It’s a sure bet that if we publish a story about new homes or apartments, our Facebook post will be overrun with comments saying, in one variety or another, “Stop building! We like Palm Coast just the way it is!”

I often feel the same way. I live in Matanzas Woods, and I love the rows of pine trees on Belle Terre Parkway. I also love the way the sunlight makes the pastures glow on the east side of U.S. 1, as black cows and their white calves wander around, thinking about whatever cows think about.

Those scenes have become “home” to me.

But my street also used to be a forest until someone decided to build my house on it. And now, where there used to be deer and raccoons, I sit on the carpet with my 2-year-old son, Luke, and play with blocks. That’s home, too. I’m very grateful that my home was available for me to buy when I had the chance.

I don’t want those U.S. 1 cows to be replaced by houses. But I hope we can be understanding of the next generation that needs a place to live, too.

Approximately 40,000 Flagler County residents have received at least one dose of COVID-19 vaccine, and 74% of residents who are 65 and older have been vaccinated, Florida Department of Health-Flagler medical experts said on Flagler Broadcasting’s “Free For All Friday” radio program April 2.

The Health Department hopes to vaccinate 70% to 80% of the community to achieve herd immunity — the vaccination level that will keep the virus from being able to increase its numbers.

“At the herd immunity threshold, it means the virus can circulate, but it just kind of smolders along,” said Dr. Stephen Bickel, medical director for the Florida Department of Health-Flagler.

“We are on our way to our goal,” FDOH-Flagler Health Officer Bob Snyder said.

There are about 90,000 people over age 18 in Flagler County — so about 50,000 left to vaccinate, Snyder said.

“There will be a percentage that will say no, or they’ve got that wait-and-see attitude, but I just have high hopes that through ... a good public relations campaign, we are going to reach that 80% goal,” Snyder said.

Meanwhile, Snyder said, clinical trial data released this week showed that the Pfizer vaccine is effective in adolescents, and the U.S. has approved the manufacturing of a rapid test that can be used at home.

Battery. A man at the sushi bar of a resort became angry that another guest was seated before him.

The man swore at an employee, demanded his resort membership card back from the staff member and then snatched it, striking the employee on his forearm as he did so.

Deputies are investigating.

FAKE CHECK BEARS REAL NAME 9 p.m. First block of Cypress Edge Drive.

Grand theft of a motor vehicle. A man advertised his SUV for sale on Facebook. A potential buyer arranged a time to come see it. The would-be buyer arrived with another man in a Mercedes convertible, handed the seller a check for $6,500, but said he wanted to take the SUV for a test drive.

The seller handed over the keys. The “buyer” and his friend drove away and never returned, and the “buyer” deleted the Facebook account he’d used to communicate with the seller. But the seller had a photo of the thief, and deputies were able to link it to a former inmate. Meanwhile, the check had a name on it which turned out to be thief’s accomplice’s, and deputies were able to determine his identity as well.

Deputies filed charges.

WET FLOORS MADE WETTER 1:20 a.m. First block of Boulder Rock Drive.

Car break-in. A man entered a convenience store, picked up its “wet floor” sign and walked around the aisles with it, mumbling under his breath. An employee heard things being thrown on the floor.

The man then walked outside and got into the employee’s unlocked car, and began rummaging around in the car, then yanking on the steering wheel as if trying to break it. Then he got out of the car and ran across the street.

When the employee checked the store, she found that he’d thrown two cups of coffee against the wall. Deputies found the man, who said he’d taken MDMA a few hours before. They arrested him.

WRONG KIND OF ‘VACANCY’ 12:32 a.m. Second block of Flagler Plaza Drive.

Suspicious incident. A deputy responded to a hotel over reports that it had the wrong kind of “vacancy” — no employees on site, including at the front desk.

The deputy arrived and found a lot of people in the lobby, but no staff.

A deputy managed to reach a manager by phone, but she said she couldn’t come to the hotel because she had her children with her, and it was against hotel policy for staff members to bring their children to work. The employee scheduled to work the night shift had never arrived for work.

The deputy told the guests in the lobby that no staff members would be arriving at the hotel, and that they should call 911 if there were any emergencies.

lagler Schools’ middle schools will gain a grade level’s worth of kids — and elementary schools will lose one — if the district moves forward with plans to shift sixth graders from elementary to middle schools in the 2022-2023 school year.

Moving the sixth graders will raise the district’s overall student capacity and add space in overburdened elementary schools, but also put more pressure on middle school campuses, requiring the district to rezone all of the schools.

The district’s current grade level arrangement groups children together in elementary schools from kindergarten to sixth grade, then groups sixth- and seventh-

graders for middle school, and ninth- through 12th-graders for high school.

Elementary and high schools are over capacity, while middle schools have limited space.

Planned residential construction in Palm Coast will bring more students that would further strain already pressured schools unless the district undertakes a “rebalancing,” school district Coordinator of Planning and Intergovernmental Relations Patricia Bott told School Board members in an April 6 board workshop.

As part of that rebalancing, Bott said, the district will move 352 student stations from Wadsworth Elementary to Buddy Taylor Middle School. The two schools share a campus.

“We’re just utilizing the building differently,” Bott said.

opers continue at the current rate, Bott said, the district will have over 1,250 reserved stations by the end of 2021, putting middle schools over capacity at 108%, and high schools over capacity at 111%.

Since Oct. 9, the district has increased by 482 students, Bott said.

At the high school level, Bott said, Matanzas High School is less crowded than Flagler Palm Coast High School, and will need some kind of addition.

The middle schools may also require expansion, she added.

She presented the board with a proposed timeline leading up to a 2022-2023 rezoning.

“What I want is to get as much feedback as I can between now and our board meeting on the 20th,” Bott said.

The board has not yet formally voted to switch to a K-5 elementary and sixth- through eighthgrade middle school model, but School Board members have signaled their willingness to move forward with the proposal during previous workshops after considering — but on district staff’s advice, ultimately rejecting — the possibility of instead shifting to a K-8 model.

If the board approves the grade shift, Bott said, district staff will make sure the rezoning process doesn’t divide neighborhoods.

Flagler Schools is facing a total of about $500,000 in unemployment claims for this past fiscal year, and so far considers all but about 10% of them fraudulent.

The district’s average in annual unemployment claims is about $20,000, district Finance Director Patricia Wormeck said at an April 6 School Board workshop. Other districts are also facing fraudulent unemployment claims.

The district’s human resources staff is working to challenge fraudulent claims, some of which came from people who never worked for the school district, or who’d retired years ago, or who were still employed by the district when they filed claims.

District staff informed the School Board of the fraudulent claims at a March 23 workshop, but didn’t yet have an assessment of what share of the claims were fraudulent.

Over the past two quarters, in which claims totaled about $200,000, about $20,000 came from people who’d been terminated and could potentially file a real claim, Wormeck said. The district is fighting the remaining $180,000, of which $80,000 was from substitute teachers who’d submitted a claim.

“For every sub that we have to try to fight the claim, there’s a lot of legwork that has to be done,” she said “... It is a very labor intensive process that HR is getting through as quickly as they can.”

The district will have to pay the claims before the fraud complaints are heard in order to avoid risking its credit rating, but hopes to be reimbursed.

IMPACT FEE REVENUE RISES

Flagler Schools is receiving more impact fee money this year as developers move forward with planned residential projects.

Impact fees paid to the district in the first two quarters of this fiscal year have totaled about $4 million, up from $2.4 million at this time last year, Wormeck said.

Districts have not yet received their budget information from the state for the coming year, as legislators work to reconcile versions favored by the House, the Senate and the governor, Wormeck said.

Those factors, county Economic Development Manager Dolores Key warned in an April 5 County Commission workshop, make companies less likely to move to Palm Coast.

“Not only do we want a place for the CEO to live when they come or relocate to Flagler County, we want … all the employees to have a place to live,” she said. “... We need to get prepared for the housing stock that we may need.”

Currently, she said, 83% of the county’s housing units are owner occupied. As of 2019, there was a 0.7% homeowner vacancy rate and a 2.5% rental vacancy rate, and rental prices are rising because of high demand. Rental occupancy rates have at times been as high as 98% or 99%.

“And it’s going up fast right now,” County Commissioner Greg Hansen said. “Unbelievable, what they’re asking now.”

“It is really almost cheaper in Flagler County to be able to purchase a home than it is to rent,” Key said.

Key proposed reducing minimum lot sizes to allow for smaller, cottage-type homes.

But commissioners weren’t confident that would work.

Commissioner Greg Hansen said developers who want to build small can already do so by requesting a special exception from the county, and Commissioner Joe Mullins said developers favor larger and more luxurious homes because they bring a higher profit.

“Without some kind of incentive to go the workforce [housing] route … it is going to be hard to get those builders to switch up and do that,” Mullins said.

County Administrator Jerry Cameron said: “We have a solution — or as close to a solution as I think you can find — that will be coming to you next month on attainable housing.”

Flagler County also only has about 2% of its total land mass available for commercial or industrial job creation, Key said, while other places she’s worked prefer to have about 30% of their land mass available for commercial or industrial job creation.

Facing a $129,600 court-imposed penalty for filing false complaints against county officials, former Flagler County Supervisor of Elections Kimberle Weeks on April 5 sought the county’s leniency, asking the County Commission to agree a $20,000 settlement.

Commissioners weren’t interested.

“I’d feel a little softer about it if she’d apologized,” Commissioner Greg Hansen said, “but she didn’t.”

Weeks and a handful of others — including Dennis McDonald, Mark Richter Jr. and Mark Richter —had filed more than two dozen Ethics Commission and Elections Commission complaints against county officials in 2014.

Administrative law judges found the complaints to range from frivolous to maliciously false.

Weeks’ complaints had targeted County Attorney Al Hadeed and then-County Commissioner Charlie Ericksen.

The county, after being vindicated in hearings, pursued Weeks, McDonald and Richter to recoup attorneys’ fees.

The court has already entered judgments against Richter and McDonald, and an April 8 hearing is set for Weeks. She’s expected to be ordered to pay $129,600, plus interest of 6.83% until it’s paid.

At a commission meeting April 5, Hadeed said he’d received the settlement offer from Weeks by email late the night before.

After spending years as the target of her ire, Hadeed read Weeks’ plea for leniency to the commission. Ericksen attended the April 5 meeting to watch.

Writing that she’s had extensive legal bills over the past several years — Weeks was convicted of illegally recording officials and others’ conversations and served a month in jail, and, as a convicted felon, has forfeited her state pension —Weeks wrote that she does not have any savings, but would borrow $20,000 for a settlement should the county agree to it.

“I meant no harm or malice towards Mr. Hadeed or Mr. Ericksen when filing the complaints, I simply was trying to do an honorable job as a public elected official, and I am sorry for any stress and emotional effects you have endured from these filings,” she wrote. “It certainly has been an emotional torment to me going through this ordeal which has also been financially devastating.”

Commissioners were unpersuaded.

“This letter is ... an attempt just to not suffer the consequences of what has been a longterm behavior,” County Commissioner Donald O’Brien said. But, he added, “I fall back also on my Christian teaching of mercy, and I’m totally conflicted.”

Commissioners voted unanimously to reject Weeks’ offer.

Palm Coast to fine Waste Pro $7,500

“I am so proud and impressed with the dedication and strength of all of the participants in this year’s Mayor’s 90/90 Challenge,” Mayor Milissa Holland, according to the news release. “This event is designed to encourage residents to get active and lead a healthy lifestyle. It is my hope they continue with their fitness goals and become an inspiration to others looking to improve their health as well.”

The program challenged its 196 participants to move at least a mile a day from Jan. 4 to April 3 and log miles or minutes at www.palmcoastconnect.com.com.

The Palm Coast city government is fining trash hauler Waste Pro $7,500 over service delays that occurred in March.

The city issued a news release April 1 referring to the delays as “unacceptable” lapses and stating that the city “is holding Waste Pro accountable through measures such as fines” while working to resolve the issue.

The fine comes as the city prepares to go out to bid in May for a new solid waste hauling contract.

The city and county government have both complained about missed pickups in the past, and Palm Coast has assessed a fine against the waste hauler for every month since October 2020 for missed or late pickup, including a $2,000 fine in February.

Overall fines assessed for 2020 totaled $4,280. The previous year, the total had been $43,385, in large part because of a $14,510 fine that January.

Mayor Milissa Holland is joining other mayors in asking residents to use water wisely and participate in the annual National Mayor’s Challenge for Water Conservation.

The “Stop the Drops” campaign runs through April 30, and residents can sign up at www.mywaterpledge. com to take the Water Challenge Pledge, according to a city government news release.

The cities with the highest percentage of residents making pledges are entered for a chance to win ecofriendly prizes, including home irrigation kits, home improvement store gift cards, a grand prize of $3,000 toward their home utility bills, and more, according to the news release.

Participants can also nominate a local charity for the winning prize, a 2021 Toyota Highlander Hybrid.

The one with the most nominations from each winning city will be invited to submit a questionnaire to share how they would use the Highlander to serve their community.

Palm Coast finished in second place in the nation for cities with a population of 30,000-99,999 in 2020 and first place in 2019, according to the news release.

Dear Editor: In two years Palm Coast Parkway and Belle Terre will be horrible to drive on! The traffic is ridiculous now!

Also, we don’t have enough code enforcers now to enforce the restrictions. What’s going to happen with thousands of more homes? Palm Coast is already starting to look trashy in many neighborhoods.

More water and electric plants? More schools? Did anyone think of these things?

Oh, but we have a nice new splash pad! That’s important!

Dear Editor: Have you noticed that the flu seems to be nearly nonexistent this year? Even the CDC states that flu activity is unusually low this season.

Has an increase in hand hygiene and properly wearing masks in public decreased flu incidence throughout the 2020-2021 flu season? Yes, I think so!

If wearing masks can reduce the spread of COVID-19, then maybe it can continue to reduce the spread of the flu in the future.

Respiratory droplets are how the flu transmits. This can be directly from person to person, say during a conversation, or from even touching a contaminated surface, like a door handle.

Having a barrier between those respiratory droplets coming from our mouth or our nose and entering the air or landing on door handles will reduce the spread of the virus.

The flu can be contagious three to four days before symptoms even begin. We could be in contact with someone who has the flu and they don’t even know that they are sick.

We are fortunate to have an effective flu vaccine; however, there are many limitations to it. Allergies to components of the vaccine, misinformation about vaccinations, and flu mutations are just a few obstacles we face with the flu vaccine.

So who should continue to wear masks? Everyone!

Encouraging everyone to wear a mask in public to overcome some of these obstacles is an effective and simple option.

This public health effort will help vulnerable populations from becoming infected with the flu.

Unfortunately, it is still common for employees to go in to work feeling under the weather, especially here in the United States due to lack of sick leave provided by employers. Wearing masks in public settings would protect the general public from getting infected from these people who are continuing to work even though they may be ill with the flu. And conversely, those who feel sick should also wear a mask to help protect the general public from becoming infected.

The flu claims hundreds of thousands of lives each year and affects many more.

Wearing masks in crowded public areas, like the grocery store, concerts, or airplanes, will save lives.

House bill will help prevent violent protests Dear Editor: James Manfre’s “My View” should have been printed on the front page in the April Fool’s edition of the Palm Coast Observer, not Page 6.

Everyone must read House Bill 1 before coming to a conclusion.

I don’t know any Floridian who wants a Portland, Minneapolis, Seattle, etc., disaster in Florida. Many people died in those “peaceful protests.”

Those cities were burned and looted, and their businesses were destroyed. This House Bill 1 is to help prevent those outcomes, and not to prevent “real” peaceful protests.

Exaggerating one political side of an issue, and completely ignoring a much worse political side, has unfortunately become commonplace.

This kind of obvious creation of division is disgusting, and is not at all helpful in this situation or any other.

No more anonymous code enforcement tips?

Anonymous tips would no longer be justification to begin code-enforcement investigations in many cases, under a proposal advancing in the House and already approved by the Senate.

The House Public Integrity & Elections Committee on March 29 backed a bill (HB 883) that would change county and municipal codeenforcement rules so that inspectors and enforcement

officers would be blocked from initiating investigations unless people reporting alleged code violations provide their names and addresses.

Code enforcement officers could still take action on anonymous tips if they have reason to believe the violations present imminent threats to public health, safety, or welfare or may result in the imminent destruction of habitat or sensitive resources. Dear Editor: What Supreme Court Sandra Day O’Connor once called a “quiet crisis” has become a deafening one.

O’Connor was referring to conspicuous deficiencies in U.S. civics and history education, deficiencies which were depriving entire generations of Americans of the prerequisites for constitutional selfgovernment.

In my recent experiences (last couple of years) in interviewing juniors in high schools in Flagler County for certain programs that my organization offers, the vast majority of the junior students could not name our elected officials — neither local, state, or federal.

American constitutional democracy cannot run on auto-pilot. By putting civic education on cruise control and falling asleep at the wheel, the American ship of state has run off course. If we are to avoid running aground, we need to open the eyes of all Americans, beginning in K-12 classrooms, to the essential knowledge and civic virtues necessary to maintain our constitutional democracy for future generations.

American civic education should mirror the kind of American identity we would like to cultivate. This identity, at its best, has always consisted in a common commitment to certain ideals — certain “inalienable rights,” in the words of the Declaration of Independence — rather than the mere fact of living in the same place. A common commitment to ideals can, in turn, inspire common assent to a shared narrative of American history. Until this is achieved, the United States will continue to fall short of being the “city upon a hill” that its best moments have called it.

Affordable housing is under attack If proposed legislation passes, 66% of the $423 million available in the housing trust funds will go toward priorities other than housing.

Editor’s Note: Florida Realtors recently published the following message. It was sent to the Palm Coast Observer by the Flagler County Association of Realtors, with approval of FCAR President Ryan Ford.

This is your wake-up call, Florida, and we need your help to save affordable housing. Last week, Senate President Wilton Simpson and Speaker of the House Chris Sprowls unveiled legislation, HB 5401 and SPB 2512, to permanently redirect two-thirds of the housing trust funds each year to sea level rise and wastewater infrastructure projects.

That’s some serious money that won’t be available to teachers, firefighters, nurses and other first responders for housing assistance. If this legislation passes, 66% of the $423 million available in the housing trust funds will go toward priorities other than housing.

This is unacceptable.

For nearly 30 years, the State Housing Initiative Program has received $2.6 billion from the housing trust funds that has helped 217,000 households with down payment and closing cost assistance, among other housing programs. A $423 million investment into housing programs next year would create 33,000 jobs and more than $4.9 billion in positive economic impact. That’s sound policy as we seek to restore our economy to a pre-pandemic state.

Monies for the housing trust funds come from a portion of the documentary stamp taxes charged on every real estate transaction. In 1992, Realtors advocated for this tax — 10 cents per $100 of value — on the condition that all monies collected went to housing programs.

But for years, that hasn’t happened.

During years of budget shortfalls, legislators swept more than $2.3 billion collected for the housing trust funds into general revenue. And now, when the people of Florida are experiencing pandemic-related challenges that include a critical shortage of affordable, attainable housing, there’s a plan to permanently reduce these vital “trust” funds to the lowest level of all.

The idea of permanently redirecting two-thirds of the housing trust funds is concerning during a pandemic. Housing has been our refuge, office, child care and more. Essential workers, our first and last line of defense, would be left with one less option to secure housing, be it down payment or rental assistance.

Florida Realtors is the voice for millions of property owners who have paid into the housing trust funds. On their behalf, know that we appreciate the need to fund other priorities. But affordable

Woman arrested for manslaughter in her disabled mother’s death

The Flagler County Sheriff’s Office’s Cold Case Unit has arrested a 64-year-old woman for manslaughter in the 2018 death by starvation of the woman’s disabled mother. It is the Cold Case Unit’s first solved case.

Family members told detectives that the suspect had collected money weekly ostensibly for the victim’s food, but then isolated the victim and refused to let other family members see her.

The suspect, Kim Zaheer, had called 911 on Dec. 5, 2018, to report that her 85-year-old her mother, Frances King, needed an ambulance and that she was “not breathing.”

FCSO deputies and paramedics arrived at the residence and discovered King deceased. King was extremely malnourished.

Deputies also noted the living conditions inside King’s bedroom were “extremely bad” and the odor of feces and urine was unbearable. A black garbage bag had been taped to King

with duct tape as a makeshift diaper.

The District 23 Medical Examiner’s Office was contacted, and an autopsy was complete.

It found that King had lost 53.8 pounds, or 52% of her body weight, over four years.

The cause of death was determined to be “Severe Emaciation and Emphysematous Cystitis” due to “Elder Abuse, Neglect and Starvation.”

The medical examiner ruled King’s death a homicide.

In the summer of 2020, Sheriff Rick Staly created a fulltime Cold Case Unit, the first in agency history.

Detective Andrew Cangialosi was selected as the first fulltime Cold Case detective.

The FCSO arrested Zaheer on March 31. She is charged with Manslaughter of an Elderly Disabled Adult and is being held on a $500,000 bond.

Once stopped by officers, Frank began throwing items and evidence — including a firearm — over a bridge.

Caisy Frank is a convicted felon in Florida, was a fugitive from Georgia and New York with an active warrant from Georgia for Larceny from an Automobile, and had an active warrant from New York for Parole Violation for a weapon’s offense.

“This type of crime would have taken days to months, and possibly years, or maybe never solved if we had not implemented cutting edge technology and created our Real Time Crime Center,” Sheriff Rick Staly said.

During the operation, the agencies reported making a total of 97 traffic stops resulting in 5 Criminal Citations, 27 NonCriminal Citations, 71 Written Warnings, and two arrests.

“The unity of the law enforcement agencies in Flagler County to make our roadways safer will only help our incredible community,” said Flagler Beach Police Chief Matt Doughney.

While there is a high concentration of efforts across multiple agencies for Operation TIDES, the FCSO remains vigilant 365 days a year on roadways in Flagler County. For example, on March 30, FCSO Deputy Nunziato, a member of the FCSO Traffic Unit, observed a red sports car traveling at 124 mph in a 60 mph speed zone on SR 100.

The text messages were graphic and threatening, making the victim fear for her life.

FCSO detectives obtained a warrant for the arrest of Aaron Thayer for Sending Written Threats to Kill with nationwide extradition.

“This guy told the victim he was going to kill her, and less than 24 hours later he had driven all night and was at her door to kill her,” Sheriff Rick Staly said. “I am so thankful that my deputies were able to intercept this guy, and used their training, tactics and deescalation techniques before he was able to hurt anyone. They handled a very volatile and dangerous situation by running toward danger to protect the victim. This situation that could have had an entirely different outcome with either the victim, suspect or deputies injured or killed if not for the heroic efforts of our deputies.”

Thayer was arrested and charged with Written Threats to Kill, Attempted Premeditated Murder with a Firearm, Possession of a Firearm/Ammunition by a Convicted Felon, Petit Theft and Resisting Arrest without Violence.

He is being held at the Sheriff Perry Hall Detention Facility on no bond.

Barbosa presses for city manager’s firing in dispute over Code Enforcement Fellow City Council members did not support Barbosa’s motion to fire City Manager Matt Morton.

A routine Palm Coast City Council meeting veered into conflict April 6 as Councilman Victor Barbosa asked his fellow council members to fire City Manager Matt Morton, alleging in comments near the end of the meeting that Morton’s behavior in a dispute about code enforcement amounted to corruption.

Barbosa’s motion died for lack of a second.

Barbosa, who has his own recent history with the city’s Code Enforcement — he’s been warned for parking his company truck outside his home in violation of the city’s ban on commercial vehicles in residential areas, and has pressed the city to eliminate that rule — has in recent weeks driven the city’s residential areas, noting code violations and reporting them to the city manager.

Morton, Barbosa said, had emailed city Code Enforcement Manager Barbara Grossman and told her to list Barbosa as the complainant on those code cases, writing, “I want to be able to keep track.”

But Barbosa wasn’t just listed as a complainant in the city’s internal system, as Morton’s letter seemed to be suggesting: Barbosa was also listed by name on

the actual notices of violation that were sent to people’s homes — and not only for the specific violations he’d noted, but for other ones that staff found on the same streets.

Barbosa found that improper, and suggested at the council meeting and in a later Facebook Live video that Morton was responsible and was trying to sabotage Barbosa’s political prospects.

“I’m very angry — very angry, hurt and disappointed,” Barbosa said. “... This is several examples of the use of my name associated with properties I did not complain about. This is a direct result from Matt Morton to Barbara Grossman to slander my name and my position.”

He called Morton’s actions “gross misconduct and corruption” and a “partisan political attack.”

He didn’t provide evidence that Morton himself had instructed that Barbosa’s name be appended to the unrelated cases or the notices of violation themselves.

A city staff member said that when someone submits a complaint stating that multiple properties on a street have the same issue, Code Enforcement attributes the properties found with that problem to the original complainant.

That showed, he said, that listing a complainant’s name on the actual violation notices was not standard.

City staff weren’t able to immediately clarify why Barbosa would have been listed by name on the actual violation notices.

He asked his fellow council members to terminate Morton.

“If you don’t vote against, which I have clearly shown proof, then you’re in favor of corruption and mismanagement in our city,” he said.

No one seconded his motion.

Councilman Ed Danko said he wanted more time to review the documents Barbosa had provided, and proposed tabling Barbosa’s motion — but, because no one seconded it, was not able to do so.

The Flagler County Veterans Services Office is working with the Flagler Broadcasting and the city of Palm Coast on Independence Day festivities. Flagler Broadcasting’s annual Freedom Fest — generally held in November around Veterans Day — will be held this year on July 3, from 10 a.m. to 9 p.m.

The city of Palm Coast is also planning a fireworks event on July 3 in Central Park in Town Center, to follow Freedom Fest.

Flagler County’s Veterans Services Office is available to help veterans with their veterans benefits.

The county’s Veterans Services Officer, David Lydon, said the Veterans Services Office is trying to get the word out so that local veterans don’t drive out of their way for assistance that’s available locally.

“They sometimes drive 30 miles out of the way when they could have help with their veteran’s benefits right here,” he said. “ ...

A lot of people do it on their own at home ... but we also find that they’re not as successful, because they don’t know the ins and outs of what the VA’s looking for.”

Florida Gov. Ron DeSantis has appointed Palm Coast resident Randy Stapleford to the Florida Inland Navigation District Board of Commissioners.

Stapleford, a retired Navy captain and aviator, handles military affairs for U.S. Rep. Michael Waltz, serves as a liaison for Waltz’s office on the Flagler County Veterans Advisory Council and is a member of a number of veteran service organizations.

On the 12-member FIND Commission, he fills the seat formerly held by the late Palm Coast Mayor Jon Netts.

arpe diem, or seize the day, was Matanzas High School Troupe 7108’s motto last year, as the actors and crew prepared to perform “Newsies.” But the school was shut down in spring 2020 due to the pandemic, and the troupe missed out on both a state competition and the opening of “Newsies” two weeks later.

Musical Director Noel Bethea and the troupe didn’t quit, though; they continued to seize the opportunity. During quarantine, their meetings continued through Zoom, focusing on how to better their craft, including singing and tap dancing.

The hard work is about to pay off, as Matanzas presents “Newsies” this week, the first live performance since November 2019.

“Newsies,” the Broadway musical set in 1899 in New York City, is a story of the rebellious underdog Jack Kelly bringing his crew of rag-tag newsboys together on a mission fighting for what’s right.

It’s based on a true story, when labor laws weren’t yet established for children working in factories.

it became a life goal to one day produce the play.

Jack Kelly is being played by student director Ethan Fink, an 11th-grader.

He said the character is his dream role, so he started preparing for it as soon as Bethea chose the play about two years ago. “ I t’s so cool to see your imagination and the things you envisioned come to life on that stage,” Fink said.

The role of Katherine is being played by Lauren Marie Januszkiewicz, a senior.

She feels lucky to be playing this character.

“So many people view ‘Newsies’ as just a strike, but it’s also about women empowerment,” Januszkiewicz said.

This year being her last makes

this play especially meaningful to her because of the connections she has made with Troupe 7108.

“They’re my family,” she said.

“It’s almost impossible to not get close with everyone. You see them every day at rehearsal and hang out before you get ready.”

Bethea believes that the performing arts are an important part of a well-rounded education, and they enable students to interact and meet people.

“We take pieces of literature and make them come alive,” she said.

The Palm Coast Aquatics Center reopened to the public on April 5, after being closed for nearly a year due to COVID-19.

Registration is now open for various aquatics activities for all ages from April through August at parksandrec.fun.

The municipal pool, which is heated, is at 339 Parkview Drive and will be open 9 a.m. to 6 p.m.

Monday through Friday only from April 5 to May 28. Hours will extend starting May 29 to Aug. 8 from 10:30 a.m. to 7:30 p.m. Monday through Friday, and opening on weekends from 10 a.m. to 4 p.m. Special hours are set for holidays.

Community Cats of Palm Coast is outgrowing its thrift store. At the same time, its mission to reduce the county’s stray cat population is outgrowing its foster network.

A bold move was necessary, said Jessica Myers, the nonprofit’s executive director. So Community Cats of Palm Coast is closing its thrift store business at the Island Walk Shopping Center on April 3 and opening a new thrift store with more than three times the space at the Alamo Business Center, 4500 N. U.S. 1, on April 6.

The new thrift store, with about 3,000 square feet of space, accounts for two-thirds of the space the organization has leased at its new location. An adjoining 1,500-square-foot suite is slated to house an adoption center that will include an intake area for the kittens, a reception area, a meetand-greet room and a room to house the kittens.

“Previously we were doing private meet and greets in foster homes or if we had an abundance of kittens at one time, we would hold an adoption event,” Myers said. “Now we’ll be able to have all of our available kittens for adoption in one location.”

How are you addressing the instructional issues brought on by the COVID-19 pandemic?

When you think about how many of our girls are in the lower socioeconomic status, the learning loss has been even worse, and the education gap that already existed is also even worse. Many of our students across the state were at a disadvantage because, when we went to virtual learning, there was not the technology to support them being.

We were fortunate to have partners and staff who figured out ways to get our girls technology and get them connected.

We had to replace all of the student technology to bring girls back into the center to do some of that learning recovery and to resume in-person counseling.

It was a big expense for us.

Beyond that, it’s so important to us to figure out how we can create a foundation here that is sustainable enough and expandable enough that allows [the center] to serve any girl who needs our services.

n the presence of family and friends, Katie Kornacki signed her National Letter of Intent on April 1 to play lacrosse for Stetson University. Kornacki will get to keep her coveted green and white, though she will have to change from a Bulldog to a Hatter.

Though there have been numerous players from FPC who have gone on to play collegiate lacrosse, only one other girls player from FPC has played Division I. That player happens to be former captain of the Lady Bulldogs (2010 season) and current head coach, Katie Kastner, who played at Jacksonville University.

During her time as a Bulldog (2008-2012), Kastner was ranked No. 15 in the country in the ESPN Top 150 for high school girls lacrosse goalies.

That’s why Kastner holds Kornacki in such high regard as a player. “(She’s) an honor and a great representation of our program,” Kastner said. “Being able to be a part of her journey — it’s huge.”

Prior to choosing Stetson, Kornacki had also expressed some interest in Merrimack College and Lasalle University as well as St. Joseph’s. However, after traveling to other schools and deciding that she wanted to stay close to home, Stetson was the winner.

A four-year veteran, Kornacki has played in 39 total games and scored 130 goals during her time as a Bulldog, according to MaxPreps.com.

“I’m ready to move on to my next step in life,” Kornacki said.

“I’ve been working really hard at this, so it’s very exciting to be able to move on to that next step and meet new people, make new friends and continue playing.”

In December, Matanzas High School girls wrestling star Riley White had surgery to repair a bucket handle tear. In February, she finished as state runner-up for the second time in her career, in the 117-pound division. Then at the end of March, she signed her national letter of intent to wrestle for Missouri Baptist University.

White found the school through some teammates and coaches on Team Florida.

“I already knew some of the girls on the team and their work ethic,” she said. “I know it is somewhere where I can get better.”

Prior to signing, White had also received offers from Lourdes University and Indian Hills.

Head coach John White chimed in to speak on Riley While and her journey that led to putting the pen to paper.

“This year was a little unique,” he said. “We weren’t even sure if she would be able to wrestle this year. She had surgery on Dec. 20 and had to have her meniscus removed because it was too damaged to repair. Exactly two months after surgery, she was wrestling in the state finals.”

Riley White will finish out her senior year and soon be on her way. She said that she looks forward to moving onto the next chapter of her life and learning new things in both the classroom and wrestling mat.

Men’s Golf Association tees up scholarships for city summer camp Over $2,000 donated to the Youth Summer Camp Scholarship Fund, allowing 22 children to attend summer camp free of charge.

Around June, Palm Coast Parks & Recreation starts buzzing with the sounds of summer camp.

Whether it’s swimming in the pool, robotics in the classroom, or

adventuring on the trails, full day summer camps and swim lessons are just plain fun. And thanks to the hard work and generosity of some Palm Coast golfers, more local families will be able to sign their children up.

In October 2019, Parks & Recreation, in partnership with the Palm Harbor Men’s Golf Association, started planning a Mayor’s Golf Cup for the following April.

The Men’s League, as well as the Palm Harbor Friday Golf Group, threw themselves into raising funds through hole sponsorships and donations that would go towards the Youth Summer Camp Scholarship Fund. While the golf

event was canceled and some donations returned, the majority of sponsors chose to donate their funds to the scholarship fund.

“It’s a good cause, because it’s all for the kids,” says Mike Jackson, of the Palm Harbor Men’s Golf Association. “The real credit belongs to the businesses and individuals that donated despite the tournament not proceeding due to COVID. And of course our members, David Tiernan, the late Rick Lankford, Jack Novak, Ed Seijo, and Ed Gonzalez, as well as many other members of the Golf Association and our Friday golf group, the Red Shirts.”

donation totaled $2,121. Michael Smith, Community Center supervisor, estimates that a donation of that size will allow approximately 22 children to attend summer camp free of charge.

“This scholarship fund is a great way to provide Palm Coast families the ability to send their children to summer camp or enroll them into swim lessons,” he said. “With school being out, this is sometimes their only option for child care. And we are so happy that we can give deserving families this type of critical assistance.”

“As a parent, I know how important it is for your child to have fun and engaging experiences while on break from school,” said Mayor Milissa Holland. “And finding quality child care can be time consuming and expensive.

Thanks to the dedicated work of our local men’s golf groups, we can provide these necessary services to even more families.

I’m just so proud of the care and compassion shown by our com-

munity!”

Full-day camp options include Fun in the Sun Summer Camp, Robotics Camp, and Teen Adventure Camp. Sessions run from June 7 through Aug. 6 and accommodates children from kindergarten through grade 9.

Swim lessons are available throughout the summer, Monday through Thursday.

Summer camps will follow COVID guidelines, based on the most recent recommendations from the CDC, Flagler County Department of Health, and Flagler Schools. Camps have reduced camp capacity, masks are required, and camp groups are kept separate. The facilities are still maintaining an increased cleaning and sanitization schedule.

La Shawarma Mediterranean closes, makes way for Burger Bros Owner Keith Beydoun plans to represent all small businesses who face the difficulties of finding employees and the impact of regulation during the pandemic, all the way to Tallahassee.

A new family-owned restaurant offering specialty burgers, including vegetarian and no-carb options, has just opened in Palm Coast. Keith Beydoun, the owner of new restaurant Burger Bros, in part with his family, has created the establishment after the pandemic resulted in his prior business, La Shawarma, closing down at the end of 2020.

The family had unfortunate timing with the pandemic, opening La Shawarma Mediterranean in early 2020, right before COVID was becoming large-scale in the U.S. and resulting in heavy regulation and lockdowns. “The healthiest food on the planet,” as the establishment was referred to, was able to survive the majority of the year, but ultimately the family decided they would need to pursue a different business venture with higher demand.

Beydoun said he needed to offer food at a lower, more accessible price point, and he recognized that there was a real opportunity to deliver specialty burgers in Palm Coast.

The family transformed the space quickly; Beydoun said that there really wasn’t an option to wait longer, with recurring expenses still coming in every month.

“The bills keep coming,” he said.

He also elaborated on the downstream effect of closing down. The family only uses local vendors, so the idea of waiting would not only negatively impact their financial situation but take away from revenue of many Palm Coast businesses. He not only works here, but also lives here in the city and is very sympathetic to the difficulties the community businesses have experienced.

DIFFICULTY HIRING

Burger Bros is fully ready to open (presently open for limited hours) with the exception of having a full staff. Beydoun has detailed the difficulties of finding employees and the impact of regulation during the pandemic on small businesses on 94.3 and 100.7 radio stations. He also has had conversations with Gov. Ron DeSantis and the health department on the difficulties for small businesses to attract new employees when the current unemployment benefits are more enticing.

“Why work when you make

more money sitting at home u n e m p l oye d ? ” Beyd o u n said. “They apply, get paid to apply, and don’t want the job.”

He also remarked on the minimum wage, saying that he wanted to avoid passing the increase through the business and into prices, another reason why a specialty burger establishment at a lower price point would be a better option in the current environment than a Mediterranean restaurant.

Burger Bros has been exercising all hiring platforms, such as Monster and Indeed, to build the staff but still has had enormous difficulty hiring people. Beydoun said he plans to take these issues, representing all small businesses who may face these same challenges, all the way to Tallahassee.

Currently, Burger Bros has three locations in progress, and the plan is to reach 30 locations across Florida in the next five years.

Seamstress Penny Bennett has sewn over 800 masks, for a cause Since mid-August, local boutique Chez Jacqueline has been selling Bennett’s masks and scarves with a portion of the profits benefiting the Flagler Women’s Club.

It started when master seamstress Penny Bennett designed one silly mask for the Palm Coast Observer’s mask contest.

Flash forward eight months, and Bennett has sewn over 800 masks, ranging from the whimsical to the glamorous, all for a good cause.

Since mid-August, local boutique Chez Jacqueline has been selling Bennett’s masks and scarves with a portion of the profits benefiting the Flagler Women’s Club.

“We do a lot of fund raising for

local nonprofits,” said Chez Jacqueline owner Jacqueline Hamilton, noting that a year ago most of the fund-raising events supporting nonprofits in Flagler County as well as the rest of the country came to a halt because of the COVID-19 lockdown.

“When that stopped the nonprofits were really hurting,” Hamilton said.

Bennett was featured as one of the winners of the summer contest with her “sippy mask” in which she is shown sipping a glass of wine from a straw through a flap in her cotton mask.

That photo inspired an idea.

One day when Bennett, a longtime friend of Hamilton’s, was visiting the store, Shara Rivera, Chez Jacqueline’s design consultant, asked if the seamstress would want to create unusual face masks to sell.

The idea took hold as a way to support a local nonprofit. As of March 11, the boutique has raised over $6,700 for the women’s club.

loween, Christmas and Easter, a Tampa Bay Buccaneers mask celebrating the Super Bowl champs and patriotic star and stripes to the glitzy.

“We’ve had quite a few masks made for people going to weddings,” Hamilton said. “We had the mother of a bride come in. She had this gorgeous dress. Penny was able to use a little of the lace from the dress to make a custom mask for her and ... a matching purse.”

Bennett was in business for 34 years in the Seattle area designing clothes and accessories. Her last 10 years she specialized in bridal

dresses.

“She’s an absolutely amazing seamstress,” Hamilton said.

“She’s really incredibly talented.”

Some of her face masks have taken just a few minutes to sew.

One had so much detail it took her three hours to finish.

“It’s all in the embellishments,” Bennett said. “Some, especially during the holidays, had lots of bling. I’ve done little silk flowers to suggest spring. For Halloween there were spiders all over ... Every spider has eight legs and all those legs had to be sewn on.”

“If someone can dream it up I can make it she said.”

Fund raising has always been an integral part of Hamilton’s business, usually through fashion shows. A red carpet runs through the length of the store that served as a fashion runway before the pandemic hit. Chez Jacqueline would charge $30 a person to attend the show, limiting the audience to 30 people to raise $600 for the nonprofit and provide word-of-mouth advertising for the store.

“We’ve done over 20 nonprofits,” Hamilton said. “And we only do local ones because we want the money to stay in the community.”

While the fashion shows are on hold, Chez Jacqueline continues to raise money for good causes.

Customers can put coins in an enormous jar at the register to contribute to the Northeast Florida Jazz Association to help fund scholarships for music students.

The mask fund raiser has helped keep the Flagler Women’s Club afloat during a period when it has been unable to hold events, Rivera said, and it is showing no signs of slowing down.

“It’s very popular,” she said.

And Bennett is showing no signs of slowing down either.

“I’m having a great time making them,” she said. “I love sewing, and it’s for a good cause.

Every cent I get goes to the women’s club. It’s an example of people working together for a good cause that’s necessary right now. We never dreamed it would go this far.”

DESANTIS OPPOSES ‘COVID PASSPORTS’ Pointing to privacy concerns, Gov. Ron DeSantis issued emergency rules that prevent businesses from requiring customers to show proof of vaccinations through COVID-19 “passports” and will ask the Legislature to pass a permanent ban.

“It’s completely unacceptable for either the government or the private sector to impose upon you the requirement that you show proof of vaccine to just simply be able to participate in normal society,” DeSantis said. “If you want to go to the movie theater, should you have to show that? No. If you want to go to a game, no. If you want to go to a theme park, no. … I think it’s something that people have certain freedoms and individual liberties to make decisions for themselves.”

DeSantis said he thought vaccine passports would create “huge” privacy issues that could result in people handing over medical information to a “big corporation.”

DEVELOPER WORKS BETWEEN SR 100, ROBERTS ROAD Flagler County has put on hold until further notice the final 825 feet of sidewalk reconstruction along Colbert Lane, as a housing developer plans work on the roadway between State Road 100 and Roberts Road.

“We don’t want to improve the sidewalk there if it is ultimately going to be moved to accommodate a turning lane,” said Road and Bridge Manager Ryan Prevatt. “We’ve completed most of the sidewalk – about 77% of the total 3,300 feet.”

Road and Bridge began sidewalk reconstruction work north of the Grand Haven community early in October. Crews removed areas of damaged sidewalk, re-framed those sections, and finished the concrete work. To date, about $41,500 has been spent on materials for the project that is estimated to cost $53,600.

In addition, sidewalk crews have replaced about 100 feet of damaged sidewalk on Roberts Road, and another 100 feet along MalaCompra Road.
