Homes Bring Hope receives $25,000 grant On Monday, Jan. 24, Homes Bring Hope announced that Truist provided the nonprofit with a $25,000 grant.

Founded by Forough Hosseini, senior vice president of ICI Homes and local philanthropist, Homes Bring Hope aims to help people qualify for home ownership.

“Truist has been a valued partner in all of our initiatives for many years,” Hosseini said. “It is wonderful to have their support in our efforts to help people transition from paying rent to actually owning a home and building equity, which economists agree is a major factor in triumphing over poverty. The Truist grant will enable us to transform lives. It will have a major effect on our community and set the stage for helping many more families in the years ahead.”

City begins plans for second wastewater plant In anticipation of future growth planned for the west side of Interstate 95, the city of Ormond Beach is beginning to plan how to best expand its wastewater capacity.

On Tuesday, Jan. 18, the Ormond Beach City Commission voted 4-1 to approve a $127,500 work authorization to Mead and Hunt for the preliminary engineering design and the preparation of a technology assessment for a second wastewater treatment plant.

The assessment, to include site planning, will examine the city’s 16-acre property at the northwest corner of Airport Road and State Road 40. The property was deeded to the city in 1991 for utility purposes with the creation of the Hunter’s Ridge Development of Regional Impact.

The city’s ownership of the land is why staff focused on it for the possibility of constructing a new plant, said Public Works Director Shawn Finley. It’s a project that was included in the 2015 Utilities Master Plan Update, which identified increased plant capacity as a long-term future need, according to a city memo.

“This is just really the first step to give us the information and to begin the design of something that’s going to be there,” Finley said. “Sewage plants are not something you build every day. They are generational projects. … I think this is the right direction for us to go.”

The Florida Department of Environmental Protection also requires municipalities to plan for increased plant capacity once its existing facility exceeds 80% of its rated capacity.

City Commissioner Dwight Selby, who cast the lone vote against the consent agenda item, said he was concerned that the expansion, and the city’s choice in location, was being driven by Avalon Park Daytona

Beach, which aims to construct 3,250 homes and 200,000 square feet of commercial retail by 2030. When he asked Finley at the meeting how much of the need was being driven by Avalon, Finely said about 50%-60%.

Selby also said that the commission hasn’t officially made a decision on whether the city will provide utilities to Avalon. A 2002 settlement agreement with the city of Daytona Beach has designated the city of Ormond as the utility provider; it states the city will provide Daytona with utilities at a wholesale rate.

“I don’t have enough information to know whether or not this is the appropriate place for a future plant like that, or plants like that,” Selby said. “I don’t know enough about the Avalon Daytona, whole project, and our commitment to it.”

The commissioner added that most of the city’s own growth will likely occur in the North U.S. 1 corridor.

He asked staff if they had explored expansion options in that area.

Finley said that the city has done this, but added that the city-owned

parcel is not too far from the U.S. 1 corridor.

“There’s pros and cons, and we will continue to always look at what the best option is for us to be the most efficient,” Finley said.

The construction of a new plant won’t happen overnight, he added.

The commission will have a say every step of the way. The new plant would also aid with the future growth from Ormond Crossings and the Flagler County portion of Hunter’s Ridge, which the city is also servicing.

Mayor Bill Partington said at the meeting that Selby had brought up a good point, but that ultimately, Partington felt that this was a good move. Avalon Park should have started construction already, but there has been no “substantial activity,” the mayor said.

“So Avalon may happen or it may not happen, it’s just something that’s planned for the future,” Partington said. “This is just good planning for the city, and I think it needs to happen regardless of what happens with our total western utility service area.”

“The senior population is just exploding here and we’re just working really hard to keep up. We know there’s a lot more to be done.”

The Florida Association of Counties recently recognized Volusia County Government with a “Best Practices Award” for its “rapid and comprehensive implementation of changes required by the passage of Amendment 10 in 2018,” a press release announced.

Amendment 10 created constitutional elected offices for the sheriff, tax collector, supervisor of elections and property appraiser.

The amendment took effect on Jan. 5, 2021.

Emergency Rental Assistance aid goes quickly On Wednesday, Jan. 12, Volusia County’s Community Assistance Division opened its online portal for Emergency Rental Assistance.

It closed after 36 minutes, having received the maximum 500 applications, a press release stated.

The portal allowed county residents who experienced financial hardships during the pandemic to apply for rental and utility assistance.

The county has $4 million available for this, thanks to a federal grant. Additional applications may be accepted at a later date after applications are processed and information is verified.

The spark from the torch ignited the gas.

“It shot out burning hot methane, both up and out of the vent, and then down and out through one of the pipes,” Volusia County Fire Rescue Battalion Chief Heather Lorimor recalled.

She was part of the response team for the Bethune Point Wastewater Plant explosion in 2006, when two city of Daytona Beach employees died and another was seriously injured after using a torch to remove a steel roof from above a storage tank containing methanol.

Though she now says she loves her job and finds it to be exciting, there was a time when Lorimor heard the term “hazmat” and could barely muster up enough energy to express her disinterest.

“I didn’t want anything to do with it,” the Ormond Beach resident recalled. “I was like, ‘Meh.’ I was — and most people are when they get into [fire service] — they’re all about fire stuff. They’re all about the EMS part. For me, I really didn’t want anything to do with hazmat.”

But yet here she is, 17 years later, leading the county’s hazardous materials team and loving every minute, a passion that was recognized on Jan. 19, when she was named the state’s Hazmat Responder of the Year at the Ocean Cen-

ter during the ninth-annual Hazardous Materials Training Symposium.

And it all started thanks to a professor.

CHANGING COURSE

After Lorimor graduated from Seabreeze High School in 1999, her plan was to study architecture. It was something she had pursued in high school, and at the time, it seemed like the right path.

Just before she left to study at Florida International University in Miami, however, her friend asked her to join her in volunteering with the Flagler County Fire Department.

Since she was leaving town, Lorimor declined, but when she came home for Christmas vacation, one of the volunteer fire chiefs called her and suggested that if she was interested, she could volunteer only when she was home from college. This time, Lorimor accepted, and it was a decision that changed everything.

She fell in love with the fire service. With the wildfires of 1998 recent in her memory, she decided to transfer to Daytona State College to pursue a fire science technology degree.

There, she met Marcel Demuynck, the professor for her hazmat courses. He always tried to ingrain a focus on hazardous materials training in his students, and Lorimor was no exception.

“Our job is to make sure that every citizen, every visitor that comes to this area and every firefighter in this area knows that we’ve got their back, for whatever they need.”

any means,” Lorimor said.

“Hazmat teams throughout the country have just grown everywhere, and people have really understood and seen the need for it.”

Still, at that time, the classes were just requirements she needed to take to graduate and become a firefighter.

She began volunteering with Volusia County Fire Rescue in 2000 and was hired in 2003 after completing her degree.

It wasn’t very long until the team leaders with the county’s hazmat team approached her, having noticed that she had taken hazmat courses.

They bugged her about joining their team, but Lorimar was stationed at the fire station at the Daytona Beach International Airport and didn’t want to leave. She had an inkling that if she became a hazmat tech, they would reassign her to the team’s Station 15 at the Fire Services Training Center, a tiny station at the time. Lorimor recalls that it was “like a closet,” with a pair of Murphy beds, a refrigerator and a desk.

But the team leaders were relentless, and she folded.

diately reassigned to Station 15.

Fifteen years later, in 2019, she was chosen to lead the team as a lieutenant.

HAZMAT CALLS

Once Lorimor went through hazmat tech school, she realized she actually enjoyed it.

She liked the technical aspects of the job and how specialized the training was.

Most of what she and her team respond to are fuel spills — jack-knifed or rolled semi-trucks with fuel tanks either on their trailers or in their cabs that need to be offloaded before the vehicle is towed. The county’s hazmat team also responds to propane emergencies and incidents where facilities with extremely hazardous substances have experienced leaks or valve issues.

“In all honesty, we don’t run hazmat calls all the time, like heavy hazmat calls,” Lorimor said. “But when we do, and when they go well, and when I have my team members come up to me and they’re getting out of their suits — they’re drenched in sweat — and they’re like, ‘I love my freaking job,’ that makes me so happy because it’s that excitement that I can see in my team members that motivates me to do my job.”

When a bad hazmat call comes in, though, her team does have to be prepared for the worst.

Lorimor and the county’s hazmat team spent a few days on the scene helping the U.S. Chemical Safety Board investigate the incident, monitor the air, and recover one of the bodies.

“Our job is to make sure that every community, every citizen, every visitor that comes to this area and every firefighter in this area knows that we’ve got their back, for

whatever they need,” she said.

SMALL FAMILY, LARGE IMPACT

If Lorimor ever found Demuynck again, she would thank him. Working with hazardous materials may not have been what she envisioned herself doing, but it is her calling now.

As vice chair of the Florida Association of Hazardous Materials Responders, she’s been involved with the Hazardous Materials Training Symposium since its inception. Anything she can do to help her team or others teams across the state improve their service to the public, she will gladly do. After all, the hazmat tech community is pretty tight-knit.

“If you look at how many firefighters are in the whole country, and you look at how many are hazmat techs, it’s a very small percentage,” Lorimor said. “It’s like a whole other family. The support that we all give each other through the different things that I’m involved with, is just phenomenal.”

Being recognized as the state’s Hazmat Responder of the Year is something Lorimor didn’t expect; she never feels like she’s doing enough in her job. There are always more goals to accomplish, and new ideas she wants to see come to fruition. But nevertheless, she is grateful for the award.

“It’s rewarding for me to know that people have seen what I do and appreciate that,” she said. “I’m not one that needs awards or ‘atta-boys’ or things like that. I need to know that we’re valued, and that we’re appreciated and that we’re supported, and that’s what they did for me with that. The people that I love and appreciate in the hazmat world showed me that, and that means the world to me.”

COPS BRIEFS CORNER Controversial abortion proposal moves forward

RIGHT TO REFUSE? 1:12 a.m. — First block of West Granada Boulevard Resisting an officer without violence. A 39-year-old Ormond Beach woman was arrested after she refused to comply with officers’ requests to stay inside a her vehicle, choosing instead to ask “what her rights were” repeatedly.

According to her arrest report, officers were at the scene responding to a battery and approached two women sitting in a vehicle that was said to be involved. Police instructed the driver to get out of her car, and she complied.

Her passenger did too, and police asked her to get back in the car.

She ignored the command, and officers asked her to then step away from the car. She again, ignored the command, continuing to ask about her rights. She was secured in handcuffs after an altercation that resulted in one officer cutting his finger.

She was taken to jail.

INTERRUPTED 12:35 a.m. — 1500 block of North U.S. 1 Unarmed burglary. Police arrested a 31-year-old Daytona Beach man who attempted to steal 40 TVs from a hotel currently being renovated.

According to his arrest report, officers were dispatched to the building after a witness saw the man, wearing a reflective vest and red hat, inside the building. Upon their arrival, they were approached by the man’s fiancée, who asked them what they were doing there. She declined to provide them with information regarding the man’s name or whereabouts, and was temporarily detained.

Once inside, officers spotted the man in a storage room. He said that his friend — whom he said stole a TV — had let him inside. He told them he was stealing things like bed sheets, blankets, trash bags and napkins because he was homeless.

A cart full of toiletries was found near a side door, and a second cart full of TVs was found near the entrance of the building.

The man was taken to jail.

Senate passes scaled-back emergency fund The Florida Senate on Wednesday, Jan. 19, cut in half the amount of money it would put into a new emergency fund that critics called a “blank check” for Gov. Ron DeSantis.

The Senate overwhelmingly approved two bills (SB 96 and SB 98) that would shift $500 million of general revenue into the pot of money that the governor could tap during declared states of emergency over the next four years. The Senate initially had considered putting $1 billion into the pot.

Meanwhile, a House committee moved forward with its version of the proposal, which would provide $1 billion that DeSantis could use at his discretion. The House and Senate would ultimately have to agree on any final amount.

Florida posts 4.4% unemployment rate Florida’s jobless rate dipped to 4.4% in December as state officials pointed to “steady growth” in the employment picture.

The Department of Economic Opportunity on Friday, Jan. 21, announced the December rate, down

Despite fierce objections from Democrats who argued the proposal is unconstitutional, a Florida House panel on Wednesday, Jan. 19, approved a controversial bill that would prohibit doctors from performing abortions after 15 weeks of pregnancy.

The proposal closely resembles a Mississippi abortion law that is currently before the U.S. Supreme Court.

“This would allow Florida to save as many babies as possible, as soon as possible,” Rep. Erin Grall, a Vero Beach Republican who sponsored the bill, said.

The bill does not include an exception for victims of rape and incest, drawing ire from Democrats and opponents of the measure.

The new unemployment figures show the state had regained 92.1 percent of the 1.27 million jobs lost in the early stages of the pandemic from February 2020 through April 2020.

Across the state, the Miami-Fort Lauderdale-West Palm Beach metropolitan statistical area had the lowest jobless rate in December at 2.6 percent. The region was one of the hardest-hit by the pandemic.

The next-lowest rate was in the Naples-Immokalee-Marco Island area at 2.7 percent, followed by the Crestview-Fort Walton Beach-Destin area at 2.9 percent.

The Deltona-Daytona Beach-Ormond Beach area was at 3.8 percent.

The highest unemployment rates were found in The Villages, Sebring and Homosassa Springs metro areas, each at 4.7 percent.

Since the beginning of the COVID-19 pandemic, the need to provide services to the senior population of Volusia County has doubled, and the Council on Aging has taken action.

In the 2020-2021 fiscal year, COA delivered 377,805 meals, a number that is 110% greater than the meals the nonprofit delivered in the last pre-pandemic fiscal year of 20182019.

“The need exploded when seniors began self-isolating,” said COA’s chief development officer, Penny Young-Carrasquillo.

At the start of the pandemic in March 2020, Young-Carrasquillo said, the nonprofit had enough money thanks to grants and donors’ support to keep providing meals to the seniors through dining sites or through Meals on Wheels. As restaurants struggled in the beginning months, COA was also able to partner with some restaurants for the meal program.

Pets weren’t left behind either; in 2021, COA delivered over $6,000 worth of pet food and supplies to seniors through its PetMeals on Wheels program.

But the nonprofit quickly realized that the need wasn’t just temporary for many of the seniors COA began supporting. Knowing that emergency funds were likely to run out at the end of 2021, COA launched its $100k Meals Match Challenge.

As a result, COA has raised over $108,000, which will allow it to draw the same dollar figure from state and federal grants. COA estimates that the money will translate to about 20,000 more meals for Volusia County seniors in 2022.

With dedicated volunteers, some of whom have been donating their time for over 20 years, COA hopes that 2022 allows it to expand outreach opportunities in the community, especially in regards to educational programs. COA has started BebOld, a senior empathy program sponsored by progressive medical research, which allows people to experience some of the issues seniors deal with on a daily basis, such as muscular degenerations, hearing loss and arthritis.

Ormond Beach Airport: What we are doing and why Ormond Beach Mayor Bill Partington shares perspective on the airport runway extension.

In response to citizen concerns about expanding the airport to the west, we have reduced the size and scope of the runway extension and kept the entire project on current airport property. It is important that we listen to our residents and analyze/balance/address their concerns. We hear it repeatedly when employers come to town: I chose Ormond Beach not just for its charm, but also for its proximity to transportation hubs, including the airport. It makes doing business in Ormond Beach appealing and is an integral part of our current economy.

Recent Florida Department of Transportation Economic Impact reports reflect that there are more than 400 high-paying jobs at the airport, with total labor revenue of over $18 million and business revenue of over $56 million. If you add the total employment of the adjacent business park, the airport area is one of the

largest revenue producers and employers in the city of Ormond Beach. This all speaks volumes about the airport’s value to our city and how it plays a key role in not just the aerospace industry, but in our community as a whole.

The Ormond Beach Municipal Airport was opened in 1943 as a naval training field. The federal government then deeded it to the city in 1959. Since that time, it has served as a public transportation facility, and the city, as the acting sponsor of the airport, is required to maintain and develop the airport for the benefit of the flying public and the National Airspace System.

Major airport improvement projects are funded by FDOT and FAA, and the airport’s share is typically only 2% of the total project cost and may be loaned to the Airport Fund from the General Fund. These local share amounts are then paid back to the General Fund with airport revenue. This revenue is generated from leases of airport property (94%) and airport fees (commission on fuel and parking 6%).

A recent example of these types of projects is the primary east/west runway extension by 600 feet within the current airport property.

This extension is part of the airport’s approved capital improvement plan and was part of the Airport Master Plan dating back to 2015. The extension increases operational safety for everyone that can already use the airport and creates a safety

We also took care to ensure that the project does not change the types of aircraft allowed to use the airport.

This means that no big jets are suddenly going to be allowed to fly into and out of the airport once the extension is complete. Only the same types of aircraft that are currently supported by the airport may continue to utilize it.

In additional benefits to our area, the extension will also enable aircraft to fly at higher altitude when above residential areas east/west of the airport and, according to studies, will lessen the impact of aircraft noise on nearby areas. All of the projects in the airport’s approved capital improvement plan will be accomplished within the existing footprint of the airport. Almost 100% of funding for these important projects comes directly from the FAA and FDOT. If we did not use these federal grant dollars, then some other community could take advantage of them.

Bottom line: Improving our airport through grant funding only enhances the Ormond Beach area because we can offer a safer, more efficient, and quieter airport.

In response to Partington Dear Editor: Mayor Bill Partington states he has considered “citizen concerns” about airport extension. If he has, I fail to see evidence of consideration. I have followed Ormond Beach Citizens’ expressions of disapproval of airport expansion since 2004 and find no evidence in Partington’s comments that he has seriously considered citizen objections to airport expansion. Given the 2004 vote to not expand airport runways, Partington’s support for their expansion now directly contradicts his previous vote.

The economic impact on the city Partington attributes to business located at the airport presently exists and does not in any way depend on airport expansion. The alleged “value to the city” seems to me to omit that the airport does not support itself as required by the FAA. In fact, the current deficit of $624,309 borrowed from the city’s general fund and unresolved lawsuits and related legal expenses provide factual proof the airport significantly drains city resources.

Partington alleges that only the same type of aircraft that presently use the airport will be able to use it after are completed runway extensions. As far as I know, the city has no authority to specify the type of aircraft that can land and use the airport. In other words, a longer runway could “invite” larger noisy jets to land free of landing fees charged at other airports. I seriously doubt Ormond Beach citizens would appreciate even more aircraft noise.

objections largely focus on flight school low flying noisy planes violating the flight path their owns agreed to follow. Runway extensions will unlikely change flight school owners allowing their pilots and students to daily violate the flight paths.

Partington ignores the reality that the majority of Ormond Beach citizens do not want to have the runways expanded/increased or changed. The airport serves a limited number of users other than the rejected flight school planes. In effect, only the economic elite use the airport and call for its expansion. A majority of average citizens do not want the airport expanded.

If Partington really wants to “listen” to Ormond Beach citizens, I suggest a random survey of citizens would give him something to “listen to.”

The mayor’s position doesn’t fly Dear Editor: The decision to extend the east-west runway at the Ormond Beach Municipal Airport was made without citizen knowledge or input. The 2015 Airport Master Plan update ignores the strong public mandate against airport expansion that was clearly established by the City Commission’s 2004 rejection of a proposed north-south runway extension. Our mayor was part of the 5-0 vote to reject the 2004 runway extension.

Scott Christopher Kelley, age 55, passed away on January 10, 2022.

Scott was born October 28, 1966 in Stamford, Connecticut.

He loved his children, helping the “overlooked,” soccer, surfing, his beach, and animals.

He was an Ormond Beach local for 49 years. He attended local schools and graduated from Seabreeze High School. Scott received his RN from Daytona State and UCF. He worked as a nurse at Memorial Hospital Ormond and Advent Hospitals in Daytona and Flagler.

He had many accomplishments in nursing. He is

survived by his 3 children: Sarah, Amber, Christopher, his former wife Isabel, his beloved brother Matthew Kelley, and his parents Neal and Jackie Kelley. He loved his children, helping the “overlooked,” soccer, surfing, his beach, and animals.

greenspaces and beautiful residential neighborhoods. If we believe the current FDOT economic impact numbers, then a runway extension is unnecessary. Interestingly, the current airport debt to the general fund is roughly equal to the total dollars in this year’s Ormond Beach tax increase.

Airport expansion projects serve the agenda of the FAA (90% funding) and FDOT (8% funding), not the agenda of Ormond Beach or its people. Our mayor says we should grab federal grant dollars for the runway extension, or else the money will go elsewhere. That is our rationale? By fiscal year’s end, the airport debt to the general fund will hit $700,000. Contrary to the mayor’s assertion, no loans have been paid back to the general fund in years, and revenues are insufficient to offset airport costs and allow paybacks. Worse, the city just lost $100,000 in annual airport lease revenue when it closed the River Bend Golf Course at the end of 2020.

Documents reveal testimony supporting a runway extension for the purpose of allowing larger, heavier aircraft and corporate jets, with potential for a NetJets operation.

The current runway has always been safe for the existing mix of aircraft, with no FAA or pilot complaints. There can be no increased economic benefit from a longer runway for the existing mix claimed by the mayor.

Jets and larger, heavier aircraft will mean longer, noisier takeoffs in greater frequency. The mayor’s airport “footprint” ignores the FAA’s defined 5-mile diameter “airport hazard area” for homes and in 36 residential subdivisions within 2.5 miles of the airport. The affected neighborhoods comprise about 25% of the city’s population.

The mayor’s written defense of the proposed runway extension contains factual contradictions and questionable economic reasoning in a city that has imposed significant water and sewer rate increases for this year

and next in addition to the recent property tax increase. He ignores mounting airport deficits, $318,000 in legal fees to challenge a $271,000 golf course property tax assessment, another $100,000 for two new studies. He remains tone deaf to input from citizens who are clearly being forced into subsidizing an airport expansion they do not want.

Instead of representing the people, a handful of very wealthy special interests have his support for a project that will further damage our quality of life, disturb the quiet enjoyment of our homes, and reduce property values.

Airport is not self-sustaining Dear Editor: The Ormond Beach 2021-22 Budget shows a $685,000 deficit for the airport, money taken from the General Fund. The General Fund is defined as the operating fund of the city and used to account for all financial resources, except those required to be accounted for in another fund. The city has added the airport to that definition. Our budget has a dedicated fund: Airport Fund.

FAA requires airports such as ours to be self-sustaining. Airport revenue from user fees, rentals, fuel sales and other sources are to be established to provide the necessary funding for the airport and deposited into the dedicated Airport Fund account. These are the funds which are expected to fund what is needed or desired at the airport. There does not appear to be any place in the budget that shows repayment of this loan from the general fund.

An airport that owes the taxpayers $685,000 has no business asking for additional loans from the city, or any other entity until it repays its debts and charges the users of the airport fees that make the airport self-sustaining.

Explanations of how great this

airport is for Ormond Beach (to be in debt) are falling on unsympathetic residents. The ordinary citizens of Ormond Beach aren’t interested in subsidizing the airport for a few people who want a place for their big toys, especially after losing the golf course that provided a civic purpose to residents and visitors and provided a source of income to the airport. Now we are asked to pay a consultant $57,000 to decide how to change the purpose of a golf course that we want. More people in this area can afford golf clubs than airplanes!

Cassen Park is a public park Dear Editor: Maybe we have been in the dark for the past few years. We are unaware of a city plan to commercialize Cassen Park. Why would the city do this?

The thought of the over $900,000 price tag for a bait house/bathroom drives me nuts, and is absurd. According to past articles in the paper, that price estimate was given almost a year and a half ago. There has been huge increases in construction costs since then. The commissioners must be stone-deaf not to hear the public sentiment on all the frivolous spending they do.

Apparently this commercial conversion of Cassen Park has been in the works for at least seven to eight years. I think most citizens would like to hear each commissioner’s position on why they think the public access and use of the park should be subjugated for private commercial entities use, to profit from a publicly-owned park.

Private businesses don’t own it, and have no right to commercially develop it, or use it in support of an offsite location.

Amid a national worker shortage, state agencies are struggling to fill vacant positions and retain employees, including those who care for some of Florida’s most vulnerable citizens.

Many employees are leaving state government jobs because they’re overworked and underpaid, according to a presentation Wednesday, Jan. 19, to a Senate committee.

A flood of better-paying positions in the private sector that have opened up following widespread shutdowns during the coronavirus pandemic has exacerbated hiring problems, officials from several state agencies told the Senate Governmental Oversight and Accountability Committee.

The number of applicants responding to state-government job advertisements dropped by nearly 35% over the past three years, while the number of job postings increased by 7%, Department of Management Services Secretary J. Todd Inman said.

The state is receiving 11.6 applications on average for each job posting, compared to an average of 37 applications per advertisement in September 2020, Inman said.

Meanwhile, searches for employees continue to skyrocket, with advertisements for state jobs jumping by more than 62% over the past six months, according to Inman.

The secretary said his agency, which handles many humanresources issues for the state, is among the departments scrambling to fill vacant posts.

“I know we are trying everything we can, whether it’s going to junior

colleges for people with trades. We are recruiting actively on LinkedIn. We’re trying to make referrals within our own people and agencies. But we’re trying to use every tool in our toolbox,” he told the panel.

Florida has the country’s leanest state employee workforce, with a ratio of 85 full-time employees for every 10,000 residents.

But the employee shortage being experienced by businesses throughout the nation is having an outsized impact on state government.

Among the agencies being hit hardest are those that care for the state’s most-dangerous or vulnerable people.

The Agency for Persons with Disabilities has vacancy rates between 20 and 46% at its four facilities in North Florida, Rose Salinas, the agency’s deputy director for budget and planning, told the Senate panel.

The agency has been forced to contract with private companies as it struggles to hire and retain directcare workers, Salinas said. Wages are the main problem, but job retention and recruitment have become even more challenging as demands on existing employees balloon.

As an example, Salinas said that, before the pandemic, the agency’s Sunland Center in Marianna had 15 vacant positions. As of Friday, the facility had 131 vacancies, she said.

Direct-care employees working for the state make about $14 per hour, but the agency is paying between $47 and $67 an hour to private contractors to fill vacant slots, Salinas said.

“We’re offering the job for $14 an hour and yet we’re paying potentially $65 an hour, so they’re probably making $40, $45 an hour?” committee Chairman Jeff Brandes, R-St. Petersburg, asked.

Salinas said she did not know how much the contractors are paying employees but that nurse assistants in hospitals generally earn at least $16 per hour.

The Department of Children and Families is experiencing similar challenges.

The Seabreeze Sandcrabs competitive cheerleading team take the floor in regionals

T

he Seabreeze and Mainland high school competitive cheerleading teams qualified to compete at the state championship semifinals in February after wrapping up the Region 2, Class 1A and 2 A meet held at Bishop Moore Catholic High School on Saturday, Jan. 22.

This is the first year Seabreeze has had competitive cheerleading as part of its athletic program. The team is known for its presence on the sidelines at many of the Sandcrabs sporting events but not on a competitive level.

“To be able to represent our sport on the competitive end and help bring a spotlight to Seabreeze at the FHSAA state championship is a huge deal,” coach Megan Lambert said. “As a first year competitive program, this team has accomplished so much. The team has talent and grit. It hasn’t been an easy road, but this team took the floor and left everything they had right there on the mat.”

At regionals, the team placed 12th overall in the small varsity category and third in Class 1A. The Sandcrabs are part of an elite group of 11 teams traveling to the Exactech Arena in Gainesville where they will vie for the state championship on Feb. 2. Rivals include the New Smyrna Beach Barracudas whose team placed seventh overall at the regional meet.

Seabreeze will then head to

the National High School Cheerleading Championships on Feb. 11-13.

“Seabreeze cheer is here to stay,” said Lambert. “A fire has been lit. I can’t wait to see these girls compete at the state championship.”

The Mainland Buccaneers have also taken their cheering to the next level. In their second competitive meet, they placed seventh overall at regionals in Class 2A in the large non-tumbling category and are headed to the state championship semifinals.

Team captain A’mari Fernandez has been cheering with the team for four years and has been accepted to cheer with various colleges, the most recent being Bethune-Cookman University. She believes that the team always hits their dance routines and are extremely strong at the “cheer” aspect.

Moving forward, the Bucs will be focusing on increasing the complexity of their stunts.

“With semifinals, we got this,” Fernandez said. “Just got to get the nerves out, keep our trust in each other, our stamina, our smiles, our facials, everything. If we hit those, we are going to finals, and I’m confident in that.”

Two additional Volusia County schools made the cut at regionals and are headed to the championships. The DeLand Bulldogs placed second overall in the Class 2A medium co-ed category, which automatically qualifies them for the finals. Spruce Creek placed third overall in the Class 2A extra large nontumbling category, awarding the Hawks a berth in the semifinals.

The FHSAA State Championship will be held at the Exactech Arena in Gainesville on Feb. 1-2.

Wrestling resurrection Coach Matt Lawrence breaths life into Mainland High School’s wrestling program.

Five years ago, Mainland High School economics teacher Matt Lawrence launched an Amateur Athletic Union wrestling team at the school in a bid to reinstitute the wrestling program. School administrators had attempted to keep the sport alive prior to hiring Lawrence, but, without an experienced wrestling coach, it dwindled. Eventually, in the 1990s, it disappeared.

Today, 41 wrestlers are on the Buccaneer roster: 13 varsity boys,

6 varsity girls and 22 junior varsity athletes. The girls team is one of the largest in the state of Florida with a total of 12.

Lawrence has successfully breathed life back into the program with a vision that had been instilled in him as a child. He was born and raised in Nebraska, where the Cornhuskers are a NCAA Division 1 powerhouse and where dual college wrestling matches bring hardcore fans in droves to pack stadiums.

After sustaining a shoulder injury in high school which halted his Division 2 wrestling plans, Lawrence got a degree in economics at the University of Pennsylvania. He joined the Teach for America program, which led him to Arkansas. He taught in the Mississippi Delta area and met his wife, Mainland U.S. History teacher and head softball coach Kelsey Mos-

kovits. They decided to begin teaching in Volusia County where Moscovits had been raised.

His passion for wrestling motivated him to dust off the mats and get the wrestling program started at Mainland again. The first year, he had 10 kids but was not sanctioned by the Florida High School Athletic Association, so they began to play local tournaments as an AAU team.

The second year, he had a regional qualifier in the 195-pound weight division who went on to become the first state qualifier for the team in Lawrence’s third year as head coach.

Currently, there are multiple wrestlers on the team who have a chance to become state and regional qualifiers. Team captain Kaden Golder went 7-0 at his last tournament in the 126

division and beat a state placer. He is one of the top talents in the state with a record fo 23-5 for the year.

The girls’ team is ranked 18th in the state, with sophomore Cheyenne Wigley ranked fourth and Jah’Mya Hill ranked eighth. Top contender in the 100-pound division Abby Couillard was ranked ninth but, due to difficulties scheduling matches, has since dropped off.

“It can be frustrating,” she said.

“My goal is to place first at districts.

Hopefully place first at regionals and then become a state placer.”

Exposing kids to the sport is key for its success at Mainland. Lawrence includes a halftime show during wrestling matches and tournaments, offering typical sporting event entertainment with perfor-

mances by the Buccaneer’s cheerleading squad or dance team.

Mainland football player Kalyb Evans had been interested in wrestling for a while, but the ultimate push to join the team was after he went to a match during lunch in late November.

“I just wanted to add another sport to my athleticism,” he said. “I wanted to show that I can be an athlete, learn something new and take it far.

I love wrestling. I wish I had started earlier.”

In his first season wrestling in the 170 weight division, Evans has an 11-2 record.

Lawrence attributes his success to passion and a community of skilled and knowledgeable coaches, Hope Jallah and Karoljozef Piedad.
