The positivity rate for the past 14 days is 6.2%, which is an improvement over the 7.1% of the previous two weeks. COVID-19 patients at AdventHealth Palm Coast are holding steady at 14, with emergency room visits trending downward since July 12.

Snyder also said that the science indicates that COVID-19 is not transmitted via surfaces as much as was originally feared, which is good news. Still, it’s best to continue to wear face masks and maintain 6 feet social distancing.

DELAYS IN TEST RESULTS

Test results are returning to Flagler County at the rate of 120 to 320 per day in the past several days, but the turnaround time has once again slowed down to 14 days after the test was originally administered. According to DOH-Flagler Public Information Officer Gretchen Smith, speaking on WNZF’s “Free For All Friday” Aug. 7, the lab that the DOH had been using for processing COVID-19 test results, Quest, has been “inundated. So, this is a challenge.”

The DOH now uses New Jerseybased Medical Diagnostic Labs LLC, and test results have been returned in two to three days. To schedule a test locally, call 3134200.

That’s a big improvement, considering Snyder said he knew of someone who had a test done

July 21 and hadn’t received a results still, as of Aug. 6.

EMERGENCY ROOM ADVANCES

Adve n t Hea l t h E m e rge n cy Department Director Paul Mucciolo, who is also a candidate for Flagler County School Board, encouraged residents to not let their guards down. But, he said, the ED has gotten better and better at recognizing COVID-19 based on chest X-rays, which allows them to segregate them as if they had a positive test.

The hospital is also using Vivify technology, which enables low-risk COVID-19 patients to quarantine at home while still maintaining close contact with physicians virtually.

“It gives people a great security blanket at home,” he said. He added that of all the patients sent home with Vivify, only a few have had to return to the hospital for more advanced treatment.

The long-term effects of COVID-19 are still unknown, Mucciolo said. “We don’t know some of the latent effects. … The rule is that every day on the ventilator sets you back for a week. …

Your body’s not a light switch; you can’t just flip it back to feeling better.”

Wally D’Aquino, chief operating officer at the hospital, said he continues to work with other AdventHealth facilities to ensure capacity is appropriate.

Embry-Riddle launches drone project to aid in sea turtle conservation efforts

eena Delany loves sea turtles.

It’s evident in the way she enthusiastically speaks about the different tracks each species makes on the beach, and in her accessories.

She wears dangly silver earrings with sea turtles and in this era of COVID-19, even her mask is sea turtle themed.

Delany is one of about 14 Ormond Beach residents who volunteer with the Flagler-Volusia Sea Turtle Patrol. During the May 1-Oct. 31 nesting season, the Volusia section of the Sea Turtle Patrol check for new nests every day just after 6 a.m., and keep an eye on existing nests as well.

Usually, the volunteers, who lend their time once or twice a week, are done around noon, but with the high number of nests on Volusia and Flagler beaches these last couple of years, that’s not always the case. Delany once documented 13 new nests in one day — the highest she’s ever had.

“There’s days when we don’t get home until three o’clock in the afternoon,” Delany said.

Soon, the Sea Turtle Patrol’s efforts will be bolstered with another method of surveillance: eyes in the sky.

Embry-Riddle Aeronautical University has teamed up with aerospace company Northrop Grumman and the Brevard Zoo to launch a drone project that will help identify individual sea turtles, including their species, gender and unique markings, according to a press release by the university.

sea turtle conservation, but it will provide paying jobs for students.

“Students will have hands-on opportunities to work on flight operations, aircraft modifications, payload integration and much more,” said John Robbins, Embry-Riddle associate professor of Aeronautical Science in the press release. “This project is a win-win for sea turtles and students.”

TURTLE TECH

In both Flagler County and Volusia County, 2019 was a recordbreaking year for sea turtle nests: There were 920 nests between southern Flagler Beach and Washington Oaks Gardens in Flagler County (up from 334 in 2018), while Volusia County had 984 (up from 317).

This year as of July 31, there have been 592 nests in Flagler and 857 total nests Volusia, including about 700 still incubating. Peak hatching time is underway, with 5-15 hatchings a night.

Of the 592 nests in Flagler County, 492 are loggerhead nests; the rest have been green sea turtles and a handful of leatherbacks “Generally, it’s been a good year — not quite as good as it was last year,” said Flagler Turtle Patrol volunteer Bob Jaeger, who monitors the section stretching from Camptown in Beverly Beach to Washington Oaks Gardens.

Jaeger expects that that stretch of northern Flagler County beach, which currently has 409 nests, will have 500 by the end of the season.

“The mamas are still laying nests, up until generally midSeptember,” he said.

Hurricane Isaias, which passed Flagler County as a tropical storm, washed over 223 nests in his section, causing 33 to need to be rebuilt, and destroying one.

“In a sense, we got lucky,” Jaeger said, noting that Hurricane Dorian had caused the loss of about 150 nests in his section last year.

It’s not yet clear how the eggs in the washed-over nests will fare, Jaeger said: It depends on how deeply they were buried and how long they were submerged, and at which developmental stage.

One advantage of Flagler County beaches is that the course coquina sand drains well, making a long, damaging soaking less likely.

of the nests on the beach have likely been lost due to Hurricane Isaias, said Ryan Chabot, habitat conservation plan manager for Volusia County’s environmental management division. Survey crews are still re-establishing nest barriers and conducting inspections.

The 10-year average nest count in Volusia is 500 nests a year, Chabot said.

As in Flagler County, loggerheads are the most common species to nest on Volusia beaches, followed by green sea turtles and then leatherbacks.

Kemp’s Ridley sea turtle nests are rare. There have been none this year in Flagler, and only one this year in Volusia County.

The Turtle Tech project will use two types of drones, the Applied Aeronautics Albatross with vertical take-off and landing capability and the DJI Matrice 210, which can capture finer-grain images of the sea turtles.

“The Albatross will do the initial wide-area detection, and then, when we find turtles of interest, that’s when we would use the DJI platform to hover and look at identifying markers like scute patterns on a turtle’s carapace,” said Roddey Smith, a chief engineer and research fellow at Northrop Grumman, in the press release.

This will allow Embry-Riddle researchers and their team to create a sea turtle database without having to apply a tracking device to each turtle. The drones will fly 200-300 feet above ground so that they don’t disturb the turtles.

“We see this project as solving real-world problems,” said Keith Winsten of the Brevard Zoo in the press release. “It’s great to build

a bridge and put an egg on it, but what are these sea turtles doing in the surf and how does that affect their conservation? That’s the real-world question we need to answer.”

The first test flights should occur after students arrive at Embry-Riddle for the 2020 fall semester on Aug. 24.

WHAT MAKES IT WORTHWHILE

Delany has been volunteering with the Volusia Turtle Patrol for the last seven years. Her favorite part of the work occurs three days after a nest hatches. That’s when they dig up the nests to document how many eggs hatched.

Sometimes, they find live hatchlings and get to release them into the ocean.

What happens when a nest never hatches? After 70 days, they will dig them up to see why.

Earlier this year, they dug up a nest in dunes that had been covered with railroad vine. To the volunteers’ surprise, they found 84 live hatchlings.

“I put them in a bucket and they were jumping out of the bucket,” Delany recalled, laughing. “But that was just such a thrill, and I released all of them and they all went out to the sea like they should have. That was exciting.”

It’s moments like this that make it worthwhile, Delany said.

Anything that will help with the conservation of sea turtles, like Embry-Riddle’s Turtle Tech project, helps the volunteers, she said.

“It’s a labor of love,” Delany said. “It’s a lot of hard work.”

Zoning changes. Development agreement amendments. The creation of new ordinances.

They’re all matters that local governments often handle through what are known as “quasi-judicial” hearings, a formal process that’s been impeded in Palm Coast ever since City Hall locked down due to COVID-19 in March.

Palm Coast is facing a backlog of 16 such projects that would ordinarily be brought before the City Council or the planning board for a quasi-judicial hearing.

That hasn’t been happening because the City Council has not been meeting in person.

Instead, only the mayor and handful of other people have attended council meetings in at the council chambers at City Hall, while other council members participate via Zoom and the public watches over a livestream.

An attorney for the firm that represents the city said there are three options: The city could hold in-person quasijudicial hearings and maintain social distancing by limiting room capacity and spacing

apart seating. Or it could hold all-virtual hearings. Or it could develop a hybrid option where people could attend in person or participate remotely.

The city is looking closely at the hybrid option, City Manager Matt Morton told City Council members during an Aug. 11 council workshop.

“We’re trying to find some strategies that we’re going to bring forward to council that respect the council, respect the integrity of the process, most importantly respect the citizens, our community, but will start allowing business to continue like many other communities are doing,” Morton said.

One potential complication: An executive order from Gov. Ron DeSantis that allowed municipalities to hold their meetings virtually is set to expire Sept. 1, and it’s unclear whether the governor will extend it.

“If we have a problem, we have to solve it. That’s why we’re here: We’ve got to make decisions,” Councilman Eddie Branquinho said. “Let’s wait for what the governor’s going

The city is expecting to spend $4.9 million on the public works facility in the coming fiscal year, plus $925,000 on the second phase of Holland Park improvements (expected to end late this calendar year), $6.4 on street rehab and renewal, and $10.3 million on the Old Kings Road widening project.

The design phase for the city’s new public works facility is underway and will likely be done in September, and the city will need to then look at its revenues and determine sometime next spring when to move forward with construction, said Carl Cote, the city government’s Stormwater and Engineering department director.

Other notable projects, some of them grant-funded, are expected to include resurfacing at some athletic courts and reconstruction of some sports fields, safety improvements on Belle Terre Boulevard and at roundabouts in Town Center, and improvements at Waterfront Park.

Gardens project gets Planning Board’s approval, will advance to commission The proposal for hundreds of new homes has stirred community opposition.

A proposed development called The Gardens, which has stirred local controversy ever since a contentious community hearing last July, now has the county planning board’s initial approval, and will be heard by the Flagler County Commission.

The proposed community would straddle John Anderson Highway south of State Road 100 with a golf course and 335 homes. It’s a dramatic reduction from an earlier proposal for 3,996 homes which had prompted the July 2019 outcry during a community meeting at the Hilton Garden Inn and spurred the creation of an opposition group called Preserve Flagler Beach and Bulow Creek.

THE DECISION

Proposals for the land have been in play for more than a decade.

A version of the community was first proposed in a 2005 Planned Unit Development, or “PUD,” for 453 homes, but the recession foiled former developer Bobby Ginn’s plans for the land, which was sold and is now owned

by developer Ken Belshe’s Palm Coast Intracoastal LLC. At an Aug. 11 meeting, the Flagler County Planning and Development Board faced two decisions concerning The Gardens: determining whether the proposed development was similar enough to the 2005 planned unit development that it could proceed under an amendment to the earlier PUD, as opposed to requiring a whole new PUD application; and, second, approving or denying a preliminary plat for the development.

It approved both, voting 5-1 to approve the PUD amendment, with board member Mike Goodman dissenting; and 6-0 to approve the preliminary plat.

“I find that this application is considerably similar to the 2005 PUD,” board Chairman Mark Langello said. “This deal has already been done — it’s already been signed, sealed and delivered — so I don’t think we need to make a new one.”

THE NEW PLAN

The board’s decision followed comments by community members who opposed the project.

A number of residents said they were concerned about increased traffic and flooding: The area already has a drainage problem, they said, and the addition of so much concrete would worsen it.

Resident Barbara Revels, a former Flagler County commissioner, said she understood that the developer has engineers who will say that they’ve studied the drainage and that their project won’t flood other people’s homes.

But to do that, she said, they’ll have to convert wooded areas into fields and create lakes to store the water. That’s what happened with a nearby land development proposal the commission signed off on when she was on the commission, she said: Developers took “a gorgeous piece of property” in what became the Bulow Shores development and bulldozed it, then used fill to raise home sites.

“There will be nothing left — absolutely nothing left, and I defy you to say that that’s good development,” she said. “I’m ashamed to say, as chairman of the Flagler County Commission, my name is on that plat on John Anderson. ...

You sit there and you think you’re relying on your staff, your engineers, your planning people, and then something gets put in place and it’s very poorly done. Don’t let that happen this time.”

Representatives of Preserve Flagler Beach and Bulow Creek told board members that the organization doesn’t dispute the developer’s right to build.

Instead, they said, it believes the current proposal is inconsistent with the 2005 PUD. They pointed to four areas in which the new proposal, they said, different substantially from the 2005 one: The earlier one required a golf course whereas the new proposal doesn’t include design for the golf course, leading the group to suspect it might not be built; the earlier proposal didn’t include direct access to John Anderson Highway, while the new one does; the earlier proposal spread 453 lots over 1,305 acres, while the new one clusters home sites together; and the earlier proposal spread homes across both sides of the road, while the new one groups 335 on the east.

Attorney Michael Chiumento, representing the developer, said those aspects of the 2005 plan weren’t binding. They came from a 2005 site plan, he said, while what the new proposal needs to be consistent with is not the 2005 PUD’s site plan, but its concept plan.

As to traffic and the golf course, he said, the developer has had transportation studies conducted showing that John Anderson can handle the increased traffic, and the developer is planning to build the golf course in stages.

City to stagger implementation of park impact fee After meeting with the Flagler Home Builders Association, the Palm Coast city government developed a staggered approach to implementation of new impact fees to support parks.

The new Parks and Recreation impact fee would be $1,549 per residential dwelling unit. Currently, it’s $849 per residential dwelling unit, including a $576 discount.

Rather than implementing the fee all at once, the city will start with a $349.88 increase starting Oct. 20, bringing the total impact fee paid by builders to $1199.12, Chief Development Officer Jason DeLorenzo said at an Aug. City Council meeting.

Then, in October of 2021, the city will index the fee as required in an ordinance passed July 7, and will add 25% — totaling $174.94 — and then will do same in Oct. 2022, adding another 25%.

It’s hurting the community to hurl vicious accusations

Facts omitted in ‘controversy’ surrounding Coastal Cloud

I have been thinking a great deal on the late John Lewis’ call to action, especially when it comes to this local election season: “When you see something that is not right, not fair, not just, you have to speak up. You have to say something; you have to do something.” In the 16 years I have lived here, I don’t recall an atmosphere and climate in this community as ugly and just downright mean as today.

Campaigning is competitive. But this year, it’s been more so about vicious accusations not only lobbed at candidates but also at a local company (Coastal Cloud) and our city manager.

We have candidates saying the city is “not business friendly” while waging a campaign of attacking a local company that has provided over 70 high-paying jobs, is positioned to add even more, and adds a huge amount to the local economy. So is it the city who is “not business friendly” or is it our community?

Do you honestly think other businesses are not seeing that and holding off coming here?

How is Mayor Milissa Holland corrupt and a criminal for a minor email mistake? She recused herself from all official business related to the partnership with Coastal Cloud.

We call it corrupt for City Manager Matt Morton and Mayor Holland to go to a national conference and present the innovative efforts by our city? That positive exposure of our city as innovative to companies around the country helps attract business here.

Matt Morton, our new city manager of 16 months, uprooted his life and moved thousands of miles, has dealt with turnover that is normal with change, has led staff and us through hurricanes and a pandemic, and turned down an annual pay increase even though his performance review warranted it. Then we have candidates who accuse him of corruption with no evidence?

manager showed kindness by allowing him to resign and rather than being subjected to the embarrassment of being terminated because of his behavior, as investigations show, was extremely poor and unprofessional. Is that how we welcome and appreciate those going above and beyond, serving our community?

And why do we do this?

Apparently because former disgruntled employees who found their comfort zones disrupted want to cause as much disruption as possible? The calls for Jim Landon to be replaced were loud and clear across this community, and this council and mayor got it done. It was obvious how deep the problems were afterwards with the fallout of staff feeling uncomfortable.

The Daytona Beach NewsJournal has written several stories with accusations that don’t seem to be fully supported. Did you notice that two other actual local news outlets (the Palm Coast Observer and FlaglerLive) have been reporting in a more balanced way, not trying to turn everything into a conspiracy?

Ethics complaint? That is the oldest political move in the book locally. Anyone can lodge an ethics complaint for any reason and use that submission to say, “There’s an ethics complaint and ‘investigation’.”

These complaints always escalate during this time and take many months to be reviewed.

It’s basically presuming guilt until proven innocent. We should applaud that? And at the same time we don’t find those individuals carrying out these seedy things corrupt and having questionable integrity?

Current members and candidates for our council aren’t “politicians”; they are our neighbors. The council positions come with far less power than most think and pay around $9,000/year, with the mayor position paying around $12,000/year. And yet they have stepped up to want to serve in what is oftentimes a thankless position.

Should candidates question each other’s decisions and actions? Absolutely! But falsely accusing a competitor, or anyone, of corruption and being a criminal is way over the line. That type of vile behavior should be rejected. And it speaks volumes of the character and integrity of the ones flinging those accusations around. Imagine if that was you or your family member. No wonder more good candidates don’t step up.

So I am saying something. I am sure there will be ridicule. I do not claim to be perfect, but I can not stand by staying silent watching this junk.

Is this what we want to be as a community? I hope some are motivated to stand up and speak out against that which is wrong and stand up for our community against this ugliness.

Though intertwined, facts seem to have gotten the lesser share of attention in the reporting of the Coastal Cloud/city of Palm Coast “controversy.”

I moved my family to Palm Coast in 1991. I have been and continue to be involved with several organizations and have worked for Coastal Cloud for over six years — and the mayor works there, too.

The preceding are verifiable facts. It is a logical conclusion that I would not risk my reputation by misstating the following facts, and it is opinion that standing up for my employer and our community is a responsible, sane thing to do.

On with the boring facts (unless stated, all emails):  May 24, 2018 — I was invited

by Wynn Newingham to meet with the “Innovation Team” to discuss the implementation of a 311 system.  June 5, 2018 — ThenCity Manager Jim Landon emailed me (to my personal email) a proposed Innovation Partnership Agreement between the city and Coastal Cloud. Same day, Mr. Landon replied stating, “Wynn Newingham will be your direct contact.”  June 7, 2018 — I met with Jim Landon at 4 p.m. to discuss expectations (a fact supported my calendar).  June 19, 2018 — I met with the entire Innovation Team with two of my teammates (calendar entries of the 15-20 staff members would support this as fact).  June 20, 2018 — I emailed Wynn and Jim, thanking them for the meeting, advising that Coastal would like some minor revisions to the agreement to ensure we would be able to use the intellectual property that arises from the partnership.

I also explicitly advised that licensing was with Salesforce directly and was an ongoing expense and that we should “prioritize getting a feel for this as soon as we can.”  June 22, 2018 — Jim Landon emailed me asking for the contract verbiage I would like and acknowledged the licensing with Salesforce, asking to discuss when there is an estimate provided.

Same day, I replied with the language we wanted in the contract stating that Coastal Cloud reserves the right to utilize the work products on other Coastal Cloud client engagements.  July 31, 2018 — Wynn advised that the additions were approved by legal.  Aug. 14, 2018 — The Innovation Partnership Agreement was presented to the City Council in a workshop on Aug. 14, 2018.  Aug. 21, 2018 — City Council formally approved the agreement with Coastal Cloud. Later that day, Wynn Newingham visited Coastal Cloud for an update and design presentation. In a subsequent

“thank you” email to her, I attached several documents, including the Salesforce quote for licensing at the currently proposed usage.  Sept. 18, 2018 — Jim Landon was terminated, four weeks after the initial quote for licensing was provided.

A fact that you will just have to take my word for: I have not been contacted by the FBI, Florida Department of Law Enforcement, Ethics Commission or any reporter in the area. Further, no employee of our company has told me that they have been contacted.

Logical conclusions based on actual verifiable facts (these may not be the only conclusions, but they are pretty solid): No viable investigation involving Coastal Cloud is going on by the agencies mentioned as I or someone at our company would have been contacted.

The Palm Coast Observer and FlaglerLive both investigated these facts and found “no evidence of unethical behavior” (Palm Coast Observer, February 2020).

Since Jim Landon did not express any concern or negativity to me (or apparently anyone else involved in making any decisions) regarding the possibility of the licensing in the three months of back and forth noted above, I can only conclude that he misspoke, forgot, or just was not being truthful when he told the Observer in December 2019 — more than a year after the fact — that he had opposed contracting with Salesforce.

The following is my opinion: Coastal Cloud’s commitment to Palm Coast and Flagler County has gone far deeper than providing careers paying significantly over the average median income of our county; Palm Coast Connect was just one example.

There are those who would lean on opinion and supposition to conjure visions of smoke-filled rooms with bags of cash. It is an election year, after all. Their nonsense and hyperbole are detriments to the economic development of this city and county.

Press (the Daytona Beach News-Journal and the Palm Coast Observer, either by commission or omission) and local politicians scream for job creation yet continue to go after Coastal Cloud with nothing. Really business friendly, folks.

This, in a county where in 1985, shortly after leaving the U.S. Air Force, I got the highest paying entry-level job in Flagler with SeaRay Boats. The pay was $6.50 an hour, but it was the best out here.

Coastal Cloud is by far “the best out there” right now. The last thing this city and county need is to run them off a la SeaRay — no one will fill that void.

Unintended consequences The Observer doesn’t ‘go after’ any elected official or business. It’s also not our job to protect them.

Some community members have expressed concern about the Palm Coast Observer “going after” Coastal Cloud. Here is my perspective.

If any company hires the mayor of Palm Coast while that mayor is in office, and then the city enters into an agreement with that company, the community should be on high alert.

In such a situation, the potential for abuse of power is obvious.

It was obvious to Coastal Cloud owners Tim and Sara Hale, and it was obvious to Mayor Milissa Holland; that’s why Holland recused herself from the votes that made the agreement official in 2018, and that’s why the agreement made sure no money would exchange hands between Coastal Cloud and the city. From what I can tell, their intentions were good.

Their attempts to eliminate any perception of abuse of power was further accomplished by the support of the other four members of the City Council, who voted in favor of the agreement.

Still, there have been unintended consequences.

Since the fall of 2019, I have interviewed more than a dozen former and current employees who have used words like “tricky,” “complicated,” “awkward” and “unethical” when describing the practical fulfillment of the agreement.

I have done my best to gather and publish these voices, as well as the responses and rebuttals of the Hales and City Hall.

The stories have cause distress to some of those parties, and I don’t take any delight in that.

I also don’t claim to have done any of the writing or reporting perfectly.

But ultimately, as editor of the newspaper, it’s not my role in the community to make sure that City Hall and Coastal Cloud are happy. I didn’t tell Coastal Cloud to hire the mayor. I also don’t tell companies to move to Palm Coast or to stay away from Palm Coast; I don’t “go after” any business or any person to make them look bad.

Rather, I serve the community by trying to follow the example of the great journalist Robert A. Caro: to report how the government is using its power.

I believe that the way staff has been impacted by the Coastal Cloud-mayor-Palm Coast arrangement is significant.

I have published these stories because in the United States of America, you, the reader, are entitled to know.

As of Aug. 10, the Flagler County Supervisor of Elections Office had already received far more mail-in ballots than it ever had in a previous primary election.

Meanwhile, early voting is down as voters forgo in-person voting during the pandemic.

So far, Elections Supervisor Kaiti Lenhart said 11,472 ballots have been returned to the office of the 28,607 which were mailed out.

In 2016, the Election Office had only mailed out 11,679.

“We are seeing the trends change in this election year,” she said. “We saw that in the March primary, where we had a tremendous amount of vote by mail and less in person. I think those trends are going to hold steady this year. ... Overall I think we’ll probably hit our 30% [turnout] as we usually do, it’s just that the method of voting has certainly changed.”

As of the eighth day of early voting, she said, only about 2,800 people have voted early in person.

“We haven’t hit over 500 voters for any single early voting day this entire election,” she said, “whereas in the 2016 primary, going back to a similar election, I think our average daily total was around

700. It’s down drastically.”

In 2016, the highest single day of early voting saw 821 voters, and the average was about 600 voters daily; this year, there have only been about 200-300 early voters daily.

“The weekend was very slow: We only had 119 voters yesterday,” Lenhart said. “We’re just not seeing people turn out in early voting.”

Election Day itself, she said, always brings out a group of voters who are loyal Election Day voters.

“This is a very important primary election,” she said, noting that races that will or could be decided in the primary include races for School Board, County Commission, public defender and

Flagler County voters can vote at any early voting location in the county regardless of their address, but must vote at

A ballot mailed from a home in Flagler County typically takes about five business days to make it to the Supervisor of Elections Office, Lenhart said.

First-class mail flows through an out-of-town distribution center and then comes back.

Ballots must be received by the elections office — not just postmarked — by 7 p.m. on Election Day, Aug. 18, to be counted.

on Election Day and could not be counted, while 14,649 were returned on time.

“If they’re worried about the mail delivery, you can return your ballot in person,” Lenhart said.

Secure drop boxes are available at early voting sites and outside of the Supervisor of Elections Office in Bunnell. The drop boxes at the early voting sites will be open only during early voting hours (10 a.m. to 6 p.m. daily, including weekends, through Aug. 15), but the drop box outside of the Supervisor of Elections Office is available 24/7. See the box above for details.

“We have a really high return rate for our vote-by-mail ballots,” Lenhart said. “Typically 75%80% return for a primary, and for a general it can be even higher.”

BRIEFS Man arrested after punching deputy A man tried to flee a felony traffic stop in Palm Coast and punched a deputy twice after the deputy stopped the man’s car to investigate an allegation that he’d threatened someone with a knife.

The suspect, 29-year-old Bunnell resident Anthony Michael Petrillo, is at the county jail on $55,000 bond on charges of aggravated assault with a deadly weapon, battery on a law enforcement officer, and resisting arrest.

The Flagler County Sheriff’s Office had responded to the initial weapons complaint at a home on Bird of Paradise Drive in Palm Coast at 8 p.m. Friday, Aug. 7, where the reporting party told deputies Petrillo threatened one of them with a pocket knife when they arrived home.

FCSO conducted a felony traffic stop and reported Petrillo was visibly irate and would not comply with verbal commands.

He exited the vehicle and began yelling at deputies while pacing back and forth. Petrillo soon tried to run away, but lost his footing.

When he stood up, he threw two punches at an approaching deputy, striking him in the chest and the abdomen.

Petrillo was secured in handcuffs and paramedics treated him for minor abrasions. Throughout the encounter, Petrillo remained irate, irrational, uncooperative and combative.

Petrillo was booked into jail.

Inside his vehicle, deputies found two pocket knives and narcotics paraphernalia.

Health Department hires 22, prepares for flu season impact Public health experts are hoping that people will get a flu vaccine, as a rough flu season could complicate efforts to slow COVID-19.

n June, Flagler County’s Tourism Department rolled out the ‘Pledge to Prevent’ campaign for local businesses to help promote the idea of eating, shopping and ‘playing’ local in the midst of the COVID-19 pandemic. Restaurants and retail locations are specifically taking a big hit amidst the current climate, and the county has put forth efforts to combat this.

The growing list of businesses includes restaurants, shops and the like who are providing a safe, CDC-compliant experience for their customers. These businesses are committed to the proper use of personal protective equipment, routine cleaning and disinfecting of surfaces and equipment and practicing social distancing and minimized contact as much as possible.

“There is an incentive for those who participate,” Tourism Director Amy Lukasik said.

“Along with receiving free face masks and other supplies, we are committing to specifically push visitors to these restaurants and businesses. We want to demonstrate to visitors that we take safety and sanitation seriously and we will be advertising and promoting these businesses for that purpose.”

Local businesses were happy

to hop on board with the project, some with their own personal reasons, ideas and efforts.

Local business owner, Tamar Boorstin, with Wild Birds Unlimited in Palm Coast, said she’s been following strict protocols since reopening her doors in early June.

“A lot of our customers are seniors and retirees and that’s a vulnerable part of the population that we want to protect and keep safe. My mother lives in a senior living facility and I haven’t been able to see her since February, so it means a lot to me to work hard to try and beat this, and do what we can to beat this virus,” she said.

Boorstin took it a step further and launched a new pen pal program with the seniors at the Market Street Memory Care Assisted Living. Boorstin and staff are encouraging their customers to adopt a pen pal at the facility to write to and send photos of their backyard birding hobby to.

Participating businesses like Wild Birds Unlimited are taking this pledge seriously and going out of their way to ensure the safety of our community. The Flagler County Tourism office encourages the residents of Flagler County to continue to patronize these local businesses and help support them during this time. As flu season picks, up, Bickel said, the health department is hoping that mask-wearing and social distancing for COVID-19 will also slow spread of the flu, leading to a lighter flu season this year.

They also are hoping for a high vaccination rate.

The coming holidays, and cold weather that pushes more people inside, will be cause for concern this fall and winter, Snyder said.

“We’re just going to have to do a lot of good messaging, effective messaging, to make people aware of how congregations of folks is not the right path to take when we are still dealing with the virus,” he said.

“I think what we need to get in our heads is that this is not going away anytime soon, but we’ve got to figure out how we can control it pretty well — better than we have so far — without paralyzing our economy.”

Critical to slowing the virus’ reproduction rate are maskwearing, social distancing, and fighting “COVID fatigue, minimization and denial,” Bickel said.

AdventHealth Chief Operating Officer Wally De Aquino said AdventHealth had conducted a study on Central Floridians’ attitudes toward mask-wearing, and had found than 63% believe masks prevent the spread of COVID-19, but the other 37% weren’t sure or didn’t feel that mask-wearing made a difference.

Bickel knows three people who have died from COVID-19, he said, but some people don’t know anyone who’s even had it.

“But you can look at the statistics: They’re not made up, even though some people think they are,” Bickel said. “You may not know somebody who’s had it, but there’s a lot of it out there. ... There’s probably 10 times as many cases as we’ve actually picked up.”

Snyder said the science on masks is clear.

“The studies, the science, the research shows unequivocally ... that mask wearing is the most effective public health measure, in addition to social distancing, that we can take to prevent the spread of the virus,” he said.

WHAT’S NEXT?

Whether there will be a COVID-19 vaccine is a wildcard, Bickel said.

But in the meantime, treatment for managing COVID-19 symptoms has improved considerably, he said, and people who get the virus now are much more likely to survive than were the people who got it months ago.

“I think what we need to get in our heads is that this is not going away anytime soon, but we’ve got to figure out how we can control it pretty well — better than we have so far — without paralyzing our economy,” he said.

One of the challenges of responding to COVID-19 has been the slow turnaround on testing, but there’s some reason for optimism there: Scientists are working on developing inexpensive, rapid COVID tests that could let health authorities test large numbers of people frequently and identify outbreaks at earlier stages, quarantining infected people before they spread the virus.

“We’re looking forward to seeing some real breakthroughs, and we’ve got to just do everything we can possible until we get there to contain this,” Bickel said.

‘Pledge to Prevent’

A total of 22 new staff members are working at the Florida Department of Health in Flagler County, helping perform COVID-19 contact tracing and testing as the state faces a spike in cases.

“I think a lot of us were hoping that we weren’t going to be at this place preparing for the long haul — that it was going to be a short haul and that we’d have a wave and get through it, and it would kind of go away like the flu,” FDOH-Flagler Medical Director Dr. Stephen Bickel said during a city of Palm Coast Virtual Town Hall on Aug. 5. “Well, it’s kind of obvious to everybody now that that’s not the case.”

Instead, he said, “We just got slammed, and our caseload went up to 10, even 15 times as much” as before the spike.

A total of 13.3% of the county’s population has been tested so far, FDOH-Flagler Administrator Bob Snyder said. The positivity rate is 7.3% and has stayed about there for 10 days, but had been 1% just a few weeks prior.

Two indicators are more promising: the number of emergency room visits for COVID-19 symptoms has been trending down since July 12, and the virus’ transmission rate is now 0.97. A rate of 1 would mean the rate was holding steady.

“The lower the better for decreasing transmission,” Snyder said.

Teachers, parents push district for answers on reopening Teachers returned to school on Aug. 12, and students will return on Aug. 24.

Flagler County teachers headed back to brick-and-mortar campuses on Aug. 12, a first since the COVID-19 pandemic necessitated local schools’ closure in April.

Many have done so with trepidation as communities in state after state have reopened schools, then seen rapid closures as school staff found that a staff member or student had tested positive, requiring quarantines of dozens of children and staff members.

An organization calling itself Flagler for a Safe Return, organized over Facebook and consisting of teachers, other school staff, local parents and concerned community members, has pressed the district for more

specific plans and procedures on returning, and pushed the district to add remote-work options for staff members who are immunecompromised or who live with someone who is. (The district is offering two different remotelearning options for students who don’t feel safe returning to campus, but teachers and staff are expected to show up in person.)

They’ve been disappointed with what they called a lack of clarity in the district’s answers.

“My concern is that there is no measurement for opening ... and there’s no closing measurement; they still haven’t come up with that,” said Christine Patterson, an organizer for Flagler for a Safe Return.

The district published a Return to School Guide on its website on Aug. 7, replacing a less-detailed earlier version of the same document.

But Patterson noted the latitude provided by the document’s language: Hallway traffic in schools will be one-way “where feasible,” restroom breaks will be managed to limit the number of students in a restroom at a time “when possible,” face coverings are to be worn “when social distancing is not feasible,” schools will reduce intermingling of students from different classes “when possible.”

“A lot of what you’re reading in that document is, ‘When feasible,’” she said. “Well, when is it feasible?”

Local parent Randy Bertrand said his son, an FPC student, wants to return to school in person in the fall. But the district’s behavior makes Bertrand wary.

“It’s that ambiguity,” he said. “I really want it spelled out; I really want one-plus-one-equalstwo,” especially on such issues as when things are unsafe enough that schools should close, he said.

“So, who makes that call, and when do we make that call?”

Staff members’ anxiety has been heightened by a concern that they won’t necessarily be told when fellow staff members or students might have tested positive or been exposed to the virus.

The district’s Return to School Guide states that if a student or staff member tests positive, the district “will communicate its next steps with families and staff who may be directly impacted” — i.e., not necessarily the school community as a whole — and also that it “will NOT communicate if a family member of a student or staff member has tested positive,” though it will take appropriate quarantining steps per CDC guidelines.

“Due to laws protecting student and staff privacy, no identifying information about the student or staff member testing positive will be released to the public,” the Return to School Guide states. “Any Flagler Schools students or staff who are identified as having been in close contact

At FPC, she said, the arrangement she knew of involved a fixed camera pointed at the front of the room, meaning that a teacher would move out of the frame if they walked around the class-

But the governor and Corcoran this week asked a MiamiDade circuit judge to toss out the lawsuit. The state’s lawyers are also asking that the case be moved to Leon County.

DeSantis and the other defendants plan to appeal if the judge doesn’t agree to move the case, and to invoke their right to an automatic stay while such an appeal would be pending, according to an attorney representing the state.

And will teachers be held harmless for their teacher evaluation? Those are two things we have asked and that nobody has addressed.”

As of Aug. 12, no additional School Board meetings have been scheduled that would precede students’ return to campus on Aug. 24.

“I’ve been dressing up as Spider-Man ever since high school,” T.C. said. “I really started when visiting Julie in St. Augustine a while back. I had a cheap Spider-Man suit with me, and while she was working I walked around downtown all dressed up. SPORTFISHING TOURNAMENT TO BENEFIT DAV

The Flagler Sportfishing Club will raise money for Chapter 86 of Disabled American Veterans during the club’s annual fishing tournament this year, according to a DAV Chapter 86 news release.

The fundraiser will be held at 5:30 p.m. Aug. 21 during the tournament’s opening ceremony at the Palm Coast Social Club, 51 Old Kings Road, which will be operating under CDC health guidelines.

The money raised will help support the DAV chapter’s operating expenses, including maintaining its offices, according to the news release.

“The DAV has been especially hard hit during these times — rides are not readily available for trips to the doctor, volunteers cannot help vets with applying for benefits, and the list goes on,” DAV Representative Sarah Ulis wrote in an email to local media.

“These funds are desperately needed.”

Captain Joseph Albert Hanzel Jr. 1941-2020 Captain Hanzel died on July 28, 2020.

He was diagnosed with Multiple Myeloma and Amyloidosis, diseases with no known cures. He chose to forgo any treatments and to live out his last days with ice cream, rum and laughter with family and good friends.

Captain Hanzel was given the nickname Skipper by his parents before he was born in Jan ’41. His Father had been recalled into the Navy and spent WWII in the Pacific submarine force. Shortly after WWII the family moved to Groton, Connecticut.

Skipper graduated from Fitch High School in Groton and reported to Annapolis in June of ’58.

He hardly created a ripple on the Severn.

In four years, he had zero Grease and never even a squad CPO. Upon graduation he went directly to sub school and on to earn his gold dolphins in October ’63, a spot promotion to LT in July ’65, and then departed active duty in June ’67. He returned to active duty in Sept ’69 and was promoted to LCDR in Aug ’69, becoming the most senior member of the class of ’62 on active duty.

He was promoted to CDR in ‘77.

He spent the remainder of his career in the Washington area, first as a plank holder in the Joint Cruise Missile Program Office where he was responsible for the design of the missile planning system for the new weapon system and eventually as the Program Manager for the Submarine Launched Cruise Missile. He went on to Strategic

Plans and Policy on the CNO staff and established the Cruise Missile in planning documents from the SECDEF to the CNO. His final posting was to the Special Projects Program Office where he led the Launcher Branch and then the Navigation Branch leading to the IOC of the Trident D-5 weapons system.

Captain Hanzel retired in April ’91, having spent his entire career in Submarine Billets. After retiring from the Navy, he got his Merchant Marine Master’s ticket and was a Skipper on the Block Island ferry for a number of years. He and Judy Bedell, his lovely wife for 38 years, sailed from Maine to Trinidad before finally swallowing the anchor in Palm Coast, Florida to watch their two children, Keith (USNA ’90) and Heidi and four grand children grow with joy and happiness.

SERVICE: In the era of the pandemic, it is unlikely that there will be anything other than a private family memorial, and it was his wish that his ashes be scattered at sea.

lagler Soccer action continued Aug. 10, at Indian Trails Sports Complex. The 7-on-7 league is in its eighth season in two years and was started by Gavin Ginnane. He said he had been playing in a league years ago but got injured, and when he was able to return, the league was gone, so he decided to start a new one, complete with standings, referees and championship trophies.

“I love that I get to play in it, and other players love it as much as I do,” Ginnane said.

The games are played on a smaller field (40 yards by 60 yards), and games are shorter (two 27-minute halves).

Players are ages 18 and up, and slide tackles are not allowed, according to the league’s website, shorturl.at/eBEKR. The six-team league is led

by Terranova FC, coached by Michael Terranova.

Jack grew up in the Valley Forge area of Pennsylvania and attended Phoenixville High School where he lettered in basketball and met his future wife, Iris. He graduated from Cornell University in 1958 with a degree in Civil Engineering and took a job with the California Department of Transportation. He ran three survey crews for the State during the initial planning and construction of the Interstate Highway System.

In 1967 Jack was hired by HNTB, one of the oldest and largest engineering firms in the country. During his time with HNTB, he specialized in highway and bridge construction and lead projects that included the New Jersey Turnpike, the Dan Ryan Expressway in Chicago, Atlanta Hartsfield Airport and the East-West Expressway in Orlando (now known as the 408).

After moving his family around the country several times to work on these major projects, Jack settled in Flagler Beach in 1975. While his initial role here was to serve as an expert witness for ITT Community Development Corporation in a lawsuit, a few years later he took a full-time role with the company. As Director of Engineering for ITT CDC, he guided the development of

Burdette Hunt transitioned on July 21, 2020. Burdette Hunt was born February 25, 1928 in Kingston, Jamaica.

He was trained as an Electronic Engineer in England. He worked for ITT Decca Marine in Jersey City, NJ and moved from Montclair, NJ to Palm Coast in the late 1970’s. He started his own electronic repair company, “Bram Hi Tech Assembly” located in Bunnell, FL. He and his wife started “The United Cultural Caribbean Association”.

He is survived by wife, Cynthia and Daughter Charlene.

John Vincent “Jack” Kelly passed away early on the morning of July 12th at Sabal Palms Assisted Living & Memory Care. He was four months shy of his 85th birthday.

He loved fishing, especially surf fishing, and had an amazing ability to read the shoreline to determine the best spot to cast his line. When he wasn’t fishing, he was a voracious reader. He was always reading something, whether it was the local paper or a novel by one of his favorite writers such as Vince Flynn or James Patterson.

When Jack went out to dinner, he loved a good steak – the bigger, the better. After he had ordered a custom cut twenty-two ouncer on multiple occasions, Jim’s River House (Only long-time residents will remember that name.) wound up putting it on the menu and naming it after him.

Most of all he loved his family. He loved family gatherings of all kinds. Most family vacations involved packing up the car and heading back to Pennsylvania to visit relatives (No small feat with five kids and two dogs.) Despite the great diversity in his children’s personalities, he knew how to be the father that each of them needed.

Jack Kelly lived a life of quiet significance taking greater delight in the accomplishments of others than he did in his own. His impact on our community and even our country will remain long after his passing.

He is survived by and will be terribly missed by his wife of 62 years, Iris, his children Amy, Michael, Patrick, Daniel & Jennifer, as well as eight grandchildren and five great grandchildren.

Open Door Ministries women’s recovery house opens; Rotary Club organizes virtual housewarming

Years of preparation are coming together for the Open Door Re-entry and Recovery Ministry in Bunnell as the ministry celebrates the opening of its Women’s Recovery House with assistance from the Rotary Club of Palm Coast, which has organized a virtual housewarming and housewarming registry.

The new recovery house opened on Aug. 6 on South Church Street to serve court-ordered drug and alcohol offenders, and will follow the same faith-based, 12-stepbased model as the existing recovery house for men on East Booe Street.

“It’s basically building a family, building a community, within the house,” said Grace Tabernacle Pastor Charles Silano, who heads the program in Flagler County.

“There’s a lot of meetings; there’s one-on-one visitation with counselors with sponsors.”

The men’s program had its seventh anniversary in March and graduates about 14 people a year, Silano said. The program lasts up to a year, but people tend to stay for about six to nine months. Once residents reach the second phase of the four-phase program, they are expected to hold a job and pay rent. The women’s program will be similar, and now has its first resident.

“We’re going to go slow because of COVID, so I’m not going to go full capacity, which would be six; I’ll go as high as three,” Silano

Would-be residents will need to compete a series of interviews to enter the program, and neither the men’s nor the women’s recovery house accept violent offenders or sexual offenders.

“Typically if a person wants recovery they’ve been using, so I need for them to go to detox, and they’ll let us know if they’re really serious or not,” Silano said. “I want them calmed down and getting it out of their system, whatever they were using, so they’re somewhat clearheaded.”

The Rotary Club’s support is especially helpful during the pandemic, Silano said. Open Door would usually be holding an annual, in-person fall gala with $100 per seat tickets, but COVID has made that impossible.

Silano said he’s grateful for all of the area Rotary Clubs.
