BRIEFS Teen’s body found at Graham Swamp The Flagler County Sheriff’s Office is investigating a body found floating in the water in Graham Swamp on Sept. 28.

Detectives were not able to immediately identify him because it appeared the body had been in the water for several days.

Based on their preliminary investigation, detectives believe the body is likely that of 18-year-old Giovanne Sylvain, who was reported missing from his home in Palm Coast on Sunday, Sept. 27.

Matanzas High School Principal Jeff Reaves sent a phone message Sept. 28 to the school community, saying that a student had died. He encouraged parents to talk to their children and understand that everyone grieves differently. Counselors will be available for all students who need to talk to someone, he said.

Maher, Kewley are latest departures

Jay Maher is the latest high-level city employee to leave City Hall, two weeks after Chief Innovation Officer Don Kewley resigned.

Maher worked for the city for 18 years, most recently as the compliance manager. In April 2020, he filed state ethics complaints, accusing the city of withholding public records from the media, and he believes he has been a target of city administration ever since.

Finally, he decided to give the city 12 days’ notice that he planned to retire on Sept. 22, saying in an email to the city that he was “sick of the harassment and the hostile work environment.”

He turned in his equipment and transferred his employees.

“It is clear that these internal investigations which were opened only after I became a whistleblower were embarked upon with the motive of destroying my character and credibility,” Maher wrote in an email to the city.

Meanwhile, City Manager Matt Morton said, Maher leaked public records to the media but refused to provide them to the city administration, breaking multiple policies and, potentially, laws. Mor-

ton attempted to terminate Maher on Sept. 21, following a report by an external investigator. In an email to the Palm Coast Observer on Sept. 24, Morton wrote that Maher’s departure “definitively closes yet another chapter in this saga waged by disgruntled employees/past employees who have clear political and personnel agendas.” However, Morton said later that day, the retirement was timed in such a way that it will stand, and Maher was not terminated.

“I guess we got played on that one,” Morton said.

Maher responded in a phone interview, saying that Morton’s attempt to fire him while he was retiring “goes to show what his character is. … [Morton] needs to be removed from office.”

But that wasn’t the end of the story. On Sept. 29, after this story was published online, Maher was given a termination letter, dated Sept. 22.

“They apparently changed their story again,” Maher said.

Maher was offered the option of an appeal but was denied accrued leave compensation, which Maher said was worth $15,000.

Flagler County cases per day

Two weeks ago, Chief Innovation Officer Don Kewley resigned after one year in Palm Coast.

Prior to being hired by the city, he worked in Oregon and had been a candidate for the Palm Coast city manager position (the City Council ultimate selected Morton over him). With the encouragement of City Councilman Nick Klufas, Morton then hired Kewley in September 2019 to run the city’s FiberNET and other innovation initiatives.

On a recent Facebook post by mayoral candidate Alan Lowe, Morton criticized Kewley, saying he had failed “to complete any substantive progress” on his important assignments.

Kewley told the Daytona Beach News-Journal that he believed he had been forced out because “I didn’t wear a Salesforce banner on my back,” referring to the software solution used by Palm Coast Connect. Kewley previously told the Palm Coast Observer that he had been uncomfortable with the commingling of city initiatives and the interests of Coastal Cloud, the tech company that employs Mayor Milissa Holland.

Other key figures to leave the city since Morton was hired in April 2019 include two successive communications managers, Cindi Lane and Michael Schottey; Human Resources Director Debbie Streichsbier; Assistant City Manager Beau Falgout; and Head of Innovation Wynn Newingham.

andidates for Flagler County sheriff and for two County Commission seats addressed audiences over WNZF radio and Facebook Live in a forum hosted by the Flagler Tiger Bay Club on Sept. 23.

The seven candidates had a minute each to give an introduction, answered a set of questions asked by Tiger Bay Club members, and had one minute each to give concluding remarks.

Howard Holley, a founding member of the Tiger Bay Club, moderated the forum.

COUNTY COMMISSION DISTRICT 1

Candidates for County Commission District 1 presented first.

There is no incumbent in that race, as District 1 Commissioner Charlie Ericksen is not running for re-election.

Andy Dance, who is running as a Republican and is currently a School Board member, said he has a family history of 40 years in Flagler County, including 12 on the School Board.

“I’m eager to use my experience, relationships and my plan of action to improve our business climate, protect our natural environment, grow smart and provide a safe and secure community for every citizen of Flagler County,” Dance said.

Corinne Hermle, a Democrat, is an environmental consultant with the Florida Department of Agriculture and Consumer Services and a liaison to the St. Johns Water Management District, with almost than 15 years of state government experience, she said.

“I am running for office because I believe that the citizens and voters of Flagler County deserve to have a choice: That they deserve

the option to have a board with a variety of viewpoints and voices — a voice that will talk about growth management in the county, that will talk about how your tax dollars are being spent, that will talk about moving to longterm planning instead of more knee-jerk decisions, a voice that will talk about the community that we want to have 10, 15, 20, 30 years from now, and a voice that will push to preserve our natural resources,” she said.

Dance, asked about what he thought were the two most pressing issues in the county, named economic development and smart growth.

“I believe we can spend minimal resources and gain a huge investment in ... growing our own small businesses,” he said.

In terms of smart growth, he added, “As a landscape architect, I’m an environmentalist by nature. ... I think Flagler County is a gem and is so unique in our natural resources, and we need to do everything we can to protect those as we continue to grow.”

Hermle also mentioned smart growth and the economy.

“Flagler County and this region of the state is already seeing an increase in impaired waters, which are excess nutrients going into our local waters, and at the same time we are also seeing the water quality of our public supply wells decline and became more brackish,” she said. “As we continue to build houses, these are problems that are going to hit us,” requiring future infrastructure projects.

In terms of economic development, she said, Flagler County should encourage small businesses to come here, and the county could become a “makerspace” if the artisans and small businesses have the support they need to get started.

andidates for Palm Coast mayor and City Council spoke about economic d e ve l o p m e n t , taxes, workforce housing and the proposed University of North Florida MedNex health care training campus during a candidate forum hosted by the Flagler Tiger Bay Club and broadcast on WNZF News Radio Sept. 24.

DISTRICT 1

The race for the Palm Coast District 1 seat has two candidates: Sims Jones, who’s run for City Council in the past; and Ed Danko, who is running for the first time.

Danko did not attend the forum due to a prior commitment, so Jones was the only District 1 candidate there.

Jones introduced himself as the pastor at God’s Love Ministries and a former New York City firefighter.

“My goal is to develop ways to relieve the tax burden on the citizens of Palm Coast, to bring down debt, to increase the involvement of the voice of the people, to lower spending to ensure equal rights to all citizens,” Jones said during his one-minute introduction.

Asked if he supports the UNF MedNex project that would bring a University of North Florida health care training campus to Town Center, Jones said that he does, because it would bring jobs and opportunities for local young adults.

One question addressed Jones’ prior statements in favor of starting a Palm Coast police department, asking him how he’d pay for it. The city’s policing is currently conducted by the Flagler County Sheriff’s Office.

Jones said he’s since changed his mind.

“My initial information and reports that I got were incomplete,” he said, adding that he’s since looked into the costs of starting a municipal police department. “When I put that up against what we are paying now

with the sheriff’s department, it was a no-brainer,” he said.

DISTRICT 3

In the District 3 race, incumbent Nick Klufas, a senior software engineer who was first elected in 2016, faces challenger Cornelia Manfre, a corporate real estate agent.

Klufas said he believes the city’s two biggest challenges are economic development and managing responsible growth.

“I think Town Center re p re s e n ts our b i g ge s t opportunity for not only solving re s p o n s i b l e d eve l o p m e n t through diversification of our housing inventory, but UNF’s upcoming MedNex campus will be a synergistic opportunity to create jobs, to create a future for students that are graduating out of our high schools today, and it’s going to offer the highpaying jobs that can support the generation of tomorrow,” Klufas said.

Manfre said she was running because she’s been disappointed in the city government.

“I’ve served in many community services, but I’m running because I got mad,” she said. “I’ve been disappointed in the lack of friendly service and administration when people come to the city for approval and permits, disappointed with the lack of economic development for job creation, disappointed with the lack of interest in finding workforce housing solutions.”

The city also needs more housing for workers, she said, including affordable single-family homes.

“There are opportunities out there to be able to produce housing that is in the 100s rather than the 200s,” she said. “In June of last year, the median house was 239 [thousand dollars], in June of this year, 269. Anybody who’s a service person making between $50,000 and $70,000 can’t afford that. It is impossible. So we have to look for alternatives.”

Palm Coast approves $211 million budget

Palm Coast’s millage rate for the coming fiscal year will be 4.6989 cents per $1,000 of taxable value — the same rate as the current one. Because of rising property values, the coming year’s millage rate will be an increase of 3.88% over the rollback rate, which is the rate that would bring in the same dollar amount of tax revenue as the city received in the current year.

The City Council approved the millage rate and the city’s $211 million budget for the upcoming fiscal year unanimously during a special meeting Sept. 23. The coming year’s budget is about 3.3% higher than the current year’s revised budget, according to a presentation by city Finance Director Helena Alves.

Palm Coast’s budget for the coming year may require more adjustment than usual because of COVID-19’s impact on tax revenue.

The city may also alter what it spends on policing after a joint meeting scheduled for January between city government, county government and Flagler County Sheriff’s Office representatives.

FCSO Chief Mark Strobridge, filling in for Sheriff Rick Staly, addressed the Palm Coast City Council during the Sept. 23 meeting.

“We are good stewards of your tax money in providing law enforcement services at a contract cost of ... $42.42 per household,” Strobridge said, citing a 47% reduction in crime since 2017 and a 67% reduction in traffic fatalities in 2018, after the city decided to fund five more deputies.

“We are looking forward to working together in a joint city-county discussion on a longterm staffing project and plan for the Sheriff’s Office which is fiscally responsible and also gives a level of service that your residents expect,” he added.

The city has committed to funding two additional deputies who will start in January 2021, plus two who will start in October 2021.

Teens’ joyride damages course Four teens from Titusville stole a golf cart and took it on a joyride though the Hammock Beach Resort.

The Flagler County Sheriff’s Office reviewed security footage from Sept. 26 that showed the teens enter the parking garage, remove a steering wheel lock from a golf cart — damaging the cart — and ride it across the course, running over and breaking five flag markers, 10 golf bag racks and eight tee markers, causing $5,000 in damage.

Deputies found a wallet belonging to one of the teen’s mothers on the course, and made contact with the teen, his mother and brother, and two of his friends. The four teens confessed, and deputies charged them with grand theft and criminal mischief.

Real Time Crime Center formed

The phased reopening of the Palm Coast Community Center began Sept. 28 with the resumption of normal operating hours of 8 a.m. to 6 p.m. Monday through Friday, with capacity limited to 50 people at a time.

Programming will resume gradually. Mask are required in common areas.

The FCSO has formed a Real Time Crime Center which uses camera systems, crime databases and license plate readers to send information to first responders in the field, according to an FCSO news release.

When a 911 call comes in, analysts will check area camera feeds to help responding deputies. The RTCC also has real-time access to school cameras if a threat is detected.

The RTCC is staffed by two analysts, with a position for a third approved.

Nor’easter damages recently restored dune Damage was most severe in areas where property owners did not let the county reinforce the dune.

A nor’easter that recently hit Flagler County displaced much of the sand that the county used to reinforce the coastal dune north of Flagler Beach — causing the most damage in areas where property owners had declined to let the county conduct the reinforcement work, according to county staff.

The county is still surveying the damage along the 11-mile project stretch.

“Certain areas were hit really bad,” Flagler County Engineer Faith Alkhatib said.

The recent damage follows damage caused to the dune reinforcement by Hurricane Dorian last September. The county is still working with the Federal Emergency Management Agency to repair that damage.

project,” to repair the Dorian damage, Alkhatib said. An additional proposed project would reinforce areas near the Hammock Beach Club.

After Dorian, the county lost an estimated 102,000 cubic yards of fill for the 11-mile stretch north of Flagler Beach, not including Washington Oaks State Park.

The county provided FEMA with some information on the damage from Dorian, but the agency asked for additional information before it will fund the work, and the county does not want to begin construction until it has the federal agency’s backing. The county and the state have been going back and forth since December.

Alkhatib said she’s hopeful that the county will secure federal funding.

“We’re always looking for grants, looking for funding, to do our best here to protect our infrastructure,” she said.

Flagler commission is ‘enabling’ Mullins Dear Editor: Like a spoiled child, at the Sept. 9 County Commission meeting, Joe Mullins again lashed out at fellow commissioners by calling Greg Hansen a “fat son of a b----” while immaturely posing as if ready to fight and then childishly belittling Charlie Ericksen for his lack of mental sharpness.

This isn’t the first time Mr. Mullins has publicly disparaged his fellow commissioners, nor was it the first time he has disrupted commission meetings. At the same Sept. 9 meeting, he refused to wear a mandated mask while endorsing and joining a group of non-mask-wearing protesters, even though the meeting protocol mandated masks.

With this in mind, when fellow commissioners Donald O’Brien and Dave Sullivan were presented with Mr. Mullins’ censure on Sept. 21, rational and objective citizens would think that Mr. Hansen’s and Mr. Ericksen’s fellow commissioners would censure him to restrain his repeated pattern of inappropriate, unprofessional and repugnant behavior. But, no!

O’Brien and Sullivan, in essence, endorsed his belligerent behavior by offering hollow excuses and quoting Biblical scripture on behalf of Mr. Mullins. Commissioner O’Brien even had the impudence to blame Mr. Hansen for antagonizing Mr. Mullins, as if Mr. Mullins wasn’t personally responsible for his vile and emotional outbursts.

By holding Mullins harmless, these spineless commissioners are actually enabling his hateful and disparaging behavior instead of curtailing it.

O’Brien and Sullivan lack the courage, fortitude and moral decency to do what is right and just because — like the schoolyard bully who intimidates his classmates — Mullins will not only continue to disparage and disrupt, he will magnify it!

Meanwhile, we have this untethered “loose cannon” administering our local government with weak fellow commissioners, O’Brien and Sullivan, who can’t or won’t make the right decision for the people of Flagler County.

O’Brien wrote: “While I agree with what [Green] has written regarding Commissioner Mullins’ behavior at a recent commission meeting, I think he has unfairly recapped my position ... during our discussion about a resolution of censure at the meeting. A portion of what I read at the meeting is as follows: “ ‘Commissioner Mullins, your behavior at our last meeting was embarrassing and hurtful. There are no excuses;

you did it, and you should own up to it. The meeting was tainted and undermined. I told you that day man-to-man how I felt about it. We serve on a collegial board of equals.

This is not a vessel for national politics; it is results-oriented, close-to-the-people local government. We do things that impact peoples’ lives locally.

We represent everyone. There is a time for expressing our national political preferences, but when we do not temper that in our local government work ... it detracts from our results. This nonsense and lack of leadership results in a huge distraction and waste of time. A waste of time that citizens write us or contact us with their views and suggestions on your behavior instead of on the important issues facing us.’

“I did not vote for a resolution of censure because, in my opinion, it is a meaningless resolution that has no legal authority or weight with no teeth or enforcement. Flagler County has never had one in 102 years, and I felt that my ‘on the record’ direct criticism was what was warranted.”

Sullivan wrote: “As I stated publicly on Sept. 21, Commissioner Mullins’ actions and words at the Sept. 9 meeting were unacceptable, especially since they were directed specifically at Commissioners Hansen and Ericksen. As far as the word censure goes, it does not remove a member from their office, so they retain their title, stature, and power to vote.

publicly apologized to the two commissioners and all present for what he had said at the Sept. 9 meeting. I believe my responses at both the Sept. 9. and 21 BOCC meetings were both measured and appropriate, and I stand by both. At this point my problem with your letter is that you have taken a specific incident not involving politics and attempted to turn it into an anti Republican Party talking point, which you intend to damage the party and the Flagler County BOCC organization as a whole.

I’ve been around a while, and my 28 years of active duty in the U.S. Navy retiring as a captain, 12 years a director for Hughes and Boeing classified space programs, U.S. Navy League national director and finally having the guts to run for Flagler County commissioner once and now just winning a second fouryear term, I’ve faced many much more important and tough decisions than those you mention.

The Flagler County Sheriff’s Office on Sept. 25 issued a news release titled, “Sheriff encourages community to remain peaceful during election season” after a supporter of President Donald Trump drove through a proBiden event screaming profanities and threats at attendees.

The man, 50-year-old Palm Coast resident Christopher Feeney, posted a Facebook Live video of the event taken from inside his truck, writing, “I DESTROYED THESE WACKOS. DEMONCRATS,” followed by a series of laughing-face emojis.

The Sheriff’s Office’s news release does not name the political affiliations of the two sides, describing the incident as “a local resident acting aggressively towards a large gathering of people who came together to show support for a particular presidential candidate. ... In the video, the person in support of the opposite candidate drives down the street where the group is gathering while screaming profanities and at points threatening members of the group.”

The incident occurred Sept. 19 in Town Center, where Biden supporters had gathered.

Feeney had opened the video by stating, laughing, “OK folks, here we are, we’re going to see the Democrats ... I’m coming right in the middle of these mothereffers.”

Then, shouting out the truck’s open window, “Get the f--- out of here you piece of s---. F--ing touch my truck I’ll f----ing kill ya. ... F---cking idiots, get your brains out of your a--es! ... Look at all the nutcases, look at them all. Triggered liberals, yeah!

Trump 2020!”

He continued driving through the crowd, yelling insults. A few from the Biden group yelled back.

When a Biden rally attende e a p p roa c h e d Fe e n ey ’s truck threatening to call police — which he later did — Feeney claimed to be “buddies” with Sheriff Rick Staly. Feeney then left, according to an incident report, and deputies found him at a Trump event, where he admitted to heckling the Democrats.

“I do not personally know this individual, and I certainly do not condone his aggressive behavior,” Staly said, according to the news release.

The attendee who’d called the Sheriff’s Office told deputies that Feeney appeared to be trying to hit people with his truck.

A deputy who reviewed the video found that allegation unfounded.

Feeney has not been charged with a crime.

“Emotions are high this election season,” Staly said, according to the news release. “If you choose to support a political candidate, please do so peacefully and respect the rights of others who may not agree with your views.

We will protect everyone’s First Amendment rights.”

“It is behavior like this that causes serious and sometimes deadly incidents.

I have directed our Homeland Security Section to look into this troubling video.”

Legacy of love Scholarship to honor mother and two daughters who died in April crash

n a white shirt and black slacks, Louis Williams sat alone on a bench outside Belle Terre Elementary School. This is the building where Mozella, 13, went to school, and where Kaleigh, 11, was still a student before they died in that crash on April 17. Williams’ wife, Wilma, also died in the crash.

Since then, he said, he has had some good days and some bad days.

“You have to be able to lean on Christ to get you through it,” he said. “Death is going to come, but you don’t expect it to happen like this, especially for me, a 100% family man. There was nothing better than coming home to my wife and kids.”

Although Mozella and Kaleigh will not walk the halls of the school anymore, they will be part of the school. The extended family came together to start a memorial scholarship, and a plaque — with photos of Mozella and Kaleigh — will be on a wall in the school, with names of students added to the plaque each year from now until the year when the sisters would have both been done with Matanzas High School.

Several of family members traveled from San Mateo to be with Louis Williams and school staff for a ceremony to unveil the plaque.

“It means a lot because it’s their legacy,” Williams said. “My wife was very big on education, and they come from a big family of educators. So this is something I’m quite sure they would be proud of.”

Williams, wearing a custommade mask that featured pictures of his wife and daughters, was joined among others by Wilma’s aunt Sandra Gilyard, a preacher from San Mateo. Also in attendance were Wilma’s sisters Rhonda Jara, Satura Stokes and brother Earnest Stokes.

“Thank you for this learning institution,” Gilyard prayed before an outdoor ceremony at the entrance of the school on Sept. 24. “Not too often do we find people who step outside of themselves and love as they have loved our family. ... We pray your blessings on this school. ... Have mercy on us.”

The first two scholarship honorees were Kennedi Cooper and Analia Harper, who will be given yearbooks, field trip money and school T-shirts.

“Whatever you would have to pay for, we’re going to take care of it,” Gilyard said.

Among the staff at Belle Terre who have helped support the family in their grief are Dean Priscilla Campbell, Principal Jessica DeFord, teacher Victoria Smith and, most of all, teacher Abbey Cooke.

“You were a second momma to the girls,” Gilyard said to Cooke.

“You did some things that ... only family would do. You sent us poems and artwork — everything you could think of during this moment. You could not have done that if you didn’t love us and love our babies.”

After Kennedi and Analia posed for a photo and the family began to leave, Cooke reflected on the tragedy.

“It broke me for a little while,” Cooke said. “My students really are my kids, and I feel like I’m still healing. It also opened my heart more to love these kids while they’re here because you never know what can happen.”

She added: “This family

didn’t love me because I’m a great teacher. It’s making these connections with the kids and knowing them for who they really are. And could be.”

Smith said the quiet scholarship ceremony helped her with her own grief.

“The aura and the atmosphere — even though it brings me sadness, it brings me peace,” Smith said.

Cooke also recalled the funeral in April, when Louis Williams tried to turn the somber tone of the gathering into more of a celebration of his wife’s and daughters’ lives.

“There’s really no doubt in the family’s eyes that they are in heaven and at peace,” Cooke said.

“Even as sixth- and seventhgraders, they were very strong in their faith. ... I am not as strong in my faith as they are, and I found it very comforting.”

Later, Louis Williams would return home, where the bedrooms remain as they did before the crash five months ago.

“That’s my way, for now, of dealing with it,” he said, “as if, in my mind, they’re still here because their rooms are still here.

Veterans Services Officer recognized for helping save veteran Lydon keeps in touch with the man who had attempted suicide. Lydon is assisting him with a VA claim.

Veterans Services Officer David Lydon received attention this week from the national office of the American Legion for taking a call and listening to a distraught Vietnam veteran, ultimately saving him from taking his own life.

“It was right about lunchtime when the call came in. I didn’t know what to make of it,” Lydon said. “The gentleman was hard to understand — he wasn’t making sense. I listened. I just kept listening, and let him talk.”

The caller shared that listening to news reports about the number of lives lost to COVID-19 brought him back to his days serving in the Vietnam War and the death counts of American servicemen

and -women. Having thought he called a national hotline — he had bounced around from line to line for 15 minutes until reaching Lydon — the veteran was surprised to learn he was speaking with someone in Flagler County.

“I don’t know where his call initiated, or where it was routed before I answered, but I am glad he reached me,” Lydon said. “He told me he was about 20 minutes away, and I asked him if he wanted to continue the conversation in person.”

Lydon believed he had gotten the caller past the impulse to harm himself, but was on pins and needles until the veteran arrived.

“He was late,” Lydon said. “I was worried. I called the nonemergency line to the Sheriff’s Office to have them do a wellbeing check, and that’s when he

walked in. It was quite a relief.”

Lydon keeps in touch with the man and is assisting him with a VA claim.

“People often just need someone to talk to — someone to listen — to get them past a rough spot,” Lydon said. “It’s important not ro

freeze. I had to let him know that he would be able to talk to me.”

The humble Lydon — a 36-year Air Force Reservist and a retired New York police officer, who has worked four years for Flagler County as its Veterans Services Officer — never told county administration of his lifesaving phone call, which happened in July. Word came by way of a Google alert on Sept. 23 that there was an article about him posted on the American Legion’s website.

Lydon said the local chapter became aware of the call because he mentioned it during his radio show, “Veterans on Point” (airs on WNZF 94.9 FM and 1550 AM from 9:30 to 10 a.m. Sundays) while discussing PTSD and suicide prevention. The news traveled upward through the district to the national office.

October is Domestic Violence Awareness Month. This was initiated in 1981 by the National Coalition Against Domestic Violence as a Day of Unity to connect battered women’s advocates across the country.

Domestic violence affects millions -- both women and men -- of every race, religion, culture and status.

It’s not just punches and black eyes; it’s yelling, humiliation, stalking, manipulation, coercion, threats and isolation. It’s stealing a paycheck, keeping tabs online, non-stop texting, constant use the silent treatment, or calling someone “stupid” so often they believe it.

Since the Violence Against Women Act passed in 1994, we’ve come a long way. This landmark legislation, led by then Senator Joe Biden, combined new provisions that hold offenders accountable and provide programs and services for victims.

Between 1993 and 2010, the overall rate of domestic violence dropped nearly two-thirds and state laws have reformed to address issues such as dating abuse in the workplace, stalking, employment discrimination and more.

PCAF Executive Director Nancy Crouch was master of ceremonies for the crowd of about 100 people outside the clubhouse, which is the starting point for 115,000 golf rounds per year. Many elected officials were in attendance, including Mayor Milissa Holland, who delivered a speech about the importance the course has played in the city’s history.

Lopez’s fame attracted others, and she also “personally played alongside many of our original pioneer residents,” Holland said.

Among the “pioneer residents” who played with Lopez was David Hayes. He has lived in Flagler Beach since 1957 and worked for ITT from 1976 to 2003. When he was a teenager, he recalled, Lopez was living in the Fairways Condos at the course. “I’d be walking along and carrying my clubs, and she’d say, ‘David, do you want to play a few holes?’” he said.

Mery Gable, a volunteer with the Palm Coast Historical Society, was the sponsor of the turtle, named Nancy Marie after Nancy Marie Lopez.

“I wanted to memorialize this legendary golfer,” Gable said, adding that Billy Casper was also a key figure in those days in Palm Coast.

After the ceremony, Crouch said the Turtle Trail has attracted visitors to Palm Coast, and residents also have brought their guests to see all the turtles as they show them around town.

“It gives the community a sense of artistic buy-in,” she said.

City Councilman Nick Klufas added: “I consider public art a catalyst for creativity. These turtles represent the inclusivity of creative thinking.”

No. 1 Constitutional Amendment, Article VI, Section 2 Citizenship Requirement to Vote in Florida Elections

This amendment provides that only United States Citizens who are at least eighteen years of age, a permanent resident of Florida, and registered to vote, as provided by law, shall be qualified to vote in a Florida election.

Because the proposed amendment is not expected to result in any changes to the voter registration process in Florida, it will have no impact on state or local government costs or revenue. Further, it will have no effect on the state’s economy.

No. 2 Constitutional Amendment, Article X, Section 24 Raising Florida’s Minimum Wage Raises minimum wage to $10.00 per hour effective September 30th, 2021. Each September 30th thereafter, minimum wage shall increase by $1.00 per hour until the minimum wage reaches $15.00 per hour on September 30th, 2026. From that point forward, future minimum wage increases shall revert to being adjusted annually for inflation starting September 30th, 2027.

State and local government costs will increase to comply with the new minimum wage levels. THIS PROPOSED CONSTITUTIONAL AMENDMENT IS ESTIMATED TO HAVE A NET NEGATIVE IMPACT ON THE STATE BUDGET. THIS IMPACT MAY RESULT IN HIGHER TAXES OR A LOSS OF GOVERNMENT SERVICES IN ORDER TO MAINTAIN A BALANCED STATE BUDGET AS REQUIRED BY THE CONSTITUTION.

No. 3 Constitutional Amendment, Article VI, Section 5 All Voters Vote in Primary Elections for State Legislature, Governor, and Cabinet Allows all registered voters to vote in primaries for state legislature, governor, and cabinet regardless of political party affiliation. The Financial Impact Estimating Conference projects that the combined costs across counties will range from $5.2 million to $5.8 million for each of the first three election cycles occurring in even-numbered years after the amendment’s effective date, with the costs for each of the intervening years dropping to less than $450,000. With respect to state costs for oversight, the additional costs for administering elections are expected to be minimal. Further, there are no revenues linked to voting in Florida. Since there is no impact on state costs or revenues, there will be no impact on the state’s budget. While the proposed amendment will result in an increase in local expenditures, this change is expected to be below the threshold that would produce a statewide economic impact.

No. 4 Constitutional Amendment, Article XI, Sections 5 and 7 Voter Approval of Constitutional Amendments Requires all proposed amendments or revisions to the state constitution to be approved by the voters in two elections, instead of one, in order to take effect. The proposal applies the current thresholds for passage to each of the two elections.

It is probable that the proposed amendment will result in additional state and local government costs to conduct elections in Florida. Overall, these costs will vary from election cycle to election cycle depending on the unique circumstances of each ballot and cannot be estimated at this time. The key factors determining cost include the number of amendments appearing for the second time on each ballot and the length of those amendments. Since the maximum state cost is likely less than $1 million per cycle but the impact cannot be discretely quantified, the change to the state’s budget is unknown.

Similarly, the economic impact cannot be modelled, although the spending increase is expected to be below the threshold that would produce a statewide economic impact. Because there are no revenues linked to voting in Florida, there will be no impact on government taxes or fees.

Three candidates competing for the District 2 seat participated in the forum: commercial real estate agent David Alfin, retired military pilot Bob Coffman and retired developer Dennis McDonald. A fourth candidate, Victor Barbosa, was not present.

“I’m passionate about the city,” Coffman said. “It is a city that is enchanting, and the more you get to know it the more you like it. It’s unique. I came to preserve the balance of growth, economic opportunity and those things that make the community a place that we want to live.”

In District 5, three candidates are on the ballot: incumbent Donald O’Brien, a Republican; and two no-party-affiliation candidates: Paul Anderson and Denise Calderwood.

A n d e rs o n opened his remarks by stating that personal insults District 4 Commissioner Commissioner Joe Mullins directed at District 2 Commissioner Greg Hansen during a recent meeting were reprehensible.

“I hope we never see something like that again,” Anderson said.

“I hope to return Flagler County to a sound financial position. I want to help raise our state debt management grade from a D to a B within the next four years. I intend to help reduce the tax burden of all Flagler County residents — not by selling county assets for less than they are worth, or adding unnecessary debt by purchasing assets that we can not afford.”

Candidate Denise Calderwood also noted the discord at the recent County Commission meeting.

“The decorum in here, I agree, has gotten to the point where something needs to change, and that’s why I’m running again,” she said. “... I believe in open and transparent management with

“It’s got to be stopped; we’re going to ruin what we all moved here for.”

Alfin said the city needs a better balance of housing options.

“I care deeply for our fire, our police, our health care workers at the hospital, our school district employees and also our city workers,” he said. “A one-salary household finds it difficult to

O’Brien said he was proud of the progress the commission has made over the last four years, but there’s more to be done.

When he took office, he said, the county was faced with rebuilding after two hurricanes within 11 months, which generated pressure to raise taxes.

“I resisted that pressure, and during my four years on the commission have never voted for a property tax rate increase,” he said.

He a l so s u p p o r te d a leadership change in the county administration, and that has been accomplished, he said.

Anderson said he believed the county’s major two issues are financial stability and debt, citing the county’s low debt management rating from the state and the sale of the former Flagler County Sheriff’s Operations Center at a loss.

When asked about homelessness and affordable housing, Calderwood said the county still lacks housing that’s truly affordable, with most rates starting

The MedNex proposal was central to multiple questions asked of the mayoral candidates, and Holland mentioned it repeatedly as an accomplishment.

She noted in her opening comments that the city has recently funded additional Sheriff’s Office deputies. And, she added, “We have also been able to achieve something miraculous in bringing the first university to the city of Palm Coast in the middle of a global pandemic, and surviving the governor’s billion-dollar veto pen.”

Ensuring that all of the proposed UNF MedNex phases are completed, she said, is “going to take a lot of relationship building.”

“I have those relationships,” she said. “I’ve built those for over 20 years in local government, and I think that’s given me the ability to be so successful as mayor, and bring some of these projects to fruition.”

The campus, she said, will create jobs and opportunities for local young people.

Lowe opened his remarks with a jab at Holland.

“With all due respect, although my opponent Milissa Holland must treat the office of mayor as a part-time job because she

has another boss, I am fortunate enough to give it my full-time and attention,” he said. “I am selfemployed and therefore have no other boss to ... be beholden to other than you, the residents of Palm Coast.”

Asked whether he supported MedNex, Lowe said that he does, but was concerned about the city’s decision to dedicate $1.5 million to the project during an economic downturn.

“I support the project. I don’t support the way that it has been gone about,” he said. “But let’s move forward with it; I would gladly pick up that baton and run with it.”

One question asked Lowe to address “questions and concerns” about his past and speak about how he’d ensure ethics issues don’t hamper his effectiveness in office.

He said he wasn’t familiar with what the question was referring to aside from a “hit job” website.

“I’m not going to go down that rabbit hole and try to, in 90 seconds, explain why it’s all lies, incorrect and skewed,” he said.

“So what we would have to look for is today. The information you’re talking about happened some 20 to 30 years ago and was skewed around. There’s nothing current in my life that would interfere with ethics or any other thing that allows me to function properly.”

Holland was asked about accusations that her employment

by Coastal Cloud, the software company retained by the city to build the Palm Coast Connect platform, is a conflict of interest.

“I recused myself from the vote; our city attorney ... worked through all the channels to ensure that there was no impropriety,” she said. “This was a contribution from a local company. ... This was a very transparent process.”

Candidates for sheriff are incumbent Rick Staly, a Republican; and Larry Jones, a Democrat.

Jones served for the FCSO for three decades, reaching the rank of sergeant.

“I think we need to invest in our youth today, because we are losing these youth,” Jones said.

“So we have to invest in them and keep them here in Flagler County so they can make a difference for us. ... We have to keep the kids here in Flagler County instead of putting them in jail.”

Staly touted his record of crime reduction over the last four years.

“When you elected me in 2016, I promised to reduce crime,” he

said. “Crime is down 47% since I took office — the lowest crime rate since 1995 — and traffic fatalities are down 67% through the end of 2019. I promised to restore integrity and pride. The pride is back in the Sheriff’s Office and the community.”

He noted that he is endorsed by first responders’ unions.

Asked about what he’s done to positively affect race relations in the community, Staly said that his agency has a relationship with Bethune-Cookman University to train and recruit deputies, and that he’s promoted the highest-ranking black deputy — a commander — in the agency’s history.

And, he said, “When we had the march here in Flagler County for protesting he murder of George Floyd, they were peaceful. My

deputies and I were out there in the community with the marchers: We handed out water; we made sure they could cross the streets safely. ... I think we’re on the right track, but we’re making up for many, many years of lack of communication and interaction with the minority community.”

Asked about the reduction of crime under Staly’s watch and what he’d do to ensure it continues, Jones said he’d continue what Staly has done and implement programs to help inmates gain employment after they serve their sentences.
