New FDOH administrator selected Stephen Civitelli has been selected by Florida’s surgeon general as the next administrator for the Florida Department of Health in Volusia County.

According to a county press release, Florida Statutes require the local, elected county board to sign off on the appointment, and on Tuesday, March 15, the Volusia County Council OK’d Civitelli’s appointment.

Civitelli comes to Volusia County from Connecticut, where he serves as the director of health for the town of Wallingford. Prior to that, he served as the town’s chief sanitarian.

“I am humbled and honored to be put forth as a candidate for this position as county health administrator,” Civitelli said. “I look forward to working with county leadership, residents at large and our community partners and to continue the amazing work that Florida staff has done over the last several years.”

Civitelli replaces former administrator Patricia Boswell, who retired in January.

RidgeHaven proposed land use reduces density

The Ormond Beach Planning Board unanimously recommended approval on Thursday, May 10, for an amendment to the city comprehensive plan’s future land use map, a result of the RidgeHaven development that is in its early stages.

RidgeHaven, a residential project proposed for a 103-acre parcel north of U.S. 1 and east of Plantation Oaks Boulevard, was annexed into the city as a result of an amendment to the Interlocal Service Boundary Agreement between the Ormond Beach and Volusia County.

The annexation prompted the proposed change to the city’s future land use map, which identifies which uses and intensities can be developed in areas of the city. The land currently has a county land use.

City staff recommended about 84 acres of the parcel be designated low density residential, capping the maximum number of units that can be developed at 298, or three units per acre. The change from a “Volusia County Urban Medium Density” designation to the city’s “Low Density Residential” would lower density by over 400 units, as the county’s land use could allow a range of 716 to 1,052 units, according to the city staff report.

Planning Board member Al Joczak commended staff on the work they did for the second ISBA amendment, “The work to reduce the density, I think, is a very welcome statement by a significant number of homes,” he said. “Given the activity that’s going on around us in Daytona, it’s a welcome change I think to what the density of the property could have been.”

ing 19 acres to the south of Addison Drive, from low intensity commercial to medium density residential.

Local attorney Glenn Storch, on behalf of the applicant, said that “two-unit villas,” or duplexes, are being planned for the 19 acres.

Still, he pointed out that they are still in the comprehensive plan part of the process.

“What you will then come up and see as we continue to work together is the plan itself,” Storch said. “We want to make certain that this does not impact any of our neighbors. ...

We’ll be working together to make sure of that as well.”

In speaking about the 19-acre parcel, Planning Board member G.G. Galloway pointed out that the developer is planning to take a commercial property and “downsize it” into residential.

“That’s a win-win,” he said. “The neighbors might not like it, but the alternative that the rights as individual have on that property, ... the alternative of possibly having some commercial, I think most people would rather have some residential.”

“It’s very difficult because we have some positions where we have more vacancies than in other positions. However, we try to do our best to keep our raises and pay equitable with surrounding districts as much as we can.”

Ormond Beach city staff have received a site plan proposing the construction of a fivestory hotel at 251 S. Atlantic Ave., one of the last empty oceanfront lots in Ormond Beach.

Ormond Holdings LLC is proposing the hotel span 95,700 square feet and have 137 rooms, according to its Site Plan Review Committee application.

the place. If somebody from the area rises that wants the position, they already know how great the area is, and I’m sure they’ll bring a new perspective to things that will be great also, because she’s laid some great foundation.”

A SENSE OF PLACE

Julia Truilo only lives a half-mile away from the district, and she will remain active with the Ormond Beach Arts District. You may even catch her onstage from time to time.

S

hortly after she was hired as Ormond MainStreet’s executive director in 2012, Julia Truilo received a call from a member of the board.

This was around the time after changes to the Granada streetscape were negotiated with the Florida Department of Transportation, an issue that was in the works as Truilo came onboard, and many citizens were upset with the addition of medians in the downtown.

The board member told her two things: He only used Granada to get from his house in The Trails to the Oceanside Country Club, and that the new median would prevent him from making a left turn to dine at Frappes Italian Grille, the only other reason to stop in the district.

It’s become one of her favorite stories to tell. She knew then she had a lot of work to do to turn the corridor, which spans Granada Boulevard from Orchard Street to A1A, into a place of community.

“We needed to work on people understanding why and how this was happening, and what was the point of it,” Truilo said. “... The streetscape was really my entree into that world.”

And it’s a world she’s fully embraced and contributed to for nearly a decade. At the end of April, Truilo will be retiring from her position, and while several of her peers and colleagues said she will be leaving big shoes to fill, she believes MainStreet’s mission will carry on.

A DECADE OF PROGRESS

Born and raised in Daytona Beach, Truilo’s roots in the community run deep. A graduate of Seabreeze High School, Truilo is also a member of the Davidson family, which owned the Daytona Beach News-Journal from 1928 to 2009.

A lover of the arts, Truilo was the managing director of the Seaside Music Theater for 11 years before she was hired at the News-Journal as their director of online development.

Then in 2012, she came to Ormond MainStreet, where — as one member of the two-person nonprofit — she began working to turn it into the organization it is today.

Street has amped up the number of festivals and special events held in the city (such as the Celtic Festival, Riverfest, Taste of Ormond, and Granada Grand Festival of the Arts), helped to revitalize the aesthetics and walkability of the district, advocated for and aided small businesses during the pandemic, launched a branding campaign and become a nationally accredited member of the National MainStreet program. It boasts a membership of about 200 local businesses.

“I hope that my successor can really grab hold to the next step of the economic development part [of the] job,” Truilo said, “to help the businesses that are here to succeed and to bring in those businesses that we need to complete our package.”

‘HER SERVICE FOR ORMOND MAINSTREET WAS LOVE’

Ormond MainStreet wouldn’t be where it is today without Truilo’s tenacity and intellect, said Becky Parker, community engagement and events coordinator for Ormond MainStreet.

“Julia is such a unique person in that she can do a lot of different things and do it well,” Parker said.

“She can wear a lot of different hats, and I think part of that is her experience and the different career paths that she’s had, but also just she’s incredibly intelligent and doesn’t get rattled easily.”

Parker has been with Ormond MainStreet since 2014, and said Truilo has become so much more than her boss — she’s the friend she sees every morning at work, the family she spends holidays with. During the pandemic shutdowns, they worked around the clock to make sure business owners had all the information they needed to make daily decisions, with Truilo’s dining room table serving as their makeshift office.

“It feels like we operate as one machine sometimes, because we each have our individual tasks and the things that we handle, but then we’ll collaborate together on projects

Parker and Truilo can probably finish each other’s sentences, said Nancy Cortez, president of the Ormond MainStreet executive committee.

Cortez remembers the day Truilo was announced as the organization’s executive director. She wasn’t on the executive committee at the time, but Cortez was a board member, and she was stunned that they were able to hire Truilo.

“You can’t explain that feeling, when you’re like, ‘Wow, we have Julia Truilo as our executive director,’ and I really believe that part of her service for Ormond MainStreet was love, and it’s because she loved Ormond,” Cortez said. “She had great connections, and is there any way we’re going to ever find anybody like her?

I’m not sure.”

The search for her successor will be tough, Cortez added. Truilo has worked hard to keep MainStreet’s mission relevant with the city and with developers like Bill Jones who have contributed significantly to the downtown.

“She’s just become somebody that they completely respect, and know that she has our back, because she lives right around the corner,” Cortez said. “Of course she wants it to be successful, so if we could find somebody that is a local like her that can do her job, take on the position, we will be very blessed.”

CAN-DO ATTITUDE

Bill Partington II, owner of Bill Partington’s AHC Safe and Lock in the downtown, is one of the 1995 founding members of Ormond MainStreet and still serves on the board today.

The organization was created after late Ormond Mayor David Hood decided to consolidate advisory boards and the Downtown Improvement Board was absorbed into the Quality of Life Board. He and the other three Downtown Improvement board members felt like this wasn’t a good fit, and so they reached out to the DeLand MainStreet organization for help founding a MainStreet program in Ormond Beach.

Before Truilo, Ormond MainStreet had about four past executive directors, with an average tenure of two or three years. She arrived at a time when the organization was established, but not thriving, Partington said. Under her leadership, Ormond MainStreet has blossomed with new ideas, as Truilo is always looking for ways to improve or build upon existing programs and opportunities.

“We can only hope to have someone that is as tenacious as Julia,” Partington said. “You know, I think that her parents instilled in her the ability

Though Ormond MainStreet has had great directors in the past, City Commissioner Dwight Selby, who serves as the commission’s liaison for the organization, said Truilo is at the top of the list. Her enthusiasm, knowledge of the community and ability to stage special events has been fantastic for the community, he said.

“Big shoes to fill,” Selby said. “A tough act to follow, but there’s a great downtown, great community.

Since 2012, Truilo said she has seen a gradual change in how people feel about downtown. There are still people in the community who don’t believe in the revitalization and economic development of the district — who believe that it is a waste of time and money.

But with a steady 97% occupancy of storefronts in the district, and a net gain of businesses during the COVID-19 pandemic (four businesses closed, but six opened), Truilo believes Ormond MainStreet is continuing in the right direction. The next challenge, in terms of economic development, is to look for spaces where different kinds of businesses are needed — bike shops, artisanal manufacturing, an entertainment venue.

She would also like to see ways to help small businesses complete interior upgrades through grants, similar to the building improvement grant program which helps businesses with exterior renovations.

“This program is not working on blight anymore,” Truilo said. “We’re working on whatever that next step is. How do we keep what people like about Ormond Beach and continue to grow? How do we reinforce what we have so that it survives whatever the next crisis is? Those are things that I think mature programs need to spend a lot of time on.”

But though Truilo is retiring, she will continue to be involved in the community. She only lives a halfmile away from the district, and she will remain active with the Ormond Beach Arts District. You may even catch her onstage from time to time.

“I was raised here and raised with the idea that you cared about where you lived, and you paid attention, and you helped people do better where you live, because that made everything better,” Truilo said. “And I have carried that with me throughout my career wherever I was, because it seems to me important, especially in a small town, especially in a place where we are responsible for one another in a lot of ways, that caring about the place is paramount. Certainly, I think it is paramount to this organization.”

THEATER IN PALM COAST HONORS WOMEN’S HISTORY MONTH WITH DARK COMEDY The City Repertory Theatre will honor Women’s History Month with its production of “The Revolutionists,” a dark comedy written by Lauren Gunderson that takes place during the French Revolution’s Reign of Terror, 1793-1794.

The play revolves around four bold women — three historical figures and a composite character, Haitian revolutionary Marianne Angelle.

The CRT production stars Julia Truilo, who plays former queen Marie Antoinette; Angela Young, who plays assassin Charlotte Corday; Leigh Ann Singleton, who plays playwright Olympe de Gouges; and Phillipa Rose, who plays Angelle.

Director John Sbordone said, “‘The Revolutionists’ has everything: joy and heartbreak, laughter and tears, history and fantasy, great acting and phantasmagoria. And what could be better than a comedy that starts with a beheading?”

The play will be performed at the CRT in City Marketplace, 160 Cypress Point Parkway, Suite B207, on March 18, 19 and 20 and March 25, 26 and 27 with shows scheduled for 7:30 p.m. on Fridays and Saturdays and 3 p.m. on Sundays.

Volusia County elected officials are gauging interest in the creation of a transportation subcommittee to address infrastructure needs amid current growth.

At the Roundtable of Volusia County Elected Officials meeting on Monday, March 14, officials discussed a slow and long-term approach to tackling road issues, beginning with a subcommittee comprised of elected officials and citizens. The discussion was a continuation of the officials’ Jan. 10 roundtable conversation, where Port Orange Mayor Don Burnette pushed for leadership actions to address growing infrastructure needs.

His thoughts on the subject remained the same at this roundtable meeting.

“When we talk about transportation, we’re talking about one of the biggest, heaviest political footballs any of us can carry,” Burnette said.

“But I also think the reason why the political football is so heavy is because it’s also one of our most pressings needs.”

To ignore it in fear of the topic being “politically damaging,” Burnette continued, is wrong. He said he was willing to serve on the subcommittee. If the roundtable decides to take no action to address transportation, Burnette said there was cowardice in that, and that as leaders they should step forward.

He also suggested the roundtable look into taking a more comprehensive and citizen-based approach to tackling infrastructure needs this

time around. In May 2019, a special election was held for a half-cent sales tax referendum for infrastructure projects; it failed by 55% of the vote.

“The public doesn’t trust a process they don’t feel like they’re involved in,” Burnette said. “You have to have citizen committees.”

DeLand Mayor Bob Apgar said he agreed with taking a slower approach, and alluded to 2024 as a target, but didn’t mention another sales tax referendum. With only a few months left in office, Apgar said he might be more effective as a private citizen for the subcommittee effort.

“The biggest thing that I hear from citizens when we talk about growth is really transportation,” Apgar said.

“The thing that will get people the maddest the quickest is waiting through three or four lights to get to where they want to go.”

Burnette said all funding sources should be on the table — not just another sales tax proposal. Port Orange recently reviewed its impact fees, and that’s a component as well.

“I think we also realize that our transportation needs are being created and recreated by things that are happening around us,” he said.

“Some things that we can control; Some things that we can’t.”

The elected officials decided to bring the discussion back to their councils and suggest those interested in participating in the subcommittee reach out to Deltona Mayor Heidi Herzberg, who serves as the roundtable chair.

Herzberg said she agreed that the current transportation issues shouldn’t be ignored, even if they don’t know where the discussion will lead.

“I think reaching out to the community is, at the minimum, what can happen with a subcommittee like this,” she said.

The next roundtable meeting is set for May 9.

Ellinor Village Shopping Center was saved from demolition by City Commissioner Dwight Selby a few years ago.

About four years ago, City Commissioner Dwight Selby was driving down A1A when he spotted something that caught his attention.

The old A-frame building at 630 S. Atlantic Avenue in Ormond Beach was being torn down. The county had purchased the property and was in the process of turning it into what is now the Cardinal Drive off-beach parking lot. But that A-frame building was part of Ormond Beach history: It once was part of the Ellinor Village Shopping Center, which in the ’50s, was one of the largest family resorts in the state.

And the sign had been hidden behind the building’s exterior facade for what at least several decades.

Selby moved to Ormond Beach in 1983. Ellinor Village wasn’t operating as a resort then, but he was familiar with the history. So he decided

to save it. He bought the sign for “a couple hundred dollars,” and has stored it since. But, it is time for the sign to find a permanent home.

“If somebody is interested in it, I would love to hear from them,” Selby said. “If they have a place where it could be displayed — ideally displayed and open to the public, and then maybe someone who knows some of the history or would want to share of the history of Ellinor Village.”

Ellinor Village was built in Ormond Beach by brothers Merrill and Byron Ellinor and opened in 1949. It had about 650 cottages in what is now known as Ocean Village Villas, off South Atlantic Avenue. Eventually, the resort grew to include the prop-

erty at Oceanside Country Club at 75 N. Halifax Drive, which prior to 1964, was the Ellinor Village Country Club.

A noteworthy event in the village’s history is that the Mrs. America pageant was held at the resort in 1954.

Selby said he would hate to see a small piece of Ormond history vanish. He’s approached a few local people and groups, but so far, no takers.

“It’s really just a function of trying to get the word out,” Selby said.

“If there’s nobody that sees the significance in it, well then that might be what happens to it, but hopefully that’s not the case.”

aying school staff — from cafeteria workers and bus drivers, to teachers and school nurses — enough to live on remains the overriding issue at Volusia County Schools, said School Board Member Carl Persis.

“That is a big challenge for us, and it is for every school district,” he said. “As you know, there is a lot of competition for skilled workers in every area, and there is a statewide shortage, actually a nationwide shortage, in the teacher field.

This isn’t an easy fix, he said. When there’s a shortage and you’re one of 67 districts, the competition for employees is difficult.

The Ormond Beach Observer spoke with Persis on Friday, March 11 about this and other issues impacting the school district.

Learning loss was a topic of concern as schools returned to a new normal in the pandemic. How is the district working to address this?

I think the real big asset that helped us address those significant learning losses was the federal government’s funds that came. Every grant had a different name, but I’ll just call them the federal funds. That gave us plenty of dollars to create really robust summer school programs, after school programs, before school programs, gave us the money to supplement teachers with pay — that also came from that from that fund. However, I would say at this point, we still haven’t rebounded with all of our students, as we still see the ramifications of that long time that students went without having consistent in-person instruction.

In a time where many places are offering pay upwards of $15 an hour, what’s the bargaining process like, and is the district confident this will aid in retention of employees?

It’s very difficult because we have some positions where we have more vacancies than in other positions. However, we try to do our best to keep our raises and pay equitable with surrounding districts as much as we can, and our challenges — you almost get tired of hearing it, I get tired of saying it, but it’s just a fact — the Florida education finance program’s district cost differential formula hurts Volusia County, more than any other district. And it’s bad every year, but now that it’s been in effect now 17 years, when you think of $10 million to $13 million every year that is taken away from us, now you’re getting upwards of close to $200 million that we haven’t had to spend, where some other districts have had that, and other districts have had even much greater than that.

So that fund, where we’re losing that money every year, really hampers our ability to be competitive with other districts that don’t have that same kind of an annual loss in revenue. That makes it hard for us.

It isn’t anything new. We know what the game is and we know what the parameters are, so we just have to do the best that we can.

Last year, you fought hard to open Beachside Elementary at the Osceola site in the merger with Ortona. How are you feeling now about the decision that was made by the board?

It still hurts me. It was one of my most disappointing things. However, I contribute that to just the absence of community involvement because of COVID, because we were not able to have these discussions the way we normally would have. While this major decision was taking place, I think that that

really tipped it the other way.

It just, in my estimation, didn’t get the public hearing that it deserved. Maybe it wouldn’t have made a difference, but I tend to think that it perhaps would have because one of the key elements that was never really mentioned was that our transportation department preferred the Osceola site, and, you know, that drum just wasn’t pounded.

The good news is though that all the children are going to have a beautiful school, a beautiful site at Ortona and as soon as they vacate the Osceola site, not long after that — I can’t say how soon but not long after that — the Tomoka students will then be displaced and they will move into the campus that is right now being used at the Osceola site, and we will start building a new Tomoka Elementary School, which will make me extremely happy.

The district last year voted to put a face-covering policy in place when COVID-19 cases were climbing in schools. Now, a spending plan led by the Florida House would penalize districts that made this decision. Do you still stand by the decision made, or do you wish you had voted differently?

I just heard something yesterday that now the legislature has kind of tweaked that to say that they’re not going to penalize those 12 districts, but they’re going to come up with $200 million or close to that, in reward money that they didn’t give out the previous year, and take that $200 million and divide it amongst those 55 other districts that didn’t impose the mask policy.

So then I thought, “Well, you know, that’s still hurting the other districts,” even though it’s not taking away from our base student allocation, which would have been absolutely terrible because that would have clearly affected students. So they thought better of that. Our position, our Volusia County legal position is that when our School Board voted on Aug. 31, to impose a mask policy, we were in compliance with the circuit judge’s ruling in Leon County, who had overturned the governor’s executive order, and he said that school districts can do what they want regarding the mask issue. So when the School Board voted, we were advised by our legal counsel, we were following at that time, the law of the land.

Well, on Sept. 9, the governor and the state won their appeal against the circuit

judge’s order, and the appellate court stayed that ruling, which in effect put the governor’s executive order back into effect.

And then we had a board meeting Sept. 14, where the board changed its position and made mask wearing optional. So we had it in effect for two or three days, basically, depends on how you look at it, so because of that, there is an understanding now that they are looking into a couple of districts who may have adopted a mask policy in the same manner that we did, using that same time frame that they imposed it at a time when the circuit judge’s ruling was in effect, and then they changed it when the state won its appeal. My understanding is right now that they’re looking at Volusia and saying, “Well maybe we were not in direct violation of the executive order.” So fingers crossed on that one.

There’s also the bill that was just passed by the Senate that would prohibit school instruction on sexual orientation and gender identity in kindergarten through third grade. Is this being taught at schools now? Has it ever?

You know, I have to wonder about some of these things.

It’s like when they pass a bill prohibiting critical race theory, and I’m thinking: Does anybody teach critical race theory? No. So why do we need a bill prohibiting the teaching? Does anybody teach gender identity in kindergarten through third? No. And yet they create a bill saying that, so I don’t really understand why sometimes we pass bills and laws to prohibit things that we haven’t been doing, and there’s no indication that we plan to do them. I just don’t get it.

At a recent School Board meeting, there were some who were against the renewal of the superintendent’s contract.

You wanted to give him more time. Why?

He started December of 2019, and COVID started the middle of March 2020.

He comes down diagnosed with cancer May of 2020. He doesn’t get back to work until Feb. 1, 2021. This 2021-2022 school year has really been his first school year where he has been on board the summer preceding it and has been on board the whole year through, will see it to the end.

No. 1, just to be fair to Dr. [Scott] Fritz, he deserves to be evaluated on at least one full year, which his annual evaluation would be at the end of July of this year. So I think that is the fair time and the right time to evaluate Dr. Fritz, and, at that time, if his evaluation marks are above average from the board then I think he should be granted an extension of his contract.

After all, he was the best in the land less than three years ago and has probably been on the job less than a year and a half. So, to me, it just seems to be unfair to kind of shortcircuit that whole process and give him notice that we would not be extending his contract because then what?

Are we going to go on another national search and, to be honest with you, I know we could not have found anyone any better at the time we hired Dr. Fritz. He was clearly the best candidate, and he has proven that. He has a vision and he has created a strategic plan with the input of just about 300 people, and we finally have adopted that plan, and we’re making great strides towards the goal that this School Board asked him to do.

LETTERS Neglect on the city’s part Dear Editor: Shameful. Ormond Beach continues to deny its responsibility to provide necessary maintenance to Pineland Trail, a city road located east of I-95.

The road’s edge is crumbling away; shoulders are eroding, causing a drop-off condition; drainage ditches that fail to flow, causing water to encroach onto our private properties; failing culverts; easement and right of way issues; and deep embankment holes at the road’s edge.

Pineland Trail became a city road Nov. 1, 2012, recorded in the clerk’s book 6781, page 3121. Please note page 1, paragraph 4 of the interlocal agreement reads as follows: “Whereas, a road is defined by Section 334.03(23), Florida Statutes, as a ‘way open to travel by the public, including, but not limited to, a street, highway, or alley. The term includes associated sidewalks, the roadbed, the right of way, and all culverts, drains, sluices, ditches, water storage areas, waterways, embankments, slopes, retaining walls, bridges, tunnels, and viaducts necessary for the maintenance of travel and all ferries used in the connection therewith.’”

Sad the city fails to understands their interlocal agreement they agreed to, only to subject our properties to become retention areas at times and subject unsafe driving conditions for school traffic, school buses and families bringing children to reach the Ormond Beach Sports Complex that use this road.

Again, I notice you of what I feel is gross negligence on the city’s part. Now, on March 6, 2022, another death occurred on Pineland Trail.

I am sure there are others who would like to have their roads repaired as well. I do believe the city is responsible for the wear and tear of all roads they own. I have emailed the director of roads in Ormond Beach in regards to how to put in a work order to repairs in hopes to establish a timeline for repairs.

I am more and more concerned with the heavy equipment trucks and semi-trucks that have become more frequent as development is occurring. I have asked about weight limits to the engineer that came to the meeting in August. She, being the engineer, stated that it doesn’t matter because there aren’t any bridges to cross to have to worry about weight. Well, there are systems for storm drainage under the road and that in my opinion is somewhat of a bridge-like structure.

I don’t agree with Finley and his statement about not being responsible for the road. My driveway is further down the road. We are not asking for our driveway to be fixed, but the road off of Pineland Trail.

They are responsible for at least the area to the other side of their ditch.

So, that would mean the area over the culvert, the width of ditch.

I think the drainage needs to be consistent with the ditch and have the drainage going that way; it doesn’t drain correctly at this time and water flows into the dirt road and creates holes.

We are ready to take care of our part, but with the city failing to take responsibility for their part, our efforts would be worthless and our road would get worse. Not only that, their responsibility for the safety of the road should be top priority. No shoulder, poor drainage, and sheer negligence of maintenance is clearly their fault.

Devastation along Ormond’s scenic highway Dear Editor: As someone who grew up in the area and cherished the wildness and special nature of our Ormond environment, I have been devastated by the clear cutting and development that has taken place in the last few years on the west side of Old Dixie Highway.

The new Plantation Oaks community, which created a four-lane road connecting U.S. 1 with Old Dixie Highway, has forever changed our beautiful community, and the current expansion at Halifax Plantation, seals the deal.

It’s a shame that city and county leaders did not have the foresight long ago to buy these lands outright — or at least seek out funds from the state or federal government so that some of the land might have been added to Tomoka State Park.

According to an announcement, Lion Mary Yochum, on behalf of the club, presented the missionaries with the sunglasses at a recent meeting of the United Methodist Women of Tomoka United Methodist Church in Ormond Beach. The missionaries, Jonathon and Satomi McCurley, are with the General Board of Global Ministries of United Methodist Church and will be distributing the sunglasses to students in rural communities in Asia and Africa.

What a treasure that would have been for future generations and also a boon to our area’s expanding ecotourism industry.

Hindsight is 20-20 so there is nothing to do now but learn from this tragedy.

We must ask more of our public servants on both a local and state-wide level and ensure that the Florida Forever funds (which were passed by a majority of Florida voters) are used to purchase sensitive lands — their intended use — and not diverted to other budget lines by donor or politically-influenced legislators (which was just done last week by the GOP majority in the state legislature).

There is no denying that there is a building boom currently going on in the greater Daytona Beach area, and unless citizens get more involved with the development process, we will lose the very nature of our community.

Lately I’ve met many people who have moved to our area from other parts of Florida because of overcrowding, and they’re now worried that the same thing is happening here.

If we don’t preserve more of our natural areas, we will become just another stop along 1-95 and not a place where people want to live and recreate.

Unlike the adage from the movie Field of Dreams, “build it and they will come,” sometimes not building it ensures that people will come here to enjoy the “Old Florida” feel which keeps our property values high.

FOOD BRINGS HOPE RECEIVES $10,000 DONATION FROM COLVARD CHARITABLE FOUNDATION Food Brings Hope recently received a $10,000 check from the Earl W. and Patrica B. Colvard Charitable Foundation Inc., according to a press release.

Second Harvest Food Bank of Central Florida recently received a $300,000 grant from the Florida Blue Foundation to expand hunger relief efforts by training health care providers to screen patients for risk factors that could indicate food insecurity so they can be directed to community resources, according to a press release.

The funding will support a threeyear collaborative initiative, “Screen and Intervene: Connecting Food Insecure Patients to Resources,” between Second Harvest and its three partners: Alliance for Community Health, the University of Central Florida and the Georgia Health Policy Center.

“Affordable access to nutritious food is essential for good health,” said Susan Towler, Florida Blue Foundation executive director.

“Because of the pandemic, Central Floridians who never relied on food assistance turned to Second Harvest for help providing nourishing meals to their families. But some in the community are still hesitant or

may not realize the resources available to them. Equipping health care providers with the tools to identify food insecurity and connect their patients to fresh food and needed groceries is critical to our mission of helping people and communities achieve better health.”

The program builds upon the work oof the Health and Hunger task force, which was developed by Second Harvest in 2016 to learn how the food bank can work with community health care organizations to impact community health and nutrition, the press release states.

“The goal is simple: to improve community health by using food as medicine,” said Karen Broussard, chief community impact officer at Second Harvest. “Research shows that many chronic illnesses can be effectively managed through proper nutrition. This funding expands our ability to effectively collaborate with and educate additional health partners and continue fighting dietrelated diseases in our community.”

PARKING DISPUTE 10:02 a.m. — Intersection of South Center Street and Hand Avenue Disturbance. A 46-year-old Ormond Beach woman called police over claims of a reckless driver who was waving a gun outside of his vehicle, but officers soon discovered the story wasn’t quite accurate.

Officers arrived at the woman’s home to gather more information on the incident, but the woman was defensive and denied any assistance, according to the incident report. She only told officers that the incident occurred at a local coffee shop chain and that the man told her she was a “white privileged b----” and said he threatened to shoot her. She said that she followed him in her car to get his tag information, and that was when he pointed a gun.

Officers went to the coffee shop and spoke to the manager, who said the man — also identified as white in the incident report — was a regular and was always polite. She provided them with surveillance footage that showed the man grabbed his coffee, exited the building and got in his car when the woman parked behind him to prevent him from leaving.

He was seen getting out of his car, and then trying to leave again, this time successfully driving around the woman’s vehicle.

Police contacted the 35-year-old Ormond Beach man, who was cooperative and said he had been on the phone with his father and walking into the coffee shop when he made the passing comment, “It must be nice to have white privilege and park

wherever you want,” in reference to the woman having parked on the side of the building, instead of a regular parking spot.

Once he exited the building, the woman pulled behind his car and tried to prevent him from leaving.

The man admitted to police that he said to the woman: “If I had a gun, I would’ve shot you in the head.”

However, the man doesn’t own any firearms, and police didn’t find any in his car. The man said he shouldn’t have called the woman “privileged,” and police determined the woman had omitted “major events” in the story.

CAPTURE THE FLAGS 1:10 p.m. — First block of South St. Andrews Street.

Larceny. Police responded to the residence of a 55-year-old Ormond Beach woman, who informed them that juveniles had stolen flags from her front lawn a couple of nights before.

The woman said that her security video footage showed six juveniles in a golf cart pull up to her front lawn, get out, and take her eight flags and flagpoles that were lined up along the perimeter of her lawn. She said this has been a recurring incident, but that this was the first time she was reporting it because she now had video footage, She wished to press charges.

According to her arrest report, one of the home’s residents saw the woman on their surveillance camera walk down their driveway and enter their unlocked vehicle. After a few minutes, as the family all watched on camera, she approached the garage door and took off her shirt and pants.

She then messed with the key pad as if she was trying to figure out the code, before walking to the front door and knocking.

She then walked around the front patio, moving potted plants and checking ledges, and the family suspected she was looking for a key.

She was confronted by police officers at the front of the house; The woman told police she believed to be in the city of Lake Helen and that she had, at one point, been looking for her boyfriend’s house in the area, but didn’t have an address. She was taken to jail.

MARCH 13

NOT HOME 12:04 a.m. — 900 block of North Halifax Drive Loitering or prowling. A 43-year-old DeLand woman was arrested after she was seen on surveillance footage loitering around a residence, stripping down to her underwear and appearing to be looking for a key.

A SERIES OF UNFORTUNATE EVENTS 11:38 p.m. — 300 block of Muddy Creek Lane Suspicious incident. For several days, a 50-year-old Ormond Beach resident started noticing strange things going on in her house.

First, someone damaged the Christmas lights on her Christmas tree. Then, two days later, she noticed her back scratcher had been stolen from her nightstand. That same day, she saw that her home’s rain gutters were pulled away from her house and that the slab of concrete her air conditioning unit rested on was cracked.

This isn’t the first string of incidents either, and the woman suspected a neighbor — who had whistled at her on two recent occasions — has been behind it all.

Beach drowned on Monday, March 14, before she was pulled from the water by bystanders.

in the ocean in an unguarded area of the beach at 187 S. Atlantic Ave. Witnesses sad they didn’t see the woman —who has not been identified — struggling, but saw her floating face-down. Bystanders performed CPR until Beach Safety arrived, and the woman was transported to the hospital where she was pronounced dead.

Citizens in Volusia County no longer need to leave the county for assistance in filing an application for a concealed weapon license or renewing a current license. The Office of Will Roberts, Tax Collector began the service by appointment March 16.

“Beginning Wednesday, citizens will be able to complete the application and have their photo and fingerprints taken in one location here in Volusia County,” said Roberts. “This will decrease the amount of time applicants spend compiling all of these elements or traveling to another county to get them completed.”

The new service will only be available from 8 a.m. to 4 p.m. in the DeLand office, 123 W. Indiana Ave., room 103. Appointments will be required and can be made online at vctaxcollector.org/appt.

For decades, applicants have not been able to submit an application in Volusia County, Roberts explained.

The state only allows elected tax collectors to provide the service. Until 2021, Volusia County did not have an elected tax collector.

Not only was this an inconvenience for customers, but the fees associated with the applications were leaving the county, Roberts added.

“At the end of the fiscal year, remaining tax collector revenues are returned to the county’s taxing authorities,” Roberts said. “Rather than funding another county’s services, those dollars will now stay in Volusia County to assist in providing public services. Retaining the revenue and providing convenience to our citizens is a win-win for everyone.”

The application process for a Florida concealed weapon and firearms license begins by making an appointment online. To complete the in-office application, applicants need state-issued photo identification and a copy of a training document or certificate that confirms proficiency with a firearm. Citizenship status is required from people born outside the United States and permanent legal resident aliens, per state requirements. Applicants with a history of arrest must provide certified copies that reflect the final disposition of the charge(s).

Volusia County Tax Collector staff will instruct applicants on using the office computer to complete the state application. Staff will review the application, take fingerprints and the photo for the license and submit the entire application packet electronically to the Florida Department of Agriculture and Consumer Services. FDACS will process the application and issue the concealed weapon license via mail.

The process at the Office of the Tax Collector is expected to take less than one hour. Then FDACS has up to 90 days to process applications once received, per state statute.

“I’m extremely proud of our entire team — the hardworking and dedicated professional staff and the volunteers who help support our mission,” said Volusia County Animal Services Director Adam Leath, who was on hand at the conference along with other team members to accept the award. “This is really quite an honor to be recognized by our peers as the best animal services agency in Florida. It really shows that we’re making a difference in the community.”

Among the enhancements over the past year, the animal care clinic purchased digital X-ray equipment to aid in the diagnosis of pet injuries and also expanded operations to include wellness services.

Animal Services also partnered with Volusia County Fire Services and the Beach Safety Division to provide fire stations and beach lifeguard towers with microchip scanners to help reunite lost

pets with their owners. And a foster/adoption program was established to provide temporary care for stray, sick, injured or underage animals until they become healthy enough to be adopted into a loving home. The result has been fewer animals getting impounded.

“For the past 20 years, we have watched an increased level of services and resources offered to the public, while watching the resulting animal impoundment numbers decrease,” states Animal Services’ award submission.

“This is a true testament that our efforts are working and are not in vain.”

Volusia County Animal Services encompasses 16 employees and nine active volunteers, while maintaining two interlocal agreements and 12 mutual aid agreements with area cities. Animal Services, as stated in the award submission, “is dedicated to ensuring pets live good lives — valued by society, protected by its laws, and free from cruelty, pain, and suffering.”

year spending plan, which was pumped up by federal stimulus money and higherthan-expected state tax collections. It funnels money to myriad issues, including higher funding for public schools and pay raises for state employees, and is a 10.4% increase from a budget approved for the current year.

Gov. Ron DeSantis touted Florida as the “best law and order state in the entire country,” pointing to issues such as bonuses that will go to first responders and incentives to try to attract more lawenforcement officers from other states.

He also alluded to some highly controversial issues, such as a bill that includes preventing instruction in early school grades about sexual orientation and gender identity — a measure that critics labeled the “don’t say gay” bill.

“As the parent of three kids that are age 5 and under, thank you for letting me and my wife be able to send our kids to kindergarten without them being sexualized,” said DeSantis, whose comments at the ceremony were briefly interrupted by a protester who rained fake $100 bills on the gathering of lawmakers and onlookers.

While almost all Democrats voted for the budget, they blasted Republicans for focusing during the session on issues designed to appeal to the Republican base. Among other things, lawmakers passed measures to prevent abortions after 15 weeks of pregnancy, increase immigration enforcement and create a new state office to investigate alleged election irregularities.

“This was a pure and simple culture war that we saw here,” House Minority Leader Evan Jenne, D-Dania Beach said.

“So much emphasis being placed on things that really have little to no impact on people’s everyday lives. And,

really, what we’re looking at is (an) erasure of certain communities. A demonizing and an otherizing of other communities.”

Democrats said the GOPdominated Legislature did not address issues such as the troubled property-insurance system, as homeowners face soaring premiums and lose policies.

The Senate voted 33-0 to pass the budget, while the House backed it in a 105-3 vote. DeSantis has line-item veto power, with the budget slated to take effect July 1.

The budget includes a nearly $385 increase in perstudent funding in the Florida Education Finance Program, the main formula for distributing money to public schools. Also, it includes increased money to continue an effort to boost minimum teacher salaries to $47,500.

Other areas of the budget include a 5.38% across-theboard pay hike for state workers, money to provide a $15 minimum wage for workers at nursing homes and other Medicaid providers and $650 million to build a new prison.

Meanwhile, a tax package, valued at $658 million, includes suspending state gas taxes for one month in October. Also, it includes a series of sales-tax “holidays,” such as for back-to-school shoppers and for people buying supplies in advance of hurricane season.

Sen. Ray Rodrigues, REstero, said when people look back at the session, they will see substantial tax cuts, increased parental choice and improvements to the environment, which are popular issues with his constituents.

“We spent more on clean water projects this session than we ever have,” Rodrigues said. “The No. 1 issue in my district, by the way, is water quality. I can go back and show them great work we’ve done.”

The staff at Volusia County Animal Services was busy in the last fiscal year, rebranding the agency, expanding clinical services, enhancing training and community outreach and rolling out new services like a foster/adoption program and a countywide pet licensing program.

The number of pets microchipped by Animal Services increased by 74% and the number of sterilizations its clinical staff performed on dogs and cats went up by 61%.

Meanwhile, the agency’s field officers responded to 1,719 requests for service, assisted Daytona Beach and the Florida Wildlife Conservation Commission with major dogfighting and animal cruelty investigations and filed 24 criminal charges that resulted in eight arrests.

“We are so grateful for the service to the community you are providing. So grateful!” a resident commented on a Facebook post announcing a free community pet microchipping event — one of five that Animal Services hosted in the last fiscal year.

After a two year hiatus, the Shining STARS pageant returns to the Performing Arts Center to an exuberant reception.

The excitement was palpable as 19 Shining STARS pageant performers took the stage at the Performing Arts Center for their opening dance number to the song “Descendants Mash-up”. Saturday, March 12 was their first performance back after COVID restrictions were imposed two years ago.

“The performers really missed the show,” she said. “I think that’s what made this show so great.”

Koplin expressed that one of the best things about the pageant is the emergence of personalities in those that have been participating for a while. For the new performers, it gives parents a chance to see their children from a different perspective.

“The pageant is the only day that their disability is not the focus of who they are,” she said. “It’s their talent.”

Admittedly, Koplin usually experiences stress as the pageant approaches. She counteracts the potential for some of the disabilities having inherent behavioral issues by overplanning. Marc Schwartz, the Performing Arts Center supervisor, offered her sage advice.

“Marc told me that it’s my pageant until they walk in and then it’s theirs,” she said. “It’s my job to make sure they look good and that’s all I have to do then it’s up to them to shine.”

Schwartz has been working at the center for 12 years and said the Shining STARS pageant was one of his favorite events.

“It’s one of the best things I get to do,” he said. “I really get to do what I like to do which is serve the community. The greatest thing about it for me is I feel it’s making a difference in people’s lives.”

On the morning of the reception for the new art show at Grand Gallery, artist Trish Vevera drove her truck back to Palm Coast from Wekiwa Springs State Park in Apopka where she was among 25 artists who lived in cabins for a week and painted feverishly, inspired by the natural surroundings.

“I did two paintings a day, one this morning,” she said on March 6, showing off a truckload full of new works.

Vevera and Karen Ann Patton are sharing the wall space at Grand Gallery at Grand Living Realty, 2298 Colbert Lane, in Palm Coast, through April 16 in the show, “Plein Air to Abstract, Pastel and Paint.”

Vevera, who is known for her outdoor painting, has a selection of abstract studio art in the show, including Graveyards I and II, displayed next to each other. The oil and cold-wax paintings depict graveyards of Navy ships. The many layers of paint and beeswax mixed together hide and reveal outlines of ships under the water.

“Oil and cold wax are new to me,” said Vivera, who was the Gargiulo Art Foundation’s Artist of the Year in 2018. “I discovered it during the first summer of COVID.” Another oil and cold-wax work by Vevera in the show is “Mystery Sail,” which pays homage to the tragic condominium collapse in Surfside.

With a sailboat in the background, images of people flying up to heaven are carved out of the layers.

“This is more personal,” she said.

“Every picture has a story, but some have a deeper meaning.”

Patton, who has been painting for about 50 years, is from New York but has lived in Plantation Bay for 20 years.

She has studied under famous watercolor artists, including Edgar Whitney. Inspired by natural landscapes and tropical flowers, her paints are filled with vivid colors.

The Grand Gallery is open Monday to Saturday, 9 a.m. to 5 p.m.

The Matanzas weightlifting team honored its seniors before its match with Seabreeze on March 9, but Pirates coach Matt Forrest also got a glimpse into the future.

“We’ve had multiple freshmen getting stronger through the year, benching 105, 110, 115 in November and now benching 200 pounds,” he said. “Our kids have really bought into this as a way to compete and get stronger.”

The Pirates defeated the Sandcrabs 51-35 to improve to 7-0-1 on the season with one more regularseason match remaining (March 23 at St. Augustine) before districts on March 30.

“Our guys are just getting better by the day,” Forrest said. “We went up against a tough Seabreeze team.”

Matanzas sophomore Cole Hash had the top total of the night in the traditional bench press/clean and jerk competition. Hash won the 183-pound weight class with a 310-pound bench press and a 245-pound clean and jerk for a 545 total.

“If Cole keeps progressing, he’ll make a run for the state title,” Forrest said. “He’s a very dedicated kid.

He puts it all together with his work ethic, attention to detail and willingness to compete. The kid takes no days off. We see it on the football field and in the weight room.”

“Dakwon doesn’t realize how strong he is,” Forrest said. “His technique is getting better every day.”

Lightning delayed the Spruce Creek High School George Janan Invitational track and field meet on March 12, but it did not stop the Mainland boys from scoring 97 points for a second-place finish.

Mainland’s team is loaded with three- and four-sport athletes, including Nick Antoine who was captain of the basketball team and a wide receiver for the football team.

His vertical leaping ability has led him to excel in the high jump, long jump and triple jump. This meet was no exception. He placed first in the high jump (1.82 meters) and second in the long jump (6.37 meters) for a total of 18 points. Fellow football player, Isaiah Morrison, brought home a second in the discus (38.97 meters) and fourth in the shot put (12.70 meters) for a total of 13 points.

Jonathan Williams took first place in the 110-meter hurdles (15.87) and Emmanuel Yisrael placed fourth in both the 110- and 300-meter hurdles.

One of the upsets of the day, besides the weather, was the Mainland B team’s third-place finish over the A team’s fourth place in the 4x100 relay. Kalyb Evans, Cameron Boatright, E’Zaiah Shine and Treneir Washington finished in 43.20 seconds to prevail over Robert Durden, Nathaniel Davis, Devin Franklin and Jordan Porter at 45.14.

New to the team is Bahamian transplant Seth Sawyer, who moved to the Daytona Beach area in February. He placed fourth in the 400 meters in 54.05 seconds, fourth in the 4x400 relay and fifth in the 4x800 relay.

His main event is the 800 meters, in which he has run a personal record of 2:06. His goal is to beat his PR and qualify for the state championships in May. “I love it here,” he said. “Mainland is like one big family. Everybody is friendly. Coach is nice and always encourages me.”

Freshman Kiera Williams competed in four events and led the Mainland girls to a 10-place finish. Williams placed seventh in the 100- and 200-meter dashes, fifth in the 400-meter run and fifth with her teammates in the 4x400 relay.

Mainland football coach Travis Roland believes the local teams made out pretty well with the FHSAA’s new metrosuburban split.

And that was the idea.

Metro schools have dominated the state championships in recent years. Last year, schools from the eight largest counties won six of the seven titles from Class 2A to 8A. Class 1A is a rural classification, and it will change in name only (1R).

The other classes will be divided among metro schools and suburban schools with four classifications in each.

That means enrollment ranges in each class will be greater. So, Mainland and Seabreeze, which were in different classifications last season, will now be in the same district, 4-3S (S for suburban), along with Pine Ridge and Deltona.

“It gives the rivalry a little more flair,” Roland said.

Not that it needs it. When both teams are having good seasons, fans fill the cavernous Daytona Stadium and traffic in and out of the parking lot becomes a nightmare.

“Playing in Week 10 for a district championship is a good possibility if both teams take care of business, which would be fun,” Roland said.

“But the rivalry is already a rivalry.”

The last time the Sandcrabs and Bucs were in the same district was 2019. As for other changes, Mainland no longer has to worry about Orlando Jones, a metro school, being in its way to a district or region title.

Seabreeze and Mainland don’t have to worry about meeting schools from Tampa, Miami, Fort Lauderdale, Orlando or Jacksonville in the later playoff rounds, should they advance that far.

Seabreeze coach Pat Brown says he prefers the old system.

“I kind of have an oldschool mindset,” he said.

“If you want to be the man you’ve got to beat the man.

Just because suburban teams haven’t won (championships) doesn’t mean they can’t.”

Indeed, there was a time when suburban teams, such as Bradenton Manatee and Lakeland, were dominating.

Brown said any benefits the split will have for suburban schools won’t come into play until the later rounds of the playoffs, and looking ahead is dangerous.

“We have to focus on winning the first and second round,” he said. “You can’t worry about things further down the pipe. That’s how you get those first- or secondround exits.”

Fletcher’s Cigar Bar opened in 2007 at 1220 Hand Ave. Originally meant as a place the Fletchers would like to hang out in town, it later morphed into Fletcher’s Irish Pub and then became a restaurant when they moved the pub to the current location at 393 W. Granada Blvd. about five years ago.

And now Fletcher’s second location will eventually have a little something extra: a brewery.

“We’re talking about next year, we’ll be adding our own beer brand,” Fletcher said. “So it’s definitely exciting.”

He’s no brewmaster, at least not yet, but he’s looking forward to getting creative and seeing what they can come up with.

In a time when many businesses are still struggling with the aftermath of the pandemic in terms of staffing and patrons, Fletcher attributes his restaurant’s resiliency to remaining consistent: Making sure hours remain the same, and being willing to pitch in whenever needed so that the quality remains the same.

“More than anything, I’d say consistency is probably the No. 1 factor of us surviving and thriving, frankly,”

Fletcher said. “Because we just stay on track and we just keep plugging through.”

There are a lot of perks to running a local restaurant beyond monetary successes though, he added. One of them has been seeing his family grow alongside the business.

His daughter just turned 15 years old, and she now works as a server at Fletcher’s. His two sons are often seen bussing tables, washing dishes and helping out in the kitchen.

“They’re as known as everybody else in there,” he said. “And they’re hard workers.”

For the past two years, Fletcher has also started a vlog, or video blog, on his Facebook page called “Beer and Shot” where he talks about upcoming charity events, things happening in the community and the occasional (or frequent, depending on who you ask) dad joke. It’s something that he started during the restaurant shutdowns due to the pandemic as a way to stay positive.

“It’s a fun little thing that we started doing, and it’s definitely been beneficial — for people getting to see a face with the brand, so to speak, and understand really what we’re about,” he said.

The original dining room at one of Ormond Beach’s most popular restaurants, Hull’s Seafood Kitchen, was remodeled last month, with new windows, an expanded kitchen, new artwork and handicap accessibility.

The remodeled dining room, 111 W. Granada Blvd., opened on Feb. 5.

“Look at it: It’s modernized, easier to clean, refreshing to look at and way more comfortable,” owner Jimmy Hull said. “And the floors are even now, too, which makes it safer.”

The new look is another step in the restaurant’s evolution. After 27 years of supplying fresh seafood to local businesses and the community, an economic crisis created an opportunity for Hull. With little experience of his own, he opened Hull’s Seafood Kitchen in 2008 as a counter service, not knowing what was coming.

“We were just starting, and already really busy with takeout, with only a couple little tables,” Hull said. “And these really important people, from all over the area, were eating their fish sandwiches in this little, hot and smoky kitchen.”

The increased demand led Hull to begin expanding to the first dining area that had remained the same for 14 years.

“I took one step at a time: baby steps,” he said. “Counter service, baby steps to this dining room” — which regulars call the O.G. dining room — “baby steps to the next dining room and so on and so on.”

One common concern from customers is a lack of parking at the restaurant, and in the future, Hull wants to add additional parking. But he doesn’t dream small; he dreams big.

“The next baby step is a pretty big one — a parking garage,” Hull said with a laugh.

When Hull is not attending to his business, you will find him on the water fishing or crabbing.

“I remember when I had my first employee, and that freed me up a ton,” he said. “Gave me a chance to get things going, and start crabbing some. Soon after that I had another employee. Now so many years later, I have almost 100 employees.”

Jimmy Hull still fishes every day, supplying food for the restaurant.

“I was very impressed by the whole operation... I just turned 78 years old and they made everything so easy!!!”

Palm Coast, Florida 32164 The purpose of the public hearings announced above is to consider the imposition of special assessments (“Debt Assessments”), and adoption of assessment rolls to secure proposed bonds, on benefited lands within the District, and, to provide for the levy, collection and enforcement of the Debt Assessments. The proposed bonds secured by the Debt Assessments are intended to finance certain public infrastructure improvements, including, but not limited to, stormwater management, water and sewer utilities, landscape, irrigation, lighting, and other infrastructure improvements (together, “Project”), benefitting certain lands within the District. The Project is described in more detail in the Engineer’s Report, dated February 2, 2022 (“Engineer’s Report”). Specifically, the Project includes a Capital Improvement Plan to provide public infrastructure benefitting all lands within the District, as identified in the Engineer’s Report. The Debt Assessments are proposed to be levied as one or more assessment liens and allocated to the benefitted lands within various assessment areas, as set forth in the Master Special Assessment Methodology Report, dated January 27, 2022 (“Assessment Report”). At the conclusion of the public hearings, the Board will, by resolution, levy and impose assessments as finally approved by the Board. A special meeting of the District will also be held where the Board may consider any other business that may properly come before it.

The District is located entirely within the City of Palm Coast, Florida, and covers approximately 239.63 acres of land, more or less. The site is generally located west of Seminole Woods Boulevard, east of Lloyd Trail, north of Grand Landings Parkway, and south of an existing drainage canal. A geographic depiction of the District is shown below. All lands within the District are expected to be improved in accordance with the reports identified above.

A description of the property to be assessed and the amount to be assessed to each piece or parcel of property may be ascertained at the “District’s Office” located at c/o DPFG Management & Consulting, LLC, 250 International Pkwy., Ste. # 208, Lake Mary, FL 32746, phone: 321-263-0132. Proposed Debt Assessments The proposed Debt Assessments are as follows:

The assessments shall be paid in not more than thirty (30) annual installments subsequent to the issuance of debt to finance the improvements.

These annual assessments will be collected on the County tax roll by the Tax Collector. Alternatively, the District may choose to directly collect and enforce these assessments.

The public hearings and meeting are open to the public and will be conducted in accordance with Florida law. The public hearings and meeting may be continued to a date, time, and place to be specified on the record. There may be occasions when staff or board members may participate by speaker telephone. 4. DECLARING THE TOTAL ESTIMATED COST OF THE IMPROVEMENTS, THE PORTION TO BE PAID BY ASSESSMENTS, AND THE MANNER AND TIMING IN WHICH THE ASSESSMENTS ARE TO BE PAID. A. The total estimated cost of the Project is $33,198,000 (“Estimated Cost”).

B. The Assessments will defray approximately $41,105,000, which is the anticipated maximum par value of any bonds and which includes all or a portion of the Estimated Cost, as well as other financing-related costs, as set forth in Exhibit B, and which is in addition to interest and collection costs.

On an annual basis, the Assessments will defray no more than $2,673,939 per year, again as set forth in Exhibit B. C. The manner in which the Assessments shall be apportioned and paid is set forth in Exhibit B, as may be modified by supplemental assessment resolutions. The Assessments will constitute a “master” lien, which may be imposed without further public hearing in one or more separate liens each securing a series of bonds, and each as determined by supplemental assessment resolution. With respect to each lien securing a series of bonds, the special assessments shall be paid in not more than (30) thirty yearly installments. The special assessments may be payable at the same time and in the same manner as are ad-valorem taxes and collected pursuant to Chapter 197, Florida Statutes; provided, however, that in the event the uniform non ad-valorem assessment method of collecting the Assessments is not available to the District in any year, or if determined by the District to be in its best interest, the Assessments may be collected as is otherwise permitted by law, including but not limited to by direct bill. The decision to collect special assessments by any particular method – e.g., on the tax roll or by direct bill – does not mean that such method will be used to collect special assessments in future years, and the District reserves the right in its sole discretion to select collection methods in any given year, regardless of past practices.

5. DESIGNATING THE LANDS UPON WHICH THE SPECIAL ASSESSMENTS SHALL BE LEVIED. The Assessments securing the Project shall be levied on the lands within the District, as described in Exhibit B, and as further designated by the assessment plat hereinafter provided for.

6. ASSESSMENT PLAT. Pursuant to Section 170.04, Florida Statutes, there is on file, at the District Records Office, an assessment plat showing the area to be assessed with certain plans and specifications describing the Project and the estimated cost of the Project, all of which shall be open to inspection by the public.

7. PRELIMINARY ASSESSMENT ROLL. Pursuant to Section 170.06, Florida Statutes, the District Manager has caused to be made a preliminary assessment roll, in accordance with the method of assessment described in Exhibit B hereto, which shows the lots and lands assessed, the amount of benefit to and the assessment against each lot or parcel of land and the number of annual installments into which the assessment may be divided, which assessment roll is hereby adopted and approved as the District’s preliminary assessment roll.

8. PUBLIC HEARINGS DECLARED; DIRECTION TO PROVIDE NOTICE OF THE HEARINGS. Pursuant to Section 170.05, Florida Statutes, the District Manager is hereby directed to cause this Resolution to be published twice (once a week for two (2) weeks) in a newspaper of general circulation within Flagler County and to provide such other notice as may be required by law or desired in the best interests of the District.

10. CONFLICTS. All resolutions or parts thereof in conflict herewith are, to the extent of such conflict, superseded and repealed.
