Samantha Butler, of Alabama, was the driver of a vehicle that crashed in the parking lot of the KFC at 294 W. Granada Blvd. The passenger of the vehicle, 35-year-old Roger Gilbert, also of Alabama, was ar rested after he fled from the vehicle and tried to hide in the nearby Dollar Tree. The grant was meant to help fund the proposed Ormond Beach Municipal Airport runway extension project. The city sought to extend the airport’s east-west runway by 600 feet — a revision of the initial project, which sought a 1,000-foot extension to the west.

The Volusia County School Board has a new attorney. Aaron Wolfe, an attorney with the Doran Sims Wolfe and Yoon firm, will be advis ing the School Board from this point forward, as announced during the board’s workshop on Tuesday, Sept. 13. Wolfe is a partner of the same firm as Ted Doran, the previous attorney for the board, whom board members gave a low evaluation score at their last meeting.Atthe start of the board’s discussion at the workshop, School Board Chair Ruben Colon said that all of the board members had recent ly received an email from Doren’s law firm announc ing the change of attorney. The board proceeded to speak about“Weexpectations.needtoexpect that our board attorney treats each of us equally, and that there’s not pitting conversations going on — one with you and a dif ferent one with me about the same topic to get a different answer,” Board member Anita Burnette said. “And I think we need to have a professional expectation of the relation ship between the board attor ney and the superintendent, because I think that was not always there before.”

“I’m grateful for Mr. Wolfe stepping in, and he’s been very helpful already today,” Burnette said. “It doesn’t address the issue that our legal representation failed to properly provide legal advice and appropriate direction with the contract compared to the policy.”
The board voted 4-1 to accept Doran’s evaluation as discussed at the previ ous board meeting. Cuthbert voted“We’reagainst.kind of like wiping the slate clean, starting over,” said School Board member Persis at the workshop earlier that day. “We have almost two years left on this contract, so let’s make it positive and pro ductive for everyone here so that we all continue to just feel comfortable and that there’s no friction.”

According to the inci dent report, the responding deputy found an old man NOT matching the suspicious per son’s description, an empty car in the nearby park, and not much else.
Criminal mischief. A retail pharmacy store calledmanager911after a 23-year-old Ormond Beach man walked into the store and knocked cosmetic items off the shelves. The items fell and broke on the floor.According to the manager, the man was in the store for about 30 seconds and only went inside to cause dam age. A nearby retail pharmacy also reported a similar crime by the man at their location minutes prior.

Police found the man walk ing on the bridge. He was secured in handcuffs and taken to the retail pharmacy for identification. The man ager identified the man, and said the company wanted to pursue criminal charges for the $750 worth of damaged goods.Theman told police that he had gone through “a lot of misery in the past months dealing with deaths of friends and family,” according to his arrest report. The man said that he had tried to get a pre scription filled from a retail pharmacy in another city, but was denied, and that made him angry at retail pharma cies. He admitted to walking inside the store to cause the damage “to get attention,” the report states.

The reporting officer ar rived to the neighborhood, but made a wrong turn, ac cording to a police report. As he tried to turn back around, entering a parking lot in the subdivision, he saw a woman walking with a blue backpack towards the entrance. He believed she was suspicious person, but was unsure.
While at first she kept walk ing away, the woman eventu ally turned around to speak with the officer. She said that while the backpack wasn’t hers, there was “something bad” in it. The officer asked her what she meant, and the woman told him to be careful when looking inside.
He was taken to jail.
The woman admitted that she’d known about the backpack’s contents, but re peated that she had found the backpack and was worried a child would pick it up. She couldn’t provide a reason for why she hadn’t contacted law enforcement when she found theShebackpack.wastaken to jail.

He spotted the woman, a 35-year-old resident of Daytona Beach, walking on a nearby sidewalk. The officer asked if the backpack was hers, and she said it wasn’t.

Man convicted for putting laxatives into child’s medication
A Palm Coast man has been found guilty of felony child abuse for adding laxatives to a 14-year-old’s medications, according to a news release from the Flagler County Sheriff’s Office.
Ripple admitted to detectives that he’d tampered with the boy’s medication, taken the children’s things and poured water onto one of their beds, saying he’d done so “out of spite” because he felt they had disrespected him, according to his arrest report. He turned over the medications he’d altered. Depu ties arrested him.
Police reported that “this type of graffiti on this particular bathroom stall has become a common occur rence. After a thorough investi gation, it was determined that no threat existed, however we added additional law enforcement pres ence as a precaution.”
She said her son had been refus ing to take his medication, saying it tasted strange and was making him ill. One night, when giving her son his medication, she found one that looked tampered with. She opened up the capsule to find several small tablets inside it. She identified the tablets as laxatives.
Police said the incident appears to have been a “cruel prank.” Charges are pending for the students who made the false report of firearms, which is a second degree felony.
Condo presidentassociationarrested for video voyeurism
“The program as an invaluable partnership between the community and professional first responders,” Emergency Management Director Jonathan Lord said, according to the news release. “CERT allows our resi dents to train with subject matter experts. Previous experience is not necessary — just a desire to learn and help others.”
On Friday, two groups of students in the cafeteria “decided to capitalize on threat from the day before” and appeared to collaborate with each other to create a panic, including a group of female students who told an administrator that someone had a gun. One of the male students was waiting until that moment to run out of the building, and a large crowd followed him.
Police will additionally recommend all the students involved be expelled.
Man acquitted of Ormond Beach rape case is arrested again
In February 2020, VSO reported that more than half a dozen women had contacted the agency to report similar incidents involving Minton.
Minton was transported to jail on Thursday and remains in custody with no bond, pending his first ap pearance in court.
The 30-hour course will meet from 5:30-8:30 p.m. on Tuesdays and Thursdays at the Flagler County Emergency Operations Center from Sept. 20 through Oct. 20.
Inmate charged after threatening, spitting at detention deputy
“This is a very bizarre case, and it takes a sick and twisted individual to administer laxatives to a child with out his or his mother’s knowledge,” Sheriff Rick Staly said, according to the news release. “I hope the courts deal harshly with him and that this is a wakeup call that this behavior is dangerous and will not be toler ated. Thankfully the victim was not significantly injured.”

A 25-year-old Palm Coast man used Snapchat’s map feature to find and pursue a 16-year-old teen girl, who he then had sex with. Deputies have arrested him for statutory rape.
The suspect, Corby Lane Eisman, found the victim after she posted a story on Snapchat’s Snap Map, according to a news release from the Flagler County Sheriff’s Office.

Man arrested in theft of bleachers at ParkWadsworth
Investigators found that Schmitt had previously stolen four other park bleach ers. Those were recovered un damaged, but the two stolen on Sept. 6 had been cut up. Schmitt was arrested.
The DUIs were among 39 arrests over the Labor Day weekend in Flagler County, according to an FCSO news release. Traffic operations included Operation DRIVE (Distracted, Reckless, Inter section, Violation, Enforce ment) and Operation CARE (Crash Awareness & Reduc tion Effort).
The millage rate in Palm Coast is proposed to stay at $4.6100 per $1,000 of prop erty value. This property tax is the largest source of rev enue for the city’s proposed budget for the 2023 fiscal year, according to Gwen Ragsdale, Budget & Procurement man ager. It’s projected to generate $33.3 million in revenue for the fiscal year 2023 budget.
“If we roll back [the millage rate], that means this city is going to be short $4.2 million,” council member Eddie Bran quinho said. “That’s what the rollback means.”
The council will meet for a final approval on this rate and the fiscal year 2023 budget at 5:15 p.m. on Sept. 21.
“Their job is to go back and live within the budget con straints we give them,” Danko said. “Make cuts where you need to make cuts.”
Members of the public showed up in force to protest the tax
Other council members were not so convinced the budget could be trimmed. District 2 council member John Fanelli said if depart ment heads are hiding where the money can be cut, he can’t find it.
One Palm Coast resident, Thomas Rohr, said he moved his wife and children down to Palm Coast from New York to get away from the taxes and make a better life for his fam ily. He said he took a 50% pay cut doing so, and just found out that his taxes here are going up to almost $6,000.

The major piece of the agreement is the timeline for the school dis trict’s proportionate share mitiga tion agreements with developers. The agreements are applied when schools are at capacity, enabling the district to create space for new stu dents the developments would gen erate.Lawyers working for the school district, the county and the City of Palm Coast drafted the ILA based on a compromise reached at the Aug. 4 oversight committee meeting.
The working group, consisting of staff members of the school district and local governments, will meet twice a year to facilitate the planning of new schools and school expansion and to produce an annual report.
Under the proposed increases, Commissioner Dwight Selby calcu lated that the Walmart in Ormond, which spans about 200,000 square feet, if built with these fees in mind, would pay about $500,000 in impact fees. A 4,000-square-foot convenience store would pay about $100,000.“It’srare that I generate a trip to go to a convenience store,” Selby said. “It’s on the way, versus Walmart, where if that’s my destination, I’m leaving my house to go to Walmart. ... I think there needs to be a lot of looking at these fees and what’s rea sonable.”Selbypraised one recommenda tion from the study: The creation of a western service area for water and wastewater, which could result in different connection fees for new growth in that area compared to the rest of the city, though a connec tion fee analysis would need to be completed. According to a city memo, Ormond Beach has assessed impact fees for water and sewer since 1974. An impact fee for recreational facili ties was added in 1987, and an impact fee ordinance was adopted in 1990, and later amended in 1996. In 2010, a mobility fee replaced concurrency and road impact fees were imposed

Usually, state statutes require pro posed increases be capped at 50% and be phased in over four years, but the city is looking at pursuing the “extraordinary circumstance” provisions in the statutes that allow for fees to be increases at one time and without a cap. These provisions include having a study that justifies the need for such increases, holding at least two publicly-noticed work shops and an impact fee increase ordinance approved by at least a two-thirds vote.

The proposed impact fee increases were calculated by Raftelis Financial Consultants in a $99,000 study that examined the city’s impact fees for water, wastewater, parks and recre ations, stormwater and local roads. The discussion during the meeting was the first step in an update pro cess that will stretch through 2023 and will include future public input.
When it came to the local road and mobility impact fees, commissioners were largely in favor of increasing them to the recommended amounts and doing it all at once, but some commissioners had reservations.

“We’re going to be wholesaling our services, our water and sewer service to them,” Selby said. “They’re not retail customers, they’re not even our residents. So I think that’s a bril liant way to attack it, and I think it will make it a lot simpler.”

The facility will be located on a 3.3-acre parcel near the Volusia Sheriff’s Office Evidence Facility at 3891 Tiger Bay Road.
Additionally, in 2021, the council voted to allocate $7 million from the federal coronavirus relief dollars to cover the remainder of the cost.
“The time to build this facility is now, and as your representative, I’ve been a strong proponent since day one, and I pride myself on being an advocate and ally to our entire Public Protection division,” Volusia County Councilwoman Heather Post said.

In her artist statement, Canali said she is often inspired by color, but seeing the colored fiber online, and then holding it, are different experi ences.“I’ll make small samples to see how (the colors) work together and then get inspired,” she said. “The same happens with textures and tech niques. I play with resists, layering and manipulating the wool when it’s wet for wet felting or dry for needle felting. I often use both techniques in the same piece. I see what happens when I’m experimenting and decide how I can incorporate that into my work.”

The Flagler Beach artist owns Canali Designs with her husband, Al Canali. While working on a com puter every day, she was looking for a hands-on creative outlet several years ago and rediscovered fiber arts. She works with wool and embel lishment fibers to create felt sculp ture and wall art. Her felt art will be displayed in the show “I Felt So Many Things,” at Expressions Art Gallery on Colbert from Sept. 25 to Nov. 5.
