Fundraising for students during the pandemic

I sat in the very back of the Palm Coast City Council chambers on the night of May 4 as a few men took out their frustrations by shouting at other residents, refusing to follow the rules of procedure, and even challenging others to a fight, ostensibly about their views on the future of the tennis center.

It was an awful atmosphere — the opposite of “community.”

To Mayor Milissa Holland and the law enforcement officers who help keep the peace, I want to say thank you for your efforts and your bravery. I, too, condemn such acts of public intimidation.

Unfortunately, one thing has been lost in the discussion I have heard about that meeting since, and that is the vote on the tennis center itself. I believe it’s worth revisiting the vote to emphasize this principle: To make choices, we need options.

Setting aside the few men who crossed the line, there were at least a half dozen people who also said they did not support the expansion of the tennis center.

I was grateful those officers were there. Since 2010, I have never felt so unsafe at a city meeting as I did at that one.

Holland, on WNZF’s “Free For All Friday” May 7, rightly said those men “crossed a line.” She was walked to her car in the parking lot that night, and the officers felt it necessary to also escort her home.

That is true, and it is also true that the tennis center was workshopped and discussed in strategic action plan meetings in recent months. The city also held citywide meetings to gauge interest. Morton said staff visited multiple tennis centers around the state to learn best practices. I applaud their efforts, and, moreover, I have no doubt that, as with other city amenities, the expanded tennis center will be magnificent.

But when City Councilman Ed Danko proposed delaying the vote on May 4 so that the City Council could take a good look at the 20 other parks and recreation projects that could have qualified for that $5 million, it seemed to be common sense.

By building a tennis center, it’s not like the city is appeasing the tennis crowd at the expense of all others; the city has invested in many other amenities recently, including the splash pad at Holland Park and the four new ball fields at Indian Trails Sports Complex.

But the next time the city has money to spend on parks and recreation, I would feel better about the process if we understood better what else the money could buy.

To make choices, we need options.

Flagler County Education Foundation gets creative.

Adapting to change has been a common theme over the last 14 months for everyone. This has certainly been true for the Flagler County Education Foundation.

The direct-support nonprofit organization for Flagler Schools has had to adapt its entire way of fundraising during the pandemic, from completely changing the way of honoring 150 seniors who have received over $350,000 in senior scholarship money, to fundraising without in-person events.

The Education Foundation also launched a PPE campaign last year, raising $45,000 to purchase over 14,000 masks and desk partitions for all students and staff.

tinued, thanks to the generosity of Beaver Toyota and funds received through the matching grant program through the Consortium of Florida Education Foundations.

The Paul B & Constance D Hunter Charitable Foundation also continued its support for the Classroom to Career Flagship programs.

The Josh Crews Gala, which supports the Josh Crews writing project and created 56 new published authors this year, was able to move to an outside venue. The event raised over $39,000.

The 31st-annual golf tournament was held May 3, with the support of the staff and volunteers at Grand Haven Golf Club.

The Ed Foundation created Partnership in Education with 24 local businesses to raise $145,000.

The 2021 legislative session ended Friday, April 30, with a traditional hanky-dropping ceremony in the fourth-floor rotunda of the Florida Capitol.

Lawmakers took up a wide range of issues during the 60-day session, along with passing a budget for the fiscal year that will start July 1.

Here are 10 big issues from the session:

BUDGET Buoyed by billions of dollars in federal stimulus money and rebounding state tax revenues, lawmakers passed a record $101.5 billion budget for the upcoming year. The budget includes such things as bonuses for first responders, providing services to more people with developmental and intellectual disabilities and addressing effects of rising sea levels. Also, lawmakers scrapped proposed cuts in Medicaid funding for hospitals and nursing homes.

COVID-19 Lawmakers passed a measure aimed at shielding businesses and health-care providers from lawsuits related to people getting sick or dying from COVID-19.

Also, they approved making permanent a ban on COVID-19 vaccine “passports.” Gov. Ron DeSantis in early April issued an executive order to prohibit businesses from requiring people to show they had been vaccinated to gain entry.

EDUCATION As part of a more than two-decade effort by Republicans to expand school choice, lawmakers passed an overhaul of school-voucher programs. In part, the plan would increase an income threshold so that a family of four making nearly $100,000 a year could qualify for vouchers. In higher education, the Senate considered controversial changes in the Bright Futures scholarship program before largely backing away amid an outcry from students and other opponents.

Ten big issues from the 2021 Florida Legislative session ELECTIONS Despite fierce opposition from Democrats, the Republican-controlled Legislature passed a wide-ranging elections bill that includes placing new restrictions on voting by mail.

Supporters said the bill, which addresses issues such as the use of drop boxes for mail-in ballots, is needed to ensure election security and integrity. But Democrats contended that it is designed to place barriers to voting and likened it to measures aimed at Black voters in the Jim Crow era.

INSURANCE After years of debating the issue, lawmakers approved ending Florida’s no-fault auto insurance system. Under the bill, motorists would no longer be required to carry personalinjury protection, or PIP, coverage. They would have to carry bodily-injury coverage. Also, lawmakers approved changes in the property-insurance system, including allowing larger annual rate increases for customers of the state-backed Citizens Property Insurance Corp.

PROTESTS DeSantis quickly signed a controversial law-andorder measure that was sparked by nationwide protests last year after the death of George Floyd in Minneapolis. The law creates a new crime of “mob intimidation,” enhances riot-related penalties and makes it harder for local officials to reduce spending on law enforcement. But opponents said the measure is rooted in racism and would give police too much leeway to arrest peaceful protesters.

WHAT DIED IN SESSION? From abortion restrictions to vacation rentals, many high-profile bills died Friday when the Florida legislative session ended. Here are 10 issues that did not make it through the Legislature.

ABORTION The House overwhelmingly passed a bill that would have prevented doctors from providing abortions that women seek because of tests showing fetuses will have disabilities. The bill about so-called “disability abortions” threatened criminal penalties against doctors, but the Senate did not take it up.

ALIMONY A long-running debate about overhauling Florida’s alimony laws will have to wait at least another year. While the House approved alimony changes, the controversial issue stalled in the Senate.

TOLL ROADS SOCIAL MEDIA After former President Donald Trump was blocked from Twitter and Facebook early this year, Republican lawmakers passed a plan to crack down on social-media companies. The plan, a priority of DeSantis, includes barring social-media companies from removing political candidates from the companies’ platforms and threatens hefty fines. Critics questioned the bill’s constitutionality and described it as a “big government” move.

TAXES In a major win for business groups, lawmakers passed a plan that will require out-ofstate online retailers to collect sales taxes on purchases made

by Floridians. The roughly $1 billion a year generated by the change will be used to replenish a depleted unemployment trust fund. Later, it will be used to offset a cut in a commercial rent tax. Florida businesses have long argued online retailers enjoyed an advantage because they didn’t collect sales taxes.

Two years after then-Senate President Bill Galvano pushed through a law to build and expand toll roads, lawmakers largely scrapped the plan during this year’s session. That included nixing the idea of building a toll road from Collier County to Polk County. Lawmakers, however, decided to move forward with projects such as extending Florida’s Turnpike west from Wildwood to connect with the Suncoast Parkway.

TRANS ATHLETES After the issue appeared dead in the Senate, lawmakers in the final days of the session passed a bill that would ban transgender female athletes from competing on high-school girls’ and college women’s sports teams. While bill supporters said transgender female athletes could have a physical advantage, opponents said the bill targets youths already at risk for suicide, ostracism and bullying.

WHAT WAS YOUR BIGGEST PERSONAL SUCCESS IN THE SESSION? In my role as Rules Committee chair, there were two things: making sure that we are hearing a comprehensive needs assessment to ensure water quality as millions of new people become residents of our state.

And secondly, the formation of the Wildlife Corridor to protect our environment and to ensure the livelihood of our ranchers and farmers.

BRIGHT FUTURES The Senate ran into noisy opposition from students and other critics when it started moving forward with a proposal to make eligibility for Bright Futures scholarships contingent on students selecting degree programs likely to lead to employment. The Senate ultimately backed away from the idea.

DATA PRIVACY Business groups breathed easier Friday with the demise of a bill that would have given consumers more control over personal data collected by companies.

The bill, backed by House Speaker Chris Sprowls, R-Palm Harbor, faced heavy opposition from an army of business lobbyists.

MEDICAL MARIJUANA More than four years after Florida voters broadly legalized medical marijuana, lawmakers let die a proposal that would have limited THC

potency in smokable mairjuana and other cannabis products. THC, or tetrahydrocannabinol, is the main psychoactive component in cannabis.

PENSION SYSTEM An effort by the Senate to overhaul the state retirement system fizzled as it was not taken up by the House. The Senate proposal would have blocked new government employees from enrolling in the traditional pension system and required them to enroll in a 401(k)-style plan.

TERM LIMITS A renewed attempt by the House to impose eight-year term limits on county school board members died in the Senate. The proposal, which has emerged repeatedly in recent years, would have asked voters in 2022 to pass a constitutional amendment to limit the terms of school board members.

UNEMPLOYMENT BENEFITS After massive job losses

during the COVID-19 pandemic, the Senate backed increasing unemployment benefits from a maximum of $275 a week to $375 a week.

But the House did not take up the proposal, which also faced opposition from Gov. Ron DeSantis.

UNION DUES Public-employee unions staved off attempts by Republican lawmakers to place new restrictions on union dues. The proposals included adding a step in which government employers would have had to confirm with workers that they want dues taken out of their pay before the deductions could start.

VACATION RENTALS Bills aimed at further restricting local governments from regulating vacation rental properties did not make it through the House and Senate. The issue has long been controversial, as cities and counties have fought the additional restrictions on their authority.

Flagler County is signing off on what could become one of its most visible landmarks: an A-frame pedestrian bridge over State Road 100 near Colbert Lane that will one day help to connect Lehigh Trail, Graham Swamp and the trails at Bulow Ruins State Park in southern Flagler County.

Five contractors submitted bids for the Florida Department of Transportation-funded project to construct a path and the bridge, and Flagler County has selected Masci General Contractors’ bid of $9.48 million for the work — the lowest bid.

FDOT’s grant will cover the construction contract, but the county will need to use reserve Local Option Gas Tax money to cover a required $200,000 contingency.

The paved, 12-foot-wide shared use path would cross the Graham Swamp Conservation area for 1.6 miles from just south of SR 100 to the Lehigh Trail, and include an enclosed bridge over 100, according to a county staff document.

The bridge will be more than 18 feet over the street level, which is well above the requirement of 16.5 feet of clearance.

An 8-foot-wide sidewalk would be added on the south side of 100 from Old Kings Road west to the shared use path and pedestrian bridge.

“I want to emphasize that ecotourism and trails is a growing area,” County Commissioner Andy Dance said. “Bulow Creek State Park trail, to the south, is on the list of the best trails in Florida, on Visit Florida. This is a really critical connection.”

Once Flagler’s trails are connected to Bulow, they then connect to the Loop and the Fairchild Oak in Volusia County as well.

“This is an opportunity to really put a stamp on our trail system,” Dance continued.

Commissioner Dave Sullivan agreed.

“It’s going to be a tremendous asset — one of the landmarks in the county,” he said. “It’s going to become a real point that people will remember Flagler County for.”

County Administrator Jerry Cameron wants a traffic signal installed on State Road 100 near the entrance to the Government Services Building and the Justice Center “as soon as possible,” and the Florida Department of Transportation has approved it, Cameron told the County Commission on May 3.

Traffic volumes from the Government Center are about 20% higher today than 2019, according to FDOT. There is currently no funding, but Cameron said he was confident County Engineer Faith Alkhatib would be successful in securing FDOT funding for the signal.

“Before too long, we’ll have a traffic signal out there,” he said.

FDOT gave three alternatives that are being evaluated: a full traffic signal, a signalized restricted crossing U-turn, and a two-lane roundabout.

“Once a preferred alternative is identified, funding can be programmed,” FDOT reported.

The costs will likely be around $500,000. FDOT did not commit to a quick turnaround, however, projecting three to five years before a signal could be built.

Alkhatib said, in an email to the Palm Coast Observer, that the funds and schedule are still to be determined.

To stop the spread of COVID-19 in Flagler County, the Flagler County Health Department and City of Palm Coast are once again partnering to bring a weekly vaccination clinic to Palm Coast residents.

“Our strategy to increase the number of people getting vaccinated boils down to convenience,” said Dr. Stephen Bickel, medical director for DOH-Flagler. “The more locations we have that serve people where they live and work, the more likely it is we’ll be able to slow down the spread of the virus. Since we are at a point now that we have enough vaccine, we are adding options to make it easier for people to get vaccinated, at places like the Palm Coast Community Center.”

The city of Palm Coast will host the Health Department’s vaccination efforts on Wednesday mornings between 9 and 10:30 a.m. for the next eight weeks. No appointments are required for these walkin clinics at 305 Palm Coast Parkway NE. Mayor Milissa Holland gladly supported this latest collaboration between the City and the health department.

“Vaccinations are key for our community to not only return to normalcy but also to help protect ourselves,” said Holland.

Manager Matt Morton responded to a May 4 comment from political candidate Alan Lowe. Lowe had claimed that it would cost $34 million annually to provide water for the expanded tennis center. Morton said it was more like a few thousand dollars and that the city’s entire service, covering most of Flagler County, is only about $25 million per year. Is the city of Palm Coast business friendly? Contrary to some anecdotes in the past, new data collected by city staff through surveys and stakeholder meetings show that the vast majority are very satisfied with the city’s permitting, inspections and customer service.

Chief Development Officer Jason DeLorenzo reported at the City Council workshop May 11 that, in recent months, three charrettes, or stakeholder meetings, were attended by a total of 50 people; email surveys were filled out by 287 business stakeholders — people with experience dealing with city business departments.

Among the questions asked was how these stakeholders would rate the city’s overall inspection process. Of 165 responses, 160 said they were very satisfied.

“Those are incredible numbers, and we did not expect to have such high scores,” DeLorenzo said.

Mayor Milissa Holland praised the staff-led factfinding process — and the results.

“If we do hear something in the community that says we’re not business friendly, and that the satisfaction is not high in our city, this certainly demonstrates from our users a very different type of dynamic,” Holland said.

Does convenience override safety on Slow Way? Dear Editor: The street Slow Way is a 100-foot-long side road in southern Palm Coast that is being used as a shortcut by cars, trucks, large semi trucks, dump trucks and the like. I am told that using the shortcut saves about two minutes of driving time. I have observed the property damage and a car getting stuck while attempting to drive through the front yard of a home along Slow Way. City staff is in favor of and has recommended closure of Slow Way for property preservation and safety issues.

However, at a recent council meeting, the City Council temporarily tabled the closure proposal to open better communication with the county.

Two questions were brought forward by council members concerning gating and closing the road: 1. Difficulty in turning large trucks around and 2. Emergency vehicle response time delay As far as turning a large vehicle, why not work with the county to place signs at the beginning of the county road stating something to the effect of “Dead End,” “No Turn” and “Fine For Unauthorized Vehicle Entry.”

Then place the proposed gate partway down Slow Way so that trucks that ignore the sign can get out of the way.

A phone number on the gate could connect the driver with non-emergency services or Palm Coast Code Enforcement to unlock and open the gate.

The cost to open the gate could be the stated fine of $250 for example, and any property damage caused by the vehicle could also be charged to the driver. This would pay for the person to open the gate, any resulting damage and would be unlikely to happen more than once.

We have numerous gated communities around town.

Some of them are unmanned at night and thus any responding emergency personnel must stop and open the gate.

This delay is not unusual and apparently not an issue for the residents living in those gated communities. Therefore the delay issue is most likely minimal at best.

In my opinion, the turn-

ing issue and the delay issue are not insurmountable nor significant enough to ignore the staff identified property and safety concerns. City Council should immediately reconsider closing the road before another accident happens that causes serious injury or death.

Don’t wait to increase law enforcement Dear Editor: On a recent Saturday morning in the W-section, we heard what is becoming all too familiar: the sound of helicopter rotors assisting our Flagler County Sheriff’s Office. An armed felon was on the loose.

(We should all demand, upon conviction, that the fine includes the huge expense incurred for this apprehension.)

Recently, this paper published an article detailing just three housing projects totaling approximately 1,800 homes.

If 90% of homes have two people residing in them, that’s another 3,240 citizens. The average car ownership per a household is two, meaning an additional 3,600 vehicles on our streets.

This was only Palm Coast, not all of Flagler County. Nor, does it include homes or commercial buildings.

Government 101 would say: You must increase your law enforcement protection “in advance” of this building/ population boom. Imagine, simultaneous to the W-section manhunt, if a similar emergency arose on the opposite end of the county? Some, unfortunately, seem willing to “play the odds” against such an occurrence. Sheriff Rick Staly doesn’t have that luxury!

Please, hold off on pet million-dollar projects. Be proactive! Perform the preeminent responsibility of any elected official, which is the protection of its citizenry.

Traffic signals need to be synchronized Dear Editor: You have to wonder if Mayor Milissa Holland actually drives in our city. She says they are working on signal timing at some intersections. That is equivalent to sewing up a scraped finger on someone mauled by a lion. Our traffic system needs major surgery. It is the worse in the Flagler/ Volusia area and has been the way now for 21 years and into the fifth year of her term as mayor. Having been here since 2005, I have seen no substantial improvement in 16 years.

We all know that previous administrations had tried to take advantage of the seemingly random traffic signals and driver frustration with the bandit red-light cameras. But now it is way past time to get our house in order.

Traffic control is not rocket science, but it is science. There are cities, like Ocala, for instance, that do a great job of moving traffic through their town with synchronized and smart traffic signals. So it is doable and would put us a step up on the cities in Volusia who aren’t as bad as Palm Coast but aren’t good either.

A modern traffic control system would save gas, time, air pollution, and the nerves of residents and business users.

Editor’s Note: The city of Palm Coast published the following in September 2020: “The city is looking to improve traffic flow at intersections throughout the city by changing how the signals operate.

City staff is working with the Flagler County Sheriff’s Office Traffic Unit to make coordinated decisions that will make it easier for drivers and thus, improve safety.

“There are signals at two intersections that have

recently been modified and now operate in sync with one another. Those intersections are Palm Coast Parkway and Cypress Point Parkway and Cypress Point Parkway at Cypress Edge Drive. For drivers turning left from Palm Coast Parkway to Cypress Point Parkway and then left again at Cypress Point Parkway at Cypress Edge Drive, the signal will be green at the same time. This way, both turn lanes are emptying out more efficiently with a lesser likelihood of backing up as often.

Drivers also won’t have to wait as long to maneuver through both signal changes.

“After receiving a few work orders requesting staff find a better traffic flow, city traffic engineer Michael Grunewald, went to the area to check it out. This is familiar territory for Grunewald, who joined the city a year ago, and has more than 25 years of traffic engineering experience. His previous job was technical expert for a traffic signal controller distributor that covered 13 states and his role was solving traffic problems through solutions specifically with traffic signals. “ ‘Since joining the city, I’m thrilled with the high quality of the traffic signal intersection design,’ said Grunewald.

‘We have all sorts of tools at our disposal to make slight changes to make the signals interact better with the driver.’ ...

“Look for more improvements in the future on Old Kings Road between Palm Coast Parkway and Kings Way traffic signals after the road widening project has completed. The team is also examining a possible new traffic signal coordination program for the length of Palm Coast Parkway.”

It’s premature to cancel mask mandate Dear Editor: What is wrong with Palm Coast? COVID is still out there, but now we have no more mask mandates. Many have not gotten the vaccine, or ever will. Then let’s now spend $5.75 million on a racquet center. The money would be better used elsewhere to improve this fast growing city.

The Flagler County Sheriff’s Office joined in the national celebration of correctional personnel the week of May 3-9.

Sheriff Rick Staly showed his support for correctional personnel by becoming a detention deputy at the Flagler County Inmate Facility for an evening.

The Flagler County Sheriff’s Office has responded to five calls for service in the past three months where a catalytic converter has been stolen from a vehicle, including work trucks from the Flagler Humane Soci-

ety and Paradise Landscaping and Nursery.

The job of a catalytic converter is to turn harmful pollutants into safer emissions before they exit through the exhaust. The parts are expensive and are often stolen and re-sold for a profit.

Work trucks are commonly targeted as they sit idle for a period of time, allowing the thief time to commit the crime.

On Nov. 7, an employee of the Flagler Humane Society reported that the catalytic converter from a work van had been sawed off overnight.

It is estimated that it will cost $2,500 to replace the part and the repair the van.

Paradise Landscaping and Nursery also was a victim, costing $20,000.

Additional thefts have been reported to the Bunnell Police Department and in Volusia County.

Operation CARE Wave results in 76 traffic stops On May 5, the Flagler County Sheriff’s Office and the Florida Highway Patrol joined forces to participate in Operation CARE Wave, a county- and statewide traffic enforcement operation focusing on Crash Awareness and Reduction Efforts.

During the operation, the agencies reported making a total of 76 traffic stops resulting in 64 noncriminal citations and one felony arrest in Flagler County. The FCSO also responded to four crashes during the operation.

Deputies help prevent two suicides Flagler County deputies helped save two people who were apparently contemplating suicide recently.

“Often around the country these situations have had a much more tragic outcome,” Sheriff Rick Staly said. “But, in Flagler County, our deputies spend significant amounts of time training on how to successfully deescalate dangerous situations. No bad day is worth taking your life. Suicide is a permanent solution to what is usually a temporary problem and impacts many people. I am thankful our deputies were able to disarm both of them and no one was injured. Hopefully, they can now get the help they need.”

FCSO opens permanent home base in city Deputies will use the space to process evidence, meet residents, conduct briefings, interview suspects, hold trainings.

The Flagler County Board of County Commissioners hosted the ribbon cutting of the District 2 Palm Coast Office on May 5, at 14 Palm Harbor Village Way in Palm Coast, celebrating a milestone: It’s the first permanent District 2 Office the FCSO has ever had.

Until this point, the Sheriff’s Office Palm Coast Office has been a nomad, moving every few years since 1981 when the first Palm Coast substation was opened.

“Our staff from General Services and IT worked diligently with Sheriff Staly and his staff to take

the vision that he cast for this district office, and to transform this former bank building to match that image,” Commission Chairman Donald O’Brien Jr. said.

The District Office provides a permanent location for residents to interact with FCSO, but it is also a full-service District Office.

Deputies now have space to write reports, process evidence, meet residents, conduct shift briefings, interview suspects and hold training classes.

“Our team has done a tremendous job in serving the community and driving crime down,” Staly said. “But it has been significantly more difficult to accomplish this without a work environment that is designed for the unique needs of a law enforcement agency.

Today, we solved part of it.

“We are thankful for the first permanent Palm Coast District Office in 40 years and we look forward to this District Office providing a convenient location

for providing services to our residents and visitors.”

Residents urged to plan now for hurricanes Flagler County is encouraging residents and businesses to make preparations through National Hurricane Preparedness Week, which is May 9 through 15.

“We are less than a month away from the June 1 start of the Atlantic Hurricane Season,” said Emergency Management Director Jonathan Lord. “While the majority of Atlantic hurricanes occur between August and October, hurricanes can occur at any time during the season – and sometimes outside of hurricane season.”

Residents and businesses should be prepared year round for any type of natural or manmade disaster by having a wellstocked emergency supply kit, creating an emergency plan, and by getting informed about what to do in a disaster.

While hurricanes have the greatest impact along the coastline, they are not just a coastal problem. Strong winds, tornadoes, and inland flooding can create hazards throughout Flagler County. Flooding in western reaches of the county can also be affected by the storm tides, including areas along Crescent and Dead lakes.

“Now is a good time to find out if you live in an evacuation zone,” Lord said. “Do this when no storms are threatening and keep it somewhere where it’s easy to find, like on the refrigerator.”

Zones are alphabetically named A, B, C, D, and F. Do not confuse zones B and F with the

Palm Coast neighborhood sections. This information is available using the Flagler County Neighborhood App and typing the address in the upper lefthand search bar. JANET WOODS is a dedicated volunteer with the 9463 Foundation and South Florida Rest, organizations that

support first responders in Florida. She’s been making personalized quilts and hand delivering them to families of fallen officers in conjunction with the 9463 Foundation as a volunteer for close to ten years. “I don’t think there’s a quilt I make that doesn’t have a tear drop on it,” she says. A retired legal secretary, she moved to Florida ten years ago and ever since she has been volunteering at the foundation and also with South Florida Rest (aka Canteen), an organization that hydrates firefighters and police officers while on call at emergency scenes. “We bring water, Gatorade, snacks and food to first responders who are at the scene of an accident, a fire, a SWAT call or wherever they need us,” she says. When she’s not making quilts or helping hydrate first responders, she’s sewing masks. Since the start of the Covid-19 pandemic she made more than 9,300 masks and donated them to police and fire agencies, hospitals and others all over the country with patriotic or specific meaningful fabrics.

BETHANY KEIME is a self-proclaimed heart warrior from Cutler Bay. At 17 years of age, the Florida native was a senior in high school with a promising dance career and her whole life in front of her, when she was diagnosed with the number one killer on school campuses and leading killer of student athletes: hypertrophic cardiomyopathy. Her life changed forever when she fatefully learned that hers would be a lifetime of medication, testing, and treatments, including having a defibrillator implanted into her chest. Seven years later, she came to terms with the diagnosis and decided to do something positive about it. She launched the HeartCharged Instagram page to spread awareness, built her own website, and created her own 501C-3 nonprofit, HeartCharged. She puts on community heart screenings, donates defibrillators, and speaks at schools. And she’s even helping to change the law. “We just got a law passed in Florida to get CPR and AED training for high school students, which can prevent death from sudden cardiac arrest,” Keime says. “Next year, we’re working on getting heart screenings for all kids in Florida. Many heart conditions have no recognizable symptoms. With screenings, deaths can be prevented

DREW ROGERS is the Operations Fire Chief at Marion County Fire Rescue (MCFR) in Ocala. A firefighter for 20 years, he’s made it his mission to inspire and mentor others who may be headed down the wrong path. “I joined the fire service from a little bit of shaky background,” Rogers says.

“I wasn’t sure where I was going in life and at times, like a lot of kids, I made some bad choices, but becoming a firefighter changed my life, and I want to do that for others.” He’s been instrumental in operating the mentorship program at MCFR; he secured funding and support to build a 7,000 square foot gym to help cadets stay fit to pass their physical ability tests and for his crew to stay mentally and physically fit; and he works tirelessly with students at the fire career academy to help them find a career path they can stay on for life. “A lot of our chiefs are great at many things – analytics, spreadsheets, power point presentations. West Flagler seeks mosquito relief Commissioners want more info before hiring administrator’s choice.

With numerous complaints of mosquitoes terrorizing Flagler County’s west side, County Administrator Jerry Cameron proposed hiring Anastasia Mosquito Control to help out — sidestepping what he felt were high prices from the local East Flagler Mosquito Control.

Cameron told the County Commission on May 3 that Anastasia Mosquito Control, in St. Johns County, has a new program that uses radiation to sterilize male mosquitoes. When they breed with females, the offspring are then sterile, and the population thins out.

“This is really a great way to address this because there’s no chemicals, no other animals are affected, and it has about an 85% effective rate,” Cameron said.

The East Flagler Mosquito Control District monitors a network of mosquito traps within its geographical boundaries (i.e., east of U.S. 1) daily so that once mosquitoes show up, the district can detect them and apply pesticides in response.

EFMC also keeps one trap west of the district as both an early warning system for mosquitoes entering the District and to provide data for reimbursement from FEMA emergency mosquito control after hurricanes.

Year to date, as of the end of April, the one sentinel trap outside the district has caught more mosquitoes than the 17 traps kept in the district.

However, he wrote, “Since the District charges only a reimbursement rate for services, it would follow naturally that since we are closer than St. Johns County our costs would be lower for the same level of service.”

ome people were born to perform. Others would rather literally break a leg than go on a stage. You can guess which category Ann Paris’ students are in.

Paris, who has been teaching theater since 1987 — since 2004 in Flagler Schools — has learned that her Buddy Taylor Middle School students are capable “of crazy, amazing things.”

“I’m learning to do less and watch them do more,” she said.

For example, eighth-grader Ysa Boothman wrote a mini play for a Christmas performance. “It was so cute, and I didn’t change a thing,” Paris said. Other students contribute choreography.

“They need to get the chance to create, and this is their happy place,” she added.

The theater classes went to the Florida State Jr. Thespian Festival competition in March and came home with plenty of hardware.

Paris said auditions for the coming school year will be held on May 20. Contact the school for more information.

In a recent interview, the students spoke about their love for the stage.

“I love public speaking,” said Boothman. “I’m terrified of not speaking in public.”

Baylee Rogan has been a dancer since she was 2 years old, and Paris can count on her to help with choreography.

Cannon Dowda said acting helped her overcome her shyness. “It gives me a chance to forget about my own problems and become a different character,” Dowda said.

Mariah Mills, who performed a duet at the state competition with Raymond, said Paris is good at making classes exciting.

“I’m usually nervous, but performing loosens me up,” Mills said. “I feel like I’m just with a group of friends.”

The Flagler Palm Coast High School Thespians are taking on one of Broadway’s most ambitious productions: Stephen Sondheim’s Tony Award-winning classic “Into the Woods.” Intertwining timeless storybook characters and iconic music, the production takes audiences on an enchanting and sometimes dark look into human connections and the importance of family in tumultuous times. Featuring some of the high school’s most talented performers, the fulllength, fully staged performance runs from May 13 to May 15.

Stephen Sondheim is one of the best-known composers and lyricists of the modern era. His numerous creations include “A Funny Thing Happened on the Way to the Forum” and “Sweeney Todd: The Demon Barber of Fleet Street.” He is also known for writing the lyrics for “West Side Story,” and “Gypsy.” He has received an Academy Award, eight Tony Awards, a Special Tony Award, eight Grammy Awards, a Pulitzer Prize and a 2015 Presidential Medal of Freedom.

In accordance with CDC guidelines, the Auditorium audience will be at 25% capacity. Health screening, temperature checks, and face coverings are required. The Auditorium employs a new state-of-the-art circulating clean air system utilizing Global Plasma Technology.

ACCOLADES  The 2020-21 school year’s Buddy Taylor Idol winners were Mariah Mills, followed up Chloe Raymond and then Ysa Boothman.  Thespian Troupe 88634 finished their Florida State Thespian Festival Competition with 15 superior medals and 2 excellents.  Many performers had to step in at the last minute due to quarantine issues, but the class was prepared becuase they learned each other’s parts so well.

‘VETS CREATE’ GRANT RENEWED AT DAYTONA STATE

Daytona State College has announced an extension of its Vets Create program, with funding provided by the Margaret McCartney & R. Parks Williams Foundation. The program allows veterans and their immediate family members to enroll in a variety of creative courses.

The extension covers enrollment in courses through June 30, 2022, and also expands the program to include any artistic or creative courses, including those in photography, theater and music disciplines. Veterans, their spouses and dependents may still enroll in Daytona State’s studio art courses such as ceramics, drawing, painting and design. The grant will provide scholarship funds to cover course credits, lab and required fees, tool kits and art supplies specific to each course. The exact scholarship amount varies depending on which course is chosen.

Veterans interested in being part of the Vets Create program should contact Trent Berning for an application at Trent.Berning@ DaytonaState.edu, and must qualify for in-state tuition. During the past year, all employees at the Florida Department of Health in Flagler County have met an unprecedented challenge head on, a global pandemic.

Health care workers at every level have been asked to work additional hours and expand their traditional roles to become part of the COVID-19 fight. This is particularly the case for nurses, many of whom worked on the front lines testing and now vaccinating the public.

From May 6 through May 12, DOH-Flagler joined thousands of organizations across the country in celebrating National Nurses Week. The recognition kicks off every May 6, National Nurses Day, and ends May 12, the birthdate of celebrated nurse Florence Nightingale.

“We have an outstanding team of public health nurses who provide valuable services to our clinics and clients,” said Bob Snyder, Flagler County Health Department Health Officer. “Led

by Bonnie Welter and Mark Linde, these talented professionals have risen to the occasion, particularly with pandemic response. In fact, we’ve had the good fortune of hiring several nurses who came out of retirement to join our vaccination efforts. I am honored to

Red served his country in the USMC during World War 2. He was very active in the Bay Shore Fire Department in Bay Shore, New York for most of his life. He was a past Captain in the Penataquit Hose Company and later was elected to the board of Fire Commissioners for Bay Shore. He was also a Past Commander of the American Legion Post 365 in Bay Shore, NY and Post 115 in Palm Coast, FL. He was the head District Bus Driver in Bay Shore for 38 years and carried many Bay Shore students on his bus who now have children and grandchildren of their own. His fondest memories were the children who boarded his bus everyday as he taught them to sing songs on their way to school. After moving to Florida in 1992 he was active in the Marine Corps League Detachment #876 in Palm Coast and was elected Commander for three terms. He was an avid wood worker, poet and musician. He lived his life to the fullest and in his words “Oh, what life I had!”

He is survived by his Son Donald Gensch, daughter Marie Runels, Michael Gensch, Daniel Gensch and Timothy Gensch. He also leaves behind 7 grandchildren and 10 great grandchildren. In Lieu of flowers please make a donation to St. Judes

Jeanne lived in Ozone Park and Melville, New York before moving to south Florida in the 1990s. She moved to Palm Coast in 2000 to be close to her daughter and son and their families.

Jeanne loved to travel and visited many places in the US, Europe, the Caribbean, and parts of Central America. She made friends easily and was loved by all who knew her. Jeanne enjoyed painting, crochet, bingo, and playing dominoes with her friends, but she was happiest when surrounded by her many family members.

She is survived by her daughter, Judith, and son-in-law, Lance Kincaid, and her daughter-in-law Donna Harkins. She also leaves behind eight loving grandchildren, seven great-grandchildren, and many nieces and nephews.

There will be a funeral mass May 14th 1pm at St. Elizabeth Ann Seton Catholic Church in Palm Coast. Jeanne will be buried with her husband, William, at Long Island National Cemetery in June.

Mary was a former member of the Athens Garden Club, the McMinn County Republican Women’s Club where she was a former secretary, she was named 2013 Woman of the Year by the McMinn County Republican Women’s Club, she was a former member of the Palm Coast Elks Lodge #2709 in Palm Coast, Fla, and a past associate member of FOP Lodge #171 in Palm Coast, Fla. She is survived by her son and daughter-in-law, Brad and Renea Tennyson of Hixson, TN; grand-daughters, Porsha Giltnane, Riley Tennyson, and Olivia Tennyson; several great-grandchildren; two step daughters, Rhonda Gray of Athens and Cynthia Brackfield of Knoxville; three

Mr. Cohen was born May 12, 1941 in Newburgh, New York, a son of George and Olive Gritmon Cohen.

He worked for Verizon for over 30 years, as a lineman, installer and repairman. After retirement, he and his wife moved to Palm Coast in 1995, and volunteered for the COP. He was a member of the Elks Lodge 2709, the Italian American Social Club of Palm Coast, President of the Shrine Club of Palm Coast, Past Commodore of the Anchor Boat Club, Palm Coast Yacht Club.

Mr. Cohen was a Mason, and was known as Very Right Worshipful Asa, and was a Grand Lecturer of the State of New York.

He was Past Master of the Sirius Sunshine Lodge F & AM 402, and Past Master of Bunnell Masonic Lodge F & AM 200. He and his wife enjoyed boating on their yacht, the AsaLin, making stained glass, growing orchids, cruising and traveling around the world, and doing his daily Sudoku puzzles.

He is survived by his wife of 49 years, the former Linda Maria Espino, whom he married July 4, 1971. Two children, Linda (Katrina) Ferguson of Palm Coast, and John Ferguson of Tampa. One granddaughter, Faith “Addie”. or the first time, the Ponce Inlet jetty was home to the 11th-annual May Day Memorial Surf Classic, which took place on Saturday, May 8.

Flagler Beach had always been the location of the event, but the lure of Ponce’s high performance waves and the organizational logistics brought about a change of venue for the event that brings awareness to heart health.

Haley Stephens, the event creator, was 14 when her mother died of heart disease at the age of 48. Ste-

phens’ mom, Dollie Sue Watson, was an intensive care unit nurse at the Halifax Health Medical Center and had suffered her first heart attack in 1998 at the age of 20. Stephens, at age 18, was still mourning the loss of her mom when she started the competition.

“I knew I could either feel sorry for myself or I could make a difference, and I wanted to make a difference,” Stephens said. “So that was the start of the surf competition. It has turned into this celebration of life and love and community and togetherness, celebrating not only my mom but all of our moms.”

Stephens said that it was an accident that the surf classic fell on Mother’s Day weekend. She had lost track of the day throughout the years and picked the second weekend in May for her first surf Minnow surfer Helen Chibbaro.

“Without moms, there would be no groms,” event announcer Travis Ajay said. “I have been doing this event for all 11 years and announcing for about 20. I helped Haley get it started. She’s my best friend.”

A total of 106 competitors, increased sponsorship and a whopping $8,586 in fundraising to be donated directly to the Halifax Health Foundation in memory of Dollie Sue Watson were this year’s record breaking numbers in comparison to the event’s previous 10 years. The proceeds are earmarked for the Center for Cardiology.

Professional surfers were sprinkled among the locals competing at the surf classic. Model and “Baywatch” actor Eros Exarhou placed first in the mens pro division while teenager Delaney Spruill placed first in the womens’ pro division.

Stephens is also a professional surfer, but she is mom to 2-yearold Mason and went out with the surf moms. Last September, she placed first in the women’s shortboard division at the ESA Easterns Surfing Championships.

“I hope that one day, if Mason would like to surf, I will support him,” Stephens said. “But my reason behind continuing with competitive surfing is to set a positive example for Mason to never give up doing what you enjoy doing and always try your best.”

Flagler tourism office salutes industry workers

BIZ BUZZ BUSINESS EXCHANGE, HIRING FAIR AT HAMMOCK

National Travel and Tourism Week: Travel and tourism supported over 5,000 Flagler County jobs in 2020.

In light of recent state and local government decisions to end mask mandates, the Palm Coast-Flagler Regional Chamber is encouraging business leaders to attend the Hammock Beach Business Exchange at 4-6 p.m. Monday, May 17, at the Hammock Beach Golf Resort and Spa. The Business Exchange is a part of the Hammock Beach Hiring Fair, which will occur prior to the event, where dozens of local businesses will be hiring future employees “on the spot” for open positions.

“Employers continue to recover from the pandemic and want Flagler County residents on their payroll,” said Palm Coast-Flagler Regional Chamber of Commerce President & CEO Greg Blosé.

“Flagler County’s workforce is nearly 48,000 strong, an increase of 2,000 from the beginning of the year. The chamber is happy to support any effort that helps residents find work so that our economy can continue to recover.”

Business leaders are also invited to attend the Business Exchange.

It’s the first such event since government-backed mask mandates were lifted. The event will be held outdoors, under a tent, at the Hammock Beach Golf Resort and Spa.

Flagler County’s tourism office — Palm Coast and the Flagler Beaches — celebrated this year’s National Travel and Tourism Week (May 2-8) with a salute to local industry employees who work so hard year round to make visitors’ experiences memorable.

This year’s theme emphasized the “Power of Travel,” and Tourism Executive Director Amy Lukasik could think of no better tribute than to honor tourism and hospitality employees, frontline workers, with a small travel bag with a branded luggage tag, and a variety of goodies.

“Our office felt it was important to direct all our efforts to thank the folks that show up day in and day out to service our visitors,” Lukasik said. “Flagler County received a very high customer service satisfaction rating – a 9.1 out of 10 – from visitors who were polled in 2020.”

The Tourism Office also coordinated with the city of Flagler

Beach to have message boards at the bridge with an acknowledgement to tourism and hospitality workers.

“Despite the hardships of the last year, Palm Coast and the Flagler Beaches is ready and eager to welcome back visitors and help drive Flagler County’s recovery efforts,” Lukasik said.

Travel and tourism significantly affects the economy of Flagler County, supporting over 5,000 jobs in 2020, generating over $4 million in economic impact by visitor spending and bringing in over $2.3 million in revenue solely from the bed tax in 2020.

National Travel and Tourism Week, the annual celebration of the contributions of the U.S. travel industry, will spotlight the critical role that travel will play in driving economic recovery efforts and building the path forward.

Gov. Ron DeSantis expects late this month to reinstate a requirement that people in the unemployment system submit weekly “work search” updates.

Referring to some businesses saying they are unable to find new employees as they regroup from the COVID-19 pandemic, DeSantis said unemployment claimants will likely have to start showing how they looked for work once an executive order waiving a worksearch requirement ends May 29.

“We suspended that last year at this time because, quite frankly, there weren’t jobs,” DeSantis said during an appearance at the Satellite Beach Police Department.

Florida’s unemployment rate stood at 4.7% in March, representing 475,000 people out of work from a workforce of 10.17 million.

The state Department of Economic Opportunity will release an April report on May 21. The rate was 13.8% in April 2020, after the pandemic forced businesses to shut down or dramatically scale back.

“Now ... you have a surplus of jobs, particularly in restaurant, lodging, hospitality,” DeSantis said.
