Crime down in Flagler by 25% in 2020

Flagler County cases and positivity rate

Crime continues to fall in Flagler County and is at the lowest crime rate the county has seen in 25 years.

The Flagler County Sheriff’s Office submitted crime statistics for the first six months of 2020 to the Florida Department of Law Enforcement, and crime is down 24.9% in 2020 compared to the same time period in 2019.

The crime rate is the lowest the county has seen in 25 years, when its population was just 40,259 residents. In the first six months of 2020 overall crime is down 24.9% when compared to the same time frame in 2019.

Since 2016, offenses in the jurisdiction of the FCSO are down 47% with a clearance rate of 35%.

Property Crime, which includes Burglary, Larceny and Motor Vehicle Theft, is down 52.5%.

Violent Crime, which includes Murder, Rape, Robbery and Aggravated Assault, is down 11%.

“Our crime reduction strategies work,” Sheriff Rick Staly said.

“Total crime in Flagler County is down 47% since I became your sheriff in 2017 because we have implemented a number of new and successful initiatives. We focus on the small number of career criminals committing most of the crimes. We arrest these criminals and put them in

jail where they cannot prey on our community.”

Supporters seek Carver Center expansion Once the county has a better idea of COVID-19’s impact on finances, it will be able to determine how it can assist, county administrator says.

lagler County will get a new southern library branch on land that the county will buy for a proposed $278,000 from the First Baptist Church of Bunnell, near the Wendy’s restaurant on State Road 100.

The County Commission approved the sale in a 5-0 vote during a commission meeting Aug. 3. The church had accepted the offer on July 19.

“They really liked the opportunity to select who their future neighbor would be. They saw a public library as a really compatible use there,” said Tim Telfer, the county’s resiliency and resource stewardship manager, during the Aug. 3 meeting.

The purchase agreement will include a right of first refusal for the church: If the county doesn’t build a library on the site within 10 years and decides to put the land back on the market, the county would have the property appraised and then offer it first to the church.

The land purchase will be made using money from the library’s passport revenue fund — money the library has generated through passport services. If the property is sold, that money will be refunded to the library fund. Jim Ulsamer, head of the library’s board, also requested that the county add a provision requiring that the passport fund money be refunded if the land is used for something other than a library.

“Our library has done a wonderful job in bringing in additional funds to support the library via the passport office,” County

Commission Chairman David Sullivan said. “The funds are kept separate in our budget ... to have those available for something like this, to purchase that land. So this money is not coming from another source; it’s coming directly from profits obtained through selling passport services at our main library. ... This is not coming out of your taxpayers’ funding.”

An 8.4-acre parcel of land the county already owns across the street from the church parcel will be used to construct a new Sheriff’s Operations Center.

The county had initially considered placing both structures — the library and the Sheriff’s Operations Center — on the same county-owned site, but plans were adjusted after the church agreed that it would be willing to sell some of its land.

Separating the two government facilities over the two parcels would give each more room.

The 4.8-acre parcel is off Commerce Parkway next to the church and near the Government Services Building complex off State Road 100.

The $278,000 proposed sale price is $58,000 below the land’s appraised value, Telfer said.

The church owes $58,000 to the county in connection with previous projects, and the county offered to resolve that issue by taking $58,000 off the purchase price, he said. The church would also turn over 1.89 acres of right of way to the county.

The county and the church have collaborated in the past on other projects involving Commerce Parkway and the Government Services complex.

environmental testing performed on soils on the site, and has corresponded with the St. Johns River Water Management District to ensure that there are not wetland conditions on the site that would require mitigation by the county during the construction process, Telfer said.

County Commissioner Charlie Ericksen asked whether Commerce Parkway will be able to handle the increased traffic, and whether it will be widened.

County Administrator Jerry Cameron said the road will likely have to be expanded to four lanes in the future, with intersection improvements on each end.

“It will be a heavily used stretch of road,” Cameron said.

Facing residents’ requests to support an expansion at the George Washington Carver Center youth center in Bunnell, Flagler County commissioners during an Aug. 3 meeting acknowledged the facility’s importance in the community but declined to make specific monetary commitments.

Barbara Revels, a member of the center’s foundation and a former county commissioner, told commissioners that the center is desperately in need of the proposed expansion. About five years ago, the county had budgeted $100,000 for it, she said. Since then, construction costs have skyrocketed, and the project has continually been delayed.

The center is now seeking $400,000 from the county, she said.

“I really think that if you look at the overall totality of that center and the use that it is getting, other than the Flagler County Library in Palm Coast it is the most used structure in this county,” Revels said. “It’s doing great things for our citizens. It’s really time that you keep the promise, that you look at your budget, that you look at it very closely, and you find the money to do this addition.”

The center has raised $50,000 to put toward the expansion, she added, Resident Marian Irving-Redding told the commission that she’d started her education at what is now the Carver Center in first grade, when it was the county’s only black K-12 school in the years before integration.

Since then, most of the former school was demolished except the gym building, which has been repurposed into a youth center.

“I stand here before you today asking you, each and every one of you, to fulfill the commitment you made — because the community needs what the Carver Center has to offer,” she said. “The community needs that center, and we need to expand it as much as we possibly can.”

Jordan Butler, the director of the Flagler County Youth Center at the Carver Center, told commissioners that space conflicts at the facility have meant that some programs have been limited to once a week or once a month.

“It’s been in the budget, and it’s been held up for a few years now, and I’m just asking you guys, as you move forward in the next fiscal year, that you really give that the utmost attention,” he said.

The respirators attach to firefighters’ self-contained breathing apparatus masks and will be worn instead of N-95 masks to protect staff members from COVID-19.

Jon Netts, Palm Coast’s former mayor and councilman, is back on the City Council.

Council members voted 4-0 on Aug. 4 to appoint Netts to former Councilman Jack Howell’s old seat, which Howell vacated for health reasons last month. Netts had run against Howell for that seat in 2018, and lost. He will step down after the November election, turning the seat over to whoever wins.

Netts was one of four applicants for the threemonth position. The council interviewed three of them at the Aug. 4 council meeting.

In his opening statement, Netts said several people, his wife included, had asked him why in the world he’d apply.

“Well, here’s the answer,” he said. “The next several months are going to be very important for the city of Palm Coast.”

In August and September the city will be finalizing and adopting its budget, he explained, and in October and November, the city will implement it.

“What you’re doing is really setting the direction for the next year for the city,” he said.

as a city councilman in New Jersey, then six years as a Palm Coast City Councilman and nine as Palm Coast mayor.

“So if you’ll pardon the cliche, if I’m appointed I think that I can hit the ground running,” he said.

His first term as Palm Coast’s mayor started in 2008 with the recession, so he has experience managing budgets through a financial crisis, he said.

Both men expressed interest in becoming more involved with the community, but had no experience with elected office.

Council members thanked both for applying, and said they hoped both would stay involved in city issues.

Dollar stores restricted Palm Coast’s City Council voted 5-0 on Aug. 4 to restrict where dollar stores can build in the city.

The new restrictions bar “small box discount stores” such as the Dollar General from building in areas zoned Neighborhood Commercial (COM-1) — such as along Palm Harbor Parkway — and require that dollar stores apply for special exception approval in order to build on sites that are within 500 feet of a residentially zoned property.

The stores would still be allowed in the General Commercial Zoning District (COM-2) and High Intensity Commercial Zoning District (COM-3).

Playground to be repaired The playground at Holland Park will require thousands of dollars worth of repairs to fix the coquina veneer on the structures.

Several of the stone pieces have fallen off, and inspection has shown that around 100 seem to have gradually lost their adhesion.

The City Council voted 5-0 on Aug. 4 to have the damaged structures reworked with a faux coquina material that can be applied as a spray.

A total of $116,286 for the work will come from the surety on the work, while another $72,543 will come from contingency funds from the construction.

Flagler Schools continues to wrestle with pandemic

Flagler Schools is adjusting the school calendar to add two teacher workdays during the year — one on Oct. 26, and one on Jan. 19 — and pushing the end of the school year back by two days, from June 1 to June 3.

Teachers will still work a 196day year (including six days of paid vacation), and students will get 179 days of instructional time.

The School Board approved the calendar change unanimously at an Aug. 4 special meeting.

The change is a response to board concerns that an earlier iteration of the calendar — approved after the board decided to push the start of the school year back from Aug. 10 to Aug. 24 — was too dense, with insufficient breaks for students and staff during the year.

The board’s decision at the Aug. 4 meeting followed comments by numerous community members and school staff members who are concerned about the impending face-to-face opening of schools.

Snively, a violinist and violist, is a Florida certified k-12 educator who has taught for the youth orchestra in the past, FYO Executive Director Cheryl Tristam told School Board members during an Aug. 4 board workshop.

“She is incredibly creative; she’s probably one of the smartest people that I’ve ever worked with as far as strings instruction is concerned,” Tristam said.

“She’s an excellent instructor on her instrument, and she is a magnificent musician. ... I feel like I’ve hit the jackpot.”

The youth orchestra, which served about 375 students last year, will be starting the school year with online instruction at least through January, and will not hold concerts until at least after the winter break, Tristam said. Auditions will also be delayed until January.

classes or in remote-live instruction in which they follow along with regular, on-campus classes from home using a webcam — no such options exist at this point for school teachers and staff, who are expected to work on campus.

As of the Aug. 4 meeting, Superintendent Cathy Mittelstadt told the School Board, 13% of the district’s students had opted for iFlagler classes, 23% for remote-live instruction and 63% for face-to-face instruction.

The reduced number of students on campus will make social distancing more feasible than it would be with full campuses.

“I would just say, hearing a lot of the public comments tonight, honestly it’s not a perfect response — but if you are concerned about your child and you are uncomfortable, then don’t send them,” School Board member Colleen Conklin said. “But those that are sending them ... this team is doing everything they can to ensure that they’re safe.”

She added that she would like the board to consider whether there should be a threshold number, in terms of community COVID-19 cases or percentages, that would trigger the district to move its classes to an online-only model.

“I think that opening schools provides a number of health benefits to our students, but there is without a doubt tremendous concern that, do we really know what we are dealing with?” she said. “I would like to try to gain some perspective so that there is

Dear Editor: This is an election season unlike any I have ever witnessed or been a part of.

Several candidates have been focused solely on negativity and false claims. It is ugly. It does not reflect the character of Flagler County and Palm Coast I know and love, and I refuse to participate in the debauchery of which the only aim is to demean us all.

For the last few weeks, two recurring questions I am asked are, “Why am I not answering these false accusations?” and “Why am I not more visibly campaigning?”

First, the accusations. They are simply that: accusations. It has been established that I am not under investigation by the Ethics Commission, FDLE, the State Attorney’s Office or any federal agency.

(See “Editor’s Note 2” below.)

Anyone can file complaints.

The repeated recycling of the same claims does not make them true. It does, however, show the ferocity by which these claims are designed to be hurtful and damaging to me and our city. There appears to be no limit to their mudslinging tactics.

At a time when economic development is so crucial, I am being attacked for doing the job I was elected to do. I have and will continue to do that job fearlessly and without apology. There are no backroom deals, and there is no corruption. We have cleaned house at City Hall to ensure our city is focused solely on serving our residents.

Second, in regard to why I have not been campaigning.

I have chosen to do my job as mayor rather than participate in political events. Our community needs extremely serious and focused leadership by a serious and experienced mayor. I have been spending tremendous amounts of time navigating our city through the COVID-19 pandemic, one of the most intense fire danger seasons on record and what could be a record-setting hurricane season. I am focusing on issues such as public heath, businesses assistance, CARES grants and working with partners to provide utility payment and housing assistance.

Campaigns are supposed to be about ideas. Campaigns are a time to evaluate the performance of the ideas of each candidate.

Fact: I have dramatically increased the transparency and efficiency of City Hall.

Fact: I have delivered a

government focused on our citizens.

Fact: I have not and will not accept anything less than excellence from myself, our city manager and our city staff.

Our National Citizen Survey results reflect these facts that trust, transparency, efficiency and public safety have made significant and sometimes double-digit gains. Our quality of life and our quality of amenities have increased. We have some of the best utilities in the state. Because of our investments and partnerships with our Sheriff’s Office, crime is at historic lows in Palm Coast.

I am not going to waste time and energy in political ugliness. It is beneath our community. I will continue to focus energy on delivering jobs through the University of North Florida’s MedNEX. I will continue to ignore a nasty political circus sideshow.

As always, I remain available to talk about your ideas to make Palm Coast a great community to live, work and raise a family. We are all privileged and proud to call Palm Coast home.

“When they do have basketball classes going on downstairs, we do hear it,” he said. “... This expansion would mean lots of great things could happen at the Carver Center and our youth program, and it’s changing lives; it’s creating opportunities for the youth in our community.”

The program has graduated 229 students, he said.

County Commissioner Charlie Ericksen lauded the program.

“This is a most successful program,” Ericksen said. “ These kids drop out of high school, they get lost, etc. — they get back in this environment. They learn, they graduate, they find jobs. It’s a real positive for the county and for the state.”

County Administrator Jerry Cameron said that when he’d been hired in February 2019, he’d anticipated being able to fund the Carver Center expansion.

But since then, he said, COVID-19 has impacted the county’s administration’s expenses as well

And, although it was already the mindset of the County Commission to outright ignore our Health Department’s expert advice, they bought into Staly’s comment and used it in part to refuse to go the mandated route.

However, in light of this pandemic, which by far is the biggest public safety threat this county has ever faced, I can’t think of a more important role our law enforcement officials could play to help ensure our safety and to live up to their motto to “serve and protect.”

It’s selfish to force me to wear a mask Dear Editor: Candidate for mayor John Brady tried to make a case to force all members of the public in Flagler County to wear masks because of his “right to life.” It doesn’t seem to make any difference to him that CDC guidelines allow social distancing instead of masks.

Note that these are guidelines, not laws.

It doesn’t seem to matter that the so-called masks range from the very effective (but restricted use) N95 to a bandana that has been sitting in a drawer for years. It doesn’t matter that he wants everyone to have to breathe in less than fresh air nor are they often unable to speak clearly and

Spotty internet complicates virtual schooling Dear Editor: After reading your recent article that included the recommendation of School Board member Colleen Conklin that we limit the number of children attending in-person schooling to keep our children safe and continue virtual learning when possible, I wanted to share the current struggle that we and many other families in our area are facing.

I am a local nurse in our community and completely agree with Mrs. Conklin’s plea.

Our nearby hospitals are filling up with COVID-19 patients so much so that patient overflow plans are not a far stretch.

I am a parent of a sixth grader and a ninth grader and will not put my children at risk

while this upward trend continues. Virtual schooling is our choice.

That being said, we are at a disadvantage. We live on County Road 304 in Bunnell, just two miles off U.S. 1 and have zero access to broadband internet.

During crisis learning at the end of last semester, we were offered a wireless router from the county. The service was spotty at best.

The ability to connect to classroom meetings was not always possible, or the connection was unreliable and dropped during classroom meetings. Streaming educational videos was a challenge as well as completing interactive applications. Our children’s education should not have to suffer during this pandemic, and I do not feel we should have to choose quality education over safety.

Former elections supervisor sentenced Former Flagler County Elections Supervisor Kimberle Weeks will spend 30 days in jail, followed by 18 months of probation, for recording other people without their consent and then disseminating one such recording.

Weeks had been convicted on eight third-degree felony counts in 2018 for the surreptitious recordings and was sentenced at the time to 30 days in jail and 18 months’ probation for each count, with the sentences to run concurrently.

The sentence was stayed pending an appeal, and Weeks was released on $25,000 bond.

An appeals court upheld five of the seven counts Weeks had contested, and threw out two for double-jeopardy reasons.

Weeks appeared at a new sentencing hearing via Zoom on July 28 before Circuit Judge Margaret Hudson, who again sentenced Weeks to 30 days of jail time and 18 months of probation. Weeks must turn herself in to begin her sentence by noon on Aug. 4, and must also pay $2,872 in investigative costs and will lose her Florida state pension.

The officials Weeks recorded were Florida Secretary of State Ken Detzner; Florida Elections Division attorney Gary Holland; Florida Assistant Attorney General Gerry Hammond; Whitney Anderson, a Florida Attorney General’s office employee who took consumer complaints; Virginia Smith, Palm Coast’s city clerk; Ron Labasky, a private attorney who represented

the Florida State Association of Supervisors of Elections.

Weeks also recorded a conversation with Shannon Brown, her neighbor.

Weeks’ defense had asserted that the since the conversations Weeks recorded involved public officials and public employees speaking about government business, they should be considered “public meetings,” which are legal to record.

More charges filed against fugitive shot by deputies

A fugitive who pulled a gun on deputies and was shot now faces additional felony charges.

Steven Barneski, 30, was shot on July 1 when deputies tried to serve an arrest warrant on him and he pulled out a firearm. Three deputies fired their weapons, striking him multiple times.

He was released from the hospital July 6 and taken to the county jail on warrants for Violation of Probation involving possession of a Controlled Schedule II Substance and Violation of Probation for Leaving the Scene of an Accident with Injury, according to a Flagler County Sheriff’s Office news release. No bond was allowed.

On July 20 and July 29, Circuit Judge Terence Perkins signed arrest warrants for Barneski for the additional charges of including Carrying a Concealed Firearm, Possession of a Firearm and Ammunition by a Convicted Felon, and Aggravated Assault on a Law Enforcement Officer.

The warrants were served to Barneski at the inmate facility,

according to the news release.

“This suspect is a convicted felon that shouldn’t have even had a gun to begin with,” Sheriff Rick Staly said.

Teen arrested for concealing handgun during traffic stop Deputies have arrested a 16-year-old Bunnell resident for concealing a firearm during a traffic stop.

During a routine traffic stop for a stop sign violation on Thursday evening, July 23, Flagler County Sheriff’s Office deputies made contact with the driver and a 16-year-old passenger.

During a pat-down, the 16-year-old had to be told multiple times to stop reaching toward his shorts and to keep his hands on the roof of the vehicle.

A loaded semi-automatic pistol was found concealed within his boxers.

“A juvenile with a gun and drugs is a recipe for a disaster,” Sheriff Rick Staly said.

Drunk passenger attacks Lyft driver in Flagler County A Lyft driver was attacked on Aug. 2 by a drunk passenger named Travis S. Smith, due to anger over a plastic partition installed for COVID-19 protection, deputies reported.

“This was a very dangerous situation for not only the people inside the vehicle but for the other motorists on the roadway,” Sheriff Rick Staly

said. “This drunk attacked an innocent driver and put numerous lives in danger. These rider-share services can quickly become dangerous and drivers should be cautious of who they let in their vehicle. Thankfully the video recording device captured the entire incident and he went to jail.”

The Lyft driver suffered minor injuries during the altercation.

Deputies gave the other passenger and his 7-year-old child a courtesy ride to a local hotel.

Prank emergency call draws FireFlight response Prank calls have diverted resources from the Flagler County Sheriff’s Office in recent weeks. The most recent was a call from the C-section of Palm Coast around 1:33 a.m. Aug. 2.

A call on the non-emergency line came from a man stating he had just shot his mother in the head with a shotgun.

Numerous members of the FCSO along with paramedics and Fire Rescue rushed to the scene. Flagler County’s Emergency FireFlight helicopter was put on standby. The line disconnected with the caller, and attempts to call the number back went unanswered. FCSO’s Communications Center was able to locate a phone number for the homeowner and made contact.

It was determined that the initial call was a swatting call and no one had been injured.

Swatting calls are prank calls used to trigger an emergency law enforcement response against a target victim under false pretenses. Swatters do

this by making phone calls to emergency lines like 911 and falsely reporting a violent emergency situation such as a shooting or hostage situation.

“Sometimes swatting calls are made to retaliate against someone for whatever reason and sometimes they are completely random. We have seen both recently in Palm Coast,” Sheriff Rick Staly said. “Unfortunately the types of calls are so serious that a large police response is required and there is no way for deputies or first responders to know that the call is fake until an investigation is completed. In the meantime, resources are diverted from other calls for service while they investigate a call that turns out to be a prank. It’s not funny and it is illegal and dangerous. ” Swatting calls can be expensive due to the large response required for what turns out to be a false report. It can also be dangerous for the residence of the swatting call as first responders believe they are responding to a serious crime and the response is elevated.

A similar swatting call came in on July 10 in the “F” Section of Palm Coast. A male called the non-emergency line reporting that he had just shot his mother following an argument. First responders reached the scene, set a perimeter around the residence and attempted contact with anyone inside. In this case, no one was home. Deputies eventually made contact with the homeowner to gain access to the residence and confirm that no one was injured inside.

On May 26, FCSO Units were dispatched to another prank call.

Mullins pays $750 penalty over campaign finance charges JONATHAN SIMMONS NEWS EDITOR

County Commissioner Joe Mullins on April 17 paid a $750 penalty to the Florida Elections Commission over allegations that he’d illegally reimbursed people for their campaign contributions.

Under Florida law, the commission can approve a consent order before a finding of probable cause has occurred. Mullins “neither admits nor denies that he violated the Florida Election Code,” according to the commission’s final consent order.

The case started with an April 9, 2018, complaint filed by Flagler County resident Kimble Medley, who explained that she had listened to a Georgia radio show in which show host Austin Rhodes presented copies of checks that seemed to show that Mullins had used his Georgia-based company, Mullins Sports, to reimburse some campaign donors for amounts that equalled their donations.

Medley wrote that she was concerned that the reimbursements may constitute “donations made in the name of another,” in violation of Florida law.

Elections Commission staff obtained bank records showing that Mullins had deposited five checks totaling $3,750, including $1,000 checks from Jennifer A. Mullins, Eden Farms LLC, and the account of Daniel R. Eden Jr., and Julie M. Eden, plus $500 from a Heather Buchanan.

recording of Rhodes’ interview with Buchanan, a former Mullins employee who said on the air that Mullins had tasked her with delivering reimbursement checks to his donors, and had reimbursed her for a donation.

“I was sent by Joe to deliver those checks in exchange for a check written from them to Joe Mullins’ campaign,” she said.

Rhodes asked her if she could afford to give someone a $500 political contribution.

Buchanan laughed. “No, I sure can’t,” she said.

In an affidavit to the commission, Mullins wrote that he and his sisters were beneficiaries of a trust and that he’s responsible for making payments of roughly $10,000 per year to each of them.

“Each of these individuals wanted to support my campaign and make a contribution,” he wrote. “They asked that their contribution be taken from their payment. I explained that I could not do that under Florida’s campaign finance laws. I wrote checks to my sister and Ms. Buchanan from Mullins Sports in February 2018. These checks represented a portion of the annual payment I would ordinarily make to them.”

“I never intended to try to circumvent any Florida contribution limits by accepting contributions from these individuals, nor was it my intention that Mullins Sports would somehow be considered as the ultimate source for the contributions in question,” Mullins wrote in the affidavit.

$9 million in grants for Flagler Executive Airport

Flagler presents $223,000 in first batch of Small Business CARES Act Grants JULIE MURPHY FLAGLER COUNTY PUBLIC INFORMATION OFFICER

Financial assistance is making its way to those small businesses negatively impacted by the COVID-19 pandemic through CARES (Coronavirus Aid, Relief, and Economic Security) Act federal stimulus monies provided to Flagler County for distribution within the community.

On July 24, the first eight checks — totaling $223,000 — were presented to businesses located in Bunnell, Palm Coast, and Flagler Beach during a small ceremony to celebrate pumping much needed resources back into the community. The amount allocated was based on the number of full-time staff members employed by the business.

Flagler County Board of County Commission Chairman Dave Sullivan spoke about the goal, and offered his best advice to businesses.

“Get the money out as fast as possible,” he said of the county’s efforts. “Get the word out, and be persistent. Get your applications in so you can get your fair share.”

As of the morning of the event, the following applications were received: 61 from businesses within Bunnell; 64 from Flagler Beach; and, 244 from Palm Coast.

The lion’s share of the applications are from the first two tiers: sole proprietors, and businesses with

two to 12 employees.

“It confirms what we all know, and that is that we are a homegrown, home-based business county,” said Tourism Director Amy Lukasik.

Grant recipient Gail Holt — who owns businesses in Bunnell, Palm Coast, and Flagler Beach — thanked the county, and advised fellow businessmen and -women to be prudent with their grants.

“Long term, we are all going to suffer a little bit,” she said. “This money is going to help in the coming year. Store your nuts. You are going to need them.”

This portion of the CARES program allows small businesses to access grant money to help cover business expenses, including employee wages, mortgage, rent, vendor invoices, utility bills, payroll and other costs to offset the financial impact due to business interruption or closures as a result of COVID-19.

Tortugas owner Scott Fox asked others to spend the stimulus money locally. “Everyone has been suffering just like us,” he said.

The first eight checks were provided to the following businesses: Beach Front Grill; Swillerbees; Oceanside Beach Bar and Grill; Tortugas; Snack Jacks; High Jackers; and Break the Cycle.

Director Roy Sieger announced recently that the Flagler Executive Airport has secured another $9 million in grants — and he even chipped in 24 cents.

The projects, which include rehabilitation of Runway 6-24 (“The last piece of asphalt we need to do,” he said) were funded through grants from the Federal Aviation Administration and the Florida Department of Transportation, but rounding did result in being a few pennies short here and there.

The construction contracts to spend the grants are on the Aug. 3 agenda for the Flagler County Board of County Commissioners.

In his 12th year leading the airport, Sieger said this makes $50 million total in grants secured.

The airport is also getting a general aviation terminal, he said on July 24’s “Free For All Friday” on WNZF. It will be a 15,000-squarefoot facility, hardened to be available as an emergency operations center as well; in the past, Florida Power and Light has staged at the airport after hurricanes, he said.

The pandemic caused a “very bad month” at the airport in March, but since then, fuel sales have been up. Flight training has continued as normal.

The Freedom Fest, one of Flagler’s biggest annual events, has been canceled for November.

Staffers recall ‘complicated’ planning of 2020 Hackathon Former innovation leader and current innovation leader agree, due to mayor’s employement with Coastal Cloud.

As the city of Palm Coast begins discussions for its second Tech Beach Hackathon, two former city staff members and one current staff member said they felt that the first event, while a success for the city, was “complicated” due to the relationship between Mayor Milissa Holland and her private employer, Coastal Cloud.

Holland and Coastal Cloud Managing Partner Tim Hale maintain they had no inappropriate influence on the Hackathon, a 24-hour computer-programming contest hosted by the city. On the contrary, they said, the event was a tremendous collaboration with many partners.

Wynn Newingham was the city’s head of innovation and economic growth in 2019; she acted as a scribe for the Innovation District Advisory Council meetings that planned the Hackathon for several months before the actual event on Jan. 17, 2020.

Team Palm Coast won third place at the January 2020 Hackathon. In all, about 80 people signed up; about 25 participated.

Throughout the planning process, she recalled, the vision evolved from one that would be open to any programming language and would draw mostly local students, to one that would allow only Salesforce as the platform and would draw programming teams from around the country.

Many of the organizations represented on the Advisory Council — including AdventHealth Palm Coast, Intracoastal Bank, ACI and Flagler Schools — also used Salesforce and supported the switch, Holland said in an Aug. 3 phone interview with the Palm Coast Observer.

Salesforce remains a good option for future Hackathons, he said, because it enables a broader spectrum of problem solvers to be able to participate. But, other platforms should be considered because it’s a rapidly evolving industry.

“There is great economic de-

velopment potential in the ‘low code/no code’ world, and that has great potential for towns like Palm Coast,” he wrote in an email to the Palm Coast Observer. “Coastal Cloud is a living example of this. We have created new careers for people who are not just computer scientists and programmers — they are former real estate agents, elevator service people and many are veterans who we have re-tooled after leaving the armed services. This means new career paths in the tech world without being programmer.”

Holland works for Coastal Cloud, and 3) the Hales were members of the Advisory Council, made things “complicated,” Newingham told the Palm Coast Observer.

During the Hackathon planning, sometimes she received feedback one-on-one from Holland, sometimes from the Advisory Council. But her job description said she answered only to City Manager Matt Morton.

To clarify legal concerns, Newingham met with city Attorney Bill Reischmann and Morton several times, including on Sept.

25, 2019. She declined to tell the Observer how the meeting went, but, she said, “I resigned two weeks later.”

In her resignation letter, she wished the city well on its “new direction.”

AN ‘AWKWARD’ MEETING

Afterward, Don Kewley took the lead of the project. He had been hired recently as chief innovation officer, and he also experienced some of the complicated nature of the Hackathon, as Newingham had.

Two or three weeks after taking the lead, Kewley was asked to present his plans for the Hackathon, privately, to the Hales, on a Saturday morning, at the Coastal Cloud office.

Kewley said the meeting was “awkward” because the discussion wasn’t in a public forum.

“In my time in public service, I’ve never dealt with anything like

that, so it was awkward,” he said in an Aug. 3 phone interview with the Palm Coast Observer. “It was a closed door meeting, instead of being open and public and transparent.”

Still, Kewley said the event was a major success for the city.

“I think it was amazing,” Kewley said. “I’m super proud to have been part of it.”

‘LIKE A WEDDING’

A second former staff member, Michael Schottey, was the communications manager during the first Hackathon and is now a candidate for Palm Coast mayor. He was asked to resign 11 days after the Hackathon, on Jan. 28, though Morton said the resignation and the event were not related.

In the days leading up to the reception, in January 2020, Holland texted Schottey to tell him to have the staff run a rehearsal, saying the event should be considered “like a wedding.” She told him to keep everything classy and not to have pens as giveaways. He felt it was too much direction for a mayor to give to a staff member who, according to the City Charter, answers only to the city manager, not the mayor.

In response to Schottey’s allegation, Morton wrote in a press release that “staff was never inappropriately directed by Mayor Holland nor any Council member.” Instead, Holland only offered “ideas and suggestions,” he said.

Holland said Morton had asked her to help plan the reception because she knew the VIPs and had personally invited them. She added that much of the guidance she gave to Schottey was in response to his questions, asking for the guidance. She said Schottey’s accusations were politically motivated.

The city and the Advisory Council worked together to make the event a success, Holland said.

“It was unbelievably collaborative.”

Shapiro said his priorities on the City Council would be to put the “decision-making back in the hands of the people,” to have better fiscal responsibility and to make the city more friendly to businesses.

He said residents are concerned about potential development in the L-section, and he wants to address their concerns.

He opposed the city spending $2 million to renovate Holland Park, particularly when there is another park close by, the Palm Coast Community Center.

“There’s other city responsibilities that need funding,” he said.

Palm Coast is not friendly to businesses when it outlaws work trucks in driveways, he said.

Shapiro acknowledged that he was arrested in 2011 on felony charges — principle to armed robbery and principle to false imprisonment — after he gave a ride to a man who later was arrested for armed robbery and false imprisonment. Shapiro also was put on probation for possession of drug paraphernalia. In an Aug. 3 phone interview with the Palm Coast Observer, Shapiro said he had been hired as a taxi service to give the ride to Simonds, and that he had nothing to do with the subsequent crimes. The state of Florida decided not to prosecute any of the three charges.

FCSO EMPLOYEES DONATE $20,000 TO FSY RANCHES Flagler County Sheriff Rick Staly presented the Florida Sheriffs Youth Ranches (FSYR) a check for $19,939 on Monday, July 27, at the Sheriffs Summer Conference in Bonita Springs.

From January through June each year, the men and women of the Flagler County Sheriff’s Office may choose to donate a portion of their paycheck to the Florida Sheriffs Youth Ranches.

The FSYR is a 501(c)(3) residential child and family services organization founded by the Florida Sheriffs Association in 1957. FSYR mission is to prevent juvenile delinquency and develop strong, lawful, resilient, and productive citizens who will make a positive contribution to their communities for years to come.

“It was my honor to present this donation on behalf of the men and women of the Flagler County Sheriff’s Office,” Sheriff Staly said. “This money will be used to continue the great work being done by the Florida Sheriff’s Youth Ranches for our youth throughout Florida.”

STALY TO ATTEND FBI SESSION Flagler County Sheriff Rick Staly has been selected by the FBI to attend the 79th Session of the FBI Law Enforcement Executive Development Seminar. Only a very elite group is invited to participate. Just 45 national and seven international law enforcement executives were invited to attend the 2021 session. Only four other Florida police executives were invited

to attend.

“I feel honored to be selected to join some of the top law enforcement leaders in the world at this program,” Sheriff Rick Staly said. “I graduated from the 177th session of the FBI National Academy in 1994 and know first-hand the training received through the FBI’s leadership courses is topnotch. $92,000 GRANT FOR RECRUITMENT The Department of Justice recently announced $2.2 million in grant funding to law enforcement agencies through the Department’s Office of Community Oriented Policing Services (COPS Office). Those funds will be distributed to 29 agencies with amounts ranging from $15,090 to $100,000.

The Flagler County Sheriff’s Office has been awarded $92,501 to be used towards the Recruitment, Hiring and Retention project. The FCSO was selected 1 out of 4 nominations in the state of Florida and 1 out of 29 nominations nationally.

“We are always trying to bring taxpayer money back to Flagler County through grants,” Sheriff Rick Staly. “This grant will allow us to focus on ensuring that we attract, hire and retain a demographically diverse staff to serve and protect the residents and visitors of Flagler County.”

The Florida Sheriffs Association held its 2020 summer meeting of all sheriffs in Bonita Springs on July 27-28. During the conference, Florida Sheriffs voted for their new Board of Directors. Flagler County Sheriff Rick Staly was elected to join the Board of Directors.

The FSA has been in existence since 1893 and is one of the oldest professional law enforcement associations in the country.

The Flagler County Sheriff’s Office has unveiled a new trailer intended to house the FCSO Impaired Driving Simulator and educate the community on the dangers of impaired and distracted driving.

In 2019, FCSO made 175 DUI arrests, responded to nine DUI crashes and wrote 16 citations for texting while driving. The dangers of impaired driving inspired Sheriff Rick Staly to use drug-seized funds to purchase the Impaired Driving Simulator.

The simulator, a custom-built electric go-kart, allows drivers and passengers to experience what can happen when they operate a vehicle under the influence of alcohol or marijuana as well as the ramifications of driving while drowsy or distracted.

In addition to the simulator, the FCSO has wrapped a trailer intended to house the simulator and it is designed with even more messaging warning drivers against the dangers and potentially deadly outcomes of driving impaired or distracted.

That way, even when the simulator is not in use it is still a valuable driver education tool.

“We are working to educate and engage the public in every way we can on the dangers of impaired and distracted driving before an accident or arrest occurs,” Staly said. “I hope the FCSO Impaired Driving Simulator and the visual messaging on the trailer will encourage residents to drive sober and free from distractions and texting.”

The FCSO Impaired Driving Simulator was first introduced to the public at the 2020 Flagler Home and Lifestyle Show in January but due to the COVID-19 pandemic, other scheduled events planned to feature the simulator have been postponed for now. The FCSO Impaired Driving Simulator was purchased with drug-seized funds and not at the taxpayers’ expense and the trailer had been seized during a criminal investigation.

The FCSO Impaired Driving Simulator trailer is currently on display in front of the Kim C. Hammond Justice Center in Bunnell. Check the FCSO Facebook page and Website for announcements on future events where you can experience the simulator.

udy Horwitz was waiting on a couch in a well-lit corridor when her husband of 56 years got off the elevator.

She was ready to give him a big hug for the first time in three months, but first they both had to go through some pandemic protocols.

Charles “Chick” Horwitz lives in the memory care wing of Tuscan Gardens Senior Living, off Colbert Lane in Palm Coast; Judy lives in their Palm Coast home, where they spent the past 19 years together after retiring from Maryland.

With Program Director Sara Meinking’s help, Chick got prepared on one side of a clear plastic wall, while Judy did the same on the opposite side, on the morning of July 30.

The wall consisted of two panels, one made of plexiglass, the other a 10-millimeter-thick plastic sheet that is normally used as a table liner. Four arm holes had been cut in the plastic sheet and sealed with toilet flanges, explained Dani Gomez, Tuscan Gardens’ director of environmental services, who constructed the “Hug Wall.” Arm-length rubber gloves (sand-blasting gloves, Gomez said) were affixed to the flanges.

Gomez had thought through the mechanics of hugging to make the wall ergonomic; the holes were off-

set so that the right glove can go over the left shoulder of the person who is being hugged, and the left glove is lower so that it can go under the right arm.

“It doesn’t feel right to have two gloves up here,” Gomez said, holding his arms straight out, “because you hug at an angle.”

But before Judy and Chick put their arms in the rubber gloves in the Hug Wall, they also put on disposable arm-length plastic gloves — called “Breeder Sleeves” because they are used by cattle breeders in calf deliveries.

That detail made Judy laugh.

Is the apparatus creepy? I asked.

“Unless you’re here experiencing it on their side,” Gomez said.

Judy agreed. “When you’re not able to touch your husband since the end of March, this is wonder-

Chick smiled.

Their lips met on opposite sides of the plastic liner. They slow danced. They kissed again.

Then Chick’s nose started to itch, so Judy scratched it for him with the rubber glove.

Ladies, let’s support each other and own our successes she does really well, we look at her and think “Ugh, look at her. She’s so entitled.”

Why? When I texted Megan the picture of the page in the book, I made a vow to myself right then to work harder at not doing this.

I decided that I’m going to CONSTANTLY CELEBRATE the women in my life. I’m going to encourage them to continue to be bosses, to continue to dive deeper into success; to outproduce, outperform and outshine in their roles.

I’m lucky to be surrounded by amazing women. They are successful in their own realms, they have strengths that are different from mine, and they balance me out in ways I never knew I needed. In my life right now, I am choosing to focus on joy and gratitude. I have so much to be thankful for, grateful for, and the women in my life are so much of that.

I will say this to all you: If you don’t have girlfriends who will incessantly build you up, I encourage you to really open up to the potential. Find it. Seek it out.

If you do have this, ladies, TELL THEM. Be ridiculous about it. Go over the top. Tell them you love them until they laugh and tell you to stop.

Call them just because. Love them abundantly and nourish their littles like they’re your own.

Women supporting women, women loving women, is something we need. Let’s work harder, ladies.

As women, we’ve been trained to shy away from boasting, to brush off compliments, for fear of coming across as brash, rude, snarky, cocky, whatever. The word that Glennon Doyle used in her book is “entitled.” When we encounter a woman in her element, in her place at the helm in whatever it is that

The NAIA, an athletic association of small colleges, has partnered with the NFL to offer women’s flag football as an intercollegiate sport beginning this upcoming school year.

Flag football previously has been only a club sport. Webber is now one of 15 NAIA schools nationally, and five in the state of Florida, offering women’s flag football scholarships.

Webber announced the hiring of coach Jeff Melesky on June 12, and he immediately went to work finding players for his first team, which will begin intercollegiate play this spring.

Melesky’s first team will include three former FPC players: Marisa Kong, Breaza Robinson and Emma Parrish.

Robinson, a middle linebacker and wide receiver, signed a letter of intent on July 1. Melesky had also heard about Kong and asked Robinson her opinion in signing her former teammate. Robinson responded, “You won’t be disappointed.”

hen Greg Kong’s daughter informed him that she had been offered a college scholarship to play flag football, he thought she had been punked.

Two weeks later Marisa Kong is making plans to begin her academic and athletic career at Webber International University in Babson Park.

Marisa, a recent Flagler Palm Coast High School graduate, signed a letter of intent with Webber on July 28, a month after beginning her first semester at Florida Atlantic University in Boca Raton.

Marisa has been rooming with FAU soccer player and Matanzas High graduate Miracle Porter.

Parrish comes from a football family. Her twin brother, Wyatt, played football for FPC last season, and their father coached high school football for 18 years, she said.

Parrish transferred from Trenton High School to FPC for her senior year. She helped the Bulldogs win a district girls basketball championship and then joined the flag football team. But she tore the labrum in her left shoulder during practice and missed the shortened season.

Melesky assured her he was still interested. “I’m never going to count somebody out because she had surgery,� Melesky said in a phone interview. “I told her to get here, learn the ropes, learn the playbook.

The injury didn’t matter. I know what kind of player she is.�

Marisa Kong recently began weight bearing exercises to build back the muscle in her knee. She said she is about a month ahead of her recovery timetable. “The doctor said I should be cleared by the beginning of February,� she said. “The season starts at the end of February. I’ll have a rehab plan with the trainers and I’ll do conditioning until I’m cleared.�

After she recovers, Marisa Kong will primarily play safety and also see playing time on offense at receiver or quarterback, Melesky said. “I think Marisa is up to playing just about any position we put her at,� Melesky said. “If we have seven athletes as good as Marisa, we’ll be fine.�

Marisa Kong’s summer term at FAU ends on Aug. 7. She will start school at Webber on Aug. 24. She’ll receive a combined athletic-academic scholarship.

Because Marisa Kong was dual-enrolled at FPC, earning credits at Daytona State College, she is beginning her college career as a sophomore, but she will still be eligible to play flag football for four years.

FLAGLER FREE CLINIC EXTENDS HOURS The Flagler Free Clinic has extended its operating hours to assist anyone who has become unemployed or lost their medical insurance due to the COVID-19 pandemic. To qualify to be a patient of the free clinic, visit 703 E. Moody Blvd., Bunnell, between the hours of 10 a.m. and 4 p.m.

Monday to Thursday and complete registration documents; no appointment necessary.

After the registration process is complete, an appointment with a volunteer provider will be made for a future date.

There is no charge for the services that the clinic provides.

The Flagler Free Clinic was established in 2005 to serve the medical needs of the uninsured in the community.

In 2019, the value of services that the nonprofit provided to the community exceeded $2 million, thanks to volunteers and funding from private sector donations, grants, fundraising events and community partnerships.

Palm Coast Mayor Milissa Holland is joining mayors across the country in asking residents to make a renewed commitment to manage water resources more wisely by taking part in the annual Wyland National Mayor’s Challenge for Water Conservation.

The swimming pool, made with glass tile, has a lazy river that wraps around the house. A 90-foot dock floats on the Intracoastal Waterway. The expansive driveway is made of brick — with the bricks inserted into the ground the long way, meaning only the tips are visible.

Alan Messer recently sold the home at 42 Island Estates Parkway, for $2.4 million, two years after Messer bought it from the original owner, Bobby Ginn.

Ginn was one of the most important developers in Flagler County history, developing Hammock Beach. He has since moved to the Carolinas, according to Messer.

Messer said Ginn was visionary and charismatic. “If you met him, you’d say, ‘I want to be his friend,’” Messer said.

Messer, 70, made his living by manufacturing shoes with licensed names on them, such as Disney’s The Little Mermaid or other characters. He made 7,000 shoes a day at the height of his career, but he became more interested in real estate and eventually sold his business. He built 31 homes in the next 15 years and then helped to start a First Coast Sotheby’s office in Palm Coast because he thought the Sotheby’s name would elevate the real estate market for high-end homes; since then he has been an agent, specializing in unique luxury prop-

The former Ginn home was intended to be the place where Messer would host his children and grandchildren in the future, but it required too much work to rehabilitate the overgrown property; Messer said his wife was in an accident, and they decided to sell it to a couple from South Florida.

Between the main home and a guest house, the property is 2.67 acres and has five bedrooms, seven bathrooms and 7,262 square feet.

The defining characteristic of the home is the pool, which, according to Messer, “was built by the same people who built the Hammock [Beach Resort pool], and it rivals it in size.” Messer said that when he decided to have

the pool cleaned, it needed to be emptied first. To do that, he had to get an insurance policy, and the pool alone was valued at $2.5 million, he said.

“I’ve never seen anything like it,” he said. “There are waterfalls and a lazy river. It goes around the entire property, almost.”

“I love the place,” he added. “It would be a great family retreat.”

He and his wife retired to Jasper, GA, in 1998 where they spent many years together in the foothills of the Appalachians.

Buford began and ended his career in milling, beginning with Igleheart Brothers, a General Mills operation in Evansville, and retiring from ADM Milling in Beech Grove, on the outskirts of Indianapolis, IN. Additionally, his career saw him with increasing responsibilities in milling operations in Camp Hill, PA; Chester, IL; Jackson, TN and Auburn, KY. He was a long-time member of the International Association of Operative Millers, regularly attending and supporting its annual conferences.

Buford converted to Catholicism and attended and supported the Catholic church in all communities in which he and his family lived, his final parish being Our Lady of the Mountains, in Jasper, GA.

Buford was often described as a classic southern gentleman, was honored as a Kentucky Colonel, was soft-spoken and gracious and a master in making mint juleps.

He was an avid bridge player, an above average golfer, and enjoyed socializing with the many friends he made in the places in which he lived.

Buford is survived by his four children and their families: Philip and Sandra Smith,

is now offering Tributes to honor your loved ones.

He is also survived by his sister, Elizabeth Moore of Glasgow, KY. He has many nieces, nephews and in-laws, all of whom add to a large and extended family that he loved and enjoyed.

SERVICE: A memorial mass will be held at our Lady of the Mountains Catholic Church in Jasper, GA, on April 16, 2021, at 11 a.m. with a luncheon reception to follow.

DONATIONS: In lieu of flowers, please consider donating to the Arbor Tree Foundation designating your donation to planting trees in memory of Buford.
