With filing deadline passing at noon June 12, four constitutional officers have been re-elected by virtue of being unopposed: James E. Gardner Jr. as property appraiser, Tom Bexley as clerk of court, Suzanne Johnston as tax collector, and Kaiti Lenhart as supervisor of elections.

“I’m really humbled, and I didn’t expect it,” Lenhart said.

“You never know what’s going to happen even up and until the last minute.” With the pandemic, increased mail-ballot voting a presidential election coming in the next few months, Lenhart is also relieved.

Twenty-eight other candidates qualified for the offices of sheriff, County Commission, School Board and Palm Coast mayor and City Council. There were a few changes to the list as of June 12: For example, John Sowell withdrew from his attempt to run for School Board District 3.

Also, in the County Commission District 5 race, Denise Calderwood changed her affiliation from Republican to no-party affiliation at about 11:30 a.m.

June 12. By doing so, she will not be included in the Republican primary in August but will be on the November ballot. Paul Anderson is also running as an NPA in that race. Bob Jones is the challenger in the Republican primary against incumbent Donald O’Brien.

Early voting will be Aug. 3-15 for the Aug. 18 primary, which will feature races in which there are at least two candidates of the same party. For nonpartisan races, such as the Palm Coast mayor’s race, the five candidates will be on the ballot in August, and there will be a run-off of the top two vote-getters, unless one candidate receives 50% of the vote, plus one vote.

Some offices will be decided in the August primary, and they will be on all ballots, regardless of the voter’s registered party. Flagler County Commission District 3, for example, has two Republicans who filed to run: Kim Carney and incumbent Dave Sullivan. Democrats, Republicans and NPAs will

Four years ago, on June 12, 2016, a man shot and killed 49 innocent people and wounded 53 others, at Pulse nightclub, in Orlando. At the time the shooting occurred, it was deemed the worst mass shooting at the hands of a single person in the history of the United States.

This massacre has not been forgotten.

On Friday, June 12, 2020, dozens of supporters gathered at Wadsworth Park in Flagler Beach to show their support for the LGBTQ+ community.

“We are gathered today to spread awareness and happiness in a dark time,” said Eryn Harris, 17, who organized the event. “Our goal was to provide a safe space in this community for people to come together. ... I was in Orlando at the time of the shooting. ... I

was absolutely devastated.”

Harris graduated from Flagler Palm Coast High School this year and was a proud member of the school’s LGBT club.

Community members Elliot, Randall and Jennifer Bertrand, Abbey Cooke and Toni Mayes also contributed to this event.

“People are still uneducated about homophobia,” said Michael Clair, accompanied by his husband, James, when asked why they were a part of the event.

“Plus everybody needs a bit of rainbow in their life.” He said with a smile.

The procession wore colorful flags and posters as it crossed the Flagler Beach bridge toward Veterans Park, accompanied by honking from passersby.

Some of the signs read: “Remember the 49”; “We are all human”; “Homophobia has a cure, education”; and “Free Hugs.”

As the crowd neared Veterans Park, uplifting music could be heard from blocks around.

Flagler Beach police officers directed traffic, while the Flagler Beach Fire Department raised the LGBTQ+ and American flags on Fire Engine 11 to show its support.

“My wife and I were denied by two different places when we were getting married, back in 2015,” said Jeannine Everett, walking with her wife, Joanna. “This was when it was still legal to discriminate against gay people. This is a pivotal moment in history we all need to be a part of. It just takes a little group to start a revolution.”

Spirits were high as the group gathered on the stage and started dancing to music. A conga line quickly formed and wound its way through those sitting on the grassy lawn. It was an energetic event, full of laughter.

As Abbey Cooke, a teacher in Flagler Schools who has been vocal about this issue, began her speech, the crowd became silent.

Cooke read off the names of all 49 people who were gunned down and killed at the Pulse nightclub four years prior.

“There will not be change, unless as a collective we come together to change the system, and voting is essential,” Cooke said. “Parents need to remain active in their child’s education and continue to hold our schools responsible to protect and represent our community.”

A 150-day moratorium on small box discount stores was approved 4-1 by the Palm Coast City Council on June 16, allowing the city of Palm Coast to review regulations and ensure that residents have sufficient input on any future stores, such as Dollar General, that may propose building in residential areas.

City Councilman Jack Howell voted against the moratorium, saying that companies he has talked to feel a moratorium is “heavyhanded.” He believes that a moratorium makes the city look unfriendly to businesses, regardless of whether the business is covered in the moratorium.

Howell claimed that two aerospace companies that could have brought 250 jobs,

starting at $60,000 salaries, to Palm Coast, backed out once the idea of a moratorium started to be discussed earlier this year.

Councilman Nick Klufas said it was an “outlandish” claim, and he challenged Howell to put him in touch with the companies as proof.

Howell declined to do so and accused Klufas of using the moratorium as a campaign ploy. Mayor Milissa Holland defended Klufas, saying his stance on the moratorium has been consistent for months.

The ultimate goal, Klufas said, is to help the residents.

“We are going to allow more power and more input into this process, which is a good thing,” he said.

“This is not to do away with small box stores in Palm

Coast,” Holland added. “That’s just not based in reality.

It’s where it’s to be located appropriately.”

Councilman Bob Cuff suggested that the moratorium may not be necessary, considering so many months had passed since the vote on the first reading on March 17. But he did vote in favor of the moratorium on June 16.

After staff comes up with suggestions, the Planning and Land Development Regulation Board will discuss, at its next meeting July 15, adjustments to the regulations for small box discount stores. The City Council would then be presented with options on Aug. 4.

Code Enforcement is back at full strength Palm Coast Code Enforcement staff is working on a backlog of 1,364 code complaints filed by neighbors during the pandemic, as well as 1,994 reinspections, which are checkups on previous complaints to verify compliance.

Of all the interruptions in routine since Code Enforcement Manager Barbara Grossman was hired in 2005, “This is probably the worst,” she said.

The staff is following up on every complaint it has received. Many of the reports of new violations could be attributed to the pandemic, Grossman said. For example, some cars that are parking illegally overnight in swales belong to college students who are living at home after their classes were canceled.

Staff for Code Enforcement is typically 14 full-time people and one part-time person, Grossman said, including two Animal Control officers and two for urban forestry. That staff was down to four people from late March to mid June.

While some people may feel that it’s heavy handed to enforce codes during the pandemic, others felt it wasn’t strong enough, said Grossman, who moved to Palm Coast in 1992, in part because of the high standards.

“The idea is compassion,” she said, “but then we also have people who say, ‘Where’s Code Enforcement?’”

City gets $90,000 grant for families in danger of shutoff

The city of Palm Coast decided early in the pandemic that it would not shut off water for homes that are behind on their bills. In the meantime, the city is working on ways to help.

City Manager Matt Morton explained, during the June 10 Virtual Town Hall meeting, that the city has worked proactively with the Community Development Block Grant program and secured a grant of about $90,000 to help families with low to moderate income pay utility bills in the coming months. That

As the state continues to see a resurgence in COVID-19 cases, Flagler County has seen 18 new cases since June 1, said Jonathan Lord, the county’s emergency operations manager, at a County Commission meeting Monday, June 15. That bring’s Flagler’s total to 207 cases (202 being residents) and 24 hospitalizations since the pandemic began.

However, no patients in long-term care facilities have tested positive for the virus.

As a result, the county’s hospitals have been able to cope with the number of patients they’ve received.

“We’re crossing our fingers that it stays that way,” Lord said.

“We’re one of the few communities in the state that can still say that.”

Across the state of Florida, more than 1.4 million COVID-19 tests have been administered, with about 94% coming back negative.

Flagler County has incurred about $1.5 million in expenses related to COVID-19, Emergency Management Chief Jonathan Lord told the Count Commission June 15. John Brower, financial services director, said the county is getting about $5 million up front in relief, which is 25% of the $20 million the county is expected to get. The rest will be on a reimbursement basis from the state, which administers funding from the Coronavirus Aid, Relief and Economic Security Act. “The good news is we have the money,” Brower said. “And we’re going to figure out the best way to use it.”

However, the county will be responsible for any “misappropriation of funds.”

“We need to work this carefully and make sure the money is used correctly,” Chairman David Sullivan added.

How we send, receive and protect mail-in ballots I stand by the process.

Many voters in Flagler County are considering voting by mail this year and have questions. Others are questioning the integrity of the mail ballot voting process. This is an explanation of how we vote by mail here in Flagler County to answer some questions we have been receiving from voters over the past few weeks.

I stand by the mail ballot process in Florida. I vote by mail, as do many of my family members and election coworkers. During this global pandemic, when the public is asked to avoid crowds and limit social interactions, voting by mail allows many at-risk citizens to participate in democracy, without compromising their health.

Unfortunately, voters are faced with negative information and myths regarding to the mail ballot process in Florida. Election after election, even after thousands of Flagler County voters successfully cast their ballots by mail, we are defending the security of mail ballot voting again this year.

Many voters in our county prefer to vote by mail for the convenience of voting from home, due to work, travel, transportation or health reasons. We mail ballots all over the world to overseas citizens and our military service members who are serving overseas. Florida has been a no-excuse absentee (also known as Vote-By-Mail) state for almost 20 years.

We do not conduct all mail ballot elections in Florida and

that’s not going to happen in 2020 or anytime in the foreseeable future. There will be in-person voting options, as always, for voters who choose to vote early or on Election Day. We don’t know how long this pandemic will last, and we are planning to do our best to keep our election poll workers and our voters safe. Our workers will have face shields, masks and gloves. Voters will be asked to practice social distancing while voting. As in March, during the Presidential Preference Primary election, surfaces and equipment will be cleaned with disinfecting wipes throughout the day.

ARE MAIL BALLOTS COUNTED?

Yes! All mail ballots are verified and counted in every election.

In fact, they are among the first results you see on Election Night.

Mail ballots are opened during a public meeting of the Canvassing Board, where teams are used to separate envelopes and their contents to ensure a voter’s secrecy. Ballots are tabulated (counted) during the same meeting, and all three members of the Canvassing Board (County Judge, County Commissioner and Supervisor of Elections) verify the totals.

We meet to open and count mail ballots several times during an election cycle.

CAN ANYONE VOTE BY MAIL?

Yes, any registered voter in Flagler County can request a mail ballot. According to federal law, ballots for overseas citizens and our military service members are mailed 45 days prior to an election. All other ballots are mailed up to 40 days prior to an election.

HOW DO YOU VERIFY A VOTER’S IDENTITY WHEN THEY VOTE BY MAIL?

In order to vote by mail, a citizen must be registered to vote

Ballots are mailed to overseas voters on July 3.

All other requested mail-in ballots are sent on July 14.

Your voted mail ballot must be returned by 7 p.m. on Election Day (the primary is Aug. 18) in order to be counted. A postmark does not extend this deadline. We recommend you mail your ballot at least a week prior to the election, to ensure delivery to the Elections Office.

A request for a mail-in ballot is good for two general election cycles. If you request a ballot today, you will also be able to get a mail-in ballot for the 2022 election without having to reapply.

and provide ID at the time of registering. If no ID is provided, the voter must return a copy of their ID along with their balloting materials and complete an affidavit.

In order for a mail ballot to be counted, the signature on the returned voter’s certificate must match the signature on file. Each one of the thousands of mail ballot envelope signatures are reviewed by trained Elections Office staff, a process which takes many hours. In the most recent Presidential Preference Primary election, we reviewed over 9,500 signatures. If there is a differ-

ence, the ballot is escalated for review by two other staff members. A voter whose ballot signature is missing or does not match is contacted by mail, phone and/or email immediately and instructed to complete an affidavit. They must provide photo ID to “cure” the signature difference. If the ballot return envelope is not signed, the ballot cannot be counted unless the same affidavit and ID are provided.

CAN I RETURN MY MAIL BALLOT IN PERSON?

Many voters prefer to drop off their voted mail ballot in person. Secure ballot drop boxes are available at all early voting sites during voting hours. We also have a secure ballot drop box at the entrance of the Elections Office in Bunnell, which is under video surveillance.

HOW DO YOU KEEP MAIL BALLOTS SECURE?

When a mail ballot is received, it is date stamped and checked in by precinct. Ballots are stored in our fireproof vault, which is under video surveillance and our security procedures require two-person control to enter. The ballots are stored there until they are opened and counted during a public meeting of the Canvassing Board.

BRIEFS E. coli in Plantation Bay forces boil water notice Residents of Plantation Bay have been issued a boil-water notice as is required by the Environmental Protection Agency as E. coli bacteria was detected in one of the wells, which has since been shut down until the problem is corrected.

“This bacteria was found during regular, routine testing by US Water Services,” said County Administrator Jerry Cameron.

“We’ve had so much heavy rain lately that we believe we have experienced seeping surface contaminants into that well. Water leaving the plant and distribution system have tested negative.”

Residents have been notified that they should boil water before drinking it – or use bottled water.

Couple living in stolen U-Haul A man and woman were arrested June 9, after they were found living in a stolen U-Haul — with illegal drugs: 36-year-old Steven Curtis, of Ormond Beach, and 40-year-old Heather Lewis.

Corrections officer arrested on 2014 molestation charge

Tomoka State Corrections Officer Anthony Checchi, of Daytona Beach, was arrested, released, then re-arrested this week, on

charges saying that he sexually abused a juvenile female in 2014 in Flagler County.

“This was great teamwork between the Volusia County Sheriff’s detectives and our detectives to get this pervert off of the streets and behind bars before he could hurt this child again,” Sheriff Rick Staly said.

“Not only did he take an innocent childhood away from his victim, but he tarnished the badge he used to wear. He needs to be locked up forever with the key thrown away. We hope the victim is able to recover from this abuse, and our thoughts and prayers are with her.”

Felon arrested twice in one month for fleeing deputies

Sean Stewart was arrested June 12 for fleeing officers, one month after having been arrested for the same offense.

On June 12, Flagler County Sheriff’s Office deputies were conducting a proactive patrol when they observed a red 2015 Hyundai Sonata, traveling eastbound on Martin Luther King Jr. Avenue with a broken taillight.

Deputies activated their emergency lights and attempted to initiate a traffic stop. The driver of the Sonata, later identified as 43-year-old Sean Stewart, ignored the emergency lights and instead drove through a front yard of a residence at the intersection of Martin Luther King and South Anderson Street, failing to stop at the stop sign.

With assistance from the Bunnell Police Department, the FCSO continued to follow Stewart as he drove recklessly and attempted to evade law enforcement.“This

is another great example of agencies working together to prevent crime in Flagler County,” Sheriff Rick Staly said.

Sheriff Rick Staly was elected new chair of the Public Safety Coordinating Council after former chair, County Commissioner Joe Mullins, declined to pursue the position again after two years. The council’s meeting on June 10 at the Government Services Building, attended remotely by some council members via Zoom and with other attendees spread out for social distancing, also saw Trish Giaccone of the Family Life Center elected as vice chair.

Mullins began the meeting by congratulating Staly and Bunnell Police Chief Tom Foster for their handling of recent protests against police brutality, working and walking hand-in-hand with protestors.

“Please reiterate to the staff how proud we are of them,” Mullins said.

Mullins said he would not seek to chair the council again so as to focus on the county’s many task forces and “bringing national dollars back to this community.”

These task forces, he said, had made “great strides” recently: The opioid task force had sparked interest in one for St. Johns County, and the mental health and suicide task force will soon have a drop-in clinic in Flagler.

Mullins likewise congratulated the county’s health department for its handling of the coronavirus pandemic.

“I’m very glad to say Flagler County has some of the lowest numbers in the state” regarding confirmed COVID-19 infections and deaths, he said.

County Administrator Jerry Cameron advocated for refocusing the council’s efforts in the future. Over time, it had “morphed into a forum for discussion of various problems we have in the community,” he said, which are often worth discussing, but led to unnecessarily long meetings unrelated to the roles of many council members.

“We’re going to follow the statutory requirements” for what the council needed to address, Staly said, including the county’s prison population and mental health issues. “We’ll get the council to decide what else they want to focus on.”

Cameron also emphasized the need to fill the “extremely important” position of council secretary, due to the complicated nature of administering county grants. He said Carrie Baird of Flagler Cares was willing to accept the position, but the Board of County Commissioners would first have to vote her in as a member at its meeting on Monday, June 15.

Staly suggested that, after its next meeting set for July 8, the council consider holding its meetings quarterly instead of monthly. County Attorney Al Hadeed said meetings could continue on Zoom.

Despite a recent uptick in speeding complaints from residents, the city of Palm Coast is not seriously considering the prospect of adding speed bumps, the city’s Project Coordinator Tyler Gibson said during a Flagler Community Traffic Safety Team meeting the morning of Tuesday, June 9.

During the Zoom meeting, hosted by Flagler School Board member and CTST Chairman Andy Dance, Sgt. Adam Biss said the Flagler County Sheriff’s Office “has been getting blasted” with numerous speeding complaints.

Gibson said speed bumps would be “extravagantly expensive” to install and maintain.

“People tend to speed to them, slam on the breaks and then speed away,” Gibson said. “You also get increased noise from that.”

In addition, the city has also conducted multiple speed studies and found no evidence more speeding is occurring. Gibson said he believes people are noticing speeders more because residents have been confined to their homes more due to pandemic.

“When you’re sitting in your driveway and you see a car go by at 30 mph, some people think it’s going a lot faster than it really is,” he said.

Joe Stewart, of the Department of Transportation, said Flagler County is having a bad year in regard to traffic fatalities. There have been 17 deaths as of May 27.

Growth of student population suggests rezoning, not new buildings Today, Flagler Schools buildings are at 90% capacity.

The K-12 population in Flagler Schools is projected to grow by 2%, or about 292 students, in the next 10 years, according to a consultant’s report at the School Board meeting June 16. That means that no new schools are likely needed; instead, rezoning can help to alleviate any capacity challenges, though no rezoning will happen before the 2020 school year begins.

The demographic data will also be used as the district revisits its impact fees, which are used to build new schools or pay off debt from current buildings. The impact fees currently in place are based on a 2004 study, and, by state law, it’s supposed to use the latest data available, according to School Board Attorney Kristy Gavin.

MIDDLE SCHOOL OPTIONS

One option the board may consider in the future is whether to adjust elementary schools so that they serve kindergarten to fifth grade, instead of kindergarten to sixth grade.

Flagler Schools has 982 sixth graders this year, and if all of them were moved from elementary school to middle school, the over-capacity elementary schools would be brought under capacity, Freeman said. Also, the middle schools would not be overcapacity even if sixth grade

were to be added.

That plan could be complicated by the transfer policy.

Today, Flagler Schools has an open transfer policy, meaning students don’t need to provide any reason for a desire to attend a school outside of his or her zoned school. Unlimited transfers impact middle schools the most, with 224 students attending Indian Trails Middle School that, according to where they live, should be attending Buddy Taylor Middle School. Conversely, only 20 students from Indian Trails’ district attend Buddy Taylor.

School Board member Colleen Conklin pointed out that transfers could complicate the board’s plans for adjusting capacity in the future.

“Is it wide open, or do you put parameters in place so that you don’t have 200 individuals leaving a zoned area?” she asked.

ore than a dozen Flagler County high school athletes will be participating in college sports during 202021 (not withstanding the implications the pandemic could have on collegiate sports for the upcoming school year).

Twenty-one student-athletes from Flagler Palm Coast and Matanzas high schools signed their national letters of intent to play their respective sports at the next level. FPC had 11 signees, and Matanzas had 10 signees.

Brown averaged 4.2 points, 1.9 assists, 3.8 rebounds, 1.7 steals and 1.8 blocks per game in her senior season on the Bulldogs’ girls basketball team. She signed with Daytona State College.

MAX BYSTROV

Bystrov was one of the top pole vaulters in the area the past few seasons. He signed with Merrimack College, a Division I school located in North Andover, Massachusetts. The Warriors compete in the Northeast Conference.

Bulldogs won the District 1-7A championship. Ellis signed with the University of New Orleans, in the Southland Conference.

DONOVAN MONTOYO

Celestino was a mainstay on the mound for the Bulldogs’ baseball team the past few seasons.

A steady right-handed pitcher, Celestino signed with DSC.

Montoyo burst onto the scene for the Bulldogs’ football team when, as a sophomore, he scored on a long rushing touchdown on his first snap at quarterback. He signed with Fresno City College, a community college in Fresno, California.

Corazon scored five goals his junior season for the Bulldogs’ boys soccer team. He surpassed that figure six games into the 2019-20 season. Corazon led the Bulldogs with 17 goals this season.

He signed his letter of intent to play for Andrew College, located in Cuthbert, Georgia.

Dunn was a key element to the Bulldogs football team’s offensive line, which saw massive improvements during the 2018 and 2019 seasons. Dunn mostly played at right tackle. He signed his letter of intent to play for the University of Mount Union, a Division III school in Alliance, Ohio, that plays in the Ohio Athletic Conference.

Ellis showed a knack for putting the ball in the basket during her time with FPC’s girls basketball team. Ellis averaged team-highs in points (13.7), assists (3.8) and steals (3.1) per game. She didn’t have any Division I offers prior to the 2019-20 season, in which the

Neuman signed his letter of intent to play baseball for Benedictine College, which is located in Atchison, Kansas. The Ravens are an NAIA squad that play in the Heart of America Athletic Conference.

Schober, an infielder for FPC’s baseball team, signed with Iowa Wesleyan in Mount Pleasant. The Tigers, as members of the United States Collegiate Athletic Association, compete in the St. Louis Intercollegiate Athletic Conference.

Hawley began high school as a soccer player but quit to focus on cross country. After finishing in the top 10 at districts and regionals for the Pirates, he was the only runner from Volusia and Flagler counties to qualify individually for the state meet. He capped off his senior season with a careerbest time of 16:42.83 at states, which gave him a 33rd-place finish. He signed with Brevard College, a Division III school in North Carolina.

Montgomery, a thrower for FPC’s girls track and field team, set personal bests in both the discus (36.4 meters) and the hammer throw (26.28) in March. She signed a letter of intent with Florida International University, a Division I school in Miami. The Panthers compete in Conference USA.

Dietz was consistently one of the Pirates girls golf team’s best players since she first joined the team as a freshman. Dietz signed with the University of Charleston, located in West Virginia. The Golden Eagles are a Division II program in the Mountain East.

Leister was one of the Matanzas boys lacrosse team’s top goal scorers this season. Leister signed with Savannah College of Art and Design in Georgia. The Bees are a member of the National Association of Intercollegiate Athletics.

Erik Libby, who also played baseball for Matanzas, was the Pirates’ No. 1 spot golfer his senior season.

Libby signed with Stetson University, a Division I program in the Atlantic Sun Conference.

AEDAN CELESTINO OVERCOMING COVID-19 All high school football teams have felt the impact of the pandameic. COVID-19 forced the cancellation of the spring football, and the 2020 season being played is still not a forgone conclusion.

How has Matanzas new head coach Matt Forrest, who was hired in December after former coach Don Mathews stepped down from the position, handled the adversity and the uncertainty that comes with it?

“We’re feeling like we’re doing the best we can,” Forrest said. “That’s really all we can get out of this thing.”

His team can’t work out in the school’s weight room together, but he still manages to post workouts on social media for his players. As far as learning the playbook, the Pirates, who are transitioning from an option offense to an air raid offense, are expecting some difficulties.

“We are changing some things, so that does put us behind,” Forrest said. “But we have a plan for whenever we can start back up.”

McGuire excelled on defense for the Pirates’ boys lacrosse team.

He signed with Westminster College in Salt Lake City, Utah. The Division II Griffins are part of the Rocky Mountain Athletic Conference.

QUENTEEN ROBINSON

Robinson was one of the top wrestlers in the entire state in the 170-pound weight class. Robinson was one of three Pirates to qualify for the state tournament during the 2018-19 season, where he finished in fifth. Robinson took third place in 2019-20. He signed with Limestone College in Gaffney, South Carolina. Limestone competes in Division II and is part of the South Atlantic Conference.

Flagler County’s Tourism Department — Palm Coast and the Flagler Beaches — is rolling out a program for high impact tourism restaurants and businesses that will allow them to demonstrate their commitment to keep their customers safe from the COVID-19 virus.

The “Pledge to Prevent” campaign concept came about as

businesses began to reopen and the tourism staff brainstormed ways to help the restaurants and businesses.

“We want visitors to have confidence when they patronize a business in Flagler County,” Tourism Director Amy Lukasik said. “This is a voluntary program in which Flagler County tourism businesses commit to clean and healthy standards for their guests and employees to prevent the spread of COVID-19.”

Businesses that take the pledge will receive free assets such as face masks for their employees with the “Pledge to Prevent” seal, and disposable paper placemats for restaurants. These will be provided on a first-come, firstserved basis while supplies last.

A certificate of commitment and a window cling of the seal will also be distributed to display their commitment.

“There is an incentive for those who participate,” Lukasik said.

“Along with receiving the free assets, we are committing to specifically push visitors to these restaurants and businesses. We want to demonstrate to visitors that we take safety and sanitation seriously.”

SWAP, which stands for Students Wanting Athletic Participation, collects donations of sports equipment, organizes it, displays it, and then gives it away to anyone who needs it. The group consists of Ben Kopach, Jake Blumengarten, Tommy Sturman and Aiden White. The coach is Amy Kopach.

In January, SWAP opened a storefront at Shepherd of the Coast Lutheran Church, 101 Pine Lakes Parkway, where people could come and “shop” for free equipment on Monday evenings.

County prepares for active hurricane season complicated by virus Hurricane shelters will have to be able to accommodate people who have COVID-19, and separate them from those who don’t.

The county will also be increasing the amount of space allotted for each shelter evacuee, from the current 20 square feet to 60 square feet. But movement will be more limited, with shelter guests asked to stay in their assigned areas as much as possible. “We have to assume that people may have contracted it, whether they known it or not or we know it or not,� he said.

That might mean that the county uses more shelters than it otherwise would. Four schools — Rymfire Elementary, Bunnell Elementary, Wadsworth Elementary and Buddy Taylor Middle School — generally serve as shelters, opening one after another based on need.

And if someone becomes severely ill when the winds are too high for ambulances to move? “We have to prepare for that whether we’re in the world of COVID or not,� Lord said. “We always have paramedics ... in all of the shelters.�

During the worst of the storm, he said, they’ll have to do their best.

As Flagler County’s emergency management staff prepare for hurricane season and the possibility of sheltering hundreds people during a storm, COVID-19 is presenting new challenges.

Hurricane shelters can’t turn away people seeking shelter, so the county’s shelters will need to be able to accommodate people who are positive for the virus.

That means makeshift isolation rooms created in the schools the are used as shelters.

Shelter staff will also screen people’s temperatures on entry and ask a series of screening questions, and will try to ensure that people who are ill aren’t sharing facilities like bathrooms with the rest of the shelter population, Flagler County Emergency Management Director Jonathan Lord said during a media roundtable discussion June 1. “They’ll be cleaning a lot, and there will also be mask wearing,� he said. “ ... We will do everything we can to keep the known sick person from the unknown one.� He noted that the schools are large, which will make isolation possible.

TENS, NOT HUNDREDS

During hurricanes, Lord said at a June 1 County Commission meet-

ing, 99% of the people showing up at shelters don’t technically need to be there — but the county can not turn them away.

In hurricanes, it’s storm surge that’s the biggest danger — not wind — and Flagler County’s hurricane evacuation zones were built to reflect that: They’re in areas at risk of inundation.

If you’re in an evacuation zone, he said, “Don’t gamble with the water. Please come to the shelter.�

But if you’re not, and you’re in a site-built house (not a trailer or mobile home) that doesn’t have serious structural damage, you don’t need to go to a hurricane shelter or evacuate.

And for those who evacuate, Lord added, they’re generally better off evacuating tens of miles than hundreds of miles: Florida’s stringent building code means that buildings within the state are built to higher standards than those in many neighboring states, so people who evacuate to Georgia or Alabama risk placing themselves in a less-sturdy building should the storm shift and move their way. Plus, they run the risk of being caught in, or helping cause, traffic jams on the interstates.

The National Hurricane Center is expecting an active Atlantic hurricane season season this year, with 13-19 named storms, of which six to 10 are expected to be

HURRICANE KITS It is important to create a kit of supplies that you could take with you if you are forced to evacuate.

This kit will also be useful if you are able to stay in your home, but are still affected by the storm, such as through the loss of power. One common trend seen when hurricanes are approaching is a widespread panic. When this happens, people rush in large numbers to get all the supplies they think they need. However, if you prepare your kit ahead of time, you can alleviate a lot of the potential stress of a very chaotic situation.

You should create your kit in a bag that you can easily take with you. Some recommended items to include are: n Non-perishable food (enough to last at least 3 days) n Water (enough to last at least 3 days) n First-aid kit (include any prescription medication you may need) n Personal hygiene items and sanitation items n Flashlights (have extra batteries on hand) n Battery operated radio (again, have extra batteries)

In the event a storm should leave you without power, there are a few things to consider and help you be ready and stay safe outside of your normal hurricane preparedness. n Gas: Make sure your tank is full far in advance of an approaching storm. Most people wait until the last minute, rush to get extra gas for cars and generators, and subsequently gas stations can run out early. n ATMs: Have extra cash on hand in the event no ATMs in your area are accessible or working. n Cell Phones: Charge your cell phone and limit use after power is out. n A/C: This can be the most uncomfortable side effect of losing power during a storm. Try to prevent as much light from warming the house by covering up your windows on the inside. If you have back-up or battery operated fans, don't run them unless you are in the room. Fans create a difference in perceived temperature but do not cool the room; instead they create a cooling effect by dispersing the heat off your skin. It is said they can actually add heat to a room just by running. n Water: Fill bathtub and large containers with water for washing and flushing only. n Food: Turn your fridge temperature down and/or freeze any food or drinking water that can be frozen if you expect a power outage.

Disaster preparedness tips for families facing dementia

E

mergency situations, such as hurricanes, can significantly impact everyone’s safety, but they can be especially upsetting and confusing for individuals living with Alzheimer’s and other dementias in any stage of the disease. Being prepared is crucial. There are steps and precautions caregivers can take to be as ready as possible. Additionally, the Alzheimer’s Association staff can provide counseling, support and assist displaced families in finding care for their loved ones through a 24/7 helpline at 1-800272-3900.

The Alzheimer’s Association has developed the following emergency preparedness guidelines to assist families and caregivers coping with Alzheimer’s:

Have an additional pre-charged battery. n If you do not have a cell phone, keep an emergency call list with your medicines. n Pre-register at your county’s special needs shelter in case you need to evacuate to a shelter. n Know your evacuation route.

TIPS FOR PREVENTING AGITATION

n Reassure the person. Hold hands or put your arm on his or her shoulder. Say things are going to be fine. n Find outlets for anxious energy. Take a walk together or engage the person in simple tasks. n Redirect the person’s attention if he or she becomes upset. n Move the person to a safer or quieter place, if possible. Limit stimulation. n Make sure the person takes medications as scheduled. n Schedule regular meals and maintain a regular sleep schedule. n Avoid detailed explanations. n Provide additional assistance with all activities of daily living. n Pay attention to cues that the person may be overwhelmed (fidgeting, pacing). n Remind the person that he or she is in the right place.

ADVANCE PREPARATIONS

n Consult with your physician and pharmacy about what mechanisms they have in place for continuity of care and prescription needs in the event standard communications lines are down. n If your loved one lives in a residential facility, find out about its disaster and evacuation plans.

Ask if you will be responsible for evacuating your loved one. n Prepare an emergency kit. n Keep all medications organized, in a safe and accessible place. n If you have a cell phone, store your emergency contact numbers including your local Alzheimer’s

For example, “The noise in this shelter is frightening. Let’s see if we can find a quieter spot. Let’s look at your photo book together.”
