Shooting. A man woke from sleep, thinking he heard a noise, and grabbed the gun from his nightstand. He thought he saw someone standing in his bedroom, and fired a shot at the intruder — shattering the bedroom mirror. Then he realized there was no intruder: He’d been seeing his reflection. The handgun, which belonged to his mother, was surrendered to deputies.

the car with the tag, detaining a man and a woman. The woman said that the tag on her new car had been stolen, and she’d reported it as stolen to the Volusia County Sheriff’s Office. But then the dealership she’d bought the car from gave her an exact copy of the original dealer tag as a replacement, so she’d used it.

The VCSO had warned her that law enforcement might pull her over because the number on the new tag was the same as the one she’d reported stolen.

Deputies found that the woman was, in fact, telling the truth.

But there was another problem: The man, when deputies asked him if there was anything in the car they should know about, admitted to having marijuana. Deputies searched the car and found drug paraphernalia, meth and heroin in various parts of the car, including a compartment the woman had been using to store her driver’s license.

Flagler was in the first quarter of counties migrated into the new system, Lord said. Others, including neighboring Volusia, are still working through the process.

So far, Flagler County has vaccinated about 11,000 people — about 7.9% of its population — while Florida has vaccinated about 2 million people, Lord said.

The limited availability of vaccines has angered some community members, but local staff don’t determine how many vaccine doses the county gets from the state.

The county could be vaccinating 1,000 people a day at the county fairgrounds if enough vaccines were available, Lord said.

Flagler County is in 19th place, out of the state’s 67 counties, in terms of vaccinating its population, he added.

Case numbers in Flagler County remain high, although the percentage of positive tests may be starting to trend downward.

“Our percent of new positive cases in relation to total number of daily tests has kind of continued its post-holiday, unfortunate high,” Lord said, “though we are starting to slowly subside — there’s days where it spikes back up, but in general we are seeing a downward trend again.”

There have been 5,294 COVID-19 cases in Flagler County, and 65 deaths, Lord said.

Welcome to Flagler County Despite pandemic, tourism revenue stayed strong in 2020

lagler County’s tourism income — the money that the government gets from the “bed taxes” people pay to stay in local hotels — dipped during the pandemic, but not as much as county staff feared that it might.

“Even though we started out the year down 18% because of Hurricane Dorian — and of course we had the pandemic — we only ended with a decrease of 13%, so that’s something we’re proud of since tourism was limited,” County Tourism Director Amy Lukasik said in a presentation at a Feb. 1 County Commission meeting.

Bed tax money in the community totaled $2.38 million in the last year, saving residents an estimated average of $756 per household in taxes and supporting close to $159 million in wages and salaries, she said.

The county commissioned a research firm, Downs & St. Germain Research, to query tourists about their trips: How they’d decided to visit, how they planned their trip, where they stayed, what activities they engaged in.

“We’ve never had this type of research before,” Lukasik said. “It gives us a lot of direction for other decisions that we will make.”

The data collection process started in October 2019 and continued through the end of September 2020.

The results, Lukasik said, were promising.

Of the 2,024 people interviewed, 96% said they planned to return for future visits, and 94% said they’d recommend Flagler to friends and family.

County staff estimated that tourists generated $454.6 million in economic impact in Flagler County in the 2020 fiscal year, spending about $309.3 million on accommodations, shopping, restaurants, transportation and entertainment and supporting 5,814 jobs.

The county had 572,400 visitors in fiscal year 2020, and those visitors generated 382,700 room nights in paid accommodations in the county, Lukasik said.

Each dollar spent by the tourism bureau on marketing had translated into $402 in visitor spending, Lukasik said.

The typical tourist, Lukasik said, is a 52-year-old woman with an annual income of $77,000 who planned her trip less than a month in advance and traveled with two other people, planning to visit the

Of the visitors surveyed, 29% had noticed advertising for Flagler County, and the top advertising mediums had been social media, the county’s visitor guide, radio, billboards and the internet.

The survey estimated that one out of every five visitors to Flagler County came because they were influenced by advertising.

Most of those visitors — four out of five — drove to get here, and most also visited neighboring areas, St. Augustine in particular, during their vacation. Of the 70% surveyed who stayed overnight, the average stay was about four nights.

Once visitors arrive, they head for the beach (82%), dine locally (75%), and partake in outdoor recreation (62%) and water recreation (37%), according to the survey results.

“We feel that having all of those assets is one of the main reasons we were able to survive ... during the pandemic,” Lukasik said.

“Those are the things people were looking for. “

FLORIDA TOURISM FACES LONG RECOVERY With first-time unemployment claims spiking last week, a top Florida economist is cautioning that the vital, but battered, tourism industry is in for another difficult spring because of COVID-19.

Amy Baker, coordinator of the Legislature’s Office of Economic & Demographic Research, told lawmakers Jan. 27 that despite improved tax-revenue numbers for December, big-spending foreign tourists aren’t expected to

flock to Florida in the coming months.

Baker’s comments came before the U.S. Department of Labor on Thursday released a report that estimated 57,824 first-time unemployment claims were filed last week in Florida, up 18,598 from the week that ended Jan. 16.

Last week, the Florida Department of Economic Opportunity said the state’s jobless rate improved from 6.3 percent in November to 6.1 percent in December.

During last year’s second quarter, travelers to Florida fell 60.3 percent from the same period in 2019, ending a nineyear run of year-after-year increases in tourism numbers.

The tally of tourists grew in 2020’s third quarter, July through September, but the overall estimate was still down 31.8 percent from the same period in 2019.

In a first for Flagler Schools, this year’s District Teacher and Employee Celebration was held entirely online, Thursday, Jan. 28.

In all, 17 employees and 11 teachers from across the district were honored.

Following a number of video highlights introducing everyone to our 28 honorees, Superintendent Cathy Mittelstadt announced the District Teacher and District Employee of the Year.

Khady Harmon, a physics and chemistry teacher at Matanzas High School, was named Teacher of the Year for Flagler Schools.

“No matter what happens, teachers are committed,” Harmon said on receiving the honor.

“The most important thing is our students. This is a year like we’ve never seen before, but I am so happy and honored to represent all the teachers in Flagler County.”

Harmon earned her bachelors in chemistry with a minor in math from the University of Texas. She moved to Florida eight years ago and began teaching at Matanzas High. Harmon and her husband,

a freshman at the University of South Florida; and Emma, a freshman at Flagler Palm Coast High School.

“Both Khady and Chuck are great representatives of Flagler Schools,” Mittelstadt said. “They are proven leaders on their campus and their department, and I could not be happier to have them represent their fellow teachers and support staff.”

Both Harmon and Coates will now represent Flagler Schools for statewide honors.

COVID-19 has reduced Florida’s funding for transportation projects: With people driving fewer miles, they’re spending less on gas and thereby paying less in gas taxes. Cars are also getting more efficient, further reducing gas consumption.

Those factors have affected the state’s plans for local road work as Florida faces a state shortfall of $1.4 billion and a district-level shortfall of $100 million.

“We had to determine what it was that was important and what we needed to do to try to balance the needs against those limited resources,” Florida Department of Transportation Program Administrator Katherine Alexander told Flagler County commissioners at a Feb. 1 commission meeting.

“We wanted to make sure that we weren’t going to affect any of our existing contracts, and we wanted to make sure that we were keeping true to our debt service payments.”

Still, the Florida Department of Transportation expects to spend more than $13.4 million in Flagler County in the 2021-2022 fiscal year, with projects spanning the county from western Bunnell to Oceanshore Boulevard.

Alexander presented FDOT’s five-year work program before the commission Feb. 1.

The work plan lays out design and construction plans through 2026; FDOT’s fiscal year runs June 30-July 1. For next fiscal year, one planned project — construction on Perkins Highway

With AdventHealth’s expansion to a new location on Palm Coast Parkway, the city is getting a second hospital.

But it won’t be getting a birth center or a trauma center — two things community members have complained about lacking, and that the hospital’s chief operating officer addressed during a Feb. 2 presentation before the Palm Coast City Council.

In both cases, the issue comes down to numbers and demand, AdventHealth Palm Coast chief operating officer Wally De Aquino explained.

“We get a lot of questions about [a birth center], and why, even though we’re putting this beautiful facility in our community, it will not have birth center,” he said.

Although the hospital hasn’t yet compiled last year’s data, when it looked at the previous year’s, the number of births in Flagler County was 824, he said. If the new hospital added a birth center, it wouldn’t be getting all of those cases.

“It became clear to us that if we had a birth center, we would only have less than two births per day

in Flagler County in our hospital,” De Aquino said.

“The biggest problem for us as a health care system is recruiting physicians that would be willing to come to a community where they know that the volume is so low. It would be incredibly difficult for us to recruit trained nurses to come and work in a unit where they would not be able to keep up with the requirements, the number of births, for their proficiencies. So that is even bigger issue for us than just looking at financials.”

Trauma centers, meanwhile, must be approved by the state. A couple of years ago, De Aquino said, AdventHealth hired a consulting company to see how close the hospital was to meeting the requirements needed to apply to open a trauma center.

“We weren’t even close,” he said. “There’s a lot of requirements; there’s a lot of demand that needs to take place for us to be able to be able to even apply and try to get approval.”

center to become feasible.

De Aquino said the hospital itself would need to be handling 1,200 births per year.

It would likely get 60-75% of the market share — with 60% being more realistic, De Aquino said — so the community as a whole would need to have 1,600-2,000 births annually, or twice the current number, to reach that threshold.

“We are excited that we will be starting this project soon and will be able to offer better access and high quality health care to the community.”

Palm Coast OKs West Pines zoning amendment The Palm Coast City Council has approved on second reading an amendment to the zoning for eight residential lots.

The change will allow the lots’ owners, who bought under the assumption that they’d be able to build normal single-family homes, to do so — even though the West Pines Planned Unit Development agreement had originally required that any homes built on those lots be attached such that neighboring owners would have had to agree on the same architectural style, colors and construction timing.

The city’s initial proposal to update the zoning had invited some pushback from area residents who thought the proposed setbacks for the potential homes was too narrow, but the city’s staff reworked the technicalities and came to a compromise that increased the setbacks from 7.5 feet to 12.5 feet.

The council had approved the proposal 5-0 on first reading at its Jan. 19 meeting.

wenty-five years ago, Billy Wight helped start a church in Palm Coast that would appeal to people who don’t like church. The dress was casual, there was a worship band playing music, and no one called him “Pastor” — just “Billy.”

It was called Palm Coast Community Church (pc3), and membership averaged 99 per week in the early days.

It grew to as high as 1,000 before the conscious choice to start a new church, Epic, with some of the membership. Today, Epic is one of the biggest churches in town, led by Trent Schake, and pc3 drew about 175 per week before the pandemic.

In early 2020, Wight retired to work for Hidden Gnome Publishing (his son, author Will Wight, is his boss). Mike Adler, a former atheist and Buddhist before becoming a Christian, became the full-time lead pastor at the church.

Billy Wight and Adler met with the Palm Coast Observer on Jan. 29 to talk about pandemic fears and opportunities, and society’s attitude toward faith.

Is it harder for people to have faith today than it was 50 years ago, or 500 years ago?

Adler: If you read books or articles from 50 years ago, you see pastors and theologians talking about the same things they are now: “Why aren’t people more focused on the things that are eternal?”

One difficulty today is this hyperindividualism. If you’re isolated, it’s easy to respond with anger and fear and anxiety.

When you’re surrounded by people who are cemented in what’s true, it allows you look at thing in a better way.

You will never get as close to Jesus alone as you will with other people who will lift you up and help carry those burdens.

In Palm Coast, most didn’t grow up here. People are constantly uprooted, so it’s hard to have those relationships so that when the storms come, you know who you can talk to.

Wight: People today sense inside of them that there is something missing. But the emphasis in our culture today is that you’re supposed to be pursuing [fulfillment] intellectually or experientially.

Fifty years ago, there would be this bent to go, “Maybe there’s something spiritual lacking in my life.” That is not what people go to today. I believe the message of Jesus is relevant and lifechanging today.

I know there’s distrust of pastors. But I’ve known a lot of pastors in my life — and priests and other religious leaders.

Most of them have tremendous integrity.

How has the pandemic impacted your congregation?

Adler: In March 2020, when a lot of churches had to shut down, we had no understanding of what COVID was. I think there was a lot of fear, confusion.

When you go to the store and you don’t see toilet paper, and you’ve got stay-at-home orders, it throws people for a loop.

There have been a lot of bouts of depression and panic attacks.

Now in 2021, there’s a level of: You get used to it. The language you hear is, “I can’t wait till this gets back to normal.” But we’re not sure if it ever will.

said, “God, why are you letting this happen to me?”

Wight: People are afraid, but that creates a lot of opportunity for people to grow and ask, “Am I going to trust God?” How important is your crew of volunteers?

Adler: The church doesn’t need me (Laughs). They need the volunteers. All the good things that really happen, it happens because of their willingness to live out their faith. Our volunteers are rock stars.

How is pc3 different now from what it was 25 years ago? How is it the same?

Wight: The average age of our congregation is older, and that is the value of starting new churches: It’s easier to attract younger families.

How will pc3 be different 25 years from now?

Adler: All I know is, the church will look different. One benefit we have today, is we have Palm Coast Community School that we started seven or eight years ago, so that brings families into the community.

I know when I want in 25 years: If our people are living out our core values — loving God — and if that leads to loving other people, and they’re teaching others about Jesus, and they’re authentic and organic, and they have people helping them walk that path, as a pastor, I will be very content.

For Mike Adler: You have a degree in behavioral science.

How has that helped you in your ministry?

Adler: When you’re trying to help people, what you learn very quickly is that your ability to listen is linked to your ability to have success. We often get into conversations where we’re talking past each other. The intent is to reply, not to listen.

We love to talk about ourselves.

But when you have someone in your life to really listen and understand, it changes everything. It gives them hope.

the rust, you break the whole instrument.” What does that mean to you?

Adler: We can get caught up in trying to create quick fixes. But if you’re going to be gentle, you have to invest time. It may take years and decades.

For Mike Adler: You used to work with violent teenagers in a residential facility. What did you learn?

Adler: That I knew absolutely nothing. (Laughs) You learn that everybody has trauma, and that trauma looks different depending on their background and personalities. There’s no one thing that will fit all situations and all people; people need individual care.

When someone comes to ask for help, how do you handle them?

Wight: Our mantra is “Love god, love people, live it out.” The reason people are so closed off is they have been hurt and they don’t feel safe.

We’re all messed up, and we all have the same fundamental problem, and that is that we are self-centered people who need a heart transformation. Faith in Jesus transforms our heart, but that doesn’t immediately fix us.

The starting point is for them to be able to sense from me what I know they need to sense from God, and that is, “I want you to come into my presence just like you are, and then we will slowly start to unravel these problems you’ve got.”

For Billy Wight: The ad for pc3 25 years ago pointed out that you are a former saddle maker.

Why do you feel it’s helpful for churchgoers to know that?

Wight: There is this belief in churches that pastors and priests and rabbis have some sort of level so spirituality that other people can’t attain to. And that is just not true, and it’s not the message that’s in the Bible. The message in the Bible is that we have equal value: We are a body.

The finger is just as important as the leg. The heart is as important as a shoulder muscle. That’s what we deeply believed, so our way of trying to get that embraced by people was, “Let’s talk about our normal life.” [Cofounder John Shepherd] was an engineer, I was a saddle maker.

HOW DO YOU READ THE BIBLE NOW THAT YOU’RE RETIRED? Billy Wight: When you’re reading as a pastor, there’s always this pull of, “How can I teach this?” In the past year, I have preached a couple of times, but for the most part, that voice has become very distant. So my son (Will) and I, when the pandemic started, we said, “Why don’t we read through the New Testament together rapidly?” We did that and then we did the Old Testament. Then we did the New Testament again.

The whole time I’m asking the question, “Why did God allow the pandemic to happen?”

But you see throughout scripture that we live in a fallen world. You see good things and bad things, wars, bad governments, storms coming and going, and one of the biggest messages I’ve seen in the Bible is, “You live in a tumultuous world, and I’m going to walk with you in whatever you’re facing.”

So I stopped asking why the pandemic is happening and instead said, “God, how do you want me to adjust and grow through this?”

Davis began her career at the Flagler County Sheriff’s Office in 2018 at 19 years old. She is the daughter of Detention Services Cmdr. Glenn Davis.

In her short time in the communication center, she has made an incredible impact on the community and within the agency.

She excels at being able to take control of situations and remain calm during high stress situations. She consistently performs to exemplary standards and was credited with saving a total of four lives in 2020, two of them within one hour apart on the same day.

On Aug. 5, 2020, Davis answered a call of a mother who stated her one-year-old daughter was having a seizure and had stopped breathing. Davis remained calm and reacted immediately to talk to the mother through CPR instructions while fire rescue was responding. When the mother started to panic, Davis reminded her to stay focused and continued to walk her through all the CPR necessary steps. After a round of CPR, the mother advised Davis that the baby started breathing again. Davis received a lifesaving award for this event.

Three charged for spraying gunfire at K-Section home

An 18-year-old Matanzas High School student has been arrested after recording a rap song that threatened a school administrator who’d recently suspended him.

The student, Joseph Washington, had been called into an administrator’s office on Jan. 21 for wearing an “inappropriate” shirt, and reacted by telling the administrator to “Suck my d---,” according to an arrest report, so the administrator suspended him.

By Jan. 26, Washington had recorded and uploaded to Soundcloud and YouTube a rap song in which he referred to the dress code incident and stated, “N---kicked me out of school. ... A n---called Blouga came in and killed your f------ wife. You should be afraid of me because I’ll come and take your life, smoke you with this Uzi like a mother f------ crack pipe.”

When deputies showed up at his home, Washington admitted to creating and posting the song, but said that it was fantasy and that he wouldn’t actually kill the administrator.

The deputy asked why he’d posted it.

“He stated that he wanted other students to know what he has been going through and he knew the song would get to [he victim],” the deputy wrote.

He is charged with Sending Written Threats to Kill.

Deputies have arrested three men for spraying gunfire at a home on Kalamazoo Trail the evening of Thursday, Jan. 28.

Although 35 shell casings were recovered from the scene and a pregnant woman was at the house at the time of the shooting, no one was injured.

The suspects said they’d initially driven to the house on Kalamazoo so that one of the suspects could fight one of the residents.

But when they reached the resident by phone, and he said he wasn’t home, plans changed, and they shot up the house.

Jamey Bennet, 18; and Randy Alexandre, 21; are both charged with Shooting a Missile at a Dwelling. Paul Pajotte, 25, is charged with Shooting a Missile at a Dwelling and Possession of a Weapon by a Convicted Felon, and also for Violation of Probation for Identity Fraud.

Two 16-year-olds who were in the car with the suspects were turned over to their parents.

Student, 11, arrested for bomb threat at school Deputies have arrested an 11-yearold for allegedly threatening to bomb his school, Elizabeth Ann Seton Catholic School at 4600 Belle Terre Parkway, on Jan. 27.

The school’s principal told

deputies that she’d been tipped off that the student had threatened to blow the school up and shoot other students with a gun and mace that he claimed to have in his backpack.

When deputies asked if the suspect had made the statements, he said that he did, but claimed to have been joking.

A search of the suspect’s backpack recovered a can of mace and a pocket knife, but no gun.

Man charged with possession of child pornography Palm Coast resident Edgar Alloway, 77, has been charged with 12 counts of possession of child pornography, following a cyber tip from Internet Crimes Against Children (ICAC) on Sept. 3, 2020.

FSCO: Man tried to frame girlfriend’s ex in shooting Palm Coast resident Ariel Diaz, 35, is facing multiple charges after he falsely reported a shooting and then used an app to create text messages that appeared to incriminate his girlfriend’s exboyfriend, according to deputies.

He reported that someone — he told deputies that he suspected the ex-boyfriend — had shot at him and his car, but deputies discovered that he’d shot at his own property.

More analysis needed for Belle Terre swim club Options available for swim club Advisory Committee questions Flagler Schools’ financial evaluation of the facility.

This is a request to the School Board by the Belle Terre Swim and Racquet Club Advisory Committee to keep Belle Terre open and ongoing while fees for memberships and medical groups pick up as the pandemic gets under control.

(Editor’s Note: Corson also sent this letter to Superintendent Cathy Mittelstadt.)

I represent BTSRAC 501c3 nonprofit that worked with the School Board in 2015 to keep Belle Terre open. When the pandemic struck, Belle Terre was shut down for two months.

People were told to restrict their activities and stay at home as best they could. It is remarkable that when 2019/2020 and 2020/2021 memberships are compared, paying members have only gone down from 1,378 to 1,243 and during these same periods Silver Sneakers, Renew

Active, Silver and Fit and Florida Health Care are all up. The problem is that frequency of visits is down. School system employees can use the Belle Terre facilities for free. It appears few of them are. Some of the comments indicated in the Observer article on Jan. 21 will be referenced in this letter.

We consider ourselves to be a partner with the school system, but that view is not returned, and our many requests verbally and in writing for financial information about the facility have been refused. We have no financial data on the Belle Terre operations for our members.

It seems we are headed down the same path as 2015 with questionable financials and information from the School Board.

When we pressed for financial information for 2015/2016, we found that the school system’s treasurer was under applying income. Our estimates do not align with theirs.

I am requesting that the School Board open the books on the Belle Terre operation so that we can bring in an auditor at our expense so that BTSRAC can get an assessment of financials.

If the information in the article is correct, the school system apparently wants to imply that more money needs to be spent than needed to make it look like maintaining Belle Terre is not possible.

Two hundred thousand dollars to redo the parking lot is

an insult to intelligence. What is needed is to have four tree roots that extend into the lot cut, pulled out and the resulting 10-foot-by-2-foot areas patched. Then reseal the lot for under $20,000.

There is no ADA compliance problem. All buildings have handicap accessible toilets and sinks. The exercise building has a handicap restroom.

Belle Terre has a heated pool.

Frieda Zamba does not and is not open year round. Many school group use the Belle Terre pool.

BTSRAC has done in depth research into building a senior center as a replacement for the classrooms. We visited the senior center in St. Augustine several times and corresponded with the new facility in New Smyrna Beach. We have an internal layout and external depiction by a local architect.

Part of the building would be used by the school system and part by a senior center.

We were preparing to begin fund raising and made a request for approval of the concept to the director of the Flagler Technical Institute and were turned down. Our aim was to have the operation costs split between the county and the school system.

My organization wants to work with the School Board so that Belle Terre can be economically maintained.

I was dismayed to learn that once again we are discussing the operational cost at Belle Terre Swim and Racquet Club. But the members are getting used to it.

Like the passing seasons, with each change in administration we regularly get the clarion call from the ivory tower on Old Moody that Belle Terre falls outside the district’s instructional mission.

Then the cavalcade of exaggerated figures fill board members reports and local news columns in an apparent attempt to shut it down.

The number of full-time members quoted represents a 400% increase in membership since 2016, despite the pandemic.

As for the members, we are not only retirees.

We have students, families, teachers, both high school swim teams (boys and girls), and a myriad of other city and county members. We have contracts with several health groups including the school board itself.

As for the exorbitant cost of repairs, they won’t go away if the club is shut down.

Belle Terre is an asset that was used by the school board to obtain a bond, and the board must maintain the property.

The school board’s attorney and past superintendents have emphatically told us this as we offered solution after solution.

We offered to buy the facility.

We offered to lease the facility.

We offered to help move it to the county Parks and Recreation Department. We even offered to work to place a county senior center at the facility.

We were told no by the administration in every instance.

The senior center rejection was especially disheartening.

The proposal would have given us access to hundreds of thousands of dollars in grants, state funds, and personal donations.

We even had architectural plans created. But the administration would have none of it.

Board members asked about our community group. Well, we are still here. But no, we don’t meet during a pandemic.

If the district wants help, we are still here. Still committed to the club.

We are still ready to help.

Editor’s note: The Belle Terre Swim & Racquet Club was included in a district bond refinance in 2014 that requires that some percentage of the facility is used for K-12 uses, according to School Board Attorney Kristy Gavin. “As a result, the district has to be very careful in how the facility is used ... to ensure the district does not jeopardize our tax exempt status and/or violate any tax laws,” Gavin wrote.

Courtney provided plans in 2018 to build a senior wellness center, Gavin added, but that would not have met the terms of the 2014 bond.

District considers new citizen task force for Racquet Club The district has used such committees for other functions.

Running a community gym and pool isn’t quite the school district’s core mission. Still, it has one — the Belle Terre Swim & Racquet Club — and has found itself in a quandary as the aging facility, beloved by its users, threatens repair costs that could draw money away from the district’s K-12 responsibilities.

School Board member Cheryl Massaro visited the club recently to take a look at the facility.

“I just had a wonderful conversation with the staff there, and it’s 50 degrees out and there’s people wanting to swim,” she said at a Feb. 2 School Board workshop.

“Needless to say, we’ve got to get some kind of action plan set aside.”

She added, “My recommendation for that is … that we get a task force put together, including the community and the key players.”

The district has estimated that the facility is facing a $500,000 shortfall and potentially $2 million in repairs, and board members have floated the possibility of seeking partnerships with the Palm Coast city government or Flagler County government.

Five years ago, the last time the club threatened to become too expensive for the district to main-

tain, members joined together to form a group called the Belle Terre Swim & Racquet Club Advisory Committee and raised memberships and money — including a donation from the county government — to keep the district from closing it to the public.

Massaro noted that the district will have to earn the broader community’s support to renew its half-penny sales tax in 2022.

“If we can bring people together now and show them that ... we want to solve some of the issues of our district and this community as a team, I think we’ll have a much better shot of getting support in 2022,” she said.

Board member Colleen Conklin was interested in the idea of a task force, and Chairman Trevor Tucker suggested district staff gather information on procedures used for forming other citizen task forces and bring proposals to the board at a future workshop.

The district has used citizen task forces and committees before, including for its Graduate 100 initiative to increase graduation rates and for a search committee that narrowed down candidates for the position of district superintendent before Superintendent Cathy Mittelstadt’s hiring.

Board member Jill Woolbright noted that there are many nonschool-based groups that use the pool, and asked how much revenue those uses bring in. Mittelstadt said district staff will present those details at the upcoming workshop.

The North Florida/South Georgia Veterans Health System is offering vaccinations to veterans who receive care at the VA and work within “CDC group 1b” that includes: firefighters; police officers; corrections officers; food and agricultural workers; United States Postal Service workers; manufacturing workers; grocery store workers; public transit workers; and, the educational sector (teachers, support staff, and daycare workers).

Limited vaccine is available.

Senators renew push to repeal nofault system With the bill’s sponsor saying the coverage hasn’t kept up with the times, the latest effort to end Florida’s no-fault auto insurance system chugged through its first Senate committee on Tuesday, Jan. 26.

The Senate Banking and Insurance Committee backed the proposal (SB 54), which seeks to replace a requirement that motorists carry personalinjury protection coverage —

key to the no-fault system — with mandatory bodily injury coverage.

Under the no-fault system, drivers are required to carry personal-injury protection, or PIP, coverage to help pay medical bills after accidents.

Motorists are required to carry $10,000 in PIP coverage.

“The $10,000 is a number derived from 1979. … the number has not changed since then,” said bill sponsor Danny Burgess, R-Zephyrhills. “... The buying value of that $10,000 in 1979, according to the U.S. Bureau of Labor Statistics, equates to about $1,252 today.”

Burgess’ proposal would mandate that motorists carry a minimum of $25,000 in bodily injury coverage for the injury or death of one person in an accident and $50,000 for injuries or deaths of two or more people. The proposal would retain an existing $10,000 financial responsibility requirement for property damage.

Insurers would also be required to offer medical payments coverage starting at $5,000, with deductibles up to $500.

Sen. Jeff Brandes, R-St. Petersburg, said increasing rates on the poorest motorists could force more people to go without coverage.

“We have to address in this legislation the issue of uninsured drivers and create a stronger incentive than simply a suspended driver’s license,” Brandes said. “That is what’s driving rates through the roof. … You’re having to pay hundreds and hundreds of dollars in premiums for uninsured motorists, because you have a one in four shot of having

somebody hit you that carries zero insurance.”

A 2016 report by the Florida Office of Insurance Regulation projected that drivers would see a 5.6% savings by shifting to a bodily injury coverage requirement. A study two years later by the actuarial consulting firm Milliman showed an average increase in premiums of $67, or a 5.3% increase.

Residents may taste chlorine in city water The Palm Coast Utility Department is temporarily changing the disinfection process for the city’s drinking water.

From Feb. 3 through Feb. 23, as part of normal maintenance, the city will disinfect the water with free chlorine rather than combined chlorine/ammonia, and customers may experience a slight increase in the taste and odor of chlorine.

This change also affects residents and customers of Marineland and Flagler County Utilities who reside in Painters Hill and Beverly Beach.

Customers on dialysis who use a proportioning machine are advised to contact their physician to accommodate the change in water disinfection.

Customers who have fish tanks or aquatic species are advised to contact a professional aquarist to avoid any problems.

The Keep Rick Staly Our Sheriff Campaign announced that it has donated $20,730.62 to the Flagler Sheriff’s Employee Assistance Trust recently. These funds were left over from Sheriff Staly’s reelection campaign fund.

Florida law requires leftover campaign funds to be used for the Office of the Sheriff, refunded to contributors, transferred to the State of Florida or donated to a qualified charity. Local campaigns are not allowed to keep leftover contributions.

Each contributor was sent a letter by Sheriff Staly explaining his plan to donated leftover campaign funds to FSEAT. The creation of FSEAT in 2017 was the vision of Sheriff Staly to support Sheriff’s Office employees during an unexpected emergency in their personal life. It is funded by donations primarily from an annual Sheriff’s Gala held in January of each year.

The 2021 gala was canceled because of the pandemic. “My supporters contributed to keep me sheriff and continue to lead the men and women of the Sheriff’s Office, so I thought

this was the perfect charity to support with leftover campaign funds,� Staly said. “And, with the gala being canceled in January because of COVID, it made even more sense to donate these funds to support our employees.�

FSEAT was created by Sheriff Staly and is a 501(c)(3) charity operated by an independent board.

FSEAT was structured to allow independence to assist employees without influence by any current or future Sheriff so Sheriff Staly is not on the Board of Directors but strongly supports FSEAT and hopes you will too.

Community members who organized against the county government’s plan to give away a countyowned boat launch won a victory before the County Commission Feb. 1: The county will keep the land instead of turning it over to private owners who would have used it to add a seawall.

The commission voted 4-1, with Commissioner Joe Mullins dissenting, to keep the boat launch but have the county’s staff improve safety measures at the property.

It remains unclear to what extent the county — which wants to limit its liability at the unmaintained property and prevent flooding in the area — will work to protect or enhance access for the pastimes like kayaking.

The property lacks parking and is not suited for launching large trailered boats, but it’s sufficient for kayaks, canoes, paddle boards and small jon boats that can be carried by hand.

Commissioner Greg Hansen said at the Feb. 1 meeting that the seawall proposal had originated with him.

A resident had come to him over a year ago to ask if anything could be done to keep the area from flooding, so Hansen had consulted with the county’s staff. The county then contacted

the two property owners who own the homes north and south of the launch — Richard Marchewka and John Dougherty — with the suggestion that the county divide the 7,654-square-foot parcel between them, with the condition that they add a seawall.

The men agreed, and the commission considered the proposal at its January meeting.

But Commissioner Andy Dance said the proposal warranted public input, so the county advertised it to the community. The backlash was swift in an online petition.

By Feb. 1, Hansen was ready to scrap the idea of turning the land over to Marchewka and Dougherty, and proposed a motion that the county keep the land and build the seawall itself.

But multiple residents told commissioners that they used

the launch to take their kayaks out and go fishing with their grandchildren.

Dance thought committing to a seawall would be premature. “This is a piece of property begging for a design solution with input from the surrounding neighborhood,� he said. “These accesses are extremely valuable to the public.�

The Pamela Parkway launch isn’t the only unmaintained county-owned water access point: There are 11 others. Dance suggested a workshop to develop strategy for dealing with them, perhaps with grant money from the Florida Inland Navigation District.

He noted that the county has not conducted a hydraulic study on the area, so it’s not clear to what extent a seawall would help.

W

ith just two actors and one director, what could go wrong?

That’s what Annie Gaybis thought when she proposed “Two for the Seesaw” as the next play for City Repertory Theatre and the Palm Coast Arts Foundation.

As it turned out, her co-star, Peter Gutierrez, and then the director, Limelight Theater founder Anne Kraft, were infected by COVID-19, and Kraft also had surgery as rehearsals continued.

“What could go wrong?” Gaybis wrote on anniegaybis.com. “It turns out: everything!”

But the show went on. Following the plan all along, St. Augustine’s Eclipse Studio filmed the play, and it will be available to rent online Feb. 5-7 or Feb. 12-14 to support PCAF and CRT. Gaybis believes it’s the only streaming theater performance available from Volusia to Jacksonville.

The play, which was written by William Gibson, was a hit on Broadway. It starred Henry Fonda and Anne Bancroft in 750 performances (Bancroft also won a Tony for the play) in the 1950s. In 1962, Robert Mitchum and Shirley MacLaine starred in a film version as the lead characters, Jerry and Gittel.

Gaybis, a Flagler County resident, has appeared in eight shows in the past 10 years in the area. She spoke with the Palm Coast Observer via Zoom on Jan. 28.

“It’ll make you laugh, it will tug at your heart, and hopefully you will relate to some of the combustible moments that happen.”

The character Gittel Mosca is a dancer, and you also have a background in dancing. Do you feel any affinity to her?

I sent the play to my friends in New York and Los Angeles, and they both said, “This part was made for you.”

Unfortunately, I’m a dancer that talks about dancing, but I don’t dance in the play.

During this pandemic, while I have been ensconced, I put together my own YouTube channel with dance videos for anyone who would like to see. I dance away to everything from Cole Porter to “Hamilton.”

Did you watch MacLaine’s performances for inspiration, or do you consciously try to play the character differently?

I was inspired by it. When I read it, I felt some of the same nuances that I saw reflected in the way her character was presented (by MacLaine). When I saw the movie, I thought, “Wow, I’m going in the right direction, because it looks like she saw it the same way.”

The play was filmed so that it could be broadcast for the watch party. How did that change the performance?

Once we got into the studio, Angie Bailey became the director of how we could move on camera. A couple of times, we had to do retakes to get a better camera angles, or if someone stumbled — because it was very close quarters.

Doing a play without an audience is a bit surreal.

How is it different to act in a play compared with a movie in general?

In a movie production, whatever takes place in that one location, they’re going to film it there and not come back. Sometimes you can film the ending before you film the first scene, so you have to really get your emotions ready. You have to process that in the trailer while you’re getting ready.

In a play, there’s a beginning, middle and end.

I’ve had some small parts in a television show where all I would get is the sides (pages from a script that actors are given to learn for an audition), and that’s the only thing you know. You don’t know the connection to the series, and you just have to figure out the best way to interpret that for a reading in front of a casting director.

In 1962’s “Two for the Seesaw,” the character Jerry tries to pick up Gittel using some sexist phrases like “the weaker sex.” Do you feel the play is dated, or does it feel contemporary?

Do you think anything has changed?

(Laughs) You tell me.

I think it feels very contemporary: Women are still very conscious of their figures and their faces, and men are very observant of women’s figures and their faces.

Later in the play, Jerry is very appreciative of (Gittel’s) mind because when she would say, “I’m not as smart as you,” he would say, “You’re wiser than me in so many ways.”

What is your process for becoming a character?

James Cagney said that to act, you stand in front of the person, point your feet forward, and you speak your lines like you mean them.

I don’t have this inner Stanislavski Method of what I always go through.

I read the script, and I really think about it, maybe thinking about what this character was like if she was picking out flowers or picking out a movie to see, or where would be her favorite place to eat. The more you think about the character, certain things light up in your head.

YOUR TOWN LIBRARY CLASSES TEACH TECH SKILLS Flagler County Public Library is helping residents stay connected with friends by offering a variety of free mobile technology and computer classes focused on teaching and improving the skills necessary to stay in touch remotely.

“Now more than ever these classes are important to offer because of COVID-19,” said Library Director Holly Albanese. “We have to limit class sizes for social distancing, but that also provides attendees more individual attention.”

Assistant Library Director Joe Saloom teaches the classes that range from “Basic Computer” and “Beginning Email” to “Instagram for Adults” and “Photography and Video.”

“We have a lot of people who want to connect with their grandkids and share pictures on Instagram,” Saloom said. “No one knew what a Zoom meeting was a year ago, but now everyone is using it – not just for business but to stay in touch with family.”

Most classes are held 9:30 to 11:30 a.m. on Mondays, but there are some class offerings from 5:30 to 7:30 p.m on Wednesdays.

“Classes are typically limited to six, but we make allowances for couples because they can sit together,” Saloom said. “We have a curriculum, but we encourage participants to bring questions.”

atanzas hosted their district game against Parker (Jacksonville) and made quick work of the opposition, winning in the first round of the Class 5A-District 3 tournament. The Lady Pirates won 14-0, with the game being called at halftime. They then traveled to top-seeded Ponte Vedra Feb. 2 and lost 8-0 to end their season at 8-10-3. In 2020-21 they scored 67 goals and gave up 68, according to MaxPreps.

Low inventory lifts saltwater canal home sale prices to a 10-year high Veteran real estate agent Kendall Caputo says he has never seen a seller’s market like this one.

Real estate agent Kendall Caputo has been selling saltwater canal homes in Palm Coast’s C-section for over 15 years. In that time he has never seen a seller’s market like this one.

Consider the home at 12 Carlos Court he closed on Jan. 28 at $749,000, the highest recorded sale in the C-Section going back at least 10 years according to

Multiple Listing Service records, he said.

“I think you would have to go all the way back to 2006 or 2007 to find a higher recorded sale price,” Caputo said.

But that sale could soon be dwarfed. The market is so tight that of approximately 2,100 saltwater canal homes in Palm Coast, just six are actively for sale, Caputo said.

A year ago, 51 saltwater canal homes were on the market, he said.

“I’ve not ever seen inventory this tight,” Caputo said. “Inventory is down all over Palm Coast.”

Of the eight saltwater canal homes on the market, two are listed at a higher price than the

property at 12 Carlos Court.

A 3,520-square-foot, threebedroom, 3.5-bath home at 22 Cedarwood Court, built in 2009, is listed at $975,000. Like the home on Carlos Court, the Cedarwood home is on a tip lot with 180 feet of water frontage.

A four-bedroom, two-bath home at 22 Cleveland Court is listed at $798,000. The least expensive of the six saltwater canal homes on the market is listed at $325,000.

“In January of 2020 the median price of sold saltwater canal homes was $330,000, and in December it was $470,000,” Caputo said.

Despite the ongoing pandemic and a still struggling jobs outlook, Florida’s housing market in December showed more closed sales, more new pending sales, higher median prices and more new listings compared to a year ago, according to Florida Realtors latest housing data. Single-family existing home sales rose 21% compared to a year ago.

“The strength and resilience of Florida’s housing market in 2020 has been remarkable – even with the challenges caused by the ongoing global pandemic and the resulting economic turmoil, the market in December ended on a high note,” said 2021 Florida Realtors President Cheryl Lambert, broker-owner with Only Way Realty Citrus in Inverness. “Mortgage rates remain historically low and there’s great interest from buyers throughout the state. However, a continued shortage of for-sale inventory is having an impact on prices and attainable, affordable housing.”

In December, closed sales of single-family homes statewide totaled 30,478, up 21% year-over-year, while existing condo-townhouse sales totaled 12,752, up 27.7% over December 2019. Closed sales may occur from 30- to 90-plus days after sales contracts are written.

The statewide median sales prices for both single-family homes and condo-townhouse properties rose year-over-year in December for 108 consecutive months.

“A lot of people in the canal section who bought their homes before the crash and just stayed, I would argue their equity has returned,” Caputo said.

Caputo believes the pandemic has contributed to the current market with more people working remotely.

“My personal opinion is that people want to buy property where there is a better lifestyle,” he said.

And, he said, the government’s stimulus packages have helped drive up prices.

“There are more dollars in the U.S. because the government have put them there,” he said.

“I think we’re seeing some real estate inflation as a result of all that added money.”

All in all, this is a good time to sell, he said.

“Nobody knows when the market is at the top until it happens.

But I would argue that we’re closer to the top now,” Caputo said.

Caputo said a lot of potential buyers have been looking at the property at 22 Cedarwood. So another post-crash sales record could be in store for city’s C-section.

It’s no secret that Palm Coast is slowly, but surely, becoming a more popular place to live.

According to the United States Census Bureau, the population in Flagler County grew by 20.3% (or 115,000 people) between 2010 and 2019, and even during a global pandemic, 240,256 people still moved to Florida in 2020. If these trends tell us anything, it’s that Palm Coast will need to provide more housing - and fast - to keep up with incoming residents.

In addition to bringing more medical jobs and larger educational institutions to the city, Douglas Property & Development President Jeff Douglas knows that ample housing is another necessary piece of the economic puzzle.

“There’s simply no place to live,” he said. “If you get hired

by ACI or Coastal Cloud or another group wants to relocate here, you’ve got to have immediate housing, and it just didn’t exist.”

Until now, that is.

In 2019 DPD facilitated the

development of 321 apartments in two complexes located in Town Center: Central Landings and The Palms at Town Center.

And more housing projects are in the works.

Paytas Homes will have 208 single-family homes under construction by the end of 2021 in a new neighborhood called The Gables at Town Center. According to their website, the specifics of these residences will be comparable to their other Palm Coast developments, ranging between 1,800 - 2,800 square feet with pricing starting in the high $200,000’s.

Toll Brothers is currently undergoing the permitting process for 160 single-family and paired villa homes. According to Douglas, the overall goal is to provide more housing options for current and future residents.

“If you want the village lifestyle, it’s going to be a little denser. If you want more space, you’ve got the C section. If you want to walk everywhere, Town Center is your place. You have choices.”

Another key demographic that is in desperate need of choices is those who required affordable housing. Flagler

County Administrator Jerry Cameron says that unless someone can get into a two- or three-bedroom residence for $800 a month, it doesn’t qualify as affordable housing.

“For the average entry-level person just going into the workforce, it will be a long time before they can afford $1,200 a month,” Cameron said. “And when you’re heavy in tourism, you have a workforce that tends to be in the low-end of the income spectrum. Those guys need a place to live.”

Douglas agrees.

“You want someone to be there when you need medical services, food preparation, or help at Publix,” he said. “Where are we going to put those people?”

Because of the lack of affordable housing in the area, Cameron said Flagler county is

currently developing an affordable housing ordinance that will provide developers with incentives to meet that need.

“The affordable housing issue in the county doesn’t respect boundaries. It’s ubiquitous,” Cameron said. “Flagler County, in the last decade or so, has been a very rapid growth community. In those cases, affordable housing tends to fall behind while middle and upper-income homes are selling as fast as you can build them.”

Douglas says that the families who want more property and space have plenty of options. It’s up to developers to create those same options for other lifestyles, income levels, and family sizes.

“You’ve got these big lot communities, which is great,” he said. “We’re trying to springboard off of those projects to fill the other [housing] gaps that need attention.”
