Apartment project approved On Tuesday, July 19, the City Commission unanimously approved an amendment to a Planned Business Development that will allow the construction of a 310-unit apartment complex at 215 Williamson Blvd., the site of the former Regal Cinemas. The last time the city permitted new multifamily development was in 2010, for the senior community of Madison Glen and the affordable housing apartment complex called Olive Grove. Commissioners favored the project because of its aesthetic, its location along a commercial roadway, and the fact that future tenants will be able to walk to nearby stores and restaurants. “I love this project,” City Commissioner Dwight Selby said. “... It is so high-end, and I haven’t a multifamily project like this anywhere.” No one wants to live in a town with an abandoned movie theater, said Commissioner Rob Littleton. He added that the project is “the definition of smart growth,” as densities will be compacted in a commercial corridor. “I think this is the right redevelopment for this area,” Littleton said.
Ormond’s property tax rate is going up The city of Ormond Beach is looking to raise its tax rate by almost 6%. The City Commission unanimously approved the adoption of the tentative millage rate on Tuesday, July 19. After a workshop held that afternoon, the commissioners decided to move forward with a millage rate of 3.7610 mills, or $3.7610 per $1,000 of taxable value, which is 5.8% above the rollback rate of 3.5587 mills. (The rollback rate is the rate that would bring the government the same dollar amount of tax revenue as it received the previous year.) While it is certainly a tax increase, it is not as steep as the one originally proposed, Mayor Bill Partington said during the meeting. “We talked about this in the workshop,” he said. “There’s no way around that. Oddly, it’s not as much of a tax increase as our residents on the Budget Advisory Board recommended to us, so that’s a curious government position to be in.” The initially proposed millage was 3.8640, which was 8.58% above the rollback rate. Commissioner Dwight Selby said he supported the tentative millage rate, as amended by the commission, because the original budget proposal included general fund reserves at 16.22%; the commission regularly aims for 15%. “The difference is about $465,000,” Selby said. “I think that if our policy is 15% in reserves, we don’t need 16 and change. We need [15%], and that $465,000 should stay in the bank accounts of the taxpayers, not in the bank account of the city.” According to the city manager’s budget message in the 2022-2023 proposed budget, the total budget for the city is projected to be over $108 million, including a personnel budget of $91.8 million.
OMAM to get live music, new sign The City Commission also unanimously approved two special exceptions sought by the Ormond Memorial Art Museum: a new 24-squarefoot sign, and an OK to have live outdoor music as part of scheduled outdoor events such as weddings and private parties.

The city is anticipating $101 million in total revenues for the 2022-2023 fiscal year, and plans to use $7.33 million of its general fund balance. “This proposed budget serves the citizens of the community well by providing the funds necessary to maintain and improve infrastructure, ensure qualified and responsive fire and police protection and offer amenities that define our community through committed, dedicated and exceptional employees that remain steadfast in our goal to provide the highest quality service,” City Manager Joyce Shanahan wrote in her budget message.
Ormond Beach’s property values, as established by the property appraiser, have increased by 11.19%. About $2.2 million of the millage rate generated by property taxes will go toward replacing public safety vehicles and equipment, parks and recreation improvements, transportation, stormwater improvements and utility system upgrades and vehicle replacements, according to the city. There will be two public hearings regarding the city’s budget and millage rate. The first will take place at 7 p.m. on Wednesday, Sept. 7; and the second at 7 p.m. Wednesday, Sept. 21.
The commission approved a collective bargaining agreement between the city and the National Association of Government Employees that dictates annual wage increases for the next three years. The agreement was on the meeting’s consent agenda. On Oct. 1, city employees will receive over a $1.53 an hour wage increase, a 3% increase, or they will be brought to the minimum of their position’s pay range. In 2024, employees could see either a 2% or 3% increase, and in 2025, all will receive a 3.5% increase. The agreement also added Veterans Day as a cityrecognized holiday. Negotiations with the firefighters union are being finalized.

aytona Beach lifeguards stole Ormond Beach’s sandy crown in the annual Volusia County Beach Safety Interzone Competition Wednesday, July 13, at Sun Splash Park. Lifeguards from four districts — Ormond Beach, Daytona Beach, Dunlawton and New Smyrna Beach — gathered at Sun Splash Park in Daytona Beach for a friendly rivalry and a chance to show off their prowess in the ocean and on its shores. Ormond’s team won the competition last year. Volusia County Beach Safety Director Andrew Ethridge said this has been a busy year for the lifeguards. They have rescued over 1,600 people from the ocean and are at the peak of the season. Competition proved

Ormond-by-the-Sea residents want their kayak launch reopened The kayak launch at the Briggs Drive fishing dock, at 2500 John Anderson Drive, has been fenced in since August 2021 after a resident was injured there and sued the county. JARLEENE ALMENAS SENIOR EDITOR
For a group of residents in Ormondby-the-Sea, the Halifax River is what brought them to buy a home in the area. They want to be able to kayak it — and access it from their neighborhood’s launch. The kayak launch at the Briggs Drive fishing dock, at 2500 John Anderson Drive, has been fenced in since Aug. 31, 2021. The county government added the fence after an incident in May 2017, when a resident fell over a protruding spike secured to a black mat on the kayak launch. She fractured her tibia and required three surgeries, and sued the county
for negligence in 2019. The county settled the claim for $125,000 in June 2021. “The launch area has a significant decline, and out of an abundance of safety, the launch remains closed,” Volusia County Community Information Director Kevin Captain wrote in an email. But nearby homeowners believe closing the launch is not the answer. “My whole argument is, if you slip on the pavement in Daytona and you fall and break your ankle, what are they going to do? Shut the road?” resident Karen Schaper said. “Or if you chip your windscreen, are you going to replace your car? You fix what’s broken.” She remembers when residents would sit on the fishing dock at night and watch the sunset. They no longer do that because the dock is leaning to one side, a result of damage from recent hurricanes. As homeowners who pay over $2,000 in property taxes annually, Schaper said, they feel like they should be able to use their neighborhood launch and dock. Access to the river is limited now on John Anderson because of the many homes along its shore, added resident Karin Leith. Those who live near the Briggs Drive fishing dock had easy access to the Halifax for many years. They didn’t have to go to other launches. “People are doing it anyway, and so now it’s been made a problem instead of maybe finding a way to make it safer and coming up with a good solution,” Leith said. “... This is why we moved to these neighborhoods here.”

Lower taxes? Volusia County is aiming to adopt the rollback rate of 4.8506 mills — or $4.8506 per $1,000 of taxable value — for next fiscal year’s general fund, meaning residents won’t see a property tax increase. But county staff cautioned the council that looming concerns that could impact the budget in future years. The Volusia County Council unanimously approved the adoption of the tentative property tax rate at its meeting on Tuesday, July 19. The tax rate must be reviewed during two public hearings in September to become official. The council also moved forward with a $1.06 billion operating budget, which includes over $352 million of reserves. Included in next year’s budget is a recommended wage increase of $1 per hour for all county staff; all staff will be earning at least $15 per hour as of Oct. 1. The last time Volusia County adopted the rollback rate for its general fund was in 2018. In addition to the general fund millage, four other funds are also planned to go to rollback: The library fund (0.4635 mills), Ponce De Leon Port Authority (0.0760 mills), Municipal Service District (1.8809) and Silver Sands Bethune Beach Municipal Service District (0.0129 mills). The remaining four funds — the

would impact the 2023-2024 fiscal year, when county staff knows there will be an existing $5.2 million deficit of recurring expenses, which county staff are planning to fill using onetime dollars. Kleeck also said that the county received a July 15 letter from the Department of Juvenile Justice sating that Volusia’s share of costs is rising next fiscal year by $243,000 over what the county previously budgeted, bringing its share to $2.2 million. The first public hearing to set the millage rate and budget is scheduled for 6 p.m. Tuesday, Sept. 6.

Fire Rescue District, Volusia ECHO, Volusia Forever and East Volusia Mosquito Control — will all see a rate increase. “There’s challenges, but you have planned well for an uncertain future,” County Council Chair Jeff Brower said. “I’m really comfortable.” Brower commended staff for preparing not only a fully funded budget, but one that has increases for public safety and recognizes that taxpayers are facing the same threats of inflation as the county. “Rollback is awesome,” Councilman Fred Lowry said. “But next year — I won’t be here but I don’t see that happening.” Lowry, who is running for the Volusia County School Board, said people need to be aware of the future financial impacts of both Amendment 10 and SunRail. County staff also presented the council with possible challenges for the future: varying sales tax revenue and the need to stay competitive in the labor market. Aaron Van Kleeck, county management and budget director, said the county had expected to receive $28.6 million in sales tax revenue next fiscal year, but that on July 5, the state Office of Economic and Demographic Research had released county revenue estimates showing the county’s revenue at $25.4 million — $3.1 million less. “They’re banking on some form of recession, if you listen to a lot of what’s out there,” Kleeck said. “They are calling for a possible recession where it would take a slight dive, flatten out for a year and then start to climb back up.” He said county staff members are comfortable with the sales tax revenue, but wanted to inform the council as it

SUSPECT TELLS DEPUTY TO TURN OFF SPOTLIGHT 12:12 a.m. — Interstate 4 at mile marker 127, Daytona Beach Fleeing and eluding. A deputy was driving east in the middle lane of I-4 when a car sped past in the right lane. The deputy paced the car at 120 mph, then turned on lights and siren for a traffic stop. The car pulled over, but, as the deputy walked toward the car, the 20-year-old driver “stuck his entire head out the window and looked back” at the deputy, and told the deputy to turn off his spotlight, according to the deputy’s report. The deputy explained that the light was for safety. The driver revved the car and fled, but deputies had his tag number. Police officers arrested the driver in his Ormond Beach home.

A deputy on road patrol noticed that a trailer hauled behind a pickup truck had no trailer lights, and the driver had the truck’s hazard lights on. The deputy stopped the car and saw that a man in the passenger’s seat wasn’t wearing a seatbelt. The deputy asked the man for his name. The man stated a name — an uncommon one that the deputy recognized because he knew someone with that name. But the man the deputy knew with that name was clearly not the man sitting in the passenger seat of the truck. The deputy had the man step out of the truck, and the man admitted that he had an active arrest warrant for failing to appear in court, and had used a relative’s name. The man tried to flee by running across the street, but

A woman caused a disturbance at a hospital, swearing at patients and staff. She was drinking from a bottle of ginger ale. Deputies arrived and noticed that she smelled of alcohol. They checked the bottle of “ginger ale.” The woman had replaced the soda with booze. A deputy arrested her. THE PRICE OF A GOOD MEAL 9:52 p.m. 2500 block of Enterprise Road, Orange City Obtaining food or lodging with intent to defraud. A man ate at a chain buffet restaurant, then left without paying. When police officers arrived and found him in the parking lot, the man walked back into the restaurant and swiped a credit card, but the transaction failed. The man said he had money and wanted to walk to a bank to get it. An officer warned him that if he left without paying, he’d be arrested. The man argued with officers and refused to follow their commands. He was arrested.

A 48-year-old pastor molested a 15-year-old boy in the back seat of a car at the Matanzas Woods Golf Course after arranging a meeting with the teen through the gay dating app Grindr, according to a Flagler County Sheriff’s Office report. The pastor, Alphonso Joseph, describes himself as “Overseer Alphonso Joseph” on his Facebook page, which features photos of him in clerical robes. FCSO deputies arrested Joseph after finding him and the boy in a car at the golf course at 10:25 p.m., according to Joseph’s arrest report. The deputies had been responding to a noise complaint about loud music at the golf course when they came across Joseph’s Camry. When a deputy approached and shined a flashlight at it, deputies saw that the car was shaking. They found Joseph and the boy in the backseat, pulling up their pants, according to the report. Deputies spoke to the two separately, and discovered that the teen was 15. The teen said that he’d met Joseph on Grindr and that Joseph had performed a sex act on him in the car. Joseph at first said the two had been “just chillin’” in the car and that he’d taken off his shirt because it was hot out. But he later admitted to performing a sex act on the boy, telling deputies that the 15-year-old had said that he was 18. Deputies arrested Joseph. He is charged with lewd and lascivious battery on a victim 12-16 years of old.

‘Operation Meth Side Story’ busts 18 suspects Deputies raided suspected drug dealers’ homes the morning of July 14, arresting 13 people and seizing large amounts of fentanyl in western Flagler County after a 2.5-month investigation. They arrested one other suspect later in the day and one the next day and have warrants for three more. Other suspects were arrested earlier in the investigation, or were already in jail on unrelated offenses and now face additional charges, , according to a Flagler County Sheriff’s Office news release. The investigation — which the Sheriff’s Office dubbed “Operation Meth Side Story,” focused on drug dealing in Bunnell and the Mondex area. The FCSO’s Special Investigations Unit and the P.A.C.E. Unit conducted the arrest sweep. They seized $31,000 cash and enough fentanyl to potentially kill more than 98,000 people, given fentanyl’s estimated lethal dose of 2 milligrams. They also found heroin, cocaine, THC oil, methamphetamine, and cannabis. “These drug dealers are now finding out what happens to poison peddlers in Flagler County,” Sheriff Rick Staly said, according to the news release. “These 18 poison peddlers have faced more than 159 felony charges combined over the course of their criminal life. These poison peddlers have been convicted 51 times. If you are a drug dealer in Flagler County and we didn’t get you this time you, better watch over your shoulder as we are coming for you next.” Suspects range in age from 21 to 66 and have 51 previous convictions between them. One of them, Twain Slater, has been charged with 20 felonies and 19 misdemeanors in Flagler County alone, mainly for narcotic-related arrests. The following suspects are still wanted: John Nicolicchia Jr., Sale of Methamphetamine Adam Giddens, Sale of Fentanyl Christopher Smith, Sale of
Cocaine and Unlawful Use of a Two-Way Communication Device. “As a result of the hard work of our Special Investigations Unit, this operation led to getting these drug dealers arrested for poison peddling in our community, and seizing deadly drugs. Hopefully, Operation Meth Side Story will save some lives,” Staly said. “If we are still looking for you, I suggest you turn yourself in, as it’s only a matter of time before we find you and take you to the Green Roof Inn.” The FCSO is asking for tips about the whereabouts of the three remaining suspects, John Nicolicchia Jr., Adam Giddens and Christopher Smith. FCSO places third in policing challenge The Flagler County Sheriff’s Office’s Motor and Traffic Unit has placed third out of 34 agencies in the Florida Law Enforcement Traffic Safety Challenge. FCSO Community Policing Division Chief Jon Welker, CPD Commander of Special Operations Scott Vedder, CPD Sgt. Adam Biss and Sgt. Chris Ragazzo attended the recognition event last week in Orlando, and Sheriff Rick Staly attended the award presentation to accept the award on behalf of the FCSO, according to an FCSO news release. “Being invited to this training was a great opportunity to learn and interact with other traffic units, and placing third in the state of Florida is a great honor,” Vedder said, according to the news release. The FCSO provides FLETSC with statistics for policies, participation initiatives, enforcement and traffic safety effectiveness, and was nominated for its collaborative efforts. The annual challenge is an effort of the Florida Law Enforcement Liaison Program, sponsored by the Florida Department of Transportation and the National Highway Traffic Safety Administration. The FLETSC paid for the FCSO to attend the training.
Speeders targeted in joint traffic operation Law enforcement agencies across five southeastern states are holding a weeklong speed enforcement campaign to prevent speeding and reckless driving. The campaign, called “Operation Southern Slow Down,” began July 18 and ends July 23 in Florida, Alabama, Georgia, South Carolina and Tennessee.

Chelsea Hawk, a longtime Palm Coast resident and political activist for progressive causes and candidates, died July 18 after she was injured in a July 17 car crash on Interstate 95 in Volusia County. One of her three children also died. Hawk, 39, was moving to Daytona Beach with her partner, Jared Upshaw, and their
three children when the crash occurred. Upshaw, 46, was driving south in the family’s minivan near mile marker 268 and tried to exit onto State Road 400, but lost control of the vehicle while making the sharp turn, according to a Florida Highway Patrol report. The van left the roadway, struck the sign for mile marker
268, continued onto the grass and plunged into a retention pond, sinking into about 7 or 8 feet of water, according to the report. Hawk, Upshaw and their 13-year-old daughter were taken to Halifax Medical Center, with Hawk in critical condition and Upshaw in serious condition. The 13-year-old girl was treated for minor injuries and discharged. The couple’s 12-year-old son and 10-year old son were both airlifted to Arnold Palmer Hospital. The 12-year-old boy was in critical condition and later died, while the younger son is stable, according to the report.

Sea turtles are nesting in unusually high numbers in both Volusia County and Flagler County. In Volusia County, mother sea turtles have deposited 1,106 nests — a record high, according to a news release from Volusia County’s public information office. Of those nests, almost half are in New Smyrna Beach. Volusia has historically seen about 500 nests from May 1 to Oct. 1, but had 984 in 2019, 902 in 2020 and 780 in 2021, according to the news release. In Flagler County, volunteers had recorded 767 nests as of July 13 — about double the typical number, according to a post on the Flagler Turtle
Patrol’s Facebook page. Beachgoers can help make the hatchlings’ journey to the ocean less dangerous, Volusia County Protected Species Manager Jennifer Winters said. “We ask beachgoers to make sure the beach is dark, clean and flat at night so hatchlings can find their way offshore to the floating sargassum seaweed where they will spend the first portion of their lives,” Winters said, according to the news release. With the coming of summer thunderstorms, hatchlings will face “washback season” as the storms sweep them to shore with floating seaweed. Lacking the energy to return to the water, washbacks stranded on the beach may be eaten by predators or die from dehydration, according to the news release. They’re hard to spot in the seaweed, Winters said.
“If you find a washback or hatchling on the beach that is in imminent danger, do not put it back in the ocean,” Winters said, according to the news release. “Instead, contact Beach Safety for further instruction. These animals are often exhausted and can barely lift their heads to breathe. Holding them in water or putting them in the ocean can be fatal.” Here’s what to do if you find a washback turtle, according to the Volusia news release: Ensure it’s out of harm’s way. Do not take it home. Provide shade over the turtle and determine your location. The address, building name, street name or GPS location are most helpful. Originally from the Midwest, he has regularly been involved in local politics. In 1984, he ran for county supervisor in Santa Barbara, California.
Lori Tolland filed for candidacy on Jan. 7. She has lived in Ormond Beach since 1989 and has served on the Ormond Beach Planning Board since 2016. THE DOWNTOWN Question: The downtown CRA was developed in 1985, and it has been extended through 2036. During this time, the CRA has taken in and spent millions of dollars that could have gone to the general fund. According to Florida Statutes, the CRA may be established in a slum or blighted area, or where there's a shortage of affordable housing. Based on this statutory definition, do you believe the CRA should be continued, or would you act to sunset it? Tolland Tolland said she would vote to continue the CRA. "I think everybody can agree that our downtown area is very nice and becoming very walkable," she said. "We have a lot of good restaurants, we're getting a lot of interest and a lot of excitement in the downtown area, but there's other issues — the affordable housing. I think maybe we could look at some of those issues as well with that money, but of course, these are things that the [taxpayers] need to vote on." Valerio Valerio said the downtown is beautiful and there are good restaurants — a sign the CRA has accomplished its mission and should be sunsetted. Grigsby The downtown CRA has done good things, Grigsby said, but a lot of the blighted properties are still there. Grigsby said he believes many properties that received CRA dollars didn't need them, as they're owned by prominent businessmen who could do the work on their own. He also mentioned the $2 million city sidewalk banding project for the downtown, saying that those funds could have been used to redevelop dilapidated gas stations and bringing in affordable housing. "The CRA has been a failure, and a slush fund for a certain group of people," he said. "I would sunset it tomorrow, if I could, put the money back in the general fund, put it back in the county."

Tolland Tolland said the city only has a few areas left to develop, and that in the last 10 years, the city has grown by 5,000 people. According to 2020 census data, 38,137 people lived in Ormond Beach in 2010. In 2020, the population totaled 43,080. “That’s minimal growth compared to other cities in Florida,” she said. She explained the process of having a project approved, touching on land uses and densities. Exceptions are considered if property owners want to deviate from the code. Sometimes that makes sense, as it presents a better use or density for the parcel, Tolland said. “When projets are designed, I believe it’s important to address green space and recreation space, and every development should be a good neighbor,” she said. “I’ve been known to say no to some projects, and I know I’ve been on the Planning Board for a while, but recently it was Tattersall and Plantation Oaks. But I also promised to be fair to all the parties and make my decision on what is best for the community.” Valerio Instead of speaking about low impact development, Valerio spoke about examples that he said increased growth in the city. The first project he mentioned was Granada Pointe and the clearcut-
56 N. BEACH ST. Question: Last year, the city demolished the church at 56 N. Beach St. to build a parking lot. Should it remain a parking lot? If not, what do you think should be done with the property? Grigsby Grigsby, part of a citizens group that protested the action and asked the City Commission to delay the demolition, said the majority of residents — barring a few business owners — didn't want a parking lot. "I'm very disappointed in our city commissioners that allowed that to happen, despite a public outcry," Grigsby said. Tolland Tolland said she wasn't involved with the demolition of the church, and that she read about it in the
ting that took place in 2018 for the Wawa gas station. “Most of the residents of the city were very much appalled by the decision of the Planning Board unanimously approving the Wawa,” he said. He also spoke about the vote to lift the age restriction from the first phase of Plantation Oaks in 2021. Most recently, the age restriction for the development’s third phase was lifted, per the City Commission’s approval. Plantation Oaks can build 1,740 homes. Valerio was concerned about the traffic. “That’s going to be difficult,” he said. Grigsby Grigsby said a good example of low-impact development is The Trails Subdivision, which began construction in the mid-1970s. The Trails’ land was allowed to remain as undisturbed as possible, he said, and that low-impact development means no clearcutting; instead, it uses natural features to the developer’s advantage. “And what ends up happening is you end up with beautiful subdivisions,” Grigsby said. “... We end up with reduced costs because now we have less runoff and pollution. It’s actually cheaper for the developers, and property values are better for low impact developments.” Grigsby said the city needs to change its land development rules and reinstate the 2009 wetland rules. Low-impact development shouldn’t be a suggestion, but should be written into the city’s development code. “If you put a pause on development until we change our code, then something will get done,” Grigsby said. She said she loves historic buildings and thinks they make Ormond special, but that the church did not appear to her to have historical value. "I can understand why the city wanted to remove it and make another use for it," she said. "I think a parking lot is not my ideal use. I think for now, it's fine." Valerio Valerio said that he had been told the church had mold, but that regardless, he felt that taxpayer money should not have been used to demolish it, as the church is in the downtown district Community Redevelopment Area. "What would we do with the parking lot? I don't have an answer to that, yet," Valerio said. "I will tell you that money should be paid back to the city by the CRA."
Valerio Valerio said that depends on who pays for them. Adding trails is a good thing, and we do need more, he said. Valerio said he wished to reopen River Bend Golf Course, and that adding trails could be required for developers seeking to build new subdivisions.
STORMWATER ISSUES Question: Stormwater issues such as flooding and water quality on the North U.S. 1 corridor continue to be of concern, especially to Zone 1 residents. How would you begin to target this problem? Tolland Tolland said she loves water quality and is an environmentalist. She mentioned the failed septic-tosewer initiative for the north peninsula and said that, as a member of the committee, the committee didn't do a good job of educating citizens about its importance. "I hope that with careful planning and education, that we can do something great to increase our water quality," Tolland said. "Environmental- and pollutionwise, I think we can do better," he said. "We have a stormwater master plan that has not been implemented by the city, and we keep putting the ball down the road and saying it's someone else's problem."
AIRPORT RUNWAY EXTENSION Question: The city is pursuing the extension of its east-west airport runway. Would you vote yes or no? Valerio Valerio gave a resounding “No,” citing an increase of noise that would affect nearby communities. "I'm not against airplane or airports," he said. "I just don't think we should be penalizing people who live here because we want to make the airport [runway] longer. It doesn't serve any purpose. It's not a safety issue as they say it is. The airport’s not unsafe to operate as it is right now." Grigsby Grigsby said he would vote no, and added that the city hasn't been forthcoming with the public about its plans for the airport. "There's never really been a real commission meeting or a vote
about this extension," he said. Grigsby said that the 600foot extension won't provide the ultimate distance the city seeks, which is 1,000 feet, as stated in the 2015 airport master plan. He also worried about the environmental impact of increasing the runway and the future relocation of Airport Road if the city decides to pursue a 400-foot extension to the east. Tolland Tolland said the runway extension was a done deal, so her opinion "is a moot point" as far as the discussion goes. However, she did say that the 600-foot extension would increase safety and is needed because there have been issues at the airport, though they’re not public knowledge. She also said the noise is primarily caused by flight schools and not the existing jets.

Question: The Deltona-Daytona Beach-Ormond Beach metro area was recently rated as the worst in the nation for pedestrian safety by Smart Growth America. If elected, what actions would you take to make our roadways and highways safer for pedestrians, cyclists, and other people in the cars?
Ormond Beach City Commissioner Troy Kent filed for candidacy on Feb. 1. He has represented Zone 2 for the past 19 years. He is an assistant principal at Sugar Mill Elementary.
Rob Littleton “My vision is to make Volusia County the absolute best place to live, work and raise a family. ... We do that by addressing ... growth and how to do it responsibly, smart budgeting and low taxes.” Ormond Beach City Commissioner Rob Littleton filed for candidacy on Nov. 30, 2021. He was first elected to the City Commission in 2016. He operates Go Ormond, a tutoring agency.
Michael McLean “My way at looking at elected office is bottomline business thinking. It’s what I’m used to, that’s what I understand. I look for, ‘Let’s do a little better with a little less,’ and I think that can be done.” Michael McLean filed on Feb. 11. He is a former Seminole County Commissioner. McLean owns a governmental and business consulting firm.
Littleton The city of Ormond Beach, Littleton said, has been working with FDOT to improve pedestrian safety on A1A and in the downtown. He added that the focus in the current fiscal year is to maintain the city’s current road system. “The way prices are going up right now. Building new roads — which could cause more danger — isn’t going to be a priority of mine,” Littleton said. “It’s going to be tough enough for governments to handle what we already have, so my main focus will be to maintain, preserve what we currently have, and try to improve the infrastructure on those roads going forward.” McLean Building new roads and enhancing existing infrastructure is going to cost money, McLean said, and in order to address the issue, the county needs to have reoccurring money. He spoke about revisiting a half-cent sales tax, perhaps taken out of what the county already pays

And I will elaborate on those as we go through, but stop building on the wetlands immediately.” Ormond Beach Wall-Y-World Gallery owner Ken Smith filed for candidacy Nov. 24, 2021. THE LOOP Question: "Defend the Loop" signs have been everywhere over the past year or so. In your opinion, is the Loop in danger, and if so, what are some ways the county can further protect the scenic byway? Littleton We can look at the county's land development code, which sometimes encourages high-density building, Littleton said.
McLean This is a situation we should look at from two perspectives, McLean said. First, the County Council is a sevenperson board, so one could have "the best ideas in the world," but if three of the others don't agree with you, nothing will move forward. Second, there are relationships that can be build outside the council, such as working with the cities. Smith We have to stop development on the Loop, Smith said. This includes protecting wetlands and reinstating
Smith Smith illustrated the danger of local roads by mentioning the white cane challenge that was previously hosted by the Conklin Center for the Blind. Sighted people were asked to put on a blindfold and cross International Speedway Boulevard. That’s a death sentence, Smith said. He invited people to try the challenge. “I guarantee — you start putting these people’s lives at risk and things will start to change,” Smith said. “The other priority is that sidewalks can’t just be pretty. They have to be 100% functional.” Kent Kent said he would take a twopronged approach: First, get involved with the Florida Department of Transportation and speak with local Florida Rep. Tom Leek. Then, make sure enforcement is in place. “We have to support our police,” Kent said. “We have to give them the tools that they need, and they already have the talent, so that they can enforce ... the speeding and help make our roadways safer.”
AFFORDABLE HOUSING Question: FAITH, a local nonprofit religious coalition, has been pushing for more affordable housing in Volusia County for the past three years, particularly the establishment of a housing trust fund. Would you support this initiative? Why or why not? Smith Smith supports creating a housing trust fund, which could be funded using linkage fees, ensuring a portion of funds per square foot of new development goes to build affordable housing. But, he said, his first question to FAITH had been, “How long does the housing have to stay affordable?” FAITH said 25 years, he shared. “They said that other communities have it for 15, but at the state of our developers in the county ... 25 would be a better idea,” Smith said. “I wholeheartedly agree.” Kent As a VCS employee for 44 years, Kent said, he knows what it’s like to go to work every day, teach kids and live paycheck to paycheck from time to time. Looking at apartments popping up in the county — with

to the state, as a dedicated funding source. “Perhaps we can look to use a portion of what we’re already paying to be able to come up with solutions for problems that occurred within the last few years, as opposed to what did happen 20 or 30 years ago,” he said.
Question: What is your position on beach driving, and should the ability to drive on the beach be cheaper, or free, or eliminated for residents of Volusia County? If so, are there other revenue sources that the county could explore? McLean As a relatively new resident to the county — McLean has lived here for about three and a half years — McLean said he finds this issue interesting because it requires balancing property ownership and the citizens’ enjoyment. “I would like to think that there may be a compromise somewhere in this,” he said. He added that one suggestion is to charge for beach driving during special events. Smith Smith called paying residents to the more stringent St. Johns Water Management District wetland rules from 2009. "I don't believe we should [approve] every land use permit change that comes our way," he said. Kent Kent said he wants to make sure his grandson is able to experience the Loop as he's seen it growing up, and as his grandfather before him saw it. "I paid attention two years ago when ECHO and Volusia Forever came before the voters of Volusia County," Kent said.
rents upwards of $1,800 a month, plus requirements on deposits — he said he is open to initiatives to encourage affordable housing. “My ears are open to see what we can do to help affordable housing, especially for our employees — our firefighters, our police officers, our teachers, our public work employees,” Kent said. Littleton One of the big issues in Volusia County, Littleton said, is that the median wage is $45,000 a year; at the state level, it’s about $55,000, per the Bureau of Labor Statistics. During his time on the City Commission, he said, he’s supported workforce housing, and backs FAITH’s trust fund initiative. McLean McLean said he was previously involved in a state board in Tallahassee called the Florida Housing Finance Corporation, which decides where federal, state and local affordable housing dollars go. And they usually go to South Florida. The FAITH initiative, and other affordable housing initiatives, he said, makes “perfect sense.” drive on the beach “basically a scam,” as locals pay more in taxes to support the salaries of toll booth operators and still deal with closed beach approaches. “If you look at Main Street in Daytona Beach, it has killed the tourism to not have the driving there,” he said. “... It’s time to reopen that part of the beach.” Kent Kent vowed to “fight tooth and nail,” if elected, to ensure residents do not pay to drive on the beach. Visitors are welcome to come, but they should pay to drive on the beach, he said. Littleton Littleton said he has always been pro-beach driving, and added that, since the beach is a major asset of the county, it should have an advisory board to help determine shortand long-term strategic goals. "Do you remember the results? Because I do — it was overwhelming. Volusia County residents want to keep ECHO and Volusia Forever and they want to make sure their money is where their mouth is.”
WATER QUALITY Question: What steps would you take to balance development with water quality as well as water quantity in our county? Smith One of the steps Smith mentioned was opposing any toilet-to-tap initiatives, a pilot program the city of Daytona Beach became part of in 2018. He called the program an excuse to allow development, because Volusia doesn’t have enough water in its aquifer. He suggested a moratorium on development. “When that aquifer dries up, it’s not just a matter of we’re not going to have freshwater — if that aquifer dries up it’s going to start bringing saltwater in from the ocean,” he said. “... Imagine what Silver Glen and Blue Springs will look like filled with saltwater? It’s not going to be pretty.” Kent Kent said he is proud of the city of Ormond Beach’s reuse water program for irrigation, because if reuse isn’t used for watering lawns, it ends up in the Halifax River. “My mother tells me when she was a child, you could see from the top of the Halifax to the bottom,” Kent said. “It’s not like that anymore.” He said he would be in favor of using ECHO or Volusia Forever funds to buy lands around the springs to prevent development. Littleton Littleton also mentioned Ormond Beach’s reuse system, and added that the city plans to buy land to increase reuse water storage to ensure no effluent is pumped into the Halifax River. McLean This topic is always challenging, McLean said. He said he agrees with his opponents that reuse programs like the one in Ormond make sense and should be expanded on a countywide basis.
TAXES Question: During the County Council meeting on Tuesday, July 5, county staff stated that, while adopting the rollback rate is feasible this upcoming year, doing so will not be sustainable in future years due to issues like maintenance responsibilities for SunRail and increase in Votran subsidy. How would you approach this issue? Kent “When you have a $1.2 billion budget and you have over $300 million in your savings account, there should be no other discussion than, ‘You’re going to rollback,’” Kent said. He called the $100,000 budgeted for Christmas decorations at the Ocean Center a waste, as the center is under-utilized. Littleton “There is plenty of opportunities in a $1 billion budget to cut somewhere,” Littleton said. “I’m even talking about recurring expenses for diversifying your revenue and offsetting that through property taxes.” McLean McLean described himself as a “low tax guy,” and said that in nine of the 10 years he was in elected office in Seminole County, it had one of the lowest rates in Central Florida. Smith Smith has pledged to not raise taxes and said that the county needs to do “more with less.”

In addition, OBTS Lions Club President Greg Evans and his wife, Dina, attended the 104th-annual Lions International Convention held in Montreal, Canada, June 22-28. At the convention, Evans accepted recognition for the Ormond-by-the-Sea Lions Club being a “model club” for Campaign 100, a fundraising campaign for the Lions International Foundation. Model clubs, according to a press release, are clubs that dedicate themselves to achieving a minimum amount of money per member to support the foundation. The multiyear worldwide campaign raised over $324 million, according to a press release.
NEW MUSEUM HALL GALLERY OPENS The Holly Hill Historic Society will celebrate the opening of its new Hall Gallery from 1-4 p.m. on July 23 at the Holly Hill Museum at 1066 Ridgewood Ave. in Holly Hill. The Hall Gallery will be a rotating exhibit featuring a new theme of historic photographs and more, according to an announcement. The first exhibit is titled, “Florida, Flora, Landscapes and Botany.” It features rare photographs of the Halifax area by Holly Hill photographer Edward G. Harris. The photos, taken in the late 1800s, tell the story of Florida’s popularity with visitors and botanists. Over 30 framed photos will be featured and available for order and purchase.

f you can imagine it, you can create it. The newly-renovated Ormond Memorial Art Museum and Gardens has hosted a summer camp every week this month, with a new theme each week. The summer camp was open to children ages 6-11. The theme, “Imaginarium: Dragons, Unicorns, and Fairies,” gave children the opportunity to sculpt dragons, unicorns, fairies — and whatever else their imagination dictated — out of clay. Sounds started in the 1990s at City Hall. In the years that followed, the concerts were held in other places in town, but the series has been held at Rockefeller Gardens since the mid2000s. Johnson moved the concerts up to the north lawn a couple years ago. “It’s perfect, because it’s a little bit more intimate setting,” Johnson said. “There’s shade ... so it’s just a really nice location now.” Leslie Lee, a community member, first attended Summer Sounds last year. “I just wish they had more than three weeks of concerts,” Lee said.
Lee isn’t the only one that enjoys Summer Sounds. Josh Servi brought his son Jack and dog Calvin to this year’s event. “We love all the events the city puts on,” Servi said. This year, Johnson said, there were at least 300 people that showed up to the first concert of the series. Blu Highway also opened the Summer Sounds series last year with the same turnout. Johnson said she loves her job. “It’s just like having a party every day,” Johnson said. “Almost everything that the city has is free. ... It’s a gift to our community. It’s a lot of fun.”

Music could be heard from 6-8 p.m. at the Rockefeller Gardens north lawn on Friday, July 15, as Blu Highway, a blues and southern rock band, kicked off this year’s Summer Sounds. Summer Sounds is a free concert series put on by the city of Ormond Beach’s Department of Leisure Services. This year, Blu Highway is the first of three concerts held on the last three Fridays in July. On Friday, July 22, Traces of Gold will be performing music from the ’50s, ’60s, ’70s and beyond, and on Friday, July 29, Not Brothers Band will be performing rock ‘n’ roll classics. The Museum of Arts and Sciences has appointed Tabitha Schmidt as its next executive director, succeeding Interim Executive Director Maria Hane and former Executive Director Andrew Sandall. “After a nationwide search we have unanimously selected Tabitha Schmidt as our choice for the next Executive Director of the Museum of Arts and Sciences,” said Katherine Hurst Miller, president of the MOAS board of trustees president. Schmidt will start her duties in early September 2022. She comes to MOAS after serving as the CEO of the Powell Gardens, Kansas City’s botanical garden, for the past six years. Schmidt earned her bachelor’s degree in art from Baker University and her master’s degree in art history from the University of MissouriKansas City, where she studied abroad at Harlaxton College in Grantham, England. “Working with multi-disciplinary collections is a passion of mine, and MOAS offers endless opportunity,” Schmidt said.

Vince Carter sat at a table in the lobby of the Vince Carter Athletic Center at Mainland High School and signed autographs for one of the age groups at the Vince Carter Youth Basketball Academy. After everyone in the group received an autograph — some on their camp T-shirts — he accompanied them outside, where a camp photographer was waiting to take a picture of the former NBA player with the group of kids. When they were done, another group filed out of the gym for autographs and a photo with the man who acquired the nicknames “Vansanity,” and “Air Canada” early in his 22-year pro basketball career. Carter has hosted the camp since he entered the NBA

in 1998. Because of COVID restrictions, it was canceled the past two years. This year, being the first year back, the camp, which had always been a full week, was abbreviated to three days. “Since we missed two years, we knew we wouldn’t get as many campers,” said Carter’s mother, Michelle Carter, who is the executive director of Vince Carter’s Embassy of Hope Foundation. “I was thinking 60 or 70.” Instead, 124 kids between the ages of 7 and 17 participated in the camp held July 15-17. There were 24 campers from Ormond Beach, eight from Palm Coast and two from Bunnell. Campers also traveled from Chile, Nova Scotia, Arizona, Colorado, Texas, Mississippi, North Carolina, Pennsylvania and towns and cities throughout Florida. Many campers return year after year. Triston Smelt, 16, of New Smyrna Beach, participated for the fifth time. Abby Steele, 28, of Huntington, West Virginia, was a camper from age 7 to 17, and then began coaching at the camp at 18. “I’ve been coaching here ever since,” said Steele, who is an athletic trainer. After the campers got their autograph and their photo taken with Carter, Mainland’s most famous alumnus addressed the entire group. Every dream, he told them, takes hard work to fulfill. “It’s easy to say you want to be a professional person. I want the kids to understand that they have to give that effort to make it,” Carter said. Carter was an immense talent when he entered the NBA — one of the best dunkers and high flyers in league history — but it was hard work that kept him in the league longer than anybody else. He was 43 when he retired in 2020.

“It’s just about willingness and drive. I was still motivated to play regardless of my age. It was what I wanted to do, what I loved to do,” he said. “That’s why I told these kids, ‘Giving your all will take you a long way,’ because I’m living proof of that.” If he was step slower than he was in his prime, he made up for it by being a good influence on his teammates, he said. BUSIER THAN EVER
When he was a rookie, he never thought he’d play for so long. “For some reason I wanted to play 15 years,” he said. “I said that because some of the greatest players who played at that time played 12 to 14 years. So, I thought if I can get up to 15 years, that’s saying something. And once I got to 15 years, I want to play two more, play two more, play two more. I finally got to year 22 and it felt right.” Though he’s been retired for two years, he’s busier than ever. “People think he retired from everything,” Michelle Carter said. “He only retired from the NBA, not life.” He’s currently a basketball analyst with ESPN. He also broadcasts the Atlanta Hawks games. The Hawks were his eighth and final team, and he still makes his home in Atlanta. He also recently finished a season of Vince’s Places, a streaming series on ESPN+, produced by Peyton Man-
ning’s Omaha Productions. During the series, Carter told stories from basketball’s history and visited with some of the game’s greatest players. Now, he has a podcast, “The VC Show.” His competition these days is golf. He competed in the American Century Celebrity Golf tournament in Lake Tahoe, Nevada, July 6-10, finishing tied for 70th with actor Miles Teller. “I’ve been working hard at it, trying to be a decent golfer, a single-digit golfer,” he said. “That’s my activity. That’s what keeps me sane.” Once in a while he’ll pick up a basketball and shoot a bit, but the former NBA dunk champ doesn’t play anymore. “I don’t miss the game as far as playing. Kids still ask me to dunk. That would hurt me now,” he laughed. “It’s still there, it’s just now I’m on the other side. I stay grounded. No more flights.” Carter’s camp is like a family affair. Most of the coaches — including Joe Giddens, Carter’s high school teammate and now Mainland’s head boys basketball coach — have been with the camp from the start. Alison Pate is a relative newcomer. She’s only coached at this camp since 2012. But she began coaching for Carter at his New Jersey camp in 2007 when he played for the New Jersey Nets. Carter’s wife, Sondi, is the camp’s fitness coach. His 5-year-old son, Vincent, is the youngest camper.

Faith Diane Sanchez of Palm Coast, FL passed away peacefully in her home surrounded by her family on June 28th, 2022 at the age of 82.

When Faith retired at the age of 68, she and her husband Ralph decided to make their new home in Palm Coast. As members of the Hammock Beach Resort they enjoyed getting together with family and friends for various festivities. During Faith’s leisure time she enjoyed playing tennis and Mahjong with the girls. She was loved so much by all, and is greatly missed. Faith’s celebration of life will be held at the Hammock Beach Resort, Palm Coast, FL. on July 23, 2022 from 2-4 PM.
Faith started her nursing career at Broward General Hospital in Ft. Lauderdale, FL working in the ICU unit and then entered an advanced nurse training program where she excelled and was voted Nurse of the Year.

Faith was born in White Plains, New York. She grew up in South Florida, and eventually settled in her beloved home in Palm Coast, FL. Faith is survived by her husband Ralph Sanchez of forty one years. Brother Larry Breslin of Palm Coast, FL., daughter Kim Lawrence of Boca Raton, FL., two sons, Tim Rode (Sheri-lyn) of Live Oak, FL., and Larry Barwick (Lori) of Gainesville, FL., two stepsons Mike Sanchez (Dina) of Collinsville, OK., and Jason Sanchez (Preeta) of Overland Park, KS. She was a loving grandmother to 12 grandchildren and 5 great grandchildren. Faith started her nursing career at Broward General Hospital in Ft. Lauderdale, FL working in the ICU unit and then entered an advanced nurse training program where she excelled and was voted Nurse of the Year. Faith practiced for many years at Broward General Hospital and then moved to North Ridge Hospital in Ft. Lauderdale where she accepted a position as a Cardiac Nurse Educator. Over the years Faith was promoted to the Regional Director for all of Tenet Hospitals for the state of Florida.
The age 13-14 team won the Section 3 title on July 16.
Mike Fries is officially Matanzas’ new girls head wrestling coach. Unofficially, his role won’t change too much. As an assistant coach with the Pirates last season, Fries coached both the boys and girls wrestlers. He’ll continue to do that. “We ran both programs as one last year,” he said. “... It’s a co-ed sport up until duals.” Matanzas is one of a few high schools in the state that has a separate head coach for boys and girls wrestling. John White began the girls program in 2018, two years before it became state sanctioned sport. At the Florida High School Athletic Association’s first girls state wrestling championships this past season, Matanzas finished in third place, one point out of second. And freshman Tiana Fries, Mike’s daughter, became the school’s first girls state wrestling champ. White stepped down as head coach after the season to spend more time with his family and concentrate on his job as the Pirates’ head dean. Boys head coach T.J. Gillin said Mike Fries deserves a lot of the credit for the team’s success in 2022. “He pulled girls out of the hallway, and made them love wrestling,” Gillin said. The girls team had 18 firstyear wrestlers this past season, and returns 22 wrestlers, including four who placed at

state: Tiana Fries (110-pound champ), Mariah Mills (third, 105 pounds), Isabella Tietje (sixth, 135 pounds) and Christina Borgmann (eighth, 120 pounds). “We’re convinced we’re the program to beat now,” Gillin said. Mike Fries is the only high school wrestler in VolusiaFlagler history to reach the state finals in four seasons. It’s an achievement he’ll try to help his daughter match. He was a two-time runner-up and two-time state champ at FPC from 1996-1999. He was Seabreeze’s head wrestling coach for three seasons before joining Matanzas. Jeremiah Marschka will continue as an assistant coach, and Gillin and Fries plan to hire three more assistants. “This might sound arrogant, but we think we have the best coaching staff in the state of Florida, and it’s going to stay that way,” Gillin said. With two full teams, the Pirates are outgrowing their wrestling room. But they have a plan for that too, to expand in the future into a larger room with two mats, Fries said.

The Palm Coast Little League Junior All-Stars (ages 13 to 14) won the Section 3 baseball title to advance to the state tournament July 22-24 in Hudson, Florida. “This was a total team effort. All 13 boys contributed to us winning,” said coach Jason Walaskay. The Palm Coast squad handily defeated San Mateo/Arlington in two games — 16-2 and 25-0 — in a best 2-out-of-3 on July 16 at Indian Trails Sports Complex. Only those two Little League organizations in the section had teams competing in the junior division. “When you get above the 12-year-olds, there is a lot of competition from other leagues (for players to participate),” said Walaskay, who has coached youth baseball for over 20 years. “We have a great bunch of kids. I think we have a very good shot at winning state,” he said.
