The gift of light

I took my 6-year-old daughter, Kennedy, for a walk the other day, and the sun was hotter than she expected. She burns easily, so I sprayed her with sunscreen multiple times, but she still got stressed out as her arms started to turn pink. She felt powerless.

“This horrible sun!” she shouted.

I was about to commiserate with her and add my own complaints about the hot Florida sun, but then, as she often does, she magically changed her attitude — which also changed mine.

“But,” she said, “I guess the sun is also good because it gives us a day, so that we can go out and exercise.”

In other words, daylight is so wonderful that it’s worth the risk of sunburn.

Gratitude is power. Gratitude is peace.

If you are feeling lonely or overwhelmed, you might try what Kennedy did: Find something to be grateful for; it might be the same thing you are worried about, just seen a different way.

Burglary of a dwelling with assault/battery. A man sold another man a motorcycle, but warned the buyer that the title would only be provided after the buyer completed all payments for the motorcycle.

Later, the buyer arrived at the seller’s house demanding the title, even though the buyer still owed money on the bike. When the seller told him to get off his property, the buyer stepped into the seller’s home, yelled at him, approached aggressively with clenched fists and spit on him.

The seller had surveillance video of the spitting incident and turned it over to deputies, who arrested the spitter.

Grand theft of a motor vehicle. A man hired a worker who was dropped off at the job site in the morning, but didn’t have transportation home in the afternoon and asked to use the man’s car.

The man let him take it with a guarantee that he’d return it by 7 a.m. the next day. But the worker didn’t bring the car back and didn’t return the man’s calls, so the man called the Sheriff’s Office, which listed the car as stolen.

At about 4 p.m. the same day, the worker brought the car back, saying he’d fallen asleep and had

A deputy on patrol noticed a woman operating an all-terrain vehicle on the roadway. When the deputy activated lights and siren to stop the ATV — which wasn’t street-legal — the woman looked over her shoulder at him and then sped off, running multiple stop signs.

A Bunnell police unit was able to cut her off and stop her. She said she hadn’t realized the deputy was trying to pull her over.

She was arrested.

THE WRONG SORT OF DRINKING 7:27 a.m. 100 block of Belle Terre Boulevard Battery on an officer. A deputy responded to a coffee shop after a staff member called law enforcement about a belligerent woman in a purple sweater who was intimidating customers.

When deputies arrived, they found the woman rambling about past incidents and smelling strongly of booze. The woman approached one of the deputies aggressively.

When the deputy tried to restrain her, she started swinging, kicked him in the leg, and threatened to spit on another deputy.

Deputies arrested her.

Over 76% of Flagler County residents 65 and over have been vaccinated for COVID-19, and the total number of residents vaccinated as of April 9 was 43,672.

“We’re getting closer and closer, as each day goes by, to being a safer place,” Florida Department of Health-Flagler Health Officer Bob Snyder said on Flagler Broadcasting’s “Free For All Friday” radio program.

The Health Department has vaccination appointments available, and may soon open things up so that appointments aren’t required, Snyder said.

So far, Snyder said, the Health Department has provided over 30,000 Moderna vaccinations at the fairgrounds vaccination site, and has seen no major negative reactions to the vaccine.

After a brief increase in case numbers, case numbers are slowing again, Snyder said.

Daily numbers have dropped from 23-24 a day to 13-14 a day, while hospitalizations for COVID-19 symptoms were also dropping and numbered six as of April 9, Snyder said.

‘Competing with the government’ Employers struggle to attract job applicants.

T

he Peach Valley Cafe West location in Ormond Beach didn’t lose many workers during the pandemic. But when the cafe did have vacancies, General Manager Brad Disch noticed something unusual: People would apply for a job, but would always seem to have an excuse for why they couldn’t make it to the in-person interview.

He’s experienced at least 12 noshows a week in the past couple of months when conducting new employee interviews.

Regardless, the positions have to be filled, and one can’t get so discouraged as to stop trying all together, he said.

“It just takes time and effort, and obviously it’s frustrating when people don’t show,” Disch said. “We try to do the best to try to create a safe, clean working environment so that people want to work with us.”

INCENTIVES

Employers across the country have noticed that it’s getting harder to find staff. Many blame it on the unusually generous unemployment benefits the federal government has implemented in reaction to the pandemic.

When people are getting about as much money for staying home as they’d be able to make in the available jobs, some employers say, some workers will opt to do so — especially when working puts them and their family at heightened risk of getting COVID-19.

In the past, the state Department of Economic Opportunity would call employers to verify that individuals on unemployment had actually followed through with job applications.

But Disch said he hasn’t received a call like that “in years.”

Flagler County Commissioner Donald O’Brien said his clients

have had a difficult time attracting employees.

“There’s a lot of incentive to stay home at this point, and people respond to incentives,” O’Brien said. “We talk about $15-an-hour minimum wage — it’s definitely happening now, because of the need to have to pay that to get people to show up.”

MARKET SHIFTS

CareerSource President and CEO Robin King suggested other factors may be causing or contributing to the no-show phenomenon.

Of the 85,963 people who filed unemployment claims in the Flagler-Volusia area since March 2020, only about 12% are still receiving unemployment, she said.

With so many positions open, it’s possible that job seekers are quickly finding jobs and not bothering to cancel other interviews they’d set before finding work, she said.

“Prior to COVID, when we would hold business focus groups, the number one skillset that the businesses are in need of are those soft skills,” she said, “that they show up on time, keep their appointments.”

Large employers who have recently moved to the area — Amazon and the Buc-ee’s convenience store chain among them — might also be drawing many applicants who’d otherwise be taking restaurant and hospitality jobs, she said.

About 46% of Volusia and Flagler residents who worked in accommodations and food service lost their jobs in April 2020, and some likely used their time away from work to retrain for more lucrative positions, including health care ones, King said.

“If you’re in hospitality, you have the customer service skills,” King said.

COMPETING WITH THE GOVERNMENT

Restaurants — especially small, local ones — often operate with a relatively narrow profit margin, vulnerable to sudden changes.

It’s not easy to just increase wages to attract more people, said John Lulgjuraj, owner-operator at Oceanside Beach Bar & Grill in Flagler Beach and president of the Flagler Beach Business Bureau.

Lulgjaraj is short by abut 20 or 25 staff members: He has about 65 and would like to have closer to 90.

But, like Disch, he’s getting lots of no-shows.

He’ll schedule managers to come in and conduct interviews.

But, he said, “we’re sitting there waiting, waiting, and the majority of the day is just sitting around waiting for people who never show up.”

“It’s such as waste of time and money,” he added.

With Flagler Beach Business Bureau Vice President Scott Fox, owner at the Tortugas’ Florida Kitchen and Bar, Lulgjuraj wrote a letter to Gov. Ron DeSantis, asking the governor to “turn the state unemployment benefit into an EMPLOYMENT benefit” that pays people who are working.

“As business owners we understand our obligations, we know how to compete with and against each other, we compete with the weather and hurricanes but NEVER had to compete with our government,” the letter states. “... We are all short staffed; out of 100 applications we may have received the last month, a handful show up to their interview.

We found out that people that are receiving unemployment ‘must be actively searching for work’.

We are being played.”

Lulgjuraj said he gets why people may want to stay home.

“It’s a tough situation,” he said.

“I can’t blame Americans for saying safe and not wanting to work. But also, I know that if the government wasn’t stimulating them, we wouldn’t have as big of a problem.”

If things don’t change and Lulgjuraj has to further increase staff pay, that would be hard to do without also raising prices of items on the menu. But that comes with its own costs, as the menus would have to be redesigned and reprinted.

So, what can be done?

For Disch, it’s been continuing to advertising job postings on social media and sites like Craigslist until one or two new employees follow through, he said.

“Now, we have to figure out a way to get people to want to work again,” Disch said.

‘GET MORE PEOPLE TRAINED’

Public-facing positions in the restaurant and tourism industries aren’t the only ones seeing a dearth of applicants.

For the local manufacturing sector, a shortage of a skilled labor workforce isn’t a new problem.

and CEO of the Volusia Manufacturers Association.

“We really thought that the COVID (pandemic) was going to help us, from this perspective: That so many people were disrupted in the tourism industry,” Fifer said. “We thought, ‘Boy, if we can capture them, and make them aware of what’s available in manufacturing, that maybe we could at least fix the pipeline a little bit.’ And we’re not seeing it.”

One of the roles of VMA is to build awareness of local manufacturers, of which Volusia and Flagler counties have over 450, said Fifer, all in diverse industries including boating, medical, food, and engineering. With an average wage of $58,000, Fifer said VMA is constantly working to inform the public that manufacturing is a viable career path, oftentimes with entry level wages starting at $15 an hour.

Recently, an advanced manufacturing technician training program was made available in the community, a “learn while you earn” opportunity that sponsors students to work at local companies while attending Daytona State College. It guarantees those who finish the two-year program an associate’s degree and a job.

It’s programs like this that the VMA advocates for.

“Get more people trained,” Fifer said. “Get more people in the jobs that we have.”

She has heard of people declining to return to work after being on unemployment, but she questions whether these individuals are thinking long term.

In that same vein, she also doesn’t know why the furloughs in industries harder hit by the pandemic didn’t motivate individuals to seek jobs in manufacturing.

“If somebody could come up with that answer then we could solve it,” Fifer said. “I have no idea. Where were they? They’re talking about hundreds of people out of work.”

“We are doing everything possible to sustain our businesses, but it’s time we stop competing with our government for who people are getting their paychecks from.”

The University of North Florida, the city of Palm Coast and other MedNexus partners announced new developments and initiatives for UNF MedNexus in Palm Coast on April 12, including the expansion of educational and developmental programs and scholarship funding to produce high-quality, trained nurses and medical professionals.

UNF President David Szymanski, Palm Coast Mayor Milissa Holland and MedNexus partners were onsite to officially announce the UNF MedNexus location within the Town Center of Palm Coast at 145 City Place, where construction is currently underway on classrooms, offices and a skills lab for nursing students.

UNF MedNexus in Palm Coast will have an inaugural cohort beginning in fall 2021 and is in the process of appointing a program director from the local area.

Career days for local high school students will be held this summer for those interested in pursuing health care education, and plans are underway by the UNF’s Center for Entrepreneurship and Innovation to host a Health and Medical Innovation Challenge for Palm Coast high school students in the fall.

Szymanski and Holland also announced that $1 million in scholarships will be given to local students as part of the UNF MedNexus scholarship program. This local investment, in collaboration with the city of Palm Coast, will allow MedNexus Palm Coast scholars to gain access to the UNF Brooks College of Health School of Nursing.

Should Palm Coast’s parks and recreation facilities increase their user fees? The city last reworked its fee structure in February 2018, leaving it due for an update, Parks & Recreation Director Lauren Johnston said during an April 13 City Council workshop.

“We’re seeing a wedge between operational revenue and increasing maintenance costs,” Johnston said.

The city charges for Tennis Center court reservations and passes, Aquatics Center pool pavilion fees and passes, Palm Harbor Gold Course green fees, Community Center room rentals, park pavilion rentals and athletic field permits.

Maintaining those amenities benefits even people who don’t use them directly, by improving home values, she said.

“The real estate industry says time and time again that people are willing to pay more for their home with proximity to a park,” Johnston said.

She suggested that the city’s staff reconsider fee options for the various use types. Mayor Milissa Holland favored that idea.

MIXED REVENUE RESULTS

Palm Coast has so far received $656,000 in Local Option Fuel Tax money and expects to end fiscal year 2021 on budget, but faces a deficit of $1.6 million for fiscal year 2022, Financial Services Director Helena Alves said.

The city’s Small County Surtax money is coming in higher than budgeted, Alves said. That money will be used to fund the city’s new public works facility.

The city’s half-cent sales tax money is also coming in higher than budgeted, though the city had budgeted expecting a 22% reduction.

“We are not seeing that in the numbers, so that is good news,” Alves said.

The city’s Communications Services Tax is so far on budget, as are state revenue sharing and property taxes, Alves said.

Meanwhile, the number of homes built in the city this year is expected to exceed last year’s total of 1,020, said City Manager Matt Morton.

“The new residents that are coming increases our level of service; our capability is stretched to meet that demand,” he said.

Other indicators of residential construction activity, like PEP tank installations and the number of new cutility bills, are also trending upward.

Even though Palm Coast has been fining trash hauler Waste Pro for skipped pickups and delays, Palm Coast residents are happy enough with their garbage and recycling service that city leaders have opted not to make major changes as the city considers a new solid waste contract.

“A change in service is a big shift. ... I think it would change the whole landscape of our community,” Mayor Milissa Holland said at an April 13 City Council workshop.

“But we want to negotiate the best possible cost for our customers.”

Palm Coast residents pay $20.36 a month for twicea-week garbage pickup and once-a-week recycling, yard waste and white goods/ bulk pickup.

But changes in the international recycling market, in particular, have pushed solid waste costs up in many communities just as Waste Pro’s current five-year contract is nearing its end.

That prompted the city in March to survey residents about whether they’d be willing to reduce pickup frequency to save money, before the city goes out to bid for a new solid waste contract, which could go to Waste Pro or to a different company.

Almost 12,000 residents replied, and 67% said they were satisfied or very satisfied with the current system.

Councilman Ed Danko said he’d lived in a community with fully automated pickup, and that it caused problems: Garbage that spilled onto the ground during pickup tended to stay there because there wasn’t anyone on the back of the truck to notice it and pick it up.

Councilman Eddie Branquinho suggested giving haulers the opportunity to submit bids for Option A (keeping frequency and method as-is) and Option B (the same pickup frequency, with partial automation).

Other council members agreed.

Palm Coast appoints two new chiefs of staff Palm Coast has appointed two employees as new chiefs of staff.

One is Denise Bevan, formerly the city administration coordinator. As chief of staff of infrastructure, Bevan will now oversee Public Works, Utilities and Storm Water and Community Development, according to a city government news release.

The other is Lauren Johnston, previously the director of Parks and Recreation. As chief of staff of citizen engagement, she will oversee the Parks & Recreation Department, Communications and the City Clerk’s Office.

Both will coordinate with Director of Citizen Engagement Cynthia Schweers. Salaries are in the director bandwidth, which is set at $125,000 this year.

What do dad jokes have to do with graduation rate?

eff Reaves has a secret weapon as principal of Matanzas High School: dad jokes.

“Why couldn’t the bike stand up?” Reaves asked during an interview with the Palm Coast Observer in March. “It was two-tired.” (Or too tired? Right?)

What’s the reaction he gets from students?

“I like the moans and groans,” he said with a laugh.

“And they do, too.”

Relating to students has always been one of Reaves’ goals as principal. When he was a child, his principal knew the students by name. Having a dynamic example at that age of his life was a factor in his decision to go into education leadership after working for Florida Power and Light for more than a decade, and then becoming a pastor and starting a church (in Edgewater).

Jim Tager, who was assistant principal at Deltona High School at the time, hired Reaves to his first teaching job 15 years ago. Then, Reaves went on to become a principal at the elementary and middle school levels in Volusia before becoming the Matanzas High School principal in 2017.

While he was principal, Edgewater Public School became the first elementary school in Florida to be certified by Advanc-ED in STEM. As part of our principals and pastors series, Reaves spoke with the Observer about leadership, the pandemic and “gratitude walks.”

How is being a principal similar and dissimilar to being a pastor?

That background allows me to be more reflective, focus a little more on relationships.

I had a mentor who told me once, “When you have time to make decisions, take it. Because you don’t always have that luxury.”

What is something parents can do today to help their teenagers?

Listen. This group of students struggles to express themselves.

You may not agree with everything they’re saying. But as a parent, the one thing I always did with my children is make sure we keep the lines of communication open. The worst thing that can happen is that disconnect, and you have no window into their lives.

How do you know where to draw the line between students having fun and when they need to get disciplined?

I look at the circumstances.

Is someone being harmed? Is there malice? Oftentimes, young people do things and they think it’s funny, and maybe it’s not, and it’s a teaching moment. I help them think, “What might we do differently?”

In high school, people are

trying to get an idea of who they are, and we have to create a safety net to give them the opportunity to make mistakes and grow. So there has to be balance, though there are certainly things that cross a line and have to be addressed.

Most times, I redirect. If there’s a situation, instead of correcting them, I’ll give them a task and say, “Can you do this for me?” I try not to come from a position of authority; I’m trying to treat them as they’re becoming adults. Often times, the kids are great and will say, “Oh, sorry, Mr. Reaves.”

That redirect goes a long way into building relationships. Students feel like, “He’s listening.”

I look at it like banking: You have to make deposits in people before you can make withdrawals. There is a time and place for both. If we’re not making positive deposits in staff, students, community, then when things happen and you have to make withdrawals, it can be challenging because you haven’t invested.

What is Matanzas doing to increase the graduation rate?

We graduated 95.3% of our seniors last year. I only had three students that graduated under the COVID graduation code. Everyone else earned their

A: I might walk the track, I might be at the house and walk. It’s just a time to pause and reflect on the day or the day before, what’s going on in your life, and to be grateful.

I lost my brother this year; he was 62. I lost my sister to cancer, 59; my mother-inlaw; my friend Tom Russell to

COVID. It’s easy to focus on those things. But it’s important to reflect on what’s going on that’s positive in your life. Write a note of appreciation. Recognize that life’s OK. Don’t allow those difficult moments to outweigh the good things that are happening in your life.

graduation that they worked on throughout their years in high school.

We have a dashboard that we monitor. And we meet every Monday morning as a leadership team, and we spend 20-30 minutes talking about our seniors.

I think our grad rate was 81% or 82% when I arrived in 2017.

I stressed to the leaders that we can talk about numbers all day long, but we went from talking about numbers to names, to focus on them as people.

Does Matanzas have a brand?

How do you improve school spirit?

We call the school The Ship.

We’ve worked very hard on the branding, the logo, Facebook, Twitter accounts, the front office. But school spirit is not just colors and activities — it’s to help keep students enthused and engaged, to help toward graduation. Everything’s connected.

What are the positive functions of social media at Matanzas?

What problems do they cause?

I think it’s true of anything: There can be problems if not monitored. We watch the messaging closely; we make sure it’s positive. I think that goes a long way.

We try to make sure there’s a good cross representation, whether it’s our Kiwanis Seniors of the Month, the arts, athletics, Key Club, Interact — all those things play a part in communicating to the community what we’re doing.

Why is it important that the community knows what students are doing?

The residents need to know that students are making positive choices, making a difference. It goes a long way to fight negative stereotypes of young people.

When Kiwanis or Rotary members see our students, they’re always amazed at what they’re doing.

Are the arts worth investing in?

Absolutely. I think whenever someone learns and grows, there’s value, not just to that person but to our society and community. It’s important that we expand opportunities and

not limit them when it comes to education, be that the arts or other degrees.

How has the pandemic changed Matanzas forever?

We may not know the results for some time. I think people have learned and explored that they have options of how their instruction takes place. There’s also been a better understanding that brick and mortar does matter, that it’s important to have schools where students come together. It’s not for everyone — to be online.

When you consider this shift that occurred so dramatically, I think the district does an exceptional job of pivoting.

You said on the podcast “Focused on Flagler Schools” that teachers need to take time for themselves. What do you do when you have time for yourself?

I read biographies, historical books, education, business books. My last novel was “The Invention of Hugo Cabret.” I typically will read Hemingway’s “The Old Man and the Sea” every year. I also value getting on my boat and relaxing with my family and unplugging.

The last time I interviewed you was after the Parkland shooting. How has school security changed since then?

Are we still on high alert?

It’s an evolution. We are always reflective as we walk through campus, looking at things, being aware. I don’t walk the same path twice. I’ll walk the perimeter; I’ll go outside the fence and walk. We talk about safety and security every Monday at that leadership meeting as well.

County’s ‘150-mph wind speed line’ shifts east

Last summer, Flagler County set a “150-mph wind speed line” for its category IV buildings — the buildings that have to be constructed to withstand emergencies, such as hospitals and fire stations.

Given three options — setting all of the county east of the line, making the line follow U.S. 1, or setting the line parallel to the coast east of U.S. 1 — county opted to have the line follow U.S. 1.

Now, it has decided that wasn’t the right decision: The University of Florida’s GeoPlan Center has used scientific data to come up with a wind speed line that’s farther east, and GeoPlan’s line has been adopted by Volusia County and St. Johns County, leaving Flagler as the odd one out.

There’s also another complication: A hospital is planned for the Matanzas Woods area, and hospitals are category IV buildings. Building to the high, 150-mph standard would add significant construction costs.

If the hospital or any other company with a category IV building challenged the county to legally defend the current, U.S. 1 based boundary, that could be hard to do because the U.S. 1-based line isn’t sciencebacked and doesn’t parallel the coast, said county Growth Management Director Adam Mengel.

“This jog in the line is hard for us to defend,” he said. The commission opted to shift to the GeoPlan line.

Girl charged with felonies after using Taser to shock boy A 17-year-old Matanzas High School student has been arrested and charged with

two felonies for using a Taser on another student, arcing it repeatedly for 4 minutes.

Electrical stun weapons can be lethal, especially when used improperly: A Reuter’s investigation from 2019 estimated that 1,081 people in the U.S. had died after being shocked with Tasers.

On April 7, the Flagler County Sheriff’s Office responded to Ralph Carter Park after receiving reports of an active Disturbance with Weapons.

Upon arrival, deputies witnessed multiple vehicles entering and exiting the parking lot and multiple subjects standing around and yelling.

A juvenile male at the park was vomiting continuously.

Deputies spoke with him, and he said that he was beaten by numerous subjects and was shocked multiple times with a Taser.

The victim had marks consistent with a Taser on his left abdomen, left arm, and on his back.

He was transported to the hospital for treatment.

Footage of the fight showed multiple suspects attacking the juvenile male. A 17-yearold female can be seen using a Taser on the victim throughout the duration of the four-minute video.

She was still on the scene and was detained in handcuffs.

When questioned about the incident, the 17-year-old suspect said that during the fight, the victim kicked her, so she used her Taser on him.

An arrest report noted that she described using the Taser “without having any remorse for her actions.”

“There is no doubt that without the intervention of family members and law enforcement, this feud between these two groups will continue and will escalate until someone is seriously injured or killed,” Sheriff Rick Staly said. “We have 30 to 40 people all participating in a brawl at a park. This is completely unacceptable, and is not the way to solve a disagreement. ... Anyone participating in this kind of behavior in our community is going to be arrested. I promise you, no argument is worth losing your life over or being arrested for a serious crime. Parents, know where your kids and young adults are, know what they’re doing on social media, and know who they are hanging around with. It is my job to be the head law enforcement officer of the county, but it is your

responsibility to be the main law enforcement officer of your household.”

The 17-year-old suspect is being charged with Aggravated Battery with a Deadly Weapon and Using a Weapon while Committing a Second-Degree Felony.

Driver, 18, arrested for running over 17-year-old at brawl An 18-year-old man has been arrested for running over a 17-year-old at an April 7 brawl at Ralph Carter Park, becoming the second person arrested in connection with the fight.

At the time, a 17-year-old girl was arrested and charged with Aggravated Battery with a Deadly Weapon and Using a Weapon while Committing a Second-Degree Felony for using a Taser she bought on Amazon. com on a 17-year-old boy for nearly 4 minutes.

Further investigation revealed that a different 17-year-old victim had been run over by a blue BMW that was driving recklessly through the park grounds during the fight.

Video evidence suggests that the driver of the vehicle purposefully attempted to run over the victim.

On April 12, Circuit Judge Terence Perkins issued an arrest warrant for 18-year-old suspect David Reis for the charges of Aggravated Battery with a Deadly Weapon and Aggravated Child Abuse.

Reis was arrested at his home on Roxton Lane in Palm Coast.

He is being held at the Sheriff Perry Hall Inmate Detention Facility on a $17,500 bond.

“This guy is lucky that he didn’t kill the victim and that he’s not in jail for murder,” Flagler County Sheriff Rick Staly said. “The vehicle is the deadly weapon in this case, and if you’ve seen the video, it is hard to believe that the victim walked away with minor injuries. Great work by our team in locating him and getting him behind bars before he can hurt anyone else. I hope this is a lesson to everyone else that this type of behavior will not be tolerated in Flagler County and we will continue investigating incidents like this until all offenders are arrested and behind bars.”

“Our team has done a great job being persistent investigating this case and bringing Mosley to justice,” Sheriff Rick Staly said. “The priority of our officers, on this case and all active investigations, is to ensure the community is safe, that the suspects pay for their crimes and the victims get their property back. The way FCSO deputies handled this and recovered the stolen items was a job well done. Mosley did the crime, now he’ll do the time.”

After detectives identified Mosley as a suspect, they went to his registered address, and saw a white pickup truck in the driveway with two stolen generators in plain view.

Mosley admitted to stealing the generators from the hunt club’s property on Feb. 25.

On April 8, FCSO arrested Mosley and transported him to the Sheriff Perry Hall Inmate Detention Facility.

He is being charged with Grand Theft and three counts of Burglary of an Unoccupied Dwelling. He is being held on a $3,500 bond.

Amid fierce opposition from Democrats, the Florida Senate, on April 8, approved a proposal that would block future teachers and other government workers from enrolling in the state’s traditional pension plan.

The Senate voted 24-16 to back the change, which would take effect with employees hired as of July 1, 2022. Those workers would be required to enroll in a 401(k)-style plan — though what are known as “special risk” employees, such as law-enforcement officers, correctional officers and firefighters, would still be able to take part in the traditional pension system.

The bill, sponsored by Sen. Ray Rodrigues, R-Estero, would not apply to current employees or retirees. He said the unfunded actuarial liability will continue to increase, and the state will have to put more money into the pension system.

Democrats said the proposed change would actually make the pension system more unstable because fewer workers would be paying into the system in the future.

A Florida Highway Patrol report does not name the victim, who was cycling in the center of the outside northbound lane at 8:47 p.m. when he was struck from behind by a pickup truck driven by a 38-year-old Bunnell woman, according to the FHP report.

A sedan that was traveling behind the truck also struck the cyclist after he fell in the roadway. The bicyclist died at the scene of the crash, according to the report.

Under the emergency order, graduation for high school seniors this spring will not be contingent on passing exams “if the district determines on a case-by-case basis that the student’s high school record establishes a comparable level of achievement.”

Teen girl charged with lighting brush fires

The fires damaged a fence, but firefighters extinguished them before they reached nearby houses.

Russell D. Milnes 1947-2021 Russell D. Milnes, 73, passed away at his home in Palm Coast, FL on Monday, April 5th, of esophageal cancer with his loving family by his side.

Robert Eugene “Bob” Sgroi 1938-2021 Robert Eugene “Bob” Sgroi, age 83, passed away peacefully on Saturday, March 27, 2021 at Stuart Meyer Hospice House, Palm Coast Florida.

Bob was born in Brooklyn, New York on March 4, 1938, to Eugene and Mary Sgroi, their only child. Bob cherished his family memories of life in Brooklyn and it was there that he met his wife Barbara and married on June 15, 1957. The couple settled in Brooklyn where they had 2 children – Robert and Linda. Bob and Barbara moved to Brentwood, Long Island in 1963 where their son James was born. The family ultimately settled in Sayville in 1967 where they raised their family on Elm Street and enjoyed boating – summers at Barrett Beach, Islander Games and family dinners on Sunday always featuring Italian food and always with an “open door” to their children’s friends and neighbors.

Bob was a hard worker and took great pride in each of the positions he held. He cherished the friendships he made in his career and remained a loyal friend to so many long after he retired and moved with Barbara to Palm Coast, Florida in 1995.

Bob served as Personnel Director, Town of Islip, Vice President, Manufacturer’s Hanover Trust Company and Commissioner of Real Estate, County of Suffolk.

While serving as Commissioner of Real Estate, Bob was instrumental in preserving the highly sensitive land located within

Russell was well respected and widely admired for his work ethic, gentle soul, and kindness to all that met him; always attending to the needs of others.

He leaves to cherish his memory: three sons, Travis J. and his wife, Tina (Reed) of Baltimore, MD, Brett R. and his wife, Shannon (Buth) of Marlton, NJ and Gregg T. of Brookline, MA; grandson Luke W. of Marlton, NJ; brother Christopher R. Milnes (Christine); sisters Cheryl A. Ferris (Bob) and Nancy D. Milnes; and numerous devoted in-laws, nieces and nephews. He is predeceased by his sister Paula J. Milnes and grandpup Izzie F. A service of remembrance will be held this summer in Massachusetts.

He was the devoted husband of Kathryn M. (O’Rourke) for 43 years. He was born in Haverhill, MA on June 2, 1947, son of the late Ralph L. and Isabel A. (Cunningham) Milnes. He was educated in Haverhill and lived in Boxford, MA for 25 years.

Russell was enlisted in the Navy from 1969 to 1973, stationed in Cape Hatteras, NC, Norfolk, VA and Bath ME, as a supply officer. Soon after his service, he worked at Salem Hospital in respiratory therapy where he met his future wife. After graduating from nurse anesthesia school, he worked at Mass Eye & Ear in Boston, MA for 25 years.

He considered working as an anesthetist his true calling; providing unparalleled care for all his patients and co-workers. He continued his anesthesia career after moving to Florida in 2010 through his retirement in 2014.

Russell was well respected and widely admired for his work ethic, gentle soul, and kindness to all that met him; always attending to the needs of others. He constantly put family ahead of everything, working tirelessly in order to provide for them and making travelling around the country a priority.

He was an amazing father and husband and loved being a “Papa” to his only grandchild.

Russell enjoyed travelling, coaching, playing golf and tennis, and was an avid New England Patriots and Boston Red Sox fan.

The last position Bob held was Director of Procurement (Purchasing) for the Flagler County Sheriff’s Office from 2005 – 2013. Bob enjoyed his time working in the Sheriff’s Office where he served under Donald Fleming, who would become one of his dearest friends.

Bob attended New York University and received a BA., in Banking and Finance. He served in the military where he rose to 1st Lieutenant in 1962. He was honorably discharged in 1965. Bob was active in politics and enjoyed getting involved in local community affairs – always focused on doing what was best for residents and families.

In Palm Coast, Bob was an appointed member, Palm Coast Service District Advisory Council. He was a member of the Sheriff’s Department Citizen’s Observation Patrol, Service Club Member of the Palm Coast Elks Lodge # 2709, Appointed Member of the Flagler County Housing and Planning Boards, Vice Chairman to the Architectural Review Committee and a devoted volunteer at Marineland. In 2000, Bob was appointed by Governor Bush and confirmed by the Senate to serve on the Northeast Regional Planning Council. He truly enjoyed his time as member of the Planning Sub-Committee.

A 14-year-old girl lit six fires on wooded lots in her B-Section Palm Coast neighborhood and now faces six felony charges, according to the Flagler County Sheriff’s Office, The fires spread rapidly near homes and damaged eight 6-inch sections of fence at a house on Burrell Place, but didn’t damage any structures. Photos show the flames pushing through patches of saw palmetto, a waxy plant that burns readily even when green.

City of Palm Coast firefighters extinguished the brush fires on Birchwood Drive, Big Dipper Lane, Burgundy Place, Burrell Place and two locations on Big Horn Drive.

Deputies found the teenage suspect — a Burgundy Place resident they knew from previous encounters and who lives in an area group home — near the fires, holding a cigarette lighter in one hand, according to an arrest report.

Residents who’d called dispatch about the fires had reported seeing a mud-covered girl in a black shirt and blue jeans walking in the woods near the flames, and showed deputies surveillance video footage.

this reckless behavior,” Sheriff Rick Staly said in an FCSO news release. “This young lady needs a lot of help, and since DJJ released her back into the same environment that allowed this behavior, I hope she does not do it again and instead gets the help she needs.

Deputies arrested the teen, who faces five counts of Reckless and Intentional Burning of Lands and one count of Felony Criminal Mischief over $1,000.

Bob was active in politics and enjoyed getting involved in local community affairs – always focused on doing what was best for residents and families.

Bob had a life-long love affair with Italian Food and was passionate about horse racing, the Met’s, Islanders and Jets.

He was a great neighbor, friend, husband, father and uncle to many. He was known affectionately as the Great Sante, Dad Lease and Pop Pop. He was a long-time parishioner of Mother Elizabeth Seton Church in Palm Coast.

Bob is survived by his beloved wife of nearly 64 years, Barbara, their children Robert, Linda and James and his 6 grand-children, Rebecca, Nicole, Robert, Justin, Elizabeth and Julianna. He is also survived by Chris, Claudia and Yvette his son and daughter in-laws.

He is predeceased in death, by his parents, Eugene and Mary and his son John Christopher.

A gathering to celebrate his life will be held later this year.

Bob is deeply missed by his family.

County OK’s $8.7 million state dune renourishment project in Flagler Beach The project fills a gap left by other existing and planned beach projects along the Flagler Beach and Flagler County coast.

The Florida Department of Transportation is putting almost $8.7 million into an effort to restore a section of beach dune in Flagler Beach north of the city pier.

The work will cover a 2.8mile stretch area of land that is not included in other current or planned dune renourishment projects, including the Army Corps of Engineers’ 2.6-mile beach planned renourishment project from Sixth Street South to South 28th Street; the county’s dune renourishment program, which covers the northern 12 miles of the county’s coastline; or a joint Florida Department of Transportation and Florida Department of Environmental Protection project for South 28th Street to the Volusia County line.

told county commissioners doing a commission meeting on April 5.

County staff is preparing a workshop to brief commissioners on the status of the coastal dune projects, Alkhatib said.

The county’s efforts to bolster the coastal dune gained particular urgency — and state and federal support — after Hurricane Matthew’s storm surge carved out chunks of State Road A1A in October 2016 and inundated much of coastal Flagler Beach.

The new FDOT project, the county government project and the Army Corps of Engineers project are designed to prevent such a scenario in the future .

The Army Corps project in southern Flagler Beach would be maintained by the Corps of Engineers for 50 years, and, because the work would require Corps of Engineers staff and contractors to access privately owned land, required the county to undertake a years-long effort to convince coastal landowners to sign. Almost all have done so, and the county is preparing imminent domain litigation to gain access to the land of the remaining holdouts.

The commission voted 5-0 to approve an agreement with FDOT that will allow the work to begin.

The youngest of 3 children, Joe as everyone so lovingly referred to him, received the Lord as his Savior at an early age. His mother Florence made it a point to take Joseph, Levi and Anna to the House of Jacob Church which laid the foundation for his love and dedication to the Lord.

Joe received his early education in Princess Anne, Md and then went on to study at Morgan State University in Baltimore, MD. Initially he was pursuing a career as a registered nurse with only a few credits away from graduating. When the opportunity arose to become a Longshoreman he pursued that route in order to care for his growing family. From there he created a lucrative career for himself at the Port of Baltimore ILA 333. He worked hard and was promoted within until his final position as the labor coordinator for the Port. He retired to his dream home in Palm Coast, Florida in 2010 and had been “living the dream” as he would say!!

Joe enjoyed many things in life but nothing topped his love for fishing. As president of the B.F.C (Baltimore Fishing Club), he and his crew traveled the world to fish from Alaska to Costa Rica to Bermu-

Not only did he have an insatiable appetite for fish he also enjoyed gaining knowledge in any and everything that he could. As a young child he was an avid reader.. More than anything Joseph had a love for life enjoying every moment with little to no regrets. He traveled, learned, loved, and lived life on his terms…as a celebration!! His inquisitiveness eventually propelled him to develop a love for family research that lead to the crafting of the Fontaine family tree generating from the 1600’s; that now boasts well into thousands of entrants.

Fontaine 2nd and Terrance Thompson, his two daughters Janice Farrah and Leandra Fontaine. One daughter in law, Carla Thompson; Six grandchildren; Terrance Thompson 2nd, Daquan Thompson, Carlos Thompson, Antoinette Thompson, Kam’Ryn Fontaine and Mariah Fontaine; one sister, Anna Fontaine and one brother Levi Fontaine; one stepson Nick, daughter-in-law Sheila, two step grandchildren Nick II and Olivia….Three dogs, Leonardo, Simba, Tahj + Yogi who is waiting for him at Rainbow Bridge; as well a host of extended family and friends who will cherish his memories. These friends include Mt. Calvary Baptist Church of Palm Coast, Fl. Rev. Edwin Coffie, Sr. Pastor, with whom he last affiliated along with his wife Rev. Fontaine in the Ephraim Tribe; the Flagler beach fishing pier family where he became the first African American pier attendant in the history of Flagler Beach, Fla…. as well as the school volunteer corp of which he was a member.. He was preceded in death by his youngest son Corey Fontaine and late wife Diana Fontaine.

Joe will truly be missed by all who knew him as he was one of kind. He would always say “I lived my life and had a good time”.

While we will miss him dearly, it was a celebration to have lived as he did and now he is with God. A memorial service is being planned for a future time in his home state of Maryland where most of his childhood friends and family still reside. RIP Joe!

People start searching for these [conspiracies], and all of a sudden they’re locked in. I’m afraid we’ve stopped thinking and learning, and I think we’re buying in more and more to what we already believe and not searching out the other side.

You are the founding pastor of one of the largest congregations in Palm Coast.

f your church were to close for good, would people in the community notice? Parkview Pastor Greg Peters has no intention of closing his doors, but if it ever were to happen, “I would want them to know and to be sad.”

To that end, ever since founding the church 23 years ago (it was called Palm Coast Baptist Church in the early days), Peters has attempted to keep the mission simple and the community involvement impactful. The church, at 5435 Belle Terre Parkway, throws the biggest trunk-or-treat in town, and it also hosts drive-thru experiences at Christmas and Easter — in addition to helping to feed those in need.

For the Christmas offering in 2020, the goal was $150,000, Peters said in a recent interview with the Palm Coast Observer.

“We took up $214,000,” he said.

Of that, about half was given to Flagler County charities or to provide camp scholarships for children.

In this interview, Peters discussed the state of faith in 2021, simplicity and his approach to unity and truth.

Do Americans have less faith today than they did 50 years ago?

It’s fragmented. In comparison to 50 years ago, there’s more faith available to people than ever before. All the apps, all the materials available, the TV station and radio programming.

Also, 50 years ago, there would be 10 churches in American that would run over 5,000. Now you would have hundreds of churches that run over 5,000.

Is faith less valued as a character trait than it used to be?

Sadly, I think you’re right.

When I was a kid — I’m 50 now — I remember families going to church multiple times a week.

Families prioritize a lot of other things now.

Sometimes we look at opportunities as things that bring success, but they can also be distractions.

The country is divided about abortion and gay marriage — both topics that are associated with faith communities.

What can spiritual leaders do to heal instead of divide?

While our goal is to bring healing, we also know that truth can be offensive. A lot of times, I don’t want to hear the truth; that’s why scripture tells us we are to be full of grace and truth.

When I’ve preached scripture, there’s some hard sayings in there; some of them have offended me when it points out my sin. Others are offended when it points out their sin.

I’m not here to win a popularity contest. I’m here to help people understand what faith is about, and how to access a home in heaven, and how to live the abundant life.

The more society deviates from the truth, what I have found, is people have a far greater appreciation for truth. I

feel like the clearer I preach the Bible, the more our people respond to it. Scripture is like a sword that pierces deeply, and there’s a big difference between different types of knives. A surgeon’s knife is used to bring healing; the thief’s knife is used to bring hurt. I look at scripture as the knife to bring healing.

Nobody likes surgery, but sometimes you’ve got to have it.

Surveys have shown that Christians are more likely to believe some conspiracy theories like QAnon — a deep-state conspiracy, darkness trying to control the government. Does that worry you, and what can be done?

It grieves me. We’re being bombarded by conspiracy theories all the time right now.

Psychology has done a lot of studies on this, and one thing they see is what they would call the cynical genius illusion.

When I see people gravitating to conspiracy theories, they’re either super intelligent, or they are maybe below average and want to feel like the smartest person in the room.

The second reason why Christians gravitate to conspiracy theories is they’re not willing to trust that the Lord

We’ve very thankful to be able to minister to a lot of people. We’ve been hyper vigilant for 23 years around our mission, which is “Guiding people to life change in Jesus Christ.” I put up a slide on a screen in the beginning of the pandemic, and I said, ‘This is a list of the top 10 ways our mission has changed because of the pandemic.” And next to each number, it was blank. Because nothing has changed.

When organizations grow, do they move toward simplicity or toward complexity? I think everybody would say that as it grows, an organization tends to move toward complexity.

You’re adding people and adding product. For me, one of the primary parts of my job description is to keep driving it back to simplicity. I don’t want us to be weighed down by overprogramming. We stay focused, If a certain ministry or outreach or schedule doesn’t guide people to life change in Jesus Christ, we have to say no.

And we say no to some really good things. At the end of the day, we’re about preaching the Bible.

What principles guide your response when people come to you for help?

A lot of times when I meet with people, I realize I can’t solve their problem. And typically they’re coming to me at a point of crisis, and they didn’t get into this over night, and so we’re not going solve it overnight. But I try to let them know early on that while I may not be able to fix their problem, I do care. I do love them, and I want them to feel that.

I also live by this motto: Try to do for one what you wish you could do for everyone.

And I have to recognize that I’m called to be a pastor, and yes, I took some counseling classes, and I’ve been doing this for 30-plus years of ministry, but sometimes situations are outside of my capacity. My theory is that sometimes we try to help people that we’re not able to help. So I try to have resources available that are better than what I could provide. Sometimes, I’ll say, “You need professional counseling, but come back every 60 days and let me know how it’s going.”

Nacie Somera, who, along with Daniel Graham, invited neighbors to wish Shorey a happy 90th on April 7, said she saw Shorey starting to ride out of his driveway on Baltimore Lane just before surprise guests were to arrive — including Sheriff Rick Staly and the Flagler County Sheriff’s Office motorcycle unit. But she caught

him in time, and Shorey enjoyed the attention from the community.

Shorey was born in Barbados in 1931 and eventually served in the British Army. He went on to become an engineer.

“Mr. Eric is filled with kindness and is always spreading messages of wisdom,” Somera said. “He gives the kids the best advice and tells them stories of his life.”

Another neighbor of Shorey, Christy Jones, said, “He’s always saying positive things and motivating the children to stay in school.”

Prepared with passports, binoculars and safari hats, they virtually toured the Savanna of South Africa. They saw zebras, snakes, lions, turtles, hyenas, cheetahs and elephants. Sophie Martin and Christopher Smeraldi said their favorite part was seeing all of the animals. Alex Garcia loved the zebras best. WATER ACCESS AT WATERFRONT PARK TO BE ENHANCED BEGINNING THIS FALL The city of Palm Coast is seeking a multi-year grant for enhancements to Waterfront Park to build non-motorized boat access through a floating dock for a launch area.

This would provide access for kayaks, paddleboards, canoes, row boats and others, further adding to residents’ recreational experience at one of Palm Coast’s most treasured parks.

The multi-year grant through the Florida Inland Navigation District has three parts: A, B and C. The city of Palm Coast was awarded part A in the amount of $146,000 in October 2020 to be applied toward the cost of the improvements, particularly shoreline improvements.

“We are pleased to have been awarded the FIND grant to be able to move forward with adding such valuable features for the community to enjoy at Waterfront Park,” said Parks & Recreation Director Lauren Johnston. “Recent citizen

survey results show that this park is one of the most visited parks in our city. With these improvements, it offers expanded opportunities for families to be active together outdoors.”

The city just submitted for part B of the grant, an amount of $211,250, to help with the cost of dredging. Following this, the city plans to ask for part C of the grant, which will be used to pay for the floating structure.

Bringing water access to Waterfront Park has been part of the park’s master plan since 2005. The 20-acre park’s amenities currently include family picnic pavilions, playground, fishing pier and trails that provide the linkage to the city’s entire system. It is also home to the Children’s Memorial Garden. A future launch area will be available for public use.

Construction of phase one is expected to begin this fall with completion in the summer of 2022.

The program will open with vocalist Jill Vanderoef and pianist Nicole Tilton Gross, both Flagler Palm Coast High School alumni. The Mayor’s 90/90 Challenge came to a record-breaking close with more than 30,000 miles logged during the threemonth long fitness quest toward a healthier lifestyle.

“I am so proud and impressed with the dedication and strength of all of the participants in this year’s Mayor’s 90/90 Challenge,” said Mayor Milissa Holland.

The challenge was to move at least a mile a day for the 90 days from Jan. 4 to April 3.

Participants logged their miles or minutes at www.palmcoastconnect.com.

This year’s challenge hosted 196 participants. A total of 19 teams formed, each naming their group something unique.

Overall, running and/or walking was by far the most logged activity.

The Palm Coast Parks & Recreation team also offered 90 activities throughout the 90 days (some were self-guided).

“We appreciate the community’s record participation this year,” said Parks & Recreation Director Lauren Johnston. “We loved seeing our residents enjoy the weekly walks, guided paddle tour, nature programs, and more.”

Participants were recognized at the City Council meeting on Tuesday, April 6.

Prior to game time, FPC head coach Anthony Campanella hugged many of the Seabreeze players and talked with their parents. He had coached the Sandcrabs for 29 years, and the current senior lineup was part of his last team at the high school.

“I live in Ormond, so I am still connected with everybody,” Campanella said.

“I don’t care where they go to school; I like to see these kids grow up and develop. It’s not just about being a coach, it’s about being a mentor. I love these kids.”

FPC has been going through growing pains after losing 13 seniors last season. The majority of the players were on the junior varsity team when COVID hit, so they did not get a chance to play. Campanella realizes that his players need to learn how to play baseball with one another and experience actual game situations in order to cope with the pressures.

“I have to say this was my favorite game: coming home and playing at the old home field,” Campanella said. “I’ve been there so long. I will always bleed red and white for those guys.”

Whispering Meadows gets planning board’s OK in land-use dispute A planning board meeting on the Whispering Meadows Ranch brought dozens of supporters after some locals suggested that the nonprofit should move.

An equine therapy ranch on John Anderson Highway that serves children, disabled people and veterans may continue to operate, Flagler County Planning and Land Development Board members decided after dozens of the ranch’s supporters — including a representative from Daytona State College and two School Board members — crowded a planning board meeting to speak in support of the ranch.

Whispering Meadows Ranch, a nonprofit at 5011 John Anderson Highway operated by Helene and Richard Davis and their daughter Kristine Aguirre, became the center of a community dispute after a nearby property owner’s planned land sale deal fell through.

The property owner, John Burek, wrote a letter saying that the buyer backed out of the deal because of the ranch and warning that it could lower area property values. A handful of residents agreed, and some suggested that the ranch’s services for veterans with PTSD could endanger residents and that allowing it to oper-

ate could “open the floodgates” to other businesses.

Represented by local Attorney Michael Chiumento, Burek argued that the ranch should be moved to an agricultural zoning district area such as the area around the Agricultural Museum; that’s the zoning district that includes stables as a designated use, and when a use has been specified for a particular zoning district, it’s not legal to operate that use in other zoning districts.

But county staff don’t consider the ranch a stable because it does not board horses, said Sean Moylan, an attorney at the Flagler County Attorney’s Office.

The ranch agreed to restrictions limiting the hours of service and the number of clients to be served daily, and sought the county government’s permission to operate as a “semi-public use,” a designation often used for churches.

Palm Coast resident Claudette O’Dowd told planning board members that the ranch has done much to help her 8-year-old son and 9-year-old daughter, both of whom are on the autism spectrum.

School Board member Colleen Conklin called it “embarrassing” that the county was having to entertain such a challenge to the ranch, which had operated for 13 years and served so many people.

She noted that the zoning allows for equine use, and that the ranch, which has four horses and a pony, doesn’t even have as many horses as would be permissible on the 4.5-acre parcel.

School Board member Janet McDonald also emphasized the ranch’s service to local children in particular, calling it “magical.”

John and Marsha Tanner said they believed the ranch is doing a good thing, but should do it elsewhere.

“It’s not zoned for this,” Marsha Tanner said. “There have been complaints.”

John Tanner said that allowing it to operate in a residential area sets a precedent that could lead to more businesses operating in

residential areas.

But Moylan said that the county allows for that: Other property owners can also apply for home occupational licenses or a semipublic use designation.

The county has no records of any complaints lodged against the ranch until the recent ones from the Bureks and the Tanners, county Growth Management Director Adam Mengel said.

The planning board voted unanimously to grant the ranch’s application for semi-public use, provided it abide by its stated conditions. The County Commission will hear the issue next.

TESLA SOLAR ROOF IN FLAGLER BEACH Peter Larsson, long time Flagler County resident (and soon to be Flagler Beach resident), is having a new Tesla Solar Roofing System installed on his brand new home in Flagler Beach in April. The new roof will soak up enough solar energy to power the whole house, and (hopefully) pool, and may even have leftover energy to sell back to FPL. The Tesla Solar Roofing System is not a traditional solar panel. The shingles themselves are the actual solar panels, so it will look like a traditional slate tiled roof. The Tesla Solar tiles are guaranteed for 25 years and will withstand hurricane winds up to 166 mph.

The Tesla installation crew from Orlando started work on the roof on March 30, and were scheduled to finish in a week. Included in Larsson’s package is a giant inverter that will take the solar energy and convert it to household current. Tesla also offers batteries, called Power Walls, that are sold separately. Larsson plans to add these as well so that they will capture the energy and store it for long term use, allowing him to have power at his house even during an area power outage.

years. Currently the federal government is offering a 26% tax rebate for the solar portion of the roof. The builder will also credit him for the roofing costs in his construction contract.

Larsson is a real estate agent with Realty Exchange LLC in Palm Coast. He says solar panels typically increase the value of a home by 4.1%.

“We have yet to see how V3 roof will impact values, but I suspect it will be much higher simply because of the aesthetics and the nature of the roof,” he said.

Larsson said the cost of the Tesla roof is comparable to a traditional shingle roof.
