I’m not the best at playing make-believe with my children. My 6-year-old daughter, Kennedy, acts as game master, directing 3-year-old Luke as her customer or her pet dog or her baby, depending on the game.

When they ask me to join in, I get bored immediately.

“What are the rules, here?”

I’ll ask. “What are we trying to accomplish?”

“We’re playing Library,” Kennedy will say. She has all the doors to the entertainment center wide open, and she’s surrounded by books, while Luke dutifully approaches her “desk” and requests one. Kennedy then pretends to print out a receipt for him.

“And then what?” I ask.

“Then he comes back and gets another book,” she says, the happiest librarian you’ll ever meet.

One night, I agree to play Hotel with them. Kennedy, the

manager, sets out a row of granola bars and crackers and calls it the breakfast bar. I arrive as her first customer.

“Where’s your luggage?” she asks.

“I don’t have any,” I say.

“Just pretend, Dad,” she says.

“Right this way.” She leads me to Luke’s bedroom, which is now Room 110 in the hotel.

“Have a good night,” she says with a smile, and she closes the door.

I secretly escape and answer some work emails.

The next day, while Kennedy is at school, Luke is cranky. I’m focused on my laptop, trying to get him to look at books to keep him occupied, but he keeps begging to watch TV. I avoid it as long as possible but finally relent.

He turns on “Bluey,” a cartoon about a family of bipedal dogs on Disney+. In each episode, the mom and dad dogs play makebelieve games with their two young children. The dad often acts as game master, and they end up laughing and making great memories as a family.

“What a great idea for a show,” I think to myself. “I bet it’s great for kids who get stuck watching TV all the time.”

Luke is zoning out. He watches two more episodes.

Then I realize that Luke is one of those kids who is watching TV instead of playing make-believe.

And I’m sitting right next to him.

Sigh.

“Bluey” is a show available on Disney+ about a family of bipedal, cartoon dogs. And it’s funny even for adults.

The next day, while I’m driving Kennedy and Luke on an errand, I give it a shot. “We’re on a pirate ship,” I say, tentatively, from the driver’s seat.

Luke’s eyes brighten. A smile spreads across his face.

Kennedy raises an eyebrow.

“Dad, no we’re not.”

“And if you don’t do exactly what I say, you’re both walking the plank,” I continue. I don’t have a lot to work with, so I lift up an armrest. “If I do this, you have to raise your hands.”

After a couple of tries, Luke and Kennedy are both giggling.

I have no idea what to do next.

The rules change on a whim, and there seems to be no point whatsoever.

And that’s just how they like it.

THANK YOU TO OUR CHAMPIONS Barbara Ann (Tomasini) Petrella passed away at home on October 7, 2021 after a long battle with cancer.

Barbara was born on November 20 1943 to Victor and Laura Tomasini in Danbury, Ct. She graduated from Danbury High School in 1961. On May 25 1963, She married Mario Petrella. They have one daughter, Lauren. In 1997, they moved to Palm Coast, Fl. Generous, kind and loving are some of the best words to describe her. She was a friend to all she met. Her smile, laughter and love will be greatly missed.

Barbara is survived by her husband, Mario, her daughter, Lauren, her two grandchildren, Morgan and Jordan, her two brothers, Richard and Gary.

In lieu of flowers please consider donating to The Shriners, St. Jude’s children’s hospital, the Flagler Humane Society or The American Cancer Society which were some of her favorite charities.

A mass will be held at Santa Maria Del Mar in Flagler Beach on November 20, 2021 at 10:00.

A

bout a mile south of State Road 100, on Seminole Woods Boulevard, you may see a dump truck turning west onto Airport Commerce Center Way. But there’s no airport visible where it’s heading, and there’s no commerce — only dirt.

The truck will drive another thousand feet, and, after a culde-sac of sorts, an unpaved road leads to what could be described as Palm Coast’s best try at the Grand Canyon. It’s about 30 feet deep and covers 25 acres.

The dump truck continues around the rim and down a slope, where it’s loaded up by a Caterpillar hydraulic excavator. From the top of the canyon, the construction vehicles below look like Tonka toy trucks. A pump runs 24 hours per day to prevent flooding in the canyon, which is technically called a borrow pit because dirt is borrowed from it for other purposes. The fill dirt — at $5 per cubic yard — in this particular dump truck load could be used to raise the elevation of a cleared lot so that a single-family home can be built in your neighborhood.

But mostly, the dirt is used by the company that owns it, Cline Construction, for major infrastructure and utility projects.

Scott Sowers joined the company as a summer laborer 25 years ago and worked his way up to vice president and, since 2012, president. He listed several Palm Coast landmarks for which the company, founded by Sam Cline, laid pipes and asphalt: Cline fourlaned Old Kings Road from State Road 100 to Central Avenue, and

it prepared the land and paved the lots where The Home Depot, Lowe’s, Island Walk and Albertson’s (now Publix) were built.

Cline Construction also cleared the land and paved the lot for Perkins restaurant at Palm Coast Parkway and Boulder Rock Drive.

When that closed and was demolished decades later, Cline was hired to prepare the lot for Chickfil-A to built.

The Citation Boulevard paving project (which has been delayed by a wide variety of issues, including the death of a vaccinated supervisor due to COVID-19, as well as supply chain disruptions) is being performed mostly for maintenance: The stormwater pipes are 50 years old and could fail, like the pipes did under Royal Palms Parkway recently, unless they’re replaced.

“People don’t see it — it’s underground — but it takes time to get it right,” Sowers said. “It keeps toilets flushing and water running to your faucets. People take it for granted, but it doesn’t magically happen without projects like this to keep things functioning.”

Construction is sure to continue in the county, which is why Cline is planning to double the future span of its Grand Canyonlike borrow pit, beginning in early 2022. Out west, forestry company Rayonier is also building a new, 26-acre borrow pit. There are about a dozen such pits already in Flagler County — with Cline’s the most central and therefore the most affordable, since the biggest cost is hauling.

“Fortunately or unfortunately, construction is still a big part of our economy,” Sowers said.

The borrow pit is about 30 feet deep at its maximum and requires a water pump 24/7 to keep it dry.

“Right now, we’re feeling the difficulty of buying materials from out of the county that we don’t have control of. But we have control over the fill dirt.”

Local coquina rock was also used to shore up State Road A1A, thanks to borrow pits.

State permits only allow the excavators to dig so deep, and they also eventually hit clay, which isn’t useful for fill dirt. At that point, Sowers said, the borrow pit off Seminole Woods Parkway will have run its course, and Cline will “take out” the berm that forms its southern ridge. That berm is all that separates the pit from the city’s Iriquois Canal, so connecting the two will allow the canal to spread out into a deep, wide section, increasing the city’s stormwater capacity.

That day, when it comes, will benefit the neighborhoods that surround it, making them safer during major storms. And it’s another Cline project that most people will never know ever happened.

Palm Coast residents pay $20.36 a month for twiceweekly garbage pickup and once a week recycling service from Waste Pro, the trash hauling company the city has contracted with for about 15 years.

Those rates are likely to go up: Waste Pro’s contract expires in 2022, and when the city government solicited bids for a new contact, both Waste Pro and the one other company that submitted a bid quoted prices that are considerably higher than the current ones.

Waste Pro’s was the lower of the two. For service equivalent to what it’s providing now, Waste Pro is asking for

$26.47. The other company that submitted a bid, FCC Environmental Services, is asking even more — $33.84 — for the same service.

Both companies also quoted prices for three other service levels, including once-weekly pickup, but even the once-aweek rates are a few dollars a month more than Palm Coast residents pay now (see the sidebar at left for all of them).

Palm Coast has been less than satisfied with Waste Pro, repeatedly fining the waste hauler in recent years for breaching its contract by missing pickups or arriving late.

The city fined Waste Pro $4,280 in 2020 and $43,385

in 2019. So far this year, it has fined Waste Pro $50,280, according to city records.

In April, after conducting a resident survey on trash pickup preferences, the city issued a news release chastising Waste Pro for its missed pickups, advising residents to call City Hall’s customer service number or submit a complaint on Palm Coast Connect if Waste Pro missed their pickup, and stating that the city was seeking out alternative haulers to assist in case Waste Pro didn’t meet its obligations.

The city went out to bid in May, with city staff warning of a potential cost increase.

The Florida Department of Transportation and local partners are celebrating FDOT’s fourth-annual Mobility Week from Oct. 29 to Nov. 5, holding events to encourage Floridians to make smart transportation choices.

Palm Coast will be holding three special events.

The kickoff event, at noon on Friday, Oct. 29, will be a walk with Mayor David Alfin at Central Park. Meet at the park’s amphitheater for some brisk laps around the fountain with friendly conversation.

The second event will be at 10 a.m. Saturday, Oct. 30: Alfin, with city and county staff members, will hold a talk at the Palm Coast Community Center about transportation projects in Flagler County, then lead a bike ride down St. Joe Walkway to Linear Park with Vice Mayor Eddie Branquinho.

The final event — “Our Neck of the Woods,” with the Palm Coast Fire Department at 10 a.m. Wednesday, Nov. 3, at Linear Park — offers a chance to get the kids involved, with an interactive story, craft time, and a walk through Linear Park. The Fire Department will also offer free car seat checks.

Mobility Week also features the statewide “Love to Ride Florida” bicycle challenge.

it’s hard to make an arrest in those cases.

For clearer cases with physical violence, he said, the FCSO has a “pro-arrest policy” to keep violence from escalating.

Giaccone said that preventing domestic violence starts young, with parents modeling healthy relationships.

People who fear that their own relationship to a family member is abusive should reach out to a mental health provider, she said.

People who suspect that others in their lives may be victims of domestic violence can help by being willing to ask people about how their lives are going, she said.

“Please don’t be afraid to ask someone how they’re doing and if they need support,” she said.

If they do need help, she added, share the Family Life Center’s domestic violence hotline number: 386-437-3505.

There were four domestic violence-related murders in Flagler County in 2017. That number prompted the Sheriff’s Office to create a task force dedicated to preventing and responding to domestic violence cases.

For a while, domestic violencerelated cases and injunction violations decreased. But COVID-19 seems to have reversed that trend, Flagler County Sheriff Rick Staly said on Flagler Broadcasting’s “Free For All Friday” on Oct. 22.

“Everything was going great: Domestic violence reports were down, arrests were down and then COVID came,” he said.

This year, there’s been a 4% increase in reported domestic violence offenses and a 14% increase in arrests.

The more notable rise in arrests, Staly said, “means it’s becoming more physical, because we’re able to determine who the aggressor is based on the evidence.”

Violations of injunction have increased this year by 41%, Staly said.

The reported numbers are presumably an undercount due to victims’ reluctance to report.

Trish Giaccone, chief executive officer of the local domestic violence shelter called the Family Life Center, noted that victims are often financially dependent on their abusers, and may be afraid of calling police who might then jail the family’s primary earner, or, by their presence, affect the family’s reputation.

“There really is that reluctance, not only for the possibility of arrest, but also now the neighborhood is seeing law enforcement parked in front of their home,” Giaccone said.

Staly recalled an incident early in his career as a deputy: A woman had called 911 because her husband was beating her. Staly and other deputies arrived, and the woman grabbed a glass lampshade and tried to hit Staly over the head with it. Such reactions aren’t uncommon.

“The person that’s making the majority of the income is about to be arrested, and that’s not what they wanted,” Staly said.

COVID-19-related job losses or reductions in work hours may have left some victims even more reliant on income from their abusers. Abusers often use finances in other ways to exert control over victims. Occasionally, Staly said, victims reach out to the Sheriff’s Office about financial or emotional abuse, but

might need to be asked more than once before they’re comfortable talking.

“They may tell you everything is fine 15 times,” he said. “But the 16th time you ask that over the course of a few weeks or a couple of months, they might say, ‘You know, I really could use some help.’ And that’s when you get the Family Life Center involved, or law enforcement. ... We don’t like making these arrests, but what we don’t like worse is going to a serious crime or a homicide.”

Student representatives talk town halls, dress code Have schools returned to normal, or is this another stressful year with COVID?

I

t was a trial by fire for Flagler Student School Board Members Kaylee Briggs and Karissa Jackson. Their first School Board meeting on Sept. 21 was interrupted as speakers at times became combative.

But the high school seniors were not scared off. The school district began the Student School Board Member program in 2002. The students, representing both local high schools, have non-voting seats on the dais.

Both Jackson and Briggs have extremely busy schedules without being Student School Board members. Jackson, a Matanzas student, has a 4.98 GPA, ranking in the top 10 of her class. She is dual-enrolled at Daytona State College and is working toward a Cambridge AICE International Diploma. She president of the Matanzas Honor Society, is on the weightlifting team and plays lacrosse. Jackson’s dream college is the University of Pennsylvania, where she wants to pursue a degree in systems engineering.

Briggs, a Flagler Palm Coast student, has a 5.187 GPA in the International Baccalaureate program. She is the cadet group commander in the Air Force JROTC, is active in several clubs and is interning with Coastal Cloud LLC. She would like to attend the University of Florida and major in mathematics or engineering.

They sat down with the Observer before their second School Board meeting and discussed why they wanted to represent their schools and what issues are important to their classmates.

Why did you decide to be Student School Board members?

Karissa: It gave me an opportunity to provide a voice for the students.

Kaylee: Being a student voice, I think, that’s really powerful, especially among adults who perhaps have become a little more removed from what the classroom is like and what it may be really like to be a student.

What School Board issues are you most interested in?

Karissa: I think primarily the dress code. It’s the issue that students are most concerned about, and I think it’s definitely time that we change it and update it so that more students are comfortable with what they’re wearing, and that they can express themselves with their clothes. Another thing is student mental health with COVID-19 and school shootings and just dealing with the stress of our everyday lives.

I feel like students are in a very vulnerable place. ... I think it’s time for the School Board to show that they care about students’ mental wellbeing.

Kaylee: I totally agree about the dress code as the foremost issue.

Karissa and (School Board member Cheryl Massaro) and I are all putting together a teen town hall. So that will bring even more student voices to the School Board, albeit indirectly. Other topics that we’ll have at our teen town hall meetings include tobacco use, and students vaping e-cigarettes. Things like that are all current issues to the students.

Picking issues that connect with students is what’s going to get the best engagement out of them, and to truly engage the public opinion at the schools is super valuable, I think.

Going back to dress code, what would you like to see and what have you heard from your fellow students?

Karissa: Instead of bottoms having to be (no shorter than) four inches above your knee, it should really come mid-thigh; being able to wear shirts that don’t have a collar and being able to wear athletic wear that doesn’t necessarily have the school logo; and sweat pants, joggers, any of those types of bottoms as well.

Kaylee: I know FPC has a dress code committee of sorts. Some of their things include pretty much everything Karissa already said about begin more lenient on the type of tops students can wear and really formulating an entire dress code that’s both broad and allows students to feel safe, and still maybe conforms to the professional environment that you’d like to see in a school, but maybe isn’t so stifling.

After your first School Board meeting, did you have second thoughts?

Karissa: I think it was a great opportunity to practice maintaining your composure, even when things can get heated.

Being able to be a good listener and remaining impartial throughout. And showing the community that you care about their issues.

Kaylee: Unexpectedly, I thought it was a really great networking moment after the meeting. I talked to a bunch of people that I probably never would have talked to had I not been at the meeting.

And I think our behavior at the board meeting, well, maybe not admired by our classmates, but they gave us a thumbs up. After we went to the meeting they seemed all that more engaged with what we were doing here.

Dear Editor: At the Matanzas Woods Parkway-U.S. 1 roundabout, they put in those crossing buttons that were suppose to get drivers to yield right of way to people crossing the road. Doesn’t happen!

I decided to ride up both sides of the U.S. 1 trail and crossed from the east side to the west side. Not a single car slowed or stopped, even when I was in the cross walk; I had to back off three times before I finally crossed when there was no traffic in sight.

Karissa: I think we’re starting to go back to where we were. I think students are still kind of conditioning from virtual learning to in-person. I think this year students are realizing they have to be more on top of work. I think teachers were more lenient in the past because of COVID-19.

Kaylee: I would say a challenge would definitely be school morale. Even among teachers and faculty, getting everybody back into a swing of things.

FPC’s done a lot of things to try to help with school spirit, whether it be student sections at football games or just trying to push that feeling of normality to get things back to where they were before.

Karissa: I think the homecoming celebrations have definitely helped with increasing school spirit. That was probably low before, and really uniting students again.

Karissa: I think one of the changes I would make would be to introduce an orchestra program at my school. We do have the Flagler Youth Orchestra. I was a part of it for about 10 years, and I loved every moment of it. But I think allowing students to play in an orchestra in school and allowing for that collaboration between string orchestra and band and string orchestra and the theater program, playing in the pit, I think that would present a great opportunity to expand the already amazing music program that we have in Flagler County.

Kaylee: If I was queen of the school …

Karissa: You would make everybody join ROTC. Kaylee: (Laughing) I would make everyone join ROTC. No, not at all. Obviously, that’s a focus for me. I think it’s a great program. I think it should have a lot of attention. Even in ROTC there’s a lot of sub-organizations that students participate in. I think it’s such a great program, and I think a lot of it should be extended.

People are so unfamiliar with roundabouts that they pay more attention on how to navigate them than to any pedestrians trying to cross.

If you crossed like most people do, expecting cars to stop, this would be a major kill zone. I will continue to cross at the parking lot about half way between Palm Coast Parkway and Matanzas — no cross walk, but much safer. A traffic light like at County Road 206 would have cost less and been much safer. I am a bicyclist with 45 years’ experience.

Thanks to the deputy who stopped to help Dear Editor: I couldn’t get the bolts off my license plate to change it on my car, so I carried the new tag around with me in the front seat. Yesterday, on my way home from the doctor, a deputy pulled me over in front of the hospital, and as he walked up alongside the car, I leaned over the passenger window and handed the plate. He said, “Oh, you’ve got it.” I said, “I knew what you were coming for.”

I explained the situation to him, and he said, “Well, I have a screwdriver and pliers in the trunk of my car. Let me see if I can’t put it on for you.”

He proceeded, on the side of the road at 11 a.m., with cars fly-

ing by, to change my license plate for me. What a fine young man.

I trust my life with the deputies of the Flagler County Sheriff’s Office, and I have for many years. I will continue to do so. It was just a beautiful gesture on his part.

For all the terrible things they endure mentally and physically, for them to be able to do something like this to help somebody who really, really appreciated it has to make them feel as good as it made me feel. Again, whoever you are out there, God bless you, and thank you.

BRIEFS Eighth grader at Buddy Taylor charged with threats to kill

On Oct. 15, the Flagler County Sheriff’s Office school resource deputy of Buddy Taylor Middle School was notified that an eighth grade student made threats to shoot another student while riding the bus home the previous day.

The deputy responded to the homes of both juveniles, and the suspect denied any threats being made or any physical violence occurring. During the investigation, the victim stated the suspect told him he was going to get a gun and shoot him and “he would take a bullet for his sister and everyone else on the bus,” the deputy reported.

The suspect said he and the victim have had an ongoing issue also involving the victim’s sister. The suspect stated that the victim threatened to get his father on the bus and that’s when the suspect threatened to get a gun and shoot him. Upon further questioning, the juvenile suspect stated he made the threat because he was scared the victim’s father was going to harm him.

“This has to stop. Students, violence is not the answer and will only get you in serious trouble,” Sheriff Rick Staly said. “Parents, talk to your children – now!

Whether you think it is a joke or not, making a threat is a crime with serious consequences. We cannot stress the fact enough that making a threat will be taken seriously in Flagler County as we have a zero-tolerance policy.”

The juvenile was arrested and released into the custody of the Department of Juvenile Justice.

False report of school shooting causes lockdown at Rymfire Elementary Rymfire Elementary School went on lockdown on Oct. 26 after a student called 911 and falsely

GAVINS SENTENCED TO 40 YEARS FOR MURDER OF LOCAL TEEN reported a school shooting, according to the Flagler County Sheriff’s Office.

The student made the call at about 12:23 p.m. Oct. 26. Sheriff’s Office deputies and local firefighters responded and cleared the school by 1 p.m., determining that there was no threat.

“Whether they did it as a joke or a prank, we are unsure at this time, but that child is going to be questioned and more than likely there will be consequences,” FCSO Public Affairs Officer Melissa Morreale said.

A similar incident happened on Sept. 2, when the same 11-yearold girl at the school called 911 and said, falsely, that she’d heard gunshots.

She later told law enforcement that other students had urged her to make the call as a prank.

At over 100 cases, Flagler Tax Service fraud case turned over to feds Since August 2021, the Flagler County Sheriff’s Office has opened over 100 cases from victims of an alleged schemed to defraud clients of Flagler Tax Services. The FCSO General Assignment Detectives have conducted approximately 85 interviews with victims and federal authorities are now taking over this investigation.

Fugitives arrested during traffic stop On Oct. 19, the Flagler County Sheriff’s Office conducted a traffic stop at the intersection of State Road 100 and I-95 on an

Marion Gavins, 20, has been sentenced to 40 years in prison for the murder of Palm Coast teen Curtis Gray.

Circuit Judge Terence Perkins pronounced Gavins’ sentence on Oct. 22 after Gavins pleaded guilty to a charge of first-degree murder, according to a news release from the State Attorney’s Office. Perkins also sentenced Gavins to five years in prison for assaulting a corrections deputy in jail.

SUV whose registered owner had a nationwide warrant out of Missouri for violation of probation, forgery and theft.

During a search of the vehicle, deputies located a hat on the rear passenger floorboard containing two glass pipes and a small green container filled with crack cocaine.

Both suspects were transported to the Sheriff Perry Hall Inmate Detention Facility and were held on no bond, awaiting extradition.

Putnam had a warrant for child molestation

On Oct. 21, the Flagler County Sheriff’s Office was conducting routine patrol when deputies were alerted of a vehicle whose registered owner, Derrick Davis Jr., was wanted in Putnam County for Molestation of a Minor. His warrant was for several charges of Lewd and Lascivious Molestation by a Person 18 or Older on a Victim 12 or Younger and Capital Sexual Battery on a Person Less than 12 Years Old. Davis was arrested and is being held on no bond.

The murder occurred in the early morning hours of April 13, 2019.

Gray, 18 and an FPC track team member and former Matanzas football player, was outside a smoke shop on Belle Terre Parkway when an SUV approached, with Gavins in the rear seat.

Gray walked toward the car, and Gavins, then 17, said something to him then shot him in the abdomen before pointing a Team training course. The K-9 team is now active on full-duty patrol in Flagler County.

K-9 Baro is a 4-year-old German shepherd born on June 18, 2017. He was donated to the FCSO by Dr. Caesar DePaco in 2018. K-9 Baro is a dual-purpose K-9 training in narcotics detection and apprehension. He assists with searches for felony criminal suspects who are often violent or armed. Dawson and Baro are now ready to respond to calls for service, aid FCSO deputies in searching for suspects or narcotics, and help keep the streets of Flagler County safe.

“Our K-9 teams are important an important part of keeping our community safe and catching criminals,” Sheriff Rick Staly said.

“The training course certifies them to actively deploy focusing on area and building searches, tracking, criminal apprehension, and article and evidence searches. With the training now complete, they’re ready to serve and protect Flagler County.”

Jax man, wanted for attempted murder, arrested in Flagler On Oct. 24, the Flagler County Sheriff’s Office located a vehicle whose registered owner was a fugitive from Jacksonville. The driver was identified as Alexander Wingard, who was wanted for attempted murder. He is now being held on $875,012 bond pending his transfer to Jacksonville.

Gray was airlifted to Halifax Health, and described his shooter on the way there. He died later the same day.

There were multiple witnesses to the shooting, and deputies caught Gavins 36 hours later.

He had a criminal history dating back to 2014.

Gavins’ sentence will be reviewed after he has served 25 years.

Grenade discovered at traffic stop On Monday, Oct. 25, the Flagler County Sheriff’s Office conducted a traffic stop on County Road 305 in Bunnell on a Dodge pickup truck with an expired tag and a registered owner whose driver’s license expired in 2019. The driver was arrested. But deputies found other unexpected items in the truck.

A search of his vehicle revealed drug paraphernalia — and a grenade. The driver said he had cleaned out a veteran’s home and found the grenade and decided to keep it. He didn’t know whether it was active.

FCSO closed SR 305 between SR 100 West and CR 302 and diverted traffic to ensure the safety of the community. FCSO requested assistance from the St. John’s County Explosive Ordinance Disposal to determine if it was a real grenade or a prop replica. SJCSO responded and after conducting an investigation, including an Xray of the device, it was believed to be a real grenade. The grenade was removed from the vehicle and safely detonated by SJCSO EOD experts at a nearby countyowned facility.

The driver has a criminal history in both Florida and Georgia, including charges of Burglary, Possession of Sea Oats, and Rape.

“Here’s a prime example of how deputies never know what a traffic stop may turn into,” Sheriff Rick Staly said.

Palm Coast city manager position draws 91 applicants, none internal City Council members will each present their top five selections on Nov. 17.

A total of 91 people have applied for the position of Palm Coast city manager, but applicants do not include the city’s most senior staff members: Interim City Manager Denise Bevan and Fire Chief Jerry Forte did not apply, nor did other city employees, Palm Coast’s human resources manager told the Palm Coast City Council at an Oct. 19 meeting.

Of the applicants, 20 have worked as city or county managers or administrators and another six have served as assistant city or county managers. A total of 43 have some form of municipal government experience. Others have held administrative or leadership positions in school districts or police departments or in federal agencies or the military.

Of those with city or county manager or assistant manager experience, 10 had that experience in Florida, including current Fort Meade city manager Jan Bagnall and Surfside town manager Andrew Hyatt.

There were also applications from former city or county managers of the Town of Sneads, Lake City, Brookesville, Hernando County and Gainesville.

Among the local applicants,

attorney and former Flagler County Sheriff Jim Manfre submitted an application, as did former Flagler Schools assistant superintendent for instruction Phyllis Edwards.

A number of applicants seemed to have backgrounds entirely unrelated to the city manager position: There were applications from teachers, restaurant workers, office managers, lawyers and salespeople; one person submitted a poem rather than a resume.

Speaking at the council meeting on Oct. 19, Mayor David Alfin appealed to the council to consider coming together when it comes time to select the manager.

“I’ve been wanting to say this, and whether you all agree or not I’m going to say it anyway: It would be a perfect situation if at the end of this process, we were all able to unanimously choose a city manager,” Alfin said. “I have no person in mind. But I’d like to install that thought. If it’s possible, if we would have unanimity in our choice, it would be a great pat on the back for the future of the city of Palm Coast.”

City Council members will be provided with binders containing all of the applicants’ application materials.

At a meeting at 6 p.m. on Nov. 17, each of the five council members will present his top five picks, narrowing the total to a maximum of 25 applicants.

The council will then select a shortlist for interviews.

L E T T E RS Fix the swales before the city’s canals Dear Editor: I read your last article about letting the people do a survey on dredging the area in the C-Section. I think before they start doing anything to get a handful of boats out to open water, they need to fix the roads and swales in Palm Coast.

When dredging these canals, where do you stop? How deep?

How wide?

If you bought a lot or a home in that area, you should’ve asked that question: Can I get my boat out? If you didn’t, you’re not a real boater. And you’ve wasted your money. If you paid $600,000-$700,000 for a home in the canal and you don’t know if your boat will get in and out, that’s your problem.

And if they really want to dredge, those people in that area should be given a special tax to handle their needs and not the rest of the city; after all, who benefits from it? There are still roads in the city of Palm Coast that need paint to separate the lanes. Just drive down Wellington.

Vaccines need to be available in poor countries Dear Editor: We need a way to provide everyone with the vaccines,

so that the world is protected against the coronavirus.

First, I believe that the process of making the vaccines should be sped up, so that they are distributed to more places and no place can say that they are out of vaccine.

Second, vaccines should be put in more poor parts of the world so other people can get it.

The whole world needs to have immunity, not just people with money.

Third, I think that scientists should also make it where getting one vaccination is enough so it can work around people’s schedules better with not getting a second shot.

FLEEING CRIMINAL STUMBLES ACROSS GROUP OF RETIRED COPS, GETS BUSTED 7:51 p.m. Southbound Interstate 95 near Mile Marker 287 Fleeing and eluding. A 23-yearold man fled a Highway Patrol traffic stop on I-95, crashed his car, dashed into the woods, then emerged in the worst (for him) possible place: In the parking lot of a hotel where a group of retired law enforcement officers were chatting.

The retired officers noticed the commotion and detained the man until Highway Patrol troopers arrived to arrest him.

The man’s driver’s license had been revoked for multiple violations, the troopers found. They arrested the man on multiple charges.

OCT. 20

SALTED POT Someone called the county dispatch center to report a suspicious package on the beach. The package turned out to be a load of marijuana, wrapped in plastic, about 1 foot square.

The pot itself was soaked in seawater and covered in marine growth.

Deputies took it into evidence.

Flagler Beach is planning to replace its wastewater plant to avoid discharging the treated wastewater into the Intracoastal, and likely won’t have to add as much capacity as it initially thought — at least, not yet, an expert told Flagler Beach city commissioners at a commission meeting on Oct. 14.

CPH Inc., an architectural and engineering firm, has been designing a new plant for the city and is about 80% complete, CPH Vice President Benjamin Fries told commissioners at the meeting.

“Now we just have to do a few little things, and the money will be handed over, and we’ll be good to go,” he said.

The project is on schedule to go out to bid for construction in the first quarter of 2022, Fries said. It will likely take approximately 18 months to build.

That’s important, because upcoming legal changes in the state of Florida will soon make it illegal to discharge treated waste-

water into the Intracoastal.

All of Flagler Beach’s treated wastewater goes there now, so the city needs a way to make the wastewater reusable as reclaimed water so that it can stop those discharges.

The city’s current wastewater treatment plant doesn’t treat wastewater sufficiently to allow the treated water to become usable as reclaimed water.

The water’s salt content is too high, even after treatment at the current plant.

Fries hopes to be done with the design for the new plant by Thanksgiving, and already has a Florida Department of Environmental Protection permit for the new plant, he said.

Grant funding and a state loan will cover much of the work for the new plant.

Flagler Beach had initially been discussing a plant with a treatment capacity of two million gallons per day, but Fries thought that excessive: He’s proposed one that would have the capacity to treat one million gallons per days with capacity to expand to 1.5 million per day.

The only portion of the treatment plant that wouldn’t be able to immediately handle the 1.5 million gallons would be the biological treatment system.

That could be upgraded later to add the additional 500,000 gallons worth of capacity, Fries said.

Two of Flagler County’s lieutenants have been promoted to the rank of battalion chief after a comprehensive series of four day scenarios and tests. Barry Brady and Daniel VanDeusen were promoted of the 10 applicants who tested.

“The position of battalion chief is one of the most critical in the fire service. As the individual responsible for management of shift operations, these men and women are key to the operational success of the department,” said Fire Chief Michael Tucker. “In choosing Chief Barry and Chief VanDeusen, we feel we have selected two individuals who have the knowledge, skills, and abilities to effectively lead the staff of FCFR. These two promotions are foundational to the future success of FCFR in serving the residents and visitors to Flagler County.”

Beginning the week of Sept. 27, the department began its promotional assessment process, involving a four day series of extensive tests, one day of written exams, a full day of role play with actors and a diverse interview panel representing each level of staff.

Barry Brady was hired by Flagler County in May of 2007. He is involved with the development and management of the Wildfire Mitigation team. He has his Fire Officer 1 certification and should be taking the Fire Officer 2 test shortly. He has attended the Florida Prescribed Fire Manager School and is almost complete with his degree in Resource Management and Forestry from the University of Florida.

Daniel VanDeusen began his career in Flagler County in 2005.

He is a paramedic and a registered nurse. He is currently a member of the Technical Rescue Team, Engine Committee and Character Council. VanDeusen is a Fire Officer 1, Instructor 1 and is currently sitting for Fire Officer and Instructor 2.

Fire Department prepares to scare The Hall of Terror — interrupted last year due to the pandemic — is back for its 20th year.

Palm Coast has a spooky tradition that’s almost as old as the city itself: For the past two decades, Palm Coast Fire Department staff and volunteers have created the city’s annual haunted house experience, the Hall of Terror.

When it began, with thenlieutenant (and now Fire Chief) Jerry Forte and Lt. Richard Cline leading the initiative, it was a way to get kids to come to the fire station, where they’d get Halloween candy.

It’s evolved over the years from candy and a few props in the fire station’s lobby into an elaborate production, interrupted for just one year — 2020, due to COVID-19.

“We’re excited that we get to have it again — the excitement’s there that it’s back, and we’re looking forward to having some fun with it,” PCFD Public Information Officer Lt. Patrick Juliano said. “The community loves it. It’s just a fun, exciting thing, and it’s unique: How may fire stations do something like this in the state, or in the country?”

Fire Station 21’s apparatus bay has been transformed into a walk-through haunted house, with this year’s 20th-anniversary theme featuring hits from previous years, when themes included alien invasions and Stephen King stories, among others.

Attendees, Juliano said, will see “a lot of the old classics” from previous years.

He didn’t want to say exactly which: That would spoil the surprise.

Lt. Dan Driscoll is the department’s “boo master,” said Juliano, planning out each year’s Hall of Terror starting the summer before the event, creating a storyline, helping organize the station’s temporary makeover. The actual transformation usually takes about five or six days leading up to the opening night.

About 30-40 Fire Department staff and volunteers volunteer their time, and money for costumes and props, each year to create the event, Juliano said.

This year, the department has upgraded its lights and sound system.

“Folks who are brave enough should come on over,” Juliano said. “We’ve been known to scare some people away!”

FPC’s Hailey Tucker raches semifinals at National Youth Entrepreneurship Challenge The junior, who pitched her Custom F.C. WinMaker Cleats business plan, was one of 12 semifinalists.

Because of the pandemic, Flagler Palm Coast High School junior Hailey Tucker did not get to travel to New York City to participate in the Network for Teaching Entrepreneurship’s national competition.

But the virtual experience was just as rewarding. Without the sightseeing.

“It was an awesome opportunity. I met many other entrepreneurs, and I had a lot of fun doing it,” Tucker said.

After advancing through school, district and regional competitions during her sophomore year, Tucker competed in the NFTE’s National Youth Entrepreneurship Challenge on Oct. 21.

She pitched her business idea — the Custom F.C. Winmaker Cleats — to a panel of judges.

Tucker competed against 32 other high school students and wouldbe entrepreneurs from around the nation.

She advanced through the quarterfinal round to become one of 12 semifinalists. From that group, three finalists were chosen from three virtual rooms of four competitors each.

“I enjoyed talking and pitching about something I love,” said Tucker. “It was a good opportunity to learn more about the business world and entrepreneurship and the different components

that go into a successful business.”

Tucker, a soccer player at FPC and Florida Elite Soccer Academy, came up with the idea for her business after struggling for years to find cleats that fit her feet, were in the colors and designs she liked and wouldn’t fall apart after one season.

Her WinMaker cleats would be customized to a player’s foot shape and have a wide variety of design options. Her $245 price tag, however, seemed to be a sticking point during the question-and-answer session.

“The price point is a bit harder for people to grasp if they’re not soccer players,” Tucker said. “I find I’m paying $300 for a pair of cleats that doesn’t last long and still gives me blisters.”

She still has one more event to

“attend,” the virtual Expo booths, which were postponed because of technical issues.

Tucker said she would like to work in the soccer industry after college, but maybe not with cleats. She said she still may follow through with her business plan at some point. In the meantime, she has learned a wealth of information that she can pass on.

“I didn’t know exactly how much goes into a cleat until I researched it, which ones are for that higher level of play,” she said.

“I know what to look for in a cleat for my position, defensive backfield and some midfield. There are a lot of different brands with a better fit that last longer that not a lot of soccer players in the U.S. know about. All the information I learned I want to pass on to other players.”

TUSCAN GARDENS HOLDS ITS OWN ALZHEIMER’S ‘RIDE’ Kori Dahlberg, resident engagement director at Tuscan Gardens Assisted Living in Palm Coast, asked her friends to bake, for a cause.

The baked goods were sold and raffled off at a bake sale fundraiser, which raised $400 to help residents and associates participate in the Walk to End Alzheimer’s at Daytona State College on Oct. 2. The event was canceled, however, due to rising COVID numbers.

Not to be deterred, it was decided that Tuscan Gardens would hold its own Alzheimer’s walk on Oct. 15. They were supported by Vitas, Accent Home Health, and Trilogy, who provided stations with water and snacks along

Q+ A WITH PETER BUGNET, bishop of The Church of Jesus Christ of Latter-day Saints

‘I want to be in the journey with them’ Mormon, compiled a thousand years of records and compiled it into The Book of Mormon. And so, because that was one distinguishing feature of the church — of course we believe in the Bible and use the Bible daily — but it kind of was a nickname. But because we follow Jesus Christ, and we don’t worship Mormon, it’s important to distinguish what we believe and use the full name of the church.

he world might get pessimistic or negative, but Peter Bugnet refuses to participate in all that. In the decade I have known him, he has always had a smile on his face. This summer, Bugnet (pronounced bun-YAY) was called to be the bishop of the Bunnell Ward of The Church of Jesus Christ of Latter-day Saints, which happens to be the church I attend.

We spoke recently about leadership, service and not rolling your eyes at teenagers.

You became bishop in June.

What have you learned?

I’ve grown up in the church; I was baptized at 8 years old. But this is definitely a new perspective that a “regular” member wouldn’t see or have to worry about. It’s been a real blessing to be able to help in a much greater way.

You always have a smile on your face. What’s your secret?

To me, life is too short. There’s so much joy around me. I’m a scientist, and I love nature, and I love learning how things are put together, and I see it as God’s handiwork. Life is too short to get upset when someone is driving — it’s just a waste of energy.

What are some principles of leadership you try to follow?

What principles guide your response when people come to you for help as bishop?

Ideally, everybody can be self reliant. So yes, we’re going to extend our hand to help people in need, but at the same time, we want to help teach them how to help themselves.

Your main responsibility as bishop is with the youth. What have you learned from the teenagers you serve?

I think I’m lucky in one respect that I taught high school for 13 years in a previous life, and so I really enjoy the youth, 12-18. I love the perspective they have on

things. Being a little more than 50 already, it’s hard to sometimes remember how I saw things back at that age, so it’s lovely to get that fresh take on things. They’re mature enough to understand most of how the world works.

You don’t find yourself rolling your eyes at them sometimes?

I try not to! (Laughs)

Some people call us Mormons.

Can you explain the church’s renewed emphasis on the full name of the church?

You are a former high school science teacher and still a fulltime science geek. Is that fair to say? What does science have to do with faith?

I prefer “nerd.” (Laughs) At graduate school, I ran into this a lot — that most of the professors were not people of faith.

They shunned faith. For me, I always wanted to see, “How did God do this?” Science was simply the tool that he used to create the universe.

You’re also a magician, performing as Peter the Great.

What do you enjoy about entertaining people?

Life gets so serious — there’s a lot of hard stuff out there. So I like to lighten the mood and let people escape for a little bit.

I don’t like to just trick them; that’s not my way. Some mystery in life is good.

performing, you don’t actually deliver many sermons at church. What do you think members of the congregation gain from preparing their own sermons for the worship services?

It’s a lay clergy. If you’re able to teach something, you learn so much more yourself. For example, we will have a topic that we think everybody needs to think about — I have two counselors — and we think about who maybe has some experience with that, but also who in the congregation could benefit from diving into that and sharing it.

Church membership in general is declining in America. What good does church membership do for a community?

Having a faith-filled life lets you get outside yourself. When we’re self-centered, we tend to get bitter, get negative. So, recognizing that there is a higher power helps us to be more loving and to want to serve more. And by serving others, it helps us more than it helps them, often. Some people are able to live a moral life, even with an atheistic approach, and that’s wonderful, but I think a lot of us need a little bit more — the commandments — to help us to stay on the straight and narrow.

I’ve been blessed to avoid so many possible problems because I had that background, and I know what’s right.

I try to follow the example of Jesus, leading not by walking in front, “Hey look at me,” but

or most of the first half, Matanzas played toe to toe with one of the best football teams in Northeast Florida.

The Pirates scored on their first two possessions and led St. Augustine 14-7 before the Yellow Jackets closed out the second quarter with 17 straight points on the way to a 37-21 victory Friday, Oct. 22, at St. Augustine.

“We couldn’t have scripted a better opening start,” Matanzas coach Matt Forrest said. “There are no moral victories, but I thought we played our best game of the season against the toughest team on our schedule to date.”

Noah Cundiff ended an eightplay, game-opening drive with a 17-yard touchdown catch from sophomore quarterback Dakwon Evans. After the Yellow Jackets tied it at 7-7, Matanzas moved methodically downfield again with Evans closing out an 11-play drive with a 10-yard touchdown run.

“The first half we gave it everything we could,” Forrest said. “We played well offensively, but we made mistakes on defense and special teams, and when you play a good team like that, you can’t give them anything.

“St. Augustine has a long-

standing tradition,” Forrest added. “And the thing about them is they don’t get rattled. In the third quarter, when they went up by 17, we went into a lull.”

The Pirates would not score again until Tate Winecoff punched it in with a 2-yard run late in the fourth quarter.

“Our offensive line played a great game,” Forrest said. “Jordan Mills played well on both sides of the ball. Dakwon Evans played his best game of the season, and Noah, besides his touchdown catch, caught a lot of balls underneath.”

Cundiff had 12 receptions for 112 yards. Evans completed 21 of 27 passes for 169 yards.

St. Augustine improved to 5-2 overall, 3-2 in District 4-6A. Matanzas, which saw its twogame winning streak snapped, fell to 3-6 and 1-3.

After 10 straight weeks of football, including the kickoff classic, the Pirates will finally have a bye week before hosting cross-town rival Flagler Palm Coast on Nov. 5 in the season-ending Potato Bowl.

“We’re going to rest and recover,” Forrest said. “A lot of guys are banged up. It’s been a long season. We’re going to focus on ourselves, trying to get better, and we’ll worry about Week 11 when it comes.”

After blanking DeLand 35-0 on Oct. 22 and collecting a forfeit from Pine Ridge three days later, the Bulldogs held out hope of gaining an at-large bid to the playoffs.

top eight teams in RPI in Region 1-8A. The Bulldogs were ranked 14th in the region on Oct. 20, but that was before they trounced fifth-ranked DeLand.

FPC snapped a four-game losing streak with the win and improved to 4-4 with the forfeit.

The Pine Ridge game was to be a makeup after the Panthers canceled the season-opener because of positive COVID-19 tests. FPC also lost a game against Orange City University on Oct. 8.

Coach Robert Paxia said an added game on Friday, Oct. 29, or Monday, Nov. 1, could help FPC’s playoff chances if it’s against a strong opponent.

“It doesn’t make sense to play a one-win team,” he said. “We have to find a solid game.”

FPC’s strength of schedule could be an advantage for the Bulldogs when the final RPI rankings are released. The four teams that beat the Bulldogs this season have a combined record of 27-6.

Paxia was pleased with all three phases of FPC’s game at DeLand.

Garrick Schwartz had 3½ sacks, all in the first half. Freshman Marcus Mitchell rushed for two touchdowns, his first scores of the year. Gerod Tolbert also scored his first touchdown of the season. And D.J. Murray and Preston Roberts each threw a touchdown pass.

“We were finally able to put together a solid game. We didn’t have silly penalties,” Paxia said.

“We’re not out of the playoffs yet.

We’re going to keep battling.”

Twelve Matanzas High School swimmers advanced to the regional championships after competing in the District 3-2A meet in Gainesville on Oct. 21.

Junior Madelyn Derringe set four school records at district to advance in all four events. Individually, she finished second in the 100-yard freestyle with a time of 56.50 seconds and third in the 500-yard free with a time of 5:35.25.

The girls’ 200 freestyle relay team of Karolina Jaronis, Isabella Tietje, Aryanna DiFatta and Derringe broke the school record for the second time this season.

On Oct. 2, they sliced 1/10th of a second off the school record time with a 1:52.70. At district, they decreased their time by more than a second with a 1:51.30 to finish second and enter the Oct. 27 Region 1-2A meet with a sixth seed.

The girls’ 400-yard freestyle relay of Jaronis, Erica Rimstidt, Tietje and Derringe finished third with a school-record time of 3:58.77.

Derringe had the top regional seed among Pirates’ swimmers at No. 4 in the 100 free.

The Matanzas boys golf team won its third consecutive district championship Oct. 25 at Palatka Golf Club. On Oct. 26, the Matanzas girls golf team matched the boys by winning its third consecutive district championship on the same course.

Both Pirates squads advance to regional tournaments. The boys will play at Golden Ocala on Nov. 1. The girls will play at Turkey Creek Golf Club in Alachua on Nov. 2.

Alexandra Gazzoli won medalist honors in the girls District 4-2A tournament. The sophomore had four birdies on the way to a 2-under-par 70 to help the Pirates to a 387 team score. Ocala Vanguard finished second, 60 strokes back at 447, while Menen-

dez was third at 480.

Matanzas freshman Zoe Alred finished finished fourth overall with an 89.

The Matanzas boys won their third district title in three years with a 312, 16 strokes ahead of second-place Tocoi Creek, which is a first-year school in St. Johns County, and 18 strokes ahead of third-place St. Augustine.

Four golfers shot under 80 for the Pirates — senior Marcos Defeo finishing tied for second with a 77, Alek Libby and Ashtin Arlaud tied for fourth with a 78 and Trevor Challice tied for sixth with a 79.

Flagler Palm Coast’s girls team finished fourth in the District 2-3A tournament at Hawkstone Golf and Country Club in Gainesville with a team score of 405. While the Bullodgs did not advance as a team to the regional tourney, Carmella Carlisi and Kate Parsons qualified as individuals.

Carlisi shot 77 and Parsons shot 81. They will get to play at Hawkstone again in the Region 1-3A tourney on Nov. 1.

Granny Nannies celebrates 20 years of providing home care BRENT WORONOFF STAFF WRITER

Joel Fallon opened Granny Nannies Quality Home Care 20 years ago because he had an issue with the company he hired to care for his grandmother.

He found out the caregiver was getting paid $8 an hour, while he was paying the agency $20 an hour.

“I told my wife I’m going to start an agency and do it right,” Fallon said.

That was in August 2001.

Then came Sept. 11, and priorities seemed to change. Fallon was going to move on until his wife, Lynn, said, “Just do it.” So on Oct. 15, 2001, he opened a Granny Nannies franchise in a tiny office on Office Park Drive and hired 10 caregivers.

Twenty years later, the Granny Nannies serving Flagler and St. Johns counties, now at 9 Harbor Center Drive, has 120 caregivers and has provided 1.9 million hours of home care for elderly

“My thing was to help people out,” Fallon said. “It was not until our third or fourth year that I realized it can become a good living.”

On average, the caregivers remain with the agency for fiveplus years, said administrative assistant Kristy Throne.

At Granny Nannies’ 20th anniversary celebration on Oct. 15, three of the original 10 caregivers joined the party. One of them is still on the payroll, Fallon said.

“Now most of our business is word of mouth — referrals from doctors, and people who have used us in the past,” he said.

‘IT’S NOT ABOUT MONEY’

Five years after Fallon survived a horrific airplane crash, he continues to come into the office with his service dog, Oliver.

The airplane, which Fallon was piloting on a short trip to DeLand, broke into pieces. Fallon’s legs were broken in 18 places. He had a knee replacement, and his ankle was restructured. He was in the hospital for four months and in a wheelchair for a year, he said.

Now his airplane trips are limited to the flight simulator in his office.

New restaurant fires up Neapolitan pizza in nearly no-time flat Fire In The Hole features traditional pizza cooked in a wood-fire oven.

If you want to learn about the history of pizza, you can talk to Roger Bradford. If you want to get a taste of history, you can stop by his new restaurant, Fire In The Hole.

Fire In The Hole opened about two weeks ago in Woodland Commons Plaza, 5 Utility Drive. It has

a full menu but specializes in Neapolitan pizza.

As you walk in the door, the first thing you notice is the giant wood-fire oven, followed by the stack of oak wood in front of the counter and smells that will take you back to your Italian grandmother’s kitchen.

“When pizza was invented 300 years ago, it was cooked in a wood-fire oven,” Bradford said.

“We’re trying to keep the Naples tradition going.”

The pizza cooks in about a minute and a half, Bradford said.

“To be true to the art, the crust in the middle is so thin you try to limit the toppings,” said Bradford.

“The crust is charred, which adds to the flavor.”

Bradford was looking to open a pizzeria in Palm Coast in early 2020, but the pandemic delayed his plans.

“I just saw a void in Palm Coast for owner-owned restaurants.

There are too many chains in this town,” he said. “I waited almost a year before I found something, because it was the wrong time.”

Besides pizza, Fire In the Hole has a full bar and offers a variety of salads, entrees and desserts.

Its pizza specialty is the Margherita — San Marsano tomatoes, fresh mozzarella, Parmisan cheese and fresh basil. Flagler County has officially recovered from the COVID-19 pandemic, at least from a jobs perspective. According to the Oct. 22 data release from the Florida Department of Economic Opportunity: Flagler County created 304 jobs in September 2021, Flagler County’s unemployment rate declined to 4.4%, the lowest since Feb. 2020, 326 fewer Flagler County residents are receiving unemployment benefits, and Flagler County’s labor force remained flat, losing just 22 residents in September 2021.

Greg Blosé, president and CEO of the Palm Coast-Flagler Regional Chamber of Commerce said, “Flagler County finally has more jobs today than February 2020, when the COVID-19 pandemic began. This means Flagler has recovered the jobs lost due to the global pandemic. The 4.4% unemployment rate is the lowest since before the pandemic (Feb 2020, 4.5%). It’s a good day for Flagler County.”

Flagler County employment grew from 46,349 in August 2021 to 46,653 in September 2021, an increase of 304 jobs. Meanwhile, the labor force remained flat, with 48,845 in August 2021 to 48,823 in September 2021, a decrease of 22 Flagler County residents. The number of unemployed residents in Flagler County declined from 2,496 in August 2021 to 2,170 in September 2021, a decrease of 326 residents.

“From a job loss perspective, Flagler County has suffered for a year-and-a-half and was one of the bottom 1/3 of all Florida counties recovering jobs lost due to the pandemic. Now that we are finally ‘even,’ the chamber is doubling down on helping employers grow jobs and strengthen their business,” Blosé, said.

Recently, the chamber announced an expanded partnership with CareerSource Flagler-Volusia to provide a 3-phase small business program available to Flagler County businesses at no-cost. The recently announced first phase will provide scholarships for 10 small business leaders to engage in a one-year business coaching program lead by the Coastal Entrepreneur and Innovation Institute.

Developers hope to build up to 138 single-family homes on a vacant parcel of land south of the county airport and another 217 on a property south of the Boston Whaler (formerly Sea Ray) production facility off Roberts Road.

Palm Coast’s Planning and Land Development Regulation Board voted 5-0 at a meeting Oct. 20 to approve a rezoning for the 70-acre Grand Landings North parcel to the south of the airport, about a mile east of Belle Terre Boulevard and north of the current terminus of Citation Boulevard.

The developer of that parcel has submitted to the city a conceptual site plan showing 138 single-family detached homes on lots of at least 6,000 square feet, with five stormwater ponds and a series of preservation areas along the development’s eastern side.

The property was annexed from Flagler County into the city of Palm Coast in 2015, retaining is Flagler County zoning designations of industrial and Planned Unit Development.

Dr. Stephen Bickel, medical director of the Florida Department of Health in Flagler County recently renewed his HIV Specialist credentials by passing an exam sponsored by the American Academy of HIV Medicine. Bickel received his initial HIV specialist designation in 2018.

Bickel serves as medical director for Flagler Health Department, running its HIV clinic and overseeing its hepatitis treatment program.

“We are so fortunate to be affiliated with Dr. Bickel, given his dedication to reducing the prevalence of HIV and improving public health in our community,” said DOH-Flagler’s Health Administrator Robert Snyder. “In addition to his responsibilities as medical director, he became our resident COVID expert over the past 19 months, spending thousands of hours poring over medical journals, articles and pandemic-related research to learn as much as he could about the virus and its transmission.

The change reflects market demand for more residential development, said Jordan Myers, Palm Coast’s environmental planning technician.

The other property is called Grand Reserve East, and is south of the Boston Whaler facility. It’s about 141.5 acres and was also annexed from Flagler County to the city of Palm Coast, but more recently — in August of this year.

The city planning board voted 5-0 to approve the developer’s application to set the property’s zoning designation as singlefamily residential and preservation, and its Future Land Use Map designation as residential and conservation.

The planning board also approved a developer-proposed policy to limit development on the Grand Reserve East parcel to 217 units — a decrease from the previous maximum of 300 units that had been approved when the property was in the county’s jurisdiction.

The Sabal Palms Senior Living community on Palm Harbor Parkway will construct a new phase of its campus as an independent living facility.

The first phase of the community was approved in 2016, with 82 units for assisted living and memory care, and completed construction in November 2017.

The second, final phase of the community will have 100 age-restricted independent living units, Greg Spiro, managing member of Sabal Palms owner Protea Senior Living Palm Coast, told Palm Coast Planning and Land Development Regulation Board members at a board meeting on Oct. 20.

“I’ve watched this city grow into an incredible, vibrant community,” Spiro said. “Along with the growth has come a massive, unmet demand for quality independent living, and we believe Phase 2 will address that demand.”

FLORIDA’S HOUSING MARKET SHOWS RISING MEDIAN PRICES, MORE ALLCASH SALES Florida’s housing market reported higher median prices, a rise in allcash sales and constrained inventory levels in September compared to a year ago, according to Florida Realtors latest housing data.

“The September data shows that while median prices are well above their year-ago levels for both single-family and condo-townhouse properties, the rate of price growth month-to-month has slowed down quite a bit over the past few months,” said 2021 Florida Realtors President Cheryl Lambert, brokerowner with Only Way Realty Citrus in Inverness. “Of course, demand and a lack of inventory continue to put rising pressure on home prices.

The statewide median sales price for single-family existing homes in September was $355,000, up 18.3% from the previous year, according to data from Florida Realtors Research Department in partnership with local Realtor boards/associations. Last month’s statewide median price for condotownhouse units was $255,000, up 17.2% over September 2020. The median is the midpoint; half the homes sold for more, half for less.

Closed sales of single-family homes statewide last month totaled 28,302, down 1.3% yearover-year, while existing condotownhouse sales totaled 11,845, up 4.9% over September 2020.

Closed sales may occur from 30- to 90-plus days after sales contracts are written.

Florida Realtors Chief Economist Dr. Brad O’Connor said, “However, a year ago in September, we were in the midst of a huge surge in sales resulting, in part, from the pandemic shifting transactions that would otherwise have occurred during spring, into the late summer and fall. If we instead compare this September’s sales counts to those two years ago from September 2019, closed sales of single-family homes were up by over 20%, and closed sales of condos and townhouses were up by 31.5%. And so, relative to pre-pandemic levels, the Florida resale housing market is still performing exceptionally.”

In a continuing trend, the share of closed sales that were all-cash purchases rose last month compared to the previous year. In September, single-family existing home sales paid in all cash increased by 38.5% year-over-year, while all-cash sales of condo-townhouse units rose by 22.9%.
