Reverse osmosis treatment project begins JULIE MURPHY

FLAGLER COUNTY PIO
Flagler County’s contractor, Sawcross Inc., is on location at Plantation Bay and marks the beginning of the Reverse Osmosis Treatment Facility project, which will improve the quality of the drinking water. “It is very early in the project, but it is wonderful to let residents know the end is in sight,” said County Engineer Faith Alkhatib. “This project will be completed in one year – July 2020.” The project includes: demolition of existing piping; installation of new yard piping, including connections to the existing water treatment plant and the wastewater treatment facility; construction of a booster pump station; construction of a sewage lift station; construction of a new reverse osmosis building; furnishing and installing reverse osmosis process equipment, including enhanced raw water pretreatment clarification, automated disinfection and chemical feed systems; the removal and replacement of backwash pumps; and, other site improvements. The entire project cost, including a contingency for unforeseen conditions, is $6.54 million. Of that amount, $3.75 is being funded through a State Revolving Fund loan. Another $1.56 million is from a Florida Department of Environmental Protection grant. Water Impact Fee reserves of $1.23 million rounds out the funding. The facility is also on track with Phase 1 work near completion. Also, 90% of the Phase 2 design work finished. Documentation has been provided to the state to secure funding.

Ali Kargar was a dentist before he started selling homes, and he believes both jobs achieve the same goal: providing relief. “In dentistry, people come to you in pain and expect to leave without it,” Kargar said. “Buying a home is an overwhelming process; how can we break it down and make it easier?” Yet the corporate vice president of the company that masterminded Plantation Bay hasn’t touched a tooth since April 2005, when ICI Homes founder Mori Hosseini (his uncle) offered him work in the family business. Kargar said his current job doesn’t feel like work: “I come to work excited every morning.”
Plantation Bay’s residents have much to be excited about, too. The development celebrated its 2,000th home in March, and Kargar said another 2,500 are currently planned. “What you see is only the beginning of the bigger picture,” Kargar said of Plantation Bay’s current state. New floor plans and new home features are in the works for future homes. He was not surprised to see the development reach its March milestone. With little advertising, Kargar said, positive wordof-mouth spread among retirees looking for comfortable homes, bringing many residents who migrated south from the Northeast, including New Jersey. Being the only community in the twocounty area with two and a half private golf courses was a major draw, as was the affordability: Residents can get a home bigger Photo by Paola Rodriguez

than the one they had in New Jersey for half the price. And Plantation Bay’s upkeep has maintained consistent, he said, even when the real estate market dipped and many planned communities became overgrown and unkempt. But Kargar admits he was surprised how quickly he took to selling homes and how invested he became in the community once he became involved. “I never thought I would be interested in sales,” he said. His uncle had thought Kargar might enjoy it, and he was right. Real estate may be an unexpected fit for you, too, depending on your personality. “Perserverance and commitment to your own goals,” Kargar said are the key traits of someone who can make it in his field. Commitment to one’s clients, too, is something Kargar says he lives by. “Our goal is to have 100% customer satisfaction,” he said, and reminds his neighbors in Plantation Bay, “I’m only a phone call away.”
Plantation Bay doesn’t have a written policy on PODS, the portable storage containers that appear in residents’ yards — sometimes longer than management would prefer — when people are moving in or out of the community. “We have a problem where they leave the PODS in the driveway, and it’s supposed to be a reasonable amount of time, but what’s ‘reasonable?’” board member Marty Garbarino said at a board meeting June 24. “Some of these PODS sit there for seven days, and it’s an eyesore; it’s a problem.” Garbarino suggested that the community’s legal committee come up with “a reasonable timeframe we can put in the CC&Rs.” Unofficially, management has been letting people have them in yards for up to 72 hours, Community Manager Margie Hall said. Board members emphasized that they don’t want the rule and its enforcement to seem overbearing and unwelcoming to people who are just moving into the community. Board member Joan Beck said that when she moved to Plantation Bay, she had a POD and the security staff (before current director Steve Clair took the job) “gave us such a hard time that we said, ‘Go ahead and ticket us.’”
“We’re talking about new people coming in here,” Hall said. “You don’t want to make it sound like the Gestapo right off the bat.” Board Chairman John Gamin said he’d looked at the PODS website, and had noticed that it does encourage people to check with their homeowners association to determine any restrictions on using PODS. Board member Russ Reinke noted that the community doesn’t allow trucks with commercial writing on them to be kept outside overnight at all. Gamin noted that fining people takes time and PODS are temporary. “By the time we went through the process of fining them, the POD would be gone,” he said. PAVING WORK PLANNED
Plantation Bay is planning to have a contractor come to pave a portion of Hampstead Lane, Castlehawk Lane and Sudbury Lane. When that will happen has not yet been determined. The board, during its June 24 meeting, considered approving a paving contract for the work, but decided to table the matter for a later meeting when more detailed information, such as engineering reports, could be reviewed. ACCESS CONTROL STAFFING
Although Plantation Bay has had some difficulty finding employees for Access Control, that function is now fully staffed, board member Bob Anderson said at a June 24
Board of Directors meeting. Previously, Access Control Manager Steve Clair had helped staff the community’s gates because three employees left within approximately a month, leaving Access Control shorthanded. “What we need is a little bit of a backup pool” of employees, Anderson said. “We do have people who go on vacation and get sick occasionally. ... We’re growing rapidly, so we need good staff, we need to compensate them competitively, and we need them to stay around awhile.” Within the community, Anderson said, Speed Minder data are showing that people are “pretty much abiding by the speed limits.” Clair is in communication with the local sheriff’s offices, which will provide deputies to monitor for speeding when they’re available, Anderson said. COMMUNITY PLANS POLICY FOR FOUNTAIN REQUESTS
Plantation Bay is developing a policy to evaluate requests for the addition of fountains in community lakes and ponds. The fountains are primarily for aesthetic reasons, and not for water quality ones, board member John Gamin said. The board decided that fountains, if they are to be added, should be of benefit to the entire community, should have a minimum of 25,000 vehicles passing per day, and should be viewable from at least 20 homes.

Express pizzeria cooks up Help for abuse survivors NYC outside Plantation Bay Plantation Bay’s Project SHARE offers aid to Family Life Center, in Flagler County.
JOEY PELLEGRINO CONTRIBUTING WRITER
Alongside Old Dixie Highway, beside a gas station across the street from Plantation Bay, is a hidden gem of authentic New York City-style pizza: Giuseppe’s NY Pizza & Pasta Express. Rita and George Curovic, the pizzeria’s owners, used to ply their trade in a full-scale establishment at Flagler Beach and now aim to provide the same experience and quality to customers in cozier settings, no bigger than a gas station convenience store but with the red brick-and-Rat Pack aesthetic of a larger Italian restaurant. Based on the number of loyal customers Giuseppe’s Express has won, they have succeeded. “We’ve been coming here for 14 years,” said Jeremy Aglione and Nikki Rieger, before it was even Giuseppe’s. The food got better once the Curovics arrived. Three of Giuseppe’s four employees are family: Rita, George and Joey, George’s son after whom Giuseppe’s is named. Carissa Pond is the one outlier, but may as well be a member of the family. “I’ve been here five years,” said Pond. She had worked for one other small restaurant before, but

A group of 12 Plantation Bay residents last October decided to make a difference by donating their time, resources and craftmaking skills to the Family Life Center in Palm Coast, and the team effort has only grown. SHARE is the name of the group that was born last October, and its numbers have grown from 12 to 27 as of their last meeting. “We asked, ‘Could we make something for the shelter?’” said Nancy Brown of SHARE’s initial work with the FLC, the only certified rape crisis center in Flagler County. She and her friends decided to make Christmas for the many survivors of sexual abuse and domestic violence (and their children) housed at the FLC’s emergency shelter. According to the Trish Giaccone, the center’s CEO, SHARE’s Christmas gifts were a miracle for the folks at the shelter. “Someone cares,” said Giaconne, “that was the message.” “They feel like the whole community is supporting them,” said FLC’s Finance Director Tammy Sanner. When there were gifts for the parents as well as the children, she said, there were many grateful tears. This spring, Carole Derflinger of SHARE had the idea to do a cosmetics drive for the FLC, which they named Project Beautiful. According to Derflinger and fellow member Denise Reed, the drive netted over 500 units by Mother’s Day. Paul Kocsis, the FLC’s outreach coordinator, said these community efforts make life more comfortable for the people at the shelter and eases the financial strain on the FLC, which last fiscal year housed 221 people in its shelter, answered 541 hotline calls, provided over 15,400 hours of crisis counseling and more on a budget of just over $1 million. “This makes us more visible and accepted in the community,” said Kocsis. Giaconne said families from Plantation Bay have volunteered for the FLC and donated money for years. But SHARE is the most organized the assistance has ever been. Brown, Reed and Derflinger met with Giaconne at the FLC’s public office Wednesday, July 24, to discuss future endeavors on the Center’s behalf. Brown

The next SHARE meeting takes place at 2 p.m. Aug. 22, at Plantation Bay’s Club De Bonmont, and attendees are encouraged to bring nonperishable food items. George and Rita Curovic bring a slice of New York style to Plantation Bay
prefers her job at Giuseppe’s, citing Rita’s quality as a boss. Rita said that comes from running a business like a family. “You can’t yell at nobody but yourself,” she said. Perhaps the familial atmosphere is what keeps a stream of customers stopping by off the highway and crossing the street from Plantation Bay. Joey Curovic said they now cater to an older crowd than they did in Flagler Beach, but the relative calm is welcome, as is the devotion of their repeat customers. “Some people come in religiously,” he said, “five or seven days a week.” He and Pond said they are a regular stop for construction and road workers who finish their shifts in the afternoon. “It’s all homemade,” said George, who once ran a restaurant on Broadway. He believes that has made them a success wherever they have been. “A lot of people here are from up north, and they eat here and think, ‘It’s just like home!’” And the Curovic family business seems to have found a longlasting home at 2245 S. Old Dixie Highway, though Rita leaves open the possibility of building a larger site just next door. “I love the area,” Rita said of Plantation Bay and of the wider area. “High-class, middle-class, working class, everybody’s treated the same.”

Residents, not visitors, do most of the speeding
STEVE CLAIR ACCESS CONTROL MANAGER
TRAFFIC CONTROL REPORT
There have been numerous complaints in regards to stop sign runners and speeders throughout the community reported to Access Control. We have requested that when both Flagler and Volusia Sheriff’s Office deputies patrol Plantation Bay they enforce these violations, and write citations when appropriate. Contrary to popular belief, most of the vehicle tag numbers we get violating traffic laws are registered to residents and not contractors or service workers. Anytime a vendor or contractor is reported, a phone call is made to their company management, and they are put on notice that continued reports will result in them losing the privilege to do business in Plantation Bay. Please pay attention to your speeds and driving, and let’s keep Plantation Bay safe! WILDLIFE
Just a reminder: Plantation Bay is inhabited by many forms of wildlife to include some that
many find intimidating, such as bobcats, snakes, and the occasional Florida black bear or Florida panther that pass through in search of food. Most of these animals are protected by law, and we are not allowed to remove or harm them (they are part of our community, too). Florida Wildlife Commission will be contacted in the rare event of any close encounters or unusual behaviors of certain animals. Just like our alligators in here, certain requirements are needed to be met prior for their removal. In most cases, the best scenario is to leave them alone and give them space; they will move on. Access Control is not allowed to remove or relocate any animal within Plantation Bay. Only authorized animal control or licensed animal removal companies can do so, and in most cases, it is the resident’s financial responsibility if the animals are on private property. BICYCLE, PEDESTRIANS, AND GOLF CARTS
Remember, all forms of transportation to include bicycles, pedestrians and golf carts, must also abide by the same traffic rules that motor vehicles do. This includes stopping for stop
signs, yielding the right of way and using the proper flow of traffic. Bicycles are required to go “with” the flow of traffic, while pedestrians (if not using sidewalks) are to walk “against” the traffic flow. When passing or overtaking a bicycle, pedestrian or golf cart, always give them a wide berth when possible; if not, please slow down. Children under 16 years of age are required by Florida traffic laws to wear an approved bicycle helmet. Additionally, bicyclists may use the sidewalks when biking, but must yield to pedestrians. Bicycles driven at night, must be equipped with a front “white” lights and “red” rear light. HURRICANE PREPAREDNESS
Since we’ve already seen a few tropical depressions form in the Gulf of Mexico and Atlantic Ocean, now is the time to check your hurricane preparedness plan and update it. Hurricane season runs all the way to Nov. 30! There are many sources for planning your hurricane preparedness plans, such as Volusia and Flagler counties emergency operations websites, as well as NOAA hurricane website.
WATER DAMAGE? MOLD?
FLYING THE FLAG When driving around Plantation Bay and Westlake communities, it is always heartwarming to see homes displaying the American flag, especially when there are several flags flying on the same street. While flying Old Glory is not prohibited in a homeowners association, like most things, there are procedures to be followed. If you’re considering installing a freestanding flag pole, there are rules regarding what flags can be flown and guidelines as to where a pole can be installed. Submitting a request for HOA approval is required. Be sure to include additional lighting with your submission if you intend to illuminate the flag at night. Or, if you are creating a whole new landscape bed, include the location, the size and a list of plant material. Photographs and a description of the pole and how the pole will be installed should be submitted, along with a survey indicating the desired location of the pole. A sub association approval may also be required, depending on where you live. A flag pole should not exceed 20 feet in height. One official United States flag, not larger than 4 ½ feet by 6 feet, may be flown. Additionally, a second flag of equal size or smaller can be flown under the U.S. flag or any one of the following: an official flag of the State of Florida or the United States Army, Navy, Air Force, Marines, Coast Guard or POW-MIA. An owner can also fly a portable U.S. flag along with a State of Florida flag, or any of the flags mentioned above. All flags should always be flown in a respectful manner, and any tattered or faded flag should be replaced. As always, contact the management office for request forms or with any questions. — MARGIE HALL, PROPERTY MANAGER
