Superintendent Cathy Mittelstadt released a statement on April 20 discontinuing the hybrid classes as of the end of this school year, saying that “the majority of our students perform best when they are physically in our classrooms.”

This fall, Flagler Schools students will be back to their traditional two choices: in-person or online through iFlagler (visit www.iflagler.org through July 10 to register).

I echo Mittelstadt’s praise for the district during the pandemic: “Our teachers, staff, and administrators worked tirelessly.”

I have seen the dedication of our teachers first hand with my own children. Teachers have called our home when they had concerns; they have responded to texts and emails; they have given words of encouragement.

At 41 years old, I can still remember a handwritten note a high school English teacher named Joyce Teed wrote on my paper, encouraging me to “keep writing.” Teachers, your words make a difference.

SPARKING PROBLEMS 2:30 p.m. Dr. Martin Luther King Drive at U.S. 1 Hit and run. Witnesses called the Sheriff’s Office saying a Jeep had struck a pole, knocking the lines into the road, but kept driving.

Dispatchers called the utility service and had the power turned off while deputies found the Jeep.

The driver said she hit the pole but “did not know what to do.” Deputies issued her a traffic citation.

BEING A ‘TOOL’ 6:10 p.m. Karat Path at U.S. 1 Possession of a firearm by a convicted felon. A deputy stopped an SUV because its license plate was obscured by the refrigerator in its cargo area.

When the deputy approached the car, the passenger had a large knife in his lap. He said he’d been sharpening it. There was ammunition visible in the glove box.

The deputy asked the men if either of them was a convicted felon. They said no.

The deputy secured the passenger’s knife, and asked him if he had any other weapons. He said no. Later, while the deputy was talking to the driver, the passenger stepped out of the car.

The deputy secured him — and found a knife in his pocket.

The deputy asked why he’d said he didn’t have any other weapons. The passenger said the knife was a tool, not a weapon.

Deputies then found a gun in the car and discovered that the man was a felon.

Vaccination teams to disperse across county 41% of the county’s residents and 77% over 65 are now vaccinated.

Aiming to top the state’s list of counties for the highest percentage of residents vaccinated, the Florida Department of Health in Flagler County is planning to shift into a new phase of its vaccination efforts.

“Supply is now exceeding demand, so we are going be launching Phase 2,” FDOH-Flagler Health Officer Bob Snyder said on WNZF’s “Free For All Friday” on April 16.

That will mean closing down the vaccination site at the county fairgrounds in coming weeks but tripling community vaccination sites, including ones at businesses for employees: Coastal Cloud will be among them, as well as a number of bars and restaurants, Snyder said. The health department also expects to soon offer vaccines without appointments.

So far, Snyder said, a total of 47,357 Flagler County residents have been vaccinated, making up 41% of the county’s residents and 77% of residents over the age of 65.

All of the vaccines have proven effective against the UK COVID-19 variant, which is now the predominant one in Florida, said Dr. Stephen Bickel, the FDOH-Flagler medical director.

INSIGHTS ON COVID-19 ‘LONG HAULERS’ For some patients, getting over COVID-19 is just the beginning. A subset known as “long haulers” are emerging who continue to have symptoms weeks and even months after the virus has cleared their systems.

These patients can face both mental and physical challenges, said Dr. Cynthia Gries, medical director of AdventHealth’s lungtransplant program.

People who’ve had any level of COVID-19 can become long haulers, Gries said, ranging from hospitalized patients to those with mild cases who may have recovered at home.

Symptoms can include headache, fatigue, brain fog and shortness of breath, Gries said. To date, the majority of patients are women, and younger populations seem to be more affected.

In addition, the syndrome can bring a mental toll, Gries said. “I wouldn’t be surprised to see PTSD in these patients going forward,” Gries said.

Gries also advised patients who’ve had the disease to get vaccinated, but to wait three months post-COVID before doing so. Some have reported that getting the vaccine helped their longhaul symptoms, Gries added.

The county’s Emergency Management department will be offering the Pfizer vaccine for people 16 and up at the Flagler County Emergency Operations Center on April 23 (for more information and to register, go to https://flagler-covid.eventbrite.com), while planning is underway for evening Moderna vaccination appointments at the airport at 120 Airport Road.

A number of local pharmacies are offering vaccination appointments, although Johnson & Johnson vaccinations have been delayed while the CDC investigates potential connections between the vaccine and a rare form of blood clotting that occurred in six women shortly after taking it.

“It looks to me that it’s probably real … because it’s a very unusual type of blood clotting that you just don’t see in the general population,” Bickel said. “It’s looking like one in a million cases now, so extremely rare, but pretty dangerous. ... It also highlights the incredible safety of the mRNA vaccines, the Moderna and Pfizer, where we’ve done 100 million and nothing like this has shown up.”

With many appointments available for Moderna and Pfizer vaccines, Snyder said, people who’d signed up for the Johnson & Johnson vaccine but had their appointment canceled can opt for one of the mRNA vaccines instead.

A

n aquatic center entrepreneur is interested in buying or running the schooldistrict-owned Belle Terre Swim & Racquet Club — a potential boon to the School Board, which has agonized over what to do with the much-beloved but financially underwater facility.

But those talks are early, and would hinge on Palm Coast OK’ing the construction of an access road to the club from Belle Terre Boulevard, school district staff told School Board members at an April 20 workshop.

“If that can not happen, then it does not appear he’s interested,” district Adult Education Director Renee Stauffacher told the board.

The community gym and pool was gifted to the school district from the ITT corporation before the city of Palm Coast’s 1999 incorporation.

As it’s aged and needed more repairs, the facility — whose user base is largely adult, although district swim teams also use the pool for practice — it has become a financial burden that threatens to draw money away from the district’s core mission of educating

K-12 students.

That’s led the district to seek new options — including, potentially, partnerships with other local government entities or private businesses or organizations.

With the exception of board Chairman Trevor Tucker, who’s indicated his willingness to close it if the district can’t make things work financially, board members haven’t said what they’d do if such a partnership doesn’t materialize.

O n e e n t re p re n e u r h a s expressed some interest: Gus Calado, the CEO and head coach of Planet Swim Aquatics, a swim team program that operates facilities in Orange Park and Ponte Vedra Beach.

Calado has presented three options, Stauffacher told the board. Planet Swim could: 1)Buy the property 2)Lease it and take over operations 3)Partner with the School Board, leaving the maintenance of the facility’s grounds and capital projects up to the school district.

Calado told district staff he’d need to invest about $3 million to $5 million in the facility, in part to convert the tennis courts into another pool, Stauffacher said.

But he was concerned about traffic for the facility — specifically, the large, charter-style buses used for swim team events.

The Belle Terre Swim & Racquet Club is in a neighborhood, accessed from residential Patric Drive. Calado proposed meeting with the city of Palm Coast to discuss a potential access road, but that meeting has not yet occurred, Stauffacher said.

Board member Jill Woolbright asked district staff members if they had evaluated the property’s value in case the board decides to sell or lease it. Stauffacher said that the district has not yet done so.

School Board member Colleen Conklin asked whether the facility’s losses during the pandemic were in line with those of other district programs. Finance Director Patricia Wormeck said no — largely because of the Swim & Racquet Club’s fixed costs.

For example, if the district has a decrease in demand for VPK classes, it can cut its losses by hiring fewer VPK teachers. But when there are fewer users at the pool, it can’t just cut the lifeguard.

As it’s aged and needed more repairs, the facility has become a financial burden that threatens to draw money away from the district’s mission of educating K-12 students.

The facility is running at about a $95,000 deficit, Stauffacher said.

Flagler Schools Superintendent Cathy Mittelstadt said she’d invited local governments for a discussion of the facility’s future. But Palm Coast — the government body School Board members had been most hoping would help —didn’t attend. The Flagler County government, which already contributes $25,000 a year for the facility, would like to continue doing so.

“Other than that, it’s been silence,” Mittelstadt said. “I think that kind of speaks to their potential involvement going forward.”

Stauffacher said that the facility’s fees would have to rise substantially from their current $225 per year to support the facility’s operational and capital costs.

Board member Janet McDonald asked how steep the increase would need to be.

Stauffacher said that other comparable facilities — gyms with a pool — charge about $412 per year, on average. If the district raised its rates from $225 to $375 per year, it could cover operational costs, but would be “nowhere close” to meeting the facility’s capital needs, she said.

McDonald noted that the community is growing, and suggested that Palm Coast community members ask the City Council to get involved.

The city runs the community’s other aquatic center, the Frieda Zamba Swimming Pool on Parkview Drive.

“They close their pool down several months out of the year because they don’t want the expense, but that means all the service comes to us,” McDonald said. “... They could certainly partner with us in a different way than we’ve ever done before.”

Flanked by uniformed lawenforcement officers, Gov. Ron DeSantis on Monday, April 19, signed into law a controversial law-and-order measure sparked by nationwide protests that erupted last year after George Floyd’s death.

The law, which went into effect immediately, creates a new crime of “mob intimidation,” enhances riot-related penalties and makes it harder for local officials to reduce spending on law enforcement.

The measure (HB 1) has been one of the 2021 legislative session’s most contentious issues, with all Republicans but one — Sen. Jeff Brandes, R-St. Petersburg — supporting it and all Democrats opposed.

At a bill-signing ceremony in Polk County, where he announced the framework for the plan in September, DeSantis boasted that the measure “is the strongest, anti-rioting, pro-law enforcement piece of legislation in the country.”

The law, which also makes it a felony to tear down statues or monuments, includes giving the governor and Florida Cabinet authority to override local officials’ decisions to reduce law enforcement spending.

Critics of the measure contend that it unconstitutionally infringes on the right to freedom of speech and to assemble and will result in lawsuits. A number of organizations issued statements Monday condemning DeSantis’ approval of the law.

Transgender athlete bill passes House The Republican-dominated Florida House on April 14 passed a bill that would ban transgender girls from playing on girls’ and women’s high-school and college sports teams.

The proposal (HB 1475) would make participation in athletics contingent on determining students’ “biological sex,” a disputed term that refers to the sex assigned at birth.

The “Fairness in Women’s Sports Act” passed the House on a 77-40 vote along almost straight party lines. The vote sets the stage for the House to try to reach agreement with the Senate, which has a bill that differs from the House measure.

The National Collegiate Athletic Association, the main governing body for college sports, released a statement saying championships may only be held in “locations where hosts can commit to providing an environment that is safe, healthy and free of discrimination.”

Some Democrats took issue with part of the bill requiring examinations of students whose sex is called into question.

Under the measure, schools would have to resolve disputes “by requesting that the student provide a health examination and consent form or other statement signed by the student’s personal health care provider which must verify the student’s biological sex,” determined by their reproductive anatomy, genetic makeup or “normal endogenously produced testosterone levels.”

The Senate version (SB 2012) includes a carve-out for transgender girls who have been on hormone therapy to lower their testosterone levels for at least 12 months.

Barbosa rebuked over effort to fire city manager City Councilman Victor Barbosa had accused his fellow council members of complicity in corruption when they didn’t support his proposal to fire city manager Matt Morton.

Mayor Milissa Holland and Vice Mayor Eddie Branquinho both chastised Councilman Victor Barbosa during an April 13 City Council workshop for alleging that his fellow council members were corrupt because they hadn’t supported his efforts to fire the city manager.

Barbosa’s dispute with City Manager Matt Morton centered on code enforcement: Barbosa, who’s driven around Palm Coast neighborhoods making Facebook videos of apparent code enforcement violations and reporting the violations to Morton by email, was displeased that Morton had told the city’s code enforcement manager to file Barbosa’s complaints under Barbosa’s name.

Barbosa accused Morton of having the violations categorized under Barbosa’s name in order to undermine Barbosa’s political prospects. Morton said he was doing it to keep track of Barbosa’s complaints.

Some of the violations for which Barbosa had been listed as a complainant weren’t ones he’d specifically mentioned by house number, but occurred on streets where he’d told Morton about a handful of individual violations and then added that there were others on the same street.

When Barbosa complained about the code enforcement issue at an April 6 council meeting and asked his fellow council members to second his motion to

fire Morton, none did.

At the meeting, and again afterward in a Facebook Live video, Barbosa suggested that his fellow council members’ refusal to fire Morton made them complicit in corruption.

But Branquinho, speaking at the April 13 workshop, said he didn’t see Morton’s behavior as evidence of corruption.

“Mr. Morton,” Branquinho said at the workshop, “If I ever come to you with a complaint stating that ‘1, 2, 3, 4 or 5 Eric Drive has violations, and also, there’s more violations on Eric Drive,’ I would like you to do me a favor: Please, put my name on it. … Some people think that’s corruption; I think it’s professionalism.”

Branquinho, noting that it’s illegal to drink and drive, said it should be illegal to drink and post on Facebook, too — implying, without evidence, that Barbosa had been intoxicated when posting his Facebook videos.

Barbosa interjected that he doesn’t drink.

Branquinho reminded Barbosa that he’d need to be able to work with his fellow council members to get anything done.

doing is a power trip,” Branquinho said, “because if it is, you should read the city charter and realize that the only power you have over here, it’s one vote out of five.”

Branquinho said he had two bottles: a huge bottle of honey, and a small one of vinegar.

“The honey towards you, it’s almost down,” he said to Barbosa.

“The vinegar will start soon, and I think you’re going to taste a little bit of that today.”

Holland said that while Barbosa has free speech to post whatever he finds appropriate, calling fellow council members corrupt on Facebook doesn’t promote the council’s ability to work collaboratively.

“You’re not always going to get two others to go along with you,” Holland said. “But that does not mean that we’re bad people, and it certainly does not mean that we’re engaging in behavior that’s not becoming of a council member. So please, just respect that in the future.”

weren’t satisfied: The presentation looked at just two options — closing the road or leaving it as-is — but not at possibilities like adding signage or working with the county government to come up with a solution.

Mayor Milissa Holland said she’d like to see the city check with the county about what the county may be willing to do, since C.R. 325 is a county road.

“That’s just not been done, so to sit here today and say we’re going to take action and then go to the county and see what they’re able to do or willing to do puts us in a very awkward position,” Holland said. “I’m very uncomfortable moving forward.”

that closing Slow Way would leave drivers on County Road 325 with no easy exit, since the road dead-ends without a cul-de-sac. He said he’d spent a half hour on Slow Way to check the traffic, and saw only one car.

Councilman Nick Klufas also worried about a large vehicle getting stuck on C.R. 325 if it couldn’t exit on Slow Way, but also about the possibility of someone being struck by a reckless driver.

“That weighs heavily on me, because it’s really just a comparison of the inconvenience that this creates versus potentially saving someone’s life,” Klufas said.

Councilman Ed Danko said he supported a closure.

“I have concerns, like Councilman Klufas, that we’re looking at an inconvenience versus a possible injury or death,” Danko said.

Councilman Victor Barbosa proposed tabling the proposed closure and having city staff investigate more options, including working with the county.

The council voted unanimously to table it.

A proposed 300-unit, ninebuilding apartment complex called Pointe Grand received the City Council’s approval April 20 in a 3-2 vote.

Mayor Milissa Holland and council members Ed Danko and Nick Klufas voted in favor of the apartment complex, while council members Eddie Branquinho and Victor Barbosa voted against.

The council’s role was limited to determining whether the proposed development met the requirements of the city’s comprehensive plan.

The land, 157.67 acres on the northwestern side of Pine Lakes Parkway about halfway between Palm Coast Parkway and Belle Terre Parkway, had been zoned for multifamily development since before the city’s incorporation in 1999.

Branquinho said he objected to the proposed development because of its density, but City Attorney Bill Reischmann said density was outside of the council’s purview.

“We are not allowed to take back the vested rights that this property owner has today with regard to density,” Reischmann said. “... We are only talking about whether the specific arrangement of the density on this site meets our code. ... The competent, substantial evidence supports a finding that the application has met the legal standard.”

Apartment complex gains city approval

Council delays decision on Slow Way closure For the second time, the Palm Coast City Council has delayed a final decision on whether to close a small road that links a residential S-Section neighborhood to County Road 325.

The city had voted on Feb. 16 in favor of an ordinance to close the road, known as Slow Way, finding that aggressive drivers who used the road as a cut-through endangered nearby residents.

People who lived nearby and supported a closure had complained of heavy traffic, including commercial vehicles, that repeatedly knocked down a stop sign on the road and tore deep ruts in the corners of properties abutting the road’s intersections.

But ordinances require two City Council votes, and after the first one, other residents showed up at council meetings and said they would be inconvenienced if the road closed, prompting the council to ask city staff to investigate further and report back.

City staff did so, and the city’s traffic engineer gave a presentation to the City Council at its April 20 meeting.

How do we balance property rights and growth?

We get a lot of complaints from people that Palm Coast is growing too fast.

I’m in favor of property rights, but I want to make sure our growth is reasonable.

So there was something that came up last week, an apartment complex at the end of Pine Lakes. It was certainly within their right, but it was 300 units, so you’ve got to figure at least 600 cars. I raised the issue of, “Have we done an in-depth traffic study?” And apparently, we haven’t done it. I said, “Well, this is my district. I want to know the impact on Pine Lakes Parkway. … Before I can vote on this, I want a traffic study.”

The rest of the council agreed with me, so they’re back doing a study.

We have to be responsible. I’m not opposed to growth — this is the land of opportunity. But if we can’t handle it, we then have to think a little bit more about what we’re doing.

In 2020, you said the city “has sent a loud and clear antibusiness message.” You then said, “I will work hard to change that.” Now that you have firsthand experience in City Hall, has your opinion changed?

We have to look at the sign ordinances on work vehicles.

It’s a huge issue for businesses.

Why are we ashamed of working people in this town?

When your A/C goes out, and that guy pulls into your driveway, with his signage, you’re happy to see him. So why aren’t you happy to have him live next door to you?

That’s something I’m going to be pushing to change. It’s anti-American, as far as I’m concerned.

We don’t live in a country club. We live in a city that started out as a retirement community that has now developed into a working community. We want to attract industry here. So why would a business come here and set up shop and spend money if their employees couldn’t drive their trucks home?

Would you agree that there are a lot of workers who would struggle to afford living in Palm Coast?

DON’T MESS WITH … PALM COAST?

Then you don’t live in Palm Coast.

When I started out, I commuted an hour until I could afford my first house. During that time, it wasn’t like, “Gee, this is unfair; I should have affordable housing right next to where I work.”

Couples work, and let’s say they each make $50,000. That’s $100,000. If you can’t afford to live in Palm Coast, Florida, on $100,000 a year, you’re not managing your money correctly.

You have to set your own priorities. If you want new cars every year, and you want to buy the widescreen TVs, then maybe you can’t afford it. But you have to set your priorities as a family.

It’s not up to us set that for people. This is America. You’ve got to make your own bed. This is a very affordable place to live, compared to other places.

I don’t buy this affordable housing argument at all.

City Councilman Ed Danko believes Palm Coast has a litter problem and that the city should adopt steeper fines and a campaign similar to “Don’t mess with Texas.”

His suggestion? “Keep it classy, Palm Coast.”

What is your personal strategy for building a consensus on the City Council?

You have to present an intelligent argument.

Let’s talk about dredging. I believe we have about 22 miles of saltwater canals in Palm Coast.

Dead center in those canals have gone from 12 feet to 3 feet in some places. Now you have some larger boats that have to go in and out during high tides. These canals haven’t been dredged in 25 years. They need to be dredged, and it’s not going to be cheap — maybe $40 million. We have to plan for that now.

I brought this up yesterday (April 13), and no one else had given it any thought, and everyone (on the City Council) agreed that it was something we needed to look at. So that’s a way that you get your voice across.

Also, the public needs to be engaged. We saw that at Palm Harbor over the cell tower. We had 30-40 people show up, and the rest of the council got on board.

Do you have aspirations to “move up” to another political office?

Am I announcing that I am running for Congress today? Not today. When I do announce for Congress, you’ll be my first call.

Do I have other aspirations?

Probably, but I don’t know where they’re going to lead me, as long as I have my health and my brain.

In your campaign photo, you wore a Make America Great Again hat. Are you channeling Trump?

In 10 years, what are some ways that Palm Coast could be better than it is now?

I support Trump — the policies.

You’ve got to remember: Donald Trump came in here and took a terrible economy and drove unemployment down. He brought businesses back to America. What we are seeing in this administration is horrifying.

I want to keep the quality of life that we have. We must have fire, we must have EMTs, we must have roads, your water must work. That’s a focus right there is maintaining. We’re going to spend more money to get more deputies, so we have to find places to cut. We need to tighten our belts. I want to offer an incentive to our city workers to come up with a way to save money.

In this pandemic, every single worker was deemed essential.

In corporate America, or small businesses, every worker was not deemed essential. This is a government thing, and you start thinking that you’re protected.

The city staff could be too big.

FCSO de-escalates two high-risk incidents Golf company sues Mullins

Flagler County Sheriff’s Office deputies de-escalated two potentially dangerous incidents within 48 hours on April 15 and April 17.

“Unfortunately, law enforcement has become the default mental health agency due to the lack of funding and resources available,” Sheriff Rick Staly said.

“In these dangerous instances, our deputies did a great job using their training to safely de-escalate these incidents and resolve them without anyone being injured.

I’m very proud of our team.”

On April 15, the FCSO responded to 1730 Berrybush St. in Bunnell after dispatchers received a call from a neighbor who said they could hear gunshots.

deputies established a perimeter. Eventually, the SWAT team detained the resident.

The house was riddled with bullets from the inside, and a search of the house recovered multiple firearms and ammunition.

The man told deputies that he was a military veteran and had “seen enemy in the tree lines” and that he was “ready to go to heaven.”

The man was secured under a Baker Act and taken to Halifax Hospital.

Further investigation revealed that he was a Vietnam War veteran and was having flashbacks.

On April 17, dispatchers received a call from a woman saying that her ex-boyfriend, 34-year-old Joseph Bourke, was refusing to let her collect her belongings and was threatening to harm her via text messages and threatened to attempt “suicide by cop” if she called law enforcement.

FCSO Deputies, K-9, and SWAT responded to Bourke’s residence on Breeze Hill Lane in Palm Coast and established a perimeter.

Negotiators spoke with Bourke on the phone and tried to per-

suade him to come outside, but Bourke replied, “I ain’t going peacefully.”

Throughout the incident, Bourke was tapping on his windows, hanging out windows and running in and out of his home in an attempt to engage with deputies. Bourke was finally struck with a non-lethal round, which immobilized him.

Bourke was then taken to the Sheriff Perry Hall Inmate Detention Facility and charged with Written Threats to Kill and Domestic Battery. He is being held on $15,000 bond.

Bourke has a criminal history in Flagler County dating back to 2008 for multiple charges.

On April 5, 2018, four people showed up to The Masters golf tournament with badges that they had paid for. But the wouldbe attendees were stopped at the gate to Augusta National; their badges had been flagged as invalid, and they were escorted out by security, feeling humiliated.

They weren’t alone. In a twohour period, 19 others had the same experience. The 23 total flagged badges had one thing in common: all were purchased directly or indirectly from Joe Mullins, or were held by people traveling with Mullins’ invalid badges. The company that arranged the purchases, Golf Travel, confronted Mullins to ask what had happened.

Mullins, now a Flagler County commissioner, is being sued for about $2.4 million in a federal court in Georgia (along with his company, Mullins Sports and Entertainment) for fraudulently promising access to The Masters for dozens of people in not only 2018 but also in 2019.

Golf Travel said its reputation was damaged and that Mullins knew the tickets were fraudulent.

The company accuses Mullins of continually lying and dodging demands for explanations.

Mullins told the Augusta Press on April 19, 2021, that he had “honored all agreements” relative to The Masters tickets. When the Observer asked Mullins to clarify why so many were turned away, he responded via email on April 20: “It’s a frivolous lawsuit and my attorneys are handling.”

Golf Travel’s $2.4 million claim is the sum of $114,000 for undelivered tickets and badges; $815,000 in lost profits; and $1.5 million in damages and attorney’s fees.

Challenged on trans accommodations, district cites law The district doesn’t have the right to ‘out’ LGBT students, Board Attorney Kristy Gavin said.

By protecting transgender students, the school district is following the law, district staff said to a skeptical audience at an April 20 School Board workshop.

Almost 70 community members attended the workshop to address the board on the district’s accommodations for transgender students, although the board was not scheduled to vote on the subject: Trans-related issues were on the agenda only as a staff presentation about the district’s existing practices.

Most of the people who spoke objected to district guidance that bars school personnel from “outing” a student to their parents as transgender or gay, lesbian or bisexual against the student’s wishes. A smaller number said they opposed trans students’

rights to access the locker rooms and restrooms that align with their gender identity.

A few spoke in favor of trans students’ rights.

But most of the issues were already settled, district staff said, not so much by the School Board as by the law.

Board member Colleen Conklin asked School Board Attorney Kristy Gavin for some clarity.

“Kristy, just yes or no: Is it illegal to ‘out’ a student?” Conklin said.

“Yes,” Gavin said. “We could be finding ourself with a lawsuit.”

Conklin said it was great that the people who thought the district should “out” students to their parents came from accepting families. But, “Not all students are in that environment,” she said.

She noted that homeless teens are disproportionately likely to be LGBT, because LGBT children are kicked out of their families or subjected to violence at home.

“Students deserve to come to school and be safe, and we have an obligation to follow the law,” she said. “The bottom line is ... it is illegal for that information to be shared at this moment in time.”

Board member Jill Woolbright was displeased that district staff created procedures without informing the board and had attended a workshop held by the LGBT advocacy group Equality Florida, calling it “extreme,” political and partisan.

She then suggested three conservative-leaning activist groups that she said the district could have consulted instead.

She added that she was concerned about girls’ privacy in

bathrooms — suggesting the district look at making stalls more private — and that students who disclosed their gender identity or sexual orientation to a school guidance counselor were given an opportunity to “rate” how unsupportive they believed their parents were.

“If they haven’t ‘outed’ to their parents, how do they know how to rate their parents?” she asked.

Gavin said students may be aware of their parents’ views on transgender issues, since they’ve become a hot-button topic.

Woolbright said that any trans student seeking accommodations such as switching pronouns would likely eventually be outed to their parents anyway, and she felt parents should be the first to know, not the last.

Board member Janet McDonald agreed.

“This is not equity, this is special exception,” she said. “And how many other groups — I don’t know what other groups there would be — but how many other groups or how many other people have requested that we carve out a special way for us to interact with them, that we can think of?

Because I couldn’t think of any.”

She said the district should not be creating more work for teachers, who have enough to deal with covering the curriculum and shouldn’t have to worry about

using the wrong pronoun.

“I think that’s really beyond the call of duty for our teachers,” she said.

Teacher Abbey Cooke, speaking in the meeting’s public comment period, said teachers already make accommodations for students for other reasons.

“It’s our job to protect our students’ privacy, and that doesn’t put more work on me as a teacher: I have safety plans, I have 504s, I have IEPs, so this is not going to be any different” Cooke said, referring to procedures for accommodating students with physical, behavioral or cognitive exceptionalities.

Board member Cheryl Massaro said it’s imperative to remember that there are all kinds of parents out there — including bad ones.

She’d been presented with the opportunity last year to work with a transgender student, she said, “who was petrified — petrified — to tell her family ... for fear that she was going to be physically hurt.”

In some families, Massaro said, “... that parent will beat the crap out of that kid, because it’s ‘not right,’ because it’s ‘not acceptable.’ And I don’t think there’s a person in this room who’d want to see that happen to any child.”

The board did not come to a decision on which procedures, if any, to revisit.

Flagler County commissioners — who’ve taken an oath to support the constitution — passed a resolution saying they support the constitution, during a commission meeting April 19.

The proposal originated with Commissioner Joe Mullins, who’d initially suggested making the county a “Second Amendment sanctuary county,” but broadened his proposal at the suggestion of Commissioner Greg Hansen.

“I think it’s very important that this county stands strong, shows that we stand behind it,” Mullins said, “and as some places have done sanctuary cities for immigration, we can do sanctuary for our constitutional amendment, our rights.”

Saying he believed constitutional rights were under attack, Mullins said, “The First Amendment, we’ve seen a president stripped of it while he was a president; we’ve seen the Second Amendment is facing challenges.”

Several residents said they supported the resolution, echoing Mullins’ comments about

gun rights and incorrectly describing speech restrictions by social media companies as First Amendment violations.

(The First Amendment protects against government restrictions on speech, not restrictions by private businesses).

Commissioner David Sullivan supported the resolution for educational reasons.

“By putting forth this resolution, maybe it will give people a chance to review that with their children,” Sullivan said.

Some locals suggested that the resolution was a political stunt.

“This is rightwing nonsense, and you’re all falling for it,” resident Mike Cocchiola said.

He noted that two commissioners — Hansen and Sullivan — were veterans.

“You don’t need to reaffirm you Americanness,” Cocchiola said. “... Are we going to take it to the ultimate extreme that someday everybody has to carry a copy of the Constitution like they did in Communist China during the Red Surge?” he asked, referencing the “Little Red Book” that Chinese citizens felt compelled to carry during the Cultural Revolution.

Jane Gentile-Youd said commissioners should be focusing on their responsibilities to residents.

“Your job is to take care of the needs of the residents of your district and the entire county,” she said.

Commissioners voted 5-0 in favor of the resolution.

he Flagler Palm Coast boys team finished third overall at the district championships on April 16. The team scored 110 points to finish behind second place Lake Mary(117.50) and champions Sanford Seminole (144.50).

The FPC girls finished fifth as a team, scoring 64 points.

any Pirates had top finishes in their respective events over the course of the day at this year’s 3A District 4 championships on April 14. Along with individual finishes, both the boys and girls teams finished third respectively. The boys scored a total of 85.5 points on the day and the girls finished with a total of 109 points.

Due to scheduling as well precautions about COVID-19, preliminary rounds were eliminated and all events were finals.

Here are some of the highlighted finishes of the day: Taylor Washington took first in the girls 100m hurdles in 16.35 and finished second in the girls high jump, clearing 1.52m. She also took second in the girls 300m hurdles in 51.22.

JaDashia Catlin and Jayce Friendly had runner-up finishes in the girls and boys 400m, running 1:01.06 and 51.66.

Mishael Souverain won the boys 300m hurdles in 41.60.

Tinaya Walker and Elektra Engblom had a 2-3 finish in the girls long jump, jumping a distance of 4.76m and 4.71m respectively. Engblom also took third in the girls 200m, running 27.76.

The Pirates capped off the day by finishing third in both of the 4x400m relays. The girls (Catlin, Hulsey, Allen and Youngman) 4:27.20, and the boys (Souverain, Miller, Friendly and Gaines) finished in 3:34.20.

Jordan Youngman took third in the girls high jump, clearing the bar at 1.47m.

Bradyn Cox won the boys discus throw with a final mark of 44.49m.

Flagler Palm Coast girls tennis win regional semifinals

Kylie Terrell, a junior at Flagler Palm Coast High School, and a midfielder on the lacrosse team, will be representing Flagler County and North Florida as she competes in the U.S. Lacrosse National Tournament held in Maryland in May. Tryouts were held in Jacksonville for the North Florida team on March 28. She competed against more than 60 girls for a chance to be selected to play on the North Florida team, and was one of 18 selected to participate.

The tournament is one of the largest women’s lacrosse events, with over 60 teams competing.

She also made the North Florida team in 2019, but due to COVID, the 2020 tournament was canceled. Terrell is excited for a second chance to play for this team at the national tournament, in part because it will give her an opportunity to showcase her skills in front of college coaches.

When asked what she likes best about playing lacrosse, she said, “Meeting new people and making new friendships both on and off the field.”

Terrell plays lacrosse year round; she plays on a travel team out of Orlando called Storm Select. What does she like to do when she’s not playing lacrosse?

“I like to barrel race and hang out

uane Hagstrom has been coaching weightlifting at Flagler Palm Coast High School for 19 years. During that time, he’s coached many state medalists (both boys and girls), with his first state champion being Robert Paxia in 2008 (who now is the head football coach at Lake Gibson Senior High School). Since then, five more have joined the exclusive club of champions, and Isaiah Rivers, Domonique Bennett and Malakai Grant hope to be the next group of Bulldogs to join the group.
