As for Conklin’s emergency motions, Gavin said the video of the meeting shows she cautioned the board prior to taking action.

“I cannot direct you, only provide my counsel and advice,” she said.

“I’ve never put my personal needs ahead of this board or this district,” Gavin added.

“I’ve done my job, my contractual responsibilities, to the best of my abilities.”

Massaro said she doesn’t believe the general public understands all of the responsibilities the attorney has.

“Her job is to keep Flagler County Schools out of legal trouble,” she said.

McDonald said she has heard requests from members of the community and employees of the school district “to find different counsel.”

Woolbright gave Gavin a positive review just four months ago, but she said since then there have been “seven or eight instances” when she didn’t feel represented as a

However, after the board voted to extend the contract, Woolbright handed Gavin an olive branch.

“Ms. Gavin, I will work with you this year, and we will rebuild our trust together,” she said.

Michael Arnold, who filed a complaint against Gavin, spoke during public comments before both the workshop and the board meeting, claiming Gavin had mismanaged safeguards with his daughter and threatened “class actions” against the board if Gavin remained in her position.

“I wouldn’t take me lightly,” he said. “I’ve never lost in a courtroom.”

Tucker suggested at the workshop that the board establish a procedure on how it handles complaints going forward against the board’s attorney or the school superintendent. He said if the board decides the complaint seems valid and is documented, it can hire outside counsel to investigate.

BRIEFS Free SAT retake option after disruption Students who believe their performance on the SAT exam was disrupted by School Board member Janet McDonald’s defiance of the College Board’s mask requirement on Dec. 4 will have an option to retake the test.

McDonald had arrived at the Matanzas testing location before the Dec. 4 exam as students were checking in, and told them that they were not required to wear masks.

Many student therefore removed theirs.

But the test is administered by the College Board, and masks are required under College Board rules.

Students will not be able to view their scores on the Dec. 4 exam before choosing whether to retake the exam.

There appears to be progress on the school district’s impact-fee impasse.

At the Dec. 14 School Board meeting, Flagler Schools Superintendent Cathy Mittelstadt said she had a “very optimistic” two-hour meeting with the Flagler Home Builders Association, and the parties will meet again in January to “create some creative options.”

Citing extraordinary circumstances, the School Board voted to raise impact fees for the first time in 17 years, from $3,600 to $7,175 on single-family homes. But the County Commission has to approve the increase. The commission voted Nov. 2 to delay a decision for up to 60 days. The FHBA is one of the major groups that had come out against the large increase.

Meanwhile, the board voted unanimously to renew proportionate share mitigation negotiations. It had voted in September to table the school district’s agreement with Colbert Landings subdivision and discontinue negotiations with other developers until the impact fee is decided.

“Developers may be ... stuck because we said we need to pause because of uncertainty with the impact fee,” Attorney Kristy Gavin told the board.

Patty Bott, the district’s coordinator of planning and intergovernmental relations, said negotiations would begin again in January.

Indiana-based telecommunications company MetroNet will invest $50 million to bring high-speed fiber optic internet to Palm Coast through 3 million linear feet of fiber, company representatives said in a Dec. 14 press conference at Palm Coast City Hall.

The company will make Palm Coast “a pace setter for advancing technology,” Palm Coast Mayor David Alfin said at the press conference.

“With the addition of MetroNet to other communication businesses in our city, you could say Palm Coast has become digitally prosperous,” he said.

The company’s high-speed internet offerings will help the city attract job-creating businesses, let residents connect more efficiently to services and upgrade connections for people who work from home, Alfin said.

MetroNet had approached the city about coming to Palm Coast, not the other way around. But Alfin credited the city’s staff with recognizing the opportunity.

“Our team’s expertise and proficiency helped us acquire a successful company to want to launch business here,” Alfin said.

founder and CEO John Cinelli, serves communities in 14 states, but Palm Coast will be its second in Florida, after Tallahassee.

MetroNet is offering 10-gigabit internet, “Which just means a lot of speed,” Cinelli said at the press conference. “And it’s symmetrical, so it’s the same speed to your home as from your home.”

Construction will begin in the spring of 2022 and will likely offer service to approximately 50,000

homes, potentially starting at the end of the summer or the beginning of fall of 2022.

MetroNet has an agreement with FPL to attach its equipment to power utility poles and will also have a storefront in the city, creating approximately 25 jobs, according to Cinelli.

The network will have aboveground and underground components that will help make it resilient in the face of storms, aid MetroNet Government Affairs Director Kris Smith.

“We’ll have redudancy automatically built in, so if one side gets cut, we’ll route everybody through the other,” she said.

Palm Coast-Flagler Regional Chamber of Commerce President and CEO Greg Blosé emphasized the importance of fast internet speeds for economic development.

“With access to high-speed internet, businesses in our community will be able to operate online quicker than ever, improving the quality of their business and product,” Blosé said. “This internet connectivity issue can not be overstated in how important it is to the future of our community.”

City Councilman Nick Klufas said he’d like to see Palm Coast attract digital workers.

“I think Palm Coast is positioning ourselves to take advantage of the digital economy that’s going to power our future,” Klufas said.

MetroNet will notify residents about construction in their area about a month before it begins, according to a MetroNet news release.

Flagler Beach considers options for keeping cars off the sensitive dunes.

Some stretches of State Road A1A in Flagler Beach have signs warning people not to park on the dunes.

Others don’t — and people are parking there.

Resident Brian Ford brought the problem to the attention of the Flagler Beach City Commission at its Dec. 9 meeting.

“I’m seeing more and more of the cars and trucks parking on the side of A1A, specifically on the beach side,” he said.

“I’m just looking for solutions,” he added. “… Maybe stepped up enforcement, stepped up signage could be helpful. … If we actually erode the dunes from the roadside, that’s basically going to kill off what’s there and make it easier for those two dunes to go away, which we do not want to see happen.”

It’s not a new issue: In previous years, Flagler Beach has considered various options for increasing enforcement of the no-dune-parking rule.

“What’s happening is cars will pull off the road and pull 5 or 8 feet off of the shoulder,” Commissioner Eric Cooley said. “Then you have the width of the car, then you have access for your passengers and all the loading areas and things, so now you’re way into the dunes. So after that all gets trampled, then folks will pull further off the road, because now it’s nice and clear, so now you have a car that’s 10 to 12 feet off the road, and it keep continuing.”

BRIEFS Wildlife officials, FPL partner for manatee feeding program Wildlife officials, now teaming with the state’s largest electric utility, have approved an unusual step of feeding manatees that face another winter of limited food supplies.

The U.S. Fish and Wildlife Service, the Florida Fish and Wildlife Conservation Commission and Florida Power & Light Company on Dec. 8 announced combined efforts to reduce manatee deaths that have reached a record level this year.

The agencies, which in November formed a Joint Incident Management Team to respond to the “unusual mortality event” along the state’s Atlantic coast, announced plans to use FPL’s Cape Canaveral Clean Energy Center in Brevard County as they rescue manatees, do health assessments and conduct a short-term feeding trial.

“It is critical we help manatees in the short term with actions that are compatible with their long-term well-being and resilience,” said Shannon Estenoz, the U.S. Department of the Interior’s assistant secretary for fish and wildlife and parks.

While feeding wildlife is discouraged, more than 1,000 manatees have died in Florida waters this year, about 15% of the population. The deaths have been caused in large part by a decline in seagrass beds that are prime winter foraging areas in the Indian River Lagoon.

The state estimates that 58% of the seagrasses have been lost in the northern lagoon, which has faced repeated algae blooms in recent years.

A memo Gil McRae, director of the commission’s Fish and Wildlife Research Institute, said the number of deaths declined during the summer as manatees were able to disperse from the Indian River Lagoon, but many remain in poor health.

In a news release, FPL announced that more than $700,000 in grants over the next three years from its charitable arm, the NextEra Energy Foundation, will go to environmental groups to support manatee rescues and rehabilitation and habitat research and restoration.

FPL bills to go up because of fuel costs State regulators Tuesday, Dec. 7, approved allowing Florida Power & Light to collect an additional $810 million from customers in 2022 amid higher-than-expected costs for natural gas.

The decision by the state Public Service Commission will add nearly $7 a month to the bills of residential customers who use 1,000 kilowatt hours of electricity. The increases will start in January. FPL customers outside Northwest Florida who use 1,000 kilowatt hours had been expected to pay $113.85 a month in January. With Tuesday’s decision, that number will increase to $120.67, according to the commission.

DeSantis pitches $99.7 billion budget

City Manager William Whitson said the issue came up doing the city’s strategic planning process.

“I would like to see us address this in the strategic plan and find additional resources to put behind it, because signage and enforcement are working in some spots, but it’s not uniform,” Whitson said. “And I think that we are going to, unfortunately, have to go with a physical barrier, or the problem’s going to get worse.”

A post-and-ropes barrier may be helpful, he said, but would have to be coordinated with the Florida Department of Transportation.

Whitson said he’s reached out to two universities about addressing the issue with an internship project.

“I’m going to see what I can get going,” he said. “ … Which means that we would need to put more resources behind it in the budget.”

Commissioner Rick Belhumeur said the city had placed money in a previous year’s budget to address the problem, but hadn’t ended up using it. When the city does move forward, he said, prioritizing problem areas is important.

“There’s some really weak spots that should be addressed sooner,” he said.

Commissioner Ken Bryan said the city might need to use firmer wording on its signs.

says ‘$100 fine for parking on the dune’ is another thing,” he said. “… I think it might be worth a try, anyway, to just be more direct.”

He suggested the city try that in a few places and see if it works.

Some signs do currently warn of a $500 fine for dune parking.

“The rope and posts are certainly a good idea too, but it starts to create other kinds of obstacles that are not that attractive,” he said. “But if they work, then we do what we have to.”

Belhumeur agreed.

Mayor Suzie Johnston said the beach in front of her home has had a problem with dune parking causing a washout. So, 18-by-24-inch real estate style signs were added, warning people not to park there.

“And over the last year, we have gone from having a washout to, now, the dune has fully grown up to the

roadway on A1A,” Johnston said.

“And it’s only taken a year’s worth of time.”

Signs like that could help stop the damage while the city looks into post-and-rope options, she said.

“It’s easier to stop it than it is to go in and have to put sand and rebuild the dune,” she said.

“I think that we are going to, unfortunately, have to go with a physical barrier, or the problem’s going to get worse.”

Saying that Florida is “clicking on all cylinders,” Gov. Ron DeSantis on Dec. 9 proposed an election-year $99.7 billion budget that would funnel money to education, the environment and law-enforcement officers while giving motorists a temporary gas-tax break.

DeSantis’ proposal includes: n $600 million to raise salaries of public-school teachers and $238 million for $1,000 “retention” bonuses for teachers and principals. n No tuition increases for state college or university students. n $980 million on Everglades restoration and water projects, including $660 million for the Everglades. n $124.2 million to increase base pay for correctional officers. DeSantis also wants to give pay raises to other law-enforcement officers and give $1,000 bonuses to police, firefighters, paramedics and EMTs. n $226.5 million to increase Medicaid payment rates for health- and human-services, and $100 million for cancer care and research, an increase of $37 million. n $225 million for raises for state employees, in addition to the increases sought for correctional officers and law-enforcement officers. n Eliminating state gas taxes for a five-month period and holding a series of sales-tax “holidays.” That includes a 10-day period in which back-to-school shoppers could avoid paying sales taxes on clothes, school supplies and computers.

City to extend utility services to beachside area

Palm Coast will gain two new community development districts: The City Council voted 5-0 at a Dec. 14 meeting to approve the creation of two CDDs in the southern part of the city.

By creating CDDs, the council is approving a process that will lead to the creation of five-member elected boards of supervisors that will lead each community. Community development districts let developers access tax-exempt bonds for infrastructure improvements and collect assessments on the tax rolls.

One community, called Seminole Palms, will sit on almost 240 acres on the west side of Seminole Woods Boulevard, south of the Flagler County Executive Airport and north of Grand Landings.

It’s expected to have 529 homes.

Ericksen also mentioned a plane crash that destroyed a house in Seminole Woods eight years ago, injuring a resident of the home and killing all three people on the plane.

He suggested that the developer communicate with the county government about preventing conflict between the airport and residents.

The other community, currently referred to as “Palm Coast 145” in city staff documents, is smaller — about 146 acres on the northeast side of U.S. 1 south of Belle Terre Boulevard and west of Karas Trail.

A development called the Haven will be constructed about 700 feet from City Hall and 600 feet south of Market Avenue in the Town Center Development of Regional Impact.

The City Council voted 5-0 to approve a technical site plan for the development.

The property, slightly under 69 acres, will have a mix of duplexes and quadplexes, plus three single-family homes.

Seventy two units will be twobedroom, while another 133 will be three-bedroom. The homes will range from 1,100 square feet to 1,300 square feet. About half of the site will be preserved wetland areas that will help buffer the homes.

“This will be an upscale, singlestory product with upscale finishes and an attractive amenity center,” said Charles Marshall, representing Marshall Property Services. “We’re really excited about being part of Town Center. It’s a wonderful place to be located, and we’re looking forward to this project.”

Palm Coast is extending water and wastewater services to parts of the barrier island.

Adding wastewater services, Palm Coast Community Development Director Stephen Flanagan said at a Dec. 14 Palm Coast City Council meeting, will reduce nitrogen and phosphorus pollution of the intracoastal by making the area less dependent on septic systems.

“This … benefits the environment greatly,” he said.

A new development on State Road A1A in unincorporated Flagler County is moving forward, despite county staff’s concerns that the developer didn’t do what it should have to preserve oak trees on the land.

Commissioner Andy Dance said the dispute highlighted the need for the county to review its Land Development Code and clarify its language.

The developer maintains that preserving the trees wasn’t feasible.

The land, about 12.4 acres at 4931 N. Oceanshore Boulevard, sits north of Jungle Hut Road between North Oceanshore Boulevard and Hammock Dunes Parkway and is slated for 50 singlefamily lots.

The Flagler County Commission approved a final plat for the development at a commission meeting Dec. 14 after faulting the county Land Development Code for vague wording about the county’s tree preservation requirements.

The issue revolved around two species: Southern live oaks and sand live oaks.

The county’s Land Development Code states, “[T]he developer shall make every reasonable effort to preserve existing southern live oaks (Quercus virginiana) and sand live oaks (Quercus geminata) with a diameter at breast

Local leadership or another import for city manager?

The leader adjusts the sails.” — John Maxwell There is a great deal of misunderstanding when it comes to the duties and authority of city and county managers. For most, the idea of a strong county executive or mayor who runs the government and responds to the public is the norm. Not in Florida, unless you are in the large cities.

In Palm Coast and the county, the manager operates all governmental services such as hiring and firing, street paving, swale cleaning, water and sewer utilities, parks and recreation, environmental planning, economic development and budgeting to name a few. The mayor of Palm Coast and the chair of the County Commission are ceremonial positions in which they run board meetings and with the other elected officials provide oversight of the government’s operations. They do have legislative authority to enact ordinances and to approve site plans and rezoning applications and they approve the proposed budget of the managers. They also, among other duties, set long term policy guidelines.

In the 22 years I have been a resident of Palm Coast, there have been

three city managers and four county managers. The first city manager of Palm Coast, and I believe the best, was Dick Kelton. Dick was recruited by local leaders due to his experience as an administrator in Volusia County and his local knowledge of managing a growing coastal Florida community. The next managers were Jim Landon, who was from a small city in Texas, and Matt Morton, who was from an even smaller city in the state of Washington.

Some have said that the learning curve Mr. Landon and Mr. Morton faced with their unfamiliarity with a rapidly growing Florida coastal community, their lack of knowledge of the local, state and federal officials and the politics involved in those personalities and preparing and managing weather related events peculiar to Florida Atlantic coast communities were a deficit neither could overcome. Both were selected by a national search.

Recently, the county brought in a local county manager from St. Johns County, Jerry Cameron, to act as an interim county administrator. During his tenure, Mr. Cameron was able to calm the turbulence created by the former county administrator Craig Coffey who was from a much smaller county and was also selected through a national search. Mr. Cameron created the foundation for a much improved county government. Upon his retirement, the county decided to hire a longtime county department head, Heidi Petito, as their next county administrator. With her local knowledge and broad local experience, she has been able to continue the policies set in place by Mr. Cameron.

It was with these experiences in mind that the conversation turned to the attributes of a new city manager of Palm Coast after the short and tumultuous tenure of the previous manager. Many offered that a local candidate with business experience would be preferable as our

commercial tax base is one-third of what it should be and has increased the pressure on our residential tax base that is more and more populated by seniors on fixed incomes.

Responding to this conversation and the encouragement of business and government leaders, I submitted my application. I believe I have the requisite business and municipal experience, local knowledge and familiarity with growth, budgetary, economic development and weather-related issues for this position or I would not have applied or continued in this process. I possess something no other applicant presently or in the future would possess, which is a passion for the improvement of this community culturally and recreationally and ensuring taxes remain steady. I have grown my family and business here and have been a public servant for eight years, gaining accreditation for the Sheriff’s Office in both of my terms while keeping my budget within the percentage of the growth of the population. Unlike other applicants, I chose to live here and will remain whether I am selected or not.

I understand why the City Council has requested a larger pool of applicants due to some errors in the publication of the position opening, However, I believe, as many in the community do, that a local candidate would be able to be a more effective city manager based on both the county and the city’s experience these last two decades. All communities are unique, but Palm Coast, due to its history, unprecedented growth, Intracoastal waterfront, beautiful open spaces and parks, is more unique. It requires a special candidate with not only the right education and experience in government, but a recognition of and a desire to preserve Palm Coast’s way of life.

BRIEFS Man arrested after stealing woman’s car from convenience store parking lot A man was arrested Dec. 9 after stealing a woman’s car when she left it running while she shopped at a convenience store.

The Flagler County Sheriff’s Office Real Time Crime Center tracked the vehicle from the gas station toward St. John’s County. The St. Johns County Sheriff’s Office and their RTCC then tracked the car to a gas station on County Road 210.

SJSO deputies arrested 29-yearold driver Blaine Elmore and determined that he’d stolen another vehicle in St. Johns County and driven it to Flagler County, where he abandoned it and exchanged it by stealing the victim’s car.

“This is a great example of why you never leave your car running when you just ‘run’ into a store. Not only is that against the law, but you can become a crime victim of opportunity,” said Sheriff Rick Staly.

Palm Coast firefighter Nunziato receives Fire Service Medal Palm Coast Fire Driver Engineer Jeffrey Nunziato been awarded the 2021 Fire Service Medal and Certificate by the Flagler Chapter of the Sons of the American Revolution for his coordination and leadership of the Driver Engineer Field Training program for the Palm Coast Fire Department.

SAR President Charles Hayes and Awards Chairmen David Kelsey and Randall Morris presented the award to Nunziato, a career Palm Coast Firefighter since 2006. Nunziato’s wife, children and several colleagues, including Fire Chief Jerry Forte and Captain James Neuenfeldt, attended the awards presentation at Fire Station 24.

Kelsey said the Sons of the American Revolution were pleased that this year’s award recipient is a leader for training. “We realize that fire safety and service as a firefighter has become a very skilled

profession – it’s very technical, and it requires a lot of training,” Kelsey said. “You need to have a plan.”

“It’s always a privilege for our Chapter to recognize a distinguished firefighter from the City of Palm Coast,” added SAR President Hayes.

Nunziato expressed his appreciation for this recognition. “I am deeply honored to be considered for this recognition,” he said. “It’s truly an honor every day to educate our future driver engineers and be a part of a great organization.”

The Sons of the American Revolution conducts its awards program annually. The organization is a historical, educational, and patriotic non-profit organization. The Flagler Chapter was organized in 1984 and the members are descendants of those early Americans who served in the Revolutionary War and established the United States.

Forte describes Nunziato as a role model to many of the driver engineers.

Nunziato joined the Palm Coast Fire Department in 1992. then as a volunteer firefighter.

THE POLITE DRUNK 10:51 p.m. U.S. 1 at Kankakee Trail DUI. A deputy noticed that a car wasn’t staying in its lane as it headed south on U.S. 1. The car tried to turn onto Kankakee Trail, but missed the turn and swerved, almost hitting another car.

The deputy conducted a traffic stop. The driver, a man, smelled of alcohol, and admitted that he’d had a few beers a few hours before. The man was “extremely talkative,” the deputy noted in a report, and “would spontaneously state ‘excuse me’ to me constantly even if I had not addressed him.”

The man consented to field sobriety testing, and failed it. He was arrested.

I’VE JUST HAD TWO BEERS! ACTUALLY, THREE. NO, FOUR ...

6:30 p.m. Old Haw Creek Road DUI. A deputy noticed a car stopped in the middle of an intersection. When the driver opened the window, the deputy smelled alcohol and marijuana. There was an empty pack of beer on the floor.

Deputies asked the man if he’d been drinking. He said he’d had two beers. Then he said he’d had two to three beers. Then he said he’d had two, three or four beers.

A deputy asked the man if knew how many beers he’d had. The man shook his head. He was arrested.

The Flagler County Sheriff’s Office arrested three teenagers Dec. 1 after they stole a car in Nassau County and then tried to flee when deputies found them in Flagler County.

“More dirtbags from another

county made the mistake of stopping in Flagler County,” Sheriff Rick Staly said. “These kids put multiple lives at risk, including my deputies, while trying to flee.”

The occupants were found sleeping in the stolen car at the Winn Dixie in Palm Coast.

Upon approaching the vehicle after tactically setting-up stop sticks, deputies saw the driver sleeping and unresponsive to verbal commands.

The front driver’s door was unlocked, and deputies opened it, asking the occupants to exit the vehicle.

When the driver woke up, he looked at deputies, shut the driver’s side door, turned the vehicle on, and put the vehicle in reverse.

Verbal commands continued for the occupants to stop the vehicle, but the driver disregarded them and deliberately crashed into an FCSO marked patrol car and fled.

No deputies were hurt.

The driver drove over deputies’ stop sticks.

He then fled from the parking lot, traveling west onto S.R. 100 and then fleeing south on I-95.

Deputies followed the vehicle as it was weaving in and out of traffic and accelerating up to 110 mph.

The pursuit continued for approximately 15 miles and the vehicle had exited I-95 and was fleeing north on U.S. 1, where the Bunnell Police Department assisted in successfully deploying stop sticks on North State Street in Bunnell.

The vehicle slowed down and continued northbound on US-1 as tires deteriorated. A felony traffic stop was conducted at Martin Luther King Boulevard in Bunnell. All three occupants have criminal histories.

Waltz: US must project strength JONATHAN SIMMONS NEWS EDITOR

The U.S. administration is doing a poor job of projecting strength, and dictatorial regimes sense weakness and are taking advantage of it, U.S. Rep. Michael Waltz said on Flagler Broadcasting’s “Free For All Friday” radio program Dec. 10.

“With Iran racing towards a nuclear weapon, with Russian massing on Ukraine, China on the march, it’s not good,” he said. “And I think it should be no surprise; this is because our adversaries perceive weakness in this White House. ... Dictators are deterred by strength and emboldened weakness, and I think that’s what we’re seeing right now.”

Waltz represents Florida’s Sixth Congressional District, which includes Flagler County, Volusia County, and parts of Lake County and St. Johns County.

Speaking about the economic collapse in Afghanistan, Waltz said that the U.S. and European allies have frozen the country’s assets to keep that money from getting to the Taliban.

“Now we’re in the terrible situation of keeping them frozen and literally letting the Afghan people, by the tens of millions, starve because their economy is collapsing, or release them knowing that terrorists, at a minimum, are going to take some of it — to the tune of millions if not billions of dollars — that would be fueling terrorism,” he said.

Waltz has been particularly critical of the U.S. withdrawal from Afghanistan, where he served multiple combat tours, saying that the U.S. withdrawal leaves the U.S. homeland at risk for terrorism and sends a message that the U.S. will abandon its allies.

“I get it: Nobody wants endless wars,” Waltz said. “... I want to bring the troops home like anybody else. But terrorism hasn’t gone away; Al Qaeda and ISIS fully intend to hit us again. I do think we should have kept a small presence to keep a lid on all that.”

Waltz said that fighting the ideology of Islamic extremism will take time.

“Look at how long it took us to defeat the ideology of communism, fascism,” he said. “... I want to fight it over there, not wait til it hits us here at home.”

He paraphrased Nobel laureate Malala Yousafzai’s statement that what the extremists fear most is a girl with a book.

“It undermines their extremist ideology, their bastardization of Islam,” he said.

“But that takes time, and when you have people constantly saying, ‘20-year war, 20-year war,’ there was a real erosion of support. I would point out, we’ve had ... soldiers in South Korea — we have 30,000 — been there 70 years. We’ve had Special Operations forces in Colombia ... they’ve been there 40 years. So really, this is about American leadership and what does that look like.”

He noted that there have been few U.S. troop deaths there in recent years.

“I think preventing attacks in the homeland was worth that cost in soldiers,” Waltz said. “We were losing more in training accidents than we were in Afghanistan. But unfortunately, we didn’t have a president that was willing to listen and explain that to people.”

Each participating child was given $175 to buy gifts for family.

Flagler Sheriff’s Children’s Charities, a tax-deductible charity established by Sheriff Rick Staly in 2020, hosted a successful Shop with a Cop event on Dec. 10, to provide holiday gifts to children in the Flagler County community.

Children are selected to participate in the event by nominations from FCSO employees and Flagler Schools staff.

Shop with a Cop kicked off with law enforcement officers and deputies from FCSO, the Florida Highway Patrol, Fish and Wildflife Commission, Flagler Beach Police Department and detention deputies picking up the children at their homes and going to the Chiumento law office building in Town Center.

The event began with games and activities for children and was followed by children and deputies traveling to Walmart,

escorted by the FCSO Motors Unit with lights and sirens on. Each participating child received a $175 gift card where they had the opportunity to shop for themselves and family members.

“Shop with a Cop was a great success, and I appreciate everyone that donated and all FCSO employees who volunteered to take part in this amazing event,” Staly said. “I’m very proud of our team that not only serves the community every day but also gives back to our community to help build a positive relationship between children and law enforcement. Not only did they volunteer their time but they donated almost $16,000 to support the event, and many reached into their pocket to pay any overage from their child’s shopping spree. He later moved with his family to Pembroke, New Hampshire as a young boy.

While attending Pembroke Academy from 1939 to 1942, Ed met his future wife Sybil Gale. After graduation, he joined the US Marine Corp and trained with the 4th Marine Division. Ed suffered a combat injury on Iwo Jima in March 1945 – his fourth island. He actually witnessed the US flag being raised on Mount Suribachi.

After WWII was over, Ed married Sybil in 1947 and transferred to the US Army.

His Army career highlights included two tours of duty in Germany, paratrooper instructor, Special Forces Green Beret, Central Intelligence Corp, and ROTC instructor at the University of Vermont. After retiring from the Army, Ed joined the Civil Service Commission as a special investigator. Ed and Sybil retired to Palm Coast, FL in 1980 where he actively pursued golf, tennis, swimming, biking, bowling, and his favorite past time – playing and teaching duplicate bridge. Fun facts about Edward – he was a member of

Mensa, he was featured in an ITT movie to promote Palm Coast’s active lifestyles, his reading speed was over 1,000 words a minute, he read the entire 30 volumes of the Encyclopedia Americana, and when we played Trivial Pursuit or Jeopardy – Ed was always picked first. Although Edward was preceded in death by his wife Sybil and son Marshall Atwood, he is survived by son, Joel & Maureen of Palm Coast; son, Craig Atwood of Fort Lauderdale; Brenda Atwood of Zanesville, OH; grandchildren, Jeffrey, Scott, William, Chad, Lance, Samantha; great grandchildren, Colin, Hartley, Zane, Dillon, Carter, Marlowe, Julia, Jameson, Chandler. Shave for the Brave raises $48,000 for childhood cancer patients

The Live Like Cameron Foundation has two Christmas programs.

The first gives a Christmas experience to pediatric oncology patients who will be spending Christmas morning in the hospital. They will receive mini Christmas trees, Christmas decorations, Christmas bedding, electronic packages, toys, gifts, valued at $600-$700 per child.

His daughter, Melisa Fulling, creator of the Live Like Cameron Foundation, was “blown away” by the turnout at the second-annual Shave for the Brave, a fundraiser organized

by Fletcher’s Irish Pub owner Bill Fletcher, to benefit childhood cancer patients.

She was particularly excited about that 51-year-old mustache. Knox had worn a mustache for Fulling’s whole life; she had never seen him without

it. It was one of dozens that were shaved to help raise about $48,000 — triple the total of last year’s event.

Fulling’s father had an extreme attachment to his mustache and was nervous, but was excited to shave it off for a great cause.

Additional supporters expressed their excitement for the beard-shaving as well. Jeremy Pappa and Brad

Ford have been regulars at Fletcher’s Irish Pub for years, and have followed Fletcher ever since his move to the new location. They each enjoy how they look with a beard and consider it part of their trademark, but with the amazing cause at stake, they were stoked to make the change.

Even if they would have a “baby face” following the shaving.

Both were members of fundraising team Thundercats and reached out to friends and family by way of social media months prior to the event.

Tim Forrester has his own connection to the Live Like Cameron Foundation and was excited to shave his 3-year-old beard. Forrester has been grooming his beard ever since his retirement from the Army and considered it a treat not to have to shave

Fulling said.

The second program is for Flagler and Volusia childhood cancer families who will be home for Christmas.

“We are granting Christmas gift wishes for the cancer child and all of their siblings,” Fulling said.

Parents also receive gift cards.

Leftover funds support Bags of Hope that are brought to the hospital throughout the year.

DEFENDER JADA WILLIAMS SHOWS VERSATILITY ON OFFENSE VS. MHS Normally, Jada Williams is a defender. But against Matanzas on Dec. 9, coach Pete Hald moved her to the front for added offense. The strategy worked.

She scored three goals, including a stunning shot on a free kick that soared over the

wall of Lady Pirate defenders, and over the outstretched hand of goalkeeper Emma Diaz. The ball then struck the cross bar and slammed down just beyond the goal line.

Emma Swearingen and Heather Hall Alcala added two goals each, and Ava O’Malley scored as well. The game ended early due to the mercy rule.

Hald was impressed with Williams and might use her on offense during district games if he can risk taking her away from defense. He was also impressed with a long goal by Swearingen that ended the first half. But he was even more impressed with Alcala’s goals, which were scored on crossing passes.

As opposed to some recent games when the Lady Bulldogs struggled, Hald said, “We did a better job finishing tonight.”

signifying that the Lady Bulldogs’ 8-0 over Matanzas on Dec. 9 marked the 500th of his 31-year career. But the players celebrated him anyway.

When asked what the 500th win meant to him, Hald said with a smile, “I’m not going to tell you how many losses.”

He said later that he figures he has coached about 900 high school games, with about 80 ties.

Abra Seay, an assistant principal at FPC, joined in the celebration after the game, which was played on the FPC practice field after Dec. 8’s game had been rained out.

“I was here for win 1,” Seay said.

“I was on his first team, in 1991. He started the girls team, and I was the only freshman.”

She remembered Hald as being even more intense in those days.

Then she quipped, “With age, you get a little more mellow.”

Seay’s daughter Jessie is a junior on FPC, and Marci is on junior varsity.

After the game, Hald was among the last at the gate, waiting for the crowd to leave, waiting for the lights to be turned off. He got in his car to drive away, and only two of his balloons were in the back seat. His son had taken the 5, leaving just the two 0’s.

“Guessing I’m starting over again,” he said with a smile.

Fatima Barham, a senior captain on the Matanzas Lady Pirates soccer team, plays every game as if it were her last.

That might be because she remembers what it was like to sit out due to a hip surgery in 2019. And right knee surgery in February 2020. And left knee surgery in November 2020.

Or she might play hard because that’s who she is.

“Going in full force is the only way to win,” Barham said. “Being scared to get injuries isn’t worth it.”

In an interview after an emotional 8-0 loss to Flagler Palm Coast High School on Dec. 9, she revealed that this was her seventh loss to the Lady Bulldogs in a row. She has never beaten them.

“It’s very frustrating,” she said.

“It’s tough coming out here and playing against girls who left our high school, but there’s nothing you can do other than fight the whole way through it.”

Despite having to wear a brace and getting an injury scare late in the game, Barham showed off her poise, making a precise pass to a teammate, splitting two Lady Bulldog defenders who were charging at her from opposite directions.

“If you trust your timing, you can play the ball anywhere,” she said.

“Panicking is what you gets you to lose the ball.”

She also trusts her teammates.

There are 11 seniors on the team, and she has played with most of them all four years of high school. Barham has been a defender since she was 4 years old; since she was 6, she has played with the same goalkeeper: Emma Diaz.

“We have a connection,” Barham said of Diaz. “It’s like we have a sixth sense. If we are going for the same ball, but I know she wants it, I back off. It’s a gut feeling. It’s a switchand-go.”

At halftime, she rallies the team.

She leads the cheers in the huddle.

She’s not afraid to tell a teammate to work harder.

“She’s a good leader,” said Scott Crooke, who is in his first full season as the team’s head coach. “She’s a vocal leader. The team looks up to her; she’s made it over these hurdles.”

Crooke wasn’t happy about the 8-0 loss Dec. 9. But, he tries not to worry about wins and losses.

“I have 11 seniors,” he said. “They know I support them. I’m here for them more than I’m here for the soccer.”

As much as she hates to lose, Barham is also in it for her teammates first.

“Soccer is like home,” she said.

“It’s the place I feel safe. I’m never going to get this back. This season, I want the connection with the girls to be good. Playing with these girls for four years — they are my family. We have ups and downs throughout our lives of soccer, but this is my team. I wouldn’t want any other team.”

Pirates co-captain Nick Ferrer showed off his ball control wizardry throughout the game, suddenly shifting to full speed while seemingly keeping one cleat on the ball at all times. He scored both Matanzas goals.

“You know he’s not going to lose the ball if it comes to him,” Pirates head coach Beto Aguilar said.

Matanzas co-captains Aiden Sauco and Joseph “Fuji” Powell also helped keep possession for the Pirates; at one point, Aguilar said he counted about eight passes in a row for his team.

The scoring started when Bulldogs senior Myles Clymer darted in front of Pirates goalkeeper Ben Kopach and redirected the ball to the net. FPC head coach Ramtin Amiri praised the effort, calling it a “poacher’s goal,” as it seemed to catch Matanzas by surprise.

The second Bulldogs goal was by freshman Mikhail Zysek, who has been a revelation for Amiri. Zysek started the season on junior varsity as a defender and filled in one game for star Schmidt Joseph as a forward on varsity. Three years ago, when coach John White started a dedicated girls wrestling team at Matanzas High School, he had eight girls on the squad.

Last year, that number grew to 12. This season, the first year that girls wrestling is sanctioned by the Florida High School Athletic Association, White has 23 wrestlers on his team.

White had led the Pirates’ wrestling program for 14 years, back when there were no high school girls wrestling teams. The girls who joined his program back then wrestled with and against the boys.

He said he wanted to start a girls program, and the administration was all in. T.J. Gillin took over the boys team, and White became a full-time girls wrestling coach.”

The Pirates finished third in both of the tournaments they’ve competed in so far this season. They were third out of 30 teams at the seasonopening Titan Clash at Orange City University, and they were third behind South Dade and Orlando Freedom at the Ponte Vedra Girls IBT on Dec. 11.

“We should be one of the top five teams (at state), along with Freedom, Dr. Phillips and South Dade,” White said.

The Pirates had two weightclass winners at Ponte Vedra: Mariah Mills at 105 pounds and Tesla Kirkland at 115.

Christina Borgmann (120) and Gabby Proctor (190) placed third. Marissa Roberts (130) and Saiomy Cabrera (135) placed fifth.

Some of the team’s top wrestlers, including Isabella Tietje and Tiana Fries, have been injured.

“Once we get the other girls in the lineup and keep working hard, we’ll make a run for a state title,” White said.

Whoever wins that title this season will be etched in the FHSAA record book for eternity as the first girls wrestling team to win an official state championship.

weekends, and they competed in the independent state championship at Orlando Dr. Phillips High School.

Meanwhile, he worked behind the scenes to get the FHSAA to adopt girls wrestling as an official sport. He was a member of the advisory committee that finally, after some fits and starts, convinced the organization’s board of directors to sanction the sport.

“The way we got it passed was to make it another division within boys wrestling,” White said. “We follow all the same rules. It worked to have some tournaments together.

It was our way of getting it passed a lot quicker.”

The girls state tournament will run concurrently with the boys individual bracket tournament March 3-5 at Silver Spurs Arena in Kissimmee.

It will likely take some time before there is a girls duals season as neophyte programs catch up with Matanzas and other established teams.

“Almost all of the Orlando high schools have full teams,” White said. “Orlando has always been a hotbed for girls wrestling. The outlying areas are growing rapidly.”

For a while, the rich, like Matanzas, will get richer, as girls who want to wrestle will flock to schools that have a dedicated coach and enough girls where they don’t have to wrestle against boys in practice.

As a result, most of the wrestlers on the Matanzas girls team are freshmen.

“My girls won’t wrestle against boys now,” White said.

“There’s no reason for it.”

But the boys and girls do share the same weight room.

“The room’s a little tighter, but we make it work,” White said. “I couldn’t do it without support from the boys coach.

Both teams support each other. We’re one team.”

“We have almost 60 ath-

pounds at the Class 3A meet.

Dodge was fifth at 170 pounds.

“I can see us having 10 or 11 state qualifiers this season,” said FPC coach Zach Sanford.

At the Capital City Classic, Matanzas’ Dylan Parkinson came in unseeded and defeated two returning state qualifiers on the way to a second-place finish at 132 pounds. Carter Wilder (113) and Toryion Stallings (120) finished third; Landon Wright (182) finished fourth; and Bradyn Cox lost to Somerset Academy’s Noah Perez in the 160-pound quarterfinals and then came back to pin Perez in the fifth-place match.

“We try to go to this tournament every year,” Gillin said of the Capital City Classic. “It’s full of top teams from our region in addition to Somerset.”

Somerset, which won the Class 1A dual and individual bracket titles last season, won the Tallahassee tournament, while the Pirates finished seventh out of 17 teams.

Matanzas and FPC both have busy schedules through the winter break, heading into district duals Jan. 4 (FPC at Seminole) and Jan. 6 (Matanzas at New Smyrna Beach).

Both teams will compete in the Johnny Rouse Invitational at Oviedo Hagerty on Dec. 17-18.

Pirates expect to contend at FHSAA’s first girls wrestling championships

While Flagler Palm Coast’s wrestling team dominated the William Nutter Memorial at Merritt Island on Dec. 10-11, Matanzas produced six medalists at the high-powered Capital City Classic at Tallahassee Chiles.

Pirates sophomore Jordan Mills won the 170-pound championship in Tallahassee with four consecutive pins.

The sophomore improved to 8-0 on the season, with all of his victories ending in a pin.

“Even though he has been so dominant, we’re still finding things he can work on,” Matanzas coach T.J. Gillin said. “He’s one of the guys we’re truly grooming to be a state champion at the end of the year.”

Eight FPC wrestlers won titles; eight others finished in the top four, as the Bulldogs cruised to the William Nutter team title with 176 points.

Host Merritt Island was a distant second with 115 points.

to 10-0 on his way to the 170-pound title. Senior Felipe Costa wrestled in his first matches of the season, and won five straight to win the 145-pound title.

Two other Bulldogs won their first tournament titles: freshman Timothy McLean and junior Dalton Schell. McLean won at 106 pounds with three pins and a 14-6 major decision. Schell had four consecutive pins at 220, including a 43-second fall in the final over James Rasberry of Orlando Boone.

FPC’s other weight class winners were Kole Hannant, who had four straight pins to win at 120; John Hald at 132; Tim King at 152; and Garrick Schwartz at 195.

Hald recorded a thirdperiod takedown in the final against Merritt Island’s Eddie Sears to win by a 7-6 decision.

Matthew Shipp (113), Marcelo Gonzalez (182) and Seth Davis (285) were runnersup; Brendan Buckles (152) and Dylan Bennett (152B) each finished third; and Ethaniel Laupepa (220), Logan Salatin (160) and Kelton Howard (170) took home fourth-place medals.

The Bulldogs returned six state qualifiers this season: Hannant, Hald, King, DeFord, Bryce Dodge and Gonzalez.

Starry Nights Lighting up Flagler Beach businesses — and lifeguard chairs — for the holidays ABBIE PACE CONTRIBUTING WRITER

Light-viewing glasses are available for free at Flagler Beach Pier Bait, Tackle, and Gift Shop, as part of Starry Nights, a tourism effort started last year by Johnny Lulgjuraj, president of the Flagler Beach Business Bureau and co-owner of Oceanside Beach Bar and Grill. Asking businesses to light up their storefronts was his reaction to the gloom of the pandemic.

“We wanted to unite and bring people together in a safe, positive way, and spark some economic prosperity,” Lulgjuraj said.

Many business and other organizations help make Starry Nights possible. The county’s tourism

office, Palm Coast and the Flagler Beaches, sponsors the lighting of the pier yearly; this year it also decorated a wreath, which is on display at the pier, Flagler County Destination Development and Community Engagement Manager Debra Naughton said. M and G Holiday and Event Lighting constructed the stars lit aside the pier, reflecting smoothly through each wave.

Other businesses participated by decorating lifeguard chairs on display in Veterans Park: South Flagler Creatives, Tortugas Florida Kitchen and Bar, The Turtle Shack, Northside of Flagler Beach, Snack Jacks, Funky Pelican, Oceanside, and Beach Front Grille.

Flagler Strong Inc. affixed a wooden sign to its chair, reading “Caleb Strong,” and added a box where visitors can place Christmas letters for Caleb Struble, a Flagler Beach lifeguard who was injured during training exercises this summer.

Callahan-Hennessey had help decorating Struble’s chair: Nikki Osmun, treasurer of Flagler Strong, and her husband, Bill; came up with the plan for the chair, and CallahanHennessey’s husband, Pete Hennessey, also helped.

“Figuring out how to keep Santa in place was challenging,” CallahanHennessey said. “He is a life-sized dummy and very heavy.”

Struble and his family are currently residing in Atlanta, Georgia, near his hospital. The “Letters for Caleb” will be mailed to him at his Georgia residence, in hopes of delivering strength and positivity to him this Christmas.

Despite the turmoil Caleb has faced this year, he remains in good spirits,” Callahan-Hennessey said. “He has come a long way, but still has a long way to go, and we want him to know we are here to support him.”
