Palm Coast City Councilman Victor Barbosa resigned on March 1, effective immediately, two days after he was trespassed from the local Walmart on an allegation of shoplifting.

Barbosa had called the Walmart incident a “misunderstanding.” He had not been charged: Walmart has a policy of not bringing charges against suspected shoplifters who have stolen less than $25, and Barbosa was accused of stealing a single $18 clothing item.

After the case was reported in the local press, Barbosa had posted on Facebook, “There is no peaceful life in politics.”

It was not the first time since his election that Barbosa has been publicly accused of a crime: In July 2021, the Flagler County Sheriff’s Office stated that it believed Barbosa was a fugitive wanted in Costa Rica for kidnapping and extortion, and that the Florida Department of Law Enforcement and U.S. Department of Justice were investigating. That case remains open.

Barbosa had been elected in November 2022 to the District 2 seat that had been vacated by former Councilman Jack Howell.

The afternoon of March 1, hours before an evening council meeting, Barbosa sent City Manager Denise Bevan a threeparagraph resignation letter.

Barbosa said the incident was a misunderstanding.

“Last night I went to Walmart and used the selfcheckout (note to self, never use self-checkout),” he wrote in a message to the Palm Coast Observer. “I spent over $300, and one item for $16 didn’t scan, probably, and the next thing I know, they stop me at the door and gave me a trespass warning.”

Asked about whether he’d skipped scanning the same item a second time after the store remotely halted the initial transaction, as an asset protection officer had alleged, Barbosa replied, “I scanned the stuff. I’m not a cashier. I spent $300; I was not going to purposefully not pay, I think it was, $16.

Now, thinking, I wish I had asked her to scan it in front of me to see if the bar code was damaged.”

According to a case report from the Flagler County Sheriff’s Office, the store had contacted the FCSO at about 6:12 p.m.

The store’s asset protection team can halt a selfcheckout transaction and force a customer to shift to another register and start ringing up all of their items all over again — a way to give a customer a second chance to ring up the items properly — and did so with Barbosa, she said, according to the FCSO’s report.

But when he started over at another register, Barbosa again skip-scanned the same clothing item, according to the report.

The asset protection officer let Barbosa complete the purchase, then approached him, identified herself, and asked him to come to the store’s asset protection office, according to the report. While waiting for deputies to arrive, she explained why she’d stopped him, and asked for his identification, according to the report.

Walmart’s management confirmed to the arriving deputy that only one item had not been paid for.

Walmart has a policy of not charging shoplifters if the total amount stolen is less than $25, and, for

At the store’s request, the deputy did serve Barbosa with a trespass order, according to the report.

“This is sad and disappointing, because was just a misunderstanding, but yet I’m being portrayed as a criminal,” Barbosa said.

Walmart self-checkout lines are both a site of known checkout scams and of complaints from people who say they’ve been unjustly accused; a jury awarded an Alabama woman $2.1 million in 2019 after she said Walmart had falsely accused and threatened her after her items failed to scan due to a scanning device error.

Barbosa said he’d been told to contact the store’s corporate office and explain what had happened in order to have the trespass order canceled, and that he’d done so.

Barbosa’s council term would have run through November. He had filed in March 2021 to run for County Commission, but then announced Feb. 15 that he was dropping his bid for County Commission to run for reelection to the City Council.

“I simply want to give voice to our unity as a community, to reassure to all who call this beautiful city of Palm Coast home that your City Council will continue to work together full-heartedly to ensure you receive the leadership you’ve come to expect and deserve,” Alfin said. “Nothing can be more important to all who sit before you on the dais.”

The City Council, according to its charter, must call a special meeting and confirm someone to fill Barbosa’s vacant seat within 30 days.

The appointment would last until the November election, and the person selected may not run for the seat in November after being appointed to the temporary position.

Signaling a return to its pre-pandemic operations, the Florida Department of Health in Flagler County closed its COVID-19 testing operation near the Flagler County airport Feb. 28.

According to Health Officer Bob Snyder, the demand for COVID-19 testing has diminished as positive case levels have declined.

COVID testing is still offered in Flagler County through corporate and independent pharmacies, and urgent care centers. Home test kits can be picked up at the health department or purchased through local retailers and online.

The department will continue operating its vaccination clinic on Mondays between 3:30 and 6 p.m. Appointments are encouraged and can be scheduled by calling 386-437-7350 ext. 0. Visit flagler.floridahealth.gov.

The state of real estate in Flagler and Volusia counties Inventory of homes for sale in Volusia and Flagler counties has plummeted. Let’s look at the ripple effect throughout the industry. How does it impact you? Agents? Builders?

cross the residential building and real estate industries, professionals repeatedly use one word to describe current market conditions: “crazy.”

“There are so many metrics today that are out of phase with anything we’ve seen before,” said Flagler County real estate expert Toby Tobin, publisher of www.gotoby. com and host of “Real Estate Matters” on Flagler Broadcasting.

In Flagler County, for every one home listed on the MLS system, there are three more homes that are under contract, he said.

“And that’s just upside down,” Tobin said. “Normally the homes listed is at least two times, maybe three times, the homes that are under contract.”

There are about 150 existing homes for sale on the MLS in Flagler, he said, while perhaps another 50 are under construction.

“If you divide 150 by the 46,000 homes, roughly, that exist, it’s like 3/10 of 1% of our housing stock is available for sale,” Tobin said. “This is just crazy numbers.”

The same pattern is occurring in Volusia County.

HOW LOW IS INVENTORY?

Bill Navarra, owner and broker of Realty Pros Assured, said inventory is at the lowest level he’s seen in his 23 years of experience.

As of Tuesday, March 1, there were 282 homes for sale on the MLS in Volusia County.

“Buying a home right now is extremely competitive,” Navarra said. “It’s really like going on your first date and asking the prom queen for a date. You need to make your offers as strong as possible. You need to make them very limited on contingencies. … A lot of our offers have been cash, which has made it really hard for our buyers in this market, especially the affordability.”

Over the last 15 years, Ryan Adams, a real estate agent with Adams Cameron and Co Realtors, typically could count on having about 50 listings in his personal inventory. Now, at any given time, he usually has about five.

“There was a time not too long ago when there were plenty of listings and everyone in my business was searching for a buyer, and buyers were golden,” Adams said. “And now, buyers are plentiful and listings are golden.”

WHY IS INVENTORY LOW?

Investors largely aren’t responsible for local increases in home prices and a shortage of inventory, Tobin said.

These homes are being bought by end users, either as primary residences or as second homes, or sometimes to rent out.

Nor, unlike 15 or 17 years ago, is rampant speculation and easy credit responsible for large numbers of people seeking to buy homes. In fact, Tobin said, underwriting standards are relatively strict.

“Today, you’ve got to actually show documented proof that you’re able to repay the loan, and there are higher downpayment requirements,” Tobin said.

Navarra said the lack of inven-

tory is a result of “extreme demand” due to people moving to Florida from other states in search of better weather and more open space as compared to bigger cities and metropolitan areas, a trend that emerged from the COVID-19 pandemic.

Tobin agreed.

“Florida is becoming known even outside the state as a ‘free state,’” he said. “From an economic standpoint, taxes are low; from a personal safety standpoint, we have not had riots and we have a relatively low crime rate, particularly in Flagler County.”

HOW DOES LOW INVENTORY IMPACT BUYERS AND SELLERS?

When a new property hits the market, the race is on for real estate agents and buyers. Adams said it’s typical to arrive at a new listing and already see one or two other agents with their clients waiting in line to see the property. Then, it’s all about making a competitive bid.

“I think the toughest part is for [buyers] to be completely poised and ready to jump when they see what they want,” he said.

And the current home market looks quite different depending on which side of the negotiating table you’re on, Tobin said. Sellers are “delighted” at high prices, but the best offer may be a cash offer from someone who wants to close in two weeks.

“Suddenly ... you’re now on the other side of the table — the buyer side,” Tobin said. “It takes time to get approval for a loan, so if you’re not pre-approved, you are at an extreme disadvantage.

six months that may have taken in previous years, that may now mean a wait of nine or even 12 months.

“Where do you live in the meantime?” Tobin said. “You probably have to rent something. Well, the rental market is just as crazy.”

Adams is seeing more cash offers than ever, which gives him confidence in the future of the market.

“I don’t feel like we’re going to see the crisis that we saw 15 years ago in 2007, when we basically had a foreclosure crisis,” he said. “Most people ... have 20% of skin in the game or much more.”

Sellers will typically ignore financing offers if cash is on the table.

Many buyers have missed opportunities at lower prices, or have already experienced a competitive bid atmosphere, so they’re getting aggressive at this point to make sure they get the home they want, particularly those from out of town.

“When they get here, they’re ready to roll up their sleeves and battle for a property, and often it drives the price up considerably,” Adams said.

HOW ARE PRICES CALCULATED?

With the statewide median sales price for single-family homes in the state up 23% in January 2022 from the previous year, according to data from Florida Realtors Research Department, the market is improving in value very quickly.

Navarra said real estate agents list homes based on recent sales, so that, coupled with the increased demand, drives the offer prices up.

Agents are also seeing many offers with an “acceleration clause,” which

can make a buyer’s offer more attractive to a seller by offering to beat other offers up to a certain limit.

People interested in buying a home should prepare by saving as much money as possible, and enter the market before interest rates increase, Navarra said, since mortgages are still more affordable than rental rates.

“We’re still at the most historically low [mortgage] rates that we’ve been that I can ever remember in my career,” Navarra said. “So don’t be scared to step into the market.”

According to Rentdata.org, the fair market rental price for a twobedroom apartment in the Daytona Beach metro area is $1,135 per month; the median price is $1,212.

In the Palm Coast metro area, fair market rent for a two-bedroom apartment is $1,193 per month, while the median is $1,303.

HOW DOES LOW INVENTORY IMPACT REAL ESTATE AGENTS?

Navigating a competitive bid situation takes concentration, and a willingness to be hands-on with your clients, Adams said. That means making sure your buyers have all your attention, because homes are selling very quickly.

In the past, when at a listing appointment with a potential seller, Adam would have walked through the house with a pad and pen in hand and made a long list of recommendations for the seller to address before listing the home to make it more marketable. With how fast homes are selling, this is no longer the case.

“Let’s put it on the market and let’s price it aggressively enough to where we can tap into the synergy of the market, and it very likely will sell at or above the asking price,” Adams said.

A major part of winning bids in this market is also ensuring buyers have seen the property in person, to prevent sales falling through.

“I actually have had buyers that I’ve worked with over the years that I’ve encouraged now to come to town from out of state, and they’ve come down and stayed and waited so that they were ready to see something in person,” he said.

HOW DOES LOW INVENTORY IMPACT BUILDERS?

As the owner of Coastal Windows of Flagler and Phillips Coastal Construction, Eric Phillips last week got a phone call from an impact-resistant window supplier. It was a warning.

“They said, ‘OK, we’re going to have to raise our prices by 22.5%,’” Phillips said.

Phillips had a week to get orders in

before the new price took effect.

“And that’s a big jump,” Phillips said.

Builders used to be able to order windows and then get them four or six weeks later. No more.

“They order the windows when they apply for a permit, because it’s taking five months to get windows — especially the impact windows,” Phillips said. “The window industry has definitely gone crazy.”

Phillips cited labor shortages, transportation problems and factory shutdowns due to COVID-19 as reasons for delays.

Similarly, builders are contending with precipitous rises in prices for basic supplies like lumber.

Not so many years ago, Phillips said, a 4-by-8-foot, half-inch thick sheet of plywood may have been $15.

Now it’s closer to $50.

Builders are struggling to price homes at a time when material and labor costs could increase exponentially by the time the home is under contract and completed.

“There are shortages in pretty much everything, from start to finish,” Phillips said. “It’s very difficult now to get subcontractors, trade contractors lined up, because they’re so busy.”

Phillips is largely in the window business these days, but he’s also building one house for a client.

Concrete blocks have become tough to source, he said. Major suppliers, overwhelmed, have been reluctant to take on new contracts, leaving smaller builders to head to Lowe’s or The Home Depot for supplies.

“And good luck finding specialty block. That’s impossible,” he said.

There are also other, unexpected complications.

“It’s the crazy things you’d never think about,” he said.

Dumpsters, for instance: With home construction taking longer, they’re sitting on sites longer, and there are fewer available.

Builders are facing the same problem with portable toilets.

Particular brands and types of paint suddenly become unavailable.

“You go to Sherwin Williams and say, ‘I always like buying this paint here.’

Well, you have to buy this upgraded paint, because there’s none of that other paint in the state of Florida,” Phillip said.

As executive officer of the Flagler Home Builders Association, Annamaria Long has seen a new trend: Builders are increasingly using “escalation clauses” that allow them to pass off rising building supply prices to buyers.

Builders have long had them. But actually using one was uncommon.

NATIONWIDE TREND Construction spending increased in January nationwide compared to both December and a year ago, according to an analysis by the Associated General Contractors of America on March 1.

Construction spending in January totaled $1.68 trillion nationwide, at a seasonally adjusted annual rate, 1.3% above the upwardly revised December rate and 8.2% higher than in January 2021. Private residential construction spending rose 1.3% in January from a month prior and 13.4% from January 2021.

“I’ve had builders who’ve been building here in Flagler for anywhere from 20 to 40 years come into my office distraught, because they had to enact the escalation clause for the first time in all of their business,” Long said.

She added, “Has the cost of materials ever gone up before? Absolutely. Enough to where a builder would

use that clause? No way. It’s the last thing they want to do. … They just feel really badly about doing it, because builders are known by their quality, and by their word.”

WHAT’S THE FUTURE?

Tobin expects high demand to continue.

“It’s not a temporary condition,” he said. “ … When you think about financial stability, personal health and personal safety, you’re talking about very primitive motivations.

They’re visceral. So we’ve started a migration that’s going to continue to pick up and become very long lasting. So, get used to it — we are going to have growth.”

In Palm Coast and Flagler County, he said, the relatively undeveloped regions to the west present an opportunity for more new construction.

“It’s basically agricultural or timber land,” he said, “and from a planning standpoint, it’s like a blank canvas. And we have an opportunity to get it right or to get it wrong.”

The area needs multifamily housing, he said, and the western region could be a place to add them.

“We need more townhomes, we need more multifamily, we need more what they call middle-market,” he said, referring to duplexes, triplexes and four-plexes. “Maybe even things like micro-houses, smaller housing types, homes that have a one-car garage instead of a required two-car garage. And we need to do a better job of mixing the housing types together.”

Navarra has been in the real estate industry long enough to have seen the market “roller coaster” many times, with its escalations and drops.

The current demand is stronger than he ever expected.

But he expects demand will decrease once interest rates are raised, which he said is a “bad thing overall” because the affordability in the market begins to disappear. Pricing of homes may concern buyers now, but Navarra advises people to think of the long-term interest rates.

“Even if today if you pay extra money for a home, you’re not paying that extra money over 30 years,” Navarra said. “As the interest rates increase, yes, you might be getting a home at a certain value, but you’re not paying extra for that certain value over a 30-year term. There’s nothing worse than compounding interest.”

Adams doesn’t see a lot of change in the market coming soon.

“Every indicator appears that this market is going to continue to run up,” he said.

County prepares eminent domain suit One property owner still hasn’t agreed to allow county’s dune project workers access to her land.

Flagler County’s legal department will make history in one of two ways: It will either bring the first eminent domain suit in the county’s history, or it will convince every single property owner along the 2.6-mile proposed beach renourishment project area to cooperate with the planned Army Corps of Engineers beach project.

There’s now just one property owner who hasn’t signed an easement that would allow the Army Corps’ staff to access her land to shore up the beach dune. That owner owns two parcels.

“Hopefully, they’ll reach out and we’ll be able to address all their concerns, and we can move forward without having to create any more history than we have to,” County Attorney Al Hadeed said in a presentation to the Flagler Beach City Commission on Feb. 24.

Hadeed was speaking to commissioners to update them on the status of the planned dune project, which would cover 2.6 miles in the city, from Seventh Street South to 28th Street South, adding sand to support a protective dune that would help prevent storm surge from flooding State Road A1A and the areas west of it during nor’easters and hurricanes.

If all goes well, the Army Corps of Engineers will begin construction next spring. But the Corps of Engineers wants to have access to every property in the project area before beginning construction, since any area that isn’t shored up could become a breach point undermining the entirety of the $25 million effort.

The latest signature the county received is a milestone, Hadeed said.

“I think it’s reinforced the confidence that the Army Corps of Engineers has in our efforts — our local efforts, all of our combined energies — to make this project work,” Hadeed said.

Flagler Beach Mayor Suzie Johnston said she was thrilled that the property owner, Leonard Surles, had come to an agreement with the county.

“You know, they say it takes a village, and this little tiny village of Flagler Beach is thrilled to have Mr. Surles sign,” she said. “... And hopefully, the last owner will have some more confidence in the Army Corps, with having Mr. Surles on board, and if they have any questions, reach out to any of us and we are happy to help them.”

The county has prepared for an eminent domain suit against the one remaining owner, but is still willing to speak with her to address her concerns.

“We are very open to discussing whatever those issues are, and will go to the ends of the earth to get those concerns addressed,” Hadeed said. “Hopefully, they’ll realize that the better good, the better good for the community, is to allow this project to get underway.”

BRIEFS Three people killed in two crashes in dense fog on S.R. 100 Three people died in two separate head-on crashes on western State Road 100 in Flagler County early the morning of Feb. 25 as dense fog impeded visibility.

The Flagler County Sheriff’s Office shut down the road from County Road 305 to the Putnam County line after the crashes, stating that fog had cut visibility to less than a quarter mile.

The first crash occurred at approximately 5:45 a.m. west of County Road 305, as a 26-year-old Palatka woman was driving east in a sedan and collided head-on with a westbound SUV driven by a 22-year-old Bunnell man.

The Palatka woman’s passenger, a 26-year-old woman from Gainesville, died in the crash. The two drivers had minor injuries.

How the crash occurred is still under investigation, according to a report from the Florida Highway Patrol.

The second crash occurred at 6:02 a.m. about 2.5 miles west, at S.R. 100’s intersection with Water Oak Road, when a pickup truck driven by a 21-year-old Satsuma man collided head-on with an SUV driven by a 57-year-old Welaka woman.

Both drivers died in the crash. The crash is still under investigation.

Woman killed in crash on U.S. 1 A 74-year-old Bunnell woman died in a single-car crash on U.S. 1 in the fourth fatality on Flagler County roads on Feb. 25.

The crash occurred at about 12:30 p.m. near the Atlantis business

park at 2323 North State Street in Bunnell, according to the Flagler County Sheriff’s Office.

The woman, who was driving north on the inside lane, lost control of the car and ran off the roadway to the right, according to a news release from the Florida Highway Patrol. The car overturned, striking a utility pole.

The woman died at the scene of the crash.

It was the third fatal crash of the day, and the fourth traffic death.

Man charged with setting home on fire, then hitting arriving deputy and firefighter A 48-year-old Palm Coast man has been charged with starting a house fire after a family fight and then hitting an arriving Flagler County Sheriff’s deputy and Palm Coast firefighter with his cane.

First responders arrived at the fire on Blyth Place in Palm Coast just before 10 p.m. on Feb. 24. A fire in the back of the home forced John and Sue Beale, as well as Mark McKerlie, to evacuate to the front yard. An FCSO deputy instructed them to move to the street.

Moments later, when the deputy went to the back of a fire engine on the scene to check on McKerlie, he saw McKerlie repeatedly poke his cane at firefighters, laughing as he hit one in the armpit.

McKerlie then swung his cane at the deputy, striking him in the head. The deputy quickly took the cane and restrained McKerlie.

Investigators determined that McKerlie had actually started the fire by igniting a mattress. McKerlie told authorities that it all stemmed from an altercation with family members earlier in the evening.

City Council to vote on whether to raise its pay CONTINUED FROM PAGE 1

Mayor David Alfin believes that should change, and proposed during a City Council meeting March 1 that the city more than quadruple council salaries, by raising council members’ salaries to $44,670 and the mayoral salary to $46,470.

The median council salary for similarly sized cities in Florida in 2019 exceeded $30,000, Alfin said, citing numbers from the Florida League of Cities, “I realize that it’s a dubious proposition for elected officials to talk about pay raises,” Alfin said reading from a prepared statement at the end of the meeting, “but I hope you’ll give me a moment to convey my rationale for this conversation.”

People who think serving on the City Council is a hobby or part-time job are mistaken, Alfin said. In addition to attending council meetings, he said, council members set tax rates, review and approve the annual budget, define a future vision for the community, set objectives and priorities and attend meetings inside and outside the city.

“How much are our city council members worth to us? Where do we want to be on this issue?” he said.

He continued, “We need to attract candidates who can share a smart and managed growth mentality, and we should appeal to people who can afford to give us their time and talents — not only because they believe in service to their community, but also because they are suitably remunerated based on their commitment and responsibility and experience. I believe that raising

salaries would expand our pool of qualified applicants.”

Councilman Ed Danko agreed, saying the change was long overdue..

“We will attract better candidates and we will attract better council people — not to say that you guys aren’t great — but we will attract the cream of the crop by increasing those salaries,” Danko said.

He added that a higher salary might also help persuade some potential candidates who’d otherwise be dissuaded by the costs associated with running for office.

“I’m absolutely in favor of doing this — as long as we don’t have to raise taxes to do it,” he said.

He added, “And thank you, Mr. Mayor, for having the courage to step forward and do this — because it’s not something that’s going to get you reelected, by asking for more money.”

Councilman Eddie Braanqinho was not convinced.

“The question is, will we do a better job here if we get paid more?” he said. “Would we get a bigger pool of people applying for a job? I don’t know, so, Mr. Mayor, I’m not in favor of raising our salaries.”

Councilman Nick Klufas supported Alfin’s proposal.

“Finding qualified candidates to fill our council is pf the utmost importance, and I think the public recognizes this,” Klufas said.

Council members voted 3-1, with Councilman Eddie Branquinho dissenting, to have city staff prepare an ordinance to that effect so that the council can hold a vote on it during a future council meeting.

Council approves 246-unit apartment complex A proposed 246-unit “higher-end” apartment community is moving forward on a plot of land on the eastern side of Old Kings Road about third of a mile north of its intersection with State Road 100.

The Palm Coast City Council voted 3-1 at a March 1 council meeting to approve a master site plan for the development, called The Tribute.

Councilman Eddie Branquinho was the dissenting vote, saying he objects to high-density developments.

“I have a problem with high density,” Branquinho said. “My problem is not [housing type] diversity. But I do have a problem with high density.”

The Tribute would have a density of 11 units per acre. The city’s multifamily zoning district allows for up to 12 units per acre.

The development is named as a tribute to the historic Old Kings trail, which borders the property, said Neel Stacy, representing developer Ravenshill Holdings.

The City Council’s decision to approve the apartment community’s site plan follows a unanimous vote in favor of the development by the Palm Coast Planning and Land Development Regulation Board on Feb. 16.

The gated, fenced community will feature an Old Florida architectural style, mostly white with bronze and black trim.

“It would be a very nice white with very nice, dark accent colors,” Stacy said.

Landscaping will feature native northern Florida plants, he said — more crepe myrtles and live oaks than palms.

There will be seven apartment buildings: five three-story buildings and two four-story ones. The tallest buildings will be just under 60 feet tall.

The Tribute’s density will be 11 units per acre; the city’s multifamily zoning district allows up to 12 units per acre.

The units would be a mix of onebedroom units (some of them with a den), two bedroom units and threebedroom units.

A total of 77 will be one-bedroom, Stacy said.

“Our research shows that Palm Coast is woefully short of these types of units,” Stacy said.

The units, designed to appeal to retirees, will have extra closet and storage space.

The apartment buildings would look out over Graham Swamp, a retention pond or a 15-acre lake to be called “Kings Lake,” which will be the focal point of the development, with seating areas and a fire pit, Stacy said.

can meet your neighbors and congregate,” he said.

The community would have a 5,000-square-foot clubhouse with a pool, fitness center and coffee area near the development’s entrance.

There would also be a gazebo, trail system and two dog parks — one on the development’s east side and one on its north side.

The community’s main entrance would be in the development’s southwestern corner, near the clubhouse, while an emergency access would be in the northwestern corner.

The development would have electric car charging stations between its garages.

It would cover 20.27 acres. About 2 acres of the site are wetland areas.

The proposed apartment complex is surrounded by land that is zoned neighborhood commercial. The nearest residential community is Hidden Lakes, about one mile north.

The development’s technical site plan will go before city staff for approval and will not require the approval of the City Council.

STREETLIGHTS COMING TO SESAME BOULEVARD Palm Coast will spend $55,300 to add street lights along the 3.3 miles of Sesame Boulevard, which stretches between Seminole Woods Parkway north and Seminole Woods Parkway south.

“This is part of a schedule of upgrades and updates regarding lightning,” Palm Coast Mayor David Alfin said at a March 1 City Council meeting before the council voted 4-0 to approve a work order to have the lights added

by LTG, Inc. The boulevard is the next roadway in the city’s 10year Continuous Streetlight master plan. In most cases, the lights will be added to existing Florida Power & Light power poles.

Councilman Eddie Branquinho asked if there were monthly costs associated with maintaining the lights, and, if so, what they would be. City staff at the meeting didn’t have that information.

“It’s not a criticism of staff, but I think we should be informed of averages,” Branquinho said. “Because we have to respond to the people out there. ... We should know a little bit more about it.”

Councilman Nick Klufas said the city has done a good job so far with its lighting program.

“This is something that the public very quickly indicated that they wanted years ago,” he said. “... I’m thankful that Sesame is now on top of the list. We get a bunch of requests often for this.”

‘My heart is crying’ Palm Coast Ukrainians demonstrate support on I-95 overpass BRIAN MCMILLAN EXECUTIVE EDITOR

Two grandmothers of a Palm Coast woman are hiding in a bunker right now, outside of Kyiv, Ukraine.

Another Palm Coast man has a sister in danger in Ukraine. The father of a Palm Coast woman recently flew back to Ukraine to be with family and stayed awake to the sounds of bombing all night.

These are some of the stories told under blue and yellow flags on the evening of Monday, Feb. 28, in a show of support on the Interstate 95 overpass on Matanzas Woods Parkway, as Russian forces continued to press down on Kyiv, more than 5,000 miles away.

Marina Onishchenko, in a yellow cap and blue jacket, her hair in braids, organized the effort through Facebook groups. She has lived in Palm Coast for the past seven years, after growing up in Ukraine.

“This is the smallest we can do right now for our country,” she said.

LETTERS Seek input before cutting swim club activities Dear Editor: Doug Courtney’s recent letter to the editor referencing the impending financial changes to the Belle Terre swim club couldn’t have been better written, or more timely in its delivery.

My family had been renting up till December 2021, but we are now home-owners in the Palm Coast. I had visited the Belle Terre swim club several times during the COVID restrictions last August to obtain swimming lessons for my son. What a wonderful club, with so many activities!

Preoccupied with not only the COVID, but with moving, I have been held back from joining my family up as members of this hidden gem — with has so much to offer, and with such reasonable rates. And now that the weather is improving, and my family is looking forward to a full-blown membership, I discover heretofore unknown information (as a new subscriber) in the Palm Coast Observer, detailing a plan to reduce hours as springtime approaches.

The Palm Coast’s real estate market is exploding, with more people calling this their home every day. Rather than curtail activities, I would suggest using a better form of marketing.

I heartily recommend that we wait until summertime to see whether there is an actual financial crisis, or whether the fiscal problems faced by the club were merely a temporary setback.

Please reconsider any actions until all members have been apprised of the contemplated decisions, and allow feedback from everyone who enjoys this hidden gem. Maybe the community can pull together to rectify the problem without such drastic measures, which in themselves would certainly hurt more than help.

Why close the Belle Terre pool on Sundays?

Dear Editor: When I read the article in the Palm Coast Observer that they are thinking of closing the pool on Sundays, I couldn’t understand why, when the weekends are the busiest days for the pool, especially now that the summer is coming. Also if business is dropping, why would you decrease the monthly rates from $30, which is still an excellent price for a month, to $25 a month?

Why would you lower the price from $4 a day to $3 a day? Those prices include the pool, the gym and the sauna all day long.

Also when an adult buys a monthly membership, children under 12 are free. That is an excel-

Growth is causing our residents to suffer Dear Editor: I see that the planning board has again approved yet another large development, this one off Old Kings Road. It’s bad enough to have to deal with so much traffic in Palm Coast any time of day. I see from the map of the development you are going to allow many, many trees to be taken down. How can we maintain the designation “Tree City” with all of this being allowed? Not to mention all of our utilities being overburdened?

I don’t even want to talk about how much taxes went up. If utility rates go up any more, I think you will see an uprising from the established community; it is not fair to existing residents to have to suffer financially from all of this population explosion that is happening and just being allowed.

What about the damage being done to our streets from all of the heavy vehicles?

I suppose yet again we will hear that you have no choice.

So sad what’s happening to this once quiet community and the planning commission just keeps approving and approving.

Let’s talk about Eagle Lakes development Dear Editor: The planned expansion of Eagle Lakes subdivision off Old Kings Road at the Volusia County line has increased the number of requested homes to 1,218 homes, more than double the density approved for the remaining acres of the development planned for 610 homes in 2014.

A town hall meeting is set for 6 p.m. March 4, at Hilton Gardens Inn, 55 Town Center Blvd., Palm Coast. The meeting is hosted by Citizens Monitoring Developments, the ad hoc group of neighbors opposed to the higher density and out-of-character, Margaritavillelike, 55+ community portion of the plan. Nearly half of the unrestricted-age homes will be 1,000 square feet on 40-feet-wide lots.

The request will go before the Planning and Development Board for a second time at 6 p.m. March 8, in the commission chambers at Government Services Building.

Both the land owner and proposed developer are represented by attorney Michael Chiumento.

Galyna Vintonyak carried a Ukrainian flag. As she reached the chainlink fence overlooking I-95, she rolled the flag tight on its pole and then pushed it through the fence, so that it would unfurl in the strong wind, directly over the trucks and

cars, many of which honked.

“I want to support my people,” Galyna Vintonyak said. “My heart is crying. It’s not simple war. This is crazy. Putin is out of his mind.”

She said she hoped Palm Coast residents would sympathize with the plight of Ukraine.

“We are all together on our planet,” she said. “How can you live if someone is suffering? How can you be happy if your neighbor’s house is burning?”

Thanks for highlighting Black History Program

he just made it OK to be uncivil — to be “free”! After all, if the president can do it, why can’t I? When “facts are not facts” and “there are alternative facts,” we are lost. More than 70% of Republicans believe that the election was stolen regardless that there all evidence is to the contrary.

There have been 34 laws passed by 19 Republican-led states that suppress voting, including Florida.

The Florida Legislature is currently about to pass another vote suppressing bill, SB524, that would create an “election crimes and security” force and would make voting by mail harder.

The upcoming election is the “tipping point” that will determine the future of our democracy. Please think about what you would like to pass on to your children and vote accordingly.

Dear Editor: Your article on the Youth Black History Program captured the essence of what the African American Cultural Society is attempting to do with our youth: give them a sense of their ancestors’ accomplishments from ancient times up to the present.

Unfortunately, the true history of ancient Africa up to the present time is not often taught in our schools, colleges and universities.

Therefore, the AACS has a very important and vital role in the education of all of our youth in Flagler County.

Palm Coast should run its own trash collection Dear Editor: The recent news about the obscene increase in the trash pickup expenses is disturbing. What is more disturbing is the bungling of the bid process by the city’s administers. Who is to be held accountable? And to be sure, someone should be held accountable.

Why hasn’t the town considered bringing the trash collection under the Public Works Department? It stands to reason that any private concern would have to build in a profit margin to the fees charged.

By exploring making the town responsible for trash pickup you could accomplish many things: control of the costs, control of the quality (do away with fines), put potential bidders on notice that their proposals could steer the award towards the city, and add jobs to the local population. This effort could also be expanded to include surrounding communities to take advantage of scale.

Admittedly it would take some work and capital, but that could be amortized over several years.

Other communities control their trash pickup and benefit from the savings and control; why not Palm Coast?

Symbolic victory for Preserve Flagler Beach and Bulow Creek Dear Editor: On Friday, Feb. 18, the Fifth District Court of Appeal struck as “untimely and unauthorized” motions filed by the developer’s lawyers and Orlando attorneys representing Flagler County.

Both the developer’s and the county’s attorneys filed motions in the appellate court opposing Preserve Flagler Beach and Bulow Creek’s request that the court hear oral argument. The court rejected the developer’s objection as “untimely” (filed 11 days late). The court also struck down the county attorney’s attempt to join in the developer’s objection, ruling that joinder was “unauthorized.”

Preserve’s attorneys, S. Brent Spain and I, asserted that the appellate court’s decision will have a significant impact upon every citizen’s rights to oppose irresponsible or unlawful land developments that adversely affect them. One of the issues on appeal is Circuit Judge Terence Perkins’ ruling, in this case, that property owners residing within 300 feet of the Hammock Beach River Club Development (formerly known as The Gardens) did not have the right to seek court protection.

Suspect, 15, charged in shooting of 19-year-old Jamey ‘JuJu’ Bennett

Palm Coast resident Da’Mari Barnes, 15, has been arrested and charged with manslaughter in the Feb. 5 shooting that killed Palm Coast resident Jamey “JuJu” Bennett Jr., 19, at a party in the woods off Old Kings Road north of Matanzas Woods Parkway, according to the Flagler County Sheriff’s Office.

Barnes, a Matanzas High School student, fled to Georgia after the shooting. He surrendered himself at the Mitchell County Sheriff’s Office in Camilla, Georgia, on Feb. 23 after the FCSO got a nationwide pickup order for him on Feb. 22 and pressed his parents to convince him to turn himself in, Flagler County Sheriff Rick Staly said in a Feb. 24 news conference.

“A young man saw his life end unexpectedly, and it happened by the hands of a gunman even younger than him,” Staly said, holding up a photo of Barnes. “This was a 15-year-old. Fifteen years old. The State Attorney’s Office is considering a range of charges, including first-degree murder and the charging of Barnes as an adult, State Attorney R.J. Larizza said.

“When a death is involved, it’s difficult to justify anything other than adult charges, in most instances,” Larizza said. “But we haven’t got all the paperwork yet. We haven’t got all the information. Once we do, we’ll review it and then we’ll make a decision based on the facts, the circumstances and the law, and what we believe is the appropriate thing to do.”

The current manslaughter charge is a first-degree felony punishable by 30 years in prison.

Staly said he didn’t believe the juvenile justice system would be the right venue to handle the case.

“While it is tragic to charge a 15-year-old with murder, it is my hope the State Attorney and a grand jury, if necessary, will indict and charge him as an adult,” Staly said.

“The juvenile system has significant limitations on serious crimes like this, and I don’t think the juvenile system will provide the proper justice for the victim’s family or our community.”

The shooting had occurred shortly before 2 a.m. at a bonfire party held in a wooded area near the StorQuest storage facility, off Old Kings Road north of its intersection with Matanzas Woods Parkway and Matanzas High School, for a teenage girl’s birthday.

attended after an open invitation was shared on social media.

Barnes picked up two people and drove them to the party, according to his arrest report. One of them saw him pull a black semiautomatic pistol from the driver’s side door panel and place it in the pouch of his sweatshirt.

At about 1:30 or 1:40 a.m., two teenage girls were dancing near the bonfire when one of them bumped into Barnes, according to his arrest report. He yelled at her and shoved her, witnesses later told deputies.

“He was talking trash,” Staly said.

Bennett, who was friends with the girl, intervened — telling Barnes that he shouldn’t be putting his hands on a woman — then punched Barnes.

Barnes fell to the ground, drew the gun, and shot Bennett once in the chest.

He fled in a 2009 blue Hyundai Sonata with two people he’d

arrived with, dropping one of them at a B-Section house before heading down to Volusia County with the other, telling them he needed to get rid of the gun, according to the arrest report.

He ultimately turned north toward Georgia, where he had family.

Deputies tracked the car using local traffic and surveillance camera footage.

Many of the attendees at the party didn’t know each other, complicating the investigation. Many were also “not totally forthcoming” when detectives questioned them, Staly said.

Detectives held more than 20 hours of interviews with dozens of witnesses, reviewed hundreds of hours of surveillance footage and conducted more than 20 searches on homes, cars and electronic devices, as well as more than 50 preservation orders involving social media accounts, Staly said.

Investigators are confident that Barnes acted alone, and they do not expect anyone else to be charged,

Staly said.

The State Attorney’s Office is seeing a trend of young people stealing guns for use in crimes, Larizza said.

He urged locals and dealers to make sure to secure firearms properly.

“Kids are stealing guns: from vehicles, from dealers,” he said. “...

They’re being traded and sold by kids to other kids, and they’re being used in violent crime. ... Secure your weapons. Don’t leave them in your cars, because ... these kids, they’ll break into a car, and they’re looking for guns.”

Staly said parents need to stay informed about what their kids are doing and who they’re with, and teach them not to escalate arguments.

“Parents, I ask you to teach your kids that it takes a bigger man to walk away from a dispute than it does to be a punk with a gun,” Staly said. “...

How many parents knew that their kids — 50 kids, about — were in the woods at a party that would end up in a murder, at two o’clock in the morning? I would venture to say that most of those parents had no clue where their kids were.”

Nothing good happens are midnight, especially with 50 kids at a party in the woods, he said.

“So you need to know where your children are and what they’re doing.

Be the sheriff of your house,” he said. “... We hope this arrest helps JuJu’s family obtain justice for their son, and closure, knowing the offender will be held accountable for taking their son away from them.”

Zaire Roberts, the 23-yearold Palm Coast man shot and killed in an R-Section Palm Coast home on Dec. 29, was killed by a drug dealer he’d shot twice while committing a home-invasion robbery, Flagler County Sheriff’s Office detectives have found.

Detectives on Feb. 25 arrested two of Zaire’s confederates, 23-year-old Kwentel Moultrie and 20-year-old Taylor Manjarres, on charges of seconddegree felony murder and burglary of a dwelling while armed. Both are Palm Coast residents.

Sheriff Rick Staly said in a Feb. 28 news conference that he wished he could have charged the drug dealer, as well. But detectives had needed his cooperation to catch Moultrie and Manjarres.

“All I can say is, sometimes, in law enforcement, you have to dance with the devil to get the other devils involved in a crime,” Staly said. “This is the disgusting part of our job and the criminal justice system, but it’s a stark reality.”

Moultrie, Manjarres and Roberts had planned the robbery of the Regent Lane home under the cover of a marijuana buy, Staly said.

Staly noted that while Florida law doesn’t allow people to use the “stand your ground” defense when committing a felony, this case had a gray area: Stand your ground is permitted when defending your home, and the dealer was defending himself against an attack inside his home.

The victim had been inside his parent’s house when the shooting occurred, and had been attacked first, Staly said.

“He knocked the gun down, which probably saved his life, and was able to pull his gun and defend himself,” Staly said. “So it’s a complicated case because of that, because of what his activities were that led up to it. But the fact of the matter is, he’s a victim-slashwitness, and we need his testimony to put the other two devils in prison. ... We needed the two that we arrested sent away for a long time.”

Deputies arrested Moultrie from a sidewalk at the corner of Bridge Haven Drive and Palm Coast Parkway, and arrested Manjarres after seeing her arrive at her home.

Staly noted that Moultrie had a lengthy criminal history — six felony and four misdemeanor arrests — and had been out on bond for a 2019 sexual battery of a 16-yearold girl. He’d also had prior arrests for armed robbery, aggravated assault and various drug crimes.

Manjarres had previously been arrested for driving on a suspended license and possession of marijuana under 20 grams.

“She went right to the big time, and I hope she enjoys her time in the Green Roof Inn, and soon, state prison,” Staly said.

Staly said this kind of crime follows illegal drugs, including marijuana.

“So many people say, when we raid a house and we make arrests about marijuana, ‘It’s just marijuana,’” Staly said.

“Well, this is what happens with ‘just marijuana.’ ... Illegal activity often attracts and breeds other criminal activity — like home invasions, driveby shootings, or in this case, a murder — and destroys the quality of life in a neighborhood for law-abiding citizens.

So if you’re a drug dealer in this county, we are not going to stop until we get your a-and put you in jail.”

while Roberts and Moultrie waited outside, but the dealer, who was armed, confronted Roberts.

Roberts shot him twice in the leg, and the dealer fired multiple rounds back, striking Roberts in the chest and killing him. The dealer’s injuries were not life threatening.

Moultrie and Manjarres fled.

The Sheriff’s Office initially had not released information on whether the shooting had been fatal, preferring to let Moultrie and Manjarres speculate.

“This was an investigative tactic to keep the suspects and their friends guessing and active on social media platforms, during the New Year’s holiday, that we were monitoring, and frankly, this tactic worked,” Staly said.

Under the direction of lead Detective Sarah Scalia, the FCSO’s Major Case Unit conducted more than 20 search warrants, completed more than 15 preservation orders for social media accounts and electronic and mobile devices, and held more than 10 hours of interviews. They reviewed more than 50 hours of surveillance footage.

The case was complicated by the drug dealer’s reluctance to provide information to detectives.

“Detectives had to use all investigative means at their disposal to get him to confirm what we already knew — he was a drug dealer, and this was a drug rip-off home invasion,” Staly said.

The deputy pulled the vehicle over and asked the driver, a 42-year-old Orlando resident who smelled of alcohol, why he was going so fast.

The man said his foot got stuck on the gas pedal.

He also said he’d only had one beer.

He failed sobriety testing, and the deputy arrested him.

WOMAN DRIVES ILLEGALLY TO GET NEW DRIVER’S LICENSE 10:57 a.m. 5100 block of State Road 100 Driving with a suspended license, marijuana possession. A deputy noticed that a car heading west on State Road 100 appeared to have window tinting darker than the legal limit.

The deputy stopped the car.

When the deputy approached the window, the car smelled of marijuana.

The driver said that she didn’t have a driver’s license because it had been suspended by the court for nonpayment of an obligation, but that she had just paid the fee required that very day and was on her way to the license office to pick up a new license.

The deputy found marijuana in the car, and arrested the driver for marijuana possession and driving on a suspended license. She got a warning for the window tint.

The school district’s plan to install five portables at Belle Terre Swim and Racquet Club to alleviate school space could be put on hold as the district explores other options.

Instead of purchasing and installing the portables, which would cost nearly $1 million including site preparation, there could be more cost-effective alternatives, said Paul Peacock, the district’s chief operations officer.

Peacock said district staff is “taking a deep dive” to look into other locations where the TRAIL Transition Program and iFlagler Virtual School can be moved. Options would include existing portables and available building space on other school properties.

“We may be able to combine programs based on scheduling,” Peacock said, using adult education programs as an example, where a facility used in the evenings could be available for school-day use.

Moving the TRAIL program from Indian Trails Middle School and iFlagler’s offices and meeting space from Matanzas High School will create additional student stations at those schools.

The TRAIL program currently occupies four classrooms at ITMS, Peacock said.

“We’re very close to capacity of rooms,” he said.

The district recently sold the permanent portable at the swim club for about $10,000.

School Board member Cheryl Massaro voiced her displeasure with the County Commission’s delay of the board’s latest school impact fee proposal as well as negotiations with the Flagler Home Builders Association.

After meetings with county staff and FHBA representatives, the board reduced its proposed impact fee increase.

But the commission, scheduled to vote on the proposal Feb. 21, delayed the vote for another month. The FHBA said it still had concerns.

“I’m extremely disappointed about impact fees being delayed another month,” Massaro said at the board’s March 1 agenda workshop.

“We have bent over backward to meet the needs of a special interest group, and now they want more. I’ve just had it.

We tried. We’ve worked with them and it’s still not enough. … This is getting ridiculous.

I know we negotiated in very good faith. Enough is enough.

The time has come where we put this on the county commissioners’ shoulders and let the chips fall where they may.”

Superintendent Cathy Mittelstadt said conversations with the FHBA are continuing, and if there is an agreement, she will present it to the board.

“Otherwise we’re staying the course,” Mittelstadt said.

The proposal is on the county’s March 21 agenda.

When former punk rock singer Danno Waddell was invited to audition for Bobby, the lead role in Flagler Playhouse’s upcoming musical, Stephen Sondheim’s “Company,” he decided he better get familiar with the soundtrack. He gravitated to one of the final songs, “Being Alive.”

“I fell in love with it,” Waddell recalled during a recent interview at the Playhouse, sitting across the table from Director Bob Pritchard. He hoped he would get to play Bobby, just so he could fill the next few weeks with singing “Being Alive.” “I had it on repeat for a while,” he said.

The song’s contradictions about love and marriage summarize the feeling of the rest of the play, Pritchard said.

In the first half, Bobbie feels stifled by the idea that he would have “someone to hold you too close”; by the end, he wishes he had “somebody to hold me too close.”

“It is the character-shift song,” Waddell said.

“Company” will be the first musical performed at the Playhouse since “Mamma Mia! in 2019, according to President Jerri Berry. The most recent scheduled musical was “Guys and Dolls,” but rehearsals had to be canceled

As director, Pritchard’s biggest challenge was having enough actors available.

“Half my cast, when I started rehearsing, was in another show,” he said. “So the rehearsal process was a nightmare.”

Waddell has been in local shows at City Repertory Theatre in recent years, including “All in the Timing” and “Urinetown,” but not as the lead.

BLACK HISTORY ON DISPLAY IN BUNNELL To celebrate Black History Month on Feb. 28, 65 students in Nina DeBodisco’s classes at Bunnell Elementary School selected a figure from history who helped bring positive change to the world.

The muted level of knowledge that most martial arts students, including senior level practitioners, have about the foundations of the very martial art they practice is disappointing.

This unique history is a beautiful and intriguing one, even for the non-martial artist. It is worth preserving and understanding. Without a basic understanding of the foundations of the art, myths develop and become crystalized as “fact” in the pop culture of the art.

I wanted to write a book that would both be enjoyable and informative on the development of the martial arts — jujitsu and judo specifically — in the United States of America.

Nailee Santos, an 8-year-old music student at Planet e Studios and Piano by Amy, received a superior rating in both singing and piano on Feb. 19, at the Florida Federation of Music Clubs festival, at Trinity Presbyterian Church. A total of 110 students participated. Those who receive a superior can go on to compete at the state level in May, at the University of South Florida.

As the title suggests, the book centers on the roots of how the Japanese art of selfdefense was brought from Japan to the United States. It begins with the first known encounter between an American and the art of jujutsu (sometimes spelled jujitsu or jiu-jitsu). We move forward in time to discuss notable events and personalities, including little known facts, such as President Theodore Roosevelt studying jujitsu/ judo and having a dojo in the White House. Letters regarding his practice of martial arts, from the presidential archives and other sources, are included. We highlight the role of World War II and how American servicemen coming back from Japan played a massive role in the

He spent most of his professional career at Hartford Hospital, where he met many of his lifelong friends. Before retiring, he earned licenses in five disciplines within the trades and worked for himself as a certified plumbing contractor. He was a man of many professional and creative talents. He loved being able to help his family and friends with projects and renovations in their homes.

He lived in Newington, CT for more than 20 years then retired to Palm Coast, FL. His dream was to live by the beach and enjoy his retirement. He loved boating, fishing, and spending time with his friends and family.

The target audience is for anyone interested in sports history or those intrigued by unique stories of American cultural development.

From a local perspective, given that I’m a long time Palm Coast resident and run the longest running school of self-defense in Flagler County — the Jukido Academy — I would, of course, love the support of Flagler for one of its own!

What is joyful about writing, and what is painful or frustrating?

I’m a history nerd. I’m also a life long martial arts nerd.

Putting both of those interests together made for an enjoyable experience.

The painstaking research required to provide evidence behind historical claims can be grueling.

The most challenging piece as a writer is to make “executive decisions” about what elements of the history are essential and which aren’t. The historian in me always wants more. However, the practical side of me has to decide how much or how little to address certain topics. Inevitably, you could always say a bit more about a particular person, topic, or event but you have to know when to “move on” to keep the flow of the story going.

What other authors have influenced you?

Donn Draeger was among the very first “real” scholars of martial arts literature. While his work isn’t always easy to read, it is highly informative and set the standard for all future martial arts scholarship written in the English language. There are others as well: John Stevens and Ryan Holiday.

What is the best advice you’ve ever received about writing?

Writing is thinking. To write well is to think clearly. That’s why it’s so hard.

While that isn’t exactly advice, that notion has helped me both as the author of this book, with articles I’ve written in the past, and my own private writing habits. When I need to “work something out,” writing, even if privately, is massively beneficial to organizing one’s own thinking. Like authentic martial arts itself, it affords you the opportunity to discipline your mind.

The art makers Matanzas students showcase their finest BRIAN MCMILLAN EXECUTIVE EDITOR

Matanzas High School students showcased their finest drawing, singing, dancing, acting — and some showed talents in multiple categories — at Troupe 7108’s An Ode to the Arts on Feb. 24, at Pirate Theatre.

Theater teacher Noel Bethea helped organize the event, which she hopes to do again next year, featuring the school’s jazz band, vocal ensemble, steel blue percussion band, step team and acting students.

“It’s like a magnet school,” said another art teacher on campus, Amy Taylor, in praise of Bethea’s efforts. “It’s such a strong program.”

Taylor said her students take her art class “for an experience.”

“I try to spark them,” she said. “You have to go on a little journey with them.”

Her students’ African mask drawings were on the wall outside Pirate Theatre.

She highlighted the mask made by Cebria Hunter, who researched African patterns to incorporate into her piece.

of their work a lot of times, so when they’re proud of what they do, and it’s a new experience, they surprise themselves.”

Another teacher whose students’ artwork was on display at the event was that of Bethea’s son, Ty Bethea.

He’s an artist himself and got a degree in teaching because he wants to help all students — whether they aspire to create art or not — to develop into “admirable” human beings.

“Some aren’t excited about art,” Ty Bethea said. “They’ll say, ‘This is just drawing. I’ll never have to draw again.’”

And while that may be true, he tries to help his students understand that they still need to develop good habits and be responsible to get their assignments done well and done on time.

“That will matter when you have a job and have bills to pay,” he said. “It helps them grow as a person, and that’s what I’m trying to guide them to do. … I want to be that teacher they remember when they leave. I know I can make an impact.”

T

he last race of the day was a treat for local track and field fans who stayed to the end at the East Coast Classic on Feb. 25 at Flagler Palm Coast High School.

The Bulldogs’ boys 4x400 relay team won the event — FPC’s only win of the day — and sophomore D.J. Murray put on a show.

“He definitely opened up a big gap at the end,” FPC coach Dave Halliday said.

Murray, running the anchor leg, had a small lead when he was handed the baton. When he crossed the finish line, he was 15 to 20 meters ahead of the field.

FPC’s time of 3:25.26 was more than four seconds faster than second-place Ponte Vedra (3:29.54). Murray ran a personal-record 49.2 seconds in the event.

“It was about tied up three ways (when he was handed the baton), and I just thought, ‘I’ve got to get out and do this for my team,’” Murray said.

The team didn’t even have its regular quartet. Isaiah Joseph, who was scheduled to run with the Bulldogs’ 4x400 “B” team, filled in for D’Zirath Steward, who was nursing a SEE SHOW PAGE 18

Pitch counts compel creativity Pitcher Bailey Russell may not start all of his games this season, but that does not diminish the Matanzas senior’s status as the Pirates’ ace.

“Bailey and Jacob Cope, you can all them our No. 1 and No. 1A,” Matanzas coach Jim Perry said.

Russell made his first appearance of the season in the Pirates’ home opener on Feb. 23. The righthander entered the game in the third and pitched 3.2 shutout innings in Matanzas’ 12-2 win over Atlantic. The game was shortened to 5.2 innings because of the 10-run rule.

Russell allowed one hit, struck out eight and walked two. Cainan Beazley started the game and gave up one earned run in two innings.

The FHSAA’s pitch count rules have compelled coaches to become more creative with their pitching staffs. Pitchers age 17 and older are limited to 105 pitches in a game.

Pitchers 15 to 16 are limited to 95 pitches.

By starting a reliever and relieving with a starter, a team increases its chances of keeping its top pitchers on the mound in the later innings.

The strategy also helps protect the arms of all the pitchers.

Russell and Cope have played for Perry since they were freshmen in 2019. In that season, the Pirates’ JV coach quit and Perry wound up coaching both the varsity and JV teams with help from his assistants.

The JV team went 14-2 that year with Russell and Cope leading the pitching staff. Three years later, after their sophomore season was cut short by the pandemic and a 9-15 junior year, the seniors are hoping to turn back the clock.

“I’d say our core of four or five guys on that freshman team are with us,” Russell said. “We’re looking to win district.”

The Pirates are in a new district this year with New Smyrna Beach, Ocala Vanguard, Belleview and Mainland.

New Smyrna and Vanguard made the playoffs last season.

After scoring 29 runs in their first two games against Mainland and Atlantic, Matanzas had to go an extra inning in a 7-4 win Feb. 24, at Palatka.

The Pirates scored three runs in the eighth inning with the help of a passed ball, a balk, an error and a

wild pitch as Matanzas improved to 3-0. Cope made his season debut on the mound. Benjamin Apfelbach got the start and pitched three shutout innings.

Michael Martinez went 4 for 5 and scored two runs. Brady Novack went 3 for 4 with a double and walk.

While Matanzas has taken advantage of their opponents’ miscues, they have also pounded out 35 hits in their first three games. Martinez and Alex Ortiz each had two doubles against Atlantic.

“I’ve been very happy with our hitters,” Perry said after the Atlantic game. “When the (opposing) pitchers have been throwing it in the strike zone, (we’ve) hit it pretty good.”

The Pirates will have a better gauge of their progress when they host rival Flagler Palm Coast at 7 p.m. on Friday, March 4.

“We’re trying to get on a roll,” Russell said.

“Sometimes it’s what you need to do. It will help keep my arm healthy, and if we can stay healthy, we can go far.”

FPC’s Hill shines at elite camp FPC linebacker Rodney Hill turned heads at the Under Armor Next Miami Camp last month.

Now, the sophomore is getting attention from some of the top football schools in the country, starting with an offer from the University of Tennessee.

“His recruiting has really taken off in the last couple of weeks,” FPC football coach Robert Paxia said. “He’s one of the first guys from this county to get power-five offers directly out of high school. Other players have transferred to power-five schools, but they didn’t get offers out of high school.”

Power-fives are schools are in the SEC, Big Ten, Big 12, ACC and Pac-12 conferences.

Getting Hill an invite to the prestigious Under Armor camp and getting him the exposure he needed, wasn’t easy, Paxia said. “It was huge for us. This county doesn’t get a lot of exposure.”

Hill was named the Linebacker MVP at the camp.

He showcased his speed as an inside linebacker and excelled in one-on-one matchups, winning battles against some of the nation’s top recruits, including FiveStar running back Richard Young of Lehigh Acres.

SI.com said Hill “played with inside leverage down the field and was comfortable taking risks for the football at the catch point. … Hill is fluid out of breaks and flashed some make-up speed when select backs did get a step or two behind him.”

During his next two seasons with the Bulldogs, Hill will be getting national attention, and that will also provide more exposure for his teammates.

FPC wins region title, sends nine wrestlers to state Senior Garrick Schwartz won the Region 1-3A championship at 195 pounds.

Flagler Palm Coast senior Garrick Schwartz was excited to win the 195-pound weight class at the Region 1-3A wrestling championships on Feb. 26 at the Bulldogs’ gym. But the team title meant more to him.

FPC cruised to the championship with 196.5 points.

Oviedo Hagerty finished second with 149 points.

“As a team, we’re all brothers. We all put in the same amount of work. We’re all in the same room together,” Schwartz said.

Eight other Bulldogs will be joining Schwartz at the state championships March 3-5 at the Silver Spurs Arena in Kissimmee.

“He knows how special this team is,” FPC coach Zach Sanford said of Schwartz. “He’s played a big leadership role this year. This whole team is special. They don’t see individual. They see the team.”

DeFord placed fourth at the state tournament in each of the past two seasons. Dodge placed fifth last year.

Freshmen Tim McLean (second at 106 pounds) and Carson Baert (fourth at 113 pounds) are also heading to state.

“They’ve gotten better throughout the season,” Sanford said. “Every day, wrestling with guys like Kole Hannant and John Hald, you’re going to get better, because it’s the only way to survive in the room.”

Schwartz was the only Bulldog to win his weight class. The best thing about the title, he said, was the high seed he’ll receive in the state bracket.

“This is my senior year, so I had to push it up,” he said. “A lot of the credit goes to Coach Sanford. From my freshman year to my senior year, he changed me completely.”

Schwartz defeated Jamari Chisolm of Gainesville Buchholz by a 4-1 decision in the championship match. He also

defeated Chisolm in the district title match the previous week.

But to get to the final this time, Schwartz had to go to overtime to beat Hagerty’s Hunter Tate, 7-6, in the semifinals.

“I took him down early (in the tiebreaker round) and stayed on top when it counted,” Schwartz said.

For King, advancing to state for the second year in a row has been a balancing act. The senior is in FPC’s Fire Leadership Academy. His EMT training on Saturdays this year has conflicted with wrestling tournaments, so he’s had to pick which tournaments to go to and which to miss.

“I looked at how many (EMT) hours I could miss, and I picked my tournaments,” he said. “Because it’s a high school sport, it can’t be counted against you. As long as I don’t miss over 25 hours, I’m OK. I missed 12 hours so far.”

King won by a pinfall, followed by 10-4 and 11-6 decisions to reach the 152-pound final against Hagerty’s Blake Watts, who decisioned King 10-5.

Now he’s headed to the Class 2A state wrestling championships along with Matanzas teammates Jordan and Tyson Mills.

The Pirates have also qualified six wrestlers for the FHSAA’s first girls tournament: Mariah Mills (105 pounds), Tiana Fries (110), Christina Borgmann (120), Isabella Tietje (135), Saiomy Cabrera (140) and Nahilha Lubin (235).

The state tournaments run concurrently from March 3 to March 5 at Silver Spurs Arena in Kissimmee.

Wright qualified at 195 pounds, which is more than 20 pounds over what he actually weighs. Before each weigh-in, he drinks multiple bottles of water to reach the minimum weight of 172 pounds.

pionships Feb. 26 at Chiles High School in Tallahassee.

Sophomore Jordan Mills won the region title at 170 pounds to become the Pirates’ first regional champ since Quenteen Robinson in 2020. Also a 170-pounder, Robinson placed third in the state.

Senior Tyson Mills placed second at region at 152 pounds.

The Mills brothers are heading to state for the second year in a row. This year, they will be joined by their sister, Mariah, a freshman.

Wright started the season weighing about 167 pounds and wrestling at 182 pounds.

He was bumped up to the 195-pound class on Feb. 4 for the Clay Rotary tournament.

“We were looking at where we can score the most points, and our best shot was Landon at 195 pounds,” said Matanzas

Wrestlers are allowed to bump up only one class above their body weight, so the 5-foot-9 Wright has to weigh in at a minimum of 172 pounds. To make sure he can do it each week, he eats about five peanut butter and jelly sandwiches a day in addition to breakfast, lunch and dinner.

“I lose weight every night,” he said.

At the Clay tournament, he drained about four bottles of water to hit 172 on the scale.

“Right after weigh-ins, I have to go straight to the bathroom,” Wright said.

Wright, who weighs about 170 during the week, is not only giving up 20 pounds or more to each of his opponents, but the wrestlers are also a lot stronger at 195 pounds, he

said.

“I just have to be faster and smarter,” he said.

Wright, who has a 31-15 record, lost his first regional match by a 2-1 decision to Carter Tobik of Fort Walton Beach. He then won four matches in a row, including two 2-1 decisions, before losing a 3-2 decision in the consolation final to Aidan Bryan of Pace.

“He stayed low to the mat and kept guys off his legs,” Gillin said. “He got to the edge of the mat a lot, got to the legs of the other guys and found a way to keep his feet in and score.”

Gillin said wrestling gets a bad rap because wrestlers often have to shed pounds to make weight. Rarely, do you see a wrestler who has to gain weight, he said.

On the way to the 170-pound final, sophomore Jordan Mills pinned two opponents and won a 6-5 decision. He then took a dominating 7-0 decision in the final.

“It was Jordan's redemption tour,” said T.J. Gillin, noting that the two victories were over wrestlers who had beaten Mills earlier this season. “He is just learning how to use his athletic talents.

tired. He pushes the pace and pushes the pace, and that’s way too hard for kids at 170 pounds to handle.”

Mills said he listened to coaches Gillin and Mike Fries about what shots to take and he followed their instructions and got the two-point reversal.

“We’re excited to be rolling into the state tournament grabbing a 1 (seed),” Gillin said.

Jordan Mills improved to 48-4 on the season. Tyson Mills, the 152-pound runnerup, heads into state with a 42-6 mark.

But the coach has secondguessed his decision.

“The week of districts, I started to wonder if I made the right move, because we didn’t give him a lengthy amount of time to do it,” Gillin said. “If we did it in November, he could have been lifting and

getting stronger. We want to put good weight on him.”

But Wright looked at it as an opportunity. The 195-pound class was his best chance to qualify for state, and now here he is, one of the final 16 wrestlers in Class 2A in his weight class.

“It was a PR day for him across the board,” Halliday said. “He’s going to be pretty special in track and field. It was definitely an impressive day by a 15-year-old sophomore.”

Murray helped the Bulldogs finish fourth in the boys team standings. The FPC girls finished seventh.

“As soon as I handed it off, I went straight to the (infield) grass,” Joseph said. “He was

going super fast. I could do nothing but cheer him on. I’m so proud of my boy.”

Murray said the relay is his favorite event.

“I like running with my team, and knowing we have to work hard every day to get to states.”

Murray had a stellar day at the early-season meet that included about 900 athletes.

He finished second in the 200 meters with a time of 22.62 seconds and sixth in the 100 with a time of 11.31 seconds.

“I plan on going to state this year,” said the junior, who finished ninth at region last year to miss state by one spot. “I plan on hitting 38 (seconds in the 300) at least. I really want to drop my time.”

Kasey Wheatley finished third in the 800. Three other FPC runners placed in the 200 behind Murray: Steward fourth (22.83), Weeden seventh (23.19) and Kalasnik eighth (23.20). Kris Sager (12 feet, 1.5 inches) and Josh Terry (11 feet, 7.75 inches) placed fifth and sixth in the pole vault. Thomonte Curry was sixth in the 400 (52.03).

Matanzas softball coach Sabrina Manhart hoped Seabreeze would remember the impromptu party ahead of the Feb. 23 game rather than the Pirates’ 19-0 three-inning rout that followed.

The season-opener at Matanzas was delayed for about an hour because of a scheduling miscommunication with the umpires’ association. The teams made the most of the delay.

“There was some dancing.

(The players) enjoyed some camaraderie,” Manhart said.

“I think our fans were delighted and entertained. Seabreeze has always been a friendly foe.

We enjoy playing them every year. It was nice for the girls to have some fun.”

The game was not as fun for the rebuilding Sandcrabs.

Matanzas got up to the plate just twice but scored all the runs it would need — 12 in the first and seven more in the second — to win by the 15-run rule. Chloe Baker went 3 for 4 with two RBIs. Emma Wood and Leah Stevens combined on a no-hitter, but Manhart added a difficulty factor for her pitchers, forcing them to work on their secondary pitches. As a result,

But, just like their preseason game against New Smyrna Beach, they did not allow a hit.

Things got slightly more challenging for the Pirates the next night. They needed to go to a full seven innings to defeat Mainland 5-0. The Bucs recorded the first hit off Matanzas pitching in 2022, but the Pirates’ pitchers had another stellar outing with Wood and Stevens each striking out six batters. Wood ran her no-hit streak to six innings over the two regularseason games.

Mainland pitcher Bella DeJulio matched the Pirates’ strikeout total with 12 in her high school debut. But the Pirates strung together eight hits against the freshman and took advantage of four Mainland errors. DeJulio also had the Bucs’ only hit. Wood went 3 for 3 with two doubles. Myracle Pigninelli went 2 for 3.

The Pirates’ first difficult test is expected to come on March 1 at Creekside. They host Flagler Palm Coast on Friday, March 4 at 7 p.m. It will be senior night for Matanzas.

Daniel Zsizsek’s transition to a new lacrosse program has been seamless.

Playing in just his third game with Flagler Palm Coast, the Matanzas transfer scored four goals and dished 11 assists to help the Bulldogs thrash Tallahassee Chiles 15-3 on Feb. 25 at FPC. Zsizsek did not have to start from scratch in learning his teammates’ tendencies.

He’s been playing with many of them for years in the Blue Skies and Flagler Firehawks programs.

“We’ve been playing together since we were really young, so we know each other really well,” the junior said.

In their first three games, the Bulldogs outscored their opponents 37-14, with their only loss coming to Fleming Island, 10-9.

“Our offense is pretty dynamic,” Morgello said.

“They spread the ball around pretty well.”

‘LET’S DO IT AT THE AIRPORT’

The Rotary Club of Flagler Beach started the race 11 years ago. Airport director Roy Sieger was delivering a briefing to the club about the airport, when, on his way out, he walked past a group of Rotarians talking about their plans to organize a 5K. “I stopped, and said, ‘If you want to have a lot of fun, let’s do it at the airport,’” Sieger said.

with a searchlight. Safety personnel are stationed all around the area, and a bus runs back and forth to pick up runners or walkers who want to ride back to the finish line.

Participants are encouraged to wear glow lights or glow-in-thedark clothing. A post-race party includes food, music and dancing.

“It’s a great opportunity to showcase the airport to our community,” Sieger said. “Unless you’re an avia-

tor, you don’t normally have a reason to come down here. We use the proceeds to fund projects for the community.”

Sieger said the race has been gaining popularity with more than 500 participants over the last couple of years.

Cherise Wintz, the female grand masters winner, ran a race earlier in the day in New Smyrna Beach but didn’t want to miss this unique event.

Wintz, 56, of Ponce Inlet, has been running for 11 years.

“I started running at a boot camp and then I opened up a fitness center. Now I run with a group of people, ‘Heavenly Strong,’ because I have faith in God and friendships.”

OCTOGENARIAN WINNERS

Marie-Louise Michelsohn, 80, of Flagler Beach won the female 80-84 age division with a time of 31:01 that would have won the 70-74 division.

Michelsohn’s husband, Blaine Lawson, won the male 80-84 division, finishing in 42:08, long after his wife had a chance to enjoy a refreshment. Still, Lawson won the division by almost seven minutes ahead of Palm Coast’s Tom McKinney.

Michelsohn was inducted into the USA Track and Field’s Masters Hall

of Fame in 2008. She has been running since she was 53.

“I started running when my daughter had a brain hemorrhage,” she said. “It helped me deal with the stress, and I loved it.”

Her daughter is in good health today, and she was going to join them in the race, Michelsohn said.

Michelsohn and Lawson have been together for 46 years and they run together every day.

Team OMG (Ocean Marina Gals) participated in the race for the first time, although the trio of Sue Morris, Sara Wilkins and Jan Gleason, had been hounded for years to enter by their friend, Rotarian Cathy Ruizgoubert.

“This year, we came,” said Wilkins.

“We all walk together, four miles a day.”

The club handed out 40 awards for male and female age-group winners as well as masters, grand masters, senior grand masters and overall winners. There were also awards for best and brightest costume, best male and female costumes, and team “Light Up the Runway” costume.

The 10-member team from Realty Executives Oceanside won the “Light Up the Runway” award. The team stayed together throughout the race.

Proposed 416-home, age-restricted community gets OK The County Commission on Feb. 21 found that a Planned Unit Development for the Cascades at Grand Landings remains in effect.

A 2005 Planned Unit Development south of the county airport remains in effect, clearing the path for the developer to move forward with a proposal for 416 age-restricted homes there, Flagler County commissioners decided at a Feb. 21 commission meeting.

The development, known as “Cascades at Grand Landings,” would sit on 683 acres, of which 347 are developable, county Growth Management Director Adam Mengel told commissioners at the meeting.

“We’re asking that the PUD be validated, or reinstated,” said attorney Michael Chiumento, representing the applicant. “... All we’re asking for today is just guidance from you all as to whether the PUD is still valid, and we

can continue on under those entitlements and this general concept plan.”

He added that the developer is having the property’s wetlands surveyed. “They intend, if this is valid, to try to move this to fruition in the next 24 months,” Chiumento said.

Initial proposals for what the community would look like had been created before the great recession, and the county government, in March of 2007, had approved a preliminary plat for an initial phase with 123 lots, Mengel said.

But then the recession hit, and the developer began having financial problems.

The County Commission in late 2007 tabled a second, 293-lot phase of the development.

The developer went bankrupt and the land was turned over to Bank of America in 2009, and a St. Johns River Water Management District permit for the development expired in 2013.

That presented a problem, because the initial PUD agreement required that certain design and construction steps occur within eight years of the granting of the PUD — raising the question of whether or not the PUD

approval remained valid.

“You’re just determining here, whether or not this is a continuing development,” Mengel told commissioners.

Now a new developer wants to take up the proposed development.

If the commission were to find that the PUD was no longer active, the developer would have to begin the entire approval process over again.

Such a finding would also complicate the status of environmentally sensitive lands that the developer had conveyed to the county as part of the PUD agreement.

The county’s Planning and Land Development Board had recommended that the commission find that the PUD is still in effect, in part for that reason, Mengel said.

“All of these other obligations, especially the conveyance of the [environmentally sensitive] lands, had come

to the county, and now to unravel that would be would be — maybe not impossible, but would be onerous for us,” Mengel told commissioners.

Commissioner A n dy Dance noted that things have changed in eight years — for example, the commission, at a recent discussion about the community of Eagle Lakes, had pressed the developer to stagger air conditioning units and other potential instructions within a 5-foot side setback area to ease access for emergency responders.

“If this goes through, I would hope that those same types of preventative measures could be written in,” Dance said.

“We can voluntarily do that,” Chiumento said.

County commissioners voted 5-0 to find that the PUD is still in effect.

The Florida House on Thursday, Feb. 24, unanimously passed a proposal that would ask voters to increase homestead property-tax exemptions for first responders, teachers and military members.

The proposal has been a priority of House Speaker Chris Sprowls, a Palm Harbor Republican who has pointed to the potential property-tax reductions as being more beneficial t than Gov. Ron DeSantis’ request to suspend state gasoline taxes for five months.

If approved by voters in November, the proposed constitutional amendment (HJR 1) would be projected to save $80.9 million for the targeted property owners next fiscal year.

House members also passed an accompanying bill (HB 1563).

Sponsor Josie Tomkow, R-Polk City, said the proposal is “targeted relief” to Floridians who have jobs that people rely on daily. It would apply to teachers, law enforcement officers, correctional officers, firefighters, emergency medical technicians, paramedics, childwelfare services professionals, active-duty military members and Florida National Guard members.

Under current law, homeowners can qualify for homestead tax exemptions on the first $25,000 of the appraised value of property. They also can

qualify for $25,000 homestead exemptions on the value between $50,000 and $75,000.

Any higher value is taxable.

Under the proposal, homeowners in targeted professions could receive an additional $50,000 exemption, which would apply to the property value between $100,000 and $150,000. The current exemption for the value between $50,000 and $75,000 doesn’t apply to property taxes collected for school districts, and neither would Tomkow’s proposal.

Oil prices shot up Feb. 27 when international trading began. At the time of this writing, the U.S. price of oil was trading above $96 per barrel - an increase of nearly $5/b (5%) from Friday’s closing price of $91.59.

Floridians are paying an average price of $3.52 per gallon — the most expensive daily average since July 2014.
