Volusia County voters have four candidates to choose from in the upcoming County Council At-Large race: Jake Johansson, Doug Pettit, Sherrise Boyd and Andy Kelly. Incumbent Councilman Ben Johnson is not seeking re-election. Former Port Orange City Manager Jake Johansson filed to run on Dec. 21, 2021. He is a retired captain of the U.S. Navy, where he had a 35-year career. He resigned from the city of Port Orange in 2020, and said decided to run for County Council because he started seeing “dysfunction” on the governmental entity. “When I start hearing council members talk about, ‘I want, I need,’ I know that those council members have lost focus on who they work for,” Johansson said. “We work for the citizens, and I’ve been a lifelong public servant.” Johansson said he wants to bring “the four C’s” to the council: cooperation, collaboration, communication and common sense. FDOT to fix dated US 1/I-95 interchange

Free training for health care facilities

Volusia County Emergency Management will be putting on a series of free training sessions beginning in July to assist health care facilities with the filing of their state-mandated disaster preparedness plans. Local emergency management agencies are then required to approve the plans, according to a county press release. About 167 health care facilities in Volusia County must adhere to the mandate. In February, the County Council approved a plan review fee. The fee will take effect on Oct. 1. The three-hour training session will be conducted at the Emergency Operations Center at 3825 Tiger Bay Road in Daytona Beach. The dates are: - 9 a.m. to noon, Monday, July 11; - 5:30-8:30 p.m., Wednesday, July 20 - 9 a.m. to noon, Monday, Aug. 8. - 5:30-8:30 p.m., Thursday, Aug. 18 - 9 a.m. to noon, Monday, Sept. 12 - 1:30-4:30 p.m. Wednesday, Sept. 14 Register at bit.ly/3y4rfjd

The Florida Department of Transportation is seeking public input on improvements to the I-95 and U.S. 1 interchange in Ormond Beach. A Project Development and Environment study is underway to evaluate safety improvements to the interchange, which was designed and constructed in the early 1960s and some of its original elements, such as the median openings and vertical clearance of the I-95 bridges over U.S. 1, no longer meet current standards. And as FDOT predicts traffic will increase by over 40% by 2050 on I-95 and more than double on U.S. 1 with the build-out of nearby Plantation Oaks and Ormond Crossings — which could build about 2,950 residential units — improvements are needed. The study also includes improvements one mile north and one mile south of the interchange, and determined U.S. 1 must be widened from

four to six lanes between Plantation Oaks Boulevard and Destination Daytona Lane. An open house held on Tuesday, June 21, which included a video presentation, presented three alternatives to the public: 1) keeping the existing interchange, 2) replace the existing interchange with a “diverging diamond interchange,” or 3) replace it with an “offset intersection interchange.” According to the presentation, the diverging diamond alternative would consist of three 12-foot travel lanes and a 14-foot shared paths in both directions to serve pedestrians and bicyclists. The offset intersection alternative is similar, but instead of three 12-foot travel lanes, it would have two 11-foot travel lanes and an outer 12-foot lane in each direction. The biggest distinction between the two new interchange options is the ramps. The diverging diamond

alternative “reduces or eliminates conflicts between left-turning vehicles, thereby enhancing the capacity to make left turns, and minimizing traffic back-ups at intersections.” A video of how a diverging diamond interchange works is available at https://bit.ly/3xImTxO. FDOT stated that the offset intersection alternative would include a new southbound exit ramp that bridges over I-95 to connect with U.S. 1 at a signalized intersection, parallel to the I-95 northbound entrance ramp. New direct ramps would be built on the south side of the interchange to serve the movements to and from the south. The study began in summer of 2021 and is scheduled to be completed in fall of 2023. Locals create new group for civic engagement Ormond Beach residents Linda Williams and Bill Denny, creators of Civil Discourse and Common Ground, are forming a new civic engagement group titled, “Let’s Create...It.” “Why form a new group, and what is the difference in this and others?” the press release reads. “We will not be talking about the past and what has already happened. We will be concentrating on what a diverse group of people want for Volusia County. What type of communities do we want to create and grow and how do we begin?” The concept grew out of a conference organized by the Volusia County Association for Responsible Development, led by Kerry Karl, who brought together developers, realtors, environmentalists, government officials and others to discuss growth and development. State water agency halts sale of conservation lands Daytona Beach police, fire to get raises SJRWMD was considering the sale of over 3,000 acres of conservation land in Volusia County.

On the evening of Monday, June 13, local environmentalists became aware that over 18,000 acres of conservation lands managed by the St. Johns River Water Management District were being considered to be sold as surplus. Chris Farrell, of Audubon Florida had reviewed the governing board’s agenda for the following day and found the item listed in the consent agenda. Lands in Alachua, Brevard, Clay, Duval, Indian River, Lake, Flagler, Marion, Seminole, Osceola, Orange, Putnam, St. Johns and Volusia were all on the list to be sold. On Tuesday morning, June 14, the day of the Volusia County Council’s growth management workshop, ECHO Volusia Forever Alliance chair Pat Northey and vice-chair Melissa Lammers spoke before the council and alerted them of what was going on with SJRWMD. Northey called it a “five-alarm fire.” Over 3,000 acres of Volusia County conservation land — all of which formed part of both the Volusia Conservation Corridor and the Florida Wildlife Corridor — were at stake. The SJRWMD board withdrew the item from its consent agenda. And on Friday, June 17, SJRWMD Chairman Rob Bradley tweeted that the board “has no intention of considering the sale of District lands.” “We are excited about potential land acquisition opportunities in certain ecologically valuable areas in our river basin,” Bradley tweeted. In a statement to the Observer, Bradley said the board had discussed exploring the sale of district property “that lacked ecological value in order to use the sale proceeds to buy property with real ecological value.” “The memo and list from staff didn’t make that fundamental point at all,” Bradley said. “Instead, the memo and list created concern from stakeholders, which is understandable. This is why I directed that the item be

removed from the June agenda.” On Tuesday, June 21, the Volusia County Council voted 5-0 to send a letter of appreciation to the district. Councilwomen Billie Wheeler and Heather Post were absent. “They’ve agreed that if there was any effort in the future, that they would be involving all the stakeholders,” County Manager George Recktenwald said. From Northey’s perspective, interviewed prior to the district’s announcement, the issue was mishandled. There are likely opportunities to surplus lands is some parts of the district, she said, but the proposed list of lands in Volusia were significant. The list included 1,639 ares in the Heart Island Conservation Area in DeLeon Springs, 83 acres in parts of Longleaf Pine Preserve in DeLand, 1,073 acres in Lake Woodruff National Wildlife Refuge in DeLeon

Springs, and 218 acres in the Lake George State Forest. “If you look at the map, most of [the lands] are connected, and it gives connectivity to animals and to plant life, which is important,” Northey said. “It protects our water habitat and our wells. If you follow where the county and the city well system are, they’re moving further out into the conservation corridor, so it’s important that these lands remain in conservation to protect water resources in Volusia County.” Northey believed in Register’s vow to improve communications. “I believe that Mike is sincere, that

they understand they have to restore trust with their partners,” Northey said. “And that conservation land is conservation land. I understand there might be different levels of value to it, but it was bought for conservation, so to take it out of conservation is a big step, and it should be done with lots of transparency and discussion.”

No vacancy: Tight market means rental prices are up With vacancy rates at historic lows, rental prices continue to rise. BRENT WORONOFF STAFF WRITER

Housing vacancy rates in the first quarter of 2022 were at or near historic lows according to the U.S. Census Bureau’s Housing Vacancy Survey. The tight market for rental properties can be felt in Volusia and Flagler counties, real estate experts say. “As soon as we put something on the market, it’s gone,” said Rachel

Toth, a property manager for Rent Me Homes in Ormond Beach and Port Orange. Toby Tobin, a Flagler County real estate expert and the publisher of gotoby.com and host of “Real Estate Matters,” on Flagler Broadcasting, said he’s never seen the market this tight. “In every segment of the market, demand is exceeding supply,” he said. That not only includes home sales but also rentals for single-family homes, duplexes and multifamily housing, he said. The nationwide rental vacancy rate for the first quarter of the year was 5.8%, the Census Bureau reported.

That is higher than the historic low of 5% but lower than the quarterly rate estimate at any point during the 35-year period from 1985 through 2019. As a result, rental prices have steadily increased. The average price per square foot of Rent Me Homes’ rental property was $1 to $1.20 in 2019, Toth said. Now, the average is $1.35 to $1.50 per square foot. “Price are continuing to rise,” she said. A townhome under 2,000 square feet that would have rented for $1,500 a month last year is now renting at $1,900, Toth said. A threebedroom, two-bath home that would have rented for $1,400 to $1,800

one to two years ago is now renting at between $2,000 and $2,500 a month, she said. Toth said new listings are usually gone within 10 days. “Our portfolio is about 200 homes and 5% or less are on the market,” she said. Tobin said that of the 58 longterm rentals listed on the MLS system in Flagler County, only 13 were under $2,000 a month. And higher prices do not seem to be deterring would-be renters. “Tuscan Reserve was completed in 2021 and completely occupied in three months,” Tobin said. Until 2019, Flagler County had gone 50 consecutive months without a permit for a multifamily development, Tobin said. That drought ended with the Palms at Town Center’s 88 units and Central Landings at Town Center’s 233 units. There are several developments in the pipeline right now. On June 7, the Palm Coast City Council approved a 251-unit apartment complex on a 10.6 acre parcel in Town Center. Construction is expected to begin soon on Dos Palmas, a 285-unit multifamily development at the corner of Matanzas Woods and Belle Terre parkways. A 310-unit apartment complex at 215 Williamson Blvd. in Ormond Beach will be reviewed by the City Commission on July 19. As for single-family home rentals and duplexes, the prices could continue to rise. “A lot of investors are finding it’s an optimal time to sell, and that limits the market,” Toth said. “With new purchases at higher prices, we are seeing higher rental prices.”

For several years, police departments across the country have struggled to recruit, hire and retain officers to fill their ranks. At a public meeting, the Daytona Beach City Commission took the first steps to approve several new strategies aimed to attract recruits and entice more officers to stay. “Public safety will always be among my top priorities,” Daytona Beach Mayor Derrick Henry said. “Daytona Beach is experiencing significant growth as more people are moving to our community. I challenged city management to develop a multi-prong plan to help recruit and retain more officers.” Daytona Beach currently has 41 vacancies in its police department with 242 budgeted sworn positions. Upon final commission approval and starting July 3, all sworn personnel, for ranks from officer to deputy chief, will receive a $3 per hour raise. The minimum starting salary will increase to $23.58 per hour or $49,065.42 annually. Then on Oct. 1, hourly rates and annual salaries will increase by 3% to a minimum of $24.29 per hour or $50,537.38 annually. “Our elected officials are committed to investing in the city’s public safety programs,” said Deric Feacher, Daytona Beach’s city manager. “With these changes, Daytona Beach police officers will become the highest paid law enforcement agency in Volusia County and will make the department competitive with much larger markets like Orange County and Orlando.” Other initiatives presented for City Commission consideration include raising the outside detail pay for officers working at bars, nightclubs and lounges in the core beachside area from $40 per hour to $60 per hour. Furthermore, officers working such details between March 1 through April 30 and Biketoberfest will be paid $80 per hour. Commissioners will also consider amending the pension plan to reduce the number of years to reach normal retirement from 25 years to 20. The City Commission will take a final vote to approve salary increases and other incentives at their July 6 meeting. “Daytona Beach attracts big crowds for its signature special events,” Daytona Beach Police Chief Jakari Young said. “With the new pay ranges and incentives, officers will be fairly compensated for the extra work it takes to provide services in our dynamic community. By this Halloween, all officers wearing a DBPD uniform will have a base salary north of $50,000 per year, this is before built-in overtime, shift differentials, education incentives and numerous opportunities to work outside details and voluntary overtime.” In addition to the new incentives, the city will continue to offer paid academy tuition, overtime opportunities, regular pay increases, job security and generous retirement benefits. Starting July 3 and with the City Commission’s approval, all regular full time firefighters will receive a $1.54 per hour increase. This hourly raise will make Daytona Beach the highest paying jurisdiction in Volusia County. Firefighters are also slated for a 3% increase on Oct. 1 and the years reduced to reach normal retirement from 25 years to 20, with City Commission final approval expected on July 6. Daytona Beach’s Fire Department has 105 certified firefighters.

increasing the number of firefighters per truck; a responsible budget, where while he can’t pledge to never increase taxes, he said he would fight to get to rollback every year; and protecting the environment. One of the environmental achievements he’s proud of is Port Orange’s reclaimed water lakes that allow no effluent to be pumped into the Halifax River. When it comes to growth, Johansson said he’s a fan of infill development, higher densities in smaller areas to allow for more acres in conservation, and that he would like the county to work better with the cities on development. He’s hopeful that the soon-to-be-formed Environmental Resources Advisory Committee is a step toward coming up with compromises. A former Volusia County employee is also in the race. Sherrise Boyd, who previously worked for the county’s emergency medical services division where she also served as its diversity and inclusion representative, filed to run on Feb. 2. Boyd, who is the founder and CEO of her own consulting firm Sherrise Boyd Enterprise, has run for office in the past; in 2020, she ran unsuccessfully against incumbent Daytona Beach Mayor Derrick Henry. “I’m definitely not a politician,” Boyd said. “I’m a candidate, a community advocate, someone who understands.” There are various issues that she’s interested in, such as making local government more accessible to its constituents, creating a more family-friendly brand for the county to bring in visitors and tackling income-based housing. Some of the other issues she’s interested in include targeting the rates at which criminals reoffend and the county’s high human trafficking statistics. Boyd added that she’s also keeping a close eye on development, and how campaign funds appear to impact which projects are approved. Volusia is growing quickly, and natives are getting priced out as a result, she said.

Doug Pettit, of Ormond Beach, is also in the running for the At-Large seat. Pettit is a retired lieutenant colonel of the U.S. Marines, having served for 26 years, and retired high school teacher. He coaches football at Spruce Creek High School and participates in Scottish Highland games. He’s lived in Volusia County since 2007. “I want to serve the people of Volusia County,” Pettit said. “And then when my service time is finished, I want to return to my community and that’s really what I want [voters] to know — that I’m trying to fulfill what our forefathers wanted in their community, of people being active in the community and not being a class of professional politicians.” Overdevelopment is the number one issue he’s concerned with. Peo-

ple in the county are frightened right now, he said, and it’s because they believe nothing can be done about it. Other issues on his platform include not raising taxes nor instituting a sales tax initiative once again and addressing needs in the waterways. If elected, he would also advocate against zoning changes, which he believes have contributed to the current state of development, and said he would be in favor of looking at increasing impact fees. He also wishes to restore trust with the constituents, and would like to see at least one council meeting a quarter held at night. Among the candidates is also a familiar face to the County Council. Former District 1 County Councilman Andy Kelly filed to run for the At-Large seat on April 29. Kelly, who was born and raised in DeLand, was elected on the council in 2007 and served until 2012 where he unsuccessfully ran for Supervisor of Elections. He ran for District 1 again in 2014, but lost the election to Pat Patterson. In 2018, he was elected to the Soil and Water Conservation District. “I am the only At-Large candidate who has lived here in Volusia County my entire life,” said Kelly, an accountant of 45 years who owns Betty W Kelly Accounting in DeLand with his wife. “And throughout my entire life, I have seen change. In the last few years, I’ve seen drastic change, concerning change.” Kelly served on the council during the recession and said that many of the issues he ran with in 2007 remain the same today. He is against tax increases, wishes to protect Volusia’s natural resources, and while he said he was on the “losing side” of the council back then, he learned to show his passion for issues and continue sharing it slowly in the hopes people come around. He described himself as an “open-door” kind of person, and he is looking forward to speaking to residents and listening to their concerns. The primary election is Aug. 23. Early voting runs from Saturday, Aug. 13 through Sunday, Aug. 20.

Ormond Beach Zone 3 City Commissioner Susan Persis was reelected for her third term, as she ran unopposed until the end of the qualifying period for the 2022 elections. Persis said she was thrilled to be reelected, and that her enthusiasm for serving the public is “stronger than ever.” “I think the residents of Ormond Beach know they can count on me to be diligent, and only supporting low impact and quality development while supporting our police and fire departments, and to continue expanding family recreational programs,” Persis said. An alumna of Seabreeze High School, Persis was a local educator and school principal for 39 years. She was first elected to represent Zone 3 in 2018, and was reelected without opposition in 2020. Some of the issues she’s keeping her eye on include the proposed residential developments of the former Tomoka Oaks golf course and the Tymber Creek apartment project. In her next term, she said she’s going to continue to work to represent citizens, and consider their concerns to do what she feels is best for the community. “I think Ormond Beach is just such a great place to live and people are finding out about it,” Persis said. “It’s no longer a secret, and I think the challenge that we have on the commission now is to make sure we are planning ahead to provide the infrastructure to ensure our fantastic quality of life will prosper.”

Defender’s Office, filed for reelection back in June 2021, and has been serving on the commission since 2010, initially as the Zone 4 representative. In 2016, the Mainland High School alumnus was elected mayor, and was reelected in 2018 and 2020. Partington is running against Rob Bridger. “It’s just been a great couple years serving as mayor and we’ve had a lot of success, and I want to continue that — keeping Ormond Beach on the right path with low taxes, low utility rates and really, some of the best services in Volusia County,” Partington said. Some of the issues he’s monitoring haven’t changed from past campaigns: Responsible growth and development are key issues in the minds of voters, he said, and in the past year of his campaigning, he’s also seen the effect of people from northern states moving to the area and buying homes above asking in all cash. That magnifies growth pressures, Partington said. He refuses the sentiment that the current commission has “rubberstamped” previous development projects, citing Tattersall (previously known as the Marshside project) as an example. The number of approved residential projects in Ormond Beach is lower than other Volusia cities, he said. “Ormond Beach throughout all this has kept a very slow, stable measured growth rate, but when you see what’s happening out on LPGA with Tanger and the explosion of apartments and construction out there, it just feels like it’s encroaching on us and we have to, as a community, make sure that we don’t let what happened out there happen in our city.”

Second Harvest Food Bank was presented with almost $26,000 at the Volusia County Council meeting on Tuesday, June 21, a donation made possible through the county’s 12th-annual Feed the Need drive. The $25,776.15 donation will help the food bank deliver hunger relief aid to individuals and families in need in the community as Second Harvest partners with over 80 local agencies in Volusia County. According to a press release by the county, every dollar donated is able to be converted into $9 worth of food. With every $10 donated able to fund 40 meals, the donation will help provide over 104,000 meals. “Second Harvest Food Bank can’t do the work that we do without generous donors like county employees or community partners like you all,” said Stephanie Marie Palacious, director of advocacy and government relations for Second Harvest. The Feed the Need drive, held between March 21 and April 1, was able to raise $15,776.15, thanks to the participating agencies: the county, the Volusia County Tax Collector’s Office and the cities of Daytona Beach,

Daytona Beach Shores, Edgewater, New Smyrna Beach, Orange City, Ormond Beach, Pierson, Ponce Inlet, Port Orange and South Daytona. The remaining $10,000 were donated from the county’s leftover State of the County event funds. “Traditionally, the fundraiser has spurred a friendly — and I say friendly, but it’s sometimes more than friendly — competition among participating agencies to make it a fun event for a very serious cause,” said Kevin Captain, Volusia County community information director. Fundraising winners were announced during the meeting in four categories. The city of Ormond Beach was recognized for being the municipal government that collected the most money. The city raised $700. The recognition for the most money collected by a county operating division went to Volusia County Fire Rescue, which raised $2,320. This year’s award for the most money donated percapita, based on the number of employees in each county division or city government, went to the county’s treasury and billing department, which raised $2,283, and the town of Pierson, which raised over $500. The county’s purchasing department and the town of Ponce Inlet were named runner-ups. “Every person, every division, every city and local government will get a certificate of acknowledgement and participation for the Feed the Need fund drive because it is such an important activity,” Captain said.

The Flagler County Commission voted 3-0 to postpone a vote on the Radiance development (formerly Eagles Lakes) until July 11 — and to move the meeting’s start time from 9:30 a.m. to 5 p.m., to enable more residents to attend and voice their opinions. County Commissioner Andy Dance abstained. County Attorney Al Hadeed said Dance had consulted with the Ethics Commission about the propriety of voting, considering his personal connection with the matter, and he was advised that he could be involved in the discussion but could abstain. Dance chose to abstain from voting, although he did say he felt the next vote should occur in the evening, not in the morning. Mullins said some residents who weren’t in attendance at the June 20 meeting may have wanted the Radiance/Eagles Lakes vote to be in the morning on July 11. In either case, residents can email their concerns, he said, and be heard. The Radiance/Eagle Lakes community spans the gap between Interstate 95 and Old Kings Road in southern Flagler County. Recent changes favored by the county’s planning board would cap the community at about 1,200 homes, rather than the approximately 1,800 that developer Kolter Land Partners would otherwise be able to build under the new Future Land Use Map designation. Density would be about 1.94 units per acre. “We have staff that’s reviewed it,” Mullins said. “Something is going to occur

The Flagler County Commission voted June 20 to remove the 4% maximum cap to the cost of living adjustment for county staff members, in order to be “continue to attract and retain high quality employees” in a time of high inflation. The COLA will now be based on the Consumer Price Index calculation in March, rather than the preceding December. There was no estimate provided for the impact to the county budget, but Commissioner Dave Sullivan warned that it could be substantial. Unlike the federal government, he said, “We’re not allowed at this level to print money, and this high rate of inflation is putting us in a difficult situation.” He said the item, which was on the consent agenda and was not accompanied by a staff presentation, “is going to cost us a lot of money. … Stand by. There’s a lot of employees who are well deserving. … I just want to caution everybody: This is a serious matter. … Things are happening beyond our control, and it’s really affecting how we are operating on the county level.” Commission Chairman Joe Mullins praised the move, saying it will allow the county administration to adjust staff salaries “in real time.” The commissioners also asked suggested that county employees be given July 5 off — with pay — if County Administrator Heidi Petito felt it was possible.

My insurance covers hearing aids...doesn’t it???

As a Doctor of Audiology for over 15 years, the absolute most wonderful part of my work is seeing my patients thrive and enjoy their lives with better hearing. However, like all jobs, there is one part of my job that I HATE...and that’s dealing with the insurance companies! Hearing aids can be a sizable investment in your health, often costing anywhere from $3000 to $6000 if you do not have insurance coverage for hearing care. The cost of hearing aids are a combination of factors, including the professional expertise and services required to fit and adjust them for the patient’s hearing loss and the advanced computer circuitry built into the devices. Many people don’t realize that there is more computing and processing power in those tiny devices than a fullsize desktop computer (and a desktop computer would not last long if you kept it in your shower 14 hours a day- a wet, warm environment similar to your ear canal). Although the cost of technology has come down over the years, another aspect that contributes to the cost of hearing devices is the research and development that goes into creating the advanced algorithms that make hearing aids so “smart” (for example, most advanced

hearing aids can tell the difference between speech that you want to hear, like your spouse sitting in front of you, versus the speech of the table next to you, which is actually processed as background noise and reduced instead of amplified). Millions of dollars are spent by the laboratories to develop this technology, so although the manufacturing of the device itself may be relatively inexpensive, the R&D costs are recouped when the technology is released into the market. Finally, the majority of the cost that you pay is for the time and expertise of the professional, someone like me; a Doctor of Audiology to evaluate you and recommend the right options for your hearing loss as well as the fitting and programming and continued care for those devices. This is similar to having a knee replacement. The implant itself

may be $2000 or $3000, but the success of treatment lies heavily in the hands of the surgeon who is performing the surgery, and that is where most of the cost comes from. Luckily, most patients do not need surgery to hear better! Unlike knee surgery however, most insurance plans, including

Medicare do not cover hearing aids. In fact, Medicare does not cover hearing aids, dental care or vision care. If you have a Medicare supplement that follows Medicare guidelines, your supplement will not cover them either. I wish

they did! Over 80% of seniors over the age of 60 will have some degree of hearing loss, so the need is there. Some private insurance companies have a hearing aid benefit, for example, they will cover $500 or $1000. This often depends on whether the doctor is in or out of network, or whether a patient has met their deductible or out of pocket. To make things even more complicated, some insurance companies contract their hearing care benefits out to “Third-Party” Providers, bringing yet another entity into the mix. This can all be very confusing for patients (and doctors)! In fact, some of the cost of the professional services that you pay to the doctor when you get your hearing aids goes to employing the people who must verify, file and follow-up on the insur-

ance coverage for the patient. For third-party coverage, many patients will find that they don’t actually have a real hearing aid benefit- it is a discount plan where you must choose from a limited list of hearing aids, and

then you get a “discount” off the MSRP of the price of the device. Due to the limits on the technology available, and the reduced services that are covered, many professionals have opted out of participating in those third-party plans. Depending on the plan, sometimes the reimbursement the clinic receives does not even cover the cost of providing the service, making it impossible to participate. Because of this, many private-practice doctors do not participate with 3rd Party Plans. To summa rize, healthy hearing is a priority and care can be a significant investment. The success of your

results depends on many factors, including the expertise of the provider and the quality of the technology. Be an informed consumer and investigate what benefits you have available, do your research, choose the most qualified provider and work with your doctor to choose the best treatment plan and hearing aids to maximize your success- your ears depend on it! STOLEN WALET? 3:30 p.m. First block of Palm Harbor Village Way Filing a false police report. On April 30, deputies pulled a local man over in a traffic stop and asked him for his license. He said he didn’t have it, telling deputies, “last time you stopped me, you took it.” Deputies checked body camera footage of the last time they’d pulled the man over, and the video showed a deputy handing him back his license, according to a Sheriff’s Office report. the man over again. Again, he didn’t have his license, and said deputies hadn’t given it back to him during a prior traffic stop. “I don’t have money to get another,” he said. On June 14, the man walked into a Sheriff’s Office branch location and reported that someone had broken into his car on June 9 and stolen his wallet, containing his driver’s license. He said he needed the theft report to avoid paying the $30 state fee for a replacement license. The man then went to a DMV office and filled out the paperwork for a duplicate license, requesting a fee waiver because his had been stolen. Deputies noted that on June 12, several days after the supposed theft had occurred, the man had been blaming the Sheriff’s Office for his missing license and had said nothing about it having been stolen from his car. They arrested him for filing a false theft report and obtaining the license fraudulently.

ANGRY FOR COFFEE 4:23 p.m. — 1600 block of West Granada Boulevard Larceny. Police responded to a coffee shop chain after receiving a call about a shoplifting incident. The reporting officer met with an employee, who said she made a coffee for a man in his 40s, and the

man did not like how it was made. She told the man she would have to call her manager to figure out how to give him a refund, since she was a new employee. The man was not happy with it, according to the incident report, and began to yell. Before he left, he grabbed a bag of coffee. The manager wanted the incident documented in case he returned.

DISTURBING THE LANDSCAPE 6:08 p.m. — 100 block of West Granada Boulevard Criminal mischief. An officer was flagged down in the parking lot of the police department in reference to a woman throwing debris into the road. The officer then saw the 52-year-old Daytona Beach woman ripping plants and flowers from the grounds of the police department and throwing them into the road, all while cars passed by. The damages were estimated to be between $50 and $100. The woman told the officer that she was angry because she had just been issued a trespass warning, according to her arrest report. The reporting officer had been the one to do this, and he noted in her arrest report that the warning had been for “disorderly behavior and for attempting to steal a dog.” She was taken to jail.

Staly wants 10 more deputies, pay raises The Palm Coast City Council is considering a new impact fee structure to help pay for law enforcement. JONATHAN SIMMONS SENIOR EDITOR

The Flagler County Sheriff’s Office wants to add 10 more deputy positions to keep up with the county’s population growth, and the city of Palm Coast is considering a new impact fee structure to help pay for rising law enforcement expenses. The city already uses impact fees — one-time fees developers pay to local governments to offset the effects of their new development on infrastructure and government services — to pay for road projects, fire rescue services and parks. The fees are typically a flat dollar amount assessed on each new housing unit: For instance, the fire impact fee last year was $367 per home. After Flagler County Sheriff Rick Staly told the Palm Coast

City Council on June 14 meeting that he’s seeking funding to add 10 more deputies — five funded by the city, and five funded by the county — Mayor David Alfin suggested the City Council consider enacting a new impact fee structure. “I am looking forward to transitioning our historical budget process into a a program that would resemble an impact fee structure for public safety,” Alfin said. “That would allow us to keep pace with growth that is very difficult to detail and to be specific about.” Alfin added that he’s not the one to determine how many deputies the Sheriff’s Office needs. “I am not an expert in that area, the sheriff is,” Alfin said. An impact fee would give the FCSO money to use as needed, he said. Staly said he supported that idea. “It takes the burden off the taxpayers for the capital needs of growth, and so it makes growth pay for those kinds of things,” he said. Staly added that he believed from his conversations with county commissioners that the county government would be interested in coordinating with the city government on a new funding plan. Palm Coast doesn’t have its own police department, so it contracts with the Sheriff’s Office for policing, paying extra to have services above the level of service that the Sheriff’s Office offers in unincorporated Flagler County. The city has increased that funding in recent years, and last year paid for 10 new deputy positions, bringing the city’s annual contract with the FCSO to $5,615,712. Staly told the council that while crime in Flagler County has dropped to an all-time

low, traffic crashes and calls for law enforcement service have increased with Flagler County’s rising population. “We still can not drive anywhere in the county, specifically in the city of Palm Coast and certainly on our state road system, which is where most of our fatalities have been occurring,” Staly said. The Sheriff’s Office had 115,000 calls for for service last year, and is on track to have 118,000 this year, Staly said. About 73% of the FCSO’s workload is in Palm Coast. Although the FCSO has hired enough deputies to reduce the deficit of law enforcement officers it previously had relative to the city’s population, the agency now needs to hire more deputies to keep up with population growth, Staly said. The agency must also increase deputies’ starting pay to keep up with other area law enforcement agencies’ salaries, Staly said. Officially, Flagler depu-

ties this year are starting at $39,570 without overtime, which comes to about $43,000 with built-in overtime. At that pay, Staly said, “I’m no longer competitive. And I want to continue to be able to attract the type of employee that we want and, and also don’t want to be the training ground for other agencies.” So Staly has started chopping the first five steps off of the agency’s 25-step pay plan, so that new deputies start at $46,500 rather than $39,500. “Still behind all these other agencies, but I can’t survive at $39,500, so I had to do that,” Staly said. “That’s not fair to the existing employees, but it’s the only way I can be competitive and stay within my current budget.” There are also other rising expenses: For instance, the FCSO had budgeted for fuel at $2.75 per gallon; through the county, it’s currently paying $4.30 per gallon. Without more funding, Staly said, the FCSO won’t be able to maintain its current level of service. “Then, in effect it’s defunding the police, because you’re lowering the service levels,” he said. “And so I ask you to seriously consider five additional deputies.” Other council members also expressed support for in Alfin’s proposal to use impact fee money to help fund the FCSO. “I think that’s an excellent way to fund this,” Councilman Ed Danko said. “... We give you the money from these impact fees — I like that concept — and you do what you need to do with it.”

After a few days in hiding, 18-year-old Terrell Sampson was found and arrested June 16 for attempted seconddegree murder in the homicide of 16-year-old Noah Smith, in Palm Coast. He’s the fourth man man charged with Smith’s murder; the other three suspects have been charged with firstdegree murder. Sampson had been involved in the shootout that killed Smith in January and was a target in a related shooting that killed 16-year-old Keymarion Hall in May. Additionally, 30-year-old Russell Hillard was arrested for harboring a fugitive after deputies spoke with him during their search for Sampson. Florida to launch mentoring programs for fathers Florida is preparing to launch mentoring and outreach programs geared toward bolstering fathers’ parenting skills and, in turn, helping at-risk youths as part of a $70 million initiative. The initiative was included in a new law (HB 7065) approved unanimously this year by the Legislature and signed by Gov. Ron DeSantis in April. Some state agency heads appeared at a news conference Tuesday, June 14, to tout the effort, which DeSantis has said comes as the nation faces a “fatherhood crisis.” A significant portion of the money will go toward expanding mentorship programs for youths and funding grants designed to help fathers. Department of Juvenile Justice Secretary Eric Hall said providing fathers with resources and improving outcomes for youths go hand-in-hand, in part because roughly half of the children who interact with Hall’s department come from singleparent homes. “Unfortunately, in the Department of Juvenile Justice, we see too many of our young people coming from a singleparent home,” Hall said. “What we are looking at is how do we engage those fathers that have an opportunity to be more engaged than what they are, or in some cases, how do we get male role models in the absence of a father?” Some of the grants funded through the law will be aimed at helping fathers find employment and pay child support.

Should visitors to Volusia County Schools be subject to searches without cause? The Volusia County School Board approved the advertisement of amendments to 10 of its policies at the June 14 meeting, including Policy 208 E, which is the Student Code of Conduct (Elementary). The board is keeping the same safety and security protocols regarding searches in the policy but are removing the proposed statement that all visitors to Volusia County schools may be subject to searches without cause. That specific sentence is not required by the Department of Justice. The vote passed 4-1, with Linda Cuthbert, who represents District 3, saying nay; she did not agree with the removal of the proposed statement about searches without cause. “Parents will come on to campus, but we don’t know what the intent is and that’s the problem that we’ve been seeing around the country; we need to protect our children,” Cuthbert said. “I want to be able to enable our employees to protect our school campuses and our children. … Subject to search is just a warning; that’s all it is.” The Volusia County School board moved forward with policy changes ahead of a July 30 deadline from the Department of Justice. The board also approved the proposed amendments to School Board Policy 208 S “Code of Conduct and Discipline” (Secondary). A wooded parcel of land south the Boston Whaler manufacturing plant may become the site of 217 new single-family homes. The Palm Coast Planning and Land Development Regulation Board voted 6-0 in favor of a master site plan for the development, called Grand Reserve East, during a June 15 board meeting. The Palm Coast City Council will have the final say on whether the site plan is approved, and will vote on it during a future business meeting. The 217 homes would be designed by Matthews Design Group and built by Amherst Homes on 141.5 acres of

land on the eastern side of Roberts Road, about 0.6 miles north of State Road 100 and south of the Boston Whaler property. About 44 acres of the site will be preserved wetlands. “This is one of the most beautiful layouts we’ve ever been able to do because of the [topography] and the wetlands ... where if you look at it, you’ll see very few lots don’t have either a preserve, or waterfront,” Ken Atlee, of Atlee Development Group, told the board. “So it’s really quite a lovely layout compared to a lot of the things that we’ve seen, where you have lots backing up to one another.’’ The city annexed the land from unincorporated Flagler County in August 2021. The Flagler County zoning designation would have allowed for up to 300 homes on the property, but the city, after it annexed the land, adopted a Comprehensive Plan amendment limiting Atlee Development Group to 217 homes on the property. The community would have a

density of 1.53 homes per acre; the maximum allowed in the city’s single-family residential zoning designation is seven per acre. Of the 217 lots, 96 would be 50-foot lots, 71 would be 60-foot lots and 50 would be 70-foot lots. The community would have two entrances: A main entrance on the south side, and a secondary one off Roberts Road. It would not be age-restricted. The development would exceed the city’s requirements for recreation space: The city requires 4.17 acres of recreation space for a development of Grand Reserve East’s size, and the developer is proposing 5.23 acres of recreation space, including an amenity center, a pool, a playground, dog parks, multipurpose fields, sidewalks and trails, a gazebo, and picnic tables in open spaces throughout the site, a city staff member told the board. A developer is proposing to add hundreds of new homes and almost

90,000 feet of commercial space to a parcel of land north of the intersection of U.S. 1 and Seminole Woods Boulevard, just southwest of the Integra Woods apartment complex in Palm Coast. Palm Coast’s planning board voted at a June 14 meeting to support a rezoning necessary for the proposed multifamily complex and commercial development, known as Seminole Pointe.

The rezoning adjusts the boundaries of the multifamily and commercial land on the property, making the multifamily section larger. The homes would be horizontal multifamily units such as duplexes and triplexes. A masterplan submitted to the city shows 420 residential units, plus 89,707 square feet of commercial space. The planning board voted 6-0 in favor of the rezoning.

Patti and Donald Summerlin have come a long way since their first store opening back in 2015. Last month, they learned they had been ranked 12th in Google’s Yelp Top 100 Donut Shops in the U.S. “It’s like winning the world championship,” Donald Summerlin said. Donald Summerlin originally had a career in the pharmaceutical business and Patti Summerlin had a career in advertising; neither had any experience making donuts. We were disappointed by the city’s answers to citizen runway extension questions, as reported in the June 9 edition of the Observer. The questions were raised at the May 10 OB Life airport meeting, where citizens thought they would be giving input on the proposed 600-foot runway extension decision but instead received, at a cost of $17,558-plus, an informational presentation on a decision apparently already made. In 2005, a runway extension proposal was rejected by a packed commission chamber and a 5-0

LETTERS Public information is late Dear Editor: Residents of Ormond Beach and the surrounding jurisdictions sometimes need to know about discussions at public meetings. The airport runway extension is a controversial topic now and has been discussed at the city’s Aviation Advisory Board. The board schedules meetings as needed, which sometimes is months until the next one. During the meeting, minutes are recorded and submitted to the city clerk’s office. However, the minutes are not available until the next board meeting, after board approval. A meeting was held Jan. 10, but the next meeting was not held until May 23. The minutes were not available for 142 days, or 19 weeks. If a person cannot attend the meeting, there is no reason the minutes are not made available sooner. City code requires the board approval but this code was written

City Commission vote. Somehow, the current runway extension appeared in the 2015 airport master plan update, with few members of the general public attending three 2015 workshops. To date, there has been no public hearing on the runway extension and no City Commission vote, and we still do not know if or when a public hearing will be scheduled. The city claims there is no planned or proposed 400-foot extension to the east, though this extension remains in the 2015 master plan and would require relocation of Airport Road. The city concedes an eastern extension can still be considered in the 2025 airport master plan update. The Sierra Club Florida Chapter has notified the FAA directly of its objection to such a plan, and the FAA has agreed to keep the Sierra Club’s objection on file for future consideration. The city still has not revealed how many Ormond Beach

in 1983. It’s 29 years later and times have changed. One suggestion: a simple clause saying the minutes are available pending final approval by the board. The city clerk needs to make information and minutes available sooner unless they are not wanting citizens to sometimes know what was discussed. Immediately following the May 23 meeting, I emailed a request to the city clerk to view the minutes and I was denied because of the code requiring approval. I heard there is also at least one other city advisory board that has the same rules, one being the Planning Board. Change the code and keep people informed that cannot attend the meeting. At the city’s airport OB Life meeting, I submitted a question about why the minutes could not be made available sooner. The question was never answered in the city’s response to 162 questions. The city’s response did not address the long delay, only what the code requires. Next item down the road, people are only permitted to comment for three minutes and are timed. How

Ormond Beach resident Ruth “Sue” Garrett recently celebrated her 100th birthday at DB Pickles. Garrett was born on June 11, 1922, in Coyteville-Fort Lee, New Jersey, and was one of the first people to walk across the George Washington Bridge in Fort Lee, New Jersey in 1931, according to a proclamation presented to Garrett by Ormond Beach Mayor Bill Partington on her birthday. In 1945, she married Earnest Garrett and they had four sons: Peter, Roger, Michael and Scott. Garrett has seven grandchildren and five great grandchildren. Following her husband’s death in 1976, Garrett was in a relationship with Walt Osman that lasted over 30 years.

Where is the Ormond Beach count? The city has withheld a schedule of airport repayments of money borrowed from the general fund. The city implied regular repayments, but nothing has been repaid since 2015. The question received an evasive answer, citing the last zero loan balance as occurring in 2005, with the explanation that “There are too many variables to predict when the loan will be fully repaid.” The General Fund airport debt will reach $686,000 on Oct. 1. We still have not been given an explanation as to why the debt has escalated so quickly in a few short years. FAA guidelines say municipal airports should not be subsidized by taxpayers.

No voice in government Dear Editor: I am writing this letter to express my concern about how development has been recklessly approved by the current Ormond Beach City Commission. Why are we allowing overdevelopment to happen? Why are we allowing clearcutting of trees, filling in of wetlands, higher than acceptable housing density, poorly designed stormwater runoff, high traffic on inadequate roads, and inadequate green space, to mention a few? Any future development must include the following: - The City Commission must vote to restore the regulations and ordinances that were in existence prior to the more lenient St. Johns Water Management Codes. Reverting back to the pre-St. John’s code will provide the needed protection

of our wetlands, waterways and greenspaces. - All development must include a plan to protect all of the wetlands and ensure that no clearcutting will take place in any proposed development. This must be presented and approved by the Planning Board prior to being presented to the City Commission. - No zoning changes that increase density in a residential development should be approved. In fact, there must be an effort to reduce residential density. This will lower the impact to stormwater runoff, demand on water usage and traffic within the city. - Re-direct runoff away from any culverts emptying into our rivers. The above actions/policy decisions will keep Ormond Beach a desirable place we call “home.” These are not just my views; many Ormond Beach citizens I have talked with feel the same way. Questioning suspended meetings of the 2009 Noise Abatement Task Force, we were told the city regularly communicates noise abatement procedures to local flight schools and pilots. But the city has long discontinued noise abatement communications to and from those citizens and neighborhoods now suffering noise impacts. The city cites longer runways as providing greater safety, but the existing runways meet all the FAA and pilot safety standards for current aircraft users, with no safety complaints over six decades. Unanswered questions indicate a low level of transparency in airport decisions that benefit special interests. We think it appropriate for the commission to call a special meeting, as it did with the Union Church property, providing an opportunity for citizens to have three minutes to make a case for or against the extension and have the commission vote it up or down.

‘This is what I had been waiting for’ The Seabreeze receiver coach and owner of MLewis Motorsports Art balances his life with two of his passions: art and coaching. MICHELE MEYERS CONTRIBUTING WRITER

Out-of-the-box thinking has been a way of life for Seabreeze High School’s artistic football coach, Mark Lewis. “As a kid, I tended to gravitate toward things other people didn’t do,” he said. “My mother always allowed me to be me. She never told me what she wanted me to do with my life. She wanted me to follow my heart.” Lewis was a wide receiver for Seabreeze before continuing his education at Bethune-Cookman University. Feeling the financial strain of paying for college, he quit after two semesters and joined the Air Force. He served with the 5th Combat Communications Group and the 507th Tactical Air Control Center, which provided tactical communications support to the ground troops fighting in Desert Storm and Desert Shield. “There’s a patriot in me,” he said. “I’m proud of my affiliation with the United States Air Force. I would have not dedicated 12 years of my life if I had not felt strongly about being an airman.” In 1992, Lewis was freshly out of the Air Force with money from an incentive payout, so he headed across the United States to pursue an acting career in Hollywood. He had some success as a commercial actor, but work was not consistent. At the insistence of his friend Joseph Cannon, he wrote a few screenplays and began to promote concerts in Los Angeles. After five years, he decided he had had enough of Los Angeles and returned to his hometown — Daytona Beach. “Pursuing an acting career was easily the toughest thing I’ve ever done,” Lewis said. “I was sitting on the edge of sanity when I left L.A.” Lewis became a fan of auto racing when he was a kid growing up so close to the Daytona International Speedway. It seemed natural that he would apply for a job at the Speedway when he returned. In the summer of 1997, a position opened up in the marketing department during the time Nascar was promoting its Drive for Diversity program. With a little help from his mother’s best friend, the former mayor of Daytona Beach, Yvonne Scarlett-Golden, Lewis got an interview with the president of the speedway, John Graham. He got the job.

garage. It took him two days to make. “Then, I knew,” Lewis said. “The light came on. This is what I had been waiting for.” Requests for commemorative art for events has taken off since then. Lewis has done work for IMSA’s 12 Hours of Sebring and events held at the Laguna Seca Raceway. Throughout his life and artistic endeavors, Lewis has stayed active in the world of sports as an athlete and as a coach. He played intramural sports in the Air Force while coaching an over-30 team. He coached youth league football in Baldwin Hills, California, and became a receiver coach for Carson High School. During his two years investing in his digital art, he coached with the Port Orange Youth Football Association where his team took the conference championship two years in a row. He thought he was finished coaching after his tenure with the Halifax Academy as a football and basketball coach, but a position opened up at his alma mater — Seabreeze High School. Head coach Pat Brown interviewed him over two years ago and knew he was a good fit for the team. “One of the prerequisites for guys on my coaching staff is you’ve got to truly enjoy being a mentor figure for the kids,” Brown said. “I knew he was that type of person.”

Scott Cornelius knows the Tomoka River better than most in the area. A lifelong Ormond Beach resident, Cornelius grew up exploring the river, and as an adult, he and his wife, Ashley, run the Tomoka Outpost inside Tomoka State Park, where they offer boat tours, as well as rent kayaks and canoes to explore the waterway the couple loves so dearly. And about three years ago, Cornelius was contacted via email by author Sandy Huff, who invited him to share some of his knowledge. “A few months ago, the book came out, and it’s just neat to be a part of something,” Cornelius said. His contribution to the second edition of “Paddler’s Guide to the Sunshine State,” by Huff and Lars Andersen, is found in chapter 28, where Cornelius outlines the 11-mile state canoe and kayak trail, which runs down the Tomoka River into Strickland Creek and down to Sanchez Park before looping back to Tomoka State Park. Cornelius also aimed to give paddlers options for different skill levels. He includes two more suggestions in the book: The “Beach Street Boogie” (which he created and named) is a one-hour paddling loop in the Tomoka River; and the

“Gilligan’s Island Loop” takes paddlers on a two- to threehour tour of the Tomoka River. If paddlers choose to, this loop could turn into an all-day excursion, as Cornelius said there are great places to stop and hang out along the way. Cornelius had never written anything for a book, so when he was tasked with this, it was a new challenge. “This isn’t just for me or Ashley or a friend or family member to read,” he said. “... It’s going to be produced and put out to the entire state of Florida, and to have the pressure of contributing in a good way to the Tomoka River, to the Tomoka State Park, to my name and the Tomoka Outpost — which are all the reasons I was doing it in the first place, to be found — it was definitely a weird pressure.” Cornelius hopes this is a stepping stone for him to pursue writing, and hopes to put his family’s history down on paper. “Paddler’s Guide to the Sunshine State” is available for purchase at the Tomoka Outpost and on Amazon.

Tallahassee weather reached a balmy 94 degrees with a heat index of 110 at the Florida State University Rec Sports Complex on Wednesday, June 15. That did not deter hundreds of high school football players from turning out at FSU head coach Mike Norvell’s annual 7 on 7 Camp. Teams traveled from as far south as Miami and from as far north as Valdosta, Georgia, to participate in the fast-paced tournament. University and college coaches also made the trip to get a good look at the athletes. Seabreeze and Flager Palm Coast High School football teams participated in the camp. Seabreeze head coach Pat Brown believes the seven-on-seven format is an excellent way for him to get his players out on the field to compete under pressure and be faced with a lot of situational football. It forces them to utilize what they have been taught instinctually instead of thinking about each situation. “I saw some promise today from the young guys,” he said. “They just got to work on the tempo. The speed of the game is an adjustment for them. They were just playing with their middle school friends

We have to work on being able to compete when the lights come on.” FPC head coach Robert Paxia selects a few seven-on-seven camps to attend each year to gauge his team’s progress following spring football. It is a means for him to assess specific skills that may need to be developed prior to the fall season. “We threw and caught the ball well,” he said. “Some guys are continuing to build on the strong spring they had. That’s all we are going to

ask for is our kids get better every day. We are going to walk away disappointed in the finish, but we are going to be encouraged by the progress.” Thirty-five teams played four round-robin games with a 15-minute running time clock each and a fiveminute break in between. The teams were then seeded for the singleelimination tournament based on their overall record, head-to-head, total points allowed and the coin toss. Both teams faced stiff competition. As its first opponent of the day, FPC drew Ocala’s Vanguard High School, which was District 5-6A champions last season and won two playoff games before losing to Jones High School by two points. Seabreeze faced Seminole High School from Sanford in round four who won the entire tournament. Receiver coach Mark Lewis addressed the players. “It never ceases to amaze me how we get in these situations where coaches drill technique, technique, technique in practice and we get out in a competitive environment and forget our technique,” he said. “Don’t let the moment overwhelm you where you can’t go back to doing what you were taught to do.” Nine Seabreeze players also attended Norvell’s Big Man Camp

Dream team: FPC alum Jacob Miley shakes off flu, wins NCAA title

After shattering the all-time collegiate record earlier this season, there was little doubt that Palm Coast’s Jacob Miley and his University of Florida teammates would win the men’s 4x400 relay title at the NCAA championships. shape when the Gators arrived in Eugene, Oregon, for the championships. He ran in the 400-meter quarterfinals at the regionals on May 27, but two hours later he felt too sick to run in the relay. Qualifying for the championships without the sophomore was not a problem. But after the meet, Miley’s symptoms got worse. “I had super bad symptoms the next day,” he said. “I didn’t eat for three or four days. I lost my voice. I didn’t practice at all until five days later. I never did anything all out.” His fever reached 104. He wound up losing 12 pounds. He said he didn’t feel feel like he was all the way back until the championship prelims on June 8. “Fifteen minutes before prelims, we didn’t know if he was going to run,” said Miley’s mother, Tracy Miley. He did run. And UF’s Jacory Patterson, Ryan Willie, Miley and Champion Allison went on to win the 4x400 title with the second best time in college history — they already had the best time. Miley’s 45.8 split wasn’t his best, but it was good enough. “Once he handed it off to (anchor runner Allison), we knew we got

this,” Tracy Miley said. The Gators went on two sweep the men’s and women’s team championships. “It’s always been a dream of mine to win nationals, especially with my team and on such a competitive stage,” he said. “It’s like a dream come true.” As early as last fall, Miley told his parents that the 4x400 relay team was going to win the championship. Patterson and Allison had transferred in to join Willie and Miley. “At the beginning of the year, he was talking about, ‘We’re going to win nationals,’” Tracy Miley said. “He was confident where they were going to be at the end of the year.” Miley said he could see the team’s potential early on. “Some of my teammates started doing crazy times, and I started catching up to them,” he said. “I started running really, really fast.” The quartet became the first collegiate 4x400 relay team to break the 2:59 barrier when they ran an NCAA record 2:58.53 at the Tom Jones Memorial on April 16 in Gainesville. The foursome did it again in the NCAA championship final with a 2:58.88 to beat second-place Southern California by over a second. Allison (second) and Willie (fifth) also finished among the top eight in the 400-meter final. A perfect scenario might have been breaking the college relay record again in the final, but Miley wasn’t even sure if he would be ready to run at all. “I knew I was going to try no matter what,” he said. “Everything was about trying to get me back as best I could. We were banking on me running at least decent. It definitely would have been cool (to break the record in the final), but we already had the collegiate record.”

Miley came to Florida as an 800-meter runner. He finished second in the event at the 2019 Class 4A state championships, when he was a senior at FPC. Florida coach Mike Holloway converted him into a 400 runner last year. The 6-foot-6, 197-pound Miley realizes he was never built to be a distance runner. He started running track at Matanzas High to improve his speed for football. “My freshman year, my track coach started throwing me into events, and I did good in the 800,” he said. “As I got older you could tell I needed to change.” Realizing he had a chance to run track for a major university, he dropped football and transferred to FPC his senior year. He has been running the 4x400 relay at UF since his COVID-interrupted freshman season in 2020. He dropped the 800 and started running the 400 meters after the 2021 indoor season. “This is my first full year running the 400, the first year I’ve practiced (running out of the) blocks,” he said. “Now, I’m starting to get it. Coach (Holloway) said I probably would have made nationals (in the 400) if I didn’t get sick.” He also ran the 200 at the LSU Invitational, recording a time of 21.25 seconds. “I react really well to speed training,” he said. “I’m trusting the workouts. I’m trusting the training.” FPC track coach Dave Halliday watched the 4x400 final on TV. But he said it took a while for him to process the achievement. “It kind of took me about 24 hours,” Halliday said. “Then it really hit me. Jacob is part of the fastest relay ever in the history of the NCAA’s.”
