Seven candidates have qualified to run for the office of Palm Coast mayor, after qualifying period ended June 7. Mayor Milissa Holland resigned May 18. The candidates are as follows: David Alfin, Kathy Austrino, Carol Bacha, Kevin J. Cichowski, Doug Courtney, Cornelia Downing Manfre and Alan S. Lowe.

So far, Alfin has raised the most money, with $4,710 reported so far on the Supervisor of Elections website. Lowe has raised about $2,600 and is the only candidate who has spent money so far.

Candidates will be invited for an interview with the Palm Coast Observer. The Flagler Tiger Bay Club is also conducting a forum June 23-24.

The early voting schedule is 10 a.m to 6 p.m. Saturday, July 17, to Saturday, July 24. Election day is July 27.

County, moved to Flagler from Tallahassee in 1997 and operates as a nonprofit. It has struggled financially in the past, requiring the county government’s assistance.

Commissioner David Sullivan alluded to that history at the meeting, saying that although backing the museum is “the right thing to do ... from my historical perspective, we’ve tried in the

past.”

But, Sullivan added, “This is a great attempt to come up with a master plan.”

Cameron said he’d bring the county a resolution to consider at a future commission meeting.

The museum, Cameron said, “could be one of the biggest attractions that Flagler County could ever have. ... There’s tremendous opportunities there.”

The Florida Agricultural Museum, off U.S. 1 in Flagler County, has historical exhibits, cracker cattle and hay rides. But its leadership has bigger plans and is proposing to add a new visitor center/museum and reorganize the existing exhibits into an “Early Pioneer Village.”

The museum is seeking the County Commission’s backing as it prepares to fundraise for the expansion.

“I don’t know if people really recognize what a unique gem that is in this county,” Flagler County Administrator Jerry Cameron told the County Commission at its June 7 meeting. “It is absolutely an under-recognized asset for us.”

He added that county staff have worked with the museum’s executive director, Kara Hoblick, “to produce a vision, and, quite frankly, a real future, for our Agricultural Museum.”

The proposed visitor center would be designed to be visible from U.S. 1, potentially attracting tourists who’d otherwise drive by without realizing that the museum is there. Along with museum facilities, the proposed visitor center would include a gift shop and locally sourced cafe, an event

lagler County came together to celebrate Pride Month on Saturday, June 5. Attendees from all over the state came together, with Flagler County residents helping fill Central Park at Town Center with joy and awareness. Speakers, comedians and drag queens took the stage in support of the LGBTQ+ community.

Mayoral candidate Cornelia Manfre was among those who gave speeches. “We celebrate Pride to stand up for those living, working and contributing to our community yet do not feel fully part of our community,” she said. “We celebrate Pride to remember how far we have come and to unite as we remember how far we need to go. ... But, looking out at all of you, I see your courage. I see your strength. I see your love. Seeing all that, it’s even easier to be excited for all that we can accomplish together.”

Upcoming Pride events include the Pulse of Orlando Vigil taking place at 7 p.m. June 12, at Wadsworth Park.

County plans for transition, selects new fire chief Flagler County Administrator Jerry Cameron plans to step down on July 3, leaving the county administration in the hands of his chief of staff, Jorge Salinas, who will serve until the County Commission decides whether to appoint Salinas to the permanent administrator position.

Cameron announced his end date during the commission’s June 7 meeting while telling the commission that the administration had chosen a new fire chief: Michael Tucker, the superintendent of the Florida State Fire College and the former fire chief of The Villages. Tucker’s projected start date is July 7, a few days after the administration’s planned leadership shift.

“We are presently engaged in transition,” Cameron told commissioners at the commission meeting. “You have every reason to be confident that there will be very little notice of my leaving: You have some very competent people that are already up to speed, already doing a great job.”

Salinas introduced Tucker at the meeting, saying the administration selected him from over 30 applicants for the position.

The commission will hold a vote to ratify Tucker’s appointment at its meeting on June 21.

Tucker spoke briefly at the meeting, saying he’d been impressed by Flagler County Fire Rescue when, while working for the state Fire Marshal’s Office, he saw it in action during the response to Hurricane Michael in the Panhandle.

“The staff was absolutely professional and a joy to work with,” Tucker said.

The county has asked that the city of Palm Coast’s deputy fire chief, Bradd Clark, serve as the county’s interim fire chief until Tucker begins.

Commissioner Andy Dance was the only commissioner to vote against the proposed interim agreement with the city for Clark’s appointment, saying that he felt the county administration hadn’t given commissioners enough time to due their due diligence on the agreement and that he didn’t think the month-long period before Tucker’s arrival warrants bringing in someone from the city government.

The City Council approved the county’s request at a special meeting on June 8.

Mosquito coverage options considered Residents of the county’s west side have asked the county for mosquito control, and the county is considering its options.

At a May 3 County Commission meeting, County Administrator Jerry Cameron had proposed hiring Anastasia Mosquito Control, out of St. Johns County, to cover the west side. But at a June 7 meeting, Cameron asked for more time, saying that the East Flagler Mosquito Control District is also developing a proposal.

“For the first time they are working on a plan ... to have a phased-in coverage of the entire county,” Cameron told commissioners. “I believe that they’re going to come up with a proposal that will be appealing to you.”

The Whispering Meadows equine therapy ranch on John Anderson Highway is preparing for a potential move to land off County Road 13, near the Flagler County Fairgrounds.

The proposed move follows complaints from a handful of property owners near the ranch’s current location who felt the ranch should not be operating in a residential area, and pushed the county to make it relocate.

The county’s planning board considered the complaints and found in favor of the ranch, and the matter was scheduled for a County Commission vote on June 7. But by then, Whispering Meadows’ leadership — it’s run as a nonprofit by Helene and Richard Davis and their daughter Kristine Aguirre — was in talks with the county about moving west.

“It looks like every step is heading in that direction,” county Growth Management Director Adam Mengel said at the June 7 commission meeting.

A move to the County Road 13 site would require a number of administrative steps. Mengel suggested that the commission table a vote on the ranch until its meeting in July.

Commissioners unanimously supported the delay.

Aguirre told the commission that the ranch has cleared its schedule to work on a solution.

That’s meant canceling spring and summer activities that had been planned with local scouting groups, Kiwanis and Lions Club branches, the Guardian ad Litem program and Community Partnership for Children.

“The reach of this program goes way beyond serving these kids, and the community wants to be a part of something that creates a positive impact, and they’ve found this ... through our projects and activities,” Aguirre said. “...

We’ve made this our top priority, and I hope that the county is going to make this a top priority too, so that we can come to a solution and continue this program.”

Flagler County adds restrictions on sexual offenders The Flagler County Commission has enacted new restrictions on where sexual offenders or predators may reside.

The county’s new ordinance amendment increases safety buffers around places where children are known to gather from 1,000 feet to 2,500 feet.

It also adds to the list of such locations, so that school bus stops, libraries, churches and subdivisions’ private recreational open spaces and facilities are included. The previous list had included only schools, daycare centers, parks and playgrounds.

The commission voted 5-0 for the new rules after Sheriff Rick Staly said the restrictions would make local children safer.

Waste Pro submits plan to rectify breach in service Waste Pro increases wages, implements higher starting pay, and offers a sign-on bonus.

The city of Palm Coast submitted a letter to Waste Pro of Florida Inc. on May 26 for its non compliance with the current contract for residential solid waste and disposal services. The contract allows Waste Pro seven business days to resolve the breach or the city can terminate the contract.

On June 2, three members of Waste Pro’s administration met with city staff and submitted a plan discussing the corrective measures that have been put into place and laid out steps on how it will meet the contractually agreed upon level of service going forward. Waste Pro Vice President of Municipal Marketing Tim Dolan, Regional Vice President Brian Wintjen, and Division Manager Heather Badger-Felmet spoke candidly with city staff about the difficulties they’ve been facing in recent months related to retaining employees and the drastic increase in garbage and recycling collection as a result of more residents staying home during the COVID-19 pandemic.

In the plan, Waste Pro informed the city that it is current on all services as of June 1 and has hired a third-party waste collector to assist on routes. Additionally, Waste Pro purchased three new

rear-loader trucks and hired additional drivers. They are also working with a temporary labor service provider to hire additional helpers. Waste Pro reiterated to city staff that they are committed to Palm Coast and have invested resources, equipment, and time into this community.

As an incentive to employees, Waste Pro has increased wages for all current drivers and helpers and has implemented higher starting pay for new employees. They are currently offering a sign-on bonus to new hires. Waste Pro has also built a partnership with Florida Technical Institute locally and is currently developing a recruitment program to hire local students and put them to work in the community.

Wintjen said, “Through the use of a corporate recruiter focused on the Palm Coast area, we have enhanced our recruiting efforts as well as increased our participation in local job fairs – we hosted three in the recent weeks.

Retention and referral bonuses have also been implemented and a market rate adjustment was recently completed.”

Palm Coast Interim City Manager Denise Bevan said, “We want to be sensitive to the issues the Waste Pro and many organizations across the country have been experiencing over the past year or so. We’re committed to working together with Waste Pro to come up with a solution that best serves the residents of Palm Coast.”

DeSantis signs impact fee restrictions

Gov. Ron DeSantis signed 24 bills into law late Friday, June 4, including a measure that limits local impact fees imposed on builders and developers to help pay for infrastructure to handle growth.

The impact fee measure (HB 337) drew opposition from the growth-management organization 1000 Friends of Florida, which on Thursday urged members to call on DeSantis to veto the bill.

The law, which took effect immediately upon DeSantis’ signature, prevents local governments from increasing impact fees more than once every four years and limits the increases to 50%.

Increases between 25 and 50 % would have to be spread over four years. Smaller increases would be phased in over two years.

The law includes a provision that retroactively limits impactfee increases made since Jan. 1, 2021.

The changes will make it “virtually impossible for local governments to require that new development pays its own way,” 1000 Friends of Florida said in an email to supporters on Thursday.

“Existing residents will shoulder even more of the costs associated with new development through raised taxes, declining roads, parks and other public infrastructure, or both,” the email said.

The bill would allow local governments to exceed the impactfee limits but would require a study showing “the extraordinary circumstances requiring the additional increase.”

Council favors staff-led process for city manager search When Palm Coast’s City Council fired former City Manager Jim Landon in 2018, the council opted to spend $28,000 to hire a search firm to help find his replacement.

The current council, at a June 8 workshop, expressed no interest in doing so again now that the council is seeking a replacement for city manager Matt Morton, who resigned May 27.

Of the council members, only Nick Klufas had been on the council for the process that led to Morton’s hiring.

He said he didn’t trust that search firms wouldn’t be biased for particular candidates.

“I think we have staff capable of doing the same type of search that these firms are performing, without the thumb on the scale,” he said.

“I totally agree,” said Councilman Ed Danko.

Danko and Councilman Victor Barbosa both said the firm used before “didn’t do such a good job.” The council’s discussion at the workshop came as the city’s HR director, Renina Fuller, gave a presentation on the city’s options for choosing a successor.

“Perhaps we were in different corporate Americas,” Klufas said.

The council will consider its options at a future meeting.

Don’t ditch Waste Pro Dear Editor: We read that Waste Pro has been penalized and risks losing its contract with Palm Coast due to breach of contract.

Waste Pro responded by saying: “Waste Pro has informed city staff that the issues with collection range from lack of employees to not having enough hours in the day.”

These are unprecedented times. I see “help wanted” signs everywhere, as businesses struggle to find people to work. In all our years (and there are many!), we have never had such excellent garbage collection as we have since moving to Palm Coast.

Our Waste Pro collectors have always been competent, friendly and hard working. I can’t imagine another company doing a better job.

Firing them and hiring an unknown company doesn’t seem to be the answer. I encourage Palm Coast to work with Waste Pro until our economy straightens itself out.

How can Palm Coast work

Dear Editor: I am in shock at the attitudes of some people in this community!

As one of those northern Democrats all Republicans are supposed to run for their lives from like the end is coming, I voted Republican four out or the last six presidential elections. The reason I did this is because I stopped and listened to what the other guys had to say — I didn’t just let some talking heads on TV tell me how I should view everything and everyone.

If people continue to barge straight ahead with their own agendas without any discussion of opposing views then that is not the democracy our forefathers planned for us.

Instead of running away, why don’t we sit down and have a civil conversation about the differences in our beliefs and see where that leads?

Man kills himself in courthouse parking lot A man shot and killed himself the morning of June 8 in a pickup truck in the parking lot of the Flagler County courthouse, minutes before he was due in court to be sentenced for possession of child pornography.

The man, 48-year-old Mario Arter, had been arrested on May 9, 2020. He’d been charged with 30 counts of possession of child pornography, and had entered a plea agreement in which he’d pleaded guilty to 10 counts. He was scheduled for a 10 a.m. sentencing hearing before Circuit Judge Terence Perkins.

But he called the FCSO at 9:55 to tell law enforcement what he planned to do and where they could find his body.

“By the time we had gotten out there, he’d acted on his threat, unfortunately,” Public Affairs Officer Melissa Morreales said.

The Flagler County Sheriff’s Office blocked off the surrounding area as deputies responded to the shooting.

“Our Cybercrimes Unit did an excellent job building a strong case against Arter, and he knew he was likely going to prison,” Sheriff Rick Staly said, according to an FCSO news release. “It is unfortunate this was the solution he chose, which will again affect innocent people.

Flagler Schools to consider $878,200 contract with FCSO Flagler Schools expects to pay $878,201 for school resource deputies and crossing guards in the 2021-2022 school year. The amount is an increase of 3.14% over the current school year.

School Board members discussed the district’s proposed contract with the Flagler County Sheriff’s Office during a board workshop on June 1, and will vote on the contract at an upcoming board meeting.

In previous years, the high cost of law enforcement contracted through the Sheriff’s Office had prompted board members to consider other options, such as arming school staff members through the state’s school guardians program. But no board members proposed such an action at the June 1 meeting.

“Don’t really love spending the money this way, but it is what it is right now,” School Board member Colleen Conklin said at the workshop. “But we appreciate the partnership for sure, and our SRDs [school resource deputies] are a part of the fabric of the entire district, so they are part of the Flagler family.” She added, “Great relationships being built with kids, too — which is really important.”

Inmates attack deputy over Qur’an Two inmates, Carlos Dupree and Marion Gavins, attacked a detention deputy at the county jail June 4 when the deputy attempted a routine contraband search of a Qur’an that Dupree wanted to bring to a meeting.

Dupree did not want the text searched, and the two inmates punched the deputy repeatedly until he lost consciousness.

“These are serious and violent offenders who attacked my deputy, and I thank God he was not more seriously injured than he was,” Sheriff Rick Staly said.

“Every member of the Sheriff’s Office is a vital part of this organization, and I will not tolerate anyone attacking them.”

Dupree has been in jail since December 2020 on charges associated with a home invasion robbery, while Gavins is charged with first degree murder for the May 2019 Palm Coast shooting of 18-year-old Curtis Gray.

Both are being charged with aggravated battery on a law enforcement officer, resisting arrest with violence, and depriving an officer of means of protection or communication.

FCSO’s Steve Williams to lead state’s agricultural crimes unit Deputy First Class Steve Williams, of the FCSO’s Agricultural Unit, has been elected president of the Florida Agricultural Crimes Intelligence Unit for the 2021-2022 year.

Cases investigated by the FACIU include cattle theft, animal cruelty and abuse, animal complaints, equipment theft, loose livestock, farm-crop and beehive theft, palmetto berry theft and trespassing.

Williams began his law enforcement career with FCSO in 2006. He holds a graduate certificate in agricultural and life sciences from the University of Florida, and works closely with the FCSO Marine Unit and Florida Fish and Wildlife.

“I am very proud of DFC Williams and congratulate him as he takes on a new leadership role with FACIU,” Sheriff Rick Staly said. “... DFC William’s passion for agriculture is inspiring, and I know that he will serve well as the FACIU president.”

18 arrested over holiday weekend Memorial Day weekend kept the Flagler County Sheriff’s Office busy, with 1,328 calls for service.

The increased presence of deputies resulted in a total of three DUI arrests over the holiday weekend. There were 36 vehicle crashes, with 13 resulting in injuries. A total of 209 traffic stops were made, along with 20 boating stops. A total of 15 other arrests were made for various other violations.

Palm Coast City Council divided on possible Slow Way road closure JONATHAN SIMMONS NEWS EDITOR

Would the kind of driver who’s reckless enough to speed along residential streets while using them as a cut-through be responsible enough to follow signs telling them not to use those streets?

The council considered that dilemma at a June 8 workshop as its members pondered what to do about Slow Way, a local road whose residents have complained about speeding, nonlocal traffic.

The council had voted on Feb. 16 to close the road by adding a gate that can only be opened by first responders. But it later decided to reconsider its options — asking city staff to investigate and bring back more information — after other residents said a closure would lengthen their drives.

At a council workshop June 8, city Chief Development Officer Jason DeLorenzo presented three possibilities. The city could: A. Make no changes to Slow Way B. Install signs and a gate to close Slow Way to cut-through traffic C. Install truck route signs on Seminole Woods Boulevard and GVWR limit signs on Slow Way. Councilman Nick Klufas said he believed the concerns brought to the council by locals who opposed the potential road closure didn’t outweigh the safety risks of a

But there was another concern: Slow Way branches off County Road 325 at its northern end, and closing Slow Way with a gate would leave trucks that traveled down 325 with no exit or turnaround. “No outlet” signs could be added ahead on C.R. 325 to warn the trucks about the lack of a turnaround, but there would still be the risk of a truck getting stuck, Klufas said.

Councilman Eddie Branquinho said that if the city could close off Slow Way with a gate and then use signs to warn truck drivers that C.R. 325 dead-ends without a turnaround, why can’t it forgo the gate and use signs to tell drivers not to use Slow Way? “If they’re going to respect the ‘no outlet’ signs, they’re also going to respect the ‘do not enter’ signs,” Branquinho said.

Klufas raised the possibility of starting with just “do not enter” signs on Slow Way, and adding a gate there only if the signs don’t stop the through-traffic.

But Councilman Ed Danko didn’t think signs alone would be enough to prevent people from using the road as a cut-through.

“I’m in favor of closing the road now, before any child gets hurt,” Danko said.

The council is scheduled to vote on Slow Way at a meeting on July 6.

our rows of electronic bikes were lined up in the parking lot in front of Frank Pacilli’s National eBike (flebike.com) store located on Old Kings Road in Palm Coast Sunday, May 23, waiting for the history seekers who were about to embark on the Inaugural E-bike History Tour organized by the Palm Coast His-

torical Society in celebration of National Preservation month.

Pacilli had initially reached out to the Historical Society and asked if they were interested in two pieces of Palm Coast memorabilia he had held onto: International Telephone and Telegraph Corporation (ITT) glasses and McDonald’s etched glasses from when it originally opened its doors in 1979. He was a teenager when it opened and remembered it had been a big to-do. He worked the drive-thru.

ident Kathy Reichard-Ellavsky said. “So, when Frank called our office, we told him, ‘Of course, we will take any memorabilia we can.’”

A mutual passion for history and enthusiasm for connecting with the local community led the two entities to establish a relationship which evolved into the E-bike history tour. ReichardEllavsky referred to their meeting as serendipitous. For Pacilli, it was an opportunity for him to reconnect with the community.

“I really want people in Palm Coast to get out of the house and get on an E-bike,” Pacilli said.

“People have been cooped up in their houses for too long. They need to get out in the fresh air and get some exercise, even back in shape. The E-bike is the way to do it. A regular bike can be a lot of work. Even someone with certain limitations, everyone can ride an E-bike.”

The Historical Society decided on 16 points of interest located along the “core area” of Palm Coast that tour guide ReichardEllavsky would lecture about at designated stops along the path.

“Frank’s shop is perfectly located in terms of one of the most historical aspects of Palm Coast,” Reichard-Ellavsky said. “It’s not a building. It’s not a site. It’s a roadway. We are on Old Kings Road, which originally was an Indian hunting and scavenging trail.”

The riders set forth from the bike shop, clickety-clacked on the elevated Graham Swamp boardwalk, then traversed the trails through Waterfront Park, the Palm Harbor Golf Course and stopped at Holland Park where the Historical Society museum is located. President Elaine Studnicki answered questions regarding archaeological artifacts, while ReichardEllavsky invited the attendees to enjoy some healthy refreshments.

“I love these bikes,” rider and Palm Coast resident Jenny Scott said. “I did this because it was the perfect opportunity to, No. 1: try an E-bike. I have been dying to try one out and, No. 2: I wanted to support the Historical Society.

I love this place.”

“The Absolute Brightness of Leonard Pelkey” is a remarkable play written, narrated and performed by James Lecense, who played all the characters. Flagler Workshop Theater presents a full cast portraying what Lecense did alone.

When he comes to live with Phoebe’s family, he upsets the delicate balance of their lives. He’s gay and confident about who he is.

He inspires the people around him. He sees people not as they are, but as they hope to be.

One day, Leonard goes missing, and his rainbow sneaker is found.

Fearing the worst, Phoebe, her family, and her community fight to understand what happened, and to make sense of why someone might want to extinguish the beautiful absolute brightness that was Leonard Pelkey. We never know how truly special someone is until they are gone.

ith local restaurants serving food and beverages throughout the 18 holes, nearly two dozen teams took part in the 31st-annual Flagler County Education Foundation Golf Classic, held May 3, at Grand Haven Golf Club.

Following play, the day was capped off with a picnic on the lawn for players and their families to enjoy food and music while watching boats go down the Intracoastal Waterway at Grand Haven Golf Club.

The golf tournament raised $144,000 for Flagler County

Flagler County’s tourism office – Palm Coast and the Flagler Beaches – took gold at the 42nd-annual Telly Awards, which “honors excellence in video and television across all screens,” for its video about Flagler’s resiliency.

The submission titled “Resilient – Visit Flagler” was one of two entries to take gold in the category Non-Broadcast – General Public Relations. The other gold-winning submission was “Climate Jobs New York.”

“We are absolutely thrilled about this honor, especially given the stiff competition we were up against,” said Tourism Director Amy Lukasik.

“We set out to create a video about our heart – the supportive community we have here in Flagler – and we thought we captured it. Apparently we weren’t the only ones.”

Cycle Here Media, a St. Augustine video production company with whom the tourism office has had a long-standing business relationship, filmed, produced, and submitted the video in the Telly Awards competition.

The video was released in May 2020 to encourage local residents and visitors alike to support local businesses.
