Indian Trails Middle School student Logan Goodman, 14, died Jan. 23 when a motorcycle on which he was a passenger crashed on residential Blare Castle Drive in Palm Coast. Neighbors and community members have rallied to support his family, setting up a meal train and donating to a GoFundMe for his funeral expenses. (View the fundraiser at https:// bit.ly/2U5FKko). More than 60 people had donated as of Jan. 29. “We are so grateful for the help we received,” Goodman’s mother, Chelsea Wright, wrote on the GoFundMe page. “Of course expenses are high, and we want to give him the best funeral we can. We are almost there to where we need to be financially. Any help is greatly appreciated.” The Flagler County School District also sent a crisis response team to Indian Trails Middle School on Jan. 24 to help counselors support students, teachers and staff affected by Goodman’s death, according to school district Community Information Specialist Jason Wheeler. Flagler Schools Superintendent James Tager expressed his condolences to Goodman’s family. “I join the School Board, and the entire Flagler Schools community, in saying we are deeply saddened for the family and will

assist in any way possible in this sad event,” Tager said in a Jan. 24 statement. “In a small community, it is never easy to accept when someone this young passes.” The crash occurred at 7:31 p.m. Jan. 23. Goodman was riding as a passenger on the back of a 2008 Suzuki GSX-R750 motorcycle driven by 20-year-old Palm Coast resident Joey Renn. Renn was heading east on Blare Castle Drive when he “failed to negotiate a curve” near the halfway point in the street, and traveled off the roadway, according to a Florida Highway Patrol report. The motorcycle hit a mailbox, continued through a front yard and then struck a utility pole. The impact killed Goodman and left Renn with serious injuries. Renn was taken to Halifax Health hospital.

lagler County’s annual point-in-time count for 2020, the 24-hour period designated by the federal government for local agencies to count their nearby homeless populations, took place from noon Jan. 23 to noon Jan. 24. The four teams met in the early afternoon at the Flagler County Community Services office at 1000 Belle Terre Blvd. in Palm Coast to coordinate their actions for the day. An entire table was taken up by the “blessing bags” made by the men’s club of St. Mark by the Sea Lutheran Church and the Flagler branch of the Boys and Girls Club. Each waterproof bag contained necessities such as cotton socks, chapstick, deodorant, washcloths, first aid kits, updated 211 cards listing places where you can get your laundry done, get a hot meal. By 3 p.m. these and supplies for providing flu and hepatitis A vaccinations had been loaded into the Flagler County Fire Rescue vehicle that community paramedic Caryn Prather would use to drive Team 3, of which she was the leader, around to its stops. Her other team members were DeAnna OFlaherty, SSI/SSDI Outreach, Access, and Recovery processor for Flagler Cares; Lisa Cancel, Serving Singles, Veterans and Families navigator for Changing Homelessness Inc; and Jacki Lausier, a volunteer.

were divided between the teams of four volunteers (even those with county jobs had to volunteer for PIT count duty), so much of the afternoon would be dedicated to traveling between encampments. When a team encountered someone homeless, one of two surveys could be used: a faceto-face survey, if the person was willing to talk, or an observation survey if they were not, or if it was a person one spotted while driving through traffic. As most of the counters had pre-existing knowledge of and relationships with many homeless members of the community, stops could be made besides the eight included on the map. The first stop by a field revealed a solitary tent blue tent behind the tall grass, along with chairs and a legless glass table. The team members said the inhabitant was a 42-year-old Iraq War veteran. Though he was not there, a man named Mark Gore, riding by on his bicycle, stopped to say he had been helping the man. “I saw him, and my heart just went out to him,” Gore said. He had given him a razor, a mattress and some blankets, and gave Prather his number to pass along to the man. The veteran still had his phone, and texted her later — he had found some friends to stay with. “He says, ‘It’s so weird to have a shower,’” Prather said. PEOPLE DISAPPEAR
The next stop, not far from the first, found a man living out of a truck with his girlfriend in a field of tall grass. The woman did not come out to talk to the surveyors. OFlaherty filled out the man’s survey, learning his age (55), history (a ward of the state since he was 5) and current situation (arrived recently from New Hampshire, where he had worked three different jobs), among other questions, before Prather gave him a hep A shot and a Chik-fil-A gift card for talking to them. “It’s tough living in the shadows,” Nickels had said earlier that day. Another couple was on a street corner by a shopping center. The woman, before she received a flu shot, said she was left without a house or job after father’s suicide in October. She had lived with and worked for him. The volunteers said such stories are common. “It’s strange,” Cancel said after they had driven in a circuit around that area. “Last time, we found a

USE OF THE PIT COUNT The PIT count is not a definitive count of every homeless person in a region. It is an approximation combined with counts of people in rehab centers and of incarcerated people to determine level of funding from the Department ofHousing and Urban Development; a snapshot of that specific “point in time.” Describing each homeless person in the surveys and recording their phone numbers (if they have them) is a way to weed out duplicates in the count.

The next man they found, sitting outside a coffee shop, did not feel like talking. Two more men were spotted through traffic, toting their belongings in carts. One had a dog. “Middle-aged white men are thick on the ground,” OFlaherty said of the homeless demographics they had observed in the past. The count wound down around 6:30 p.m. after several stops that revealed only abandoned camps. Looking for people in the dark is never an ideal approach. Some shelters and churches would serve as sites for free dinner that night and for free breakfast the following morning, where volunteers would ask homeless attendees if they had already been counted to help round out the PIT efforts. “Doesn’t really surprise me,” Prather said of the small number counted by Team 3. A lot of people, she said, do not want to be seen. Others had ideas for improving the process next year. “I wish it was a longer period of time,” Lausier said. “I wish there was more technology involved,” OFlaherty said. She suggested a blast text to homeless folks with phones. She also had advice for others who want to help those in their life who may be struggling with housing, with money, with treatment. “Just take one more step,” OFlaherty said, “whatever you think the next step is. The driver involved in the hitand-run crash that resulted in the death of Bunnell resident Carl Gandy has been identified, according to the Florida Highway Patrol. Carl Gandy, 56, was driving his 2018 Ford pickup east on State Road 40 with his wife, Rena Gandy, 46, as a passenger, at around 10:15 a.m. Saturday, Jan. 25. Lester Jackson, 30, of Trenton, was driving a 2009 semi truck westbound on SR 40. For an unknown reason, according to FHP’s report, Jackson traveled into the eastbound lane and struck the front of Carl Gandy’s vehicle head-on. Jackson’s semi left the roadway and struck a tree. Carl Gandy’s vehicle caught fire after impact. Rena Gandy was able to escape the vehicle. Jackson fled the scene on foot. On Monday, Jan. 27, FHP said Jackson arrived at AdventHealth Daytona Beach at 3 a.m. seeking medical attention. He told troopers that after the crash, he became disoriented and traveled into the woods, according to FHP. It is first degree felony to leave the scene of a crash where a person has died, punishable by a maximum of 30 years in prison, and minimum of four years.
Three killed in two separate crashes on I-95 on Jan. 26 Three people died in two separate crashes within about a mile of each other on northbound Interstate 95 in Flagler County the afternoon of Sunday, Jan. 26. Florida Highway Patrol troopers were dispatched to the first crash at 12:20 p.m. and arrived almost immediately to a crash at Mile Marker 290 in Palm Coast. Richard Mosquera, 51, of Orlando, was driving his motor home, and his wife, Yvette, 49, was in the front passenger seat. Relatives John Mosquera, 55, and Beatriz Mosquera, 56, were in the back seat. The group was traveling north on I-95 approaching Matanzas Woods Parkway in the outside lane. The crash took place at about 12:15 p.m. when one of the vehicle’s tires blew out. Yvette Mosquera and John Mosquera were pronounced dead at the scene. Ricardo Mosquera had serious injuries and was taken to Halifax Health Medical Center in Daytona Beach. Beatriz Mosquera was taken to AdventHealth Palm Coast with minor injuries, according to the FHP report. Investigation is still pending. At 2:42 p.m., FHP was dispatched to another crash on northbound I-95, this one at Mile Marker 289 near the Palm Coast Parkway exit and involving multiple vehicles, according to the FCSO. Charles Stewart, 35, of Port Orange, was at the wheel of a 2017 Dodge Ram. He crashed into a 2014 Chevy Malibu, killing Melody Roberts, 42, of Fernandina Beach. She had been a passenger in the vehicle, which was driven by a 44-year-old man who has yet to be identified. He is in critical condition at Halifax Health. The crash caused a chain reaction, resulting in minor injuries.

City prepares for repaving schedule Palm Coast is preparing to spend approximately $3 million to resurface city roadways. The City Council during its Jan. 28 workshop considered a $2.86 million contract with Halifax Paving for the work. Up to another $100,000 would be set aside for construction engineering and inspection services. Including a 10% contingency, the project cost is expected to be about $3.25 million. Because the session was a workshop and not a regular business meeting, the council did not vote on the agenda item — that will occur at a future business meeting. The stretches of roadway that would be repaved this year include Palm Harbor Parkway from Palm Coast Parkway to Coral Way; Belle Terre Parkway from Royal Palms Parkway to Palm Coast Parkway eastbound; and Old Kings Road from State Road 100 to Town Center Parkway. The city determined which streets to resurface when based on the work of a firm called Transmap Corporation, which the city paid to conduct a study known as a “pavement condition index,” or PCI. On a scale of zero to 100, with 100 being best, Palm Coast’s roads average 79, according to the Transmap study. The proposed work is already part of the city’s 5-year work plan for its roadways. A city ordinance proposed by Councilman Jack Howell would ban the sale of vaping equipment to minors under 21, ban vaping in places where cigarette smoking is banned and require that e-cigs be kept out of customers’ direct reach when sold in stores. The federal government already bans the sale of tobacco products, including e-cigs, to anyone under 21. Councilman Eddie Branquinho noted that in the weeks since Howell first proposed an ordinance, a bill including similar regulations has been proposed in the state Legislature. He suggested it may be prudent for the city to wait and find out what the state will do before taking action. Mayor Milissa Holland said she thought that would be unnecessary. “I hate sitting here having conversations on, ‘What will Tallahassee do,’ because you never know what Tallahassee’s going to do,” Holland said. “If we have a moment that we can help design and craft what’s good for our community, then I don’t want to sit here and go, ‘What if.’” Councilman Nick Klufas said that if passing the ordinance leads even one store to move its vaping products behind the counter, “even if everyone else is still in violation ... that is still a net positive.”

Although the work has been planned and the first two years are funded, City Traffic Engineer Michael Grunewald said, “There is a gap in the 5-year plan budget versus the funding you need to complete the 5-year program.” City staff, in preparation for the resurfacing project, also looked into strategies for optimizing roadways for technological advances in transportation. “The not-so-silent next wave ... is the autonomous vehicle,” Grunewald said, adding that city staff has gathered information on how roadways might need to change in order to accommodate autonomous cars. What seems to be needed, he said, is “clear and consistent roadway striping, and the highest visibility possible.” City Councilman Bob Cuff asked about the possibility of striping the roads in residential areas in order to reduce speeding, as certain types of striping — in particular, wide stripes that have the effect of making each lane appear narrower — have been shown to prompt drivers to slow down. Mayor Milissa Holland expressed interest as well. Grunewald warned that adding striping on residential streets may affect driver behavior in an unexpected way, by prompting drivers who are used to striped roads being arterials to treat the residential striped roads as arterial as well.

Mexican street food restaurant Cantina Louie is coming to Palm Coast in spring of 2020, to serve up what the chain’s website calls “creative specialty tacos, craft cocktails” and “traditional Mexican favorites.” According to Cantina Louie president and co-founder Ben Porter, the former site of Grand China Buffet at 10 Palm Harbor Village Way W. is in for a facelift. “It’s definitely the biggest renovation project we’ve had,” Porter said. “People won’t recognize it.” The low ceilings will be lifted to a height of 12 feet, and an outdoor patio will be added. The roughly 7,000-squarefoot building “should be one of our larger ones,” Porter said, and is expected to open in April and employ 40 people.
LETT E RS New apartments are ‘too much, too soon’ Dear Editor: At a City Council meeting on Jan. 21, 2020, the Palm Coast City Council approved an ordinance to allow for residential high density on several tracts of land within the city. At the very same meeting, the council approved the borrowing of $20 million to increase the capacity of the city sewer plant. The increased capacity of the sewer treatment plant is necessitated by the increase in population. Does anyone see the irony in this? Anyone who was lived in Palm Coast has seen the rapid residential growth. At Town Center, there are two apartment complexes under construction, named Central Landings and HTG. Combined, there will be over 380 separate living units. There are several three-story units in both developments, and these do not have an elevator. Both are nearing completion, and the sign on Central Landings is indicating occupancy in March. Perhaps with a large number of people who will be renting, Dollar General may wish to put a store nearby — that is, of course, if the city’s moratorium on dollar stores is over. In my opinion, this is too much too soon, especially since the city must incur an increase in debt of $20 million. JOHN BRADY Palm Coast

Mullins should stop complaining and go do something useful Dear Editor: At the risk of giving more exposure to County Commissioner Joe Mullins, he is once again doing what he does best: misinform, divide, misrepresent. Mr. Pierre Tristam’s recent article on FlaglerLive (see https://bit.ly/2vpkMlY) makes clear the respect and praise Tristam has for our local law enforcement officers. Mr. Mullins seeks to air his personal grievances by taking his petty fight to the public via his letter (see https://bit. ly/2O6CLUO, “FlaglerLive editor’s comments disrespect law enforcement”). A look at Mullins’ personal Facebook page speaks to his offensive approach to anyone who disagrees with him. His time would be better spent doing something for the citizens who elected him. Time for an antilittering strategy Dear Editor: The Palm Coast City Council under Mayor Milissa Holland’s leadership is doing great work and improvements for this beautiful city and county that we live in. Having been residing in Palm Coast since 2011, I have noticed the increase of trash that is starting to litter the surrounding environment. One can only attribute this to the population
growth that we are experiencing. The water catchment pond on the corner of Palm Coast Parkway and Florida Parkway Drive was overrun with trash. On Saturday, Dec. 28, using a swimming pool skimmer net, I took with me one large trash bag, expecting it would only take an hour to clean the area. How wrong I was. Filling up three large trash bags, this entailed everything from syringes to construction supplies. Palm Coast is a beautiful city and fairly clean, however, there are areas that require attention. Colbert Lane and Palm Coast Parkway could do with a clean up. Another suggestion would be to place more large signs stating ‘Keep Palm Coast Beautiful.’ I really do believe signs are a great start to changing culture and thought patterns. Part of the city’s strategic goals is Goal No. 4, “Environment.” This has enlightened me we have some work to do. If I can do this is on my own in approximately four hours, just think what a team of people could do. Why not set a goal to become the cleanest city in Florida, then put an action plan in place? Plantation Bay water improves, but the future is still murky WAYNE GRANT REAL ESTATE EDITOR
About 120 residents attended a meeting at the Club de Bonmont in Plantation Bay on Jan. 22 to get the latest news on efforts to improve water quality. The good news was that water quality should now be better because of recent actions. The bad news was that the future of the utility is uncertain with millions of dollars in debt and much needed improvements. Jerry Cameron, county administrator, and Al Hadeed, county attorney, gave a presentation on the history of the utility and future plans, and staff from the Florida Government Utility Authority explained what they were doing to improve quality. “This is not about placing blame or resurrecting the dead,” Cameron told the audience. “It’s about the future.” Cameron told the audience that 80% to 90% of the residents should now have better water with steps taken by FGUA. However, they have not located all the valves in the community, so have not been able to aid all residents. When residents spoke from the audience about still having bad color, smell or taste in their water, Cameron said to call his office so FGUA representatives can check
it out. The FGUA is a state agency started in 1999 and is operated by a government-appointed board. It has no employees but contracts with local employees. FUTURE OWNERSHIP
After Bunnell purchased the utility using a Department of Environmental Protection loan for $5.5 million, the county joined with Bunnell in 2013 in ownership and took over entirely in 2015. FGUA is now under contract to manage and oversee the plant for a couple of months. The county hopes to sell/transfer the utility permanently, but FGUA says the debt issue must be resolved. The utility has been supported from the Flagler County general fund in the amount of $1.8 million. The utility recently made a payment to the general fund, according to meeting documents. HELP FOR RESIDENTS
In the question-and-answer period, one person said that when they bought their house, the real estate agents did not say anything about water problems. In response, there was discussion about disclosure requirements, but a definitive answer was not provided at the meeting. Various people mentioned problems at their homes, such as a sulphur smell. FGUA took down their addresses.

Michael Bruns, 27, arrested on charge of rape Deputies arrested 27-year-old Palm Coast resident Michael Bruns Jan. 23 on a charge of sexual battery. The victim, 29, told Flagler County Sheriff’s Office deputies that the rape occurred Dec. 19, after Bruns pressured her to have sex with him, and she refused. He became enraged — knocking down a bookshelf and throwing a beer bottle and a chair across the room — then pulled her clothes off and raped her, as she repeatedly told him to stop, she said. After reporting the rape, the victim placed a phone call to Bruns, recorded by law enforcement, in which she confronted him, at one point saying, “So are you sorry you raped me? Or you’re not sorry you raped me?” Bruns replied, “Of course I’m sorry,” and added that he “couldn’t think” and “was going crazy.” Bruns was arrested and booked into the county jail at 4:57 p.m. on Jan. 23. At 10:53 that night, he posted bail on his $150,000 bond, and was released, according to county
jail records. Bruns has been arrested multiple times in Flagler County and St. Johns County dating back to 2010.
Seniors versus Crime project recovers $223,653 The Flagler County Seniors vs. Crime Unit, a partnership between the Flagler County Sheriff’s Office and the Florida Attorney General’s Office, has assisted in 414 cases and recovered a total of $705,113.44 for Flagler County’s seniors since its formation in 2015. In 2019, the program helped recover over $223,653, according to an FCSO news release. Seniors vs. Crime aids seniors who have been victimized by businesses or service providers. Law enforcement takes over the investigation if a case is determined to be criminal. Volunteers hold seminars on how seniors can protect themselves. t times throughout the 2019-20 season, Flagler Palm Coast’s girls soccer team has struggled on offense. But not even 20 seconds into FPC’s match against crosstown rival Matanzas the night of Tuesday, Jan. 28, the Bulldogs Mary Pickett found herself with the ball just outside the Pirates’ box. “I was about to lose it,” she said, “so I just toe-tapped it, hoping my teammate was there.” Forward Josephine Kristiansen, a foreign exchange student, was. Kristiansen rocketed the ball toward the Pirates’ goal. It hit the keeper’s finger tips, but still found its way into the back of the net. “It just felt so good,” she said. Pickett added: “We’ve been working on that so hard in practice. It just felt good that our work paid off.” The Bulldogs earned their 10th victory of the season on Tuesday night, defeating the Pirates 3-0 on FPC’s senior night. The Bulldogs, who beat the Pirates 4-1 earlier this season, haven’t lost to

Matanzas since the 2015-16 season. “We dominated the game,” Bulldogs head coach Pete Hald said. “The score doesn’t really show that, though.” In addition to scoring, the Bulldogs have sometimes struggled winning 50-50 balls and playing physically. There was none of that against the Pirates. “They did what I asked them to do,” Hald said. “That’s what I try to look for. I’m happy with the result. It’s what I expected. We just have to do the same stuff going forward.” Pickett, a team captain for the Bulldogs, previously played at Matanzas the past two seasons before transferring to FPC for her senior year. After the Bulldogs took a 2-0 lead following a goal by Taylor Murphy in the first half, Pickett scored the Bulldogs’ final goal of the game with just under 35 minutes to play in regulation. But with fewer than 20 minutes to play, Pickett took a pass inside Matanzas’ box, bounced it off her chest and in one fluid motion, slammed the ball into the Pirates’ goal. The score was waived off after she was called offsides — despite protests from her coaches and teammates. “It hurt so bad,” she said. “It would have been the best goal I’ve

ever scored.” Pickett said playing against her former team gave her an odd feeling. She’s still friends with many of the players. But that changes once the game starts. “Those are my friends, but I’m not going to be their friend during the game,” she said. “I transferred here to become a better player and Coach Hald has made me one. City set to host USTA’s Palm Coast Open Palm Coast Mayor Milissa Holland hopes to help foster the growth of tennis in the community. RAY BOONE SPORTS EDITOR
With the start of the USTA’s Palm Coast Open on Thursday, Jan. 30, talks for how to grow the game of tennis in the city are in full swing. Palm Coast Mayor Milissa Holland has a vision for the future of tennis in Palm Coast as well as for the growth of the Palm Coast Tennis Center, located at 1290 Belle Terre Parkway, where the event will be held. Palm Coast was first marketed as a community that offered several recreational opportunities, and Holland said the many of the residents she has spoken to over the years indicated that that’s why they moved here. Palm Coast has a rich history of tennis, more so than just for recreational purposes. Tennis players from all over came to play and train at what was formerly known as the Players Club, including famous professionals like Andre
Agassi, Michael Chang, Monica Seles, Manuela Maleeva, Jimmy Connors, Todd Martin and Jim Courier. “I think a tournament of this caliber signifies the strength we have with our amenities in Palm Coast,” Holland said. “It really put Palm Coast on the map for that type of environment.” As of right now, there are no set plans to expand the Palm Coast Tennis Center, but Holland hopes discussion will start soon. “I’d just like to see not only events like this come back each year, but hopefully get a few more that would add that value,” she said. “When you have that partnership with different organizations around the world, it has that particular significance for us to hopefully be recognized. n a cold Wednesday morning, Jan. 22, Matanzas High School staff guided visiting community members on a tour of the school’s classrooms-tocareers flagship programs. The school has established flagship career education programs based on fields identified as “targeted industries” in Flagler County by the county’s Department of Economic Opportunity, and those that confer skills that the U.S. Department of Labor and local organizations such as Career Source say are desired by employers. Matanzas High School offers four flagship programs: Finance and Corporate Services, Culinary Arts, Construction Tech, and Law & Justice. Each offers its students practical skills and an opportunity to pursue certification at no cost. “This is all possible thanks to the different sources, donations from individuals, organizations and local businesses that help put the pieces together to offer the students opportunities to have a career,” said Joe Rizzo, executive director of the Flagler Education Foundation. Flagler Schools is encouraging the community to participate in the district’s mentoring program and serve as career coaches. “You will be paired with a student according to careers and experience,” said Shelley Wheeler, of the Flagler County Education Foundation. “It is not a huge time commitment and makes a big difference in their lives.”

YOUR TOWN BABY CAFE PROVIDES SUPPORT FOR MOMS On Dec. 10, 2019, and again on Jan. 14, 2020, a group of new mothers and their babies met at a local Starbucks in Palm Coast to get out, learn more about breastfeeding, meet other moms and have some fun as part of the Baby Café, a new monthly support group sponsored by the Flagler County Health Department and its Women, Infants, and Children program. Belisia Velez, a health support technician and breastfeeding peer counselor for DOH-Flagler, explained why she and her colleagues wanted to create a support group for new moms. “Baby Café really stems from our collective experience as moms,” Velez said. “We wanted to give women, who are also our WIC clients, a monthly gettogether they could look forward to. Having a baby is an amazing experience, and we want new moms to know they have our full support especially when it comes to breastfeeding.” Felicia Danielle, who brought her daughter, Lilly, found the support group useful. “Mothers who choose to breastfeed are more likely to meet their breastfeeding goals if they have a strong support group,” she said. “Baby Cafe offers that to Flagler County moms. This is where you can meet other women who share your journey and understand the difficulties you face all while receiving guidance from an actual lactation consultant.” Baby Café is on the second Tuesday of each month at 4 p.m. at the Starbucks on Belle Terre Boulevard and State Road 100 in Palm Coast. “Book tasting” brought Matanzas High School students to the media room of Old Kings Elementary school to celebrate Literacy week on Monday, Jan. 27. At the media center of the OKES, there were stations created to explore and promote team building, along with the book tasting where students from the MHS Student Government Association read to the elementary students. The stations included activites such as finding the country in the world map, building clay boats and paper planes, coding to find national parks, leanring about animals around the world. Kim Weeks and Cathy Cirillo worked for about a month designing and organizing the activities around the statewide theme, “Book your trip.” Candice Billek, the third grade teacher, said, “Having varied opportunity to experience literature opens their horizons to find their own enjoyment in reading.” Students wore red, white, and blue to honor the USA.
