As more growth and development occurs in Volusia County, causing increasing traffic volumes on local roadways, one street in Ormond Beach has been placed on the county’s priority list of projects included in its five-year road program.

The county is proposing to widen Hand Avenue from Clyde Morris Boulevard to Nova Road at an estimated cost of $6.2 million, according to the presentation made at the County Council meeting on Thursday, Jan. 6. Leek files bill on unsanctioned events Florida Rep. Tom Leek, R-Ormond Beach, has filed House Bill 1435 on code and traffic enforcement, in response to unsanctioned events, a press release announced Monday.

The legislation, if passed, would allow a sheriff or a chief administrative officer of a county or municipality to designate “special event zones,” within which officers will be able to enforce enhanced penalties and double fines for noncriminal traffic infractions. The bill also seeks to let officers impound vehicles and creates penalties for people who violate noise and sound ordinances.

“In a digital age, popup events and so-called ‘invasions’ organize quickly, often more quickly than the legislative process works at the city and county levels,” said Leek in the press release.

“This legislation provides our law enforcement agencies and local governments the ability and flexibility to respond at a moment’s notice to such events.”

City Commission to consider Tattersall project

Fitness challenge postponed

On Jan. 18, the Ormond Beach City Commission will review the proposed Tattersall at Tymber Creek subdivision project, which is proposing the construction of 143 single-family lots on an 84-acre site at the northwest corner of Tymber Creek Road and Airport Road.

The developer, home builder Trey Paytas of Paytas Home, is seeking a re-issuance of a development order for construction, as the property is already zoned as a Planned Residential Development. The project is proposing a gross density of 1.74 residential units per acre.

The project is arriving before the City Commission with a recommendation to deny the proposal by the Planning Board via a 5-1 vote that took place on Dec. 9. The board was concerned that the development of the parcel, which has 14 acres of wetlands, would worsen the existing flooding issues of the area. The development is proposing the preservation of 11 acres of wetlands. The board also worried about the impact of additional traffic, mirroring concerns brought forth by residents at the meeting, which lasted over three hours.

A traffic impact analysis by LTG Engineering and Planning found that the development, if approved and built-out, will generate 153 net morning peak-hour trips and 159 net afternoon peak-hour trips. The development is proposing two access points: one along Tymber Creek Road and one along Airport Road.

With two schools in close proximity to the development — Pathways Elementary and Pine Trails Elementary — residents worried that the development will increase the morning traffic congestion. But, the traffic impact analysis states that “although the queue spills back into the westbound through lane, the

congestion clears within 8-10 minutes from when maximum storage capacity is reached,” and recommended the project for approval.

The parcel has had three past applications.

The first occurred in 2006 when the City Commission approved a 68-lot subdivision, but it was never built. The approval expired in 2014, and in 2013, the commission denied a request by the developer at the time to to allow 163 lots instead of 68.

In 2018, the Commission denied another development order request

that sought the construction of 144 lots, known as the Marshside Village project.

The developer of Marshside Village then filed a petition to repeal the commission’s vote, but a Volusia County Circuit Judge ruled to uphold the denial in June 2020.

If approved on first reading at the commission meeting on Jan. 18, a second reading for the project is scheduled for Feb. 1. The meeting will take place at 7 p.m. at the City Commission Chambers at City Hall, located at 22 S. Beach St.

The design team for the proposed development at the former Tomoka Oaks Golf Course property met with the city’s Site Plan Review Committee on Wednesday, Jan. 5.

The team presented two drawings for discussion, according to the city’s weekly report. No concept plans have been submitted, and while the committee and the team discussed things like buffers, tree preservation and traffic, the developer has not submitted a site plan and as a result, a timeframe for public hearings has not been set.

The next Planning Board meeting is scheduled for Feb. 10.

Rules of the ride OBPD asks for community’s help in monitoring juveniles operating golf carts JARLEENE ALMENAS ASSOCIATE EDITOR

I

n light of a traumatic crash that resulted in the injury of multiple children, following a period of complaints involving minors operating golf carts on roadways, Ormond Beach Police is seeking the community’s cooperation to ensure safety on local streets.

On Dec. 18, 2021, 10 minors — one of whom had to be transported to the hospital as a trauma alert patient — were injured after the golf cart they were riding in flipped over when attempting to make a left turn into the parking lot of 2287 Airport Road. According to a police report, the golf cart, which was unregistered and only had a six-rider capacity, was occupied by 11 people at the time of the crash. A 12-year-old child had been at the wheel, and the lone adult in the golf cart, a 37-yearold Ormond Beach man, was arrested on child neglect felony charges after the crash.

It was an incident that Ormond Beach Police Chief Jesse Godfrey called frustrating. From January 2020 to January 2022, OBPD has noted 13 instances citywide where officers responded to calls involving complaints over minors operating golf carts.

“All of this could have been avoided if everybody would have just followed the rules,” Godfrey said.

WHAT THE LAW SAYS

Can you drive a golf cart in the city of Ormond Beach?

That depends.

Ormond Beach Police Sgt. John Borzner explained that a golf cart can qualify as a low-speed vehicle, which are allowed to operate in roadways with speed limits of 35 mph or less. But, the cart must have title and registration, as well as be properly equipped

with tail lights, brake lights, and other parts to make it “street-legal,” according to the Florida Department of Highway Safety and Motor Vehicles.

A lot of the low-speed vehicles seen on roadways do comply with these regulations. It’s the ones typically being driven inside subdivisions that don’t.

“Tomoka Oaks is probably our biggest area for golf carts, and they ride them on the bike paths in there and through the roadways, and a lot of times, it’s kids,” Borzner said. “Anywhere from 13 and older driving them around.”

You have to be 14 years old to operate an unregistered golf cart in designated recreation areas such as some state parks, and of course, golf courses. There are no streets in Ormond Beach that allow unregistered golf carts.

If the golf cart has been made “street-legal,” the driver must hold a valid driver’s license.

These aren’t rules that only apply within the city of Ormond Beach; the operation of unregistered golf carts on public roads or streets is prohibited in the state of Florida, per section 316.212 of the Florida Statutes.

USING COMMON SENSE

For one of the grandparents of the children involved in the Dec. 18 crash, whose name is not being reported due to a pending lawsuit related to the incident, the problem isn’t the overall usage of golf carts — it’s being able to operate them with common sense.

Her granddaughter was one of the most injured in the crash, having broken both of her legs. Since the crash, she has undergone two surgeries and doctors told the family she likely will not be able to walk for 12 weeks or longer. It was a sad situation, her grand-

mother said. She was one of the first to arrive at the scene of the crash and saw firsthand all the children injured on the ground.

“In all reality, an accident is an accident,” she said. “...

Could it have been avoided?

Maybe, maybe not.”

As long as golf carts are operated by people who take safety precautions and have experience doing so, she doesn’t see a problem with them. And, she believes that since the crash, people have been more cautious when driving their golf carts around the neighborhood.

“It just didn’t affect those hurt,” she said. “It affected everybody and their family.”

FALLING ON DEAF EARS?

When police receive a complaint involving golf carts, most of the time, it involves minors. If officers are available to respond, Borzner said they’ll drive through the neighborhood to see if they can spot them, but a lot of the time, the minors are either long gone or are in an area — such as a bike path — that their patrol vehicles can’t access.

In addition to Tomoka Oaks, The Trails and Breakaway Trails also have been communities from which these complaints frequently generated.

In some instances, officers are able to find the minors at home after seeing the golf cart in their driveway. In those cases, officers speak with the parents or guardians and explain to them that driving these golf carts could result in a criminal charge, depending on the age of the driver or if the golf cart is not titled.

“Would we handle it as such? Probably not if it’s in there, and it’s normally, like I said, a juvenile,” Borzner said.

“We’re not going to arrest a 14-year-old kid that’s just driving through his neighborhood on a golf cart.”

So far, officers have been trusting parents to educate their children, and OBPD has issued information regarding the legal operation of golf carts.

“The information’s been put out there; it just seems to fall on deaf ears sometimes,” Borzner said.

EDUCATION BEFORE ENFORCEMENT

Enforcement is always an option, but OBPD would rather not have to make arrests.

“We’re trying to educate before enforcement, but there will be a time where we’re going to move into enforcement, and it’s going to happen,” Godfrey said.

OBPD is asking parents to supervise their children and restrict easy access to lowspeed vehicles when the child is alone.

“Whether you’re a pedestrian, or a cyclist or a motorist, the driving laws go both ways, and we have to be extremely careful,” Godfrey said. “We don’t want anybody to get hurt or get seriously injured, by any stretch.”

The children injured in the Dec. 18 crash should have never been hurt on that day, he added. Complaints have slowed down since the crash, and Godfrey suspects it may have served as a wake-up call for many parents.

Borzner said he believes officers have been “more than fair as far as not hammering these young kids with tickets.”

Ultimately, the responsibility lies with the adults.

“The 12-year-old is not getting the golf cart, buying the golf cart,” Borzner said. “There’s going to have to be some rules set in place at home to help us out so we can avoid these complaints, we can avoid dangerous situations, we can avoid crashes like that out west and keep everybody safe.”

The omicron variant of COVID-19 is causing a dramatic increase in cases in Flagler County and Volusia County — but not as many hospitalizations and deaths as previous variants.

AdventHealth Centra Care’s statewide sevenday rolling positivity rate is now 40%, representing the high transmissibility of the Omicron variant throughout the community.

“The rate of increase has been monumental for this one,” Juengst said.

Daily case rates in Volusia have risen from 30-40 a day to over 1,000 new cases per day, he said. The health department is working on handling about 35 outbreaks in Volusia County, many of them at various care facilities, he said.

“We’ve had a very steep increase in cases since around Christmas time, and these are about, roughly, double what we were in the summertime in case numbers,” he said. “It’s more transmissible [than delta], which is shocking, because delta was very transmissible, too … which is

through cases in vaccinated patients than it did with previous variants, but that these breakthroughs aren’t making patients as sick.

Florida Department of Health-Flagler Medical Director Dr. Stephen Bickel said he believes omicron hasn’t peaked yet, but that it looks like it will in late January or early February.

“I’m pretty optimistic, starting maybe in March, that omicron’s definitely less serious; we’re going to have treatments that are widely available,” he said. “... There’s going to be almost universal immunity on some level to what’s out there — including all the people who got omicron. They’re going to be immune to omicron.”

That’s going to make it harder for another variant to be successful, he said.

“I think we’re going to reach a state where it’s endemic, not pandemic,” Bickel said.

“You’re going to see it in the population; it’s not going to be gone, but there might be little waves like there is for flu in the winter, but not these giant waves.”

The variant is so contagious that little will stop it, he said.

“It’s almost impossible to stop the spread,” Bickel said. “… The biggest problem is still the same problem as before — unvaccinated people with comorbidities who are at high risk for bad outcomes. They’re the main concern. They’re the ones most likely to end up in the hospital.”

Internal auditor’s role scrutinized Opioid suit settlement underway Should council members discuss areas of concern with the county’s internal auditor?

If Volusia County’s internal auditor was made aware of an issue within a county division, could he pivot his attentions and look into the issue, without approval from the council or the county manager?

District 4 County Councilwoman Heather Post sought a clarification to this question after council unanimously approved the internal audit plan for 2022 at its meeting on Thursday, Jan. 6. But the discussion quickly became muddled as some council members issued caution about “micromanaging” internal auditor Jonathan Edwards’ authority.

Post brought the subject up due to an undisclosed issue within the Volusia County Division of Corrections’ Inmate Trust Fund activities that surfaced in October, an area that is included in the 2022 audit plan. Post said she wished to ensure Edwards would have the authority to look into issues that arise without having to come back to the council for approval.

But, council members were wary of amending the internal auditor’s ordinance to add language to specify this, saying that Edwards already has the authority.

“We’ve got to be very cautious here that we’re not getting into micromanaging what we have given this man the authority to do,” Councilman Ben Johnson said.

Edwards explained to the council that he does use his discernment when deviating from the plan, citing the audit into the county’s economic incentive program that was at the top of the list for 2021, but

was postponed since the Economic Development Division experienced a lot of changes at the beginning fo 2021. In the instance referenced by Post, Edwards said that she came to him a day after she approached staff, and that he discussed the issue with the county manager. Seeing that staff was resolving the issue, he decided to focus on the areas in the 2021 audit plan.

This concerned Chair Jeff Brower, who questioned whether an auditor should go to management when he is notified about a possible issue to investigate.

“I’m not making any accusations but when we hired an auditor, that’s what the public wanted, was for none of us — me, or George or anybody else — to be able to jerk you around or lead you somewhere else,” he said.

Edwards responded that to him, management acted in accordance to the policy, a statement echoed by County Manager George Recktenwald.

“I feel very confident that this organization is wellwatched, well-managed, but with 3,500 moving parts, if somebody is doing something they shouldn’t right now, somewhere, it could happen and we’ll find and we’ll fix it,” Recktenwald said.

This led to a conversation on whether or not council members should bring areas of concern up to Edwards, to which Post argued that she didn’t direct him to take any specific action.

“The fact that council is dwelling on the fact that it’s Heather Post that received this complaint from the public, a violation of Florida State Statute, and pursued it, I find fascinating, because that’s literally my role,” Post said. “And the fact that I took it to staff to check into is literally my role. So, in no way have I gone above and outside of the scope of my role as a

County Council member, and for whatever reason, I’m having to say this once again on the dais.”

She added that she hoped all council members would be doing the same in her shoes.

Councilman Fred Lowry said he had an issue with the way the topic was brought up, as it could indicate to the public that there is a problem with the county’s internal auditor.

“There’s not a problem in that area,” Lowry said. “He has the freedom. He can pursue anything he wants to. While maybe certain people’s Facebook groupies tonight will be cheering them on, there will be a lot of people saying, ‘Why in the world are they talking for hours about [the auditor]?

Is there a problem going on in the county with the auditor?’”

Post’s motion died after Billie Wheeler withdrew her second. A later motion by Johnson to direct the auditor to work day-to-day under the county manager was withdrawn. In addition to Inmate Trust Fund activities, the 2022 audit plan includes an audit of the county’s charges, fees, assessments and collections; contracted services and concessionaire contracts; permitting and impact fee assessment and collections; Ocean Center box office revenues and settlements; airport booth rentals and incentives; and community assistance grants.

Volusia County is hoping to control regional funds that will be made available as part of settlement plan in a classaction suit against Johnson and Johnson, also known as Janssen, for the pharmaceutical company’s role in contributing to the opioid epidemic.

Several cities, including Ormond Beach, entered into a memorandum of understanding to join the state in regard to the settlement in July 2021.

On Monday, Jan. 10, the Roundtable of Volusia County Elected Officials — a meeting held at The Center at Deltona to allow for social distancing in light of increasing COVID-19 cases — were given an update on the litigation’s status by Paola Soria, senior assistant county attorney, who stated that parties are currently working on a proposed settlement agreement.

“If that settlement agreement is adopted by both sides, the distributors will pay a maximum of $21 billion

over 18 years throughout the entire United States, while Jansen will pay a maximum of $5 billion over nine years,” Soria said.

A total of $22.8 billion could be payable to state and local municipalities. Florida’s portion of the settlement funds are divided into three categories: A state fund, city/county funds, and regional funds.

The region that includes Volusia County is slated to receive about 3.13% of the state’s overall regional funds from the settlement. Interlocal agreements with a majority of municipalities will be needed as well for Volusia to be “qualified county” and keep local control of the regional funds.

On Dec. 14, the Volusia County Council adopted an Opioid Settlement Fund Abatement Plan to comply with the state’s settlement requirements.As a result of the interlocal agreement with the cities, an Opioid Abatement Funding Advisory Board was created, and each participating local government will appoint one person to the board. On Thursday, Jan. 6, the County Council appointed District 3 Councilman Danny Robins for a two-year term.

The county’s abatement plans states that Volusia County was one of the hardest hit in the state based on

data from the Centers for Disease Control and Prevention, which reported that twothirds of the 70,900 people who died in the U.S. from drug overdoses in 2017 were linked to opioids. In 2018, Volusia County had 119 overdose deaths, which the plan states was higher than both the state and national averages that year.

The plan, which Soria said is broad for now, addresses options for supporting the treatment of opioid use disorder, efforts to prevent the misuse of opioids and opportunities to support opioid abatement research.

Soria said the payout of the settlement is expected sometime around July 2022. According to an Ormond Beach city memo addressed to the commission from July 20, 2021, the city’s attorneys predicted funds available directly to the city will be about $22,000 for the first six years, $17,000 for the middle six years, and $12,000 for the last six years.

The first meeting of the Opioid Abatement Funding Advisory Board is aimed to take place in June, and the board will meet semi-annually.

“The first year or so of setting up the advisory board I imagine to be a little bit more busy than subsequent years,” Soria said.

Tadd Kasbeer said staff is looking at widening the western portion to four lanes, as the road has been identified to be at 90% or more of its capacity.

“Even though it shows up as red, that entire limit, traffic actually moves along pretty well in that section,” said Kasbeer, referencing the map in the presentation. “It’s that western portion that’s only two lanes.”

Though initially listed fourth among the 10 priority projects, the widening of Hand Avenue was pushed down to rank fifth in lieu of expediting an extension of Dunn Avenue from Tomoka Farms Road to LPGA Boulevard.

LEFT OUT

One project not included in the priority list is the extension of Tymber Creek Road.

Kasbeer explained to the council that this extension, among other future projects in the county such as a four-lane widening of LPGA Boulevard from U.S. 17-92 to the I-95 interchange, are indeed considered critical projects, but have other circumstances that influence the county to place them on hold for now.

In the case of Tymber Creek, that is Avalon Park Daytona, since the developer will need to fund design and construction for some, or all, of the extended roadway.

“They’re going to be required to build at least a portion of that,” Kasbeer said. “Obviously, the devil will be in the details when we get into negotiating with them with their proportionate fair share.”

Two studies — one on the intersection of Pioneer Trail and Williams Boulevard and a feasibility study to widen Orange Camp Road from U.S. 17-92 to Martin Luther King Jr. Beltway — are at the top of the list because they are considered to be “small ticket” items, at $100,000 and $500,000 respectively.

Though LPGA Boulevard is not yet at critical levels of capacity, Kasbeer said that if the development in the corridor continues at its current pace, it won’t be long before it is deemed as such.

“Dunn Avenue is an excellent opportunity to create that path,” he said. “It gives drivers a second way to get into Daytona overall and keep traffic reasonable in that area.”

LETTERS Boaters, pay attention Dear Editor; On Feb. 15, the city of Ormond Beach will hold a workshop about the future of Cassen Park. You need to be there or contact city officials if you want to keep the park, and the other bridge parks as non-commercialized public areas.

The biggest issues are the city’s incremental commercialization of the park, and allowing park use for access and parking for the underwater private property. The underwater parcel near the park was initially purchased for $500.

Why didn’t the city buy it to protect the park and city interests? About seven years ago, current owners approached the city about helping them develop the river bottom.

Receiving support from city officials to develop the property, they purchased the property for 50 times the initial price. It is now for lease, or sale for 450 times the initial price.

OTHER PARK DEVELOPMENT PROPOSALS:

Spending $900,000+ bait house.

Building another structure on the waterfront point, though it’s deemed an “unsafe location” for the bait house. Leave the bait house alone, save $900,000. Put the bathrooms out by the street.

Relocating boat trailer parking offsite to intentionally reduce boater parking and use. It would jam traffic in the park, Beach Street and Grana-

da. Time spent launching and parking would be ridiculous.

Reduce valuable waterfront green space to add parking.

A golf cart shuttle and a water taxi service to benefit restaurants, using park space.

Flagler Beach, Holly Hill, New Smyrna and Edgewater all have rebuilt first-class, well-designed boat launch/parking areas for their citizens. During that time, our city officials spent millions on a dock for 8-10 out-of-state vessels, dredging, rock breakwater, a church, consultants and more. Not one dime was spent improving the public launch dock, or boater parking. Boaters are seen as an obstacle to commercial park development.

City officials are poised to spend millions more in an effort to use the park as a commercial base for the businesses on Granada. Commercializing Cassen Park is a top priority for the city and Ormond MainStreet. They do not represent our citizen’s best interest.

The city is incrementally executing an under-the-radar plan to commercialize Cassen Park. At a public presentation, MainStreet staff stated it would be a “tricky” process. You get the picture.

COPS CORNER JAN. 1

HATS OFF 6:17 p.m. — 700 block of West Granada Boulevard Petit theft. Police arrested a 36-year-old Holly Hill woman after she stole a hat from a local retail pharmacy, a crime that occurred less than 15 minutes after she had spoken to officers regarding a battery incident for which she declined to press charges.

According to her arrest report, the store’s surveillance video showed the woman trying on hats before proceeding to put a hat under the one she was already wearing and exiting the store. Police, since they already knew the woman’s identity, checked her criminal history and discovered she had four prior theft convictions dating back to 2009.

Police attempted to contact the woman but were unable to initially locate her; however, the woman later called back and agreed to meet with police. Once at the meeting point, she was placed in handcuffs, and without being questioned about the theft, stated that she had not stolen a hat, the report states.

She was taken to jail.

after he brandished a knife, according to police.

The delivery driver told officers that he had just finished a delivery when he saw the man in a white sedan driving in his direction, coming to a stop partially in front of his van. The man then exited his vehicle and asked to use the driver’s phone.

When the driver declined, the man opened the van’s door and continued to demand the phone with a knife in his hand. The driver complied, and the man drove off.

About 10 minutes later, the man approached a 91-year-old Ormond Beach resident who had opened her garage door to take her garbage out.

According to a second arrest report, the man pulled a handful of money out of his pocket and said, “I’ll give you all this money if you let me park this car in front of the house, and I promise I’ll come back and get it.”

The woman told the man to get off her property and started to go inside her opened garage, at which point the man ran behind her and tried to steal her car, which was in her garage. The woman began yelling for help and told the man her neighbor was a police officer, causing the man to run back to his own vehicle and drive away.

Several law enforcement units responded to the area in search of the man and his vehicle, and he was eventually located. A pursuit ensued and the man was later detained. The man suffered a bite from a K-9 and was tasered during the process to detain him. On his person, police found a knife and brass knuckles.

He was taken to the hospital to be treated for the dog bite before he was taken to jail.

Tax credits of up to $2 million for film, television and digital media productions drew support from senators on Monday, Jan. 10, as part of an effort to make Florida more attractive to the entertainment industry.

But as in the past, the 9-1 vote by the Senate Commerce and Tourism Committee came after opposition from the conservative group Americans for Prosperity Florida, which maintains the issue is “corporate welfare.”

The proposal (SB 946) by Sen. Joe Gruters, R-Sarasota, would create the Targeted High Wage Production Program, providing tax credits up to $2 million for projects that provide “high returns” on investment and economic benefits to the state. Backers hope to make Florida more attractive than other states for productions.

Sen. Tom Wright, R-New Smyrna Beach, called the tax credit structure a “great way to protect our investments because they get it after the completion.”

“We have films being produced around the country that make you believe that they’re coming out of Florida, when they’re not,” Wright said.

Feds OK state plan for education money The U.S. Department of Education has approved Florida’s plan for how the state intends to spend billions of dollars in federal aid for schools, after money was withheld because of a delay in the state submitting the proposal.

Federal officials had been withholding a third of the more than $7 billion dollars that was allocated for Florida schools under the American Rescue Plan Act, a stimulus law that passed last year. About $2.35 billion was released to the state last week.

The federal government released the initial two-thirds of each state’s allocation in March, with Florida receiving just shy of $4.7 billion.

Under federal guidelines, the state Department of Education is given control over 10% of the money for Florida, with the remaining 90% going directly to school districts.

Florida’s delay in submitting its plan was a point of friction between the state and federal education departments last year.

Ian Rosenblum, a deputy assistant secretary for policy and programs at the federal agency, wrote a letter to state Education Commissioner Richard Corcoran on Oct. 4 that said Florida was the lone state or U.S. territory with a plan still outstanding.

ssie Bass is looking for her match, and for this 16-yearold, it’s what’s inside your bones that could make a lifesaving difference.

In 2016, the Palm Coast teen was diagnosed with chronic myeloid leukemia, a cancer rarely seen in children, according to the American Cancer Society. The average age of a person diagnosed with CML is 64, and this has posed an extra challenge since Bass was diagnosed at age 11, following a knee injury. For almost five years afterward, Bass took medication after medication, and, while she eventually went into remission for her blood, Bass has always battled with the cancer in her bone marrow.

“You hear of cancer, but you don’t know what it’s like until it hits your home,” said her mother, Shannon Gutierrez.

After Bass relapsed last December with cancer in her blood, doctors upped the amount of chemotherapy she underwent. When that didn’t work, they switched to a different chemotherapy. That also didn’t work.

So, the doctor determined it was time to look into a bone marrow transplant.

“But we can’t find a match,” Gutierrez said. “We’re having a hard time because of her nationality.”

According to the Health Resources and Services Administration, though 38 million potential marrow donors are available worldwide, patients of racially and ethnically diverse backgrounds struggle to find a match.

Only 30% of patients have a relative who is a match and is able to donate bone marrow; 70% of patients are waiting for a match.

Bass is half-Hispanic and halfwhite.

Gutierrez hoped to be able to donate her own bone marrow, but she only matched half of the markers, and, as a mother of six children, her blood contained too many antibodies because of her past pregnancies.

“It just feels like we’re going in circles — getting told the same thing at every doctor’s appointment,” Bass said.

Instead of waiting, the family decided to actively search for a bone marrow match for Bass.

In December, the family hosted a swab drive in Palm Coast for Be The Match, a nonprofit organization operated by the National Marrow Donor Program that manages a worldwide bone marrow registry to help patients with life-threatening blood cancers like leukemia and lymphoma find a match.

On Jan. 16, a benefit event will be held at Finn’s Beachside Pub from 2-6 p.m. Swab kits will be on-hand, and attendees can enjoy food, live music, and participate in a raffle.

For Bass, it’s also an opportunity to raise awareness about childhood cancer, something both she and her mom said is lacking.

“It’s good to see that we’re able to be a voice and speak out in our community, because there’s a lot of kids — not just me. There’s 27 of us in Flagler [battling cancer],” Bass said.

‘I KNOW THERE’S SOMEONE OUT THERE’

Bass may be waiting for a bone marrow transplant, but she is not taking time for granted.

About five months ago, she joined the Ormond Beach Police Explorers, a youth volunteer program that allows participants to see what a career in law enforcement could be like. Ormond Beach Police Sgt. John Dovine is her sister’s football coach, and the connection brought her to the program. That, and the fact that one day, Bass hopes to work in law enforcement.

Gutierrez said she knows the family is not alone; support from the community and organizations like the Live Like Cameron Foundation is evident. But not being able to find a bone marrow match is frustrating.

Yet, neither she nor Bass have lost hope. After all, Essie’s full name, Esperanza, means “hope,” in Spanish.

“I know there’s someone out there, but just when,” Bass said. “And where are you?”

The Seabreeze Sandcrabs girls soccer team kicked off the Five Star Conference tournament against the Pine Ridge Panthers Jan. 8 at a relatively slow pace but walked away with a 7-1 win.

Seabreeze followed that win with a 4-0 victory over Flagler Palm Coast — their second win over the Bulldogs this season — on Jan. 11. The Sandcrabs (10-4) will meet Spruce Creek for the conference championship on Thursday, Jan. 13 Coming off a tough win against the

Just before the first water break, head coach Eli Freidus told his starters they had five minutes to score before he put in his bench. Time elapsed and the coach made good on his promise, replacing almost his entire starting lineup after the break. Caroline McNerney came in and scored the first goal of the game just before halftime.

“The lack of energy, that’s what bothers me,” Freidus said. “That’s not what championship teams do.

After the bench had shifted the momentum of the game, the starters were back on the field after halftime.

The team’s leading scorer, junior Emily Myers, scored back-to-back goals bringing the score to 3-0 early in the second half.

“The whole bench was put in after the water break,” assistant coach Christine Goebel said. “That kind of sparked things.”

Once they were revitalized, the Sandcrabs refused to let up. Taylor Hughes, Katey Collins and sisters Billie and Banner Best-Abramowitz rode the momentum with a goal each while Morgan Long added three assists to give her eight for the season. Chelsey Hunt kicked the lone goal for the Panthers late in the second half.

Seabreeze is ranked fourth in the state in Class 4A by the Florida High School Athletic Association.

Seabreeze got the game rolling with a goal by Annabel Thistle in the first five minutes. The Bulldogs did not have an answer to the attack as Kylie Watson scored just before the half to make 2-0. Brianna Chesley scored two goals in the second half to finish off the victory.

Seabreeze will be meeting Spruce Creek for the second time this season. The Sandcrabs beat the Hawks 5-2 on Dec. 16.

“If we can keep our touches clean and our passes clean, we are tough to beat,” Freidus said.

Coach Jon Kinsler and his Seabreeze boys soccer players believe they are better than their record indicates.

The Sandcrabs improved to 5-3-1 with a 2-0 victory at Matanzas on Jan. 6. But that record is a bit deceptive. (See the sidebar below for a story on the team’s sixth win.)

The three teams that beat them – Ponte Vedra, New Smyrna Beach and Spruce Creek – had a 33-3-5 combined mark as of Jan. 6. Spruce Creek is the FHSAA’s top-ranked team in the state across all classifications, while New Smyrna Beach is No. 7.

But that doesn’t mean the Sandcrabs were satisfied.

system changes,” Kinsler said after the Matanzas win.

The changes seemed to work. They got on the board with a goal by freshman Drew McNerney with 5:05 left in the first half. Junior Michael Hogan made it 2-0 just over a minute into the second half.

“We created more in the attack, and we still didn’t concede a goal,” Kinsler said. “The midfielders were very good, and our defense made the difference.”

Matanzas (6-3-1) saw its six-game unbeaten streak get snapped. After Seabreeze dominated possession in the first half, the Pirates put together some scoring opportunities in the second half but came up short.

Seabreeze goalkeeper Andrew Cole stopped a penalty kick by Diego Bernardi with 36:20 left.

“If we make that penalty kick, that changes the momentum,” Matanzas coach Beto Aguilar said. “Seabreeze capitalized on our mistakes.”

“He made a nice cross,” McNerney said. “The keeper (Ben Kopach) made a decent save, but it stayed in bounds, and I just finished.”

“Ben used to be my old teammate (in club soccer),” Hogan said. “I took it right at him and scored. I don’t think I ever scored on him before.”

“You can’t give Hogan any slack,” said Aguilar. “He’ll put you to sleep.”

Kinsler said Hogan, who nearly scored a second goal, was the difference maker in the game.

“He’s someone we depend on for everything,” Kinsler said. “He definitely attracts a lot of attention.”

Both teams were playing their first game in three weeks. Aguilar said his players appeared to be rusty in the first half.

“In the first half, we weren’t as aggressive as Seabreeze was,” he said.

Aguilar said he was pleased that his squad kept fighting and praised the play of freshman left back Vince Ferrer.

“He was consistent,” Aguilar said.

“He pretty much shut down his side.”

“I think Matanzas has some very talented players,” Kinsler said. “And our guys were up for the task tonight.”

Fifth-seeded FPC fell to 9-6-2 a day after defeating Deltona, 3-2. Schmidt Joseph scored two goals against Deltona, while Myles Clymer scored his ninth goal of the season. Joseph scored the gamewinner with about four minutes left.

But FPC could not get on the scoreboard against the Sandcrabs, who notched their second shutout in a row. Seabreeze controlled possession throughout the first half.

“The first line of defense is your your attack,” Seabreeze coach Jon Kinsler said. “If you can keep (the ball) on the other side of the field, it gives your team confidence.”

Cole Miller had the assist on Hogan’s goal.

“Enrique Thompson made the first run and pulled the defender out, and Hogan made the second

run behind the defender,” Kinsler said.

Hogan, who is left-footed, scored with his right foot.

The Bulldogs were able to keep possession more in the second half.

But they had trouble getting shots on goal.

“Our goalkeeper (A.J. Cole) and back line kept it organized. That was our bright spot in the second half,” Kinsler said.

“We wasted the first half. We were flat,” FPC coach Ramtin Amiri said.

“We were better in the second half but not up to the level we needed to be.”

The Bulldogs lost freshman forward Mikhail Zyzek for the season with a hip fracture in the Mike Stone Invitational at Tavares during the winter break.

Hydro4 Swimming through the Volusia Flagler Family YMCA, broke the nearly 16-year-old 100-yard freestyle Florida LSC State record at the 2021 Speedo Holiday Classic in Gainesville, with a time of 56.07.

This year, Reef not only broke eventual Olympian Ryan Murphy’s 100-freestyle state record, but he also broke three more state records: The 20-year standing 50-yard breaststroke by nearly a second with a time of 32.74, the 50-meter breaststroke with a time of 37.46, and the 100yard breaststroke with a time of 1:12.92.

The 10-year-old started swimming when he was 4.

“He just jumped in one day while his older brother, Kai, was swimming practice,” said his mother Ragan McMeeking. “We couldn’t keep him

out of the water.”

Reef is one of three brothers who each swim competitively for Hydro4 Swimming. Reef and his brother Kai both won High Point for Florida Age Group Championships when they were 10.

When asked what motivates him to swim, Reef said “I just love it, I just want to win and beating my brother is always good.”

Reef is not the only Hydro4 swimmer to break a state record. Teammate Sarah Stegall holds the 10 and under record in the 50-yard breaststroke with at time of 32.22.

Hydro4 Swimming was named one of the top age group teams in the country for 2021. The team’s head coach, Corey McMeeking, who is also Reef’s father, was recognized as one of the top 50 age group coaches of the year in the U.S.
