NEWS BRIEFS Deputies: Palm Coast man stalked woman, stole teddy bear with son’s ashes A Palm Coast man was arrested after allegedly stalking a former acquaintance, tracking her movements with GPS, stealing a teddy bear containing her son’s ashes and threatening to destroy it, according to the Flagler County Sheriff’s Office.

The Sheriff’s Office said deputies began investigating after the victim reported that Justin Fountain, 31, whom she had met through a dating app, became increasingly controlling and aggressive after the relationship ended. Investiga-

tors said Fountain repeatedly tracked the woman’s location around Flagler County, stole the teddy bear containing her child’s ashes and sent her more than 100 text messages within hours after she asked him to stop contacting her.

Deputies said the victim told them Fountain later appeared uninvited at her workplace and, after she left, she discovered his vehicle in the parking lot of the hotel where she had been staying.

She fled to meet a friend at Culver’s, but investigators said Fountain followed her there as well.

The victim also reported receiving alerts that someone had accessed her social media accounts without permission. Investigators said Fountain then sent messages threatening her if she contacted law enforcement, including telling her she would be arrested on a warrant and warning, “I’m going to destroy

you.” He also allegedly texted that he had stolen the teddy bear containing her son’s ashes and would burn it if she continued ignoring him.

Using investigative techniques, deputies located Fountain traveling north on Interstate 95. During a traffic stop, they found the stolen teddy bear containing the child’s ashes inside his vehicle. The bear was later returned to the victim.

Deputies arrested Fountain on charges of aggravated stalking, extortion and hindering communication with law enforcement. The Flagler Beach Police Department also charged him with unauthorized installation of a tracking device and unauthorized access to an electronic device.

Eric Hoover Jr., 31, of Palm Coast, who was arrested by the Flagler County Sheriff’s Office twice in 2025 following a narcotics-related investigation and a subsequent child exploitation investigation, has been convicted and sentenced.

On Aug. 5, Hoover pleaded guilty to 10 counts of possession of sexual performance by a child and pleaded no contest to possession of cocaine with intent to sell, possession of drug paraphernalia, and unlawful use of a two-way communication device. Following both pleas, Circuit Judge Dawn Nichols sentenced him to eight years in prison for the child sexual abuse material charges and five years in prison for the narcotics charges. The sentences will be served concurrently with each other, meaning a maximum sentence of eight years. He will also be required to register as a sex offender and will be on sex offender probation for five years after his release from prison.

ASLEEP AT THE WHEEL 11:17 p.m. — East Moody Boulevard and North State Street, Bunnell Driving under the influence.

Police arrested a 22-year-old man after he was reportedly found asleep behind the wheel of a vehicle that was stopped in the roadway and still in drive.

According to a Bunnell Police Department report, an officer responded to what was initially believed to be a crash.

Police determined there had been no crash but found the driver apparently unconscious behind the wheel. An officer performed a sternum rub to wake him, but the man briefly woke up before falling back asleep.

The man refused medical treatment and was later observed leaning against his vehicle for balance. Police said he was speaking rapidly, muttering and stuttering. He agreed to perform field sobriety exercises.

Volusia readies school zone traffic control devices ahead of first day of school As students prepare to return to classrooms next week, Volusia County Road and Bridge traffic signal maintenance crews are working behind the scenes to prepare the school zone traffic control devices that help keep thousands of students safe each school day.

In the weeks leading up to the start of the school year, crews inspect, program and maintain school zone flashers, beacons, and traffic signals to verify they are operating properly and activating at the correct times for each school’s schedule.

These devices alert motorists when reduced school zone speed limits are in effect, and help improve safety for students, parents, school staff, and other pedestrians traveling near schools. Crews also continue monitoring and servicing school zone equipment throughout the school year as schedules change, repairs become necessary, or improvements are identified.

After failing the exercises, the man was arrested and taken to the Flagler County Inmate Facility. While there, he reportedly said he was “tipsy.” Two breath samples registered 0.143 and 0.146.

During an inventory of the vehicle, police found an 18pack of Budweiser containing one can that was still cold to the touch. The vehicle was then towed.

FAMILY FEUD 6:56 p.m. — 100 block of Cloverdale Court, Ormond Beach Criminal mischief. An 18-year-old Ormond Beach man was arrested after he threw a rock at a window of a family member’s residence — which the young man did on purpose, to get the victim to call 911.

According to a police report, the victim arrived at his home and saw the 18-year-old sitting on a baby swing. When he was asked to get off, he refused. The victim told him to “go take a walk,” but the 18-year-old refused and told him to call the police. When the victim did not do so, the young man told the victim’s

Polling place change announced for three Daytona precincts Three Daytona Beach precincts will have a polling place change after a garbage truck damaged the main entrance of a local church last week.

Volusia County Supervisor of Elections Lisa Lewis announced an Election Day polling place change for voters in Precincts 604, 622 and 635 due to the incident at the Daytona Beach Seventhday Adventist Church. The church posted on Facebook that the truck came onto their property to turn around, and drove under the church entrance overhang where it was not able to clear the beams.

The city building inspector deemed the main entrance as unsafe for use.

For the 2026 elections, affected voters will now vote at Christ Community Church, located at 329 N. Williamson Blvd. in Daytona Beach.

Notices will be mailed to impacted voters.

The new polling location is approximately 0.3 miles from the former location.

“We apologize for any inconvenience this change may cause,” Lewis said in a press release. “As soon as we learned about the issue at Daytona Beach Seventh-day Adventist Church, we worked with church representatives to identify the closest available location possible for affected voters. We want to thank Christ Community Church for opening their doors for the community.”

Election Day for the primary is on Tuesday, Aug. 18.

ANTISEMITIC SYMBOLS 4:44 p.m. — 400 block of Hammock Lane, Ormond Beach Criminal mischief. A local builder called police after two signs on a property he is developing for a landowner were spray painted with red swastikas.

The builder told officers that the signs, which contain his company name, were not damaged the day before.

The vandalism also included a circular figure with a line through it, according to an incident report. The damage was estimated at $200.

The builder, who said he is not associated with any religion, wished to pursue charges.

JULY 30

WHEN IT RAINS, IT POURS 6:38 p.m. — 1000 block of Justice Lane, Bunnell Preventing or obstructing extinguishment of fire. An inmate allegedly damaged a fire suppression sprinkler in his cell after becoming angry when detention deputies did not respond to him.

According to an arrest report, deputies responded to the jail after learning that an inmate had broken the fire suppression system in his cell. Surveillance footage showed the inmate standing near his cell door before moving toward the fire suppression sprinkler. Moments later, water could be seen spraying from the area of the sprinkler.

The inmate told deputies he had pressed a button in an attempt to get detention deputies’ attention. When no one responded, he became angry and wrapped his laundry bag around the sprinkler before intentionally pulling on it in an attempt to set it off or break it, according to the report.

Early voting underway Early voting goes through Aug. 15 in Volusia County: What you need to know.

Volusia voters: You still have a few more days to participate in Early Voting.

Polls will be open from 8 a.m. to 6 p.m. through Aug. 15 for early voting at nine sites throughout the county.

Ormond Beach’s early voting site is the Ormond Beach Regional Library, located at 30 S. Beach St. In Daytona, there are two early voting sites: At the Daytona Beach Regional Library, 105 Jackie Robinson Parkway, and at the Cherry Cultural & Education Center, 925 George W. Engram Blvd., Daytona Beach.

The Supervisor of Elections Office has been busy preparing all early voting sites, which will be staffed by about 30-45 poll workers over the weeklong period. On Election Day, Aug. 18, the office employs about 750 workers to help at the 92 precincts.

During Early Voting, people can vote at any site in the county. On Aug. 18, however, voters must head to the polls at their dedicated precinct.

“There’s something for everyone to vote on,” Supervisor of Elections Lisa Lewis said. “It may be a primary where the major parties are concerned, but it’s also a primary for local races that may lead someone to going onto November, or it may even be finalized here in August.”

On July 28, the Daytona Regional Chamber of Commerce hosted a candidate hobnob at EmbryRiddle Aeronautical University. A total of 31 campaigns and candidates participated in the event, which is held every election year by the chamber.

It’s an opportunity for the business community and residents to meet candidates and learn more about where they stand on local issues, said Chamber Advocacy Director Drake Wyman.

“Typically in years past, it’s been done after the primaries, and so there’s a smaller pool,” Wyman said. “But this year, we wanted to give an opportunity for all the candidates to come out and participate and get themselves known before the primary so our business community and residents can make a more informed decision on Aug. 18 when they go to the ballot box.”

Flooding, economic development, building a strong workforce and impact fees are among some of the issues the regional business community is in interested in hearing from candidates about, Wyman added.

As part of the hobnob, the chamber conducted a straw poll.

Daytona Beach City Commission targets long-vacant eyesores

Daytona Beach City Commissioners discussed whether the city needs additional legal tools to address long-vacant properties and stalled redevelopment projects during its City Commission meeting on Wednesday, Aug. 5, with Commissioner Ken Strickland urging staff to find ways to prevent approved developments from remaining eyesores for years.

The discussion began after Strickland shared an email forwarded by Deputy City Manager James Morris regarding the status of 999 N. Atlantic Ave. The email, from Chief Building Official Mark Boyce, stated the contractor had submitted revised plans, the owners had secured financing and planned to install new windows, doors and stucco, with additional updates expected following a meeting with the owners.

While encouraged by the reported progress, Strickland questioned why movement is happening now.

“It seems quite a coincidence that after all this time, 999 has been an eyesore, suddenly they’re ready to improve it,” Strickland said.

“If they’re serious, great. If it’s just another strategic move to avoid demolition, I’ll be disappointed.”

Strickland said the issue extends beyond one prop-

erty, arguing the city should strengthen its ability to ensure developers move forward after receiving permits and approvals.

“I’d like for us to figure out a way in the future that when we grant developers permits and approve their projects, that we tighten up our ability to get them to go to work properly,” Strickland said.

“I’d like for our legal department or whoever, permits and licensing, somebody to help us tighten this up so that we can encourage people that come in for permits and want to develop and improve properties rather than allowing them to sit there in disrepair and be an eyesore for not months, but years, lots of years.”

City Attorney Ben Gross said staff would examine what legal options may be available.

“We’ll work with staff to try to come up with some ways to incentivize people that are legal and defensible and effective,” Gross said.

Commissioner Stacy Cantu looked for clarification, asking whether Strickland’s concerns focused on abandoned buildings that have remained vacant for decades, rather than solely on inactive development projects.

“I thought he was talking about abandoned buildings just sitting there for decades,” Cantu said. “Because we have a lot of motels ...”

Strickland confirmed that was exactly his concern.

“Some of them are boarded up,” he said. “Some of them are fenced off. Let’s do something with them or knock them down. What can we do to move this along?”

Gross explained that Florida law limits what municipalities can do with privately

owned vacant properties, as it doesn’t allow local governments to condemn properties due to blight.

Commissioner Quanita May asked what options remain after exhausting code enforcement efforts.

“From a homeowner perspective, we have code enforcement, and our goal is compliance,” May said. “But if we cannot get people to comply, we go to liens, and then those mount up... What else can we do when these situations arise?”

Gross indicated that the city may have the ability to foreclose on liens in certain cases or pursue nuisance abatement when permitted by state law. He also acknowledged that staff would investigate whether additional enforcement mechanisms exist for buildings that are not structurally unsafe.

The conversation turned to several long-vacant beachfront properties. Strickland cited the Americana, La Playa and the Plaza as examples of buildings that have remained dormant for years despite their prominent locations.

“It’s a sad state of affairs that a person who owns that type of property, especially in what we used to be. Those were really nice hotels,” Strickland said.

He said addressing those eyesores is critical to improving Daytona Beach’s image and attracting visitors.

“If we’re ever going to improve our image and get headed back to being the tourist mecca that we once were, we’ve got to figure out a way to do something with these places that have been sitting there since right after the hurricanes of 2004,” he said.

Two Ormond Beach residents recently received cease and desist letters over allegations of harassment, defamation and the distribution of portions of a book written by the city’s mayor.

The cease and desist, submitted by Anthony Sabatini of the Sabatini Law Firm on behalf of Mayor Jason Leslie, states that James Powers and Derrick Weader have participated in “repeated personal attacks, disparaging statements, threats, coordinated publications, and other actions apparently intended to damage Mr. Leslie’s personal and professional reputation and cause him emotional distress.”

The letter adds that the law firm was informed that Powers and Weader, the latter of whom is the father of the mayor’s nieces, have threatened to publish or share portions of Leslie’s book. In May, Leslie published a book about becoming mayor, titled “The People’s Mayor: Where it all Began.”

Lastly, the cease and desist alleges Powers and Weader have distributed signs and materials referring to the mayor as “Liar Leslie,” causing distress to Leslie’s immediate family.

Leslie declined to comment.

Weader addressed the cease and desist letter at the

City Commission meeting on Tuesday, Aug. 4, delivering a letter of his own to the mayor.

“To me, this letter is more than a legal document,” Weader said. “It is a bullying tactic.

It is intimidating. It is harassing in its tone and intended effect. Rather than responding to legitimate public criticism with transparency and accountability, it attempts to discourage protected speech through the threat of legal action. That should concern everyone.”

Weader’s cease and desist letter to the mayor was submitted personally. It demands that Leslie “cease and desist from any further conduct that I contend constitutes harassment, bullying, intimidation, retaliation, disclosure of private information, or interference with my constitutional rights because I have exercised my right to speak at Ormond Beach City Commission meetings and otherwise express my views on matters of public concern.”

“Public officials are elected to serve the people,” Weader said. “They are not entitled to be free from criticism, nor may they use legal threats to discourage citizens from questioning their actions.”

Powers told the Observerthat he wasn’t concerned about the cease-and-desist letter.

“In my opinion, it’s a SLAPP suit that isn’t going anywhere, but it shows his incompetence as a leader,” Powers said.

(SLAPP stands for a Strategic Lawsuit Against Public Participation.)

Powers, who previously ran against Mike Chitwood for Volusia County sheriff in 2024, said he helped Leslie with his first campaign for

mayor and that they had a “blowout” last year after Leslie voted for a tax rate increase.

This happened after a mailer was distributed likening the Ormond Beach City Commission, except for Leslie, as pickpockets for pursuing a rate increase.

“I haven’t seen him do anything except cause division and chaos,” Powers said.

The mailer in 2025 was sent

by George Arnold, an Ormond Beach resident, who said Leslie was informed of the mailer ahead of time; Leslie disputed this, and said he had nothing to do with it. Arnold also placed signs around the city during the 2024 election season that read “Persis are Liberals,” in opposition to both Susan Persis (who ran against Leslie for mayor that year) and her husband Carl, who was running for Volusia County School Board District 4.

Today, Arnold’s oceanfront home features a “Liar Leslie” sign.

Powers called the signs a matter of freedom of speech.

“I’m sure people will see over the next week who’s putting them out at City Hall or at the library,” Powers said.

The Volusia County School Board engaged in yet another tense budget discussion at its meeting on Tuesday, Aug. 11.

The School Board will hold a special meeting in the next few weeks to discuss next fiscal year’s budget, prior to the first scheduled public hearing on Sept. 8. Board members had previously approved on July 28 a tentative millage rate (with a 4-1 vote) and a nearly $1.1 billion budget for fiscal

All three voted in favor of the budget and a proposed millage of 5.243 mills on July 28, following warnings by Balgobin and district staff that adopting the rollback rate (the millage rate that would generate the same amount of revenue as the previous year) would result in cuts to staff, impacting students. The tentative millage rate is 1.4% higher than the rollback rate.

School Board member Donna Brosemer voted against

the millage rate, saying she was uncomfortable with the tax rate increase because the board hadn’t been in favor of putting a 1-mill property tax proposal to the voters to help fund teacher salaries. Board member Krista Goodrich, who voted for the millage rate, joined Brosemer in voting no on the budget.

At Tuesday’s meeting during closing comments, Goodrich clarified her stance.

“Adopting a balanced budget is one of the main responsibilities and requirements of any school board in Florida,” she said. “... What that means is that if the board wants to wants changes made to revenues, reserves, or expenditures, then the corresponding changes have to be made elsewhere so that the budget remains balanced. We cannot simply reduce millions of

Professional artists and sculptors with experience in public art and large-scale installations are encouraged to apply. Artists from across the region and nation are invited to submit qualifications.

Going to rollback — Brosemer’s voiced desire at the July 28 meeting — would translate to about $5 million in cuts to recurring revenues, Goodrich said. That is equal to about 70-75 full-time positions, she explained.

“After looking at both issues, I cannot figure out how those are logically or financially the same decision,” Goodrich said. “Reducing the recurring revenue that supports the school system is completely different than asking for a policy decision to be made. Siblings turn a year of saving change into a pet food donation

Three local siblings are proving that even small acts of kindness can make a big difference. On Wednesday, Aug. 5, the children made a surprise visit to the Volusia County Animal Shelter to donate pet food they had purchased with money they collected throughout the year.

The siblings save any money they find throughout the year and use it to purchase pet food for a local animal shelter. They have made the donation an annual tradition for the past several years, turning loose change into meaningful support for shelter animals.

Goodrich asked Brosemer questions about the budget and what reductions the district should make, but Brosemer declined to give specific answers, saying she had not come to the meeting prepared to discuss the budget.

“It’s impossible to answer detailed questions without detailed information, and without access to line item budgets, which is something that I have asked for from the Legislature to make that a requirement instead of just the plain language that we are required to post,” Brosemer said. “It makes it impossible to give you detailed answers.”

Brosemer said it’s their job as board members to decide how funds are spent and said she has suggested many times

the district do a “zero-based budget” as an exercise.

“The assumption that we have no efficiencies that we can create or that we can find in any department is on its face a fallacy because there’s no such thing in any government agency that there aren’t efficiencies that could be found,” she said. “It’s not the CFO’s job to find those efficiencies. It’s ours.”

When asked by Goodrich, Brosemer said she had not met with the district’s chief financial officer to discuss the issue.

The special meeting will include a proposal on what revenue reductions will look like if the district chooses to go to rollback. The district has already cut $6.8 million in revenue in its proposed budget compared to the current fiscal year.

Audit reveals gaps in county permit processes, $400K in lost revenue Three employees also resigned during the audit period.

From 2008 to 2025, more than 8,400 building permits expired without a final inspection in Volusia County, according to an internal audit on the county’s building inspections.

The audit, discussed during the County Council meeting on Aug. 4, also found gaps in procedures, over $400,000 in lost annual revenue and an occupancy fee rate that hasn’t been updated since 2006. Three county employees resigned during the audit period after a human resources investigation was launched, following the discovery of a permit applied for by the then-county chief building official that contained six irregularities, including recalculated permit fees, the removal of an application fee and lack of documentation.

County Council Chair Jeff Brower pulled the audit from the meeting’s consent agenda.

“There is no big gotcha that I’m looking for here,” Brower said. “... I want everybody to hear what the county went through, what you (the internal auditor) went through.”

Control weaknesses across all stages of building inspection operations, including “insufficient safeguards to prevent and detect conflicts of interest,” were identified in the audit, which examined inspections (residential and commercial), permit revenues and annual program expenditures. The audit found that

8,448 permits expired without final inspection from 2008 to 2025. The majority of these — 1,666 permits — were for accessory structures. The audit found lack of county processes to verify whether expired permit work was completed, abandoned or left uninspected, according to the auditor’s presentation.

There were an estimated 2,123 reinspections during which a fee was not collected, resulting in $382,000 of lost revenue. A total of about $21,500 in fees for repeat violations also went uncollected.

The audit additionally noted that the county’s alluse group occupancy rate has not been updated since 2006, holding steady at $15 per square foot. The audit states Volusia’s rate should be about $27.18 per square foot.

In the case of the irregularities found in the former county chief building official’s permit (which was for a 5,000-square-foot metal accessory storage building), the audit reports that the permit fee fell from $1,691.78 to $388.88 after he disputed the original calculated construction cost and staff recalculated the fee twice, each time with a further reduction without written justification, a licensed reviewer and documented approval.

Staff then recalculated fees manually, removing a $55.11 permit application fee as well. The building official paid $333.77 after all reductions.

Building inspections are under the county’s Growth and Resource Management division, which has seen sig-

nificant changes in the last year, as Volusia County Manager George Recktenwald said that the chief building official retired during the audit period and that the division is now under new leadership, as well.

“I can assure you, with all that happening, the culture of the whole division has been thoroughly looked at and is changing under the direction of the new department head and the new building official,” Recktenwald said.

To address the issues, the audit recommended the county implement annual conflict-of-interest disclosure forms, written assignment protocols, a removal of authority to extend permit expiration dates, expired permit monitoring, updating rates and escalating reinspection fees according to state statutes.

County Councilman Troy Kent said the county needs to make sure it’s collecting reinspection fees and that he is in favor of increasing the occupancy fee rate.

“If it hasn’t been done in 20 years, you got to get it right,” Kent said.

County Councilman David Santiago disagreed.

“I’m not for any fee increases,” he said. “We haven’t been told that this silo under our budget approval is short of any funds, so absolutely no fee increases for me.”

Santiago also pushed back against the audit’s findings, saying the recommendations were more of an “opinion.”

Brower saw the audit differently.

“I didn’t find an opinion in it,” he said. “I found you went to other resources and found standard operating procedures and repeated those.”

That’s how he described it to a room full of staff members, fellow residents and community leaders during a legislative appropriation

The center, at 405 White St., Daytona Beach, is “the only comprehensive blind services complex in the United States,” according to its website.

Funds that will help the center continue to help people like Jannssen, who lost his sight a year and a half ago.

“Before that, I was an artist,” he said. “... Then suddenly everything was gone, and then I just felt like I died, and I was in between worlds or something because everybody else could hear me or see me, but I couldn’t see anybody else.”

The Conklin Davis Center has given him hope, he said.

It’s also helped him regain technology skills so he can communicate.

“We have so many stories like that, that make it worth everything that we do here, and why this donation from the state is so helpful,” Board Chair Nancy Epps said.

State Sen. Tom Wright presented the check to Epps and Conklin Davis Center President and CEO Ronee David.

Also present at the ceremony was Daytona Beach City Commissioner Ken Strickland, who thanked Wright for the state’s contribution.

“This is a very worthwhile facility, and we have a lot of people that don’t understand the services that are provided with this facility and other facilities that we have here in our city, and this will help tremendously going forward with keeping this center alive and well for those who need it,” Strickland said.

The Conklin Davis Center seeks to continue to grow.

With only 16 dorms, the center has a waiting list of people in need of their programs, Epps said.

David shared a few initiatives the center is working toward, including the addition of a student marketing group to help local businesses.

Thanks to grant funding and support from the City of Daytona Beach, the center will be adding a sensory garden. A team of artists, whose work is on display in the center, will be painting murals.

“We’re going to make it a beautiful area for guests and for our clients,” David said.

Citing productive talks, Avalon Park Daytona Beach has voluntarily dismissed a complaint it had filed against the cities of Ormond Beach and Daytona Beach regarding which municipality will provide utilities to the development.

On Aug. 6, Avalon Park Daytona Beach filed a notice of voluntary dismissal without prejudice of its complaint filed in December 2024 in the Circuit Court of the Seventh Judicial Circuit. According to a news release, the development group states that this follows “several weeks of productive collaboration between the parties.”

“Avalon Park Group has always believed that the best outcomes happen when public and private partners work together,” said Beat Kahli, president and CEO of Avalon Park Group in the news release. “We are encouraged by the collaboration over the past several weeks and appreciate the willingness of both cities to continue working with us toward a solution that benefits the entire region.”

The lawsuit sought the court to declare Ormond Beach unable to provide utilities to Avalon Park Daytona Beach, and grant them the right to obtain water and wastewater services from Daytona Beach.

Ormond Beach City Attorney Randy Hayes said in an email to the Observer that though the lawsuit has been

dismissed — without prejudice, meaning Avalon Park could refile a lawsuit — Daytona Beach’s cross-claim against Ormond has not been dismissed.

The case is scheduled for trial in September, Hayes said.

In the news release, Avalon Park Group thanked mediator Terry White and the utility departments of both cities.

“Their efforts have helped move the discussion forward in a constructive way and support the shared goal of reaching a win-win-win solution for Ormond Beach, Daytona Beach, Avalon Park Daytona Beach and, most importantly, the taxpayers,” the news release states.

While the lawsuit in the circuit court has been dismissed, the federal lawsuit has not. On Aug. 5, Avalon Park Daytona asked the U.S. District Court Middle District of Florida to deny Ormond Beach’s motion to dismiss the federal lawsuit, which alleges a federal takings claim.

The lawsuit, filed in March, states that Ormond’s regulatory actions are meant to prevent any development by Avalon Park.

Shortly after the lawsuit was filed, the Ormond Beach City Commission rejected a $2.3 million settlement offer, which would have partially terminated a 2006 interlocal agreement that gives the city the right to provide water and wastewater services as a wholesale rate to Avalon Park Daytona Beach.

Most recently in May, the Daytona Beach City Commission approved a rezoning of 2,760 acres for Avalon Park Daytona Beach, which will allow the construction of over 8,800 new homes.

LETTERS TO THE EDITOR How much did Ormond lose in River Bend suit?

Dear Editor: In 2020, Volusia County billed the City of Ormond Beach roughly $157,000 in property taxes owed over seven years on the River Bend golf course, about $21,000 a year for 172 acres. Case law precedent ran against the city prevailing, so the responsible move was to settle. Instead, the city chose to fight using its own legal department plus McKinnon Law as outside counsel.

In June 2025, the city lost.

With interest, it paid the county roughly $392,000 that December, some $235,000 more than the original bill. That is only tax and interest, not legal fees.

The city has never disclosed publicly what it spent fighting this case. The tax bill and the legal bill for outside counsel were never put on the agenda by staff or by the commission.

Officials often say they cannot discuss a matter in litigation, and legal advice is indeed privileged. Nothing required them not to reveal the mounting cost.

They could have placed the growing bill and a decision to settle or keep fighting on a public meeting agenda at any time. The News-Journal reported that the legal cost had already reached $338,000 by 2022 and then the case dragged on for three more years. How much did we spend to lose? That has never been publicly revealed.

This was a failure of accountability by the commissioners, city manager and city legal in office during those years, who failed to reassess the case and settle when they still could. Commissioners who could have called a halt to this boondoggle are still on the dais today.

McKinnon Law attorneys who served as the city’s outside counsel contributed to the 2022 campaigns of sitting commissioners who could have voted to settle it.

The recipients include Zone 1 Commissioner Lori Tolland and others, according to their own filings.

I’ll hold myself to the same standard I ask of all candidates. I will not accept campaign contributions from vendors doing business with the city. When the people billing taxpayers also fund the campaigns, residents wonder whose interest comes first? None of this happened on Mayor Leslie’s watch; it began years before he took office. Releasing a full accounting is the transparency residents deserve and I will work for it.

These matters concern Zone 1 residents as well as all voters. River Bend GC is in Zone 1, and its commissioner has held that seat since 2022 while the bill kept compounding. Now she wants to be mayor. Shouldn’t a commissioner answer for what happened in her own zone before seeking a higher office? I certainly would.

As your Zone 1 commissioner, I pledge to make Zone 1 my primary responsibility while tending to all city matters. Accountability and transparency are not slogans to me. They mean putting the hard truths on the agenda and refusing to let a $157,000 problem become a $700,000-plus loss on your watch.

Neither of my opponents has highlighted these issues nor offered a plan to bring River Bend GC back. Melissa DeVriese and Alan Burton speak of stewardship and community. All happy talk, no plan. My plan for River Bend is to sell it AS IS to a buyer who will restore and manage it at no cost to tax-

payers. That means money for the city from the sale and the return of an asset the community valued for 30 years. Since I began my campaign, I’ve made the case that River Bend can be opened cost-free to taxpayers. As your commissioner, I’ll finish it.

City sued to determine validity of previous judgment Dear Editor: The city entered a lease for the operation of River Bend golf course in 1989. A lawsuit filed in 1994 resulted in a 1997 court judgment determining the golf course exempt from taxes. In addition to the judicially established exemption, the lease required the lessee to pay any taxes if ever assessed.

In 2013, the property appraiser removed the exemption without providing the notice required by law. The city first became aware in 2018 that the lessee allegedly owed taxes for operating the course. Volusia County, through the property appraiser and tax collector, asserted the city, not the lessee, owed those taxes.

In 2018, the city commission authorized a lawsuit asking the court to determine two issues: the validity of the tax exemption, and whether the lessee, not the city, was responsible for any taxes owed. The county responded by suing the city to collect the lessee’s taxes. It did not sue the lessee.

The suggestion that established law ran clearly against

the city is not accurate.

Florida statutes and the rules of the Florida Department of Revenue, the state agency responsible for oversight of the tax process in each county, recognize that taxes owed by a lessee of public property are owed by the lessee, not the government.

FDOR intervened in the case to assist the court in the correct application of tax law.

FDOR informed the court that the taxes were owed by the lessee, who was not a party to the lawsuit, and that the Grove Key decision relied upon by the county was incorrectly decided. The court chose to rely on Grove Key rather than FDOR’s guidance and ruled the city responsible for the lessee’s taxes.

That ruling created an appealable issue. Members of the current city commission did not make the 2018 decision to initiate the litigation.

The current commission did decide not to incur the cost of an appeal, which ended the litigation.

Regarding public discussion of pending litigation: the city operates a self-insured liability program established in 1989 and governed by the Florida Constitution, Florida Statutes, the City Charter and the Code of Ordinances.

Under that framework, claims evaluation, reserves and litigation strategy are directed by the city attorney and the claims committee, whose meetings are privileged and confidential under Florida law.

Commissioners are kept apprised of litigation developments through one-onone briefings and litigation shade meetings held in accordance with Section 286.011, Florida Statutes.

Pending and threatened litigation, including aggregate loss reserves for liability and defense costs, is disclosed annually to the city’s independent auditor as part of the annual audit and budget

process. These procedures exist to protect the city’s legal position, and taxpayers’ interests, while matters are in litigation.

Dear Editor: Jason Leslie, who is he?

I first heard him speak at a local church a couple years ago. I liked him and I liked what he had to say. No bells, no whistles, he was just looking to make our city a good place to live as he had grown to love Ormond Beach himself. He won his mayoral race with $5,000 the first year of running and by the end of his campaign he had reached a total of $11,797, not a huge sum of money.

Now he is campaigning again. When delivering flyers door to door, he stops to talk with anyone who wants to talk. When he says he will call you back, he does.

He is concerned about what you are concerned about. He willingly took a tour of the Tomoka Oaks development with Lieutenant Tom Larson when asked to by the residents and ended up changing his vote about allowing the current plan of development in the center of that development. If he is questioning a situation, he will learn more about it. It’s as simple as that.

I am interested in what someone does when no one is looking. Recently Mayor Leslie had a fundraiser. He rolled up his sleeves, got his chef’s apron on and got to work early that morning with his volunteers preparing the food. He never stopped working. By the end of the day, he sat and talked with a friend looking a bit exhausted.

But what did he do after he thanked everyone and sent them on their way knowing they had done a good days’

work of volunteering? He rolled up his sleeves again and cooked the rest of the food in order to deliver all that was left to the First Step Shelter in his truck by himself. That is just one example of what he does when no one is looking.

Jason has not changed a bit since I first heard him speak at that church, except maybe he has stopped using “um” as much when he is speaking.

He knows what he wants to say now with no hesitation.

He stands true to his convictions and works to represent the citizens of the city.

CANDIDATE LETTERS Why I want to continue serving as mayor Dear Editor: When I decided to run for mayor, it wasn’t because I had a political background.

It was because I believed local government should be accessible, transparent, and focused on the people who call Ormond Beach home.

Serving as your mayor has been one of the greatest honors of my life. Every decision I’ve made has been guided by one simple question: What is in the best interest of our residents? That principle has shaped every vote I have cast and every decision I have made.

Over the past two years, we’ve worked together to keep Ormond Beach moving in the right direction.

We’ve focused on responsible budgeting, strengthening public safety, investing in stormwater improvements, and protecting the quality of life that makes our city so special. In 2025, Ormond Beach was recognized as one of the Best Places to Live in Florida by U.S. News & World Report, reflecting the hard work of our residents, businesses, city staff, and community partners. That recognition belongs to our entire community. But our work is far from finished.

Many of the developments our city will see in the coming years, including Ormond Crossings, were approved long before I took office. While those decisions cannot be undone, we can decide how we manage their impact. Ormond Beach needs leadership committed to protecting our quality of life by investing in infrastructure, addressing traffic and stormwater concerns, preserving our neighborhoods, and ensuring future

growth is managed responsibly. My goal is to minimize the impacts of past decisions while making thoughtful choices for the future.

Throughout my time as mayor, I have remained accessible, listened to residents, and stayed independent—not controlled by special interests or outside influences. I believe leadership means listening first, being transparent, and making decisions based on what is best for the community as a whole, even when those decisions are difficult.

I’m asking for the opportunity to continue serving as your mayor because I believe we’ve built positive momentum, but there is still important work ahead. The secret of Ormond Beach is out Dear Editor: As a lifelong resident of Ormond Beach, it is my honor to represent the residents of Zone 4 and serve our great city on the City Commission. Community service runs deep in my family — my Grandfather Briley was a founding member of the Chamber of Commerce in 1945, and served as its fourth president in 1948. I became active in our community in 1987 as a board member of

Citizens for Ormond Beach, and have since served on many city advisory boards and committees, including 21 years on the Planning Board up until my election to the City Commission in 2022.

Ormond Beach is a very special place, but like all cities in Florida, we face challenges associated with growth. The secret is out that Ormond Beach is a premier city along Florida’s east coast, and people come here.

Overdevelopment is a concern of many of our residents. We have witnessed (and continue to witness) growth in the area, but the fact is, the impacts that many of us see are not from growth in Ormond Beach, but in neighboring communities. From 2020 to 2025, the number of residential new construction building permits issued in Ormond Beach totaled 841. For that same period, the number of permits for Daytona Beach was 5,568. For comparison, DeLand had 3,193, Deltona had 2,058, Edgewater had 1,310 and DeBary had 1,243 — all more than Ormond Beach.

Our city has consistently had a growth rate between 1-2 % for several years. I am proud to be the only candidate for Zone 4 City Commissioner who has worked to reduce the growth rate in our city.

Growth can present issues; demands on our infrastructure like increased traffic, stormwater/flooding, water supply, medical facilities/ hospitals, environment — the list goes on and on. Our city has taken steps to mitigate these issues. We are working diligently with the Transform 386 initiative to get projects funded to alleviate flooding in our neighborhoods, our Land Development Code has requirements that new developments cannot allow stormwater to negatively

affect neighboring properties and our environmental requirements are some of the most restrictive in the county. Unfortunately, not all cities are like Ormond Beach. There needs to be more cooperation between cities (like a Regional Planning Council) to review developments — especially those that are large in scale, to determine how to address and mitigate pressures of growth so that we can truly achieve smart growth.

An engaged community is a strength Dear Editor: When I first moved into my current neighborhood, I baked cookies and brought them to my neighbors. One neighbor was surprised and said, “People don’t do this much anymore.”

My response was simple: “Well, I do.”

That moment has stayed with me because community is not something that happens by accident. It’s created by people who choose to care.

It’s a neighbor checking in, volunteers picking up trash in parks and along roads, families supporting local events, and residents taking pride in the places we all share.

If there is one lesson I have learned over the last few years, it is that choosing just one issue is almost impossible. We all experience Ormond Beach differently.

Not every issue affects every resident the same way, but every voice does matter.

That is why I believe one of our city’s greatest strengths is an engaged community.

Civic engagement starts long before a public meeting.

It starts by asking questions,

then attending meetings, emailing elected officials and staff, serving on advisory boards, and speaking during public hearings. Social media can be a valuable tool for sharing information and raising awareness, but it should be the beginning of the conversation, not the end. The best decisions are made when residents are informed, involved, and willing to engage respectfully.

Serving on the Planning Board this past year has reinforced my belief that our Land Development Code and Comprehensive Plan must reflect the values of the community. Whether the issue is growth, infrastructure, or protecting natural resources that define our quality of life, thoughtful decisions require participation.

I don’t expect residents to become an expert on every issue. My hope is for each of us to care and get involved, volunteer, serve on a board, speak at a meeting. And if you believe you can make a difference, consider filing to run for office yourself.

The best communities are not built by one elected official. They are built by neighbors who care enough to participate. Many of them never seek recognition, thank you to those for leading in the community, as I have quietly learned from your service.

Community starts with us.

Growth should work for Ormond families Dear Editor: Growth can bring new businesses, jobs, housing and opportunities to our communities. But growth is not real progress when longtime residents are being priced out, roads cannot handle the traffic, flooding becomes

worse and taxpayers are expected to cover the cost of infrastructure needed for new developments.

As I travel throughout our district, I hear the same concerns from families: Homeowners’ insurance is becoming unaffordable, rent continues to rise, traffic is getting worse and many residents feel decisions are being made without listening to the people who already live here.

We should not have to choose between economic growth and protecting our quality of life. We can do both, but development must be responsible. Developers should contribute their fair share toward the roads, drainage systems, utilities, schools and public safety resources their projects require. Those costs should not simply be passed on to working families and local taxpayers.

At the federal level, I will fight for stronger investments in flood mitigation, stormwater infrastructure, coastal protection and resilient roads. I will also push for greater accountability from insurance companies, faster disaster assistance and federal programs that help communities prepare before the next major storm instead of only responding after the damage is done.

Most importantly, local residents deserve a meaningful voice in decisions that affect their neighborhoods.

The federal government should support communities, not take away their ability to protect their residents, environment and local character.

Growth should improve people’s lives. It should create opportunities without forcing families out of the communities they helped build.

Legacy 77 Seabreeze alumni return to share stories of success, failure, trials and jubilations.

Randy DiGirolamo graduated from Seabreeze High School in 1977. He played on the Sandcrabs’ football team — a second-stringer, not a starter.

“But I was out there giving it my all, all the time, and had the respect of my peers,” he said. “They knew I could step in if needed, even though I wasn’t the starter. I wanted these Seabreeze players to hear that because not all of them will start. You can be a winner in life, you can be successful in business, and you don’t have to start on the team, but you’re part of the team, and you’re part of what makes a group successful.”

This year, DiGirolamo organized Legacy 77, an event held July 29-31 at the Seabreeze campus after interest was expressed by head football coach Mike Klein. Seabreeze alumni from the class of 1977 returned after nearly 50 years to talk about their lives, including their successes, failures, trials and jubilations with the football team.

The group consisted predominantly of friends who DiGirolamo had played baseball and football with in high school whose interests in giving back to their alma mater aligned with his.

These were the same friends he stayed in touch with while attending Embry-Riddle Aeronautical University, where he graduated with a degree in Aviation Management. Mid-degree, he discussed the potential of going into air cargo with his father, Tony, who taught at ERAU and later became a dean there.

“My dad said, ‘Randy.

There’s this small company in Memphis, Tennessee, called Federal Express, and I think they’re onto something,’” DiGirolamo recalled. “I did my research, I studied, then I did an internship at FedEx in 1979.”

He graduated from ERAU on April 18, 1981, and began his 42-year-plus career at FedEx on May 4. Throughout his tenure, he traveled to Orlando and South Florida on business from his home in Arlington, Tennessee. He said he would stop in to see friends and catch up.

“A combination of things (motivated me to start Legacy 77),” he said. “Some of my best friends from high school never stopped keeping in touch. There was always this tie to Ormond and Daytona Beach. Through time, and raising a family, I wanted my kids to have coastal experiences, so I’d bring them down here. We’d always see my high school friends.”

The concept of Legacy 77 accelerated during his 40th reunion, DiGirolamo said.

While there, Vince Jenelle, who owned a marina in Big Pine Key, invited a group of classmates there to snorkel and explore the Keys. Their camaraderie and friendship deepened during the COVID-19 pandemic when they would invite each other to visit on a regular basis.

financial contribution to Seabreeze, where he developed close relationships with his baseball and football teammates.

“I started thinking that I so enjoy, and I’m blessed by this relationship of people,” DiGirolamo said. “When we moved here my junior year, my classmates were so welcoming. It had such a positive impact on my identity and who I was in an affirmative way. That was a huge building block change in how I viewed myself that launched me successfully in life, and that’s another reason why I wanted to give back.”

Nine months ago, he decided to include his classmates in his philanthropic endeavors.

Eight speakers committed to join him for Legacy 77, including two from the class of 1978: former Seabreeze football coach, artist and published author Mark Lewis, and Clay Newbill, founder, president, and executive producer at 310 Entertainment Inc. Newbill is also the executive producer of Shark Tank.

“One of the things I’ve thought about is this would be nice to perpetuate, but I can’t do it every year,” DiGirolamo said. “Well, Clay (Newbill) has said he’ll take the mantle for next year and get the class of 78.”

DiGirolamo presented on the first day of the event, followed by a video submitted by former quarterback Mark Thomas and then Newbill.

A key thread connecting all the speakers was to work hard no matter the task at hand.

Hayes was a successful motocross rider. When he turned professional, he faced a different level of competition and opted to retire from racing. At age 26, he launched his own business with $26,000, and by the time he was 37 years old, he sold it for $25 million.

“You’ve got to find your lane, guys,” he said. “You’ve got to find what you love. If you love what you do, you will never work a day in your life. But really, the saying is: If you love what you do, you will work harder than anybody else because the load’s so easy to carry because you love it.”

of 1977 but was held back due to his struggles with ADD, of which he had not received a diagnosis at the time.

Brothers in arms is not a small thing, Lewis said. He said the Seabreeze coaches spend endless hours dedicating themselves to teaching them what they need to know to perform and encouraged the players to meet their coaches halfway.

“Confidence is the thing that God gives you — don’t waste your gifts,” he said.

“It’s not enough to just wear the uniform. You got to go out every day and want to be better than you were the day before. That is what makes a team better from the time you come from summer camp to the last game of the season.”

FOCUS ON FAITH St. Mark by the Sea Lutheran Church marks two major milestones St. Mark by the Sea Lutheran Church celebrated two significant events on Sunday, July 26, highlighting both its history and a heartfelt farewell.

The Rev. Pedro Suarez, Bishop of the Florida–Bahamas Synod of the Evangelical Lutheran Church in America, dedicated a memorial rock and plaque commemorating the 50th anniversary of St. Mark’s establishment in May 1974. The church also holds the distinction of being the first worship building in Palm Coast, with its inaugural service held on July 4, 1976.

Bishop Suarez and his wife, Deacon Aura Suarez, also presided over the final service of Pastor Vince Iocona, the congregation’s shepherd who has served the church for nearly 11 years.

Following the worship service, the congregation hosted a retirement luncheon honoring Pastor Vince and his wife, Cindy. A total of 165 members and guests attended the celebration.

olusia County Schools celebrated the first day of school on Monday, Aug. 10.

Superintendent Carmen Balgobin welcomed students and their families back in a video posted on the district’s Facebook page.

“To our families, thank you for trusting us with what matters most to you: your children,” she said. “That trust is something we earn every day because every student matters, every family matters, and every day matters.”

To mark the start of classes, Balgobin invited two local business partners — Jayson Meyer, founder and CEO of Synergy Billing LLC, and Jonathan Jallad, vice president-sales leader, public sector, at Acentria Insurance, a Foundation Risk Partners company — for a “VIP Insider Education Experience,” made possible through the FUTURES Foundation, according to a Facebook post by the school district.

The group visited six schools in the district who improved their grades in the 2025-2026 school year: Westside Elementary (C to a B), Sugar mill Elementary (B to an A), New Smyrna Beach High School (B to an A), Sunrise Elementary School (C to an A), Pride Elementary School (First A since 2011) and Southwestern Middle School (First A since 2010).

Furyk and Friends tournament at Sculptures in Ormond’s downtown Hammock Beach to aid local charities to remain through December Hammock Beach Golf Resort and Spa will host a PGA Tour Champions event in October.

The Constellation Furyk and Friends Golf tournament, a PGA Tour Champions event, will be held in Flagler County at the Hammock Beach Golf Resort & Spa from Oct. 5-11.

The resort hosted a media day on Tuesday, Aug. 11, to discuss the move to Flagler County, the upcoming event and the community outreach as a result of the funds raised from the event.

“I think what we’re trying to share today is just how excited we are to be here at Hammock Golf Resort and Spa,” said Ryder Williamson, partnerships manager at the Jim & Tabitha Furyk Foundation.

“This is all for charity. It’s our main mission.”

Williamson said that, since launching the tournament in 2021, the foundation — whic h is run by pro golfer Jim Furyk and his wife, Tabitha — has raised about $1 million a year for local charities. Last year, the funds supported over 50 organizations and helped thousands of children and families in Northern Florida.

“I feel like we all come together for a common goal and that is to help others,” said Tabitha Furyk, tournament founder and philanthropist. “This tournament is truly about having a great time. There’s world class golfers. Some people say it’s like an adult Spring Break. But at

the end of the day, all of these funds are going towards charity and we’re making a difference in people’s lives.”

She emphasized that they are not leaving the Jacksonville charities behind. Instead, they want to expand their footprint into Flagler County.

Organizations like the Flagler Education County Foundation and Ormond Beachbased charity Provision Packs, which provides meals to children in need, have already been recipients of the foundation. Jim and Tabitha Furyk presented a check for $30,000 to Provision Packs at the media day event.

“Feeding kids has always been a passion of ours,” Tabitha Furyk said. “We’re going to feed 100 additional kids that were not being fed otherwise. That’s going to grow to 270 kids in the 26-27 school year.”

Jim Furyk, who won 17 PGA tour events including a major victory at the U.S. Open in 2003 and has multiple PGA Tour champions wins, is excited about the move to The Hammock Beach Golf Resort and Spa. “It’s an amazing golf

course,” Jim Furyk said. “Of all the golf I’ve played and all of the travels I’ve had; if you look at the state of Florida, this resort, this golf course, especially the 9th and 18th hole [are special]. I’ll put the 9th hole up as one of the best holes in the state of Florida.”

The tournament committee will be doing an extensive set up for two weeks prior to the tournament to create an exciting, socially interactive atmosphere. Typical attendance to this event is in the thousands.

The boardwalk is the most robust fan zone that you’ve ever seen,” Tournament Director Adam Renfroe said.

“We’ll have video boards to watch golf and watch football. There’s going to be a golf simulator. We’re going to have a concert stage right there on the boardwalk by the 18th hole.”

All Friday event tickets include an evening concert by country music singer and songwriter Billy Courington.

Complimentary access will be given to youth age 17 and under, college students and members of the military.

The tournament team is hoping it will draw a large crowd, including past participants from St. Johns and Duval counties, as well as new attendees from Flagler and Volusia counties.

“The players like nothing more than to play in front of 10,000 people,” Jim Furyk said. “I think it’s going to set up great. It’s going to look wonderful on television, but more importantly I think our guys are going to love the golf course.”

The dozen sculptures that have been in residence along Granada Boulevard in Ormond Beach since January have had their visit extended.

The Ormond Beach Arts District had originally scheduled a six-month stay ending in June for the exhibit of life-sized, life-like sculptures

by Seward Johnson, but now will host the pieces through December.

The 12 sculptures are the work of world-renowned American artist, Seward Johnson (1930-2020). Johnson’s sculptures have been displayed in public spaces around the world, including Times Square, Palm Springs, Rome, Australia, and Venice and are included in numerous private and public collections

“This is our second set of Johnson sculptures,” said Judith Stein, the Arts District’s Vice President. “The first group was in residence in 2025 and was such a success, we knew we had to bring more. Now we are delighted to be able to keep them here in Ormond Beach for an additional six months.”

The pieces are located on both public and private property along the Granada Boulevard corridor from A1A to US 1and all are accessible to the public. Stroll along Granada Boulevard or venture into the City’s riverfront parks and you’ll find boys flying kites, dancers, families, Einstein riding a bicycle, and the Mona Lisa.

The realism of the exhibit, and the fact that the public can get so close to the sculptures and interact with them, makes this exhibit very family friendly. The whole group can be seen in one outing either by foot or by car, or they can be visited and enjoyed a few at a time.

A printed map of sculpture locations is available throughout the district to assist people in visiting the

installation. The map is also on the organization’s website at (www.ormondarts.com/ sculptures). Signage and QR codes at each piece provide more information about the statue, the sculptor and the sponsor.

The Ormond Beach Arts District also plans to host more interactive activities to help the sculptures “come alive.” Plans are in the works for an artist paint-out, docent tours and more. More information on the activities will be available on the Ormond Beach Arts District Facebook page as they are scheduled.

Mainland has a history of producing standout defensive linemen.

Current starters want to continue the legacy.

Mainland football is known for its defense.

Big defensive linemen have graduated from Mainland and gone on to have successful NFL and college careers.

Leonard Williams attended the University of Southern California and was a firstround draft pick by the New York Jets in 2015. He is a defensive tackle for the Seattle Seahawks. Christian Hudson transferred from the University of Colorado to Boston College this year; L.J. McCray is at the University of Florida; and Ramon McCollough Jr. is at Wofford College. That is the short list.

Defensive line coach Ethan Simpson watched many of them develop under his tutelage.

“There are a lot of guys I’ve been able to coach and have gone on to the next level,” he said. “It’s been fun to watch them play and see how they continue to develop and work hard. Every Saturday when I can turn on that TV and watch all the old players play, man, it just makes me smile.”

Last year, the Bucs went 9-3. Simpson said they had some challenges.

“We got a good group coming back this year, so a lot of experience up front,” he said.

“Last year we had some ups and downs just because we were young up front. A lot of first-year starters last year, and first-year varsity starter experience.”

ty” Bell said this season the defense is a brotherhood.

“Those guys are really close — it’s crazy,” he said. “They call each other brothers. You know they hang around each other, on the field, off the field, in the classrooms, at home, on the video games ...

That may be the closest unit we have, at the defensive line group, and that’s what makes them special.”

Simpson was a rotational defensive lineman and linebacker at Mainland for four years. Scott Wilson was the head coach during Simpson’s senior year. After graduating in 2011, Simpson became a long snapper for Stetson University. He was part of the original group of players to bring football back to Stetson.

After graduating from Stetson with a degree in Sport Business in 2016, he was hired at Mainland to teach and is currently an Exceptional Student Education (ESE) support facilitator. Wilson brought him in to coach.

“He’s taught me almost everything, especially about D-line,” Simpson said. “He’s taught me so much ... He’s definitely my mentor and has turned into a brother of mine now.”

Returning to the defensive line this year are seniors Tommy Bostick, Ayden Lewis, Mike London Jr. and junior Malcolm McCarthur. Last season, McCarthur had 29 solo tackles, 18 assists, 3 sacks and 3 caused fumbles. Bostick had 18 solo tackles, 21 assists and 2 sacks.

“This season, we’ve got a lot of experience coming back, at least up front,” Simpson said.

“The D-line brings the energy. Malcolm (McCarthur) was a first-time starter last year but has continued to develop through the season. I can tell he is taking that role and making sure that no one else will

take it from him.”

McCarthur is starting his third year on varsity. Florida State University, Cincinnati and Duke are some of the colleges that have shown interest in him already, but he said he needs to stay humble and trust the process.

He said being a part of the Mainland team is being a part of a brotherhood. He has been playing football with most of his teammates since he was 6 years old.

“Coming to play with them is really a dream,” he said.

“Playing with my family members, my brothers.”

Lewis has been playing football since he was 4 and is going into his fourth season as a starter. He transferred from Atlantic to Mainland at the end of his freshman year when Bell was hired.

McCarthur and Lewis not only run the defensive line together but have a friendly rivalry going on in the weight room. McCarthur said Lewis beats him at bench press and squats. Lewis said McCarthur wins at power clean and deadlift.

“We are like Batman and Robin,” Lewis said.

Bostick said he has been around football since he was born but started playing when he was two years old. Initially, he played both offensive and defensive line but transitioned to D-line only at the end of his sophomore year.

He said he feels like they have been working hard at building the chemistry and brotherhood between them this season.

“I believe in my whole heart that we’re the best three front in Central Florida,” Bostick said.

Following their kickoff Classic at Osceola on Friday, Aug. 14, the Bucs will face stiff competition in the first three games of the season against Miami Carol City, Nease and Seminole.

McCarthur said he is going to put his body on the line for his team.

“We just got a lot of dogs on our team,” he said. “We’re going to do anything to win.

We’re going to come to play.

They’re going to come to play, but we’ve got a different type of work ethic.”

Simpson said the key to an excellent defensive line is having the physicality up

front and the passion for the position.

“You’ve got to have that attitude to play in the trenches and be explosive,” he said.

“But also, one of the biggest things I always preach is to have a motor; that means being relentless with your effort. Be relentless with your effort, be physical, be violent.

You’ve got to love it to play D-line. It’s not for everybody.”

Seabreeze begins season with more depth and a young dual-threat QB The Sandcrabs travel to Matanzas for a kickoff classic on Friday, Aug. 14.

After spring football practice, a long offseason and two weeks of preseason camp, the vibe was different at the Seabreeze practice field on Monday, Aug. 10. Finally, it was game week.

It doesn’t matter that the game, a kickoff classic at Matanzas at 7 p.m. Friday, Aug. 14, won’t count. For the first time in months, the Sandcrabs were preparing to play an actual opponent.

“We’re practicing for a game that’s just a few days away,” Seabreeze coach Mike Kleinn said Monday. “The season is finally upon us, so we are definitely excited. I’m excited. The boys are excited.

That offseason is great, and the work is great, but it’s nice to finally be getting ready to line it up for real.”

The Sandcrabs, who were 5-5 last year in Klein’s second season, have a lot to be excited about. They have a quarterback in sophomore Noah Bogdanowicz, who is a threat with his arm as well as his feet. And they have much more depth than they’ve had in Klein’s first two years.

“We’ve got a lot of guys.

We’ve got a lot of good seniors.

We’ve got a lot of good juniors.

And we’ve got a few sophomores that are stepping up into roles,” Klein said. “And so we’ve got enough depth now to where we can have some rotations at positions. We can put multiple different guys on some special teams. We don’t have to necessarily play a few guys every play of the game.

But I’ve got a lot of confidence in him as a football player and as a leader. And the guys have really rallied behind him.

He definitely gives us a lot of options on the offense.”

We can rotate guys in and out. We can get into different sets, personnel groupings. If we want to have four or five receivers out there, we can do that. If we want to have two or three tight ends in there, we can do that. So, it just gives us a lot of options.”

Bogdanowicz gives the Sandcrabs lots of options. He can run the option or pass out of the pocket. If the protection breaks down, Klein said, he can buy time and find a receiver or he can take off running.

Bogdanowicz was the JV quarterback last year. He split reps in spring practice with Michael McDonough, who has transferred to Matanzas, and Bogdanowicz has been the starter since.

“He’s a young guy, and that can be scary for some coaches,” Klein said. “But I’ve got a lot of confidence in him as a football player and as a leader.

And the guys have really ral-

lied behind him. He definitely gives us a lot of options on the offense. He’s young, so he’s only going to continue to grow and get better.”

Seabreeze passed for just 418 yards last season and 425 yards in 2024. This year, the Sandcrabs will be much more balanced, Klein said.

“We’re not going to throw the ball every down,” he said.

“It’s just not quite our MO. But we are definitely going to be more balanced than we’ve ever been before.”

Senior Jeremias George, who rushed for 500 yards in eight games last season, returns, as does leading receiver Danny Spada.

The Sandcrabs have a couple of Spruce Creek transfers in running back/linebacker Cameron DiBernardo and defensive end/tight end Jacob Dougherty. Matt Wells, who had 40 tackles, including seven for loss, last season, will also play both ways at defensive end and tight end.

“We’ve got a great tight end group,” Klein said. “A lot of those guys play both ways on the D-line. We’ve got about three guys that are all big, strong and athletic and can do a lot of things for us there. And our offensive line, I think, has improved across the board.”

Safety Ben Franklin returns after missing last season with

a torn ACL. He will be joined in the secondary by AJ Brown, a Seabreeze basketball player who came out for the football team in the spring.

“We just got so many guys that I feel like are going to have big years for us and are going to contribute in so many different ways,” Klein said. “It’s just an exciting feeling.”

After this week’s kickoff classic, Seabreeze’s opens its season across LPGA Boulevard from its home stadium, at Father Lopez on Aug. 21.

The Sandcrabs play their first home game the following week on Aug. 28 against Tocoi Creek.

Carol Ann Moseley

March 9, 1961- August 6, 2026 Carol Ann Moseley, 65, of St. Petersburg, passed away on August 6, 2026 in Palm Coast. She was the daughter of the late Carolyn (Lazzeroni) and Cedric Bodoh.

Carol worked as a residential cleaner for many years.

In her spare time she enjoyed fishing and hunting with her mother, brothers, uncles, cousins, and nephews. She always enjoyed spending time with her many beloved nieces and nephews. Carol had a special place in her heart for dogs, especially Chihuahuas. Carol was very proud of the close relationship she had with all

of her siblings.

She is survived by brother Daniel and his wife, Sharon; Mark and his wife, Dawn; Warren and his partner, Peg; and sister, Tina.

A memorial service will be held on October 10, 2026, at 4:00pm-7:00pm at St. John’s Community Center, 99 County Road 2006 East, Bunnell.

Brandon was a loving fiancé, father, brother, uncle, cousin, and loyal friend whose presence brought warmth and laughter wherever he went. He was known for his infectious smile, great sense of humor, and protective spirit. Brandon had a way of making people feel safe, loved, and accepted.

His generous heart and unwavering love for his family will forever remain a part of those who knew him.

He attended Woodrow Wilson High School and later built a career in hospitality and as a laborer in the construction industry, where he operated forklifts and took great pride in his hard work and dedication. Brandon approached life with determination, resilience, and a willingness to lend a helping hand whenever needed.

When Brandon wasn’t working, he loved spending time fishing on any “creek” in southern West Virginia where he found peace and relaxation in the outdoors. He also enjoyed shooting pool with family and friends creating unforgettable memories.

Whether by casting a line, lining up the perfect shot on the pool table, or simply enjoying the company of those he loved, Brandon treasured every moment spent with family and friends.

Brandon was preceded in death by his beloved mother, Helen Morris; his grandparents, Charles and Mary Barber; and his brother-in-law, Alfred “Les” Taylor.

He leaves to cherish his memory his father, Carlos Morris; loving fiancée, Jennifer Pearce; his son, Aydrean (Aleese) Hunt; his daughter, Eva Pearce-Morris; and Ace Pearce-Morris.

He is also survived by his loving sisters, Traci (LaSalle) Barber-Thompson and Ericka Taylor; his cousins who were more like sisters, Tiffany (Myron) Stevens-Nelson and Brandi Dow (James Singleton); his cousin who was like a brother, Dedrick James; his cherished niece, Tierra Taylor; his beloved nephew, Sterling “Spanky” Nelson; and the big homie Lee “Weezel” Smith; along with a host of aunts, uncles, cousins, extended family members, and dear friends who will forever hold his memory close to their hearts.

Although Brandon’s time with us was far too short, the love he shared, the laughter he inspired, and the lives he touched will continue to live

on. His memory will be carried forward in every smile, every shared story, and every act of kindness done in his honor.
