Following direction from the state, Volusia County is taking down its Flock cameras.

The Florida Department of Transportation notified law enforcement agencies on Monday, Aug. 31, that permits for automated license plate readers had been revoked and must be removed within 30 days in state rights of way.

“While Florida law limits the issuance of permits for LPR systems to law enforcement agencies, the recent

In a statement on Facebook, Volusia County Sheriff Mike Chitwood said LPRs in the county would be shut down, effective immediately.

“This is not a decision I take lightly,” he wrote. “LPRs have helped us solve violent crimes, saved lives, found missing people, and recovered stolen property. However, recent orders and statements from our Governor and Department of Transportation have made it clear that LPRs are no

longer workable in Florida.”

Chitwood spoke about the criticism surrounding Flock cameras, saying some of it is based on “legitimate concerns about privacy, technology, and data sharing.” Much of the criticism, however, has been based on “half truths, outright lies, and bad actors who have destroyed a valuable tool for the rest of us,” he said.

The Daytona Beach Police Department has also discontinued the use of LPRs, as announced by Daytona Beach Mayor Derrick Henry.

“This is a technology and policy matter, not a political one, and our goal is simply to align with state guidance while it’s being sorted out,” Henry said.

GUARDING INCIDENT 6:50 p.m. — 100 block of Clyde Morris Boulevard, Ormond Beach Burglary. Police arrested a 62-year-old Ormond man working as a volunteer security guard at a manufactured home community who grabbed a woman’s cell phone and refused to give it back.

The victim, a resident of the community, told police that when she initially approached the guard gate, the guard was speaking with another resident, so she drove around them. This is something she’s done in the past without an issue, she said.

Every sheriff in the state can point to examples where LPRs have been used effectively and appropriately, the governor said. And Chitwood did so in his statement.

“LPRs helped us catch a home invader from Atlanta who shot 2 people in their bed at 3 a.m. in Deltona, then fled to Detroit,” he wrote.

“We have arrested murderers, armed robbers, burglars, road-rage shooters, hit-andrun drivers, sex offenders and child predators, all thanks to LPR data. They helped us recover missing and endangered children, seniors, even stolen horses before they

Recently, LPRs helped local law enforcement agencies arrest a man who carjacked a woman’s car in Ormond.

DeSantis has called for legislation surrounding LPRs. Until that happens, Chitwood said LPRs are a public safety tool that cannot be used.

“Make no mistake, there will be an impact on crime and public safety,” he wrote. “I’m sure there are criminals who will be celebrating this post along with the critics. I still hold out hope that our lawmakers can reach a consensus on LPR guardrails, regulations and accountability measures that protect individual rights while preserving a resource that solves crime and saves lives.”

BAD TRIP 12:55 a.m. — 1900 block of West Granada Boulevard, Ormond Beach DUI. A 43-year-old Holly Hill man told police that he had taken so many drugs that when he drove into a local gas station — causing damage to a barrier and a parked car — he thought it was all a dream.

According to a police report, the man was seen driving a pickup truck and striking a rock barrier between two fuel pumps at the gas station before backing up and accelerating into a car parked in front of the store. Witnesses reported the man then drove away in the direction of a local big box store.

That’s where police found him. The man had parked on the curb and was seen “dripping in sweat” as he sat in front of the store. He told police that he needed medical attention because he took too many drugs and was not doing well, the report states. The man told officers he’d taken a combination of cocaine, mushrooms and LSD. He also claimed that, before he stopped at the store, he heard sirens and thought he was in a high-speed chase.

The man said he drove into the store to try to wake himself up out of the dream and that he “couldn’t believe it was real.”

Palm Coast and Flagler County plan for a second animal shelter Officials focus on cityowned U.S. 1 property while exploring consolidation of animal control.

Palm Coast and Flagler County officials agreed to move forward with planning for a second animal shelter, shifting their focus to city-owned property on U.S. 1 while directing staff to determine how quickly the site can be developed and what the project would cost.

The direction came during an Aug. 26 joint workshop between the Palm Coast City Council and Flagler County Commission. The workshop continued discussions that began at a Jan. 29 joint meeting and have been carried forward by an animal control task force.

The task force had been evaluating a privately donated site in Flagler County where S.M.A.R.T. of Flagler County could operate a nonprofit shelter. But during the workshop, officials increasingly focused on Palm Coast’s existing Public Works property on U.S. 1 as a potentially less expensive and quicker alternative.

The city-owned Public Works property is slightly more than 6 acres, according to the presentation. The site already has buildings, cleared areas and room for dog runs, although the original proposal anticipated waiting until Public Works operations relocated to Palm Coast’s new Municipal Operations Center.

Officials discussed instead beginning construction on currently available portions of the property while Public Works remains there and expanding the shelter as additional land becomes available.

Mayor Mike Norris called the Public Works property the simplest path forward.

“This is an Occam’s Razor kind of thing. This is like, for me, this is like the quickest solution to this problem,” Norris said.

Commissioner Andy Dance said the property appeared to have advantages over the donated site, particularly because utilities are already available.

He said the plan “will cost less money to get it ready than the other option,” Dance said.

Dance said, however, that questions remain about phasing the project and creating safe access to the shelter.

He pointed to another cityowned parcel adjoining the property that could potentially provide access from Industrial Drive.

The previously proposed donated site is part of a 22-acre property, with 10 acres proposed for donation and five acres initially target-

ed for development. While the land itself would be donated, the presentation identified several challenges, including the lack of potable water and sanitary sewer, possible fill requirements and a northbound left-turn deceleration lane.

The preliminary estimate for developing the donatedsite concept was just over $3 million. The plan included modular kennels, an administration building and a veterinary building.

Palm Coast Vice Mayor Theresa Pontieri said officials should not rush into construction simply because modular buildings are part of the proposal.

“I’m sorry, we can’t be dismissive about this. This has to be properly planned,” Pontieri said. “You can’t just drop modulars and call it a day. We need to plan for that.”

Pontieri said the city needs to account for parking, administrative and adoption areas, veterinary services, stormwater and access while making sure the first phase fits into a long-term design.

“We can’t afford to waste money, so let’s be very diligent and orderly about this,” she said. “... It seems we’ve landed on a site — but I think the task force needs to get back with staff and let’s look at resources in the community.”

Council Member Ty Miller summarized several of the questions staff will now need to answer, including how much of the Public Works site can be used immediately, whether a secondary access point can be created on the south side and how the change in location affects project costs.

“So we need to know size of usable space... We need to know the feasibility of a secondary access point on the south side. We need to know revamped costs associated based on all these changes,” Miller said.

Officials also agreed that planning should consider the property’s long-term potential rather than designing only for the portion immediately available. When staff asked whether the entire approximately 10-acre area should be considered for future expansion in the master plan, Norris said there was consensus from the council.

Funding remains another major question.

The state Legislature awarded Flagler County $250,000 for shelter development, and officials discussed a $250,000 local match from the county and another $250,000 contribution from Palm Coast.

Pontieri said she supports the city’s share.

Officials said they still need clarification on the deadline attached to the state money.

2027, and County Commission Chair Leann Pennington urged staff to move quickly enough to determine whether that deadline can be met.

“I think a minimum you need to find to get at least the initial site plan done in 60 days,” Pennington said.

“Because that money may very well come in hard and say, ‘No, you have to have it done by X.’” The proposed shelter would be operated by a nonprofit.

S.M.A.R.T. was the only organization to respond to the city’s request for information seeking interest in operating a 501(c)(3) animal shelter, according to the presentation. The initial concept calls for intake and housing of lost and stray animals, triage care, adoptions and outreach and education. The shelter would initially house dogs, with plans to phase in accommodations for cats as the operation expands.

S.M.A.R.T. founder Carolyn Johnson told officials the organization is committed to moving forward but would need assurances about its use of city property before raising money and purchasing buildings.

“We would definitely need some security as far as the land,” Johnson said. “We don’t want to buy buildings and put it on city land and something go haywire.”

Dance said consolidation should only move forward if it produces measurable benefits for taxpayers.

“I think the taxpayers depend on us to have these conversations about consolidation of services in order to be efficient with taxpayer dollars,” Dance said. “The goal would be to improve service and reduce cost.”

But Dance said the boards do not yet have enough information.

“Nothing I’ve seen yet makes me feel comfortable that’s happening yet, and there’s not enough information,” he said. “We’re not anywhere near close in my mind to making a decision yet.”

Pontieri supported allowing city and county staffs to continue exploring consolidation, including what an interlocal agreement and future costs could look like.

“I do think that even though we don’t have the numbers in front of us, I agree with you,

Commissioner Dance,” Pontieri said. “I do think that it would probably ... be a little bit more efficient if we could get it under one roof.”

The discussion drew a large crowd and included competing views from supporters of S.M.A.R.T. and the Flagler Humane Society.

Amy Carotenuto of the Flagler Humane Society told the boards that the organization is not going anywhere and said it continues to provide aroundthe-clock animal control and shelter response.

“I can assure you that the Humane Society will not be vacating,” Carotenuto said.

“We have plenty of work to do.”

Pontieri, who serves as the city’s liaison to the Humane Society, said the city’s effort to establish another shelter should not be interpreted as an attempt to eliminate the existing organization.

“We’re not defunding the Humane Society,” Pontieri said, noting that Palm Coast is proposing to increase what it pays for Humane Society services by 10% this year. “We are growing. We are going to need both.”

Pontieri said the city’s pursuit of another provider stems in part from frustration over information the city has sought from the Humane Society.

“My goal is to ensure we have another service provider in this community,” she said.

“It is not my goal to put the Flagler Humane Society out

of business.”

Dance also pushed back against the idea that the issue should become a competition between the two organizations.

“The back-and-forth, the us-versus-them needs to end,” Dance said. “This should have been a meeting more about us coming together on future plans for the benefit of our community and for the animals.”

Dance said Flagler County’s continued growth will likely create a need for both organizations.

“We will continue to evaluate this on a cost benefit analysis to make sure that our funds are used wisely to be able to accommodate the needs of our animal community,” he said.

No final construction contract or project budget was approved at the workshop.

Staff was instead directed to continue evaluating the Public Works site, develop a conceptual master plan, determine immediate usable acreage and access, update project costs and clarify requirements associated with the state appropriation.

Norris closed the animal shelter discussion by saying the city intends to move ahead with an additional provider.

“We don’t need a one sole source provider,” Norris said.

“That model is not going to work, not from the feedback we’ve received. So we’re going to move forward, and we’re going to do the best we can.”

Bunnell PZA OKs Project Butterfly landfill despite full-house opposition Residents and county leaders urged the board to reject or delay the landfill, but the PZA voted 3-1 in favor.

A big crowd turned out Tuesday night to oppose Project Butterfly, a proposed Class 1 landfill on about 610 acres west of the city, but the Bunnell Planning, Zoning and Appeals Board ultimately approved the project’s special exception in a 3-1 vote.

Bunnell City Hall, urged the board to reject or delay the proposal during the Sept. 1 meeting, raising concerns about groundwater, nearby farms, traffic, odors, property values and what many said was inadequate time to study the project before the hearing.

The proposal calls for a solid waste management facility at 518 County Road 45 on property currently used as a sod farm. The land is zoned Agriculture and Silviculture, or AG&S. Under Bunnell’s land development code, a solid waste management facility can be considered there through the special exception process. City staff recommended approval with 21

conditions.

Project Butterfly had been kept confidential under a Florida economic development statute until the applicant waived confidentiality at 10:46 a.m. Aug. 31, a little more than a day before the hearing. The applicant, Cocomero LLC, said the confidentiality was intended to protect business negotiations and competitive interests during the site-selection process.

The project team said the landfill would help meet the region’s growing need for waste disposal while bringing jobs and new revenue to Bunnell. According to an economic analysis submitted by

the applicant, the project is expected to generate about $75 million in construction spending over five phases and create about 71 jobs once the landfill is operating.

The proposed conditions also include a $1.50-per-ton host fee paid to Bunnell for 20 years, with an option for another 20-year period.

But the economic arguments found little support among the residents who addressed the board.

One resident who lives near the proposed site said he spent much of his life savings moving to a quiet agricultural community and asked the board to delay a decision.

“What possible public

interest is served by deciding this tonight?” he said. “If this is truly a good project for our community, it will still be a good project after public scrutiny.”

Another resident, whose family owns farmland surrounding the site, said the proposal threatens land that has been used for generations to grow vegetables.

“This is our farmland. It’s our water, it’s our workplace, and it’s our food supply,” she said.

Another speaker with years of experience hauling garbage to landfills focused on truck traffic and questioned whether State Road 100 could safely handle the additional vehicles. He also criticized the number of unanswered questions surrounding the proposal.

“You should figure it all out before you approve anything,” he said.

Several residents also criticized the timing of the disclosure, saying they had only learned the true nature of Project Butterfly the day before the meeting and did not have enough time to hire experts or research potential environmental impacts.

DANCE, PENNINGTON QUESTION WHETHER PZA SHOULD DECIDE

Flagler County Commissioner Andy Dance and County Commission Chair Leann Pennington also addressed the board during public comment.

Dance raised questions about Bunnell’s land development code and whether it treats a landfill differently from a broader solid waste management facility.

Pennington followed later with a request that the board stop the proceedings and send the issue back for further

review.

“A landfill is not permitted for this board to approve in AG&S zoning according to your own code,” Pennington said. “They call it a waste management facility, but their own application says it is a Class 1 landfill.”

Pennington asked the board to table the application and allow the city to examine the issue further. She also argued that the proposal could have consequences for neighboring food-producing farms, including concerns involving water, runoff, birds and other potential sources of contamination.

“These aren’t simply vacant ag around here,” Pennington said. “These are farms that grow food that enters our nation’s food supply.”

City staff maintained that under the code as currently written, a landfill falls under the definition of a solid waste management facility and can therefore be considered as a special exception in the AG&S district.

HERBERT AND ROMANIUK CLASH OVER DECISION

The sharpest debate of the night came at the end of the Project Butterfly hearing between board members Chelsea Herbert and Cory Romaniuk.

Herbert questioned whether the applicant had presented enough evidence for the board to conclude that the landfill would have minimal impacts on neighboring properties.

She also questioned the proposed host fee, the lack of a completed agreement governing that fee, the project’s compatibility with surrounding agriculture and the differences in the city’s code governing landfills and solid waste facilities.

Romaniuk took a different view. He said Bunnell needs to expand its commercial and industrial tax base and argued that the applicant had followed the process laid out in the city’s existing code.

Herbert pressed him on what evidence supported approving the project.

“Tell me why you’re a yes,” Herbert said. “What’s the substantial evidence that makes you a yes?”

Their disagreement continued into the economic impact of the project. Herbert cited University of Florida agricultural figures and argued that the landfill’s projected 71 jobs should be weighed against Flagler County’s existing agricultural economy.

Romaniuk countered with property rights.

“If an owner decides to sell that land to an organization, a company or whatever that wants to put that kind of business in and the zoning allows that business, who are we to say no?” he said.

Herbert first made a motion to deny the special exception.

The motion died for lack of a second.

She then moved to table the application until October or November, arguing that the public had only about 31 hours after the project’s details became public and needed additional time to gather experts, legal counsel and evidence.

That motion also failed for lack of a second.

Romaniuk then moved to approve the special exception, saying the applicant had followed the legal process and that the property was

appropriately zoned for the requested special exception.

Francena Koch seconded the motion.

The motion passed 3-1, with Herbert casting the lone vote against it.

The board was operating with four voting members Tuesday. Chair Gary Masten and Vice Chair Lyn Lafferty were absent and formally excused at the beginning of the meeting. Lafferty is associated with ownership interests in portions of the proposed project property. Gary Garner chaired the meeting, with Herbert, Romaniuk and alternate member Koch also participating.

The special exception approval does not authorize construction to begin. City staff said the applicant would still need state environmental permitting and major site plan approval, which would require additional technical studies and another public hearing before the PZA. Those reviews are expected to include hydrological, geotechnical and traffic studies.

For residents who spent much of Tuesday night urging the board to stop Project Butterfly, however, the 3-1 vote marked a significant first approval for a project many said they had barely had time to understand.

Support staff to Flagler Schools: We need a raise Support employees rank 52nd in the state in salary. District said proposal isn’t feasible.

Jean Claude Carvin moved a year ago with his wife to Palm Coast from Rochester, New York, to get away from the snow.

Carvin, who worked as a pastry chef for 44 years, took a retirement job with Flagler Schools. Last month, he began his second year as a school bus driver in Flagler. He said he has “a full-time job that qualifies as a part-time job.”

Carvin said he works about three hours on his morning shift and about four hours on his afternoon shift before punching out at about 5 to 5:15 p.m. He is a 10-month-a-year employee, he said.

Driving a school bus isn’t new to him, Carvin said. He also did it for 6½ years in New York State before moving down here.

Carvin was among a large group of Flagler Educational Support Personnel Association (FESPA) union members who attended a bargaining session on Aug. 27 at the Gov-

ernment Services Building.

FESPA asked the school district for the contractual onestep advancement plus an average raise of approximately 94 cents an hour across the bargaining unit, FESPA president Lisa Torres said.

Flagler County’s support workforce ranks 52nd among Florida 67 county school districts, according to a FESPA slide presentation. School bus drivers rank 49th with an average salary of $21,800.

Data entry employees rank 52nd, bookkeepers rank 53rd, paraprofessionals rank 60th and food service employees rank 66th out of 67 counties with an average salary of $18,619.

The data come from the Florida Department of Education, said Bethany Koch, Florida Education Association’s service unit director, who is negotiating for FESPA. The 52nd overall ranking would be even lower, according to the presentation, if not for a Flagler County AC tech and boiler employee, who ranks No. 2 in the state in salary for that position, thus skewing the average.

In a Flagler Schools email answering questions by the Observer, the district said it is reviewing the data.

“Because districts use dif-

ferent pay structures, work calendars, job classifications, and benefit models, statewide averages do not always provide a complete equivalent comparison,” the district said.

Last year’s final contract included a step increase plus an additional 25 cents per hour added to the salary schedule.

“That 25-cent increase by itself did not keep pace with the cost-of-living increase,” Torres said. “For an employee earning around $20 to $25 per hour, 25 cents represents only about a 1% to 1.25% increase, while inflation was higher than that.”

But the district says a 25-cent increase is equivalent to about $550,000 for salaries, and with benefits added, it totals $676,000. The district said it calculates this amount based on all support positions whether filled or not.

FESPA had delivered its proposal at a previous bargaining session. The union’s negotiators expected the district to present a counter proposal on Aug. 27. The District did not present a counter proposal but said the district is in financial distress.

Lauren Johnston, the district’s chief of operational services, told union negotiators that its proposal was not financially feasible.

Sept. 15 on the third floor of the GSB. The School Board and district leaders will hold a closed-door executive session on Sept. 8 to discuss bargaining.

A bargaining session with the Flagler County Educators Association, the teachers’ union, is scheduled for Sept.

9 at 4:30 p.m. at the GSB. According to FESPA’s presentation, the district employed 827 full-time support staff in 2025-26, down from 917 the previous school year.

“Staffing figures can fluctuate based on the time of year the information is requested and the operational needs of the district,” Flagler Schools said in the email.

Palm Coast has new webpage on proposed Charter amendments The City of Palm Coast has launched a new webpage providing residents with information about three proposed City Charter amendments that will appear on the Nov. 3, 2026, General Election ballot.

“The goal of this resource is to provide residents with clear, factual information about the proposed Charter amendments so they can better understand what will be presented on the ballot,” said City Manager Michael McGlothlin. “The City is not advocating for or against any of the amendments. Our role is to provide information and help residents understand the

proposals before they make their own decisions at the polls.”

The three proposed Charter amendments address different areas of City government: Amendment 1 – Council Member and Mayor Accountability: Would revise provisions related to forfeiture, suspension, and potential removal of elected officials, including ethics standards, meeting attendance requirements, and a process for the City Council to petition the Governor regarding suspension or removal under certain circumstances.

Amendment 2 – City Council Vacancies: Would revise the process for filling vacant City Council seats, including establishing circumstances in which a special election would be required and setting related election timelines.

Amendment 3 – City Council Contracting Authority: Would increase the Charter’s current limits on certain unfunded multi-year and lease-purchase contracts from $15 million and 36 months to $30 million and 30 years. The proposed $30 million threshold would also be adjusted annually for inflation.

Contracts exceeding the applicable limits would continue to require voter approval.

The proposed amendments were developed through the City’s Charter Review process. The Charter Review Committee reviewed the City Charter, considered public input, and submitted recommendations to the City Council. The City Council subsequently reviewed the recommendations and approved the proposed amendments for placement on the November ballot.

Each proposed amendment will appear as a separate question on the ballot. The Charter amendments will take effect only if approved by a majority of voters.

Luke and Kennedy played together in the waves on Monday night, while Hailey and our daughter Ellie watched from a blanket on the shore.

The sunset turned an enormous cloud into a torch on the horizon, and I rushed to capture the moment with a photo. I zoomed in, compressing the distance between my children and the cloud, so that they appeared to be standing right in front of it.

That night, I asked Luke why he liked the waves, and he said, “I like letting a wave crash into me. It makes me feel strong.”

I realized that an 8-yearold, surrounded by older siblings and adults, rarely feels strong. The ultimate fantasy, in a child’s mind, is to bravely withstand a sea of troubles on his own.

When I see Luke and Kennedy standing in the waves, laughing, I hope they are being built up, increasingly confident and capable and strong.

THE NOODLES ARE ON FIRE

Aug. 28, 2026 Luke, 8, is helping make dinner today. He is doing his best, but ultimately hollered out to the universe: “Can somebody help me with this, please? I can’t get these noodles in the water!”

He was pouring the noodles, which are about 10 inches long, out of the box and directly into the boiling pot, and it was getting out of control. Panic set in.

Mom to the rescue! Hailey calmly appeared by his side.

“The first thing to do is address the ones that are on fire,” she said, as the smell of scorched noodles on the burner began to fill the house.

She added: “Usually, with spaghetti, you break the noodles in half so they fit better.”

Luke has now been schooled. And Hailey is officially the most patient culinary tutor alive.

POLLINATION AND BUSINESS SUCCESS

Aug. 29, 2026 At the pond near my home, the dock is surrounded by tall green stalks, dotted with white flowers. These water

plants are Sagittaria lancifolia, commonly called arrowheads or duck potatoes.

They’re monoecius, meaning they have both male and female flowers on the same stalks, though only one sex is in bloom at a time.

For an arrowhead to develop seeds, a bee or other pollinator has to first collect pollen from a male flower and then land on a nearby female flower, which doesn’t produce any pollen but does offer nectar as a lure.

The future of the entire species of arrowheads relies on the fertilization that results, but the bees are oblivious about the flowers’ fate. If the arrowheads fail to reproduce, the bees will simply get their pollen from other flowering plants.

It’s as if pollination is happening by chance, but it’s really something that took thousands of generations to evolve perfectly, all part of

God’s grand design.

There are a lot of things in life that are like this, and since I’m in the marketing business, it easy to see parallells with advertising.

Businesses post advertisements (flowers) that are as attractive as possible, with their products as the pollen. Customers are flying around like bees — running errands, reading newspapers, scrolling on their phones — oblivious to the survival of the business. But sometimes they need that particular product, so they respond to the advertisement and buy it, then fly away to their hive.

In advertising and in flowering plants, it takes a lot of patience and evolution to make sure a business is in the right place at the right time with the right kind of advertising for the pollinators.

I took a photo of the female flowers on an arrowhead, and I’m planning to follow the progress. Eventually,

these white petals will fall off, and the green centers will swell into a seed-filled pod, capable of producing many more plants, with hundreds of flowers, generation upon generation, forever.

Aug. 30, 2026 Ever since the invention of the cubicle, humankind’s posture has suffered. The invention of the cell phone has only made it worse.

A chiropractor in a networking meeting I attended recently asked the business professionals in the room to take out their phones and look at them. We all did it, and she joked: Thanks, you’re all keeping me in business.

Surprisingly, when I go for a walk in the mornings, one of the most refreshing aspects is that I can walk with perfect posture, no phone or laptop to trap me into a slouch. It feels relaxing, similar to stretching out muscles after I wake up.

That got me thinking about the nature of corrections.

God gave us commandments to help us understand the correct posture of our souls.

If we slouch, thinking that this is how we are expressing our individuality — if we bristle at correct posture — we will miss the relief and rest that we were designed to experience, and our souls will never stand at their full stature.

LETTERS TO THE EDITOR Closing hazardous waste site will encourage more illegal dumping Dear Editor: I read with much consternation the Observer article about Flagler County closing the hazardous waste site at 1700 S. Old Kings Road.

This is a budget cut to save a little money? What, with the county spending inordinate amounts of tax dollars across several spectrums of unnecessary projects, they are closing the only place in Flagler County where residents can properly dispose of hazardous materials without incurring charges? What does that tell the average educated person?

If you do that, the lower income people will most

likely start disposing hazardous materials improperly.

Like, duh, right?

When I opened my email from the Observer (Oct. 26), at the same time I saw the article titled: “Flagler County to close Household Hazardous Waste site, WastePro will accept hazardous waste — at residents’ cost at Bunnell facility,” I also saw the headline directly underneath titled: “Volusia County Addresses Illegal Dumping.” What incredible timing!

This is just so irresponsible that it defies a rational explanation.

Just think about it. When people who struggle to pay their bills need to pay to dispose of old tires, those tires will most likely end up on vacant lots. Oils, paints,

solvents will probably go into the soil. Light bulbs, batteries, and everything else will just be dumped in their biweekly garbage pickup.

I’m not saying that inappropriate disposal isn’t happening now — but this will only result in a substantial increase.

If you must close the Old Kings Road facility, at least subsidize the documented costs associated for the Flagler County residents who use Waste Pro to dispose of their hazardous waste — so that it doesn’t end up in our sensitive environment.

Low voter turnout should concern us all Dear Editor: First, let me say that I did not win the primary election. That is not what this is about. This is about voter turnout in Flagler County.

While turnout was better than in some elections, with roughly a mid-30% turnout among registered Republicans and Democrats, and only 13% of NPA, about 70% of registered voters did not cast a ballot. Here is what they missed: They missed the opportunity to have a voice in choosing the next Flagler County School Board members from Districts 1 and 2. Those races were decided in the Tuesday, Oct. 18, primary.

They missed the opportu-

nity to have a voice in choosing our next Circuit Court Judge, a race that was also decided in the primary.

They missed the opportunity to help decide the Palm Coast City Council races in Districts 2 and 4. Because no candidate received more than 50% of the vote, those races will continue into November.

They also missed the opportunity to have a voice in choosing their party’s candidates for major statewide offices, including governor and lieutenant governor, who will appear on the November ballot.

Of the approximately 99,000 registered voters in Flagler County, fewer than 30,000 cast a ballot. That should concern all of us.

Since the time when our Founding Fathers chose to be independent and established a system of government based on the principle

that citizens have a voice in choosing those who represent them, well over 1 million American service members have given their lives in defense of our nation and the freedoms we enjoy — including the freedom to vote.

We cannot honor that sacrifice merely by remembering it. We honor it by exercising the freedoms they fought to preserve, including the right to vote.

Community Chorus of Palm Coast launched its fall season in preparation for their Christmas concerts.

The Community Chorus of Palm Coast held the first practice of the fall season on Monday, Aug. 31. The chorus was established in 2010 and is celebrating its 16th season.

Chorus Director Sydney LeDuc is excited for the opportunity to work with the

experienced group.

“It’s going to be a really energetic season,” LeDuc said.

The chorus is made up of over 40 members and they sing everything from classical, sacred, and traditional choral pieces to contemporary and Broadway musical numbers.

This year the chorus has two Christmas concerts at the end of the season: 7 p.m. Friday, Dec. 4; and 4 p.m. Sunday, Dec. 6.

This year’s chorus also has a bonus performance.

“We’re [also] part of the Flagler County government memorial service on Veterans Day,” Marketing Director

Nancy Hoffman said.

Concerts are free for attendees.

FOCUS ON FAITH First United Methodist Church of Ormond to redevelop campus

First United Methodist Church of Ormond Beach is beginning a complete campus redevelopment project.

The groundbreaking will take place at 10 a.m. Sunday, Sept. 13. The project is expected to take 15-18 months.

The idea for redevelopment began in 2019, after members of the church participated in some focus groups, said First United Methodist Church Lead Pastor Scott Smith.

Then, COVID interfered with planning.

But the reality of their campus remained. The church — which will celebrate 75 years at its location at 336 S. Halifax Drive in 2027 — had no master plan, Smith said.

Their campus felt like buildings pieced together over the years.

“Most of them were built in the ’50s and ’60s and that’s old,” Smith said. “And they look old. They feel old, they smell old.”

The number of doors, a total of 29, also raised safety concerns. In addition, a park-

ing lot needs to be crossed by church members to reach the children’s ministry, which Smith describes as “a barrier for families.”

The new two-story church building will have areas for childcare, a children’s ministry, multipurpose space and offices. It will have a main entrance with a courtyard.

“It condenses our footprint on the property,” Smith said.

The redevelopment will also address some current drainage issues, and will have green space to the south side of the property that the church is planning to utilize as

awarding the top three in each division a medal. This is a series qualifier (for sanctioned events only) for the Florida State Senior Games in December. Register at park sandrec.fun.

Another component of the project will be the renovation of the sanctuary, which was completed in 1995. No

upgrades have been made since, and there are plans to make the area larger to host more people and potentially host large community events or seminars.

While construction is underway, a modular office complex will be created for

church staff. The church will still host Sunday worship in the sanctuary.

“And so on Sunday morning, even though we’re renovating the sanctuary, our builder, in the city, has allowed us to stay in the sanctuary for worship,” Smith said.

“They’ll do construction four days a week, clean on the fifth day, so we’ll be able to use it on Sunday mornings.”

“The excitement, smiles, and energy were absolutely unforgettable! Watching our students represent Belle Terre Elementary in front of thousands of people was a moment we will never forget,” a BTES social media post said.

The school’s PTO donated the students’ shirts. The Flagler County Education Foundation covered the tickets.

Bunnell Elementary School third graders visited the Flagler County Emergency Operations Center.

BIZ BUZZ Solar-Fit installs solar panels on new Palm Coast fire stations Solar-Fit has finished installing solar power systems on Palm Coast’s new fire stations — No. 26 at 72 Airport Commerce Center Way and No. 22 on the northeast corner of Palm Coast Parkway and Colbert Lane.

The installations took about six weeks for each building, Solar-Fit CEO Bill Gallagher said.

“Each facility has 305- to 590-watt solar panels, totaling 179,950 watts of DC power.

Each system is projected to produce over 250,000 kilowatthours of free energy per year, resulting in an estimated

energy savings of $22,000 to $25,000 annually,” he said.

Solar-Fit also installed the solar power system on the roof of the Southern Recreation Center in Palm Coast a few years ago.

“Palm Coast is leading the way for other municipalities to model regarding renewable energy utilization,” Gallagher said. “We salute our local leaders for the foresight to use the sun’s free energy to reduce the operating expenses of city facilities. These savings benefit all residents in our community.”

First-time jobless claims slow in Florida The pace of first-time jobless claims in Florida eased for a third consecutive week, according to the U.S. Department of Labor.

The agency estimated 5,033 initial unemployment applications were filed in Florida last

week, down from 5,680 the week ending Aug 15 and 5,797 the week ending Aug. 8.

A rolling average for the state over the past four weeks is 5,515, down from 5,758 a week earlier.

Last Friday, the state lowered its unemployment rate for the second consecutive month. The figure had been on a slow rise for more than a year.

The July unemployment rate of 4.6 percent represents an estimated 515,000 Floridians qualified as out-of-work from a labor force of 11.1 million.

The state Department of Commerce pointed to job gains over the past year in education and health services, followed by leisure and hospitality, and construction, while drops were posted in work involving financial activities, which includes areas from finance and insurance to real estate.

“We had to do some different things,” he said. “Complementary football — offense, defense and special teams — got it done tonight.”

The Bulldogs improved to 2-0. They had opened the season with a 42-7 victory against county rival Matanzas. In two games, FPC’s defense has allowed just one touchdown.

“I’m super proud of the defense, the effort they gave all night long,” Turner said.

“We put [the defense] in some bad situations. [Riverside] got inside the red zone a couple times, but we never gave up any points.”

The big play on special teams was Garrett Tucker’s career-long 52-yard field goal on the last play of the first half to give FPC a 9-0 lead.

“Going into the half, I was expecting it to be a little deep,” Tucker said.

The distance was deeper than the Bulldogs had wanted, but the senior kicker said he felt calm.

“The swing was easy, through the ball,” he said. “I had hit (50-yarders) multiple times in practice, so it felt routine.”

Tucker’s previous career long was 37 yards.

“I would have liked to have gotten five more yards on the snap before that to give him a little better try,” Turner said.

“But he put it through there. That was a great, great kick.”

On offense, sophomore quarterback Reid Pritt completed 10 of 19 passes for 114 yards. And the Bulldogs added 166 yards rushing. Nei’cco Murphy, playing option quarterback in addition to his primary safety position on defense, ran for 60 yards.

Senior receiver Logan Jacobelli made two outstanding catches of 22 and 29 yards from Pritt to help propel the Bulldogs to their first touchdown.

Jacobelli, known for his feet as a state champion sprinter on the track team, showed off great hands on those catches and his other four receptions in the game.

“He played like Superman tonight,” Turner said.

“I felt like I had to go up and get it,” Jacobelli said of the two key grabs on the first touchdown drive. “Without those catches, that drive goes a lot different.”

Jacobelli made both catches in man coverage against Generals cornerback Alton Drinks. The first pass was behind Jacobelli and he had to turn back to grab it. The second one was a perfect pass over the top. Jacobelli said he wasn’t always good at making such catches.

“Once I started going up and getting

it, I realized it’s a whole new world up there,” he said.

Ajede finished the drive with a 21-yard touchdown run. He also scored the game’s final touchdown on an 8-yard run with 1:20 left in the game.

The play had been a called run for Murphy.

“Shoutout to Nei-cco,” Ajede said. “He wasn’t supposed to give me the ball.

Before the play, he was like, ‘He-man I’m gonna give it to you.’ I was like, all right. He gave it to me and I scored.”

The Generals (1-1) arrived late, and the game started about a half hour later than scheduled.

“We were not emotionally high for this game like we were last week against Matanzas,” Turner said. “[Riverside is] an extremely fast and suffocating defense, so we knew that it was going to be tough.”

Linebacker Josiah Hathaway led the Bulldogs with nine tackles and blocked a field goal late in the second quarter to preserve the shutout.

“We just didn’t want them to put any scores on the board,” Veal said. “We wanted to let them know that stepping into Flagler Palm Coast is probably not the easiest thing you could do.”

The Bulldogs graduated six players from last year’s team, but they returned Grace Taylor, who took a year off from volleyball last season. Taylor, an outside hitter and a setter, had 12 kills and seven service aces in FPC’s 3-0 home win over Atlantic on Tuesday, Sept. 1.

With the sweep, the Bulldogs improved to 5-1. Their only loss was a five-set thriller at county-rival Matanzas on Aug. 25.

Taylor and Faith Dailey were the Bulldogs’ setters in 2024.

Taylor, who used to play for Top Select Volleyball Academy in Orlando, took a break from playing volleyball and became the team’s manager last year. She’s also a javelin thrower on the track team and placed 10th in the state at the Class 4A championships last season.

The Bulldogs defeated the Sharks 25-14, 25-22 and 25-9.

All three sets were delayed during play because the Sharks were out of rotation and the referees took time to sort it out.

“I think the second set, we just kind of let the delays get to us a little bit and thought we had it in the bag,” Stewart said. “We just needed to work a little bit harder for that one.

But the 25-9 game is FPC volleyball.”

Atlantic tied FPC at 21 in the second set before the Bulldogs won four of the next five points to win the set.

Hamilton led the Bulldogs with eight digs in the match.

The Bulldogs play their next three matches. They will have a rematch with Matanzas on Sept. 24 at home.

“Matanzas is our biggest game of the year,” Stewart said.

Coming off a five-set victory over rival Flagler Palm Coast, the Matanzas High School volleyball team won its second match in two days with a 3-0 victory against visiting Father Lopez on Thursday, Aug. 27.

Outside hitter Sanigh Arneaud, who committed over the summer to Rollins College, led the Pirates (3-1) with 12 kills, eight serving aces and nine digs against the Green Wave.

Matanzas knocked down a total of 34 kills in the 25-14, 25-18 and 25-11 win. Sofia Kubler added 8 kills and Bristol Foley had 7 for the Pirates.

Kubler also had 3 blocks. The visitors tied the second set

14-14 before Matanzas ended the set with a 7-4 run.

“We’re strong at attacking,” Matanzas coach Sharell Arneaud said. “We’re having to work a little bit more on fine-tuning our defense. We have a scrappy team that will hustle.”

Coach Arneaud, Sanigh’s mother, said the Pirates experimented with different lineups against Lopez.

“We saw what worked and what didn’t work, so we have different options,” she said.

“We’re using different setters depending on the game and the team.”

“I’ve met like a lot of my future teammates,” she said.

Longtime Flagler County youth and high school softball coach Ed Beckett has been named Palm Coast Little League’s new softball coaching coordinator.

Beckett, a retired teacher at Flagler Palm Coast Hgh School, brings years of experience coaching softball.

A former college baseball catcher, he will oversee both player and coach development, the PCLL announced on social media.

One of his key goals, according to the announcement, is to standardize Palm Coast Little League’s practice programs, with an emphasis on individual skill building

Flagler Palm Coast’s Creed Smith and Chase Heiser bowled 200 games, but the Bulldogs went against a very strong Orange City University team that cruised to a 5-0 win on Aug. 31 at Palm Coast Lanes.

All five University bowlers finished with 200 games in Game 2 as the Titans won 1,163 to 991. University won the first game, 1,085 to 924 and won the single Baker game, 203-187. The Titans won total series 2,451 to 2,102.

Smith bowled a team-high 222 for the Bulldogs. Heiser bowled 219 and 218. Trey Wood and Cole Brummer each bowled a 190.

University also won the girls match 5-0. The Titans had a total series of 1,779, while FPC had a 1,411 total. Jenett Serrano bowled a 177 and 157 for the Bulldogs, while Destiny Bonvouloir bowled a 156 and Mya Kelly bowled a 140.

University is not in FPC’s district, but the Titans are a Five Star Conference opponent.

The Crusaders (6-1) have won five straight matches by 3-0 scores.

Essandra L. Seymour, known to most as Sandy, departed this earth peacefully on August 12, 2026. Sandy grew up the youngest of four children in Staten Island New York. At 22, she would follow her family to South Florida where, years later, she would meet her husband, Ken. She made a career of being a devoted wife and exceptional mother, also becoming a second mom to several others.

Gary George Marz, 62, of Palm Coast, Florida, passed away on August 22, 2026, in Flagler Beach.

Born on February 1, 1964, in Mineola, New York, Gary George Marz was a 1982 graduate of Flagler Palm Coast High School. He will be remembered as a kind and outgoing man who was full of life and who had a way of making people laugh and smile at any time. Born with a heart defect, Gary faced significant challenges throughout his life. After receiving a new heart in 2014, he beat the odds and continued striving to be the best he could be.

Gary was a loving husband, father, grandfather, adoring “favorite” uncle and great uncle and a friend to all. He is survived by his wife, Brittany; his daughter Lauren Marz “Pooh,” his son, Joseph Marz(Brittany Macaione

Buffalo Bills. These interests were an important part of his life and reflected the energy and enthusiasm he brought to those around him.

The purpose of these flights is for surveillance of mosquito breeding sites and the suppression of mosquito populations. Should the need arise, we may also contract Clarke and Dynamic Aviation, Inc. and Ag Air Services for the same purposes. Flights will normally be performed at an altitude of 500 feet or below.

Control of mosquitoes by helicopter is a common practice in populated areas of Florida. The District has conducted aerial mosquito control operations since 1990. All flights will be in the public interest and maximize public safety and mosquito control effectiveness. All control products are approved for control purposes by the Florida Department of Agriculture and U.S. Environment Protection Agency.

Description of Assessments The District imposes O&M Assessments on benefitted property within the District for the purpose of funding the District’s general administrative, operations, and maintenance budget. Pursuant to Section 170.07, Florida Statutes, a description of the services to be funded by the O&M Assessments, and the properties to be improved and benefitted from the O&M Assessments, are all set forth in the Proposed Budget. A geographic depiction of the property potentially subject to the proposed O&M Assessments is identified in the map attached hereto. The table below shows the schedule of the proposed O&M Assessments, which are subject to change at the hearing:

The District intends to have the County tax collector collect the assessments imposed on certain developed property, and will directly collect the assessments imposed on the remaining benefitted property by sending out a bill prior to, or during, November of this year. It is important to pay your assessment because failure to pay will cause a tax certificate to be issued against the property which may result in loss of title, or for direct billed assessments, may result in a foreclosure action, which also may result in a loss of title.

The District’s decision to collect assessments on the tax roll or by direct billing does not preclude the District from later using a different collection method.
