coast communicate information to its residents? Howwelldoesthecitycommunicate information to its businesses?  How frequently would you like the city to comm u n i ca te to re s i d e n ts ?  What types of information are important to you? How do you receive information from the city currently? From which media source do you primarily receive city updates? What is your preferred method of receiving communications directly from the city?  Are you aware of the city’s Be Local Buy Local campaign?  Which city social media

p l a t fo r m s d o yo u fo l low? Select all that apply. How can the city do a better job of communicating with you?

The survey will be advertised in print and digital media, but will be accessible only in person at city facilities and via PalmCoastConnect.com, where residents will have to log in to take it, so that one person can’t take it multiple times.

It could be advertised in the Palm Coast Observer print edition and at palmcoastobserver.com and FlaglerLive.com, Jarnagin said, as well as on social media.

“We will be able to track the engagement and where we’re getting it from, so we’re not going in blind,” he said. “We’re looking to try to get an equal balance so that we make sure we get that coverage.”

Print ads would have a QR code that residents scan to take the survey, so that the city can see how many residents are accessing it via print versus online, he said.

Mayor Milissa Holland suggested also advertising the survey through local clubs.

“Getting that out there and I think pushing that our there pretty aggressively — I think it would be a shared interest to our residents and these organizations,” she said.

The survey will precede a larger survey, the 2020-2021 Citizen Survey, which will be conducted in January.

A

lthough he got involved in Flagler Beach politics to fight the proposed Gardens development and was eventually elected to the City Commission, Ken Bryan is now a believer, thanks to a dramatic reduction in the scope of the project, and thanks to a greater understanding of the environmental impacts.

“I went from ‘stop it’ to ‘winwin,’” Bryan said during an Oct. 12 interview in his neighborhood, on Palm Drive.

He recalled the original presentation on July 1, 2019, in which developer Ken Belshe revealed plans for a proposed 3,996-home development on John Anderson Highway. Bryan was one of more than 330 residents to pack into the Hilton Garden Inn to protest the development, which was to include 10-story apartment buildings, essentially in his backyard.

That summer, Bryan gathered with other residents to formally oppose the development, and Belshe sued him for defamation, an accusation Bryan is currently fighting in court. (Bryan was elected in March 2020.)

Since then, Belshe has limited the scope of the development to 353 homes, less than 10% of the original plan. In addition, Belshe and Bryan met so that Bryan could understand Belshe’s commitment to reducing the impact on the neighboring Palm Drive neighborhood.

Still, many residents are upset about the potential increase in

traffic, as well as fears of flooding on Palm Drive, a street that was hit hard by flooding during Hurricane Irma in 2017 and other rain events since then.

After county staff gave initial approvals to the development, the Flagler County Commission has the final say. And the commission unanimously voted Sept. 21 to table an expected the development until Belshe could provide further reassurances on traffic and flooding.

“Your water management is crap,” County Commissioner Greg Hansen said to attorney Michael Chiumento, who represents Belshe. He wanted Chiumento to prove there would be no flooding. “You haven’t done that yet,” Hansen said.

Since that meeting, Belshe has prepared new exhibits that will demonstrate “the mechanics and science” of the water management, he said, as well as research showing that traffic will be low on John Anderson even with the Gardens being added to the area. The next vote is Oct. 19.

What follows is a further exploration of the flooding issue, after a tour of Palm Drive and a review of Belshe’s new exhibit.

PALM DRIVE DRAINAGE

Theresa Seufer lives at the southern end of Palm Drive, the first house built on the street decades ago. She said the water behind her house is usually about 30 yards away, but in recent years, whenever it rains, the water threatens to reach her swimming pool.

What used to be a canal behind her house is now so shallow that a “raccoon can walk across it,” she said.

That, of course, isn’t the fault of the Gardens, considering nothing has been built yet. But if the Gardens homes were to be built on the other side of the tree buffer, wouldn’t that make her property flood even more?

“I am in favor of progress, but it can’t damage my current lifestyle,” Seufer said. “We don’t want to shovel mud out of our pool three times a year.”

What is causing the flooding on Palm Drive?

Hurricane Irma in 2017. The street flooded to the height of mailbox posts. He said the retention ponds in the neighborhood have not been maintained, in part because a homeowners association was never formed to pay for it. As a result, the berm behind his own home has a clear breach point, and the berm behind Seufer’s home is nonexistent.

Would Seufer feel better about the flooding issue if the current drainage areas were better maintained?

“If it were dredged, I would feel like someone has attempted to help us,” she said.

Bryan said he is working with the city of Flagler Beach to maintain the neighborhood. Nearby Lambert Avenue is already having drainage work done, thanks to a grant. Belshe said he is open to talking about how he can help, although the Palm Drive retention areas are not in the Gardens property.

REGULATIONS OUTDATED?

Barbara Revels, a developer and former Flagler County commissioner, has been a vocal opponent of the Gardens — in large part because she doesn’t believe it will be possible to avoid exacerbating the flooding issues.

“Palm Drive is experiencing everything all of us are along the marsh in Flagler Beach,” she said.

“That area doesn’t have good flow. … Over the last few years, everything has gotten worse.”

Developers — and possibly environmental changes — over the years have contributed to the problem, she believes.

“Please, somebody’s got to hold somebody accountable to stop the flooding and the degradation of the Intracoastal,” she said.

Although the flooding issue has been the issue of greatest concern for Palm Drive residents, the Gardens has the potential to be of great benefit to all Flagler Beach residents, according to Bryan, and that’s because of the wastewater.

Today, the city of Flagler Beach dumps 650,000 gallons of treated wastewater into the Intracoastal Waterway — every day. While many cities find ways to reuse that water for irrigating lawns or golf courses, Flagler Beach has no reuse water customers.

But Belshe has already agreed to become a reuse customer for the city: The Gardens would buy just about all of those 650,000 gallons. In other words, no more wastewater would be dumped into the Intracoastal.

To make that happen, Belshe is investing $750,000 to create a system to convey the reuse water from the Flagler Beach plant to the Gardens.

“We have a vested

interest in cleaning up the Intracoastal Waterway,” Belshe said. “It helps us, and it helps them.”

Moreover, the city is planning to increase it water utility rates, and one of the solutions to those rising costs is to gain more customers.

The Gardens could be those customers that keep prices down for the whole city.

The reuse water is one of the most important reasons Bryan has come to believe that the Gardens will be a good neighbor to Flagler Beach (along with the fact that he doesn’t expect to see multistory buildings in his backyard).

“It’s a win-win for environmental reasons,” he said. “My attitude has changed.”

He said he has heard that some believe he is a “sellout” for supporting the Gardens.

“I do what I think is best for the community,” Bryan said. “Something is going to come eventually. Everything could be bought and conserved in perpetuity, but we know that’s not going to happen.”

FEMA’s regulations are no longer sufficient to protect the area, she believes.

“The Irma flood was higher than FEMA’s 500-year flood event, so if the county and Parker Mynchenberg (the Gardens’ civil engineer) say we’ll build at FEMA guidelines, you’re going to be building at flood levels automatically.”

Chiumento and Belshe, however say the St. Johns River Water Management District will not permit the development to impact surrounding areas.

Will the Gardens flood Palm Drive?

“Unequivocally, no,” Chiumento said in an interview. “It’s illegal.”

Belshe gave the Observer a preview of the exhibits that will be shared with the county. There will be 826,793 square feet of dry retention ponds and 640,941 of wet rentention ponds in the Gardens. The water is thereby treated as it seeps into the wetlands, which run along the coast as they filter into the Intracoastal Waterway.

A vast tract of land in the Gardens is wetlands, and it will remain wetlands. That means, for all intents and purposes, the water doesn’t flow, Belshe said.

The Gardens neighborhood closest to Palm Drive will be elevated, but it will also have its own retention ponds. The terrain will be engineered — by law — to drain toward the retention ponds before it filters into the wetlands. Palm Drive will not be harmed by the Gardens, Belshe said.

“I do want to be a good neighbor,” he added. “I plan to live and work here in this county with my family for the next 20 years, and I don’t want them to be unhappy.”

NOT SO FAST Not everyone is happy with the development.

would be Option B. The city could end up with a site of about 61 acres at the current location. But it’s not yet clear to what extent wetlands on the property might impede construction, he said, and it would cost about $100,000 to find out.

Then there’s Option B: The city owns land near Matanzas Woods Parkway and US 1 for recreation purposes, and could probably acquire more property there.

The site is large enough that the city could also house its Utility Department there.

Option B would likely be less

expensive, Cote said.

“I would say pursue Option A until we have some better idea of whether that’s going to be feasible or not,” Councilman Bob Cuff said.

Because Option B is not in a central location, choosing it would mean increased commute times and fuel costs, Cuff noted. Councilman Nick Klufas also preferred Option A. But Councilman Jon Netts said he thought the council needed more information, and Mayor Milissa Holland agreed.

Palm Coast’s proposed new Public Works facility is expected to cost as much as $26.4 million, but City Council members aren’t sure where they want to build it.

The council at an Oct. 13 workshop considered moving the Public Works facility to a new location rather than building it on the existing Public Works site, but tentatively favored keeping the Public Works Department where it is. They declined to make a final decision, asking city staff to present more data at a future workshop.

Since the city developed a master plan for the Public Works facility in 2017, Stormwater and Engineering Department Director Carl Cote said, there have been many structural changes as city departments have merged or shifted.

“We revisited the site in terms of the needs, and identified that in 10 years or so ... it was going to max out the [existing] property,” Cote said. Options include staying at the existing site but adding adjacent properties through land swaps — what Cote referred to as “Option A” — or shifting to other city-owned land further north, which

Palm Coast’s tennis center may become the site of a small community center.

“This ... recognizes a variety of needs in our community, in particular the growing sport of pickleball, our history of tennis and also taking into account our trails,” Mayor Milissa Holland said during an Oct. 13 council workshop.

The proposed project is one of a

number of initiatives underway to improve the city’s trails and outdoor recreation spaces.

“This solves a lot of the issues in this part of our community,”Holland said.

Palm Coast Parks & Recreation Director Lauren Johnston said the city is seeking partnerships with a tennis industry professional and a tennis community member, plus someone who can serve as a “pickle ball ambassador.”

The proposed miniature community center is part of the city’s 2008 Parks Master Plan, which calls for a small community center for each “sector.”

The tennis center site is 63 acres, with existing recreational facilities including the Lehigh Trailhead.

income of $68 million, local business owners’ revenue of $20.2 million, local wages and salaries of $48 million, local taxes and fees of $12.5 million and an astonishing 1,136 jobs.

In spite of this contribution to our economy and real estate, the county commissioners are facing unfortunate backlash from a small faction of residents, armed with a slew of misinformation and untruths, and we recognize this group and all groups like them, to be a threat to the construction industry.

The alarming NIMBY (not in my back yard) phenomenon demonstrated here is not only an assault on our way of life, but an assault on our local jobs.

According to a study by the National Association of Home Builders, in 2019, construction in Flagler County generated the largest source of local income, local business owners’ income, and local wages and salaries.

With a total local income of $91,144,100 last year alone, this is not an industry that

should ever be in jeopardy in our community, but rather fostered and supported.

Construction is not just composed of home builders, but also tilers, roofers, plumbers, electricians, interior designers, cabinet installers, framers, insulation suppliers, concrete workers, landscapers, the list goes on. These jobs pay the wages of our residents, who then send their kids to our schools, support our local retailers and restaurants, and pay taxes. These jobs are no less important than any other job in the local economy.

We talk a lot in this area about economic development and bringing in new business, but what about caring for the business that is already here?

We should care deeply about protecting all local jobs and helping our industries thrive with a healthy and strategic approach to growth and development.

It is predicted that Flagler County will gain 30,000 new residents by the year 2040 as

part of an influx of new residents migrating to the state.

Contrary to what some might hope for, we cannot stop this from happening. Instead, it best to be prepared for these new residents in many ways, including the development of a wider selection of housing options.

With that view, we assure our commissioners that The Gardens will be an incredible addition to our residential housing selection, as well as our economy.

It is critical that we define clearly what real estate development offers our community.

We cannot allow ourselves or our local officials to be influenced by a small crop of residents living (in homes constructed by our very own members) on their own piece of paradise, who would prefer to close the doors to Flagler and keep it all to themselves.

This is the time for change.

My opponent went on to say “I wasn’t aware of the situation” and the No. 2 seat said, “It’s just a little issue.” I’m not making this stuff up.

So I’m appalled, angry, and disgusted by what I heard; however, nobody on the commission resigned.

Since this mess, one commissioner was removed due to personal issues by the agricultural commissioner, but nobody was replaced by special election. I was told that the reason for this was the cost to do so about $90,000.

They could not afford to do it at the time because the budget was nearly broken. Instead, they have been functioning at a two-member board for the last three years — unheard of, because there is nobody to break a tie. If someone gets sick, the district could not technically pay their bills.

Recently, on one of the conference call meetings, I even

heard one of the commissioners say they never used to get financial statements from the past director, and she complimented the current director on the fine job he is doing. That’s the only refreshing part: The current director and staff are doing great.

I say, as a taxpayer, vote the complacent board out.

Lowe should answer to his past Dear Editor: During the recent Tiger Club question and answer forum for local candidates, Alan Lowe, running for Palm Coast mayor, ducked “questions and concerns” relating to his past.

Information involving Mr. Lowe has surfaced recently that suggests past problematic financial dealings, bad debts, unpaid taxes, federal tax liens, failed business ventures, and even a criminal misdemeanor theft charge.

Although Mr. Lowe contended that these matters are “lies, incorrect and skewed” and referred to them as a “hit job,” most are well documented in official court records.

They certainly raise serious questions about Mr. Lowe’s business acumen, ethics and character, and if he continues to insist that these are lies or incorrect, he needs to back that up with his supporting evidence.

Palm Coast Mayor Milissa Holland’s campaign for re-election is editing one of its television ads in response to complaints that the ad is racist.

The ad criticizes Holland’s challenger, Alan Lowe. Photos of Lowe flash on the screen as a narrator criticizes his background and fitness for office.

The image of Lowe that appears on screen when the ad mentions that Lowe had once been charged with theft shows Lowe standing next to a black man, with both men holding beers.

“I have a thick skin and can handle her cheap unfounded political smear, but what I won’t tolerate is her racist attack on an innocent man of color from the Island of Dominica,” Lowe said in a press release sent to local media.

The man in the photo, Lowe said, was a Hurricane Maria survivor named Phillip Hector, whom Lowe met while providing humanitarian relief in Dominica.

“His name is Phillip and he is not a criminal,” Lowe wrote.

Holland said the use of that photo was not intended to suggest that Phillip was a criminal or to associate the black community with criminality.

“I didn’t put together the ad, my consultants did, and there were very few pictures on Mr. Lowe’s [Facebook] page,” she said. “And that was one that they had utilized, and it certainly had no association with what his camp is alleging.”

Holland’s campaign had paid $22,700 to McLaughlin Media for TV ads, according to her campaign finance reports.

Holland said that the ad had been presented to several focus groups before it aired. Nobody had flagged that moment in the ad as a problem.

“I certainly reached out to my friends in the African American community, who did not voice concerns about the ad,” she said.

“So after hearing about a concern from one individual and the sensitivity facing our community and our country, we made a very quick adjustment to remove that one photo.”

Lowe wasn’t impressed with Holland’s decision to edit the ad but continue to air it, minus the photograph.

“Too little, too late,” he stated in the news release. “Today, I am demanding that Holland cease running this racist TV ad.”

Holland says her record speaks for itself.

“I have a very strong record with the African American community,” she said. “I have attended multiple events at the African American Cultural Society over the years, have attended events and have met with the NAACP and a variety of organizations in the community. My record reflects that.”

Lowe says it’s a ‘hit job.’

Palm Coast mayoral candidate Alan Lowe’s past has received scrutiny during this election season, with six accusations gathered on the website www.NoToLowe. com. Lowe met recently with the Palm Coast Observer to respond to the allegations, and a summary of the discussion follows.

The website says Lowe “scammed SunTrust Bank.”

According to a 7th Circuit Court document, Lowe had two mortgages on a home in Palm Coast’s C-section in 1993. To help pay the IRS, he attempted to refinance the second mortgage with SunTrust.

After SunTrust did a title search — but before the closing of the refinanced mortgage — a lot happened, without SunTrust’s knowledge. First, Lowe gave the property to his father via quitclaim deed. His father then gave the property to Lowe’s mother via quit-claim deed. Effectively, therefore, Lowe’s mother owned the property. After those quit-claim deeds, Lowe’s mother signed an affidavit claiming that Alan Lowe still owned the property. SunTrust was also not informed that there was another IRS lien on the property.

The refinancing went through, and Lowe received “the proceeds,” the document states.

In October 1993, SunTrust then learned it owed the IRS for the lien. The bank contacted the Lowes, but the Lowes said they weren’t responsible to pay, forcing SunTrust to pay the IRS more than $12,000.

SunTrust sued him, and the court ordered Lowe, individually, and his parents, Isabel and Donald, as trustees, to pay SunTrust more than $59,000, including what was due on the second mortgage, the taxes owed to the IRS, and the attorneys’ fees. The home was sold to the highest bidder in a foreclosure in June 1996 to pay off SunTrust. The quitclaim deeds were canceled.

Lowe said the ownership issue was a misunderstanding. “I was taking my name off the house to put it in my family trust, but it went into foreclosure,” he said. “ ... SunTrust didn’t lose the money; they got the house.”

NoToLowe.com also says Lowe failed to pay more than $29,000 in income taxes in 1992-1993, leading to the IRS placing a lien on his home in 1997. This was a different IRS lien from the one involved in the SunTrust foreclosure, he said.

“I had no idea there was a tax lien,” he said. “It’s not trying to defraud the IRS.” He said the debt was satisfied in 2005.

Lowe is also on a court docket for a misdemeanor theft in 1992.

However, Lowe said the first he had heard of it was in July 2020, and he went to the courthouse to find more information. There was never a hearing, and there was no other person’s name on record, so therefore no accuser. The misdemeanor was never prosecuted, and he said he knows nothing about it. He produced an email from the Florida Department of Law Enforcement that informs him he has no criminal record.

Sheriff’s Office forms telecommunicator emergency response team The Flagler County Sheriff’s Office Communications Center has established a Tele-communicator Emergency Response Team for the first time in agency history.

The TERT program allows for public safety tele-communicators to offer mutual-aid to other communications centers during or after a natural or man-made disaster.

Public safety tele-communicators face many challenges before, during and after disasters, including staffing shortages. TERT allows for agencies to request mutual-aid to assist with staffing and other challenges they may be facing.

The selected members of the FCSO TERT are Joseph Esposito, Megan Burton, and Tina Eddy.

Esposito was selected as the Team Leader and has been with FCSO since 2008. Burton is a Communications Training Officer and has been with FCSO

since 2015. Eddy is also a Communications Training Officer and has been with FCSO since 2012.

All members of TERT must successfully complete multiple FEMA courses and stay current with the Association of PublicSafety Officials (APCO) and the National Emergency Number Association (NENA) standards.

“We have had an Emergency Response Team within the law enforcement division and a Corrections Emergency Response Team for the detention division for years, but this is the first time we have established a response team of tele-communicators,” Sheriff Rick Staly said. “Our 9- 1-1 center is one of the few centers in the state that is accredited and the men and women in our Communications Center do a fantastic job. All three members selected offer a wealth of knowledge and experience in the public safety field and will be able to offer their assistance to other agencies during challenging times.”

TERT is a taskforce that was initiated in 2005 by the APCO and the NENA after learning the critical demand for additional tele-communicators following

FCSO launches Cold Case Unit The Flagler County Sheriff’s Office launched a dedicated Cold Case Unit in late summer for the first time in agency history.

With the advances in science and technology, Sheriff Rick Staly’s vision was to create a full-time unit in an effort to provide dedicated and focused attention to these old and unsolved cases.

With advancements in phenotyping, blood spatter analysis, genetic genealogy, touch and familial DNA, old cases can now be evaluated for new forensic testing and analysis.

The FCSO Cold Case Unit will utilize these state-of-the-art criminal intelligence gathering and laboratory analysis as well as forensic disciplines to reexamine these cases.

Cold cases include unsolved homicides, missing person cases where foul play is suspected, sex crimes and any other unsolved violent crimes where the statute of limitations has

not expired making prosecution impossible.

Detective Andrew Cangialosi was selected as the first fulltime Cold Case Detective. He was recently assigned a case that had gone unsolved and he has made great headway in identifying and preparing possible charges to bring this case closure.

Palm Coast City Hall reopens Residents and visitors to City Hall and other city facilities will notice changes in the wake of COVID-19. The city of Palm Coast reopened City Hall, located at 160 Lake Ave., on Oct. 5 at 8 a.m.

When entering City Hall, visitors will be greeted by a member of the Flagler Sheriff’s Office C.O.P. (Citizen Observer Patrol). Visitors will be required to wear a mask and be medically screened through a temperature check and a brief

medical questionnaire. A mask can be provided if needed. From there, visitors will proceed to the customer service ‘bump out’ desk, with glass affixed to the counter, for direction to other areas of city hall.

Sidewalk reconstruction begins on Colbert

Flagler County began sidewalk reconstruction work north of the Grand Haven community on Colbert Lane on Thursday, Oct. 8.

“Walkers and bicyclists in the area should expect intermittent sidewalk closures,” said Heidi Petito, Interim Chief of Staff.

The work – which began north of Grand Haven and will continue southward – should take about one month, weather permitting. Crews will remove areas of damaged sidewalk, re-frame the section, and finish the concrete work.

“We are sorry about the inconvenience to residents and appreciate everyone’s patience,” Petito said.

Election Year Investing

O

ne of the most common questions we receive is how to handle investing while in a Presidential election year. Clients often ask if they should withdraw their money out of the market and wait until after the election to resume their investment goals. These decisions are mostly motivated by fear of loss and the feeling that this time it’s “different.”

In light of these discussions we wanted to review the last several presidential elections as a source of framework.

When considering this discussion, the time frame that the investor is working with is the most important part of the equation. The average 65-year-old retiree will most likely be invested for an additional 15-20 years. When considering that length of time, what happens in any single year will most often have less of an impact on their long term investment success than the spend rate and choosing an adequately diversified portfolio that is

in line with their risk tolerance and goals.

According to a piece published by American Funds, Capital Ideas, “The historical performance of the Standard & Poor’s 500 Composite Index over the past eight decades; In 18 of 19 presidential elections, a hypothetical $10,000 investment made at the beginning of each election year would have gained value 10 years later. That is regardless of which party’s candidate won. In 15 of those 10year periods, a $10,000 investment would have more than doubled. While past results do not guarantee future returns, election-year jitters should not deter investors from maintaining a long-term perspective.”

So, using that math, 15 of the last 18 elections over the last eight decades have “more than doubled.” This means that 83% of the time the S&P 500 returned a minimum of 7.2% compounded rate of return by staying invested through the election cycle, regardless of political party. In fact, some of the best performing markets in recent decades have been produced by both Democrat and Republican Presidents (see chart).

Righting the ship Pirate crew aims to help Bunnell mom become a nurse HELPED

At least these pirate reenactors do: The Krewe of the 13, a 501c3 with about 55 members in Flagler, St. Johns and Duval counties, raises funds throughout the year and then assists people with clear solutions to their “dire circumstances,” according to Roger Allen.

“We want to fix the situation,” said Allen, a Palm Coast resident and the captain of the Krewe.

“We want to use the Krewe’s money, which is hard earned, to good effect, and stand back and say, ‘There, we helped that family. They’re on the right path.’ We want the Krewe to be energized to do more fundraising, and for that, they’ve got to see the positive results of what they’re doing.”

A group of several pirates saw those positive results in the face of Losh’She’Aundra Giddens on Oct. 9, at the Flagler County Housing Authority office on Bacher Street, Bunnell.

GIDDENS’ OPPORTUNITY

Giddens was the recipient of a scholarship that will help her attend the nursing program at Daytona State College and provide for her sons, infant Landan and 6-year-old Legend.

“It means everything that somebody is paying for a whole program for me, giving me help,” Giddens said. “It’s really a blessing.”

Giddens, who lived in public housing in Bunnell from 2012 to 2020, was inspired to pursue a career in nursing after several family members died in recent years: her mother in 2007, guardian in 2009, brother in 2011, sister in 2019, grandmother and grandfather in 2020.

“I want to give back,” Giddens said. “As long as you got that motivation, you can do it.”

Without family to support her, Giddens pointed out two people who had helped to guide her in recent years. One is Jacqueline Garcia, the grant coordinator for Resident Opportunities and Self-Sufficiency at the housing authority, known as Carver Village.

“This is life changing for her,” Garcia said.

want to make a change and be a better role model for her children.

She’s very encouraged. She’s very smart, and I think she doesn’t want to repeat patterns she’s seen before. Not wanting to be a stereotype is pushing her to succeed.”

Williams, who had her own first child as a 15-year-old, is a former resident of the public housing at Carver Village as well. In fact, her family has lived there for generations: Her great-great-grandmother lived in the house that has since been converted into the Our House building, next to the housing authority office.

Housing Authority Executive Director Chris Beyrer also sees value in the example Giddens is setting for those who remain in public housing.

“It could be life changing if other people see that this — where she lived before — is a stepping stone to get their education, to move on. What a lovely opportunity. It’s really heartwarming.”

PIRATE GENEROSITY

The donation was personal for one pirate, Nancy Hahn. Her husband, Jim, died Nov. 15, 2019, and the scholarship is named for him.

“I think it’s a great honor,” said Nancy Hahn, of Palm Coast. “He loved the Krewe, loved the fundraising, the philanthropy.”

Hahn added with a laugh that she was surprised he had been willing to go along with the pirate re-enactments.

“I talked him into this, but then he embraced it,” she said.

Hahn’s story is not uncommon, according to Allen, the captain of the Krewe. Most of the time, one spouse coaxes the other into participating. Allen got involved several years ago when he bought a pirate hat for a garden party several years ago.

“Thousands of dollars later, I was addicted,” he said.

Now, Allen’s wife, Kathy “Kutthroat” Allen, sews the costumes for many of the Krewe, as does another Palm Coast pirate, Debbie VanGemert.

The best part of being a pirate, according to Roger Allen, is interacting with children. They gravitate to the Hollywood glamor of pirates, and they love the swords and costumes.

“When you walk down St. George Street (in St. Augustine), it is truly amazing,” Allen said.

That charm was in effect with Legend, Giddens’ older son, when he was given a pirate costume, complete with a plastic saber.

“Can I keep this?” he asked.

He was then given a certificate declaring him an official Friend of the Krewe. He looked at it carefully with one eye — the other eye was covered in his new skull-andcrossbones patch — and a big smile.

Flagler Beach now has its own brewery, Coquina Coast Brewing Co. It was scheduled to open to the public with a menu and beer taproom on Oct. 14, featuring four of its own brews: the Palmetto Blonde, New England IPA, Pumpernickel Porter, and a Berliner Weisse Watermelon Sour.

Bar owners Curtis Moden, Sean Sweeney and minority partner Rich Gianzero also plan to offer four guest taps from local craft breweries.

“We plan to offer more of our

brews soon after we open, and after getting to know the clientele and what is in high demand,” said Moden. “By the end of this year we will have 12 draft beers to offer.”

The nano-craft brewery offers a game room that gives a closer look to the behind-the-scenes magic of the brew house and the brewery’s fully operational 2 Barrel Brew House with three 90-gallon kettles.

Coquina Coast, located at 318 Moody Blvd., in Flagler Beach, features a hand-crafted milled wooden bar top and outdoor seating area. After Irma swept through Florida in 2017, Moden,

with help from his friend, Randy Lot, collected wood from a fallen tree and handcrafted a unique addition to the brewery.

The beer ingredients are also unique.

“We wanted to keep the ingredients of our brews as local to Florida as possible,” Moden said.

“I am a volunteer at the Florida Agricultural Museum, and we are currently growing pumpkins and watermelons to incorporate in our beers.”

Moden also has access to a local sorghum field which he plans to harvest for the brews.

“Sorghum is a grain, originally native to Africa, which grows well in heat and humidity,” explained Moden. “We plan to harvest and crush the stalks, to produce sugar, similar to the method of using sugar cane.”

The brewery has its very own canning machine, and will be offering 32-ounce cans, sold as single beers, or in a four pack.

“Customers can call ahead, or order cans right here at the bar,” Moden continued. “And we will pour fresh draft directly from the tap, and can it, made to order. If you prefer to social distance we will walk it right out to your car.”

Popular Flagler Beach restaurant moves downtown

John “Johnny D” Davis said it’s bittersweet to leave the old location, but the new place is a “Taj Mahal” by comparison.

hile Johnny D’s Beach Bar and Grill is best known for its secret recipe for pizza dough, owner John “Johnny D” Davis said the key to success for his restaurant is laughter.

“It’s the socialization with people, the gathering,” he said

in a recent interview at the new restaurant, which opened Oct. 12, at 319 Moody Blvd., Flagler Beach, after being farther north on State Road A1A for seven years.

“Laughter is a big part of our business. Everybody feels welcome.”

How do you create laughter at a restaurant?

“You laugh yourself,” he said.

“You’ve got to be a happy person, and it rubs off. It mushrooms. If I

got somebody working for me that’s grumpy or has no smile, I say, ‘You better get a smile on your face.’”

Davis himself is known for his larger-than-life laugh.

“People tell me, ‘I heard you down the dadgum block!’” he said.

“You can hear it from four or five blocks away,” said Davis’ wife, Anita, who was also at the restau-

rant for the interview. (Davis, 74, affectionately calls her Anita the Eighth, he said, because she is his eighth wife. They’ve been married for three years.)

Davis has spent 30 years in the restaurant business, most of it in Jacksonville. He retired in 2010 and didn’t do much for a few years, he said. He walked on the beach and read books — but mostly he drank. So he decided to open a bar, which became Johnny D’s. He said the city of Flagler Beach encouraged him to make it not just a bar but a restaurant, so he got his pizza dough recipe and added family favorites to the menu.

For seven years, Johnny D’s was a popular spot in the north end of Flagler Beach, but because it was far enough away from the downtown gathering spots, he mostly had regulars and locals as customers. Now, he’s the first restaurant you see when you go over the State Road 100 bridge.

While Davis said many customers will miss being right across from the ocean at the old location, the new one is much nicer.

“This is the Taj Mahal,” Davis said.

My story... how I survived ANONYMOUS LOCAL WORKING MAMA CONTRIBUTING WRITER

Editor’s Note: Trigger warning. The story below is continued from last week’s abridged version of a local mama’s experience. To read the full story, head to palmcoastobserver.com/working-mamas Getting raped does not excuse you from life. My life continued. I still had school, final exams. Friends of mine babysat me. I crossed the Jax bridge every day, and each day that I made it over without driving off, I counted as a success. Most days, getting out of bed was a struggle. I was falling into a deep depression, and the days began to blur together.

But I refused to be a statistic. I’m still not sure if it was bravery or stupidity, but I wrote Robert a letter. I told him he would no longer control my life. I told him that he could keep my panties but he would no longer keep the rest of me.

I left it at his door.

I wish I could say that things magically got better and fairies danced around me and took my worries away. I hate to disappoint you, but this was just the beginning. As life went on, I threw myself into my school work and other activities. My depression and anxiety only got worse. I tried medication. I saw a counselor. I kept on going.

The next several years were insanely difficult. Writing the letter to Robert was a step in my healing and medication helped, but it was no magic potion. I wrote and produced a play exploring the effects of sexual assault

on all involved, even showing empathy towards the rapist. I got involved with the Jacksonville Women’s Center and served on the Mayor’s Sexual Assault Advisory Council. Working with police and law makers and feeling the support of the city was very empowering. My voice was loud.

Still, it wasn’t all better. I was not healed. Maybe I’m still not, completely.

Maybe I never will be. I’ve made a lot of progress in the past 14 years, but some things still linger. I take small victories in my mental health - managing stress and triggers instead of having a panic attack, no longer counting the days, weeks or months since the rape occurred. I still struggle with my selfworth, as most victims do.

But I am proud of who I am today. I am more than a survivor. I’m thriving.

I have a beautiful child, a career that I love, my own home, a healthy relationship and an amazing support system of friends and family. 14 years ago, I couldn’t see 14 days into the future. But I’m here.

I shared my story to say this - you and your life are worth it. I’m no different than you are. You will get through this. It takes work and bravery.

It’s hard. Really hard. But you can do it.

Writing this reopened a wound, but it bleeds less now. That pain is worth it if after reading this you feel more heard, more connected, a little braver. You are not alone. You are worthy. I am here - I see you, I hear you and I KNOW.

The two were fishing on the Intracoastal Waterway by Bings Landing, on Oct. 2. Carson got a fish on his line, and he patiently worked it until he reeled it in after about 20 minutes.

The line was light, so if he had tried to rush the fish, the line likely would have snapped, Tom Neel said.

“It’s really surprising that a boy that young was able to get a fish like that on the boat,” Tom Neel said. “We coached him through it, but he kept his hands on the rod the entire time.”

DSC OFFERS RAPID CREDENTIALING In response to the COVID-19 pandemic, the Florida Department of Education has awarded Daytona State College a training grant in excess of $900,000 to help get residents in Volusia and Flagler counties back to work.

TRIBUTES Juan Antonio Cantu 1952-2020 JUAN ANTONIO CANTU, age 68, gained his wings on Saturday, September 26, 2020.

The Cantu Family would like to give a special thanks to the doctors and nurses at the AdventHealth Palm Coast hospital in Florida. He left us far too soon but will forever be remembered for his playful sense of humor, generous heart, and long-lasting friendships.

The Cantu Family received family and friends at 5:00 p.m., Monday, October 5, 2020, at Maxwell P. Dunne Funeral Home, 5921 Yorktown Blvd., a Rosary was recited at 7:00 p.m. that evening. A Funeral Mass was celebrated at 11:00 a.m., Tuesday, October 6, 2020 at St. Philip the Apostle Catholic Church, 3513 Cimarron Blvd. The burial, with Military Honors, was held at 1:00 p.m. at Coastal Bend State Veterans Cemetery, 9974 IH37 Access Road.

Juan was born on August 22, 1952, in Nuevo Laredo, Mexico but lived his adolescent years in Laredo, Texas. He graduated from J.W. Nixon High School in 1972 and joined the Army shortly after. After nearly two years of service, Juan was honorably discharged on March 14, 1974.

Juan worked with the Corpus Christi Army Depot as an Airframes Sheet Metal Mechanic and later as a QC Inspector. Juan retired from CCAD in 2011.

In retirement, Juan and San Juanita relocated to Palm Coast, Florida and gained a second family with the wonderful friends and neighbors they met along the way.

While in Florida Juan enjoyed retirement life to the fullest. He loved playing golf, driving his boat, fishing, hanging out at the beach, and having drinks with friends. He was always the life of the party.

Juan was very proud of his children and especially proud of his grandchildren. He loved to share their accomplishments and was always showing pictures of his grandbabies to family and friends.

Juan is survived by his loving wife of 39 years, San Juanita, daughter Mari (Mike), son Niko (Emily), grandchildren Elliot, Sloane, and Michael Ryan, sisters Martha Argaiz and Anna Laura Hernandez, brothers Clemente Cantu and Alfredo Cantu, and numerous nieces, nephews, and cousins.

Matanzas cross country teams competed in the annual Volusia/ Flagler Freshman/Sophomore meet where the boys finished fourth overall and the girls placed sixth respectively. The team made the cross-county trip Saturday morning over to Spruce Creek

the Pirates’ top five scorers. The team finished with a score of 117 points and a team average time of 20:44.43.

For the girls, Sophia Wodchis was the first to cross the line for Matanzas. Wodchis finished 15th overall in a time of 22 minutes and 26.69 seconds. Following her was Carina Tavares (24:38.05), Chloe Irving (26:36.07), Cheyenne Hulsey (27.10.35) and Alyssa Lugo (29:17.49) who rounded out the Pirates’ top five scorers. They finished with a score of 119 points and a team average time of 26:27.68.

Awards were given to individuals who finished in the top 20.

Earning medals for the Pirates were Hyatt, Wodchis and Tavares.

Next up for the Pirates will be a short trip across town on Oct. 17 to compete in the annual Spikes and Spurs Classic hosted by Flagler Palm Coast.

he Matanzas Pirates evened their season record at 2-2 by shutting down the Lake Howell Silver Hawks 38-3 on Friday, Oct. 9, at Matanzas High School.

Senior quarterback Ethan Dattilio threw touchdown passes to Dakwon Evans, Noah Cundiff and Aaron Roberson, who also scored on a 15-yard run. Kicker Stephen Usina converted all extra points and added a 32-yard field goal for offense.

On defense, freshman Sho’Marion Gaines intercepted a pass to stop Lake Howell’s first drive. Linebacker Rex Robich finished with a sack and a touchdown off a return from a botched punt. Other Pirates forced fumbles and recorded several more sacks to dominate
