“It’s kind of like an update on our phone,” Berryhill said. “This is the same, but better.”

In a response to Palm Coast Mayor David Alfin, Berryhill said this is a continuation of collaborative efforts between the jurisdictions. It’s been 20 years since it was last considered.

Flagler County is working with local municipalities to collate one legislative request for the county, instead of each municipality sending in theirTheown.city already has a preliminary city list, presented by Chief of Staff Jason DeLorenzo at the Sept. 13Asideworkshop.from the fire station and road projects, other proposed items on the list were requests for the state to continue funding certain grant programs, funding requests for water and flood management projects and a few other miscellaneous projects.

The City Council may call a special meeting to swear in the new members if they decide to do so sooner.

The city of Palm Coast may seek state funding for a series of local projects, including replacing Fire Station 22, expanding Old Kings Road and extending roads west of U.S.City1.

In order to stay in compliance with Florida law, the City Council must shift its planned date for swearing in November election winners, City Clerk Virginia Smith said.

Currently, Florida law gives elections offices 10 days post-election to count federal write-in absentee ballots. Until that 10-day deadline has passed, election votes can not beThecertified.city’s swearing-in ceremony is set for Nov. 15, three days shy of the Nov. 18 allowance, according to Smith.Because of the Thanksgiving holiday the following week, the City Council chose the next available City Council meeting date — Dec. 6, almost one month after the election.

The Palm Coast Fire Department is seeking a formal agreement of auto matic mutual aid with both the Fla gler County and the city of Flagler Beach fire Battaliondepartments.ChiefKyleBerryhill, the city’s next fire chief, presented the agreement to the City Council on Sept. 13. Berryhill said that much of the mutual aid listed in the agree ment is already in use; this would just formalize it.

The formal agreement defines the terms for automatic aid (automatic dispatch to certain areas or calls), mutual aid (requesting specific expertise, equipment or extra per sonnel) and closest appropriate unit response, which allows the nearest appropriate unit to respond to the call to reduce travel time.

Alfin joked that the Palm Coast Fire Department’s response time is second only to the city’s stormwater personnel.“Thosefour minutes that we heard about earlier are really critical,” Alfin said.Berryhill also pointed out that the department’s attorneys have viewed the agreement, and, from a liabil ity standpoint, “essentially, we’re responsible for ourselves.” The auto matic mutual aid agreement would be in place until it is either replaced, or a party gives at least 90 days of written notice that it does not want to continue participating.

“We recognize that our residents don’t use jurisdictional lines to determine where they have lunch ... or go to the gym,” Berryhill said. “So we want to make sure we don’t use them to determine whether or not we’ll respond to an emergency.”

Palm Coast resident Kseniya Edwards felt powerless when she heard about the atrocities occurring in the Ukrainian town of Bucha, where both of her grandmothers were living.

The Volusia County School Board has a new attorney.  Aaron Wolfe, an attorney with the Doran Sims Wolfe and Yoon firm, will be advis ing the School Board from this point forward, as announced during the board’s workshop on Tuesday, Sept. 13. Wolfe is a partner of the same firm as Ted Doran, the previous attorney for the board, whom board members gave a low evaluation score at their last meeting.Atthe start of the board’s discussion at the workshop, School Board Chair Ruben Colon said that all of the board members had recent ly received an email from Doren’s law firm announc ing the change of attorney. The board proceeded to speak about“Weexpectations.needtoexpect that our board attorney treats each of us equally, and that there’s not pitting conversations going on — one with you and a dif ferent one with me about the same topic to get a different answer,” Board member Anita Burnette said. “And I think we need to have a professional expectation of the relation ship between the board attor ney and the superintendent, because I think that was not always there before.”

“I’m grateful for Mr. Wolfe stepping in, and he’s been very helpful already today,” Burnette said. “It doesn’t address the issue that our legal representation failed to properly provide legal advice and appropriate direction with the contract compared to the policy.”

Haynes agreed, and said that a school board attor ney’s job is to keep the board out of trouble, a job in which Doran failed at doing because the board failed to follow its own policy. She also felt their attorney should not be the one to draft the legal services con tract.With Wolfe now advising te board, Colon said there was an opportunity to “reset.” Wolfe and Doran are two different people, and he saw his repre sentation as an opportunity to start over with expectations in place.“Ithink we’re starting new and I think we’re all resetting at this point,” Colon said.

Hundreds of bodies of civil ians have been found in the vicinity of Bucha since the Russians withdrew from the town at the end of March.

Anna, 77, arrived in Miami, where Edwards’ parents live, on Aug. 19. She had taken a train to Poland and flew to Miami from Warsaw. Anna came to Palm Coast on Aug. 26 to spend some time with Edwards on her birthday.

Police found the man walk ing on the bridge. He was secured in handcuffs and taken to the retail pharmacy for identification. The man ager identified the man, and said the company wanted to pursue criminal charges for the $750 worth of damaged goods.Theman told police that he had gone through “a lot of misery in the past months dealing with deaths of friends and family,” according to his arrest report. The man said that he had tried to get a pre scription filled from a retail pharmacy in another city, but was denied, and that made him angry at retail pharma cies. He admitted to walking inside the store to cause the damage “to get attention,” the report states.

The officer exited the subdivision, and as he did so, saw the backpack the woman had been carrying sitting in the middle of the eastbound lanes. He spotted the woman, a 35-year-old resident of Daytona Beach, walking on a nearby sidewalk. The officer asked if the backpack was hers, and she said it wasn’t.

The woman admitted that she’d known about the backpack’s contents, but re peated that she had found the backpack and was worried a child would pick it up. She couldn’t provide a reason for why she hadn’t contacted law enforcement when she found theShebackpack.wastaken to jail.

Criminal mischief. A retail pharmacy store calledmanager911after a 23-year-old Ormond Beach man walked into the store and knocked cosmetic items off the shelves. The items fell and broke on the floor.According to the manager, the man was in the store for about 30 seconds and only went inside to cause dam age. A nearby retail pharmacy also reported a similar crime by the man at their location minutes prior.

After an hour of sleuthing, a review the school’s security system revealed the man in question: the husband of an employee, dropping off lunch for his wife.

The man was then in formed of proper lunch dropoff procedures. His actions, according to the incident report, “could be seen as suspicious.”

She later admitted to car rying the backpack, saying that she had found it the night before. During a search of the backpack, the officer found uncapped needles, metham phetamine and a Buprenor phine pill, which is a Schedule III controlled substance, according to the report. Addi tionally, the reporting person arrived on the scene and confirmed that the woman was her ex.

Deputies ordered him to move to a new cell at about 11 p.m. on Sept. 6 because of his behavior toward cellmates, but he argued with and threatened deputies, and spit in one deputy’sDeputiesface.put him in a restraining chair and moved him. No one was in jured, according to the news release.

Deputies arrested the suspect, 59-year-old Robert William Orr, for four felonies counts of video voyeur ism, according to a news release from the Flagler County Sheriff’s Office.Deputies were notified of the crime on Aug. 30, after a woman found the USB camera during a weekend stay at the condo.

But while the Ormond Beach case ended in acquittal, Chitwood said his agency has pending charges against Minton, including a felony battery charge after he approached a victim at a business plaza in DeLand, gave her a business card and offered her an interview for a job. She later contacted him, and he picked her up in his company’s truck, drove her to a bar in Orange City and ordered her multiple drinks. He then drove her to a wooded lot, and touched her with out her consent, according to VSO. This court case is ongoing.

The camera contained video of the woman, plus a man who was staying at the condo that weekend, undressed. It also contained footage of Orr testing the camera.

Man acquitted of Ormond Beach rape case is arrested again

Minton was transported to jail on Thursday and remains in custody with no bond, pending his first ap pearance in court.

Deputies began investigating Aug. 31. The victim told deputies that Eis man knew she was 16, and that he’d told her he was 19. He admitted to deputies that he’d had sex with her, according to his arrest report.

A 25-year-old Palm Coast man used Snapchat’s map feature to find and pursue a 16-year-old teen girl, who he then had sex with. Deputies have arrested him for statutory rape.

Man convicted for putting laxatives into child’s medication

The defendant, Craig Rip ple, was sentenced Sept. 8, to serve 14 months in state prison, followed by 36 months of probation.

Police stat ed it appeared to have been a false alarm. OnSunday, Sept. 11, DBPD issued another update on its Facebook page due to ongoing social media rumors, and provided a timeline of events. The agency stated that Mainland High School became aware of a threat that was written on a bath room wall on Thursday, Sept. 8.

Flagler County Sheriff’s Office deputies began investigating the case in 2019, when the victim’s mother reported that Ripple, 54, had been tampering with her son’s medi cation, sneaking items like home work and books out of the children’s bedroom and hiding them and tak ing other odd actions when no one was around to watch him, including pouring a glass of water onto one of the children’s beds.

She said her son had been refus ing to take his medication, saying it tasted strange and was making him ill. One night, when giving her son his medication, she found one that looked tampered with. She opened up the capsule to find several small tablets inside it. She identified the tablets as laxatives.

Police reported that “this type of graffiti on this particular bathroom stall has become a common occur rence. After a thorough investi gation, it was determined that no threat existed, however we added additional law enforcement pres ence as a precaution.”

It’s projected to generate $33.3 million in revenue for the fiscal year 2023 budget.

Danko, of District 1, was the only council member to vote against keeping the tax rate at 4.6100. He, like several of the public commenters, ref erenced his experience in the business industry. He said that the city government depart ment heads can’t always get everything they want.

“Their job is to go back and live within the budget con straints we give them,” Danko said. “Make cuts where you need to make cuts.”

A 56-year-old man was ar rested for stealing bleachers at Wadsworth Park after a county employee caught him loading the bleachers into a van.“By working hard, work ing smart and working together, we collectively were able to locate and arrest a felony suspect in a little over two hours,” Flagler Beach Police Chief Matt Doughney said, according to a news release.Theincident occurred at about 9:12 a.m. Sept. 6. The bleachers were worth about $600 each, according to the news release.

Other council members were not so convinced the budget could be trimmed. District 2 council member John Fanelli said if depart ment heads are hiding where the money can be cut, he can’t find it.

“I want to roll it back too,” Fanelli said. “But I also want to know what that means when I do it and what we’re losing when it happens.”

Investigators found that Schmitt had previously stolen four other park bleach ers. Those were recovered un damaged, but the two stolen on Sept. 6 had been cut up. Schmitt was arrested.

“In this room, everyone has had to take cut backs and learn how to deal with the budget,” Roberts said, “and I think the city of Palm Coast does too.”

“The time to build this facility is now, and as your representative, I’ve been a strong proponent since day one, and I pride myself on being an advocate and ally to our entire Public Protection division,” Volusia County Councilwoman Heather Post said.

“This is really the final piece of the puzzle, to propel this office to the ultimate level of efficiency, organi zation, and basically professional ism,” Fulcher said. “Operationally, we’ve done what we needed to do — there is no backlog. There is no delay in turnaround time. But I will tell you even to this day, this old building inhibits us.”

Soto was medically retired due to injuries sustained during his service. He moved to Palm Coast with his wife, Mary, and two chil dren following his discharge from the Army. Soto has been an active volunteer mentor and football coach for local youth. It all started over 1 1/2 years ago with an old man biking daily on Cimmaron Drive and connecting streets, after complaining so much about it to his kids. They finally said, “Why, don’t you do something about it?”

In her artist statement, Canali said she is often inspired by color, but seeing the colored fiber online, and then holding it, are different experi ences.“I’ll make small samples to see how (the colors) work together and then get inspired,” she said. “The same happens with textures and tech niques. I play with resists, layering and manipulating the wool when it’s wet for wet felting or dry for needle felting. I often use both techniques in the same piece. I see what happens when I’m experimenting and decide how I can incorporate that into my work.”

This year’s prizes were gift cards to local businesses: Houligan’s, GoodWill, Massage by Natalie & Co., Green Lion Café, and Hot Yoga Lounge.“This year’s photo contest was the most successful one yet, with over 900 photos from residents telling their stories through photography,” Palm Coast Communications and Marketing Director Brittany Ker shaw said, according to the news release. “It was very difficult for the judges to choose just one win ner per category, as there were so many incredible shots submitted. We are so proud of the winners, and we are grateful to all of the partici pants in their year’s contest. Even if you didn’t win, you can expect to see your photos showcased throughout the year for a variety of City projects and communications efforts.”
