City: Pineland Trail isn’t ‘neglected’ Has the city neglected Pineland Trail since it took over its maintenance in 2012?

City Manager Joyce Shanahan says no.

At the commission meeting on Tuesday, March 22, Shanahan was asked

by City Commissioner Rob Littleton to speak about the road’s safety issues, and she said that the city resurfaced the road for $711,000 when it was transferred to the city. In addition, as part of Ormond Crossings, Shanahan said that Security First was required to reconstruct Pineland Trail from Harmony Avenue to Broadway Avenue.

From February 2018 to date, the city has completed 15 stormwater projects.

Staff also reviewed the road last week due to public input.

“We cannot do public work on private property,” she said.

“The Constitution of the State of Florida doesn’t permit us to do that. So we have to draw that line and sometimes it’s uncomfortable for people that are on the other side of that line.”

But, Pineland Trail residents believe the issues to their driveways stem from road and stormwater conditions, which are the city’s responsibility.

Commission considers rec center for west Ormond When it comes to future Leisure Services projects, the Ormond Beach City Commission is eyeing opportunities for the west side of town.

In particular, an indoor recreation center.

On Tuesday, March 22, the City Commission held a workshop on its ongoing parks and recreation master plan update, which is in its final stage before coming to the commission for adoption. The update, conducted by Barth Associates, identified needs of current and future residents to help the city to prioritize projects for the next 10 years.

And with no indoor recreation center within a four-mile radius of neighborhoods west of I-95 — the closest being Nova Community Center near The Trails — the commission was unanimous in its support to pursue building a new facility.

“I think something really fabulous needs to go out there to keep making Ormond Beach better and better,” City Commissioner Susan Persis said.

Partnering with the Volusia County School Board to build a facility at 2200 Airport Road, next to Pathways Elementary, an idea that was floated in 2016, was brought up again.

But, like the last time, there was concern that partnering with the School Board would restrict the hours residents could use the facility, as it likely would only be open to them during the summer or evening hours.

“That’s not a good deal for our residents,” Commissioner Troy Kent said.

Thus, Commissioner Dwight Selby pointed out that the “bottom line” revolves around funding sources.

In 2016, the city spent $49,887 for a feasibility study, conducted by Zev Cohen and Associates, which estimated a project cost of $8.9 million to $10.2 million using the School Board site.

In 2017, listening sessions were held to gather community input.

“And six years from now, we’ll still be talking about it,” he said.

“It’ll never be more than just a discussion item without a dedicated funding source to make these projects a reality.”

Commissioners were presented with three funding options as part of the master plan update: 1) Continue existing practices to fund Leisure Services, including impact fees, ECHO grants and CRA dollars; 2) add a dedicated millage for park and recreation projects; or 3) opt for a bond.

The first option is projected to bring in $11 million, the second $17 million and the third $18.5 million.

Per the master plan update’s statistically valid survey, where 402 people were asked how much they

would be willing to pay annually to fund leisure services projects, the majority of respondents — 69.5% — said they would be open to paying $12-$60.

A total of 41.9% of respondents said they would be OK with paying $61-$120. Only 21.4% said they weren’t willing to pay any additional dollars.

Though there are no concrete plans on what the indoor recreation center would look like, or what amenities it would have, Leisure Services Director Robert Carolin said the most important aspect is programming. “[HOAs] may have provided a community center in their community, but there’s no programming for children,” Carolin said. “... They’re having to travel to the Sports Complex or Nova Community Center for their programming, and that’s quite a distance.”

A facility comparable to the Nova Community Center would be ideal.

City staff estimated that a project of that magnitude would like-

ly cost between $18 million and $25 million, especially if the city decides to purchase land for the facility, as construction costs have risen since 2016.

How much would that cost the average homeowner, should the city opt for a bond?

A 20-year general obligation bond of $20 million is estimated to cost $30 a year per household; a bond of $30 million would cost homeowners $45, according to the master plan update presentation.

Without a new funding mechanism, a project for the west side of town will never be completed, said Commissioner Rob Littleton.

“I have a vision of having all of our existing parks brought up to meet expectations with annual general fund revenue ... and the big stuff, like West Ormond or completing Nova and the Sports Complex, should be bonded out,” he said.

A workshop will be held in June to further discuss an indoor recreation center for west Ormond.

“This woman and her team that she’s put together ... has singlehandedly worked so hard for the Performing Arts Center in Ormond Beach. It’s been amazing to watch her passion for that, and so the results of that ECHO grant being on tonight’s agenda, I think it’s wonderful and we’ve come a long way.”

Overtime hours. EMS stations vs. “respite” centers. Ambulances.

These were all topics addressed during a five-hour Volusia County Council workshop to examine the operations of its emergency medical services, where officials discussed existing challenges, the division’s efforts to address them, and future staffing needs.

Improvements to EMS have been trickling in since 2019, with the addition of a new nurse triage program and the implementation of a hybrid deployment model, though the system continues to run primarily on dynamic deployment, where ambulances are dispatched throughout the response area based on call volume.

However, while a dynamic deployment model tends to allow for faster response times, it also takes a toll on EMS staff — and in a time where there is a national paramedic shortage at the same time as increased demand, the average paramedic in Volusia County worked 362 hours of overtime in the last year, as of March 1, said Jason Lademann, president of the Volusia County EMS union.

The average EMT has worked 256.

BY THE NUMBERS In fiscal year 2021 so far, EMS has reported: 70,455 calls for service 54,289 total transports, including: 6,023 interfacility transfer 1,116 basic life support transports 77% of call ending in transport 1,544 calls dispatched to the county’s nurse triage line 389,610 miles driven for transport

“The union recognizes that the county has acknowledged that there’s been a huge workload placed upon the paramedics and EMTs of Volusia County EMS, and we appreciate that,” Lademann said. “The county has acknowledged that overtime demands that we’ve been facing year after year are not sustainable.”

The union is also mindful that the current overtime data is “skewed downward,” he added, since employees who have been recently hired have yet to collect a full year’s worth of data to contribute to the average hours of overtime worked.

Michael Colman, director of Volusia County EMS, said during the workshop that there is a plan in place to fix this, but it will take two years.

In the meantime, the EMS union has stepped up to fill the staffing voids.

“But at some point, we have to now let the valve out, let some relief out for these guys,” said Colman, who was hired in August 2021, “start staffing this relief factor that we’ve talked about and really try to move this forward.”

But the reality is, Colman continued, even if the council gave them the budget to hire all of the employees necessary to fill the vacancies, the division would have trouble finding candidates.

EMS STATIONS

While overtime hours may be high, Lademann said the most pressing issue is the need to provide EMS stations for paramedics and EMTs. “Although the overtime demands issue is a close second place, the overtime demands are a reflection of retention,” he said. “And that first priority of providing stations for EMS personnel to work at addresses one of the contributors to turnover that we’ve identified, as we’ve studied those who have departed the organization in recent years.”

And being without a dedicated place to go to when deployed, but not active on a call, is hard on EMS personnel.

The union president told the council members during the workshop that EMS need a space to write

reports, perform training, check out equipment, eat their meals, wash their hands and rest away from a constantly-running ambulance. And he suggested that it be a permanent building.

“When we look at leases and rentals, it makes us vulnerable to changing political priorities with different partnerships,” Lademann said. “And when we look at things like modular structures, although they might give us access to a building in a faster fashion, those type of buildings also leave us vulnerable to severe weather or hurricane deployments.”

He also said that when the time comes for these buildings to come to fruition, the county refer to them as “EMS stations” rather than “respite centers.”

“When government provides a building for police officers, we call it a police station,” Lademann said. “When government provides a building for firefighters, we call it a fire station, but in recent months when government has considered providing buildings for EMS employees, we call it a rest area. So we ask for parity and we ask to be termed equally and treated equally as far as the need for buildings and

MODULAR BUILDINGS

77% of calls for service end in ambulance transport, the county reports.

The county is planning to put one modular building for EMS employees at Fire Station 46 in DeLand, but Colman said if the county decides to go in a different direction after seeing how this one fares, they can always pivot.

“We’ve gone through a lot of ideas

of how to drop these stations around, because the reality is that this county is growing super fast,” Colman said.

“So we don’t know where that station is going to be in a few years, and if we do a lot of brick-and-mortar stuff ... and then all of the sudden dynamics change, we have people in other areas, now we need to abandon that spot and then that’s good for the taxpayers and all the effort that was put into this.”

During a July 2021 workshop, $1.8 million of American Rescue Plan Act Transition Funds were directed to be set aside for the EMS stations.

Volusia County Council member Heather Post asked why ambulance personnel weren’t being allowed to use fire stations in the interim. Typically, EMS personnel aren’t at these stations for very long anyway, she pointed out.

“They are on the move consistently,” she said. “Why aren’t we sort of allowing them to base out of the nearest fire station from wherever they would be stationed instead of the 7Eleven so that they can actually use the fire station, fridge or the fire station restroom?”

Colman said rest locations are based on the response time standard of eight minutes and 59 seconds. In order to meet that, they need trucks in the “most ideal place,” and fire stations wouldn’t necessarily be those places. Plus, it would take longer for EMS personnel to get on the road.

“I’m not discounting your idea, it’s just if we do that, then we have to agree that 8:59 isn’t a reality that we could get there for a while,” he said.

County Council Chair Jeff Brower asked if EMS personnel are allowed in fire stations, and County Manager George Recktenwald said they are.

However, he also added that during the pandemic, there were situations where the county was aiming to keep first responders as isolated as possible.

Lademann said that what they need for arrangements like this to be successful is a formal arrangement.

“When it’s an informal arrangement, and we find ourselves in the position where we have to knock on the door because we don’t have a door code, or we don’t have badge access to enter the building, you get a strong sentiment that you’re very much a visitor,” he said.

Post said that this isn’t a new idea; it’s been discussed several times in the past and that it’s urgent now; rest locations are needed to help with morale, recruitment and retention.

“This not something that we should wait on,” she said.

Recktenwald said the best course of action would be to attend the monthly Volusia County Fire Chiefs Association meeting and put together a list of participating stations for an agreement to come before the council in the near future.

“We have plenty of advanced life support trucks currently to manage the life threatening emergencies where time really matters,” Colman said. “But we don’t have enough ALS trucks currently to manage those lower acuity, lower priority calls that could go in a basic life support truck, and so what our goal is right now is to fill in that gap.”

The county estimates that, out of its 54,289 transports in fiscal year 2021, 17% required advanced life support intervention. Lademann asked the council “ask the tough questions about that information,” because as a field parammedic for the last 12 years in Volusia County, he said they are always busy performing interventions or life saving care during calls.

After the workshop, Lademann said the union feels it’s important for the county to recognize that the use of a few basic life support ambulances — of which the highest they have ever had in service at any one moment was six — is a temporary move.

“Getting these men and women to have a place where they can stop being a paramedic for five minutes is a big deal,” he said. “We have a great partnership with them. We run every single call we run in the city with them, so there’s not going to be an issue there.”

He also said that he couldn’t see paramedics stationed at fire stations impacting response times, as there are many throughout Volusia, both county- and city-run.

‘MANDATORY’ OVERTIME

When it comes to working overtime, Colman shared with the council that it’s not really voluntary.

“If somebody doesn’t volunteer for it, somebody else will be ‘voluntold’ for it,” he said, adding that it’s unfortunate and that the division is aware this is hurting recruitment.

In fiscal year 2021, some paramedics racked up over 500. The most overtime worked by one paramedic was 944 hours, according to the presentation to the council. This poses a concern for burnout.

As a solution, EMS is asking for five EMTs and five paramedics each for fiscal years 2023 and 2024. The division is also hoping to fill its vacancies — 15 paramedic and five EMT positions.

“We have seen a positive slope of improvements to achieve some of the goals of improving working conditions and improving them retention, and the EMS division has experienced the workforce shortage much like every other organization out there,” Lademann said. “But our issues have been mildly exacerbated by the fact that we had a significant number of vacancies, even going into the workforce shortage. So we’re certainly now feeling the pinch and the need to be able to attract and retain high-caliber and long term EMTs and paramedics to serve right here in our communities.”

The lobby renovations to the Ormond Beach Performing Arts Center could soon get a significant funding boost.

The Ormond Beach City Commission unanimously approved the submittal of an ECHO grant application via its consent agenda at its meeting on Tuesday, March 22, for the renovation of the Ormond Beach Performing Arts Center, a project that has been in the works since 2019. ECHO, which stands for Environmental, Cultural, Historical and Outdoor Recreation, is a Volusia County voter-approved program that funds projects in these categories. The city is requesting a $600,000 grant, which is the maximum allowed, since the renovations are estimated to cost $1.4 million.

The city is planning to provide $810,384 in a cash match from its general fund reserves, according to a city memo. The

SHINE - Serving Health Insurance Needs of Elders - is a volunteer program that provides older adults and persons with disabilities free and unbiased counseling on their health insurance options.

The city of Ormond Beach will submit a $600,000 grant application request to Volusia County’s ECHO grant program.

Friends of the PAC, a nonprofit whose mission is to assist in the facility’s renovation, is committed to paying any additional costs, beyond the ECHO grant and city match funding. The Friends of the PAC have received three grants from the Daytona Beach Racing and Recreational Facilities District since July 2020, totaling $423,250.

In 2019, the City Commission OK’d plans to redo the lobby and main hallway of the PAC, which is located at 399 N. U.S. 1. The 1982 building used to be a church. The city purchased it in 1988, and opened it as the Performing Arts Center in 1991. No major updates have been conducted since.

In attendance at the commission meeting was Lucy Jackman, president of the Friends of the PAC. She was recognized for her work spearheading the PAC’s renovation efforts.

“I’m so proud of all the hard work you’ve done all these years for it,” City Commissioner Susan Persis said. “It is not easy, and unfortunately, the wheels kind of turned a little slowly. I think you know we’re all behind you.

Thank you for trying to make Ormond Beach even better.”

City Commissioner Dwight Selby added that, though Jackman is surrounded by other hardworking individuals in the effort, it was her dedication and commitment that has moved the project forward.

“Thank you for doing that,” Selby said. “Thank you for loving the Performing Arts Center and working hard on it and being a part of a community in making it better.”

CAUGHT IN THE ACT 5:50 p.m. — 200 block of South Atlantic Avenue Fleeing officer. A 21-year-old man from Pennsylvania was arrested during Bike Week after police said he attempted to flee after doing a “wheelie” on the road.

According to his arrest report, the man accelerated “at a high rate of speed” and began weaving in and out of traffic when an officer activated his emergency equipment. The officer accelerated as well, and at one point, saw the man look over his shoulder to see if he was still being followed. The officer noted in the report that he was traveling at 86 mph and still could not catch up to the man.

He was able to do so once the man pulled into a park-

ing lot. As the man was being detained, he told the officer that he hadn’t seen him and blamed it on his music.

ESCALATION 6:54 a.m. — First block of South Yonge Street Disturbance. Police responded to a local gas station in reference to a road rage incident after a 49-year-old Port Orange man turned in front of a truck and caused it to swerve into the median.

According to the incident report, the 21-year-old Holly Hill man driving the truck (and his brother in another vehicle) followed the Port Orange man as he pulled into the gas station after exchanging words on the road, and cornered him in the parking lot. The brothers and their father began yelling at the Port Orange man, who then grabbed his handgun and placed it on the dash.

been threatened with a gun, though after a police investigation, the reporting officer confirmed that the gun was never pointed at any of them, nor did the Port Orange man verbalize any threats.

The officer then tried to explain to the brothers and their father that the man’s actions were justified, and that no crime had occurred, since no threats were issued.

“They would not listen nor attempted to understand my attempts of explaining the gun laws in Florida,” the reporting officer wrote. The brothers kept stating that in their home state of Illinois, the Port Orange man’s actions were illegal. After speaking over officers and growing upset, the three men left.

The ninth-annual Tomoka Marathon took place in Ormond Beach on Saturday, March 19, bringing over 1,200 runners to town.

In addition to the full marathon, a Boston Marathon qualifier, the race featured a half marathon and a 5K run/ walk, all starting and ending at The Casements. Funds raised at the event are returned to the local community in a variety of ways, per the Tomoka Marathon website.

Donations are made to student and citizen groups who volunteer, and some of the past recipients have included: The Volusia Flagler Family YMCA, Seabreeze Boys cross

They previously owned a successful business in Dallas, Texas, and, wanting to move to the beach, they came to spend their time in Ormond. After a couple of years living in the city, they decided to re-create their shop in Ormond.

A one-year anniversary sale is planned for April 14-16.

Tomoka Marathon returns to Ormond

Jacqueline “Jackie” Kelley passed away at age 78 on March 4, 2022 in Ormond Beach, Florida. Jackie was born in Stamford, Connecticut on June 14, 1943.

wife arrived, she noticed that their house had been broken into. Their dogs were locked in a game room near the front door, and clothing had been pulled out of their dresser drawers in their bedroom. All of the jewelry stand drawers in their closet were empty as well. One of their firearms was left laying on a pillow on the ground; another one was missing.

Police determined that the burglars entered the home through the bedroom window, as there was dirt on the floor next to it and the reporting officer was able to open it without unlocking it. Tire tracks from a small “wheelbase vehicle” were seen leading from the driveway to the privacy fence on the west side of the home. Neighbors were contacted to see if their cameras had captured any relevant footage.

The victims wished to press charges for the burglary, estimating $2,000 of valuables missing.

Dear Editor: I would like to invite Susan Persis, as city commissioner, after speaking in front of her on March 1, and her husband, Carl Persis, as School Board member, to view and evaluate the condition of Pineland Trail, as referenced in the March 10 Ormond Beach Observer article and March 17 letters to the editor.

Thanks to the Observer, city employees were seen on March 18 putting some red sand/dirt into some areas; only for it to wash down into the ditches and create more blockage of drainage for our properties.

What about the 8- to 10-inch drop-off areas on the road’s edge if a vehicle was in need of using the shoulder? I feel the school buses should not be made to travel such an unsafe road, putting children’s lives at risk.

Do parents of the children on these buses realize how bad this road is?

They have been tasked with creating a product or service, developing a brand, building a marketing strategy and opening for customers at this one-day marketplace. Marco Rubio Dear Editor: I want to express my support for the re-election of Sen. Marco Rubio.

He has done a commendable job as chair of the Senate Intelligence Committee (now vice chair and ranking committee member), but more so, when he was chairman of the Senate Small Business Commit-

tee. Why is that important?

In 2020 when COVID-19 hit, the economy hit rock bottom. Small businesses, homegrown brick-andmortars did not know from one day to the next if they were going to keep their doors open. Then came along the Paycheck Protection Program which was primarily authored

by Sen. Rubio after hearing directly from our small business community. Had this program not been in effect, a lot of people would’ve lost their jobs and businesses would have closed their doors.

When Congress passed the 2017 Tax Cut Act, Rubio made sure a child care tax credit for working families was included, something that will benefit young “paycheck to paycheck” families.

In addition, he’s been a champion for veterans, Everglades restoration and law enforcement.

In a time where leadership is rare, it’s important we re-elect Florida’s senior senator, Marco Rubio.

STETSON STUDENTS LAND THIRD IN COMPETITION Four graduate counseling students from Stetson University recently placed third in the American Counseling Association Graduate Student Ethics Competition, according to a press release.

The team — composed of students Nicole King, Melanie Strembel, Amber Lee and Elizabeth Nicks — placed behind second place Bowie University and first place DePaul University. The purpose of the virtual competition is to educate members of the association regarding ethical issues, engage graduate students in critically analyzing a potential ethical case, and creating a decisionmaking plan to respond to the situation.

By placing third, the team received a combined award of $200 from the ACA, in addition to $1,000 from the Stetson Counselor Education Ethics Award. The award is presented annually to a member or friend of the Stetson community in recognition of his or her passon for, commitment and contributions to, Stetson.

“One of the great things about Stetson’s graduate counseling program is the relationships we make with other classmates,” said graduate student Nicole King. “We’ve all known each other for a few years now, and this was an opportunity for us to do something fun and challenging outside of our normal education requirements.”

FOUNDATION AWARDS GRANT TO HOMES BRING HOPE

Hope is one of 21 nonprofit organizations across the United States that received a grant this month from the ALTA Good Deeds Foundation.

“We are honored to be the recipient of this grant from the ALTA Good Deeds Foundation,” said Kathy Clark, executive director of Homes Bring Hope. “Our organization will use this grant to help residents, living in 32114, realize their dream of homeownership.”

‘The Drowsy Chaperone’ opens at Daytona Playhouse on Friday JARLEENE ALMENAS ASSOCIATE EDITOR

For Melissa Cargile, the first time the orchestra and actors on stage come together is a special moment.

As the musical director for the Daytona Playhouse, it’s a moment the Ormond Beach resident and Creekside Middle School teacher sees with every show, but it doesn’t take away from its magnitude.

“There’s just nothing like that,” she said. “All that hard work, and then that moment when everything comes together and you realize that people are going to see this, and hopefully it’s going to be fun for them.”

The Playhouse’s upcoming production of “The Drowsy Chaperone,” opening at 7:30 p.m. Friday, March 25, is no exception. Set in the 1920s, this show parodies the musicals of the Jazz age through the eyes of the character known as “man in chair,” as he listens to a record that brings a cast of characters to life on stage: two lovers about to marry, a desperate theater producer, two gangster pastry chefs, a misguided Don Juan and of course, an intoxicated chaperone.

“It’s part an homage, and it’s part poking fun at all those silly little things from the 1920s,” Cargile said.

One of the colorful characters in the show is Mrs. Tottendale, played

by Palm Coast resident Anji Brazell.

She’s been doing theater since she was in junior high, and first auditioned for a show at the Playhouse when she was a senior in high school in 1973.

“This has just been part of my life,” Brazell said. “My first love is my church, and my second love is my family, of course, but the Playhouse has a pretty big part of my heart.”

Now that she’s retired, she can spend more time doing what she loves. “The Drowsy Chaperone” will be her third show this season with the Playhouse, which is in its 75th season.

With 12 seconds remaining on the clock, the Jones High School Tigers dove into the end zone to steal the lead from the Seabreeze flag football team. The Sandcrabs could not recover and lost 12-7 in their second game of the season, on Tuesday, March 22.

Seabreeze quarterback Chelsea McQuarrie returned to the gridiron with a vengeance after a broken arm stopped her from playing in the District championship game last season. She completed 15 passes for a total of 209 yards, rushed for 30 yards, had seven sacks and scored the extra point.

“I’m totally recovered but I’ve got a few little scars to prove it,” she said. “Cheer gives me all of my endurance.

You go for two minutes and 30 seconds straight with no breaks at all in the routines.”

Junior varsity and varsity games got off to a late start due to Jones’ travel time from Orlando. This season, the Florida High School Athletic Association has assigned them to District 10 with Seabreeze. Sandcrab running back, Emmaline Caputo, was not fazed by the delay.

“I think just getting the chance to play, everybody was happy about,” she said. “We have had a couple of games canceled because of weather.

We were a little bit annoyed, but it wasn’t a big deal. We were here to play.”

“I think we did really well,” he said. “We still have a long ways to go, but we played a really good, athletic team.

They had some tall girls — athletic. Some looked like they were 5-10, 5-11. This team beat the Evans team 44 -nothing last night. We lost by 5 points.”

Wide receivers Morgan Long and Avery Dellinger are looking forward to the rest of the season.

“We are excited for another go at Mainland,” Dellinger said. “We played them last season, and we did not meet our expectations. We are excited to come back with a stronger team this year and hoping to come out with a win.”

Seabreeze may have a state track and field champ this year, but its superior depth with talent at every discipline is what allows the Sandcrabs to be a factor in team competition.

Seabreeze won both the boys and girls titles at the inaugural RunMatanzas Invitational on March 19 at Matanzas High School. Ten schools competed in the meet.

“We have 85 kids total, and they’re all pretty talented,” Seabreeze coach Jenna Meyers-Sinett said.

Seabreeze junior Ella Chandler won the 800 meters by more than nine seconds with a time of 2:24.16. Chandler finished third in the Class 3A state final last year with a time of 2:14.57. Her goal is to win state this year.

Jamie Bandell won both the girls discus (82 feet, 5 inches) and shot put (26 feet, 7 inches). The junior also finished third in javelin. Isabella Fontanelli finished second behind Bandell in both shot and discus and was fourth in javelin.

“In my 17 years as coach at Father Lopez, this is the first year we have had such a strong core of young ladies as throwers,” said Green Wave coach Sue O’Malley. “They have a lot of heart, dedication and commitment to make themselves better, but more importantly, make each other better throwers. These young ladies will be the reason we will win a district track title this season.”

“They say the 3,200 is too much like cross country,” Meyers-Sinett said. “So I was giving them the opportunity to run in other events.

Seabreeze’s Hayden Herndon finished second in the boys 1,600 with a time 4:56.48 and was fourth in the 3,200. Brian Blackwood was third in the 3,200 and fifth in the 1,600.

Seabreeze also won two relays — the girls 4x800 and the boys 4x100. In sprints, Seabreeze’s Keandre Workman finished second in the boys 200 (23.50) and third in the 100 (11.50). Grant Scrabis was second in the boys 300 hurdles. Morgan Long was second in girls triple jump, while Christian Pacheco was second in boys triple jump.

Father Lopez had three other runner-up finishes: Gavin Greathouse (javelin), Antwan Scott (shot put), and Rachae Gibson (long jump).

Nature’s Garden closes, after 23 years of memories A personal essay on a store that was home away from home for one granddaughter.

My grandpa taught me how to slow dance next to the banana display when I was a little girl. I will remember the lunches I shared with my grandparents in the back office — my first ever job.

Nature’s Garden, my grandmother’s health food store, closed March 1, in Ormond Beach, after more than 20 years. In those years, I learned a lot about hard work, family, and how much Sylvia Shield’s customers love her.

As Shields’ cancer treatments began interfering with work in recent months, family and friends pitched in to help. Dozens of customers asked us to send their well wishes to her. It became nearly impossible to remember each message, so we soon started collecting “Cards for Sylvia.”

The stack of cards grew higher by the day, as the loyal clientele shared kind words.

One card read, “You are deeply missed, and I can’t wait to see your beautiful smile.”

One woman was so moved by the news of Shields’ declining health that she returned an hour later with an assortment of thoughtful goodies: a Care Bear stuffed animal, vitamins, protein drinks.

A few customers brought in bouquets of flowers. Another has been sending her letters in the mail on a regular basis.

Posters promoting local events, advertisements and sales were placed meticulously among each of the two doors of the store’s entrance.

Glowing fruits and vegetables waited patiently for an eager

customer’s attention. Business cards laid comfortably on the counter.

Growing up in a family-run business was a fascinating, wholesome experience. My younger brother, cousin, and I attended Ormond Beach Elementary, located within feet of the store. We would be picked up by either our grandmother or grandfather and spent time with them until our parents picked us up after work. We received help with homework, knowledge of health, fresh snacks, and a lifetime of loving memories in the store.

Customers admired the small-town charm Nature’s Garden offered. The caring, patient owners left them wanting to return.

“From buying the empty building 23 years ago to developing it into a successful health food business for the community to continue to support has been a dream for us,” Sylvia Shields recalled.

In 2016, Gene Shields lost his battle to melanoma, leaving his wife to keep his memory alive in the store.

“I stayed there for six years by myself, which was wonderful for me to carry on,

because he loved it so much,” Sylvia Shields recalled. “After Gene passed away, support and love from customers and the community made it easy for me to continue.”

Shields said her husband taught her a great deal about owning a business over the years.

“My husband was an angel in disguise,” she said. “He was a truly kind, gentle, sweet soul with so much respect.”

WARMTH AND CHEER

Looking back on the time my family and I spent in Nature’s Garden brings back many emotions. My grandpa taught me how to slow dance next to the banana display when I was a little girl. I will remember the lunches I shared with my grandparents in the back office — my first ever job.

My parents, uncle, cousins, and other family members visited the store frequently, and those were some of our greatest times. We laughed, shared funny stories, embraced.

I always will feel the warmth and cheer the store brought me. Nature’s Garden was merely a building, but the people within it created a second home for me. `

One of Ormond Beach’s historic landmarks was recently back on the market, and is now under contract.

Located at 311 John Anderson Drive, the “Hammock Home” spans 9,558 square feet, including 5,400 square feet of living space. Built in 1904 by Ormond Beach pioneer Joseph Price, the home is on the National Register of Historic Places and its current owner is only the fourth since Price, who died in 1915.

The home was listed at $1,395,000. It last sold in 2018 for $925,000.

For listing agent Jonathan Gildon, of The Gildon Group at Realty Pros Assured, it’s a special home to be able to list, especially in the current real estate climate.

“We had an offer on the second day,” Gildon said. “We’re waiting for more showings, so I think that’s fast for a home like this. ...These are very uncommon. It takes a special buyer.”

Gildon, who was born and raised in Ormond Beach, takes an interest in local history, and said that the perfect buyer for the Hammock Home would be someone that does as well.

And, that has experience maintaining historic properties.

“This particular owner has done a tremendous amount [of maintenance],” Gildon said. “To me, I think it’s in the best shape it’s probably ever been in.”

In 1887, Price, along with fellow pioneer John Anderson and Wall Street broker Stephen Van Cul-

len White, built the 75-room Hotel Ormond, according to a 1999 book titled “Ormond Beach” by the Ormond Beach Historical Trust.

Price and Anderson later ran the hotel at a time where Ormond Beach was emerging as the “Birthplace of Speed.”

The book states that the Hammock Home was “built on a gentle rise of land,” surrounded by live oaks, some of which are still there today.

The interior of the home boasts high ceilings and tall windows for cooling, and the books states that “with its screened-in porch and red-tiled roof, it provides a tranquil glimpse of bygone days.” At one point, it was surrounded by orange groves.

A 1998 plaque at city hall describes Price as a “pioneer settler and entrepreneur, co-incorporator and mayor of Ormond, beach builder and owner of the Hotel Ormond, organizer of first auto races on Ormond Beach.”

Price served as mayor in 1911.

The home boasts five fireplaces.

The kitchen has a fireplace, a large granite island and stainless steel appliances.

NOTICE OF PUBLIC HEARINGS TO CONSIDER THE IMPOSITION OF SPECIAL ASSESSMENTS PURSUANT TO SECTIONS 170.07 AND 197.3632, FLORIDA STATUTES, BY THE SEMINOLE PALMS COMMUNITY DEVELOPMENT DISTRICT NOTICE OF SPECIAL MEETING OF THE SEMINOLE PALMS COMMUNITY DEVELOPMENT DISTRICT In accordance with Chapters 170, 190 and 197, Florida Statutes, the Seminole Palms Community Development District’s (“District”) Board of Supervisors (“Board”) hereby provides notice of the following public hearings and public meeting: NOTICE OF PUBLIC HEARINGS DATE: April 25, 2022 TIME: 11:00 a.m.

LOCATION: Hilton Garden Inn – Palm Coast 55 Town Center Blvd.

Palm Coast, Florida 32164 The purpose of the public hearings announced above is to consider the imposition of special assessments (“Debt Assessments”), and adoption of assessment rolls to secure proposed bonds, on benefited lands within the District, and, to provide for the levy, collection and enforcement of the Debt Assessments. The proposed bonds secured by the Debt Assessments are intended to finance certain public infrastructure improvements, including, but not limited to, stormwater management, water and sewer utilities, landscape, irrigation, lighting, and other infrastructure improvements (together, “Project”), benefitting certain lands within the District. The Project is described in more detail in the Engineer’s Report, dated February 2, 2022 (“Engineer’s Report”). Specifically, the Project includes a Capital Improvement Plan to provide public infrastructure benefitting all lands within the District, as identified in the Engineer’s Report. The Debt Assessments are proposed to be levied as one or more assessment liens and allocated to the benefitted lands within various assessment areas, as set forth in the Master Special Assessment Methodology Report, dated January 27, 2022 (“Assessment Report”). At the conclusion of the public hearings, the Board will, by resolution, levy and impose assessments as finally approved by the Board. A special meeting of the District will also be held where the Board may consider any other business that may properly come before it.

The District is located entirely within the City of Palm Coast, Florida, and covers approximately 239.63 acres of land, more or less. The site is generally located west of Seminole Woods Boulevard, east of Lloyd Trail, north of Grand Landings Parkway, and south of an existing drainage canal. A geographic depiction of the District is shown below. All lands within the District are expected to be improved in accordance with the reports identified above.

A description of the property to be assessed and the amount to be assessed to each piece or parcel of property may be ascertained at the “District’s Office” located at c/o DPFG Management & Consulting, LLC, 250 International Pkwy., Ste. # 208, Lake Mary, FL 32746, phone: 321-263-0132. Proposed Debt Assessments The proposed Debt Assessments are as follows:

The assessments shall be paid in not more than thirty (30) annual installments subsequent to the issuance of debt to finance the improvements.

These annual assessments will be collected on the County tax roll by the Tax Collector. Alternatively, the District may choose to directly collect and enforce these assessments.

The public hearings and meeting are open to the public and will be conducted in accordance with Florida law. The public hearings and meeting may be continued to a date, time, and place to be specified on the record. There may be occasions when staff or board members may participate by speaker telephone. 3. DESIGNATING THE NATURE AND LOCATION OF IMPROVEMENTS. The nature and general location of and plans and specifications for the Project are described in Exhibit A, which is on file at the District Records Office. Exhibit B is also on file and available for public inspection at the same location.

4. DECLARING THE TOTAL ESTIMATED COST OF THE IMPROVEMENTS, THE PORTION TO BE PAID BY ASSESSMENTS, AND THE MANNER AND TIMING IN WHICH THE ASSESSMENTS ARE TO BE PAID. A. The total estimated cost of the Project is $33,198,000 (“Estimated Cost”).

B. The Assessments will defray approximately $41,105,000, which is the anticipated maximum par value of any bonds and which includes all or a portion of the Estimated Cost, as well as other financing-related costs, as set forth in Exhibit B, and which is in addition to interest and collection costs.

On an annual basis, the Assessments will defray no more than $2,673,939 per year, again as set forth in Exhibit B. C. The manner in which the Assessments shall be apportioned and paid is set forth in Exhibit B, as may be modified by supplemental assessment resolutions. The Assessments will constitute a “master” lien, which may be imposed without further public hearing in one or more separate liens each securing a series of bonds, and each as determined by supplemental assessment resolution. With respect to each lien securing a series of bonds, the special assessments shall be paid in not more than (30) thirty yearly installments. The special assessments may be payable at the same time and in the same manner as are ad-valorem taxes and collected pursuant to Chapter 197, Florida Statutes; provided, however, that in the event the uniform non ad-valorem assessment method of collecting the Assessments is not available to the District in any year, or if determined by the District to be in its best interest, the Assessments may be collected as is otherwise permitted by law, including but not limited to by direct bill. The decision to collect special assessments by any particular method – e.g., on the tax roll or by direct bill – does not mean that such method will be used to collect special assessments in future years, and the District reserves the right in its sole discretion to select collection methods in any given year, regardless of past practices.

5. DESIGNATING THE LANDS UPON WHICH THE SPECIAL ASSESSMENTS SHALL BE LEVIED. The Assessments securing the Project shall be levied on the lands within the District, as described in Exhibit B, and as further designated by the assessment plat hereinafter provided for.

6. ASSESSMENT PLAT. Pursuant to Section 170.04, Florida Statutes, there is on file, at the District Records Office, an assessment plat showing the area to be assessed with certain plans and specifications describing the Project and the estimated cost of the Project, all of which shall be open to inspection by the public.

7. PRELIMINARY ASSESSMENT ROLL. Pursuant to Section 170.06, Florida Statutes, the District Manager has caused to be made a preliminary assessment roll, in accordance with the method of assessment described in Exhibit B hereto, which shows the lots and lands assessed, the amount of benefit to and the assessment against each lot or parcel of land and the number of annual installments into which the assessment may be divided, which assessment roll is hereby adopted and approved as the District’s preliminary assessment roll.
