YOUR TOWN Supporting family of young woman who died by suicide Neighbors are organizing to support the family of Alexis Somerford, 27, who died by suicide on May 25 at the family’s home on Farragut Drive in Palm Coast. Somerford has a husband, Kristopher Somerford, and four children, ages 6, 5, 4 and 1. The youngest girl, the 1-yearold, has a medical issue requiring her to wear a medical helmet. The family was being evicted from their home when Alexis Somerford died, and have been displaced to live with family in Daytona. Kristopher Somerford hopes to return to Palm Coast so that the older children can remain at the same schools. “The kids are wonderful, they never fight; they don’t raise their voices,” said neighbor Lydia Doyle-Crisafi, who helped organize the fundraiser. To donate, go to the local Intracoastal Bank branch at 1290 Palm Coast Parkway NW and make a donation to Kristopher Somerford.

What’s next for Florida Park Drive? JONATHAN SIMMONS NEWS EDITOR

309257-1

Palm Coast’s leaders are developing a plan for Florida Park Drive: They want to increase speed limit enforcement, buy air quality monitors to test pollution along the road, test the area for noise, and develop a set of landscaping options residents can use to decrease the traffic’s impact on their lives. Florida Park Drive, at just under two miles long and with a mix of commercial and residential buildings, has spurred resident complaints for years. The council previously discussed Florida Park Drive at a workshop on May 28, but Mayor Milissa Holland was not happy with a city staff presentation at that workshop that listed as an option the possibility of taking no action regarding the road. The June 11 workshop was a second try. (Holland happened to be absent June 11.) The workshop was also city Traffic Engineer Michael Grunewald’s first occasion to address the council: He was hired May 29. In addition to the possibilities the council decided it was interested in, Grunewald and city Stormwater and Engineering Department Director Carl Cote presented a few more. The city could add new, wider striping along the length of the road. Narrower looking lanes slow drivers down, and “lanes under 10 foot have a dramatic effect on how aggressive drivers are going to be,” Grunewald said. But it’s expensive: $27,000 per mile more for the wider striping. And, Councilman Bob Cuff said, if the city approves that striping for Florida Park Drive, what defense would it have for saying no when residents of other streets want it, too? Councilman Jack Howell noted that a Publix shopping center is planned for Matanzas Woods Parkway, and might draw the traffic on northern Florida Park

Drive off the rest of the road anyway, because residents will be able to go north to shop rather than heading all the way south to the Island Walk shopping center. Councilman Eddie Branquinho suggested focusing on reducing emissions. “If we can do something that maintains the constant speed, that will alleviate all that pollution,” Branquinho said. City staff also proposed adding signs to discourage commercial trucks from using the road as a cut-through. It would cost about $18,000. But Grunewald said the information he’d evaluated so far showed only 26 large commercial trucks using the road daily. Cuff thought the signage might not be necessary, especially since some of those trucks may not be cut-through traffic, and may not be able to avoid using the road. Howell thought the city should buy air quality sensors. They would cost $24,480, including the initial month of monitoring, and would cost $800 per additional month thereafter. The monitors could also be moved, if needed, to test air quality elsewhere. Noise monitoring would be $7,635. Resident Steve Carr, one of the city’s most vocal critics of the current condition of Florida Park Drive, said the city should look into why its estimation of the number of commercial trucks using the road was so low compared to residents’ own experience watching the trucks roll by. Mary Kay Hayward said she lives about halfway along the length of Florida Park Drive. One recent morning, she said, there were “seven noisy, rattling trucks by 7 a.m.” She presented city staff with photos, taken from a home surveillance camera, of big trucks rumbling along the narrow street. “We have become the default construction route for this entire area, and this will be the case for the Conservatory project and every other project. It just isn’t right. ... Their business should not be our burden.”

Sheltering Tree vows to fight closure Bunnell Planning, Zoning and Appeals Board ordered the church to stop serving as a cold weather shelter. JONATHAN SIMMONS NEWS EDITOR

The leadership of the Sheltering Tree, the cold-weather shelter based out of the First United Methodist Church in Bunnell, plans to fight the city zoning board’s 3-0 decision to shut down the shelter. The Sheltering Tree had applied for a special exception to allow the shelter to operate. It has been open every night that the temperature reaches 40 degrees or below. Last year, that was 19 nights. Sheltering Tree leaders said they had believed that the church, under a former pastor, had secured the city’s formal permission to operate, but it turned out that it had not. “We are not giving up after the recent decision of the threemember zoning board two weeks ago,” Susan Bickings, chairman of the Sheltering Tree’s board, told the Bunnell City Commission at its meeting June 10. The commission was not scheduled to make any decision on the Sheltering Tree at the meeting, and, because the topic might come before the commission in the future as a quasi-judicial matter, commissioners did not comment on it during the meeting. Bickings listed two grounds for an appeal: a church-state, First

Amendment-based appeal against the city for interfering with the church’s ministry. Second, she said, one of the planning board members is a current trustee of the church and a former member of its board of trustees, and should have recused himself: That would have left just two members, and therefore no quorum for the vote. The Sheltering Tree helps prevent homelessness, Bickings said, by helping people pay utilities, rent and security deposits. But, she added, “People who have no heat, or people who live in cars, can come there and sleep in the church fellowship chapel. The police and the Sheriff’s Office have brought people in at night when it’s cold.” Shelter volunteers, addressing concerns that the Sheltering Tree has harbored drug addicts and sex offenders, said those individuals are trespassed from the church. But, as they had at the planning board hearing, several people spoke in opposition to the Sheltering Tree, saying they believed it was attracting more homeless people to the area and that the conduct of the homeless has affected area businesses, and residents’ ability to feel safe in the community. dent, said she was concerned about her grandchildren’s safety. She said she was once accosted in her vehicle by a homeless man directly in front of the church, and called police. Another man passed out in her ditch, a six-pack of beer nearby, and then was drunk and belligerent with her, she said. “I ran him off with a gun,” she said. “It is a true safety issue for us.” The owner of a local hair salon said panhandlers have been approaching her customers and setting up tents behind the business. Stephen Woodin, a rental property owner, said he leased a woman a house on Church

Street, and she left three and a half months into a two-year lease because homeless people kept entering the property and using her outdoor washer and dryer. The Rev. James Bellino, pastor of the Church on the Rock, on U.S. 1, appealed to commissioners’ sense of responsibility for the poor. “I’m really disappointed in the city of Bunnell,” he said. “I emailed our mayor, Mayor Robinson — you said we’re going follow the lead of the county. And I’m disappointed, because that’s exactly what you’re doing. You’re forcing them out of the area; you’re not solving an issue. ... When I read the Bible, it says in Proverbs 31:8 and 9, ‘Speak up those who cannot speak for themselves, for the rights of all who are destitute. Speak up, and judge fairly. Defend the rights of the poor and the needy.’ That’s our job. You folks in authority should have that as a principle to do business.” Bellino said that, as a small business owner himself, he values business. But he warned people against having a not-inmy-backyard attitude about the homeless. “Folks, we’re always going have the poor with us,” he said. “We have to defend the poor. Because our society’s only as good as its weakest link. ... People are what we build a community upon, and helping people is what government’s supposed to do.”

City building inspector resigns after allegedly falsifying records Palm Coast found that Chief Building Inspector Charlie Mini had shown favoritism to a friend. JONATHAN SIMMONS NEWS EDITOR

Palm Coast government Chief Building Inspector Charlie Mini resigned late last year after a city internal affairs investigation determined that he had falsified records, favoring one pool contractor who was his friend, and that he had passed inspections that he hadn’t actually performed. “It has been alleged that on more than one occasion you have passed inspections without visiting the location and physically performing said inspections,” city Human Resource Director Wendy Cullen wrote to Mini in an Oct. 22 administrative leave notice. “The allegations against you are serious and you will be notified once the investigation is complete.” Mini signed the leave notice, but Cullen added, in a handwritten and initialed note at the bottom, “Charlie does not agree with this.” The investigative report itself, seven pages long, lays out a series of allegations. The report was first obtained by FlaglerLive.com and later by the Palm Coast Observer. The first one came from a witness who told the city that Mini was favoring a friend, pool contractor Hernan Longo of Chrystal Clear Pool Cleaning, by giving Longo’s pools passing inspections after other inspectors had failed them, even though there was no corrective action taken between the failed inspections and Mini’s passing ones. “The witness states that the contractor had in fact refurbished the Chief Building Inspec-

tors’ personal pool last year for free and without permit,” the report states. Mini denied that, and said that his friendship with Longo didn’t extend beyond Facebook. The witness said he’d become aware of the situation because he’d had a pool built by Longo, and it failed inspection because the pump was too small. But only a day or so after the failed inspection, Mini had passed the pool even though nothing had changed. The witness also said the pool contractor’s personal pool had failed because it was too close to a neighboring property, and that other inspectors failed it twice before Mini cancelled a planned third inspection so that he could perform it himself and approve the pool. The witness heard that the contractor was trying to get the pool OK’d by the city so that he could sell the house, and that after Mini passed it, the house sold. City investigators found that Mini did mark off on city records that he had approved a permit for Longo’s personal pool. But GPS data on city vehicles showed he’d never actually visited the site on the day he reported performing the inspection. A state certified contractor also came to city offices and complained that Longo had not paid him for $37,000 worth of labor. He said Longo had said he was Mini’s child’s godfather, and had worked on Mini’s house. The contractor said that inspection of steelwork in Longo’s pools had been performed based solely on photos the contractor had taken with his phone, and not in person.

When city investigators checked his story, they found that a contractor had requested a steel and ground investigation on July 23, 2018, and that Mini reported performing it. But his vehicle’s GPS showed that it never got near the home’s U-Section address that day. When confronted, Mini admitted that he hadn’t visited the site that day, and “admits to doing this inspection via picture texted to him by contractor.” He said he would only do a picture inspection if he’d been to the location before, and that, in this case, he had been. City records showed he had not been there before. There were other, similar instances. In one case, a zoning hold was placed on a property by the city’s zoning supervisor — a fact that should have halted further inspections. But the zoning hold was overridden, and final inspections were completed on a pool there, by Mini. He said he thought the computer system erroneously allowed it because of bugs caused by a recent upgrade. But he admitted that he was not actually present at the location on the day he approved the permit for the pool, which had previously been found to be too close to another property. Most of the allegations involved pool inspections, but there was also a case in which Mini, the city found, had marked as “passed” an electric alarm installation at a property on Blare Drive that he hadn’t actually inspected. Again, GPS records showed that his city vehicle was not there. In the report’s conclusion, city Compliance Manager Jay Maher wrote that the city found that “the basic elements of the complaint that was made are accurate.”

“As to the allegation of having a conflict of interest, we believe the investigation showed that the Chief Building Inspector, based on his friendship with Hernan Longo of Crystal Clear Pool Cleaning, did provide him with special considerations,” Maher wrote. “As to the allegations of Falsifying Official Records, we believe based upon the investigation that the Chief Building Inspector did enter false inspection findings into the official permitting records of four Palm Coast building permits.” Mini submitted a resignation notice Nov. 8, 2018. He wrote, “I have enjoyed my time with the City but have decided it is time to explore other opportunities.” There have been a handful of other city internal investigations in the months since. One, in which building and planning department members were alleged to have accepted chocolate and booze from a developer, led the city to discipline staff members. Other complaints, mostly submitted by members of the public, were determined to be unfounded or to not involve any actual city staff members — for instance, one person alleged that vendors at the Strawberry Festival, which is not a city event, were overcharging or double-charging people. One wrote that a city work pickup truck didn’t signal turns and lane changes, but the city investigated and found that it didn’t have a vehicle in the area at the time reported by the citizen. Another resident, in mid-March, told the city he’d seen a firefighter at Station 25 working out by pulling a fire truck around with his body, and thought that was unsafe. The city investigated and determined that the fire chief had approved that activity.

Captain’s BBQ sues county The restaurant filed a four-count complaint against the county June 7. JONATHAN SIMMONS NEWS EDITOR

Captain’s BBQ filed suit against the Flagler County government on June 7, seeking in excess of $15,000 and alleging that the county breached its contract with the restaurant when it reneged on a new lease agreement the county approved with Captain’s last November. The building the restaurant leases in the county-owned park has structural problems. The previous county administration, under then-County Administrator Craig Coffey, had proposed that the restaurant move elsewhere within the park, in a new building to be built at Captain’s’ expense. That would let the restaurant operate without interruption, whereas attempting to rebuild the current building in place would mean displacing the business during reconstruction, potentially violating the county’s lease with Captain’s. For Captain’s, the relocation would have allowed an increase in size to 150 seats, a number that would make it easier to obtain a liquor license. In November, the County Commission voted 3-2 in favor of the proposed changes at Bings. That meeting was County Commissioner Nate McLaughlin’s last meeting as a commissioner, and the vote was held over the objections of incoming Commissioner Joe Mullins. But two weeks later, with Mullins on the commission, the board voted 4-0 to reconsider its previous approval, even though the lease had already been signed. And on June 3, it decided to have the Captain’s building inspected again to see if it is truly beyond repair, and then, if so, to have a modestly-sized replacement restaurant building, without any seating expansion, built for Captain’s at the county’s expense. In addition, the county decided not to guarantee an extension of Captain’s lease beyond 2026. But according to Captain’s BBQ attorney Casey Arnold, Captain’s has a valid lease: The one executed by the county after the commission’s vote in November. The county, Arnold wrote in his complaint, did not have the legal authority to void the November lease after its execution. The county, Armold wrote, was making changes to the lease without the restaurant’s consent, and, “Such actions or resolutions by the Commission would be an unconstitutional impairment of Plaintiff’s contractual rights.” The complaint lists four counts: Breach of contract, breach of the covenant of good faith and fair dealing, declaratory judgement that the November 2018 lease remains valid, and a judgement against the county for performance of the amended lease, and for damages and attorney’s fees. County Attorney Al Hadeed notified commissioners of the lawsuit by email June 7, writing that the complaint would be forwarded the county’s insurer for a coverage determination.

Dump truck thief scares naval station The Flagler County Sheriff’s Office responded to Corey Enterprises Lawn and Landscape Inc. located at 14 Hargrove Grade in Palm Coast shortly after 7:30 a.m. June 11, after a white F350 dump truck was stolen from the business. The stolen truck was equipped with GPS software that an employee was able to track. FCSO notified the St. John’s County Sheriff’s Office, the Jacksonville Sheriff’s Office, and the Florida Highway Patrol since the stolen vehicle was quickly exiting Flagler County. The stolen vehicle continued on I-95, causing numerous traffic crashes in St. Johns and Duval counties. The final GPS location showed the truck idling at the Mayport Naval Station in Jacksonville. Military and JSO authorities alerted FCSO that they had to deploy a barricade system to prevent the suspect from driving the vehicle into the military base. Officers discovered a ski mask and firearm believed to belong to the suspect inside the stolen truck. The suspect was taken into custody and taken to a local hospital for a medical evaluation. Once cleared by the hospital, the suspect was arrested.

Chairman O’Brien files for re-election Donald O’Brien, the current chairman of the Flagler County Commission, on June 10 filed for re-election for Flagler County Commission, District 5. “It has been an honor to serve you,” O’Brien said in a press release. “I am proud of the progress we have made, but the fact is there is more work to be done.” O’Brien won his first term in 2016 and also owns a Flagler County-based business. “My family has lived here for almost 30 years and my grandchildren are being raised here,” he said. “I have the energy, the drive and the determination to work hard for you.” After winning in 2016, O’Brien’s priority was to recover and rebuild after two hurricanes devastated Flagler County over an 11-month span. “As we moved forward, the pressure to raise your taxes was ratcheted up during the recovery process, but I resisted and stood firm on fiscal discipline — voting against a property tax increase,” he said. After being in office, O’Brien said, he realized the entrenched county administration wasn’t willing to adapt and change and didn’t have the skill set to lead Flagler County into the next phase of growth. O’Brien will be focused on bringing in new jobs to the area and ensuring public safety remains a top priority to keep our residents safe. “I am asking for your support so that I can continue to serve you and continue to work hard,” O’Brien said.

Flagler Palm Coast High School Principal Bob Wallace has announced his resignation after one school year. “It has been an honor to lead you the past year,” he wrote in an email to FPC staff on June 7. But, he has grandchildren spread across the country, he wrote. “A recent Facetime call with my son and his young family inspired me to reevaluate where I was at this juncture in my life. Those grandkids are where my heart truly is.” Wallace had been hired before the start of the school year to replace former Principal Dusty Sims, who was leaving for a state position.

The suspect was identified as 24-year-old Rodney Simeon, of Miami. There is no known motive at this time for this incident. The suspect’s personal vehicle, a black Toyota Corolla with no tag, was left at Corey Enterprises and was on scene when FCSO deputies arrived. Additional charges may be pending from other agencies.

L ETT ERS Low-income seniors need apartments Dear Editor: A developer named Housing Trust Group is getting financial breaks from Palm Coast and is getting money from the federal government to build 88 units, and 32 of these will be for lowincome people. There is a currently a silent and increasing population that will be in need of affordable housing. That population is composed of seniors, whose retirement dream has turned into a nightmare. It may be that a spouse died and that source of income has ended. It may be that a couple moved here on a fixed income and a rainy day fund, and that rainy day fund has dried up due to some significant major household expenses. A perfectly good roof that the insurance company requires to be replaced is an example. Also included in this group are folks who have an income based on investments that have slowed and the expected income has diminished or disappeared. Many know of a person who fits an above category. The point is there is critical need for senior citizen low-income housing, and 32 units does not seem sufficient. Another concern is the performance of the Housing Trust Group to provide the low-income housing once all the units are open for occupancy. This group is getting financial breaks from the city, and there is no mention of control in place for the city to monitor that the group does as promised. I think that with the city reducing impact fees, the developer should be required to post a fee to be deposited in an interest-bearing account to be returned to the developer after all the units are occupied and in fact 32 units are rented to lowincome individuals or families. Don’t mess with Florida Park Drive, please Dear Editor: Here we go again. First there was a suggestion to install stop signs along Florida Park Drive to slow down traffic and discourage drivers from using Florida Park Drive as a shortcut. Then it was speed bumps. My question is, with Florida

Park Drive being lined with homes, which homeowner would be chosen to have a stop sign or a speed bump installed in front of their home, where they will listen to the roar of car/truck engines as they speed up after the stop sign or speed bump that will also cause more car emissions? I do not live on Florida Park Drive but do travel on it at various times of day and night for shopping, going to doctor, etc. I personally do not encounter a traffic problem whatsoever. Emissions? Of course there are more emissions. The more people, the more cars. But that comes with the territory. I agree with the citizens that approached Councilman Bob Cuff and asked him why this is being done. There isn’t a problem! I am not an engineer, but I see no room on Florida Park Drive for roundabouts, and I don’t how landscaping will help with traffic and pollution. Again, I ask which unlucky homeowner may have this socalled calming landscaping in front of or on their property. Speeders? Hit them where it hurts: their wallets. There are two check-your-speed units on Florida Park Drive. Add a few more. With today’s technology, place a camera on the other side of the unit like the red light camera we had and send them a fine. Pollution is something we must all live with. That is progress and growth. Leave Florida Park Drive alone and deal with more important Palm Coast issues. JAMES MOTTA Palm Coast

How can inspectors keep missing the mold? Dear Editor: I can’t believe that when the contractors were working on the old hospital, that no mold was found. I am sure they had to smell it; it has a very unique smell! The people who inspected the building did a poor job. Now they use the same inspection team on the Sears building. And what did they get for their/ our money? More mold! I am sorry, but those inspections were bogus. They did a bad job and should not be paid. Our community is now a laughing stock! We are not the tree capital of Florida, we are the mold capi-

tal. When someone you hire does a bad job, you don’t hire them again. What were the commissioners thinking? You know folks, you can’t fix stupid people, but you can vote them all out of office! Now think really, really hard, How much mold will they discover at Bings Landing near the water at Captain’s BBQ? Who will be the inspection team?

Speaking about Christ on Memorial Day Dear Editor: In 1950, after two world wars and a Korean conflict looming, Congress passed a resolution proclaiming Memorial Day as a day to pray for peace. This Memorial Day, in 2019, a politician and a former military chaplain spoke about their Christian beliefs. Well, guess what? Somebody got completely offended. The crime they committed: speaking about Christianity in public. To be a Christian is to follow Jesus. Some of us follow a little closer than others, but most will agree that having Jesus in their lives makes it better. We have a right to express ourselves due to the lives that were given to protect those rights. Let’s pray for peace every day. MARK CSIK Palm Coast

Overlooked for FCSO district office Dear Editor: Once upon a time (just three years ago), Flagler County had 54,000 square feet of commercial space right smack in the center of Palm Coast. It was the building known as Corp One with its beautiful commercial campus. It had to be torn down at great cost because the school administration claimed it was costing big dollars to mothball. Three School Board members, including current members Mr. Andy Dance and Mr. Trevor Tucker, voted to tear it down. In April 2016, Corp One was history! Having gone through this building with Kevin McCarthy in 2015, I was amazed that this building was built like a brick house: all red iron with metal pan/poured concrete floors — even a metal skin roof under the crappy looking house shingles held up by more red iron! I was in awe that ITT would

Most years, my children exult in the pointlessness of the final days of school. “We’re watching movies! We’re eating pizza! We’re playing games!” But this year, I heard some different arguments: “Do I have to go? My teachers said we’re not doing anything important.” Hmm. I’m sure some teachers make good use of the time, but I have another suggestion. To put it in perspective, we are talking about a lot of man-hours. If there are about 12,000 school children in Flagler County, and if they are mostly twiddling their thumbs (or skipping school) for four hours on each of the final two “pointless” half-days of school, that’s 96,000 man-hours wasted. With some planning and supervision, and with some input from nonprofits, the students could volunteer for those hours. Can you imagine a class of fourth graders reading books at a day care? Can you imagine a class of seventh graders filling bags for the food pantry? Can you imagine a high school class working on a house for Habitat for Humanity? Let’s put our students to work and give them good memories at the end of the school year — and show them what it really means to be part of their community.

spend this kind of money, even for themselves. This was a keeper and had the ability to be reconfigured back to commercial use. Using it as a school was ill conceived from day one. Where would we be now if this building had been used as the Sheriff’s Office’s Palm Coast District office?

Teen injured by R-section gunshot

In ankle monitor, man rearrested

A 15-year-old Bunnell resident was shot in the arm in Palm Coast the night of June 4. The teen said the shooting was accidental. The mother, speaking with a deputy outside the teen’s hospital room, said her son had called her and said he’d been shot while out walking with friends off Rolling Sands Drive. The teen was “alert and on his cellphone” when deputies arrived at his room in the ER to speak with him. He said he’d been out walking with his friend and another young man, whom he didn’t know. The unfamiliar youth “was messing around with the hammer on a brownish colored revolver behind him and the gun accidentally discharged and struck his left arm,” according to a deputy’s summary of the victim’s account. The young man with the gun took off running, the victim said. The victim “was uncooperative during the investigation and did not provide any details,” and the teen and his mother “did not wish to pursue the matter any further.”

Nearly two hours after his release from jail, a domestic violence offender was rearrested. The Flagler County Sheriff’s Office received a call from Roy Carlisi, 43, who told dispatchers that there was an accident at his home and he needed an ambulance, but he would not provide other needed information. When deputies arrived at the home, Carlisi was uncooperative, and deputies forced entry into the home and detained him. When questioned, the victim told deputies that she and Carlisi were arguing in the kitchen when Carlisi grabbed her by the throat and threw her to the ground, repeatedly banging her head against the floor. Deputies searched Carlisi and found one full tooth and a piece of another tooth in his front pocket — the victim’s teeth. The victim was taken to AdventHealth for treatment. Carlisi was taken to jail. The following day, June 10, Carlisi appeared before a judge and was issued a pre-trial release and outfitted with a domestic violence GPS ankle monitor. He was to stay at least 500 feet away from the victim’s home address. Less than two hours later, Carlisi returned to the residence and was arrested again.

Man arrested after helicopter search

Please RSVP to Sandy (386) 302-2383; leave a message along with your phone number and I will reserve your seat.

A 23-year-old with a local arrest history since 2010 was arrested after a resident saw him trying to break into her house June 6, leading law enforcement to search the area with assistance from the county’s emergency helicopter. During the chase, he dropped duffel bags containing stolen cell phones and tablets, plus 18 bottles of stolen prescription medication, according to the Sheriff’s Office. Deputies identified him as Michael Shawn McRoberts Jr., a resident of Westbriar Place. They arrested him and found two black duffel bags full of electronics and medication at the woodline, and were able to identify the owners of the stolen items and return the goods.

Open to the Public, there is no charge to attend and light refreshments will be served.

Man charged in 2017 rape of local woman JONATHAN SIMMONS NEWS EDITOR

310136-1

A man accused of raping an incapacitated woman at his home in Beverly Beach in 2017 has been arrested in Orange County and will be extradited to Flagler County. The victim arrived at an FCSO station with her husband on Jan 2, 2018, and told deputies that a man she knew, Larry Anthony Cavallaro, had raped her on Dec. 17. The victim, 40, said she and another woman had gone to Cavallaro’s house on Oceanshore Boulevard that night for drinks after the women’s shifts at a local restaurant ended. Cavallaro poured each woman a drink from a V8 container, calling the beverages rum runners and saying the recipe was homemade. The victim said she fell down after one drink. She then woke up naked in Cavallaro’s bed some time later, and Cavallaro was performing a sex act on her, she told deputies. She believed he’d drugged her. The victim’s husband said he’d become worried that night when his wife didn’t come home after her shift. When he called her phone, the calls were repeatedly declined. He saw that her car was at Cavallaro’s residence. He assumed they would be outside having a drink, he told a deputy. When he got to the backyard, he saw that a door to the house was open, and there was movement inside. He entered the home and saw Cavallaro “jump up from under

Larry Cavallaro

the covers” of the bed, shirtless and with his pants partially zipped. Then his wife sat up. The husband wrestled Cavallaro to the ground and held him there, he told deputies, “until he could get his bearings as to what he was witnessing.” At first, he thought his wife was cheating on him. He let Cavallaro up, and left. But when he got home with his wife, he “began to realize that realized she was extremely intoxicated, and believed she needed medical attention,” according to an FCSO a charging affidavit. He took her to get medical care. A rape kit was collected, with DNA evidence. Deputies also interviewed the other woman who was at Cavallaro’s home that night. She confirmed that she and the victim had each had one drink. She remembered seeing the victim fall, and recalled that Cavallaro had told the victim to go lay down, and that the victim had done so on his bed. She didn’t remember anything else about the evening until later, when she was “vomiting excessively” at her home later that night.

She “advised that she is used to having casual alcoholic drinks and does not understand how one drink could have made her become so intoxicated,” according to the charging affidavit. Her boyfriend, who’d been with her at his home that night after she returned from Cavallaro’s, said he’d seen her “become extremely intoxicated and ill.” When he arrived at his home, he said, she was “leaning over and out of her vehicle in his driveway.” The victim, the victim’s husband, and the other woman all picked Cavallaro out of a photo lineup. On Jan. 17, deputies had the victim place a phone call, recorded by law enforcement, to Cavallaro. The victim told Cavallaro that she didn’t remember what had happened that night after she fell to her knees. He replied, “You were out of it.” She confronted him about waking up to find him performing a sex act on her. “Larry never denies doing those acts to her,” the charging affidavit’s summary of the call states. “Larry states that he didn’t want to do something that would be taking advantage of her and began to tell her that she was in and out of it, before the recording stops.” The recording ended because the victim, who was overwhelmed, stood up, causing the audio recorder to clatter to the ground. Jan. 25, detectives interviewed Cavallaro at his home. He invited them inside and “voluntarily started sharing information about the evening,” telling them

that he’d given the women rum runners, and saying each had only consumed one. He did not “mention any details of both he and (the victim) being in bed together or having any contact,” and, when asked by a detective if he’d had sexual contact with the victim, Cavallaro said he had not. A detective asked him if his DNA would be on any part of the victim’s body. His response is redacted in the FCSO’s charging affidavit. (The FCSO redacts potentially self-incriminating statements by suspects.) He said the victim “was out of it, and that he was not interested in having sex with someone who was out of it.” Some of his additional responses to questions are also redacted. Before the detectives left, Cavallaro said the victim had been so intoxicated that she was like a corpse that night. “Man, I don’t deal with corpses, you know,” he told the detectives. The FCSO assigned the case to its Major Case Unit and sought the assistance of the Federal Bureau of Investigation and its Quantico, Virginia Crime Laboratory in processing the evidence, according to an FCSO news release. Detectives got an arrest warrant for Cavallaro, now a Winter Park resident, on June 7. Judge Melissa Distler set the Cavallaro’s initial bond at none and authorized a nationwide extradition June 7. Orange County Sheriff’s Office deputies arrested Cavallaro in Winter Park that evening.

BRIEFS Man pleads not guilty in Curtis Gray shooting Suspect Marion Lee Gavins Jr. has pleaded not guilty in the April 13 shooting death of Flagler Palm Coast High School student Curtis Gray. Gavins, 18, is charged with first-degree murder with a firearm in connection with the shooting. Gray was shot at about 12:30 a.m. April 13 outside a coin laundry on Belle Terre Boulevard at its intersection with Palm Coast Parkway after an altercation with Gavins, according to the Flagler County Sheriff’s Office.

Narcan donation The Florida Department of Health has donated 300 doses of Narcan, the drug used to reverse the effects of an opioid overdose, to Flagler County Fire Rescue. “This is the second round of 300 doses of Narcan that has been issued to us by the state,” Chief Don Petito said in a Flagler County government news release. County Fire Rescue staff have administered 166 doses of Narcan in the last 12 months, Petito said in the news release. The 300 doses of Narcan are worth a total of $8,565. “Really, its value is priceless because it saves lives,” Petito said. “... People can’t turn their life around if they don’t live through a bad decision.”

SPORTS Bulldogs hire new assistant wrestling coach Flagler Palm Coast’s wrestling team announced the hiring of assistant coach Eric Luke on Tuesday, June 11, via the Bulldogs wrestling team’s Facebook page. Luke was a three-time state qualifier and two-time state placer in high school. He was a former Division I wrestler at the University of North Carolina-Greensboro, where he was a two-time University Greco-Roman All-American. He is also a former professional MMA fighter and a Bellator MMA veteran. Luke coached multiple high school state champions, placers and qualifiers at Walter M. Williams High School in Burlington, North Carolina. He was also a volunteer assistant coach at his alma mater. “Coach Luke will be a great asset working with our lighter weights and our youth program,” FPC wrote in a Facebook post. “He brings years of high level wrestling knowledge and experience along with a hard working attitude!” Buster Bossardet (left) dribbles the ball down the court.

ine-year-old Jamel Guerrero could feel the nerves as the seconds ticked off the clock. With defenders barreling toward him, Guerrero spun around, hoisted up a shot and watched as the ball tracked on line toward the basket. The buzzer sounded, and the ball fell through the hoop for the game winner. “I was happy that my team won,” said Guerrero, who has been attending the camp every year since he was 4, “because this camp means a lot to me.” Flagler Palm Coast girls basketball coach Javier Bevacqua hosted the 10th-annual Coach Bevacqua’s Co-Ed Basketball Camp from Monday, June 3, to Friday, June 7, at FPC High School. The campers, 85 kids from first to sixth grade, learned basketball fundamentals, including jump shooting, ball handling, defense, passing and more. They rotated across each of the stations each day of the camp, culminating in an AAU-style tournament on the last day of the camp. “Today was amazing. The kids loved it,” Bevacqua said. “They get to see what it’s like to play on a high school floor.”

WNZF hires blind graduate as its next sports anchor Twenty-year-old Trent Ferguson has been blind since birth. But he doesn’t let his lack of sight stop him from dreaming big. RAY BOONE SPORTS EDITOR

310165-1

Trent Ferguson has an undying passion for sports. He loves the Tampa Bay Buccaneers, he’s a fan of the Florida State Seminoles’ football team and he just might be the biggest Tampa Bay Rays fan you will ever meet. But he’s never seen a game before. He can’t. Ferguson, now 20 years old, has been blind since birth. He was diagnosed with optic nerve hypoplasia, which is the under-development, or absence, of the optic nerve. But he hasn’t, nor will he ever, let it stop him. Ferguson, who graduated from the Florida School for the Deaf and the Blind in St. Augustine in 2017, was hired on June 1 as the morning sports anchor for WNZF Radio, replacing the now-retired David “Dr. Dave” West. Ferguson will also join the high school football play-by-play team as a color commentator. “It’s surreal,” Ferguson said. “I expected to do big things, there’s no question about that. But I didn’t expect to be in this position only two years out of high school, and I couldn’t be more grateful.

WNZF’s Trent Ferguson and friend Paul Rogers, president of Northwest Florida’s iHeartRadio stations.

The Lord has really blessed me. I give all the glory to him. I have a huge support system.” He discovered his love of radio when he was playing with his grandfather’s XM radio at the age of 4. He started calling into DJs when he was 7, requesting some of his favorite songs by Roy Orbison, the Beach Boys, The Beatles. He met Tampa Bay Rays commentator Enrique Olu, who is also blind, in 2011. The meeting, which quickly fostered a friendship, inspired him. He soon began listening to Rays commentators David Wills and Andy Freed, and Dewayne Staats and Brian Anderson. “I’ve always been a radio geek,” he said, “my entire life.” Ferguson doesn’t do things in a “traditional” way. He’s never been able to. Throughout his life, he’s solved problems. He’s adapted to his surroundings and figured out new ways to tackle the adversities he’s faced — like learning to cross a busy street by himself.

Trent Ferguson: “Frustration is just wasted energy.”

“I learned as a little kid that nobody is going to hand things to you,” he said. “You have to go out and get it yourself. I haven’t waited for people to hand things to me because I knew it wasn’t going to happen.” Ferguson, a sophomore in high school at the time, met WNZF Vice President David Ayres at the

ribbon cutting for Beach 105.5 in St. Augustine in 2014. “It was unforgettable meeting a young blind kid who knew more about radio and sports than I did,” Ayres said. “His awareness of the world is more than impressive. I thought he was somebody who we needed to work with.” Ayres had Ferguson record

“no texting while driving” spots for Beach 105.5 in 2015. Then, he hosted a morning show with Beach 105.5’s John “J.T.” Thomas. He appeared on Ayres’ show, “Free For All Friday,” in May 2016. And he and WNZF’s Rich Caroll started “Outta Sight Sports,” a sports talk show that airs from 7:30 a.m. to 8 a.m. every Saturday morning on WNZF 94.9 FM. He covered his first football game, a contest between crosstown rivals Flagler Palm Coast and Matanzas, for WNZF in 2016. He uses a Braille typing machine to jot down notes during the game. He uses a screen reader on his iPhone called VoiceOver (he also has a screen reader called JAWS on his laptop). He also keenly listens to the play-by-play announcer and the sounds of the game. “You have to paint the picture for people who are listening on the radio because nobody can see it,” he said. “That’s an honor to me.” Ferguson is looking forward to what’s to come in his new job, something he’s dreamed of doing for most of his life. He loves getting the chance to talk to Flagler County every day. He hopes he can reach his listeners and, hopefully, inspire them to overcome whatever obstacles they, too, face. “There have been moments where it’s taken me longer to get something, but I’ve learned not to get frustrated,” he said. “Frustration is just wasted energy. It’s not productive. I’ve just learned to take my time.”

Matanzas’ varsity football team competed in its first, and only, 7-on-7 scrimmage of the summer when the Pirates traveled up to St. Augustine on the morning of Wednesday, June 5, to square off against Seabreeze, St. Joseph’s Academy and Pedro Menendez on the practice fields at Pedro Menendez High School. The Pirates struggled for much of the day but were able to find somewhat of a rhythm. The defense brought down several interceptions throughout the day, including during a goal line stand against St. Joseph’s in their last game of the day. And rising senior quarterback Demontre Neely was able to connect on several impressive touchdown passes, including a 40-yarder to rising junior tight end Rex Robich. “We want to compete, get better and help each other out,” Neely said after the scrimmage. “We want to see what each of us can do. He is a true man of God and ND continues to amaze me with everything he is doing for God’s purpose for his life. He has always given me good advice on life experiences and friendships. “You’ll never meet another dad like mine; he is the ultimate rad dad! Growing up in Pennsylvania, he knew how much I loved Florida (what kid doesn’t love Disney, large reptiles and the beach), and every year for summer vacation we would drive to Florida and spend a few weeks. Now that I have kids of my own, he’s become the ultimate ‘grandpop’ and has watched all three kids (ages 5, 3 and 1) by himself and spends a great deal of time playing with them (and cleaning up!). Several times in the last five years, the kids and I needed a place to live and he never hesitated and opened his home to us each time (despite how crazy it can be with three little ones). He is definitely the raddest dad to me and also to my kids who adore him and think of him as a real, live superhero. Thanks, Dad, for all you’ve done and continue to do for me.”

RAD?

Navy father BEN WISE

“Ben Wise is a rad dad who is in the Navy Reserves, and he drives an hour and a half a day to go to his day job so we can all have a nice house in an awesome neighborhood in Palm Coast. He plays outside with the family, tells TH cheesy dad jokes, and takes us to McDonald’s after school when he picks us up. He’s a good dad and also a good stepdad, going to dance recitals and being super proud of his stepdaughter. He works really hard and loves us all.”

Palm Coast dads praised for their priceless advice

“Our dad is rad because he plays soccer with us, takes us on special trips and takes us fishing. He makes us games with us like Hot Shot that we play in the backyard to practice soccer. Not only does he do special things for my brother and me, but he also coaches soccer and is the cub scout master for Pack 281 in Palm Coast. We think our dad is the raddest because of what he does with us and other kids too!”

‘My superhero’ JIM TAYLOR

“My dad is rad for countless reasons. When I was very young, my dad had to step up to the plate and raise me as a single father. It was always just my dad and I. And for a girl, it’s hard not having a mother around, but I ALWAYS knew my dad was right TH by my side throughout every single step of my life. He is the goofiest, funniest, and most loving dad I have ever met. We’ve been best friends since I was born and now, I’m going on 23 years old, and he is still my absolute best friend, my superhero, my confidant and so much more. So, here’s to my dad and the sacrifices he made to ensure that my childhood was fun and created numerous fond memories I hold close to my heart now as a young adult. Thank you for always reminding me that the world is tough, but I’m tougher. I love you, Dad.”

Raising the flag of Portugal, recognizing 14,000 local Portuguese PAIGE WILSON COMMUNITY EDITOR

About 14,000 people make up the Flagler County Portuguese community, Flagler County Sheriff Rick Staly said during the Portugal Day flag-raising ceremony at Palm Coast City Hall on Friday, June 7. “It is nice to see everyone here; it shows just how you are committed, engaged and proud of your heritage,” Staly said. “This event is not just about celebrating Portugal, but it’s about celebrating the Portuguese American community we have in Flagler County.” The annual celebration was a collaboration between the city of Palm Coast and the Portuguese American Cultural Center. The flag-raising ceremony launched a weekend of festivities for the local Portuguese community to celebrate their history and contribution to the county’s diversity.

Event emcee John Furao speaks to the crowd.

“We consider it an honor and privilege for the city of Palm Coast to host this very special occasion for you,” Vice Mayor Nick Klufas said to a packed crowd around the flag pole outside of City Hall. “... You enrich us with culture, your devotion to family, your gracious hospitality and your kindness. Your contribution to the cultural diversity of Palm Coast truly makes our city a wonderful place to live.” John Furao, a member of the PACC, was the emcee for the event. The national anthems of the U.S. and Portugal were sung, and traditional Portuguese folk dances were performed. PACC is celebrating is 32nd year in Palm Coast, as well. Staly also noted that the fact Palm Coast has the presence of Portuguese Honorary Consul Caesar de Paço shows just how significant the local Portuguese community is. The PACC is located at 1200 Palm Harbor Parkway. Visit the PACC Facebook page at https:// tinyurl.com/y37njcnz, or call the center at 446-3910.

On June 4, nearly 100 community members joined AdventHealth Palm Coast and participated in an icebreaker activity and art activity to connect all attendees, and the Palm Coast Mayor Milissa Holland gave an inspirational speech. “I think it’s fair to say we all know someone in our life that has been impacted by cancer,” Holland said during the event. “I, myself, have someone close to me on this journey currently. It’s a very scary disease and can change lives in an instant. It forces you and your support system into a rollercoaster of emotions as we process what’s next.” Each October, the city of Palm Coast partners with the AdventHealth Palm Coast Foundation to host the Pink Army 5K to raise money and support for local residents with breast cancer. Holland noted that the 2018 Pink Army 5K was one of the most successful ever, raising more than $16,000 to provide education, mammograms and biopsies to aid in the early detection of breast cancer.

Palm Coast Community Child Center, known as PC4 (part of Palm Coast Community Church is PC3), celebrated its voluntary pre-kindergarten graduation recently. Over 400 people attended the superhero-themed end-of-year party where VPK graduates received a cape and mask instead of the traditional cap and gown.

During the entire month of June, the A’s and Aces program allows children of grade school age to bring in their year-end report card to the Palm Coast Tennis Center, located at 1290 Belle Terre Parkway, and receive one free play pass for each ‚“A” earned. BIRD SANCTUARY IN NEED OF NEW HOME In October 2017, the Palm Coast Observer wrote a story about Charlie, an African Grey bird at Baiata Bird Sanctuary in Palm Coast that underwent countless seizures and surgeries. While Charlie is now doing well, volunteer Trudy Tappan said he and the other birds of the sanctuary will need help from the community to

The nursery where the bird sanctuary is located will change hands early in 2020, Tappan said. “We need to find a place to build a new building for our birds,” she said in an email. “We have the finds to build, thanks to a generous donor. We just need land.” Realtors or people trying to get rid of unsuitable land may contact the sanctuary. The sanctuary hopes to have a long-term lease on a piece of land about 4,000 square feet in Palm Coast or Bunnell. THREE PALM COAST BOY SCOUTS EARN EAGLE SCOUTS Three Boy Scouts from Troupe 270 in Palm Coast earned their Eagle Scouts, the highest achievable rank in the Boy Scouts of America. Tyler Wilsey, Morgan Metz and Casey Leeman, all Flagler Palm Coast High School students, celebrated their achievement at the Palm Coast Elk’s Lodge No. 2790 on Sunday, June 9. Casey Leeman’s mother, Lisa Leeman, was overwhelmed with joy as she looked at her son’s scout table, which was lined with photos, awards and memorabilia from years of moving up the ranks. “He’s worked so hard,” Lisa Leeman said. “I’ve been with them since Cub Scouts. (Eagle Scouts) is not something that’s done very often. It’s humbling to know how hard they worked.” Casey Leeman’s Eagle Scout project was awarded as the top in the state, she said. His project was a veteran’s monument that honors all those who served in the U.S. Armed Forces — past, present and future. The monument construction broke ground outside the Elk’s Lodge in 2017, when Casey was an Eagle Scout candidate, and it can still be seen there. Flagler County Sheriff’s Office Chief Paul Bovino spoke at the ceremony and presented the three Eagle Scouts with the FCSO Centennial Challenge Coin.

To have and to hold, 69 years later Ernie and Bea Wade were married on June 10, 1950. PAIGE WILSON COMMUNITY EDITOR

Ernie Wade’s first impression of his wife can be summed up in one word: “beautiful.” Sixty-nine years of marriage later, speaking about Bea Wade brought tears to his eyes. “I haven’t regretted one day of being married to her,” he said. Ernie and Bea Wade, now 95 and 92 respectively, held a vow renewal ceremony on June 10, the day of their 69th wedding anniversary, at Market Street in Palm Coast. While the couple lived in Sea Colony for 30 years, Bea Wade was moved to Market Street, a memory care facility at 2 Corporate Drive, on May 1. The main plaza of the facility was converted into the ceremony space, lined with red roses and white lilies. Father Jason Trull, of St. Elizabeth Ann Seton Catholic Church, led the ceremony. “This was a surprise,” Bea Wade said with a big smile on her face. “It’s a blessing.” Ernie Wade still remembers the night he met the love of this life. About a year after he finished serving in the U.S. Army in World War II, he was studying for an important test at a school in Washington, D.C., he said. While he was studying, Ernie Wade’s roommate, Pat, walked in upset because his lady had ended

things with him. “He wouldn’t shut up, and I couldn’t do any studying,” Ernie Wade recalled. “I said, ‘C’mon, Pat, I’m going to take you out and find you a girlfriend.’” The two went to a local Knights of Columbus venue where the USO performed. Ernie Wade told Pat to dance with a lovely lady he spotted, but Pat said that she wasn’t his type. This happened a view times, Ernie Wade said. “I said, well Pat, while you’re looking for your type, I’m going to go dance with the first girl. She
