NEWS BRIEFS Flagler sheriff adds A.I. language translation tech for body cams The Flagler County Sheriff’s Office has received grant funding to purchase Axon Assistant, a real-time, artificial intelligence-powered language translation software designed to help law enforcement officers eliminate language barriers, improve efficiency, and strengthen community service and interaction.

The purchase, which covers a period of five years and costs $341,124, was made possible through a state grant totaling $725,874.50 that was awarded to FCSO a few months ago. The grant was designed to support local law enforcement agencies in assisting the federal government with immigration enforcement.

FCSO rolled out Axon Assistant, which is built into existing issued Axon body cameras, earlier this month to all sworn law enforcement and detention facility deputies. The technology offers real-time push-to-talk voice translation for more than 50

“This added feature is a game-changer for law enforcement,” Sheriff Rick Staly said. “Previously, we had to ask another deputy to respond that could speak the language or use a language translation service over the phone. Now it will be fast and efficient and help us engage the community no matter what language is needed.”

Former paramedic found guilty of sexual battery After a three-day trial, a Flagler County jury found defendant James Melady guilty of sexual battery.

In October 2021, Melady, a former Flagler County Fire Rescue paramedic, was charged the rape of an unconscious patient in the back of an ambulance.

The defendant faces up to 15 years in prison.

“The defendant not only abused our victim — he abused the position he held as a first responder,” State Attorney R.J. Larizza said.

Accused fraudster caught in California

The Massachusetts travel agent who the Volusia County Sheriff’s Office reports defrauded 104 Seabreeze High School students and chaperones out of $400,000 for a 2024 international trip has been arrested in California.

VSO reported on its Facebook page that Robert Goodwin, 56, is in custody pending extradition to Volusia County.

“Students and parents who lost money will be invited to meet him at the airport with Sheriff Chitwood,” the post states.

VSO detectives issued an arrest warrant for Goodwin back in September, reporting that their investigation began in May 2024 after the Seabreeze trip was canceled without refunds by Goodwin’s travel agency, Stone and Compass Travel.

Goodwin’s agency was being sued by numerous other organizations for similar allegations, including Flagler College in St. Augustine, VSO reported. He was charged with two counts of grand theft and two counts of organized scheme to defraud, with a bond set at $4 million.

Flagler deputies arrest 3 FPC students in 2 days

The Flagler County Sheriff’s Office arrested three Flagler Palm Coast High School students on Dec. 11 and 12.

Two of the three students — two 17-year-old boys that were arrested on Dec. 11 — are facing drug possession related charges. One of the two was found with three THC vapes and a bottle of fake urine in his possession, according to an FCSO press release.

Two deputies injured in Palm Coast crash

Two Flagler County Sheriff’s Office deputies in the Motors Unit were involved in a crash with a sedan Palm Coast Parkway on Dec. 16.

The crash occurred at the intersection with Clubhouse Drive at 11:53 a.m. Master Deputy Greg Nunziato and Deputy Matthew Mortimer were driving motorcycles behind the sedan, which abruptly made a left turn into a gas station parking lot, cutting off the two deputies, who hit the side of the sedan, according to the Florida Highway Patrol.

Both deputies sustained non-life-threatening injuries.

They were taken to the hospital for treatment.

Over 100 festooned floats, sparkly vehicles, twinkling walkers and an occasional four-legged friend made their way along Yonge Street, Granada Boulevard and Beach Street at the 34th annual HOme for the HOlidays parade on Saturday, Dec. 13.

They were the winners of the Dilys Harris Best of Show award, created this year in memory of Harris who was a judge for over 20 years.

“She deserved it,” Gage Harris said about his grandmother.

FDOT modifies Nova Road plans Ormond Beach hosted a workshop to discuss changes, in efforts to prevent issues after construction starts.

Following new data, the Florida Department of Transportation is modifying plans for its future $19 million road resurfacing project on Nova Road.

The project, which will resurface almost 4 miles of road on Nova from the intersections at Flomich Street in Holly Hill to U.S. 1 in Ormond Beach, was discussed during an Ormond Beach City Commission workshop on Tuesday, Dec. 16. The project will add a new traffic signal and pedestrian crossings at Old Kings Road. FDOT originally proposed replacing the existing center two-way left turn lane between Granada Boulevard and Wilmette Avenue with a 16-foot raised median, but due to higher traffic counts, the state department is reworking its plans.

“Ultimately, when we first did our study and our design, the counts that we performed were several years old,” said Jim Stroz, FDOT District 5 director of transportation development. “We were encouraged to get some new counts. There’s been some increase in traffic, and so we did that.”

The median would have forced drivers looking to turn into the Ormond Beach Marketplace plaza or the Truist bank to complete a U-turn at the new traffic light at Old Kings Road. But, based on the updated traffic counts, the road design, which included

a 4-foot concrete separator for vehicles in the left turning lane, would have led to a long queue of cars waiting to turn left, impacting traffic flow at peak times.

FDOT’s proposed redesign presented to the commission kept most of the existing center two-way left turn lane in that stretch of road, only impacting the 7-Eleven next to Publix. However, looking at traffic projections and how they could create potential conflict points for drivers, the commissioners asked Stroz if the separator could be extended a bit further south.

Though the longer separator would prevent drivers from turning left directly into the Truist bank, commissioners pointed out that access was still possible through the frontage road leading to the Ormond Beach Marketplace plaza.

“We want it safe, but we want our businesses to thrive,” Deputy Mayor Lori Tolland said.

Ormond Beach Police Chief Jesse Godfrey agreed with the traffic modifications. What is being proposed, he said, is safer than what is in place today.

From 2016 to 2023, FDOT reported a total of 11 pedestrian and bicycle crashes in the area of Nova Road between an area just south of Granada Boulevard north to Wilmette Avenue. There have also been five fatal crashes — two involving cars, two involving motorcycles and one involving a pedestrian.

“That stretch right there is probably the deadliest stretch in our city,” Godfrey said.

Commissioners also approved a special exception to allow outdoor storage at 829 and 835 Hull Road; this is an industrial property and had been previously approved by the city's Site Plan Review committee for RV and boat storage. The applicant will use it as a contractor's yard for his own business, Fencers and Pavers by Design.

As citizens, Ormond Beach City Commissioners Travis Sargent, Kristin Deaton and Harold Briley, along with Mayor Jason Leslie, pledged to sign a petition by new political group Let Volusia Vote to place a protection in the county charter against "toilet to tap" water initiatives.

FDOT is also looking at installing flashing yellow turn arrows at the traffic signals at the intersections along the 4-mile project area, as well as restrictions allowing drivers to turn right when at a red stoplight.

Construction is expected to begin in summer 2026.

Flagler detective is suspended, but criminal charges are dropped Ardit Coma was suspended for two days, a loss of $851 in wages and benefits.

The Flagler County Sheriff’s Office has suspended a detective without pay and suspended his use of an agency vehicle for unbecoming conduct following an internal investigation.

Detective Ardit Coma, who joined the FCSO in 2023, was arrested by an Ormond Beach Police Department officer on Dec. 4 for fleeing a traffic stop and speeding. Criminal charges were ultimately dropped by the State Attorney’s Office.

OBPD Chief Jesse Godfrey, in a statement issued following the dropped charges, said, “the facts in the arrest report supported the [OBPD] Sergeant’s actions.”

“We stand firmly behind our Sergeant. His actions were consistent with OBPD training and expectations, and the information available to him at the time fully supported the decisions he made,” the statement said.

After the charges were dropped, the FCSO internal investigation found Coma violated two of its Standards of Conduct policies.

For the violations, Coma, 28, has been suspended without pay for two days, losing $851.48 in wages and benefits, and he loses the use of his agency vehicle for 90 days, the press release said. Chief of Staff Mark Strobridge said Coma waived a formal disciplinary hearing, allowing

The incident occurred as follows: At 7:44 a.m. on Dec. 4, an OBPD officer attempted to pull over Coma, who was driving his unmarked agency vehicle at 88 mph in a 55 mph zone. According to the OBPD arrest report, Coma fled from the officer and later pulled over when the OBPD deployed stop sticks in his path at North U.S. 1 and Pine Tree Drive.

Coma was on his way to work when the incident happened, according to the original FCSO press release. A second FCSO press release on Dec. 9 announced the SAO filed an order of no information in the case against Coma.

In the Dec. 9 press release, Staly stated he had personally reviewed Coma’s arrest report and “was surprised that an arrest was made based on the lack of evidence showing he was intentionally trying to flee, while driving an agency vehicle.” But, he said Coma would be “held accountable” for his actions.

“Our employees are held to a higher standard than the average driver, which is why, on top of whatever a court determines the traffic infraction fine to be, he faced additional discipline by the agency to include a suspension and loss of his take-home vehicle privileges,” Strobridge said in the press release. “His actions hurt the image of our agency and the trust people have in the men and women who work hard to serve and protect our citizens. It is my hope he will learn from his mistake and move forward.”

The Military Officers Association of America Halifax Area Chapter donated a total of $1,500 to three organizations serving veterans on Thursday, Dec. 11.

The chapter donated $375 each to Halifax Urban Ministries’ Barracks of Hope and the Vietnam Memorial initiative, accepted by Bob Adkins, past president of the Vietnam Veterans of America Chapter 1048. MOAA also donated $750 to the Volusia Values Veterans Support Endowment.

The donations were a result of funds raised during MOAA’s Veterans Day Ceremony last month at Veterans Memorial Plaza in Daytona Beach.

“I think it’s very important for organizations in Volusia County to get together to take care of veterans, individually and collectively,” said Skip Keating, MOAA Halifax Area Chapter director. “We’re just much more powerful if we’re doing it as a community, and the Military Officers Association is glad to take the lead on that and bring folks together and provide funding for all the worthwhile projects that we have here in the community.

These are just three of them that just really stand out.”

Adkins and his Veterans Memorial co-chair Jerry Kramer plan to install a monument honoring Vietnam veterans at the Veterans Memorial Plaza at 125 E. Orange Ave. The 7,500-pound monument is planned to be installed on March 27, 2026.

“This is a program that myself and my family have worked on to make sure that no veteran is left behind, and that we are represented as we leave this earth,” Adkins said.

Barracks of Hope is a 20-bed transitional shelter for homeless veterans, run

by HUM. In 2024, the shelter served 71 veterans — 65 men and six women. The average length of stay for these veterans was 135 days, according to HUM’s 2024 annual report. It costs HUM $584,111 a year to operate, with a cost of $8,226 per veteran.

in May by the Volusia County Council, leading to the partnership with the Community Foundation/United Way of Volusia-Flagler Counties to establish the endowment.

The endowment was created to prevent and address veteran homelessness in the community, support food security programs for veterans, provide funding for the county’s annual Stand Down event, and support professional development for Veteran Service Officers.

“This endowment is going to better enable us to be better trained and help out, and it’s just going to be able to give right back to the community,” Volusia County Veterans Services Director Scott Ohlson said. “It’s written in the agreement for the endowment. All the dollars have to be given back to the veteran community in Volusia County.”

The arts are for everyone.

It’s that mentality that led Sara Meinking and two Volusia County artists to join the board of Arts4All Florida, a nonprofit that provides and supports arts education and culture programs for, and by, people with disabilities. Their involvement with the organization will help bring Arts4All programs and initiatives to Volusia and Flagler counties, which the statewide nonprofit has not yet been able to serve.

Meinking, a Flagler Beach resident who owns Sea Dreams

by Sara in Ormond Beach, said she looks forward to enacting the nonprofit’s mission in the community. She’s joined on the board by Nancy Lowden Norma, of New Smyrna Beach, and Heather Wolynic, of Port Orange.

“I’m excited about being that presence for Arts4All and being able to set up some programs where the artists and trainees can go into the schools,” Meinking said.

Arts4All was established over 40 years ago and is headquartered at the University of South Florida in Tampa. The nonprofit offers camps, community art classes and art exhibits, as well as music and performance programs.

In 2024, the nonprofit served 21,452 people from 52 counties through 223 inperson and virtual programs, according to the nonprofit’s annual report. A total of 66 teaching artists were hired for the programs, at an economic impact of $139,700 in the state.

4All through a friend who thought she’d be interested in the nonprofit due to her professional background in music therapy. Prior to opening her art gift shop, Meinking specialized in music therapy in geriatric care.

Growing up, her father also had multiple sclerosis. Their family, she said, often utilized some of the resources offered by the Multiple Sclerosis Association, and these helped make life easier and allowed them to have fun experiences.

“When we were little kids, I remember going to these day camps with our dad where we learned how to play games outside with him that helped his range of motion, and those types of things, that were still fun for us as kids,” Meinking said. “So when I heard about this position in this organization, I just hit so many different facets of my life.”

Additionally, it was a way to help strengthen the accessibility for art programs in the area.

Meinking hopes to host some classes and exhibits at Sea Dreams for Sara in the near future. She also wants to raise community awareness of the nonprofit and help fund-

raise.

“We have a good, strong art scene over here, so we need to be capitalizing on that — whether it’s here, whether it’s down in New Smyrna or wherever,” Meinking said. “...

It could just bring so much benefit.”

The arts give students another modality to funnel their emotions, she said.

Arts4All can help provide resources and trainings to local schools and service organizations to offer these hands-on opportunities.

“I think sometimes the public hears the stigma of an artist with a disability, and the expectation of the product that they produce is different,” Meinking said. “I think they would be surprised ...

Hurdle for beach work: 30 signatures Flagler’s Reach 2 project goes out to bid soon. Reach 3 costs could be higher due to hardbottom surfaces.

Similar to the issue that delayed the Flagler Beach U.S. Army Corps of Engineers renourishment project for three years, Flagler County is having problems getting ahold of owners of 30 properties to secure the necessary easements along the 3.3-mile stretch of shoreline, as it prepares to begin its Reach 2 beach renourishment project.

“Thirty outstanding easements is not a small deal,” Commission Kim Carney said in the Dec. 15 Flagler County Commission meeting. “It’s a big deal. Each one of those lots that are not part of the project have to be clearly marked.

They have to stop at a certain point. They have to start at a certain point.”

The information came during a presentation made at the meeting to update the Flagler County Commission on the beach renourishment projects.

Construction is planned to begin in the spring or summer of 2026. Reach 2 stretches from Flagler Beach’s North Seventh Street to Painters Hill and north Varn Park. The $36 million project is fully funded, the project design is completed, and it is ready to go to bid in January.

Carney asked the county’s legal team what other options were available, such as offering at least temporary easement options to be able to move forward.

“This project becomes, technically — I’m going to use the word — a waste of sand if you don’t have an ongoing,

continuous project,” Carney said.

County Attorney Michael Rodriguez said the county would look into claiming a customary right, but it is still private property.

“I’m very wary of entering into a property dispute with private property owners,” Rodriguez said.

Rodriguez clarified in a phone call with the Observer on Dec. 16 that a customary right is a general legal term referring to the right to the public over private land, like the beach. In Florida, the beaches are public land, but beachside homeowners’ private property begins at the mean high water line.

Carney said these 30 properties were not simply people refusing to sign. She said she had been in communication with Assistant County Attorney Sean Moylan over the nature of the delays.

“People are getting divorced, and they are thinking about how they’re going to split the properties, so neither one of them wants to sign,” she said. Some properties owners have died. “There are several non-signatureable events going on.”

The other commissioners agreed. Commissioner Andy Dance asked the administration to provide at least weekly updates.

“I see that as the critical issue to getting Reach 2, the most immediate project, fully done,” he said. “I would feel better that I see that continuous push. I know it took a lot of effort last time.”

Commissioner Greg Hansen said the county would almost need to form a “war room with legal.”

“We need to know every day what is going on,” he said.

COST OF REACH 3

While the easements are a major cause of concern for Reach 2, another problem awaits the county in Reach 3.

During the presentation, Casey Connor with the engineering firm Moffatt & Nichol said their teams are working on surveying how much hardbottom surface is over the 5.5mile stretch of Reach 3.

Reach 3 spans from Hammock Dunes to Washington Oaks State Park, and is covered in places by coquina rock.

Before the county can obtain permits for the work, it needs to know how much of the area

is impacted by hardbottomed surface.

There are regulations in place that protect the hardbottomed surface, Connor said, and areas that would be impacted by large-scale beach renourishment would legally need to be mitigated. Mitigation requires replacing the impacted areas with artificial hardbottom.

Moffatt & Nichol has completed the remote scan for the hardbottom surface, he said.

For confirmation, diving surveys are underway, but only 10-15% have been completed.

Because of weather concerns, the hardbottomed diving surveys won’t likely be finished until summer 2026.

From there, the data will be analyzed for ecological impact.

“Basically any large-scale beach nourishment will require hard bottom coverage,” Connor said.

The more that needs to be mitigated, the higher the costs. Mitigation construction, Connor said, is $2.5 million to $3 million per acre, and there is a possible maximum of 225 acres that would need to be mitigated. The final number won’t be known until after the surveying is complete.

Alternatively, the county could change its renourishment plan, Connor said, to build a wider dune area with a smaller berm. The berm is the “towel space” portion of the beach.

But to avoid impacting the hardbottom, the county would not be able to dredge in sand. It would instead need to be trucked in.

“That’s the scary option,” Hansen said. “If we can’t dredge, the price goes way up.”

But building the dune could cause future problems if the dune were to wash away and cover the hardbottom during a storm. The Florida Department of Environmental Protection could come out and check for that, Connor said, but it would depend on the permit negotiations.

Worst case scenario, Dance said, the larger dune is washed out onto the hardbottom surface after a storm, and the county would still have to pay.

Christmas on the Halifax starts here This year, boats launch from Ormond Beach.

For the first time, the Halifax River Yacht Club’s annual Christmas boat parade will begin at Cassen Park in Ormond Beach.

The Christmas on the Halifax parade will begin at sunset on Saturday, Dec. 20. After launching from the floating dock at Cassen Park near the Granada Bridge, the parade will proceed south on the river down to the HRYC in Daytona Beach. The parade is organized by Chris Brown, a past commodore of the HRYC. Brown said they decided to start the parade in Ormond Beach this year in hopes of drawing more boaters to participate.

“We’ve been exploring that for a few years,” he said.

“You’re chancing the weather, and that’s a little bit bigger open body of water for the boats to go down, but Ormond had installed that wonderful

floating dock there, and there’s plenty of room up there.”

This year’s parade will pass Caribbean Jack’s, enter the basins of the HRYC and the Daytona Beach Fire Department, and continue through the basin of the Freedom Boat Club and Mama Foo Foo’s. A portion of the proceeds will benefit the Veterans Support Fund, a nonprofit based in Daytona Beach that provides activities, concerts, birthday and holiday gifts, and necessities to veterans in the community.

Typically, the HRYC raises between $2,000 and $3,000 for the nonprofit.

“We have a lot of vets in our club, but there’s a huge amount of people that have supported this country and kept us safe, and it’s a great feeling to give back to them for all they’ve done for us,” Brown said.

About 20 boats participate in the parade every year. Some years have seen almost 40 boats, said Brown, who steers the lead boat in the parade.

“It’s quite the sight to see — the boats all decorated up,” he

During registration, they ask boaters to name a theme for their vessels, and boats are judged in the Halifax harbor at the end of the parade. The judges evaluate each boat’s lights, sounds and themed display.

“It’s like a little production,” Brown said. “We’ve had people up there with bands on the front of the boats ... Normally, you can hear it from wherever down the river when the boats are coming. It’s a big hoot.”

Ormond commerce park planned

Funky Pelican at pier till 2057?

A commercial park development proposed for a 12-acre property in the North U.S. 1 corridor in Ormond Beach was recommended for approval by the Ormond Beach Planning Board on Thursday, Dec. 11.

The Tomoka Commerce Park development, to be located at 890 N. U.S. 1, will be composed of four different lots, spanning a total of 11 buildings and about 110,270 square feet, according to the city staff report.

Though it was approved in a 6-0 vote by the Planning Board (board member Mike Scudiero was absent), several citizens voiced their opposition to the development on concerns it would worsen flooding issues in the corridor. The project is impacting two small wetlands onsite, totaling 0.44 acres and 0.03 acres, respectively.

“We deserve a project that avoids wetland impacts,” Ormond Beach resident and Protect Volusia founder Elena Krafft said. “Don’t pave over them. That should be just the minimum standard.”

The development’s environmental report states that the two impacted wetlands are man-made, with the larger having somewhat revegetated over the years. Mitigation is not being required for the direct wetland impacts, or the impacts to 0.079 acres of surface water. The applicant, however, is proposing to purchase mitigation bank credits.

A 1-acre wetland in the southeast portion of the project will not be impacted.

said the larger of the impacted wetlands was a hole that was used to dispose of glass bottles. “I’m telling you, that land is high and dry,” he said.

Several residents, including Krafft, also opposed the construction of more storage facilities; the developer, Scott Vanacore, owns Stor-It Boat & RV Storage Solutions.

But while storage units would be an allowed use, board members pointed out that the commerce park project would allow many others — business/professional offices, churches, restaurants, retail stores, and indoor RV and boat storage.

“Nowhere in this presentation have I seen a four-story public storage being proposed,” board member GG Galloway said.

The property at 890 N. U.S. 1 is zoned as a Planned Business Development, with a previously expired development order. There were two applications to develop the property as a business park in the past, one in 1999 and another in 2007. Both applications were approved, but the projects were never constructed.

“We have identified that corridor as an area where we want this type of business,” board member Troy Railsback said. “... I don’t have a perspective that all new development comes with a bunch of errors in stormwater flow that result in water popping up in different places.”

Responding to the public’s criticism of Vanacore and engineer Parker Mynchenberg, Railsback said their existing projects are all well-maintained and with a “responsible focus” on their impact to utilities, including stormwater.

Board members also responded to claims by citizens regarding flooding, calling them “half-truths” and “mis-

information.” Additionally, Galloway said that the Tomoka Commerce Park development is in line with what’s already been constructed in the North U.S. 1 corridor.

“For those of you all who want to stop growth, I suggest you start raising funds and you go out and buy properties like this and donate it to the city and the county,” he said.

Building codes change every year, and if this project had gone before the board for approval a few years ago, half of the St. Johns River Water Management District requirements the developer is adhering to would not exist, board member Angeline Shull said.

“If you don’t think a project should be somewhere, then get involved and get somebody that can put a different project there,” Shull said. “Bring back another suggestion. Bring back another idea. Don’t just say it shouldn’t be there.”

At the Planning Board meeting, the board also approved an administrative request to update its land development code for Live Local Act development. During this agenda item, Vanacore said the Live Local Act and recent Senate bills that impact development are a result of state legislators “trying to stop the political push of the misinformed bunch.”

“They’re playing off the Brower playbook of flooding,” Vanacore said, referencing Volusia County Council Chair Jeff Brower. “That’s how you get elected, and that’s what they see.”

His project, he said, is not a storage facility. It’s supporting small businesses.

“I built the Ormond Commerce Park, which is 75,000 square feet just north of there,” he said. “I built that 25 years ago, and it is full, and it’s thriving.”

The Flagler Beach City Commission has tentatively agreed to a lease change with the Funky Pelican that could mean the restaurant remains in place until 2057.

The amendment to the lease adds four, five-year renewal opportunities, presuming the Funky Pelican completes several proposed capital improvements to the restaurant. While several commissioners expressed some hesitance to lock into a lease agreement for that length of time, the extension was approved 4-0 on Dec. 11, with Commissioner Scott Spradley absent from the meeting.

“My suspicion as to why they’re asking to lock in those terms, to a certain extent, is because of the investment they’re putting into the property,” City Attorney Drew Smith said.

Funky Pelican’s owner Ray Barshay has applied for building permits to make multiple improvements to the restaurant, to match the upgrades to the boardwalk and pier.

The improvements include a new roof over the deck on the

restaurant’s east side, fresh paint, creating a mural “photo-op” wall, adding a 3-foot wall to the roof to hide the air conditioner equipment and updating the front and roof signage.

The iconic Funky Pelican chalkboard would remain.

“I think this restaurant has a proven record of success with the city and the operator. It’s an iconic location with the A-frame right beside it. And we want to ensure its getting the treatment it deserves,” said Funky Pelican’s attorney Jessica Gow, with Cobb Cole.

The original lease approved in 2011 was a 10-year lease with three five-year renewal options. If renewed every time, the lease would expire in 2037.

Barshay said he’s still working through the engineering details of the capital improvements.

The original rent was $3,000 a month with an annual 3% increase. Funky Pelican now pays $4,152.75, and that will increase to $4,277.33 in 2026.

Compensation to the city also included a percentage of Funky Pelican’s gross sales over $1 million, which started off as 2% and is now 3% of Funky Pelican’s gross sales over the cap. In 2025 alone, as of October, Funky Pelican has paid Flagler Beach over $76,000 in sales over $1 million, according to commission meeting documents.

The good life A great price

The Funky Pelican is not proposing any changes to the rent or sales payment, Gow said. Additionally, she said, the tenant would be responsible for maintenance and insurance of the improvements.

Commissioner Eric Cooley had concerns about locking into a lease that could potentially leave the city with a tenant paying a rent that is lower than what may be fair. There needs to be a way for the city to potentially negotiate terms, he said.

Cooley asked both Smith and Gow to work together to add verbiage to allow negotiations on the terms periodically through the lease.

“We can’t predict the future economically,” he said. “So we have to have something in there to just make sure that we don’t lock ourselves in as something that potentially could be abnormally low, and yet we’re stuck with it.”

Barshay agreed to that, presuming that they could also possibly negotiate the rent going down. The commission agreed.

“I’m only looking at a safety net so both parties have something that’s fair,“ Cooley said.

Beyond the time frame of the lease, the only other cause for concern for the commissioners was the height of the roof sign. The current sign was grandfathered into the city’s height restrictions, but no expansions are allowed.

The new proposed sign, which would read “Eat here,” is 43 inches tall, according to the meeting documents, and the existing sign is 36 inches tall. The Funky Pelican team said they would review the size of the signage between the Dec. 11 meeting and the second reading of the ordinance.

LETTERS TO THE EDITOR Volusia voters support buying conservation land Dear Editor: I am writing to comment on your article “County to scrutinize Volusia Forever.”

Last September, the County Council came close to reducing funding for Volusia Forever. This saber rattling is rattling my nerves.

In 2020, over 75% of Volusia County voters approved

extending Volusia Forever for another 20 years. As I read this article, I noted a few discrepancies. The article said some council members were concerned that this program was being used to avoid going through the “squeaky wheels” for future development. Landowners are under no obligation to sell their land to Volusia Forever, and avoiding future development on environmentally sensitive lands is exactly what the vot-

ers voted for.

The council is concerned about a 50% acquisition rate.

This is a huge misconception and exaggeration. The 50% goal is for total protected land, not land acquired under Volusia Forever, and there are numerous ways to protect land. For example, many communities such as Halifax Plantation, Plantation Oaks and Farmton set aside conservation areas that are protected and on which the

county collects taxes.

At one time, Volusia County was a beacon to other counties on how to protect environmentally sensitive lands, being ahead of the curve in establishing a dedicated tax to protect environmentally sensitive lands that, in addition to providing recreation opportunities and a safe place for endangered species, also protect our drinking water source and provide flood control. The fundraiser raised money for classroom supplies and technology. The art show featured original artwork from kindergarten students and younger.

Tickets on sale for Palm Coast Songwriters Festival

Four-day passes and singleday tickets are now on sale for the eighth annual Palm Coast Songwriters Festival on April 23-26, 2026.

The festival will feature a lineup of more than 45 Nashville singer/songwriters with over than 200 No. 1 hits and whose songs have been performed by some of the biggest names in music.

The shows are an intimate experience with the writers performing their songs and sharing behind-the-scenes stories.

Teens-In-Flight provides aviation training to teens from military and first responder families, as well as at-risk or financially underserved youth.

Many of the graduates go on to successful careers in the military, as first responders or in commercial aviation.

The eighth annual Chanukah Jewish Festival hosted

by Chabad of Palm Coast on Monday, Dec. 15, at European Village featured a concert by musical virtuoso Dr. Laz and his band; train rides, a petting zoo, balloon twisting and face painting for children; the dreidel mascot dancing and greeting festival goers; latkes, doughnuts and Starbucks coffee; a gift booth; and the grand menorah lighting.

Flagler County Sheriff Rick Staly and Palm Coast Mayor Mike Norris joined Chabad of Palm Coast Rabbi Levi Ezagui in lighting the menorah on the second night of Chanukah.

Maccabees, a band of Jewish freedom fighters, drove out the Syrian-Greek rulers who had desecrated the holy temple in Jerusalem.

“The Jewish people faced a world that felt overwhelming,” Ezagui said. “A small nation stood under the rule of the mighty Syrian-Greek Empire, an empire that sought not only to dominate land, but to erase the Jewish faith, values and identity.”

As the temple menorah’s light was rekindled, with one day’s supply of oil miraculously lasting eight days, “that single flame pushed back darkness,” Ezagui said.

But, he added, “Once more, the Jewish people face a world where hatred is loud.”

The Palm Coast festival was held just one day after 15 people were killed by gunmen at a Chabad Chanukah celebration at Bondi Beach, Australia, outside of Sydney.

“As we witness what happened in Sydney, lives were tragically taken during a Jewish Chanukah gathering,” Ezagui said. “Among those killed was a fellow Chabad

rabbi who leaves behind his wife and four children as well as many families’ loved ones and an entire community now living the profound loss.

Many others were injured and countless lives were shaken.

“May God bring comfort and peace to the families of all those who were killed,” he added. “Grant healing to those that were injured, and strengthen those who are mourning. Once more, the Jewish people face a world where hatred is loud … and where darkness often seems overwhelming.”

Ezagui told the Palm Coast festival goers that they are the Maccabees of today.

“If you’re here tonight, it’s because you believe that a little light dispels a lot of darkness,” he said.

Staly echoed those sentiments.

“Each individual has the power to illuminate the entire world,” he said in his comments.

Then Ezagui, Norris, Staly and festival sponsors, the Krayter and Pekarsky families, lit the grand menorah.

200 volunteers make Parkview Church’s Living Nativity a success

Parkview Church, located at 5435 Belle Terre Parkway in Palm Coast, held its annual Palm Coast Living Nativity from Dec. 10–13. The free, walk-through event recreated the story of Jesus’ birth with multiple sets, live animals, and a cast of volunteers portraying shepherds, townspeople, angels, and other figures from Bethlehem.

Lead Pastor Greg Peters said the event is designed to be accessible to the entire community.

“At Parkview Church, we are committed to serving our community, and one way we do that is by hosting free events for people of all ages to enjoy with friends and family,” Peters said. “We are incredibly grateful to the more than 200 volunteers who donated their time and talent to make the Palm Coast Living Nativity a memorable part of the Christmas season.”

No church services were held on Dec. 13, to allow volunteers and staff to focus on the Living Nativity.

The “I Still Do” Dinner is designed to help couples grow deeper in their faith and in their marriages through fellowship, fun, and Biblical encouragement.

This year’s theme, “White Christmas,” was inspired by the classic 1954 film. Decorations and event organization were handled by Marti and Ron Pawloski and Martha McDaniel.

The evening’s message, “Christmas Tensions Don’t Have to Be a Problem,” was delivered by Pawloski, director of Biblical counseling at Tomoka Christian Church. His message encouraged couples to navigate holiday stress with grace, communication, and faith.

Ormond Beach DAR chapter holds annual Wreaths Across America ceremony

The droning of a faraway airplane in the sky. The jingle of Col. Bancroft McKittrick’s military medals as he laid a ceremonial wreath. Taps and “America the Beautiful.”

These were the sounds of the Capt. James Ormond Chapter of the National Society Daughters of the American Revolution’s annual Wreaths Across America ceremony on Saturday, Dec. 13. Held for the 10th year, the ceremony honored 250 veteran graves at Hillside Cemetery in Ormond Beach. Nationwide, more than two million volunteers gathered at over 5,200 locations to honor those who served.

“Lying here before us in cemeteries throughout this nation are men and women who gave their lives so that we can live in freedom and without fear,” said Kim Barrs, chapter co-chair for Wreaths Across America.

The 2025 theme for Wreaths Across America is “Keep Moving Forward,” inspired by the last words of the late Army Capt. Joshua Byers, who was killed in Iraq in 2003.

“The theme ‘Keep Moving Forward’ serves as a call to action, reminding us that honoring the past must also propel us toward a future of continued service, community and remembrance to encourage communities across the nation to teach younger generations about the cost of freedom, to strengthen the bonds of gratitude for those who serve, and to ensure the sacrifice of our fallen heroes are never forgotten,” Ormond Beach Mayor Jason Leslie said as he read a proclamation for the ceremony.

This year’s event also featured retired U.S. Marine Corps Col. Bancroft McKittrick as the keynote speaker.

McKittrick, a Vietnam War veteran, spoke to attendees about the origins of Wreaths Across America, which was started in 1992 at Arlington National Cemetery in Washington, D.C. Over three million wreaths were placed last year during ceremonies.

“It is particularly important that we honor the men and women in Ormond Beach, the surrounding communities and our nation who have answered the call to serve our country through military service,” McKittrick said. “The service members we honor today came from all walks of life, but they shared several fundamental qualities. They possessed courage, pride, determination, selflessness, dedication to duty and integrity.”

location confirmed the restaurant was expanding into Daytona Beach, though the restaurant would not be open until 2026.

The owners of Bronx House Pizza could not be reached in time for publication.

This would make Bronx House’s 13th location in Florida, with one location in Ormond Beach and two loca-

tions in Palm Coast and The Hammock in Flagler County.

No signs advertising the location have been posted at the former Dominic’s Deli location, but the windows have been covered as construction work is ongoing inside.

Tomoka Town Center has 12 other restaurants leased on its site, including a Blaze Pizza.

Dominic’s Deli announced it

was leaving the Cornerstone Boulevard location on Oct. 27.

The shopping center recently celebrated the grand opening of its new Trader Joe’s grocery store.

Other recent openings in the area include Bojangles, Panda Express, Sud Stop and 7-Eleven.

Parkview Church opens shop in Palm Coast: MadeNew Thrift Store A new community-focused thrift shop has opened its doors in Palm Coast, offering low-cost clothing and household goods while supporting local ministry efforts. MadeNew Thrift Store, an outreach affiliated with Parkview Church, celebrated its grand opening on Nov. 26 in the Patel Plaza, at 1000 Palm Coast Parkway SW. “We are a faith-driven thrift store where gently used items for women, men, and children are offered at a low cost to support ministry projects that benefit the community,” the store shared in its opening announcement.

Volunteers play a vital role in the store’s daily operations, and community members are encouraged to get involved.

Help is needed with tasks like sorting donated clothing, organizing and styling displays, and welcoming customers. The shop also accepts gently used items during regular business hours.

MadeNew Thrift Store is open Tuesday through Saturday from 9:30 a.m. to 4:30 p.m.

Promenade in Town Center names Cornelia Manfre as its leasing agent Palm Coast’s Cornelia Downing Manfre, a commercial real estate advisor with One Sotheby’s International Realty, has been named the exclusive leasing agent for The Promenade at Town Center.

The Promenade is a 203,000-square-foot, mixeduse development currently under construction across from Central Park in Town Center.

It has 57,000 square feet of space for retail, restaurant, and offices, according to a press

release from One Sotheby’s International Realty.

Manfre will oversee all leasing and commercial tenant placement activity, with a focus on attracting a mix of restaurants, retail, and professional office.

“I’m honored to represent The Promenade at Town Center and to partner with ownership in strengthening this important commercial destination,” said Manfre. “... Palm Coast’s continued growth makes this an exciting leasing assignment.”

The development broke ground in July 2024. It has six, four-story buildings, with commercial space on the ground floor and residential units on

the second, third and fourth floors.

The Promenade is designed for residents in Town Center to be able to “live, work and play,” and has 204 residential units. The Franklin Street Retail Services team will lead leasing for The Promenade’s residential units, which include studio, one- and two-bedroom apartment units with balconies.

The property is expected to be finished with construction in 2026.

“I felt confident about it,” Perry said. “As soon as it left my hands, I knew it was going in.”

Pirates sophomore Curtis Giles missed a long desperation 3-pointer at the buzzer.

“We tried to give Curtis Giles a big shot at the end, but we had to take it in from full-court, and the ball just didn’t go in,” Matanzas coach Eric Guerrero said. “That’s basketball sometimes. But I’m proud of my boys. They competed.”

The fans were treated to a back-and-forth game with neither team leading by more than four points in the second half. The score was tied nine times, and the lead changed hands 13 times.

“We knew it was going to be a close game,” Perry said. “We were undisciplined in the first half, and we came out in the second half and we were dis-

ciplined.”

The largest lead by either team was six points when Jayden McCoy hit a 3-pointer to give the Pirates a 15-9 advantage with 2:14 left in the first quarter. But that lead quickly disappeared as Nateshawn Royal’s 3-pointer put the Bulldogs back on top at 16-15 early in the second quarter.

“They made plays,” FPC coach Greg Shirley said of the Pirates. “This is one of those kind of games that could have gone either way, and, fortunately for us, we made one more play than they did.”

Matanzas junior Jez McCoy, playing in just his second game of the season, tied the score at 58-58 with a driving layup with 37 seconds to go.

FPC called timeout with 12.5 seconds remaining. On the bench, Shirley drew up a final play that had options.

“They took away our top option — Anthony Hampton

going down the middle,” Shirley said. “But it isolated Nate Perry, so they couldn’t help, and he made a big-time shot.

Royal led all scorers with a career-high 24 points and pulled down 11 rebounds for a double-double. The senior guard hit three 3-pointers in the first half and converted two critical free throws with 1:10 remaining to give the Bulldogs a 58-56 lead.

Perry scored 15 points, going a perfect 8-for-8 from the free throw line. Hampton added 11 points. After getting fouled on a 3-point shot, he hit all three free throws to put FPC up 50-46 with 4:17 left.

“I love my guys,” Shirley said. “We still have a lot of ways we can improve, but this will be a positive measure.”

Giles led Matanzas with 18 points. The guard sank five 3-pointers, including three in the fourth quarter. The Pirates’ other sophomore starters, Jayden McCoy and Jamel Guerrero, scored 11 and

eight points, respectively. Jez McCoy added 9 points.

FPC improved to 5-4.

Matanzas lost its fourth straight to fall to 2-4. But Eric Guerrero said his young squad took a huge step forward by fighting to the final buzzer.

“I felt like they grew a lot today,” he said. “I told them we just got to compete. We got a few players who could make tough plays, and they stepped up tonight in big moments.”

Shirley said the game was fitting for the rivalry.

“This was a game between two rival schools. The players all know each other,” Shirley said. “It was a great environment, great energy. I wish the players could have this kind of atmosphere for every game.

“Let’s give Matanzas a lot of credit, too,” he added. “They have some young players who are going to be good. They’re good now. They’re a very dangerous team. I have a ton of respect for Eric as a person and as a coach.”

FPC wrestlers win district duals for third year in a row

FBCA girls basketball team improves to 9-0 First Baptist Christian Academy’s girls basketball team closed out a 3-0 week and remained undefeated with a 67-35 victory over Father Lopez on Friday, Dec. 12. Micaela Kohl led the Crusaders with 23 points and 12 rebounds. Jay Rose added 20 points, seven rebounds, seven assists and eight steals, and Raegan Baker had 10 points and five rebounds.

All six FBCA players who scored in the game are seventh and eighth graders.

Chloe Wilen led Father Lopez (1-6) with 13 points.

The Crusaders started a new week with a 70-15 rout of First Coast Christian on Monday, Dec. 15. Three players scored in double figures for FBCA: Rose (24 points), Kohl (18 points) and Tristyn Aitken (14 points).

The Crusaders followed with a 56-26 win over Deltona Trinity Christian Academy on Dec. 16 to improve to 9-0.

They host Atlantic on Thursday, Dec. 18 and Old Plank Christian on Dec. 19.

Joslyn Johnson was the only girl wrestling for Flagler Palm Coast at the District 2-3A duals tournament on Thursday, Dec. 11, at Buchholz High School in Gainesville. Wrestling in the final match of the day, the senior demonstrated why she was in the lineup.

The Bulldogs were down by two points against Buchholz in the championship entering the last match at 113 pounds.

Johnson pinned Cassidy Kephart in 3:44 to give FPC a 33-29 victory and its third straight district duals championship.

“Joslyn Johnson is someone I trust,” FPC wrestling coach David Bossardet said. “When there’s a match to be won, there’s nobody I’d rather have out there, girls or boys.”

FPC received a bye in the quarterfinals and defeated Lake Mary 54-19 in the semifinals to advance to the championship against the host Bobcats. The Bulldogs will now wait to see where they are headed for regionals. The winner of the District 1-3A tournament on Jan. 10, 2026, at Creekside High School, will host regionals on Jan. 15.

“He’s been battling health issues,” Bossardet said. “He battled through a tough week, and he did a phenomenal job. The week he went through, he could have easily not wrestled at all, and he got two pins.”

FPC’s other winners against Buchholz were Jacob Hald at 106, Robert Twilley at 132, Jojo Foalima at 175 and Doyvonne Leadon at 190.

But overall, Bossardet said, the Bulldogs will have to wrestle better at regionals to be able to advance to the state duals tournament on Jan 23-24.

“I look at how we’re competing,” he said as he was driving back from Gainesville. “I don’t think any of our guys were satisfied with how they competed today.

We won district duals, but if we wrestle like we did today, that’s all we do is win district duals. We’ll have to go back to work tomorrow and make some adjustments.”

Keaton Lasicki, who qualified for the Class 2A state championships in the 100-yard breaststroke and as a member of the 200yard freestyle relay team, set the school 100 breaststroke record with a time of 1:00.88.

The 200 freestyle relay of Fletcher Lasicki, Oliver Morris, Keaton Lasicki and Leo Peters set a new school record at state with a time of 1:32.13.

At regionals, the 400 freestyle relay team of Fletcher Lasicki, Morris, Peters and Keaton Lasicki set a school mark of 3:29.62.

Peters also set a school record at regionals in the 100 butterfly at 55.51 seconds.

At districts, Peters set a school record in the 50 freestyle with a time of 22.85 seconds.

Pirates soccer hitting its groove The Matanzas boys soccer team won four games in a row to improve to 8-3-1 entering its game at St. Augustine on Dec. 17. Pirates coach Beto Aguilar said the team has overcome its usual slow start.

“The boys are competing well right now,” he said after the Pirates’ 4-1 win over St. Joseph on Dec. 12. “Right now, we’re not rushing things.

We’re playing much better the past couple of week since the New Smynra loss (4-1 on Dec. 3). Once we get to midseason, we start finding our groove.”

Matanzas followed the St. Joseph win with a 3-0 victory over Jacksonville Wolfson.

Permitting Authority: Applications for air construction permits are subject to review in accordance with the provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210 and 62-212 of the Florida Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and an air permit is required to perform the proposed work.

The Permitting Authority responsible for making a permit determination for this project is the Permit Review Section in the Department of Environmental Protection’s Division of Air Resource Management.
